Abstract:
Germany’s plan to return to its debt brake creates a serious risk of premature fiscal tightening. Given that the fiscal divide between Europe and the US will widen sharply in 2021, a hasty return to European and German fiscal rules would stifle recovery and undermine efforts to rebuild transatlantic ties in trade and macroeconomic cooperation. This paper proposes several practical options to attenuate the fiscal drag associated with a return to the debt brake and calls for a broad debate on its reform.

The ECB has been forced – in part by the COVID-19 crisis – to review its bilateral arrangements with foreign central banks. But the recent changes made by the ECB fall short of the European Commission’s ambitions to boost the international role of the euro. We suggest the ECB should put in place an alternative three-pillar framework to improve the international role of the ECB and cement its pivotal role in the international financial system.

The coronavirus pandemic, and the resulting severe economic disruptions, can only be effectively tackled with a European and global response. The degree of integration and interdependence between member states – economically, politically and socially – means that in dealing with the virus and its economic effects, the EU is only as strong as its weakest part. Governments have to devise a more forward-looking, collective response. Hesitation and the failure to tackle the problem collectively will increase the losses – in terms of lives, economic wellbeing, political stability and EU unity.

The recent ruling of the German Constitutional Court on the ECB was an economic and political bombshell. The deep controversy that resulted – within Germany and on a European scale – illustrates that the ambiguity surrounding the euro area’s legal order and architecture may have reached its limit. The ruling, combined with the plan to build a fiscal capacity to address the economic consequences of the coronavirus crisis, presents the EU with an important opportunity to complete and solidify the euro area.

If it fails to do so, the price is further geopolitical destabilization.

Abstract:
Hungary and Poland are threatening to veto the EU’s new budgetary arrangements if other governments apply the rule of law mechanism to them. It is becoming clear, however, that the new EU financial framework, and the much-heralded recovery fund, are more vital to Eastern Europe than to Europe’s South and that time is not on the side of the former. Awareness of this fact allows for a cool assessment of the pair’s bargaining positions – and of the precedent that any hasty resolution to the crisis will set.
