As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

If the latest U.S. effort winds up backing the Palestinians into a territorial corner from the outset, then Washington may not be able to move the process any closer to direct negotiations. The newly released U.S. peace plan marks a very significant shift in favor of the current Israeli government’s view, especially when compared to three past U.S. initiatives: (1) the Clinton Parameters of December 2000, (2) Secretary of State Condoleezza Rice’s “Annapolis Process” of 2007-2008, and (3) Secretary of State John Kerry’s 2013-2014 initiative. The message is clear: the Trump administration will no longer keep sweetening the deal with every Palestinian refusal, a criticism some have aimed at previous U.S. efforts. Yet the new plan raises worrisome questions of its own. Will its provisions prove so disadvantageous to the proposed Palestinian state that they cannot serve as the basis for further negotiations? And would such overreach enable Palestinian Authority president Mahmoud Abbas to sway Arab states who have signaled that they want to give the proposal a chance, convincing them to oppose it instead? If so, the plan may wind up perpetuating the current diplomatic impasse and setting the stage for a one-state reality that runs counter to Israel’s identity as a Jewish, democratic state. Like many of his predecessors, President Trump has come to office pledging to solve the decades-long Palestinian-Israeli conflict. In this paper, two veteran U.S. peace negotiators point out the repeated failure of past efforts to reach "all-or-nothing" solutions to this conflict, urge the president not to seek a comprehensive settlement, and instead recommend an approach based on reaching an understanding with Israel on steps that could, preserve the potential for a two-state outcome in the future; blunt the delegitimization movement against Israel; and give the administration leverage to use with the Palestinians, other Arabs, and Europeans. The Palestinian-Israeli conflict has faded in significance in the Middle East against the backdrop of the conflict in Syria, the rise of ISIS, and the regionwide clash of Sunni and Shiite powers. Israeli parties are placing a premium on capturing marginal votes within their blocs rather than competing across the left-right spectrum, and this status quo is working to Netanyahu's benefit. Israeli election polls have been fairly stagnant in the lead-up to the March 17 parliamentary vote, despite a plethora of campaign tactics to shake up the race. Some fluidity has been seen within the wider political blocs, but little if any between them. Socioeconomics, geography, and ethnicity have reinforced the current blocs, making wild swings unlikely. Typically, Israel's upper-middle-class, secular Ashkenazi (European origin) voters tend to focus on the high cost of living and concerns about the country's potential isolation in Europe, making them more likely to vote center-left. In contrast, Sephardic (Middle East origin) voters with more traditional and humble socioeconomic roots tend to focus on security threats and are therefore more likely to vote right. The clear segmentation of the political spectrum has led to a variety of mini-races rather than one overarching race.

U.S. Middle East peace envoy George Mitchell will return to the region next week in a bid to restart talks that have been stalled since the beginning of the Obama administration. In a television interview earlier this month, Mitchell declared that he would like to complete peace talks between Israel and the Palestinians within two years, if not sooner. Senior U.S. officials, including President Obama, have called for an unconditional return to the negotiating table. The official position of Palestinian president Mahmoud Abbas is that talks cannot resume until Israel extends its settlement moratorium to east Jerusalem. He also wants the pre-1967 boundaries to serve as the baseline for negotiations. At the same time, he has made a statement indicating that he regrets how he reached his current position, hinting that the current impasse does not serve the Palestinian people's interests. Is there more convergence between the two sides than is readily apparent?

That parley marked the first time the United States did not mandate a purely sequential approach to the peace process. Instead, Washington now wants issues to be solved in parallel, with the implementation of past obligations occurring simultaneously with final agreement on the core issues of Jerusalem, refugees, and security. On March 17, the Palestinian Legislative Council (PLC) approved the formation of a Hamas-Fatah national unity government by an 83–3 margin. This culminated a process that began in early February with the Mecca accord facilitated by Saudi Arabia's King Abdullah. Many governments have withheld comment since that accord. One reason for their relative silence is reluctance to criticize a project associated with King Abdullah, who is emerging as a leading force in the Arab world and a linchpin of U.S. efforts to isolate Iran. Another is bated hope that the new government guidelines will be a marked improvement over those of the current Hamas government. Since Hamas's victory in January 2006 parliamentary elections, the focus has been on three principles proposed by the Quartet (the United States, Russia, the European Union, and the UN): (1) recognition of Israel, (2) disavowal of violence, and (3) adherence to past written commitments.

The odds have slimmed to nearly nil since the idea was first discussed by Rice and Israeli foreign minister Tzipi Livni at a December 2006 meeting. That was prior to the Mecca accord, where the concept of a Palestinian national unity government was conceived. Meanwhile, both Fatah and Hamas have announced that they are ready to form such a government.

As diplomacy to end hostilities between Israel and Lebanon intensifies at the United Nations, with a first resolution passed perhaps on Monday, conceptual gaps between the parties remain. The differences range from substantive to procedural. France has been at the center of diplomacy surrounding the passage of a UN Security Council resolution, since it is expected to lead the multinational force to southern Lebanon. From the outset of its consultations with the United States, which are at the center of UN diplomacy, France has sought two Security Council resolutions; this plan has won the backing of U.S. secretary of state Condoleezza Rice. The first resolution would declare an immediate ceasefire and establish general principles to guide the period after the ceasefire. The second resolution would, among other things, define the scope and mission of the multinational force.

In a surprise move prior to Israel's March 28 election, Acting Prime Minister Ehud Olmert unveiled a proposal that Israeli settlers be consolidated into West Bank settlement blocs largely adjacent to the Green Line. A week after the announcement, Israeli public reaction suggests his gamble seems to have paid off. According to a Yediot Ahronot poll released on March 17, Israelis favor Olmert's unilateralist proposal by a margin of 52 percent to 45 percent. Moreover, Olmert's poll standing was not negatively impacted by the proposal, despite the fact that it could mean the removal of an estimated 60,000 settlers from dozens of settlements scattered across the larger part of the West Bank outside Israel's security barrier. (Inside the Israeli security barrier, there are approximately 193,000 settlers, mostly in blocs, in the 8 percent of the West Bank largely adjacent to the pre-1967 boundaries. By comparison, President Clinton's final proposal in 2000 involved Israel keeping 5 percent of the land.) An Olmert security advisor and former Shin Bet head, Avi Dichter, says the Israel Defense Forces (IDF) will not be withdrawn from the West Bank. Olmert was able to use his commanding lead to answer critics who say that the new party leader lacks Ariel Sharon's track record and therefore the authority to ask the public to trust his decisions. In the March 17 poll, Olmert's Kadima stood to win 39 seats in the 120-seat Knesset; Labor was polling at 19 seats and Likud, 15 seats. Olmert's standing was undoubtedly assisted by Israel's March 15 operation to seize from a Jericho prison the assassins of Israeli cabinet minister Rehavam Zeevi. Olmert hopes the operation will burnish his security credentials and undercut Netanyahu's argument that he is uniquely tough enough to challenge Hamas. (Olmert needs to be concerned about the 22 percent of Israelis who are undecided—the equivalent of twenty-five Knesset seats.)

Former Israeli prime minister and recently resigned finance minister Benjamin Netanyahu won the Likud leadership primary on December 19, beating the foreign minister, Silvan Shalom, by a margin of 45 percent to 33 percent. Netanyahu returns to the leadership of Likud, which he vacated after his loss in the 1999 election. Netanyahu's victory comes a day after Israeli prime minister Ariel Sharon suffered what his doctors called a mild stroke; he was released from the hospital within forty-eight hours. At seventy-seven, Sharon already shares the record for the oldest Israeli prime minister; David Ben-Gurion was seventy-seven when he resigned in 1963. Sharon turns seventy-eight in February.
