Abstract:
In 2016, British and German officials were clear: they wanted quickly to put Brexit behind them and cooperate on big ticket items like the international rule of law. Now, in 2022, the pair in fact seem to be competing more than they cooperate. Germany wants to shine in comparison with Britain, and the UK sees advantages for its own standing if Germany falls short. This “competitive virtue signaling” defines Germany and the UK’s post-Brexit rivalry, and – oddly – might lead to tighter relations.

Around 442,000 people have so far fled Ukraine – not just to the EU, but also to neighbors like Moldova. This is a humanitarian issue, and should not be conflated with “migrant instrumentalization” (MI), whereby a state pushes people across a border to coerce the EU to change position. Yet Russia is likely to employ MI in this way, especially if it moves deep into Western Ukraine. Drawing on an in-depth study, we show how the EU can meet this specific threat.

Since coming to power in December, the Scholz government has blundered into a series of foreseeable crises: medical shortages; reliance on Russia for gas; Ukraine’s need for robust support. France’s President Macron anticipated all three crises, giving weight to his calls for Europeans to pursue autonomy and reduce dependence on the outside world. Policy makers are now demanding scenario exercises that illustrate the obvious dangers of interdependency to back up their policy shift.

This in-depth monitoring study assesses the EU’s capacity to handle migration. Why does the European Union respond so badly to migration crises? And why does it repeatedly allow itself to be blackmailed by neighboring states which extract concessions in return for holding back migrants? The ongoing situation at the EU’s border to Belarus is no isolated incident. It reveals vulnerabilities resulting directly from the way the EU regulates its borders and international migration. Over the past decade, a pattern has emerged: the more the EU tries to defend the Schengen Area, its passport-free travel zone, the more vulnerable it makes itself.

After a decade of crisis, the EU now routinely uses futures methods to anticipate the unexpected. Its aim is to address its blind spots. This paper details our experience of designing a foresight exercise to help EU diplomats face up to one of the most ingrained types of blind spot: a taboo issue. But our experience showed instead the dangers of such exercises. Far from needing encouragement to address a taboo, our target audience wanted an excuse to do so, reflecting a shift to a more “geopolitical EU.”

On the one hand, such “city diplomacy” offers benefits: cities are reaching spots that the EU ordinarily cannot, flipping conventional hierarchies and making big issues seem small. On the other, it is potentially destabilizing in an era in which the exercise of power can have far-reaching consequences. Harnessing the activism of cities will be difficult, but not impossible.

Hungary and Poland are threatening to veto the EU’s new budgetary arrangements if other governments apply the rule of law mechanism to them. It is becoming clear, however, that the new EU financial framework, and the much-heralded recovery fund, are more vital to Eastern Europe than to Europe’s South and that time is not on the side of the former. Awareness of this fact allows for a cool assessment of the pair’s bargaining positions – and of the precedent that any hasty resolution to the crisis will set.
