On May 14, Turkey’s citizens will cast their ballots for president and parliament, and polls suggest the longtime incumbent could actually lose this time. President Erdogan’s challenger, Republican People’s Party head Kemal Kilicdaroglu, has assembled an ideologically diverse coalition united in its determination to oust the ruling bloc. Guiding the opposition, known popularly as the “Table of Six,” is a message focused on restoring competence amid sky-high inflation and a faltering response to the devastating February earthquakes. But Erdogan’s challengers still face headwinds created in part by his near-complete control of the media. In this Policy Note compilation, Turkey expert Soner Cagaptay and his fellow contributors concur that Erdogan will use polarizing tactics to keep power, whatever the results of the May 14 balloting or a possible May 28 presidential runoff. They also assess how various wild card developments—including the entry of spoiler candidate Muharrem Ince and meddling from Russia­—could aid the Turkish leader in unforeseen ways.

The unprecedented economic growth and personal popularity once enjoyed by the Turkish leader have given way to stagnation, a dwindling support base, and problems abroad. During his first decade in power, Turkey’s Recep Tayyip Erdogan maintained his popularity by delivering unprecedented economic growth and dramatically increasing access to healthcare, education, and other essential services. But in recent years, he and his party have faced setbacks, including humiliating mayoral election losses in Istanbul, Ankara, and other major cities in 2019. At home, the once robust Turkish economy has sputtered, while abroad Erdogan must balance a perilous alliance with Russia’s Vladimir Putin against the need to maintain amicable relations with Washington. A potential refugee crisis from Syria looms as another threat. And on the political front, Erdogan can no longer count on majority support from Turkish voters, a trend driven by disillusionment among millennials, his own clumsy anti-elitist messaging, and establishment fatigue, among other factors. Although a full narrative will have to wait until the ongoing Israeli inquiry is complete, it is possible to sketch the outlines of what happened on the Turkish ferry Mavi Marmara . The six boats of the "Free Gaza Flotilla" departed Turkey on May 28, and Israeli naval vessels began shadowing them two days later, around 11:00 p.m. on May 30. At that time, Israel requested that the boats divert to Ashdod to allow inspection of their cargo for contraband, but they refused to comply.

On March 14, Turkey's chief prosecutor, Abdurrahman Yalcinkaya, filed a case with the country's Constitutional Court asking it to shut down the ruling Justice and Development Party (AKP) and ban seventy-one of its members from seeking elected office for five years. He accused the party of spearheading "anti-secular activities" in violation of the Turkish constitution. Although the court's disposition is uncertain, the case is likely to strengthen the AKP regardless of the outcome.

On May 20, thousands of secular Turks demonstrated in the Black Sea port city of Samsun against the governing Justice and Development Party (AKP), which has an Islamist pedigree. It was the most recent display of protest in a power struggle between the AKP and its opponents over determining a replacement for outgoing president Ahmet Necdet Sezer. In addition to the protestors and Sezer, the courts and the Turkish military have weighed in against the AKP. Far from backing down, as Turkey's Islamists would have done in the past, the AKP has stepped up the pressure by introducing a constitutional amendment package that calls for direct presidential elections to replace the current system of voting in parliament. President Sezer could decide the fate of this package, but the political crisis will continue.

Ergin Saygun visited President Bush in Washington to discuss the growing threat posed by the Kurdistan Workers Party (PKK). The composition of the Turkish delegation was symbolically important and demonstrates a new political stability based on the working relationship between the governing Justice and Development Party (AKP) and the Turkish military. Yet the newfound weight of the PKK issue may prove problematic for the United States -- and, in the long term, for Turkey as well.

On October 21, Kurdistan Workers Party (PKK) operatives carried out an attack from northern Iraq into Turkey, killing twelve Turkish soldiers. This incident followed the killing of more than thirty people in recent weeks, including an incident in which the PKK pulled a dozen civilians off a public bus and shot them. The Turkish public has responded to the attacks by calling for incursion into northern Iraq to eliminate PKK camps there.

Abstract:
On May 17, a gunman chanting Islamist slogans attacked the Turkish Council of State (the Danistay, or high court for administrative affairs) in Ankara. The gunman killed one judge and wounded four others who were sitting in the Council's second chamber, which has recently upheld Turkey's ban on “turbans” in schools. In accordance with the European and Turkish notion of secularism (laïcité in French) as freedom from religious symbols in the public sphere, Turkey bans public officials and school students wearing turbans—a specific style of women's headcover that emerged in the mid 1980s and that the courts consider an Islamist political symbol. (Turbans are distinct from traditional headscarves, which are not banned.) Photographs of the judges had earlier been published in Islamist newspapers with headlines targeting them.

Abstract:
Khalid Mishal, a Hamas leader currently residing in Damascus, visited Ankara today. Despite fierce debate in the Turkish press and objections from the secular-minded foreign policy elite, Mishal's visit went ahead with backing from Turkish prime minister Tayyip Erdogan and his Justice and Development Party (AKP) government. From the American perspective, the visit is important for three reasons. First, it could potentially hurt Turkey's longstanding role as an honest broker between the Israelis and the Palestinians. Second, it serves as yet another foreign policy breech between Turkey and the West. Third, the visit is a telltale sign of the AKP's policy of “strategic depth” toward the Middle East, a policy that Washington needs to understand given U.S. objectives in Iraq, Syria, and Iran.
