An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

The Israeli evidence could reveal a troubling reality wherein groups publicly defend the human rights of some people while supporting acts of terrorism targeting others. On October 19, Israel designated six Palestinian NGOs as terrorist groups affiliated with the Popular Front for the Liberation of Palestine, causing a firestorm among international civil society and human rights organizations. While such action is inherently controversial, any assessment must consider the underlying evidence, which here emerged from a series of investigations pointing to massive fraud. The effort drew on various sources, including classified intelligence, seized materials, and statements made by arrested employees. And it cast light on high-profile cases such as the August 2019 murder of Israeli teen Rina Shnerb, whose killers were employed by one of the designated groups. In this groundbreaking Policy Note, counterterrorism expert Matthew Levitt closely analyzes Israel’s NGO designations. In doing so, he validates U.S., European, and international requests for an explanation, but simultaneously cautions that the evidence—if proven even partially true—could reveal a troubling reality wherein Palestinian NGOs publicly defend the human rights of some people while supporting terrorist acts against others.

In this study, counterterrorism expert Matthew Levitt explores the history and current status of Hezbollah operations against French interests, and details how a change in Paris's longstanding opposition to designating the group could bolster French efforts to stabilize Lebanon. Lebanon’s corrupt political system needs major reforms, but Hezbollah has indicated, unsurprisingly, that it will reject any changes that diminish its political status. Specifically, the group insisted in late September that it maintain control of key ministries in any future government. This demand cut against the work of French authorities seeking to help stabilize the country following the devastating port blast in early August. In his response, President Emmanuel Macron signaled a break from typical French passivity toward Hezbollah. He denounced the group’s attempts to pose as a legitimate political party while engaging in militant activity independent of the Lebanese state. In this Policy Note, counterterrorism expert Matthew Levitt shares the little-known story of Hezbollah’s targeting of French interests, dating to the early 1980s. He then shows how the group poses a unique and growing set of challenges to France, both at home and abroad, and argues that Paris should reconsider its longtime opposition to designating Hezbollah in its entirety as a terrorist organization. Such a policy change, he contends, would bolster Macron’s efforts to stabilize Lebanon while mitigating threats within French territory.

According to its blog, the Lebanese NGO Green Without Borders plants trees, creates public parks, and fights forest fires. But the benignly named outfit also has another mission. Working with Hezbollah's construction arm Jihad al-Binaa and with the militant group's allies inside and outside the government, GWB openly seeks to advance the "southern Green resistance" against Israel. To this end, it provides direct cover for Hezbollah's operational activities, from harassing UN patrols, to carrying out missile attacks on Israel, to obstructing UN cameras at the border with deliberately placed trees. As demonstrators rail against economic problems, corruption, and sectarianism, the group’s role in undermining the public’s financial and physical security is coming under greater scrutiny. Lebanese citizens took to the streets this weekend to protest the country’s acute financial crisis, which has been marked by one of the highest debt ratios in the world, a new currency crisis, and fears that a strike will close gas stations indefinitely. Many believe that deep-rooted corruption and sectarianism got them into this mess, and may now complicate efforts to get them out. Against this backdrop, more criticism is being directed at Hezbollah, the widely designated terrorist organization that is simultaneously the most powerful party in Lebanon’s government and an aggressively sectarian movement that keeps its activities and weapons outside the government’s control. As the Treasury Department recently noted, developments over the past few weeks have underscored the extent to which the group’s actions “prioritize its interests, and those of its chief sponsor, Iran, over the welfare of Lebanese citizens and Lebanon’s economy.”

There is no guarantee that a peace deal will be reached within the current timeline, but a Palestinian return to armed struggle would be a far greater political, economic, and humanitarian disaster than any short-term frustration with the negotiations. Peace processes are rarely peaceful processes, and the current U.S.-led effort to reach an Israeli-Palestinian "framework agreement" is no exception. As the tempo of negotiations between the main parties picks up speed, more radical actors have reemerged to violently oppose the process, from Palestinian Islamic Jihad (PIJ) and the Popular Resistance Committees, to Salafi jihadist groups, to Marxist factions such as the Popular Front for the Liberation of Palestine (PFLP). Many observers have focused on the sharp increase in rockets fired at Israel from Gaza in the past few weeks and the prospect of another Gaza war. But that issue, while crucial, has drawn media attention away from two equally troubling trends: the increase in violence across the West Bank, and new signs that some officials from the Palestinian Authority and its leading party, Fatah, may be hedging their bets and preparing for wider violence if the peace process fails.

The Bahraini government will need to distinguish better between protestors and terrorists if it wants Washington and other foreign partners to believe its claims of Iranian support for local militants. On May 5, in what has become an increasingly typical event in Bahrain, several individuals threw Molotov cocktails at a police post in a Shiite village, damaging storefronts but causing no casualties. Such incidents have intensified over the past few months in villages surrounding the capital, Manama -- in March, three police officers were killed by a bombing in al-Daih; last month, an explosion wounded another officer in the same village; days later, a police car was firebombed in Hamad Town.

Palestinian terrorist groups have long operated out of the West Bank and Gaza. What is new is that some radicalized Palestinians are choosing to engage in violence not through established domestic groups such as Hamas, Palestinian Islamic Jihad, or the al-Aqsa Martyrs Brigades, but rather through groups that aspire to be part of al-Qaeda's global jihad. While most Palestinian terrorist organizations are nationalist -- or, in the case of Hamas, Islamist-nationalist -- and limit their operations to the Israeli-Palestinian front, the Salafi-Jihadi ideology professed by these new groups offers a broader agenda, one based not on a particular nationality but instead on the Muslim umma (nation).

The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. The bad news is that governments and civil society remain woefully ineffective at reducing the spread and appeal of radical Islamist extremism.

In recent interviews, Hamas leader Khaled Mashal has offered to cooperate with U.S. efforts to promote a peaceful resolution to the Arab-Israeli conflict, indicated a willingness to implement an immediate and reciprocal ceasefire with Israel, and stated that the militant group would accept and respect a Palestinian state in the West Bank and Gaza Strip based on the 1967 borders, with East Jerusalem as its capital. But the conciliatory tone of this hardline Hamas leader, who has personally been tied to acts of terrorism and is himself a U.S.-designated terrorist, is belied by the group's continued violent actions and radicalization on the ground, as well as the rise to prominence of violent extremist leaders within the group's local Shura (consultative) councils. Hamas's activities of late appear to be diametrically opposed to the compliance of Mashal's statements.

On December 8, the United Nations Security Council will host its first-ever thematic debate on drug trafficking as a threat to international security. This focus is notable. U.S. officials are increasingly concerned with the evolving threat of drug trafficking, especially as terrorist organizations stake a bigger claim in this illegal arena. In fact, on November 18, FBI director Robert Mueller met with senior Turkish officials to address U.S.-Turkish efforts targeting the Kurdistan Workers Party (PKK), also known as Kongra-Gel. A press release from the U.S. embassy in Ankara following the meeting stressed that U.S. officials "strongly support Turkey's efforts against the PKK terrorist organization" and highlighted the two countries' long history of working together in the fight against terrorism and transnational organized crime.

Last week, Jordan's minister of information publicly confirmed that senior Jordanian officials have been meeting with Hamas in an effort to "solve pending security issues." These talks represent a significant shift for Amman, since relations between Jordan and the Palestinian group had been frozen for two years, following the arrest of three Hamas members in the kingdom on terrorism and weapons charges. Although the decision to renew contacts with Hamas suggests that Amman remains concerned with Hamas-related activities in the kingdom, the timing also highlights domestic and regional pressures on King Abdullah and the Jordanian government.

This week, the Egmont Group -- an international body of more than 100 national financial intelligence units (FIUs) -- is holding its annual plenary session and working group meetings in Bermuda. One of the issues on the agenda is whether to admit a Syrian FIU into the group. Although Syria may in fact technically qualify for membership despite some significant shortcomings, extending membership to a state the United States regards as a sponsor of terrorism would raise serious questions about Egmont's standards and continued efficacy in the fight against money laundering and terrorism financing.

18. U.S.-Designated Hamas Front Gets Symbolic Win in France

On March 8, 2007, a French court ordered the Wiesenthal Center's director for international relations in Paris to pay a symbolic €1 fine in a defamation suit brought by a U.S.-designated Hamas front organization. The Comité de Bienfaisance et de Secours aux Palestiniens (Committee for Welfare and Aid to the Palestinians) (CBSP) charged that it had been defamed by allegations that it finances terrorism and raises funds to support the families of suicide bombers recruited by Hamas. Atlhough the French court acknowledged that the 150 exhibits submitted by the defense "indeed constituted an impressive body of evidence," it nonetheless issued a symbolic ruling in favor of the plaintiff.

19. Shutting Hizballah's 'Construction Jihad'

On February 20, the U.S. Department of the Treasury designated Jihad al-Bina, Hizballah's construction company in Lebanon, effectively shutting the terrorist group's firm out of the international financial system. While the designation will not take effect at the United Nations -- sanctions under UN Security Council Resolution 1267 only target elements associated with al-Qaeda or the Taliban, to the exclusion of any other terrorist groups -- international lenders and donors, including financial institutions, NGOs, and governments, are unlikely to want to assume the reputational risk of working to rebuild Lebanon in partnership with Hizballah instead of the Lebanese government. Moreover -- and contrary to conventional wisdom -- the designation presents a rare public diplomacy opportunity in the battle of ideas in the war on terror.

Foreign aid is an important and effective tool for buttressing allies, alleviating poverty and suffering, supporting key foreign policy objectives, and promoting the image and ideals of the United States abroad. Indeed, as its own website attests, the U.S. Agency for International Development (USAID) "plays a vital role in promoting U.S. national security, foreign policy, and the War on Terrorism." Toward these goals -- and considering that several agency-approved aid recipients have been linked to terrorist groups in recent years -- USAID's proposed new partner-vetting system (PVS) is a welcome and overdue development.

Abstract:
July 18 marked the thirteenth anniversary of Argentina's deadliest terrorist attack: a 1994 car bombing carried out by Hizballah at Iran's behest. The attack targeted the Asociacion Mutual Israelita Argentina (AMIA), a Jewish community organization, killing 85 and wounding more than 200. Last week also saw the release of a new National Intelligence Estimate (NIE) warning of an increased likelihood that Hizballah could attack U.S. soil if it, or Iran, feels directly threatened by the United States. Washington continues to take action against the organization, but given Hizballah's impressive fundraising capabilities and Iranian support -- both highlighted recently by Argentinean officials involved in the long-running AMIA case -- the task is challenging.

Could Hamas members in the Gaza Strip join ranks with the global jihadist movement led by al-Qaeda? There is merit to this question, given the recent Hamas takeover of the territory and al-Qaeda's call for Muslims around the world to finance and arm Hamas. The interpersonal relationships between Hamas and al-Qaeda members present a significant danger. Although, as an organization, Hamas is not about to join al-Qaeda, individual Hamas members could (see Jake Lipton, "The War of Words between Hamas and al-Qaeda," PolicyWatch no. 1254). Moreover, a lawless Gaza -- like Iraq's Anbar province, Pakistan's federally administered tribal areas, and Somalia -- could quickly become a safe haven for both homegrown and imported jihadists.

On July 19, Lebanon's incoming prime minister, Fuad Siniora, announced the formation of a new Lebanese cabinet, a move praised in Washington as another step toward democratic reform. At the same time, the State Department warned that it would not be able to maintain contact with newly appointed Minister of Energy and Water Muhammad Fneish, who is a member of Hizballah. Beyond the fact that U.S. officials are prohibited by law from dealing with members of officially designated Foreign Terrorist Organizations like Hizballah, Fneish's appointment raises the larger question of how to deal with the extensive presence of active terrorist groups in a Lebanon no longer dominated by Syria.

On July 11, al-Seyassah, an independent Kuwaiti newspaper, reported that Syrian president Bashar al-Asad froze the assets of his country's minister of interior affairs, Ghazi Kanaan. If so, that is surely a reaction to Kanaan's June 30 designation—along with Chief of Syrian Military Intelligence for Lebanon Rustum Ghazali—by the U.S. Treasury Department as a Specially Designated National (SDN) under Executive Order (EO) 13338. The two were cited for directing “Syria's military and security presence in Lebanon and/or contributing to Syria's support for terrorism.”

On February 5, 2004, a German court acquitted Abdelghani Mzoudi, a thirty-one-year-old native Moroccan, of 3,066 counts of accessory to murder and membership in a terrorist organization (al-Qaeda). Mzoudi is suspected of having provided material and financial support to the Hamburg cell that helped organize and perpetrate the terrorist attacks of September 11, 2001. According to the presiding judge, Mzoudi was acquitted for lack of evidence, not out of a belief in the defendant's innocence. The acquittal was the most recent example of a growing dilemma faced by the United States and other countries in their efforts to prosecute suspected terrorists: how to gain access to intelligence for criminal proceedings without compromising the sources of that information. Indeed, Mzoudi's acquittal comes at a time when, despite nearly three years of fighting the war on terror, German intelligence claims that the presence of militant Islamist groups on German soil has reached new heights. U.S. officials face similar circumstances.

On December 25, 2003, Union Transport Africaines (UTA) Flight 141 bound for Beirut crashed on take-off from Cotonou, Benin, in West Africa. According to accounts in the Arab press, a "foreign relations official of the African branch of the Lebanese Hizballah party and two of his aides" were among those killed. The Hizballah officials were reportedly carrying $2 million in contributions, raised from wealthy Lebanese nationals living in Africa, to the organization's headquarters in Beirut. In fact, Hizballah maintains a worldwide network engaged in financial, logistical, and operational terrorist activities, often in close cooperation with Iranian intelligence services. Hizballah operatives in Africa raise and launder significant sums of money, recruit local operatives, collect preoperational intelligence, and support the organization's terrorist activities against Israeli, U.S., and other Western interests.

On October 4, 2004, Commissioner-General of the UN Relief and Works Agency (UNRWA) Peter Hansen unapologetically admitted to the Canadian Broadcasting Corporation (CBC) that the UN employs members of Hamas. "Oh, I am sure that there are Hamas members on the UNRWA payroll," Hansen stated, "and I don't see that as a crime." The fact that Palestinian terrorist groups have increasingly used civilian cover to facilitate their activities remains undisputed (notwithstanding the recent spat between Israel and the UN over drone reconnaissance pictures depicting what Israeli officials claimed were Hamas operatives transporting Qassam missiles in a UN ambulance, but which now appear to have been merely stretchers). When the IDF withdrew from southern Lebanon in May 2000, Hizballah realized that it had to change direction somewhat, primarily because it had lost its avowed justification (and any hint of international legitimacy) for carrying out attacks from Lebanon. Accordingly, Shaykh Hassan Nasrallah, the group's secretary-general, instantly changed his rhetoric, focusing less on Lebanon and more on Palestinians in the West Bank and Gaza. In one speech, for example, he told Palestinians that it took Hizballah eighteen years to force Israel out of Lebanon, and that they could accomplish the same feat in even less time through armed struggle and suicide bombings.

At least five terrorist suspects who entered the United States illegally from Canada during the Christmas holidays are now the subjects of an international manhunt. The suspects' international travel was apparently facilitated by Pakistani criminal elements engaged in the production of false documents, including forged visas and passports. The nexus between criminal and terrorist activity is not new. Indeed, international terrorism is facilitated and financed by an array of states, groups, fronts, individuals, businesses, banks, criminal enterprises, and nominally humanitarian organizations. Since the attacks of September 11, experts and decisionmakers have focused much attention on charitable and humanitarian organizations, as well as official and unofficial banking systems in the network of terrorist financing. The political economy of terrorism, however, relies just as heavily on legitimate businesses and, increasingly, criminal activity.

In a recorded statement released this week, Osama bin Laden called on Iraqis to carry out suicide attacks against Americans. On Thursday, October 24, the Federal Bureau of Investigation issued a new terrorist threat alert (this time warning of attacks on transportation systems), highlighting once more why attention has been focused on al-Qaeda and its affiliated groups since September 11, 2001. A year on, however, other Middle Eastern terrorist groups and state sponsors of terrorism still receive inconsistent attention despite a sharp rise in their activity. In fact, militant Islamist groups from al-Qaeda to Hamas interact and support one another in an international matrix of logistical, financial, and sometimes operational terrorist activity. Inattention to any one part of the web of militant Islamist terror undermines the effectiveness of measures taken against other parts of that web.

With its longstanding support for terrorism, Syria poses an exceptional challenge to U.S. antiterror policy. On September 20, 2001, President George W. Bush declared that "from this day forward, any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime." This declaration implicitly offered state sponsors a virtual amnesty for previous actions if they would cease sponsoring terror, an offer that Syria has thus far rejected. In June 2002, the president directly called on Syria to "choose the right side in the war on terror by closing terrorist camps and expelling terrorist organizations."

On July 19 — less than a month after President George W. Bush's call for Palestinian reform and just two days after the al-Aqsa Martyrs Brigades' latest terrorist attack — the State Department released its latest Palestine Liberation Organization Commitments Compliance Act (PLOCCA) report. This new report is a mixture of increased truth telling (the good), old formulations (the bad), and irrelevant standards for what constitutes supporting terrorism (the ugly). In total, despite the improvement over past PLOCCA reports, the current report undercuts the Bush administration's nascent policy of pushing the peace process forward by demanding the establishment of consequences for noncompliance with peace commitments.

Prior to September 2000, the track record of Palestinian Islamic Jihad (PIJ) terrorist attacks featured more failed and small-scale operations than successful or substantial ones; at the time, Hamas overshadowed PIJ in terms of terrorist activity. Yet, PIJ's profile has changed since then. In August 2001, Israel listed three PIJ members among its seven most-wanted terrorists, compared to one member each from Hamas, Force 17, the al-Aqsa Martyrs Brigades, and the Popular Front for the Liberation of Palestine (PFLP). In October 2001, PIJ secretary general Ramadan Abdullah Shallah asserted, "With the grace of God and the blessing of the blood martyrs, the Islamic Jihad movement is in the best condition it has ever been in," highlighting "its jihadist effectiveness and qualitative operations." PIJ solidified its reputation in the annals of the current Palestinian intifada with the April 2002 standoff in Jenin. Thaabat Mardawi, a senior PIJ commander in Jenin arrested in the course of Israel's Operation Defensive Shield, proudly described the PIJ-led battle against the Israel Defense Forces (IDF) to a CNN interviewer: "It was like hunting . . . like being given a prize. I couldn't believe it when I saw the soldiers. The Israelis knew that any soldier who went into the camp like that was going to get killed. I've been waiting for a moment like that for years." PIJ's moment has indeed come; by all accounts, the group will remain a dominant and destructive factor for the foreseeable future.

The State Department recently submitted its semiannual Palestine Liberation Organization Commitments Compliance Act (PLOCCA) report to Congress, assessing PLO and Palestinian Authority (PA) compliance with commitments made under the Israeli-Palestinian peace accords during the period June 15, 2001-December 15, 2001. The report acknowledges some PA shortcomings over the reporting period, but glosses over many gross violations of PA-PLO peace commitments throughout this period. In drawing its conclusions, the report did not take into account evidence of PA support for and involvement in terrorism laid out in approximately 500,000 documents Israel seized from PA offices in the course of Operation Defensive Shield. But there is good reason to expect that the U.S. government will find much of value in the seized Israeli documents. Ambassador Francis X. Taylor, the State Department's coordinator for counterterrorism, recently commented, "We don't have any question about the authenticity of the documents provided by the Israeli Government." Therefore, it is instructive to see where the documents shed light on issues discussed in the PLOCCA report. Once the material seized by Israel has been reviewed by the U.S. intelligence community — #151; a process that, presumably, will be completed shortly — #151; it would be appropriate to issue an updated version of the PLOCCA report, incorporating the additional information about PLO-PA activities during the June 15-December 15 period.

The State Department's annual Patterns of Global Terrorism report, which is scheduled for release in late May, is set to be a much longer and detailed document than before. Among the many issues the report will have to address is the resurrection of secular Palestinian terrorist groups, some of which have not been listed on U.S. government terrorist lists in the past. The steady escalation of terrorist tactics and operations over the past year and a half is due as much to these groups as it is to Palestinian Islamist groups such as Hamas and Palestinian Islamic Jihad that have dominated the Palestinian terrorism scene over the last decade. Palestinian nationalist terrorism currently has two components: 1) dormant secular groups such as the Popular Front for the Liberation of Palestine (PFLP) — referred to collectively as "the fronts" — that have been revitalized after several years of inactivity; and 2) newly active nationalist, non-Islamist militias connected to the Palestinian Authority (PA), such as the Fatah Tanzim.

Operation Defensive Shield — the Israel Defense Forces' (IDF's) counterterrorism operation in the West Bank — aims to confiscate illegal weaponry and bombing materiel; destroy factories producing bombs and missiles; constrict the environment in which terrorists plan, prepare, and execute terror attacks; and, most important, apprehend the operatives behind the current terrorist offensive. The operation has come under increasing international fire for delivering only short-term benefits at what seems to be a disproportionately high human cost on both the Israeli and Palestinian sides. An analysis of the operation's success to date, however, clarifies not only the absolute necessity for such an operation, but also the scope of the operation's success in proactively disrupting terrorists' ability to target Israeli civilians. Moreover, a close look at the operation yields a plethora of disturbing evidence exposing the depth of the Palestinian Authority's (PA's) involvement in terrorism, including its links to terrorist groups such as Hamas, Palestinian Islamic Jihad (PIJ), and the al-Aqsa Martyrs Brigades.

Responding to the al-Aqsa Martyrs Brigades' latest suicide bombing — which threatened to undermine the third straight peace mission of Middle East envoy Gen. Anthony Zinni — the State Department broke with tradition and announced the group's pending designation as a Foreign Terrorist Organization (FTO), even before Congress completed the process leading to its official listing in the Federal Register. More telling than this break in procedure, however, is al-Aqsa's intimate relationship with Yasir Arafat's own Fatah organization, the dominant faction within the Palestine Liberation Organization (PLO), the Palestinian Authority (PA), and the various Palestinian security forces. Long hesitant to probe too closely into terrorism conducted by Fatah elements for fear of delegitimizing the PA as a peace partner, the State Department's addition of al-Aqsa to the FTO list underlines both the sharp rise in al-Aqsa terrorist tactics and Washington's post-September 11 zero tolerance for terrorism.

Lebanon may well have come to the West Bank and Gaza. Over the past year and a half, Hamas has adopted traditional Hizballah guerilla tactics such as roadside bombings, short-range rocket and mortar launchings, using squads of terrorists from a variety of groups, and videotaping attacks and potential suicide bombers. In the proud words of Hizballah leader Hassan Nasrallah, "[Palestinians] are now operating against the Israeli occupation with Hizballah methods." More ominous, there are increasing signs that Hamas may follow Hizballah's example and broaden its operational objectives to include targeting Americans for attacks.

Since September 11, the Bush administration has issued seven different lists of terrorist groups, including terrorist organizations, front companies, and individuals. In its effort to prosecute the war on terrorism, the administration has articulated the goal of eradicating Osama bin Laden's Al Qaeda terrorist network and its Taliban hosts rather clearly. However, the goals of the broader war on terrorism, beyond Al Qaeda and the Taliban, remain ill defined. An examination of the administration's various terrorist lists underlines the developing nature of its strategic vision for dealing with international terrorism beyond Al Qaeda. In the wake of this weekend's heinous Hamas suicide attacks in Israel, President Bush demanded, "Now more than ever, Chairman Arafat and the Palestinian Authority must demonstrate through their actions and not merely their words their commitment to fight terror." Last month the administration designated Hamas and Palestinian Islamic Jihad (PIJ) as Specially Designated Global Terrorists (SDGTs). Today, the administration led by example, following up on its strong words to Arafat with action of its own. The president characterized Hamas as a group of "global reach" and announced the freezing of financial assets associated with three organizations linked to Hamas as part of the administration's effort targeting terrorist fundraising. With today's order, the president expanded the active war on terrorism beyond Al Qaeda and the Taliban to include groups who target the Middle East peace process.
