Much of the Middle East and North Africa still appears to be in a transitional period set in motion by the 2011 Arab uprisings, and the political trajectory of the region remains difficult to grasp. In The Clash of Values, Mansoor Moaddel provides groundbreaking empirical data to demonstrate how the collision between Islamic fundamentalism and liberal nationalism explains the region’s present and will determine its future. Analyzing data from over 60,000 face-to-face interviews of nationally representative samples of people in seven countries—Egypt, Iraq, Lebanon, Pakistan, Saudi Arabia, Tunisia, and Turkey—Moaddel reveals the depth and breadth of the conflict of values. He develops measures of expressive individualism, gender equality, secularism, and religious fundamentalism and shows that the factors that strengthen liberal values also weaken fundamentalism. Moaddel highlights longitudinal data showing changes in orientations toward secular politics, Western-type government, religious tolerance, national identity, and to a limited extent gender equality, as well as a significant decline in support for political Islam, over the past decade. Focusing on these trends, he contends that the Arab Spring represents a new phase of collective action rooted in the spread of the belief in individual liberty. Offering a rigorous and deeply researched perspective on social change, The Clash of Values disentangles the Middle East and North Africa’s political complexity and pinpoints a crucial trend toward liberal nationalism.

In this critical history, Victor McFarland reveals the deep ties binding the leaders of the two nations. Connecting foreign relations and domestic politics, McFarland challenges the view that the U.S.-Saudi alliance is the inevitable consequence of American energy demand and Saudi Arabia’s huge oil reserves. Oil Powers traces the growth of the alliance through a dense web of political, economic, and social connections that bolstered royal and executive power and the national-security state. Since its founding, the United States has allied with unsavory dictatorships to thwart even more urgent security threats. How well has the United States managed such alliances, and what have been their consequences for its national security? In this book, Evan N. Resnick examines the negotiating tables between the United States and its allies of convenience since World War II and sets forth a novel theory of alliance bargaining. Resnick’s neoclassical realist theory explains why U.S. leaders negotiate less effectively with unfriendly autocratic states than with friendly liberal ones. Since policy makers struggle to mobilize domestic support for controversial alliances, they seek to cast those allies in the most benign possible light. Yet this strategy has the perverse result of weakening leverage in intra-alliance disputes. Resnick tests his theory on America’s Cold War era alliances with China, Pakistan, and Iraq. In all three cases, otherwise hardline presidents bargained anemically on such pivotal issues as China’s sales of ballistic missiles, Pakistan’s development of nuclear weapons, and Iraq’s sponsorship of international terrorism. In contrast, U.S. leaders are more inclined to bargain aggressively with democratic allies who do not provoke domestic opposition, as occurred with the United Kingdom during the Korean War. During the two decades that preceded the 2011 revolutions in Egypt and Syria, animated debates took place in Cairo and Damascus on political and social goals for the future. Egyptian and Syrian intellectuals argued over the meaning of tanwir, Arabic for “enlightenment,” and its significance for contemporary politics. They took up questions of human dignity, liberty, reason, tolerance, civil society, democracy, and violence. In Enlightenment on the Eve of Revolution, Elizabeth Suzanne Kassab offers a groundbreaking analysis of the tanwir debates and their import for the 2011 uprisings. Kassab locates these debates in their local context as well as in broader contemporary political and intellectual Arab history. She argues that the enlightenment they advocated was a form of political humanism that demanded the right of free and public use of reason. By calling for the restoration of human dignity and seeking a moral compass in the wake of the destruction wrought by brutal regimes, they understood "tanwir" as a humanist ideal. Kassab connects their debates to the Arab uprisings, arguing that their demands bear a striking resemblance to what was voiced on the streets of Egypt and Syria in 2011. In Exception Taken, Jonathan Buchsbaum examines the movements that have emerged in opposition to the homogenizing force of Hollywood in global filmmaking. While European cinema was entering a steady decline in the 1980s, France sought to strengthen support for its film industry under the new Mitterrand government. Over the following decades, the country lobbied partners in the European Economic Community to design strategies to protect the audiovisual industries and to resist cultural free-trade pressures in international trade agreements. These struggles to preserve the autonomy of national artistic prerogatives emboldened many countries to question the benefits of accelerated globalization. Led by the energetic minister of culture Jack Lang, France initiated a series of measures to support all sectors of the film industry. Lang introduced laws mandating that state and private television invest in the film industry, effectively replacing the revenue lost from a shrinking theatrical audience for French films. With the formation of the European Union in 1992, Europe passed a new treaty (Maastricht) that extended its legal purview to culture for the first time, setting up the dramatic confrontation over the General Agreement on Trade and Tariffs (GATT) in 1993. Pushed by France, the EU fought the United States over the idea that countries should preserve their right to regulate cultural activity as they saw fit. France and Canada then initiated a campaign to protect cultural diversity within UNESCO that led to the passage of the Convention on Cultural Diversity in 2005. As France pursued these efforts to protect cultural diversity beyond its borders, it also articulated "a certain idea of cinema" that did not simply defend a narrow vision of national cinema. France promoted both commercial cinema and art cinema, disproving announcements of the death of cinema.

Drawing on fifteen years of work in the antislavery movement, Austin Choi-Fitzpatrick examines the systematic oppression of men, women, and children in rural India and asks: How do contemporary slaveholders rationalize the subjugation of other human beings, and how do they respond when their power is threatened? More than a billion dollars have been spent on antislavery efforts, yet the practice persists. Why? Unpacking what slaveholders think about emancipation is critical for scholars and policy makers who want to understand the broader context, especially as seen by the powerful. Insight into those moments when the powerful either double down or back off provides a sobering counterbalance to scholarship on popular struggle. Through frank and unprecedented conversations with slaveholders, Choi-Fitzpatrick reveals the condescending and paternalistic thought processes that blind them. While they understand they are exploiting workers' vulnerabilities, slaveholders also feel they are doing workers a favor, often taking pride in this relationship. And when the victims share this perspective, their emancipation is harder to secure, driving some in the antislavery movement to ask why slaves fear freedom. The answer, Choi-Fitzpatrick convincingly argues, lies in the power relationship. Whether slaveholders recoil at their past behavior or plot a return to power, Choi-Fitzpatrick zeroes in on the relational dynamics of their self-assessment, unpacking what happens next. Incorporating the experiences of such pivotal actors into antislavery research is an immensely important step toward crafting effective antislavery policies and intervention. It also contributes to scholarship on social change, social movements, and the realization of human rights.

For decades after World War II, Japan chose to focus on soft power and economic diplomacy alongside a close alliance with the United States, eschewing a potential leadership role in regional and global security. Since the end of the Cold War, and especially since the rise of Prime Minister Shinzo Abe, Japan's military capabilities have resurged. In this analysis of Japan's changing military policy, Andrew L. Oros shows how a gradual awakening to new security challenges has culminated in the multifaceted "security renaissance" of the past decade. Despite openness to new approaches, however, three historical legacies—contested memories of the Pacific War and Imperial Japan, postwar anti-militarist convictions, and an unequal relationship with the United States—play an outsized role. Religion and democracy can make tense bedfellows. Secular elites may view religious movements as conflict-prone and incapable of compromise, while religious actors may fear that anticlericalism will drive religion from public life. Yet such tensions are not inevitable: from Asia to Latin America, religious actors coexist with, and even help to preserve, democracy. In Faithful to Secularism, David T. Buckley argues that political institutions that encourage an active role for public religion are a key part in explaining this variation. He develops the concept of "benevolent secularism" to describe institutions that combine a basic division of religion and state with extensive room for participation of religious actors in public life. He traces the impact of benevolent secularism on religious and secular elites, both at critical junctures in state formation and as politics evolves over time. Buckley shows how religious and secular actors build credibility and shared norms over time, and explains how such coalitions can endure challenges from both religious revivals and periods of anticlericalism. Faithful to Secularism tests this institutional theory in Ireland, Senegal, and the Philippines, using a blend of archival, interview, and public opinion data. These case studies illustrate how even countries with an active religious majority can become and remain faithful to secularism.

Zeinab Abul-Magd examines both the visible and often invisible efforts by Egypt's semi-autonomous military to hegemonize the country's politics, economy, and society over the past six decades. It is nearly impossible to separate contemporary Iranian cinema from the Islamic revolution that transformed film production in the country in the late 1970s. As the aims of the revolution shifted and hardened once Khomeini took power and as an eight-year war with Iraq dragged on, Iranian filmmakers confronted new restrictions. He provides new readings of internationally recognized films such as Abbas Kiarostami's Taste of Cherry (1997) and Mohsen Makhmalbaf's Time for Love (1990), as well as those by Rakhshan Bani, Masud Kiami, and other key Iranian directors. At the same time, he also considers how filmmakers and the film industry were affected by larger political and religious trends that took shape during Mohammad Khatami's presidency (1997-2005). Atwood analyzes political speeches, religious sermons, and newspaper editorials and pays close attention to technological developments, particularly the rise of video, to determine their role in democratizing filmmaking and realizing the goals of political reform. The right to own property is something we generally take for granted. For refugees living in camps, in some cases for as long as generations, the link between citizenship and property ownership becomes strained. How do refugees protect these assets and preserve communal ties? How do they maintain a sense of identity and belonging within chaotic settings? Protection Amid Chaos follows people as they develop binding claims on assets and resources in challenging political and economic spaces. Focusing on Palestinians living in refugee camps in Lebanon and Jordan, it shows how the first to arrive developed flexible though legitimate property rights claims based on legal knowledge retained from their homeland, subsequently adapted to the restrictions of refugee life. As camps increased in complexity, refugees merged their informal institutions with the formal rules of political outsiders, devising a broader, stronger system for protecting their assets and culture from predation and state incorporation. For this book, Nadya Hajj conducted interviews with two hundred refugees. She consults memoirs, legal documents, and findings in the United Nations Relief Works Agency archives. Her work reveals the strategies Palestinian refugees have used to navigate their precarious conditions while under continuous assault and situates their struggle within the larger context of communities living in transitional spaces.

Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them. Drawing on decades of expertise, Brad Glosserman and Scott Snyder investigate the roots of this split and its ongoing threat to the region and the world. Glosserman and Snyder isolate competing notions of national identity as the main obstacle to a productive partnership between Japan and South Korea. Through public opinion data, interviews, and years of observation, they show how fundamentally incompatible, rapidly changing conceptions of national identity in Japan and South Korea--and not struggles over power or structural issues--have complicated territorial claims and international policy. Despite changes in the governments of both countries and concerted efforts by leading political figures to encourage US-ROK-Japan security cooperation, the Japan-Korea relationship continues to be hobbled by history and its deep imprint on ideas of national identity. In the poorest countries, such as Afghanistan, Haiti, and Mali, the United States has struggled to work with governments whose corruption and lack of capacity are increasingly seen to be the cause of instability and poverty. The development and security communities call for "good governance" to improve the rule of law, democratic accountability, and the delivery of public goods and services. The United States and other rich liberal democracies insist that this is the only legitimate model of governance. Yet poor governments cannot afford to govern according to these ideals and instead are compelled to rely more heavily on older, cheaper strategies of holding power, such as patronage and repression. The unwillingness to admit that poor governments do and must govern differently has cost the United States and others inestimable blood and coin. Informed by years of fieldwork and drawing on practitioner work and academic scholarship in politics, economics, law, and history, this book explains the origins of poor governments in the formation of the modern state system and describes the way they govern. It argues that, surprisingly, the effort to stigmatize and criminalize the governance of the poor is both fruitless and destabilizing. The United States must pursue a more effective foreign policy to engage poor governments and acknowledge how they govern.

The United Nations's groundbreaking Arms Trade Treaty (ATT), which went into effect in 2014, sets legally binding standards to regulate global arms exports and reflects the growing concerns toward the significant role that small and major conventional arms play in perpetuating human rights violations, conflict, and societal instability worldwide. Many countries that once staunchly opposed shared export controls and their perceived threat to political and economic autonomy are now beginning to embrace numerous agreements, such as the ATT and the EU Code of Conduct. Jennifer L. Erickson explores the reasons top arms-exporting democracies have put aside past sovereignty, security, and economic worries in favor of humanitarian arms transfer controls, and she follows the early effects of this about-face on export practice. She begins with a brief history of failed arms export control initiatives and then tracks arms transfer trends over time. Pinpointing the normative shifts in the 1990s that put humanitarian arms control on the table, she reveals that these states committed to these policies out of concern for their international reputations. She also highlights how arms trade scandals threaten domestic reputations and thus help improve compliance. Using statistical data and interviews conducted in France, Germany, Belgium, the United Kingdom, and the United States, Erickson challenges existing IR theories of state behavior while providing insight into the role of reputation as a social mechanism and the importance of government transparency and accountability in generating compliance with new norms and rules.

Foreign-backed funding for education does not always stabilize a country and enhance its statebuilding efforts. Dana Burde shows how aid to education in Afghanistan bolstered conflict both deliberately in the 1980s through violence-infused, anti-Soviet curricula and inadvertently in the 2000s through misguided stabilization programs. She also reveals how dominant humanitarian models that determine what counts as appropriate aid have limited attention and resources toward education, in some cases fueling programs that undermine their goals. For education to promote peace in Afghanistan, Burde argues we must expand equal access to quality community-based education and support programs that increase girls' and boys' attendance at school. Joel S. Migdal revisits the approach U.S. officials have adopted toward the Middle East since World War II, which paid scant attention to tectonic shifts in the region. After the war, the United States did not restrict its strategic model to the Middle East. Beginning with Harry S. Truman, American presidents applied a uniform strategy rooted in the country's Cold War experience in Europe to regions across the globe, designed to project America into nearly every corner of the world while limiting costs and overreach. The approach was simple: find a local power that could play Great Britain's role in Europe after the war, sharing the burden of exercising power, and establish a security alliance along the lines of NATO. Yet regional changes following the creation of Israel, the Free Officers Coup in Egypt, the rise of Arab nationalism from 1948 to 1952, and, later, the Iranian Revolution and the Egypt-Israel peace treaty in 1979 complicated this project. Migdal shows how insufficient attention to these key transformations led to a series of missteps and misconceptions in the twentieth century. With the Arab uprisings of 2009 through 2011 prompting another major shift, Migdal sees an opportunity for the United States to deploy a new, more workable strategy, and he concludes with a plan for gaining a stable foothold in the region.

Wael B. Hallaq boldly argues that the "Islamic state," judged by any standard definition of what the modern state represents, is both impossible and inherently self-contradictory. Comparing the legal, political, moral, and constitutional histories of premodern Islam and Euro-America, he finds the adoption and practice of the modern state to be highly problematic for modern Muslims. He also critiques more expansively modernity's moral predicament, which renders impossible any project resting solely on ethical foundations. The modern state not only suffers from serious legal, political, and constitutional issues, Hallaq argues, but also, by its very nature, fashions a subject inconsistent with what it means to be, or to live as, a Muslim. By Islamic standards, the state's technologies of the self are severely lacking in moral substance, and today's Islamic state, as Hallaq shows, has done little to advance an acceptable form of genuine Shari'a governance. The Islamists' constitutional battles in Egypt and Pakistan, the Islamic legal and political failures of the Iranian Revolution, and similar disappointments underscore this fact. Nevertheless, the state remains the favored template of the Islamists and the ulama (Muslim clergymen). Providing Muslims with a path toward realizing the good life, Hallaq turns to the rich moral resources of Islamic history. Along the way, he proves political and other "crises of Islam" are not unique to the Islamic world nor to the Muslim religion. These crises are integral to the modern condition of both East and West, and by acknowledging these parallels, Muslims can engage more productively with their Western counterparts.

Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Despite China's effort to maintain peace with its neighbors, its military and economic growth poses an undeniable threat. Regional states must account for a more powerful potential adversary in China, and China has become more ambitious in its efforts to control its surroundings. Historical baggage has only aggravated the situation as China believes it is reclaiming its rightful place after a time of weakness and mistreatment, and other Asia-Pacific countries remember all too well their encounter with Chinese conflict and domination. Through a careful consideration of historical factors and raw data, Denny Roy examines the benefits and consequences of a more politically, economically, and militarily potent China. Since China's intended sphere of influence encroaches on the autonomy of regional states, its attempts to increase its own security have weakened the security of its neighbors. Nevertheless, there is little incentive for Beijing to change a status quo that is mostly good for China, and the PRC thrives through its participation in the global economy and multilateral institutions. Even so, Beijing remains extremely sensitive to challenges to the Chinese Communist Party's legitimacy and believes it is entitled to exercise influence on its periphery. On these issues, nationalism trumps any reluctance to upset the international system. Diplomatic disputes regarding the islands in the South China Sea, as well as controversial relations with North Korea, continue to undermine Chinese promises of positive behavior. Roy's study reveals the dynamics defining this volatile region, in which governments pursue China as an economic partner yet fear Beijing's power to set the rules of engagement.

Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a “realist” approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a “science” of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be “solved” by scientific means. If current trends continue, the Asian civilian space competition could become a military race. To better understand these emerging dynamics, James Clay Moltz conducts the first in-depth policy analysis of Asia's fourteen leading space programs, concentrating especially on developments in China, Japan, India, and South Korea. Confucianism has shaped a certain perception of Chinese security strategy, symbolized by the defensive, nonaggressive Great Wall. Many believe China is antimilitary and reluctant to use force against its enemies. It practices pacifism and refrains from expanding its boundaries, even when nationally strong. In a path-breaking study traversing six centuries of Chinese history, Yuan-kang Wang resoundingly discredits this notion, recasting China as a practitioner of realpolitik and a ruthless purveyor of expansive grand strategies. Leaders of the Song Dynasty (960–1279) and Ming Dynasty (1368–1644) prized military force and shrewdly assessed the capabilities of China’s adversaries. They adopted defensive strategies when their country was weak and pursued expansive goals, such as territorial acquisition, destruction of their enemies, and total military victory, when their country was strong. Despite the dominance of an antimilitarist Confucian culture, warfare was not uncommon in the bulk of Chinese history. Grounding his research in primary Chinese sources, Wang outlines a politics of power crucial to understanding China’s strategies today, especially its policy of “peaceful development,” which, he argues, the nation has adopted mainly because of its military, economic, and technological weakness in relation to the United States.

India's foreign policy toward Israel is a subject of deep dispute. Throughout the twentieth century arguments have raged over the Palestinian problem and the future of bilateral relations. Yet no text comprehensively looks at the attitudes and policies of India toward Israel, especially their development in conjunction with history. P. R. Kumaraswamy is the first to account for India's Israel policy, revealing surprising inconsistencies in positions taken by the country's leaders, such as Mahatma Gandhi and Jawaharlal Nehru, and tracing the crackling tensions between its professed values and realpolitik. Kumaraswamy's findings debunk the belief that India possesses a homogeneous policy toward the Middle East. In fact, since the early days of independence, many within India have supported and pursued relations with Israel. Using material derived from archives in both India and Israel, Kumaraswamy investigates the factors that have hindered relations between these two countries despite their numerous commonalities. He also considers how India destabilized relations, the actions that were necessary for normalization to occur, and the directions bilateral relations may take in the future. In his most provocative argument, Kumaraswamy underscores the disproportionate affect of anti-colonial sentiments and the Muslim minority on shaping Indian policy.

In Europe and North America, networks tracing their origins back to the Muslim Brotherhood and other Islamist movements have rapidly evolved into multifunctional and richly funded organizations competing to become the major representatives of Western Muslim communities and government interlocutors. Some analysts and policy makers see these organizations as positive forces encouraging integration. From the founding of the Ming dynasty in 1368 to the start of the Opium Wars in 1841, China has engaged in only two large-scale conflicts with its principal neighbors, Korea, Vietnam, and Japan. These four territorial and centralized states have otherwise fostered peaceful and long-lasting relationships with one another, and as they have grown more powerful, the atmosphere around them has stabilized. Focusing on the role of the "tribute system" in maintaining stability in East Asia and fostering diplomatic and commercial exchange, Kang contrasts this history against the example of Europe and the East Asian states' skirmishes with nomadic peoples to the north and west. Scholars tend to view Europe's experience as universal, but Kang upends this tradition, emphasizing East Asia's formal hierarchy as an international system with its own history and character. His approach not only recasts common understandings of East Asian relations but also defines a model that applies to other hegemonies outside of the European order.

North Korea's institutional politics defy traditional political models, making the country's actions seem surprising or confusing when, in fact, they often conform to the regime's own logic. Drawing on recent materials, such as North Korean speeches, commentaries, and articles, Patrick McEachern, a specialist on North Korean affairs, reveals how the state's political institutions debate policy and inform and execute strategic-level decisions. Many scholars dismiss Kim Jong-Il's regime as a "one-man dictatorship," calling him the "last totalitarian leader," but McEachern identifies three major institutions that help maintain regime continuity: the cabinet, the military, and the party. These groups hold different institutional policy platforms and debate high-level policy options both before and after Kim and his senior leadership make their final call. This method of rule may challenge expectations, but North Korea does not follow a classically totalitarian, personalistic, or corporatist model. Rather than being monolithic, McEachern argues, the regime, emerging from the crises of the 1990s, rules differently today than it did under Kim's father, Kim Il Sung. The son is less powerful and pits institutions against one another in a strategy of divide and rule. His leadership is fundamentally different: it is "post-totalitarian." Authority may be centralized, but power remains diffuse. McEachern maps this process in great detail, supplying vital perspective on North Korea's reactive policy choices, which continue to bewilder the West.

Throughout the past three decades East Asia has seen more peace and stability than at any time since the Opium Wars of 1839-1841. During this period China has rapidly emerged as a major regional power, averaging over nine percent economic growth per year since the introduction of its market reforms in 1978. Foreign businesses have flocked to invest in China, and Chinese exports have begun to flood the world. China is modernizing its military, has joined numerous regional and international institutions, and plays an increasingly visible role in international politics. In response to this growth, other states in East Asia have moved to strengthen their military, economic, and diplomatic relations with China. But why have these countries accommodated rather than balanced China's rise? David C. Kang believes certain preferences and beliefs are responsible for maintaining stability in East Asia. Kang's research shows how East Asian states have grown closer to China, with little evidence that the region is rupturing. Rising powers present opportunities as well as threats, and the economic benefits and military threat China poses for its regional neighbors are both potentially huge; however, East Asian states see substantially more advantage than danger in China's rise, making the region more stable, not less. Furthermore, although East Asian states do not unequivocally welcome China in all areas, they are willing to defer judgment regarding what China wants and what its role in East Asia will become. They believe that a strong China stabilizes East Asia, while a weak China tempts other states to try to control the region. Many scholars downplay the role of ideas and suggest that a rising China will be a destabilizing force in the region, but Kang's provocative argument reveals the flaws in contemporary views of China and the international relations of East Asia and offers a new understanding of the importance of sound U.S. policy in the region.

Has the international movement for democracy and human rights gone from being a weapon against power to part of the arsenal of power itself? Nicolas Guilhot explores this question in his penetrating look at how the U.S. government, the World Bank, political scientists, NGOs, think tanks, and various international organizations have appropriated the movement for democracy and human rights to export neoliberal policies throughout the world. His work charts the various symbolic, ideological, and political meanings that have developed around human rights and democracy movements. Guilhot suggests that these shifting meanings reflect the transformation of a progressive, emancipatory movement into an industry dominated by “experts” ensconced in positions of power. Guilhot’s story begins in the 1950s when U.S. foreign policy experts promoted human rights and democracy as part of a “democratic international” to fight the spread of communism. Later, the unlikely convergence of anti-Stalinist leftists and the nascent neoconservative movement found a place in the Reagan administration. These “State Department Socialists,” as they were known, created policies and organizations that provided financial and technical expertise to democratic movements and also supported authoritarian, anti-communist regimes, particularly in Latin America. Guilhot traces the intellectual and social trajectories of key academics, policymakers, and institutions, including Seymour M. Lipset, Jeane Kirkpatrick, the “Chicago Boys,” influenced by Milton Friedman, the National Endowment for Democracy, and the Ford Foundation. He examines the ways in which various individuals, or “double agents,” were able to occupy pivotal positions at the junction of academe, national, and international institutions, and activist movements. He also pays particular attention to the role of the social sciences in transforming the old anti-communist crusades into respectable international organizations that promoted progressive and democratic ideals, but did not threaten the strategic and economic goals of Western governments and businesses. Guilhot’s purpose is not to disqualify democracy promotion as a conspiratorial activity. Rather he offers new perspectives on the roles of various transnational human rights institutions and the policies they promote. Ultimately, his work proposes a new model for understanding the international politics of legitimate democratic order and the relation between popular resistance to globalization and the “Washington Consensus.”

The regime of Kim Jong-Il has been called "mad," "rogue," even, by the Wall Street Journal, the equivalent of an "unreformed serial killer." Yet, despite the avalanche of television and print coverage of the Pyongyang government’s violation of nuclear nonproliferation agreements and existing scholarly literature on North Korean policy and security, this critical issue remains mired in political punditry and often misleading sound bites. Victor Cha and David Kang step back from the daily newspaper coverage and cable news commentary and offer a reasoned, rational, and logical debate on the nature of the North Korean regime. Coming to the issues from different perspectives—Kang believes the threat posed by Pyongyang has been inflated and endorses a more open approach, while Cha is more skeptical and advocates harsher measures—the authors together have written an essential work of clear-eyed reflection and authoritative analysis. They refute a number of misconceptions and challenge much faulty thinking that surrounds the discussion of North Korea, particularly the idea that North Korea is an irrational nation. Cha and Kang contend that however provocative, even deplorable, the Pyongyang government’s behavior may at times be, it is not incomprehensible or incoherent. Neither is it "suicidal," they argue, although crisis conditions could escalate to a degree that provokes the North Korean regime to "lash out" as the best and only policy, the unintended consequence of which are suicide and/or collapse.
