Abstract:
In the decades since the founding of the People’s Republic of China (PRC) in 1949, wild swings have occurred in the way that American media outlets view that country. At most times, a herd mentality is evident, as a large percentage of news stories portray China in one particular fashion, although there always are some dissenters from the dominant narrative. The nature of that narrative sometimes shifts rapidly and dramatically, however. During some periods, the prevailing perspective has been extremely hostile, with nearly all accounts seeing the PRC as a monstrous oppressor domestically and an existential security threat to the United States. That was the case for more than two decades following the communist revolution, until Richard Nixon’s administration suddenly altered U.S. policy in 1971–1972, and Washington no longer treated the PRC as a rogue state.

While U.S. leaders have focused on actual or illusory security threats in distant regions, there is a troubling security problem brewing much closer to home. Violence in Mexico, mostly related to the trade in illegal drugs, has risen sharply in recent years and shows signs of becoming even worse. That violence involves turf fights among the various drug-trafficking organizations as they seek to control access to the lucrative U.S. market. To an increasing extent, the violence also entails fighting between drug traffickers and Mexican military and police forces.

Abstract:
As the North Atlantic Treaty Organization celebrates its 60th birthday, there are mounting signs of trouble within the alliance and reasons to doubt the organization's relevance regarding the foreign policy challenges of the 21st century. Several developments contribute to those doubts. Although NATO has added numerous new members during the past decade, most of them possess minuscule military capabilities. Some of them also have murky political systems and contentious relations with neighboring states, including (and most troubling) a nuclear-armed Russia. Thus, NATO's new members are weak, vulnerable, and provocative—an especially dangerous combination for the United States in its role as NATO's leader.

The U.S. military occupation of Iraq has now lasted longer than U.S. involvement in World War II. Yet there is no end in sight to the mission. Staying in Iraq is a fatally flawed policy that has already cost more than 3,000 American lives and consumed more than $350 billion. The security situation in that country grows increasingly chaotic and bloody as evidence mounts that Iraq has descended into a sectarian civil war between Sunnis and Shiites. Approximately 120 Iraqis per day are perishing in political violence. That bloodshed is occurring in a country of barely 26 million people. A comparable rate of carnage in the United States would produce more than 1,400 fatalities per day.

Mexico is a major source of heroin, marijuana, and methamphetamine for the U.S. market as well as the principal transit and distribution point for cocaine coming in from South America. For years, people both inside and outside Mexico have worried that the country might descend into the maelstrom of corruption and violence that has long plagued the chief drug-source country in the Western Hemisphere, Colombia. There are growing signs that the “Colombianization” of Mexico is now becoming a reality.

There is a growing tension between two U .S. objectives in Afghanistan. The most important objective is—or at least should be—the eradication of the remaining Al Qaeda and Taliban forces in that country. But the United States and its coalition partners are now also emphasizing the eradication of Afghanistan's drug trade. These antidrug efforts may fatally undermine the far more important anti-terrorism campaign.

The Bush administration has gone from one extreme to the other with regard to U.S. policy on Taiwan. During the early months of his administration, the president gave a seemingly unconditional pledge to defend Taiwan from attack by mainland China—going significantly further than his predecessors had. He followed that assurance by approving the largest arms sales package to Taiwan in nearly a decade. In marked contrast to the Clinton years, high-profile visits by Taiwanese leaders to the United States have been encouraged, despite Beijing's protests.

Perhaps the most shocking example was Washington's decision in May 2001 to financially reward Afghanistan's infamous Taliban government for its edict ordering a halt to the cultivation of opium poppies.
