- The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania. The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed. Specific topics included: 1) China’s national-level logistics, including how China mobilizes national resources for the military and how it provides joint logistics support to the PLA Theater Commands; 2) the logistics capabilities of the different PLA services, especially the Army, Navy, and Air Forces; 3) PLA logistics in China’s remote regions, such as airpower projection in the Western Theater Command along the Indian border; and, 4) the PLA’s ability to sustain overseas operations at its base in Djibouti. Despite notable potential shortfalls and points of friction, the PLA has successfully sustained counterpiracy maritime operations for many years and conducted noncombatant evacuation operations well-distant from China. It is increasingly able to move forces across the vast distances of China and conduct large training exercises. Far more must be known about PLA sustainment and logistics before the hard questions about PLA operational reach and endurance can be answered.

- This event will discuss U.S.-Southeast Asian relations with Ambassador Scot Marciel, the former United States Ambassador to Indonesia and Myanmar. The talk will be based on his new book which will be released on March 15, 2023 entitled Imperfect Partners: the United States and Southeast Asia. Imperfect Partners is a unique hybrid – part memoir, part foreign policy study of U.S. relations with Southeast Asia, a critically important region that has become the central arena in the global U.S.-China competition. From the People Power revolt in the Philippines to the opening of diplomatic relations with Vietnam, from building a partnership with newly democratic Indonesia to responding to genocide in Myanmar and coups in Thailand, Scot Marciel was present and involved. His direct involvement and deep knowledge of the region, along with his extensive policymaking work in Washington, allows him to bring to life the complexities and realities of key events and U.S. responses, along with rare insights into U.S. foreign policy decision-making and the work of American diplomats in the field.

- The war in Ukraine has become a showcase for the new commercial paradigm emerging in the space sector (New Space). As such, it seems to confirm the relevance of adaptation efforts led by the United States – more specifically the Pentagon – since the mid-2010s. Thus, it highlights ongoing transformations and announces potential disruptions in the exploitation of orbits, particularly in the fields of satellite connectivity and remote sensing. It also shapes future tensions, while the structuring of international relations around the two poles constituted by the United States and China raises questions about the consequences on the safe, sustainable, secure, and stable use of space. With these developments, Europe is faced with the challenge of remaining relevant.

- With ties forged under Soviet rule, Russia has historically enjoyed warm relations with many African countries, as their economic and ideological ambitions often align and their ties are bolstered by a mutual mistrust of the West. The spread of Africa’s votes on United Nations (UN) resolutions to condemn Russia’s invasion of Ukraine in 2022, however, indicates three key themes. Firstly, many African countries are pulled in competing directions by broader global geopolitics—for many, abstaining was the rational choice. Secondly, Russia’s support on the continent may be overstated and is not unconditional. Finally, Russian influence is often limited by the extent to which it can influence the political elite of a country and in some cases co-opt that elite into patronage networks. The split in the way African countries voted to condemn Russia’s actions is an important departure point for an exploration of the changing nature of Africa’s ties to Russia. There have been myriad interpretations of the votes, most of which have focused on the failure of several African countries to denounce the invasion. Few have questioned whether the nonaligned stances of these countries were tacit refusals to be used as supporting actors in public displays of condemnation by the United States and European Union (EU), to distract from the inability to offer meaningful practical or military support. Fewer still have explored whether the nonaligned stances signal weakening Russian influence on a continent it has typically relied on for support. This paper examines political relations between Russia and Africa, delving into the legacy of independence, military support, diplomatic and foreign policy stances, aid, foreign direct investment, and trade. It will also unpack whether Russia’s invasion of Ukraine was a catalyst for what appears to be Russia’s diminishing influence or whether the former Soviet Union’s waning global standing and economic relevance precipitated a loosening of ties. The fluidity of geopolitics has left many African states between a rock and a hard place. What does this mean for Africa, not only in terms of its relationship to Russia but also more broadly on the geopolitical stage? Further, how would Africa be positioned on the global stage should Russia prevail, should the war drag on, or, more interestingly, should Ukraine emerge victorious?

- Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

- This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

- This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

- The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

- This essay is based on the author’s long-time observation of the International Relations discipline and the repeated crises it has experienced. The piece identifies ‘event-drivenness’ as the structural reason behind these crises, in other words, the course of the discipline naturally follows global IR events and, depending on how transformative these events are, when responding to them, is more likely to fall into an existential crisis—with the most recent one being potentially fatal. By discussing in detail the a) science-statecraft relationship; b) scholar-practitioner disconnect; c) distortion of theories by scholars and practitioners; d) paradoxical relationship between rationality and irrationality; and e) theory-practice disconnect, the essay seeks to operationalize these crisisgenerated processes when responding to major events. In order to show these crisis generation processes in detail, it uses the theories of political realism and, to a lesser degree, classical liberalism, as case reflections. As a possible solution to the reciprocal condescension between scholarship (theory-making) and statecraft (practice), the essay proposes a “Clausewitzian” modus vivendi that aims at creating a culture of synthesis between the presumed producers and consumers of IR knowledge.

- On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

- The study tries to outline interim conclusions about the concept, the ideology, the objectives and the tools used by the Russian federation in this barbaric war of attrition against Ukraine – a war of a nuclear superpower against a smaller neighbouring country. The study does not aim to analyse the strange way the war is developing – Russians carry on military attacks in both a regular and terrorist manner 7 on the whole territory of Ukraine, while the Ukrainians are deterred to counter-attack the aggressor on the latter’s own territory and to fight with longer-range arms even on their own land. The author understands how many issues from the theoretic fields of international relations, foreign, security and defense studies need to be considered to understand in a holistic way the final result of the interaction of domestic Russian, international, political, economic, governance, psychological and other problems that led to launching an aggressive and devastating war in the European continent by Moscow. The purpose of the study is not to outline the avalanche of mistakes in the policy of the collective West towards a showing for decades signs of revenge imperialist Russia. Neither it aims to point to the multitude of military mistakes by the aggressor in the last year. The aim of the study is to outline and discuss the concept, the ideology, the objectives and the means of the Russian aggression. Revealing the Nazi-like behaviour of the Russian leadership and its armed forces could serve to construct the broader picture of the developing conflict and learn how to prevent a similar invasion by Moscow. The study aims to prove that the legal and moral consequences of the war will be the conviction of the aggressor for the genocide and the war crimes. This would be the only possibility for normalising the life of the Ukrainians and the Russians as well as of the broader international relations system.

- One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

- Yu-hwan Koh, the President of the Korea Institute for National Unification, acknowledges the progress made in maintaining the Nuclear Non-proliferation Treaty regime and bolstering extended deterrence capabilities against North Korean nuclear threats through the Washington Declaration. - Seho Jang, a research fellow in the Institute for National Security Strategy, states that North Korea is promoting strategic solidarity with China and Russia to achieve its goal of dismantling US hegemony. While Russia also shares the perception that the US-centered unipolar order is not conducive to attaining its national interests, it rarely uses the term “new Cold War” in official foreign policy discourse, reflecting its apprehension about the concept and its potential implications. - Won Gon Park, Chair of the EAI Center for North Korean Studies (Professor at Ewha Womans University), argues that North Korea utilizes its “new Cold War” rhetoric for two objectives: 1) to criticize US military buildup and its DPRK policy, and 2) to enhance the legitimacy of its possession of nuclear weapons by exploiting the geopolitical competition. Further, he claims that North Korea characterizes the Cold War as a clash between liberalism and authoritarianism in an effort to appeal to and garner support from China and Russia. - There is a noticeable and growing evolution of the global geopolitical balance of power and influence in the 21st century’s system of international relations. The current hegemon, the unipolar United States, and the political system of Western liberalism that supports it, is under great strain and is in a state of relative decline. The challenger is a non-Western-centric multipolar order, which consists of a wide variety of countries spanning the globe, including what is referred to as the Global South. This ‘crisis’ of the Western order has prompted a tangible and informational response from the U.S. and its system, to defend their privileged hegemony and to deter the rise of alternative systems of power and influence in international relations.

- The first four months of 2023 brought no progress or respite in inter-Korean relations. Pyongyang sent no further drones into Southern airspace as it had in December, but continued to rattle Seoul with tests of advance weaponry and ever more lurid nuclear rhetoric. South Korea hardened its language and stance, with a restored emphasis on human rights in the North—now officially defined as an enemy once more. ROK President Yoon Suk Yeol also found enemies within: leftists who made contact with the DPRK in third countries were no longer ignored but prosecuted. More ominously, so were four top officials who served the previous president, Moon Jae-in, over how they handled two difficult inter-Korean incidents in 2019-20. Elsewhere, Seoul complained in vain about Pyongyang’s abuse of its assets in two defunct joint ventures: stealing some, destroying others. Soon after, the North stopped answering the phone. It is hard to see how North-South relations will improve, but all too easy to imagine them getting even worse.

- As 2023 began, cross-Strait confrontation was muted. Travel began returning to pre-COVID levels across the Strait and between the mainland and Taiwan’s offshore islands. At China’s annual National People’s Congress, outgoing Premier Li Keqiang and reanointed President Xi Jinping eschewed inflammatory rhetoric about reunification with Taiwan. Taiwan and the US kept Taiwan President Tsai Ing-wen’s transit of the US low-key. Tsai met House Speaker Kevin McCarthy in California, deflecting the speaker’s expressed interest in visiting Taiwan and avoiding the destabilizing Chinese military exercises around Taiwan that followed Speaker Pelosi’s visit last August. Despite this calm, seeds of confrontation proliferated. China cut a communications cable to Taiwan’s offshore islands and announced a coast guard drill to inspect commercial shipping in the Taiwan Strait, both interpreted as practice for gray-zone coercion. China persuaded Honduras to sever its longstanding diplomatic ties with Taiwan. Taiwan increased its military budget and expanded training with US forces. Former Taiwan President Ma Ying-jeou visited China and met Chinese officials, endorsing the 1992 Consensus and signaling that the upcoming election campaign for Taiwan’s president will again offer two very different visions of Taiwan’s future relationship with mainland China.

- India’s East Asia relations in 2022 followed the arc articulated by External Affairs Minister S. Jaishankar’s address at Chulalongkorn University in Thailand in August. He recalled three decades ago India made a “strategic correction to the East…[o]riginally…contemplated as an economic measure, with trade and investment at its core” and mostly focused on ASEAN. He said the geography, concepts, and assessments of India’s Indo-Pacific vision have expanded “to cover Japan, Korea and China, and in due course, Australia as also other areas of Pacific Islands…[and] facets of cooperation also increased…now cover[ing] connectivity in various forms, people-to-people ties and more recently, defense and security.” And while dutifully referencing India’s Indo-Pacific policies including Security and Growth for All in the Region (SAGAR) and the Indo-Pacific Oceans’ Initiative (IPOI), he gave the most attention to the revitalized Quadrilateral Security Dialogue (“Quad”). The highlights of India in East Asia in 2022 were numerous Quad meetings, the inaugural India-ASEAN Defense Ministers’ Meeting, the second India-Japan 2+2 Ministerial Dialogue, the Australian deputy prime minister and minister for defense’s visit to India, and India’s defense minister visits to Vietnam and Mongolia. Defense and security engagement included numerous exercises, defense dialogues, military-to-military exchanges, and navy ship visits.

- In November three ASEAN states—Cambodia, Indonesia, and Thailand—drew favorable marks for their chairmanship of high-profile regional and global meetings: the East Asia Summit and ASEAN Leaders Meeting; the G20 Summit; and the Asia Pacific Economic Cooperation (APEC) meeting, respectively. Helming these meetings was particularly challenging for Southeast Asian leaders—who are naturally inclined to avoid strong alignments with external powers—in the current global environment of heightened tensions between the United States and China in the Taiwan Strait and the war in Ukraine. However, the year was a difficult period for ASEAN internally, with uneven economic recovery from the COVID-19 pandemic and the intractable conflict in Myanmar. The last quarter of 2022 saw two political shifts in the region: in general elections in Malaysia, Anwar Ibrahim achieved a longstanding ambition to become prime minister but will have to manage a difficult coalition to retain power. At the year’s end, Laos changed prime ministers, but it is not clear if the transition will solve the country’s debt problems, which were revealed to be more dire than estimated.

- The Biden administration released its long-awaited National Security Strategy (NSS) this reporting period, along with unclassified versions of its National Defense Strategy and Missile Defense and Nuclear Posture Reviews. There were no big surprises. The NSS identified the Indo-Pacific as “the epicenter of 21st century geopolitics” and reaffirmed China as the “pacing challenge,” even while branding Russia as “an immediate threat to the free and open international system” as a result of its invasion of Ukraine. Underscoring the priority attached to the region, President Biden attended the East Asia Summit in Phnom Penh and the G20 Summit in Bali, with Vice President Kamala Harris representing the United States at the annual Asia Pacific Economic Cooperation (APEC) Leaders’ Meeting in Bangkok. Kim Jong Un was not invited to any of the Asia summits but found other ways to attract attention, including some 70 ballistic missile launches for the year while announcing plans to rapidly produce and potentially use tactical nuclear weapons. Chinese President Xi Jinping, when not busy defending Pyongyang’s bad behavior, was busy orchestrating the 20th National People’s Congress, where he was elected “president for life.” Meanwhile, the tech war between Washington and Beijing continued to heat up, much to the dismay of many US allies and partners. More broadly speaking, the economic outlook for the region appeared discouraging even as the administration failed to put much additional meat on the bones of its own Indo-Pacific Economic Framework (IPEF). Other regional trade agreements continued apace, sans Washington, which struggled to get its own House (pun intended) in order as we continue to ponder the significance of the US mid-term elections.

- The Ministry of Interior, Security Agency, and Prosecutor General’s Office of Azerbaijan announced in a joint statement on Tuesday, May 16, 2023, that nine individuals were arrested on charges of planning to overthrow the government by force, assassinate prominent figures and senior Azerbaijani officials. The statement indicated that they had connections to Iranian intelligence agencies, and that the cell was composed of a person named Ruhollah Akhoundzadeh and his son Mursal, along with seven others working under his supervision. On his part, the spokesperson for the Iranian Ministry of Foreign Affairs, Nasser Kanaani, rejected the accusations in a statement on May 18, denying any official or unofficial relationship between these individuals and Iran. He affirmed that imprisoning individuals on the pretext of their connection to Iran is unacceptable.

30. Sustaining Congressional Engagement with Southeast Asia

- As a representative institution whose members can outlast presidential administrations, Congress plays a vital role in sustaining long-term US foreign policy commitments. The perception of long-term commitment is particularly important in Southeast Asia, where most states seek to maximize their strategic autonomy by balancing relations among great powers. Thus, expectations about the future behavior of great powers can significantly affect foreign policy choices. Congress speaks through the exercise of its formal powers but also in more subtle ways. Congressional actions on foreign relations operate along three channels. The first channel is support for policies initiated by the executive branch, e.g., passing appropriations, making requested statutory changes, or, at the very least, not obstructing what an administration seeks to do. The second channel is symbolic support for a relationship, such as meetings with foreign officials or public statements of support. Though these actions are generally nonbinding, they can be a more meaningful gauge of support than the first channel because legislators must seek them out and can define the terms of their engagement—something not always possible when voting on legislation. The third channel is policy advanced independently from the executive branch, such as standalone bills, conditions placed on funding, or rigorous oversight. Each of these tools is available to individual legislators, groups of legislators such as caucuses or committees, or the entire legislative branch acting collectively.

- The Biden-Harris Administration’s 2024 Department of the Interior (DOI) budget proposal supports passing the Compact Impact Fairness Act (CIFA). CIFA would restore federal benefits to migrants from three Pacific countries: Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI). Support for CIFA is a welcome development for Compacts of Free Association (COFA) migrants and the US states and territories that host them. Yet, the budget proposal’s omission of funding support for host governments and uncertainty on implementation and prioritization for COFA migrants present acute issues that may linger for years ahead.

33. Two Peripheries: The Ukraine War's Effect on North Korea-Russia Relations

- Spanning the Eurasian landmass, Russia’s actions in adjacent Ukraine invariably affect the geopolitical state of play on the similarly adjacent Korean Peninsula. Although ties between the Democratic People's Republic of Korea (DPRK) and Russia have been of largely secondary importance for both countries since their veritable rupture in the early- and mid-1990s, Moscow-Pyongyang relations became more mutually beneficial in 2022. Whereas most countries have outright condemned Russia’s invasion of Ukraine or taken up an ambiguous position, the DPRK has been vocal in its support for Russia. From the DPRK perspective, the Kremlin’s post-2022 diplomatic and economic estrangement from much of the world has provided Pyongyang with an opening to leverage ties with Russia to push for an easing of its own diplomatic and economic isolation. Meanwhile, strengthening its DPRK ties allows Russia to undermine US influence on its Asian periphery. In supporting Russia’s full-scale invasion of Ukraine, North Korea appears to be aiming toward obtaining economic benefits from closer ties with Russia, a country whose economy has managed to stay afloat despite heavy Western sanctions. Russia’s full-scale invasion of Ukraine has provided the impetus for Pyongyang’s outreach to Moscow. However, the roots of the current upswing in Moscow-Pyongyang relations go back to the April 2019 summit between Kim Jong Un and Vladimir Putin. Kim received an invitation to meet with Putin in May 2018 yet waited eleven months to meet with the Russian leader, even as Kim regularly met with the leaders of other major players on the Korean Peninsula. Kim may have decided after the February 2019 Hanoi summit yielded few results that strengthening ties with Russia, which was more reluctant than China to support UN sanctions against Pyongyang in 2017, was a more viable option for sanctions relief. Aside from the fact that Russia has demonstrated a clear unwillingness to impose new sanctions against the DPRK, North Korean citizens are reported to still be working in Russia in contravention of UN Resolution 2397. North Korean workers’ earnings are said to have suffered because of Russia’s reduced access to hard currency. Yet, the ruble’s continued resilience may mean that earning currency in Russia is still worthwhile for laborers dispatched at Pyongyang’s behest.

- As one of the Allied Powers, The United Kingdom was involved in Post-World War II planning for the Korean peninsula, including the November 1943 Cairo Conference declaration that “… in due course, Korea shall become free and independent.” However, US President Roosevelt’s proposal at the February 1945 Yalta Conference did not establish a formal role for the UK in the trusteeship of Korea. Subsequently, the United States and the Soviet Union agreed to divide the peninsula at the 38th parallel in August 1945, and direct British involvement in the peninsula was limited prior to the Korean War. The United Kingdom’s Korean War contribution to the United Nations Command was second only to the United States, with significant deployments of maritime and air assets in addition to the provision of ground troops. Almost 60,000 British troops saw action, with nearly 5,000 killed, wounded, missing in action, or taken prisoner. Following the armistice, the United Kingdom has continued to send representation to the United Nations Command. The armistice agreement includes an obligation on so-called “Sending States” to respond to renewed hostility. Although there is no automatic UK commitment to send forces, the armistice agreement remains a consideration in engagement with North Korea.

35. From Coy to Cold Shoulder - The European Union and North Korea

- The European Union (EU)—then 15 member states prior to its 2004 enlargement to 25—formally established diplomatic relations with Pyongyang in 2001 after a high-level visit to Pyongyang by Göran Persson, Swedish Prime Minister and then President in office of the European Council of Ministers. There, accompanied by EU security affairs chief Javier Solana and EU foreign affairs commissioner Chris Patten, he met with Kim Jong Il. Less than five years before, Commission officials were under orders not to even speak to officials from North Korea, officially the Democratic People's Republic of Korea (DPRK). However, at this meeting, the two parties agreed to establish both Political and Human Rights Dialogues; the latter modeled on the EU’s ongoing Human Rights Dialogue with Beijing. This move by the EU followed pressure from President Kim Dae-Jung in Seoul for allies to normalize relations as part of his ‘Sunshine’ policy. Some of the EU’s peripheral member states had long-standing relations with Pyongyang, in some cases dating back to before they had even joined the EU, with Finland, Sweden, and Denmark establishing relations in 1973, Austria in 1974, and Portugal in 1975. However, only Sweden had chosen to establish an Embassy, with the rest represented from Beijing. At the turn of the century, that pressure from Seoul resulted into most of the remaining dominoes falling in place. Italy and the UK jumped the gun in 2000, with Tony Blair and UK Foreign Minister Robin Cook agreeing to extend diplomatic recognition and establish an embassy en route to the Seoul Asia-Europe Summit.

36. From Close Allies to Distant Comrades: The Ups and Downs of the Vietnam-North Korea Relationship

- In 2019, more than five decades after North Korean President Kim Il-sung’s last official trip to Vietnam in 1964, Kim’s grandson, North Korean Chairman Kim Jong-un, visited the country at the invitation of the Communist Party of Vietnam General Secretary Nguyen Phu Trong. In a welcoming speech, Trong described the relationship, “although the road is long, our hearts are close.” Kim responded to Vietnamese hospitality, saying North Korea would “staunchly preserve and forever honor the North Korea-Vietnam friendship from generation to generation.” Vietnam and North Korea are among the world’s last five communist party states, along with China, Laos, and Cuba. As such, it is no surprise that the two leaders emphasized common communist values and a shared history of struggle against US imperialism in their speeches. Still, despite the amicable words extolling the longevity of the traditional friendship, both leaders avoided mention of Vietnam’s conflict with the North Korea-backed Khmer Rouge and subsequent occupation of Cambodia from 1978 to 1989. Vietnam’s war with Cambodia was a facet of intra-communist bloc conflicts that spanned the whole of East Asia. Despite Hanoi and Pyongyang’s shared communist ideology, intra-bloc tensions eroded the friendship between the two nations. What were the reasons behind this dramatic shift in bilateral relations?

37. North Korea-Guyana Relations in the Burnham Era

- During the reign of Forbes Burnham (1923-85), the South American republic of Guyana (formerly British Guiana) became one of North Korea’s greatest foreign policy success stories. Pyongyang not only acquired a new trading partner in the Americas but also gained a vocal advocate for its position on Korean unification on the international stage. These close ties grew in large part from Burnham’s admiration for North Korea, where he saw a highly disciplined citizenry united around the Great Leader, willing to work hard and sacrifice for the collective good. Guyana perhaps did more than any other single actor to help North Korea become viewed as an economic model for developing countries. First elected Premier of the colony of British Guiana in 1964, Burnham became Prime Minister upon independence in 1966 and ruled until his death in 1985. A lawyer and trade unionist from the capital’s Afro-Guyanese middle class, his rise to power was backed by the United States, which viewed him as the only realistic alternative to the communists. While Burnham veered to the Left once in power and frequently irritated Washington, he was more or less tolerated because his pro-Soviet opposition would almost certainly fill his absence.

38. A Monumental Relationship: North Korea and Namibia

- Visitors to Windhoek, the capital city of Namibia, will quickly learn a remarkable fact that is well-known among the local population—much of the capital’s architectural landscape is designed and constructed by North Korea. In recent years, North Korean nationals have built the official residence of the president of Namibia, the State House; the national cemetery for the fallen heroes of the liberation struggle, the National Heroes’ Acre; the national history museum, the Independence Memorial Museum; the Ministry of Defense headquarters and other buildings. The Namibian government thus uses North Korean aesthetics for some of the most important aspects of its power: the president, the history, and the army. This analysis explores the relationship between Namibia and North Korea by providing historical and political context to the aforementioned buildings. Today, Namibia often has the reputation of a quaint and sometimes sleepy destination, tucked away in the southwestern corner of the African continent. Yet, Namibia was at the center of geopolitical tensions for most of the twentieth century. The complicated decolonization process of Namibia, or “the Namibian question,” as it became known in the corridors of the United Nations (UN), had its roots in the aftermath of three decades of German occupation between 1884 and 1915. German South West Africa, the area that became modern Namibia, was transferred to South Africa as a League of Nations mandate territory and renamed “South West Africa.” South Africa viewed the territory as an unofficial fifth province and introduced brutal apartheid legislation. Internal opposition against the South African regime resulted in the formation of nationalist organizations, of which the South West Africa People’s Organization (SWAPO) became the most prominent.

40. Abrogating the Visiting Forces Agreement: Its Effects on Philippines’ Security and Stability in Southeast Asia

- During much of 2022, the defense and security alliance between the United States of America and the Philippines, anchored on and reinforced by the 1951 Mutual Defense Treaty (MDT, teetered on the brink of collapse. Former Philippine President Rodrigo Duterte brought relations to the brink through attempts to scuttle the Visiting Forces Agreement (VFA). This move would only embolden Chinese challenges to Manila’s territorial integrity and its aspirations to dominate Southeast Asia and the South China Sea. While the Duterte administration recited parochial reasons to terminate the VFA, pundits from the security and diplomatic sectors viewed Duterte’s attempts as a pretext to steer the Philippines towards China under his own brand and definition of an independent foreign policy. During his term, Duterte reiterated that President Xi Jinping and other Chinese officials were his friends. He also publicly declared that the Kalayaan Island Group (KIG), a northeastern section of the Spratly Islands, was already in physical control and possession of Beijing due to the unchallenged presence of its military and maritime militia vessels there. Given these statements, Duterte has constantly received criticism over his defeatist stance towards China.

41. Understanding the Rohingya Crisis

- In consideration of their stateless status in Myanmar, prolonged refugeehood in Bangladesh, and their ongoing vulnerable position of the Rohingya, they are known as the world’s most persecuted minority. Despite living in Arakan/Rakhine state for centuries, Myanmar's Citizenship Law in 1982 rendered the Rohingya stateless as it conferred citizenship to 135 ethnic groups excluding the Rohingya. In 1978, Burmese security forces started Operation Nagamin, which produced the first Rohingya influx to Bangladesh (about 250,000). The second influx occurred in 1991-92 (about 200,000). Then, some 360,000 Rohingyas were repatriated to Bangladesh under an agreement brokered by the United Nations High Commissioner for Refugees (UNHCR). Even after the UN agreement, the third influx started in 2012 (125,000), and the fourth in 2016 (87,000). However, the Rohingya crisis reached a critical stage in 2017 when Burmese security forces launched the deadly Clearance Operation campaign as a ‘counter-insurgency’ measure against the Arakan Rohingya Salvation Army (ARSA). The Clearance Operation displaced 740,000 Rohingyas, killed 10,000, raped 1900 girls/women, and completely/partially burned 400 Rohingya villages in Rakhine state. Considering the intense brutality of the campaign, the UN Human Rights Commissioner termed it a “textbook example of ethnic cleansing,” and the US declared it a “genocide.”

42. Economic Sanctions During Humanitarian Emergencies: The Case of North Korea

- North Korea is experiencing yet another cycle of humanitarian distress. While sanctions are not the primary cause, they are a contributing factor. This essay examines the channels through which sanctions affect the North Korean economy and reaches four conclusions: First, sanctions have contributed to a deterioration of economic performance. Second, the UNSC’s 1718 Sanctions Committee should consider a thorough review to identify goods that would warrant blanket humanitarian financial sanctions have raised the risk premium on all financial transactions with North Korea; the sanctioning authorities need to do a better job of clarifying transactions permissible under humanitarian exemptions. Finally, while the global community should reassess its policies, the government of North Korea bears responsibility as well. The benefits of sanctions relief will be diminished if North Korea refuses to engage constructively with the international community on a broader range of issues running from basic humanitarian relief to economic reform.

- Speaker Bios: Alexander Huang is the Associate Professor of the Institute of Strategic Studies at Tamkang University, the Chairman & CEO of the Council on Strategic & Wargaming Studies, and Special Advisor to the Chairman & Director of International Affairs at Kuomintang (KMT). Dr. Huang received his BA in Political Science at Soochow University in 1982, earned a MA from the Institute of Strategic Studies at Tamkang University 1984 and a MSFS from the School of Foreign Service at Georgetown University in 1988. In 1994, Dr. Huang received a PhD in Political Science from George Washington University. Eric Yu-Chua Huang is the KMT’s Representative in Washington D.C., and an entrepreneur. Mr. Huang previously served as the party's spokesperson and deputy director of international affairs, a lecturer of International affairs at Tamkang University, and non-residential research fellow at National Policy Foundation. Mr. Huang joined the KMT party headquarters in 2014 after which he served as the international spokesperson for the KMT’s presidential candidate during Taiwan’s 2016 presidential election campaign. Previously, Mr. Huang worked as legislative aide for a KMT legislator representing a constituency in Taiwan’s capital, Taipei City, where his portfolio included national security and foreign relations, as well as constituent services and youth organizing. Mr. Huang graduated from Johns Hopkins University with a Master’s degree in International Relations; he earned his Bachelor’s degree at the University of Virginia majoring in International Relations; in 2018 he was a Visiting Scholar at Fudan University. Johnny C. Chiang was elected the chairman of the KMT to rejuvenate the party in 2020. The KMT ruled Taiwan from 1949 to 2000 and from 2008 to 2016, and is now the main opposition in Taiwan. During August 2018-July 2019, Dr. Chiang was the convener (caucus whip) of KMT Party Caucus in Legislative Yuan. From August in 2016 to January in 2017, he took charge of the secretary of KMT party Caucus in Legislative Yuan. In 2016, he held the post of the convener in Foreign and National Defense Committee; Previously, in 2013 he ever served as the convener in Internal Administration Affair Committee. Besides, as to international inter- parliamentary exchanging activities, he currently serves as the chairmen of R.O.C(Taiwan)-United Kingdom Inter-Parliamentary Amity Association. He is also the chairman of R.O.C(Taiwan)-Singapore Inter-Parliamentary Amity Association. Dr. Chiang received his Ph. D. in International Studies from the University of South Carolina and his master degree of public and international affairs from the University of Pittsburgh. - The worldwide wave of autocratization is doing away with many of the democratic achievements made since 1989. Scholarship on international democracy promotion is yet to theorise how democracy can be protected from autocratization. Such a theory must account for different democratic and autocratic trajectories as well as integrate theoretical approaches from international relations and comparative politics in the study of democracy promotion. However, such a combined perspective is still missing. One reason for this is that the field lacks a clear concept of “protection” and does not yet systematically integrate evidence from democratization research. This paper addresses this research gap. It is the first attempt to develop a concept theory of democracy promotion, which includes support and protection of democracy. Coupling this with a depiction of six phases of regime change, this paper makes a second contribution: based on the proposed conceptual and theoretical integration, it generates a series of testable anchor points for further empirical analysis on what strategies are most likely to be effective during the various phases of regime change.

- This study attempts to identify new directions for energy cooperation between Korea and Russia, focusing on the areas of natural gas and hydrogen. In particular, we derive new directions and tasks for energy cooperation between the two countries, reflecting changes in the international energy environment, such as climate change and decarbonization, which are in full swing at the global level. To this end, this study is consisted of the following four parts. Part II examines the geopolitics of energy coming into the 21st century and Russia’s new energy strategy. Part III conducts an in-depth analysis of the energy cooperation strategies of China and Japan, major Northeast Asian countries, with Russia, and Part IV comprehensively evaluates Korea’s energy strategy and Korea-Russia energy cooperation. In conclusion, Part V presents new plans for Korea-Russia energy cooperation. As a side note, after carrying out this study, the policy environment for energy cooperation with Russia has significantly changed. Russia’s war against Ukraine is expected to change the landscape of global energy and its geopolitics in profound ways. In the midst of these significant changes, it is hoped that this study will serve as a meaningful reference for analyzing and forecasting the global energy dynamics surrounding Russia.

- U.S. policy toward Cambodia is conflicted, contradictory, and unsustainable. Is Cambodia an authoritarian pariah to be punished until it undergoes systemic political change? Or is it a necessary partner on the front lines of great-power competition? The U.S. government has spent the last decade torn between righteous indignation over democratic backsliding and pragmatic engagement given U.S. interests in the region. For a while, muddling through was understandable, maybe even wise. The United States only recently cemented a bipartisan consensus on the importance of the wider Indo-Pacific in strategic competition with China. And without that consensus, it was unclear how much Cambodia really mattered to U.S. national interests. Plus, authoritarian shifts under Prime Minister Hun Sen were initially tempered by political compromises. But now it is time to stop muddling. Cambodia sits in a neighborhood too important to ignore. If political change comes to the country, it will be generational and have little or nothing to do with foreign pressure. In the meantime, Washington should not embrace Hun Sen’s regime but should be more strategic in working with it.

- Technological innovation has been a driving force for U.S. global leadership and economic prosperity for over a century. This legacy of innovation largely stands on the foundation of a key component: semiconductor chips, found today in almost all electronic products. Semiconductors are an integral component of various consumer products across industries, including cars, smartphones, and household appliances. But semiconductors can also be used in dual-use goods—products that have both military and civilian applications—such as air guidance systems for both civilian and military aircraft. The tension between economic gain and security risk inherent within dual-use semiconductor goods is heightened in fields with national security implications, such as supercomputing and artificial intelligence (AI). How the government and private sector manage the global value chains (GVCs) of chips will directly affect U.S. global competitiveness and national security going forward. Given the evolving security relationship between the United States, the Quad, and the European Union, this paper focuses on both Quad and EU countries and the possibilities for friend-shoring in both. It assesses how the EU and U.S. governments can collaborate to avoid duplicative policies that fail to enhance the overall resiliency of transatlantic semiconductor supply chains.

- Article “Public and cultural diplomacy in cities’ branding” is a try to set ideas of city diplomacy and idea of branding into theory of international relations. Also, analysis of two West-European and two East-European cities is a chance to analyze chances and threats that both states and cities can encounter during a process of brand building. The main questions that article is answering are “Can cities use their resources and connections to make public and cultural diplomacy?” and “What influence on that process has factor of being a city in post-soviet country or former Soviet Satellite state?” It can be said that cities are able to brand and rebrand itself and they are more flexible than states that cannot run away from some aspects of its identity. In case of difference between western and post-soviet states, the difference is none. In research, numerous rankings, articles and analyses were used as a primary sources in order to characterize how different are images of Italy, Germany, Hungary and Ukraine. Also, paper tries to determine, what is relation between states brand and branding of its cities.

- International Relations (IR) are an interdisciplinary field of study; however, mainstream IR possesses a Western and North-centric focus that neglects or unequivocally reflects Global South perspectives and realities. Global events, including those related to transboundary water relations, are told from a Western and North perspective. That does not provide enough knowledge to understand developments occurring in the Global South, understood here as less economically developed countries, comprising a variety of states with diverse levels of economic, cultural, and political influence in the international order. In this sense, the article exposes some Latin American IR thinking, to offer new contributions to the process of theorizing transboundary water relations and broaden the field of view within IR and transboundary water. Following a qualitative methodology, based on the bibliographic revision of authors from the Global South in IR and hydropolitics, the paper argues that it is necessary to incorporate non-Western and non-Northern actors and thinking to explore how different actors challenge, support, and shape global and regional hydropolitics. The paper calls for more attention to how the analytical framework on transboundary water interactions can include Global South perspectives. The paper concludes with some suggestions for future research and policy discussions.

- This research paper identifies the instrumental role of the integrative perspective in international procurement negotiations and evaluates how, in the specific case of BPN’s purchase by BIC, the long-term relationship approach provided the maximization of opportunities in international relations. The research applied a qualitative method that explored the case of BIC internationalization project within the CPSC (Community of Portuguese Speaking Countries) space and resorted to techniques of documentary observation, collected through interviews, official statements and communications. The study demonstrates that BIC strategy gave rise to subsequent negotiations with the same international partner, under conditions of a more cooperative perspective. Findings validate the relevance of an integrative perspective, but suggest that it is instrumental to competitive purposes and demonstrates that the entry into action of business economic actors is not unrelated to a strong involvement of States, through their governments

- Structural realism is a useful tool to examine the implications of the war in Ukraine for global politics. Because structural realism emphasizes the anarchic nature of international relations, it suggests the war is unsurprising, a reminder that states still compete for security, sometimes violently, and the prudent will prepare for it with tools for self-preservation. The realist lens also sees lessons for nuclear deterrence: The prospect of mutual nuclear destruction constrains great power war and has limited U.S. and NATO support for Ukraine. Other states may take note and seek their own nuclear deterrents. The war demonstrates some limits of economic interdependence, which not only failed to pacify Russia, but also left Russia exposed to economic coercion, in a way both it and China may look to avoid in the future. Other important lessons for states from a realist perspective include the importance of military power—large, capable armies and the enduring advantages of defensive warfare, especially when infused with nationalism. The war leaves the “liberal international order,” a byproduct of the eroding post-Cold War U.S. power position, looking threadbare, but it is thus far reviving the U.S. Cold War coalition—a less liberal grouping—which could prove useful in dealing with China.

58. Understanding and Countering China's Approach to Economic Decoupling from the United States

- Many experts have highlighted American efforts to partially decouple from China. Yet China began pursuing a far more ambitious and comprehensive decoupling strategy vis-à-vis the United States long before Donald Trump entered the White House. This monograph examines China’s evolving approach to economic decoupling from the US. It makes the following arguments and conclusions. First, on the back of a preexisting mercantilist political economic structure, China has been explicitly pursuing economic decoupling from US and allied economies on Chinese terms for at least a decade. Second, while the US seeks to decouple some aspects of its economic activity from China, the latter seeks to dominate vast segments of the Asian economy and to decouple these segments from the US. This is the Chinese strategy and threat that the US vastly underappreciates. Third, the most important segments are the high-tech and high-value sectors. These sectors are where competition is the most consequential and where decoupling on US terms needs to occur. Fourth, China faces increasingly serious problems and obstacles regarding its decoupling strategy. Many of these arise out of structural weaknesses inherent in its political economy. The monograph is written to assist the Biden administration and those who follow it to possess a deeper understanding of: China’s actions and the motives behind them; China’s strengths, weaknesses, and vulnerabilities; and How the US and its allies can craft an evolving approach that better plays to their individual and collective strengths and advantages. China hopes the US and its allies will adopt a cautious, gradualist, and ineffective approach to countering Beijing’s strategy and objectives. The Chinese Communist Party knows the US and other advanced economies still have immense advantages despite clever Chinese messaging to the contrary. The US and its allies continue to enjoy considerable leverage and remain well placed to partially decouple from China on their preferred terms, but they need to act quickly, collectively, and decisively.

- Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

- Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

- The field of international relations centers on the problem of war and peace. For many decades nuclear weapons have given great urgency to dealing wisely with the subject. Countries having sometimes very tense relations with each other possess these weapons. Nevertheless, because they have not been used since World War II, the threat of nuclear war has appeared distant. We tell ourselves that no sane, rational leader would resort to these weapons. Self-preservation and enlightened self-interest forbid their use. And yet history is full of evidence that human beings often act not prudently but out of the intense passion of the moment—out of hatred, fury, wild abandon, sheer desperation, or boundless ambition. Nuclear weapons are but one of the reasons why theories of international relations should include as complete and subtle an understanding as possible of what might induce prudence and restraint. Realism is certainly needed, but the belief that human beings are rational actors pursuing self-interest and that states behave in a quasi-mechanical manner needs to be revised and supplemented. Because of the potentially disastrous consequences of flawed assumptions in international relations, simplified theories of human nature are out of place. Even more than other fields, international relations needs in-depth reflection on subjects that some may consider too subtle, esoteric, or “philosophical.”

- Through multiple international initiatives, including the creation of the Arctic Council at the end of the Cold War in 1996, the Arctic appears to be one of the last areas of peaceful cooperation in the world. This “Arctic exception” is also devoid of any serious territorial dispute between the neighboring countries, some of which are nevertheless great powers: Russia, the United States, Canada, but also Sweden, Norway, Denmark (via Greenland), Iceland and Finland. However, this peaceful cooperation is not exempt from strategic rivalries: for some years now, these States in the Arctic have been redefining their strategic postures, notably through the publication of roadmaps and the deployment of new military forces trained to fight in this hostile environment. Russia thus remains the dominant power in the Arctic, in the face of a China with growing ambitions and a Western world – represented in particular by the United States – which is lagging behind after years concentrated on other military conflicts. Furthermore, the war in Ukraine that started in February 2022 also carry the germs of a broader destabilization of the region. Conventional competition is therefore renewed between these great powers, while the nuclear balance is partially maintained. It is indeed worth noticing that the Arctic is an area of direct contact between the Russian Federation and the United States. As such, it had a special significance during the Cold War as the shortest route between both adversaries for a potential ballistic missile and was a privileged position for deploying chains of radars and advanced detection systems. Finally, the shrinkage of the ice pack caused by global warming is also triggering the neighboring or more distant states’ greed, whether through the drilling possibilities for raw materials under the ice floe or the creation of new maritime routes. The latter would notably enable Russia to revitalize its northern flank and offer alternatives to existing transit routes.

- Although the Korean Peninsula has been divided for over 70 years, North and South have not been able to make lasting progress in terms of reconciliation. While there are multiple factors directly influencing the extent to which inter-Korean relations can progress, this paper focuses on the role of the United States. When it comes to inter-Korean reconciliation efforts, is the U.S. more of a facilitator or a spoiler? By looking at three case studies spanning three South Korean administrations—Roh Tae-woo, Roh Moo-hyun and Moon Jae-in—this paper attempts to find patterns and lessons related to Washington’s role in the complex inter-Korean reconciliation process. The cases reveal that the U.S. has played the role of both facilitator and spoiler in each case, and that whatever role the U.S. plays depends on its own relationship with North Korea at that time. The U.S. is most likely to play a facilitating role when the administrations in Washington and Seoul are both willing to engage diplomatically with Pyongyang, when progress is being made in denuclearization talks, when the geopolitical environment is conducive towards diplomacy and engagement with North Korea, and when the U.S. adopts a reciprocal negotiating strategy. The paper concludes by considering the conditions necessary to achieve inter-Korean reconciliation and to establish long-term peace on the peninsula. Key factors include the need for trust-building and reciprocity between the U.S. and North Korea, and adopting a more holistic approach that goes beyond the nuclear problem and aims to establish a lasting relationship between Washington and Pyongyang.

- The COVID-19 pandemic caught almost all countries unprepared. Some countries, including South Korea (hereafter Korea), managed to deal with the pandemic relatively more successfully than others and had a proactive global posture from early on, including providing aid, and public diplomacy campaigns. In this paper, I explore Korea’s COVID-19-related public diplomacy activities and its aims. I analyze Korea’s COVID-19 humanitarian aid trends, its policy documents, and the tweets related to the pandemic posted by the country’s official public diplomacy account. I find that the pandemic catalyzed what Korea had already been aiming to do, which is improve its global status to be among top authorities across various issue-areas. Due to the nature of the pandemic, Korea’s public diplomacy has been themed around international cooperation and solidarity. I suggest that Korea should hold onto its international cooperation emphasis on public diplomacy, to form the basis for its status-seeking as an authority in global governance in the post-pandemic era.

- The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

- In classic wars, we waited for the military result, and then we formed a political response. In new wars, there is not a final resolution; there is only the stronger party imposing its conditions. Additionally, there is also geographical control, regime projection, or behavior modification goals. Russia is seeking to maintain its national security and enhance its regional and international position. It has a deep fear that NATO will expand, bringing weapons to its border with Ukraine. Now that the first shock of the war has receded, the world realizes that the war will not exceed Ukraine’s borders. Russia has given indications that it will limit itself to the minimum that preserves its national security by preventing Ukraine from joining NATO. Global concern about the consequences of war is high. People are wondering if it will continue or stop. Additionally, sanctions have been announced. In this context, developing and poor countries are affected by conflict because they depend on foreign aid. Their positions on the war will determine where they are positioned, and how the political, economic and security consequences will affect them. Trying to show a neutral position would not endear them to the great powers. On the face of it, it may seem to be a war fought on Ukrainian lands only, but it is a world war of influence. The survival of developing nations depends on the strength of the international community and the extent to which it supports these nations in the light of political realism, not because of their strength and resources. Many places cannot survive without traditional international support.

- This article examines how the state, its core characteristics, domestic and international agential capacities are conceptualized by the realist paradigms of IR and Weberian Historical Sociology (WHS) as its critique. In doing this, the study seeks to address the pitfalls and deficiencies of the realist conception of the state and unravel limitations and strengths of WHS to remedy these Realist deficiencies to reach a more sophisticated theory of the state. It also calls for a serious engagement between WHS and post-positivist IR to theorise the historically and politically constructed nature of state identity and to transcend the internal/international divide characterising the Realist epistemology.

- This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.

- This article shows that the problem of “West-centrism” in the study of International Relations (IR) is synonymous with the problem of the dominance of positivism, a particular version of science that originated in the modern West. How can we open up this double parochialism in IR? The article calls for reflexive solidarity as a way out. This indicates that on-going Global IR projects need to revamp their geography-orientated approaches and instead seek solidarity with other marginalised scholars irrespective of their geographical locations or geocultural backgrounds to build wide avenues in which not only positivist (i.e., causal-explanatory) inferences but also normative theorising and ethnographically attuned approaches are all accepted as different but equally scientific ways of knowing in IR. As a useful way of going about this reflexive solidarity, this article suggests autobiography.

- This paper explores the different ways in which the English School of International Relations (ES) can contribute to the broader Global IR research agenda. After identifying some of the shared concerns between the ES and Global IR, such as the emphasis placed on history and culture, the paper proceeds with discussing what the authors believe to be the areas in which the ES can align itself more closely with the ideas and values underpinning Global IR: a more thorough engagement with the origins of global international society rooted in dispossession, violence, and colonialism; a more localised and diverse understanding of ‘society’; a sharper and more grounded conceptualisation of ‘the state’ as a basic ontology; an embracement of the interpretivist principle of charity; and a problematisation of assumptions of ‘globality’ of international society. - In recent years, the “relational turn” in International Relations (IR) theory has attracted extensive attention. However, the limitations of the substantialist ontology of mainstream (Western) IR theory means that it encounters difficulties and dilemmas in interpreting the evolving international system. Against the background of the rapid development of globalization and regional integration, the reality of world politics is constantly changing, and increasingly shows obvious characteristics of interconnection and high interdependence. In this context, there is insufficient research comparing the Western and non-Western versions of the “relational turn”. Relational ontology may be able to provide a bridge between Chinese Confucian philosophy, Western philosophy, Western sociology, and mainstream western IR theories capable of generating productive synergies. However, there are major theoretical and cultural obstacles to be overcome if a reconciliation of the Western and Chinese versions of relationalism is to be achieved.

- Global International Relations (IR) research promotes more spaces for a broader spectrum of histories, insights, and theoretical perspectives beyond the conventional dominant Western ones in the IR discipline. The primary goal of this paper is to highlight that the study of Regionalism has a significant role in supporting the initiative of ‘globalizing IR’ by representing a sub-discipline that is open to new ideas, theories and methods, especially those emanating from non-Western contexts. As such, Regionalism is one of the sub-disciplines of IR and International Political Economy (IPE) with a tremendous potential to showcase global-IR trends. This article utilizes a bibliometric analysis as a proxy for mapping out the diverse and complex intellectual structure of Regionalism as a sub-discipline of IR. Our findings indicate that the remarkable rise in the total number of contributions from non-Western scholars to the Regionalism literature in the last decade suggests that unlike the theory generating mainstream studies Regionalism studies have become dominated by non-European/non-Western contexts.

- This article seeks to expand the discussion on Methodological Nationalism (MN)within the discipline of International Relations (IR), to contribute to MN literature from the perspective of IR studies and to evaluate the prevalence of MN in the field by the quantification of selected works. To achieve these goals, the article, firstly, recapitulates the general MN literature and critically evaluates this discussion in IR. Later, it identifies the forms of MN as they appear in IR with two faces: Level of analysis (nation-as-arena) and unit of analysis (nation-as-actor). Secondly, the article proposes a method to assess the prevalence of MN through quantification. Finally, the article applies its method to IR works to address the question of how widespread MN is in academia in Turkey. The findings demonstrate the proportional pervasiveness of MN within the IR community of Turkey, which is part of the “periphery” in the discipline. The findings also let us draw some hypothetical conclusions.

- Several studies have pointed to an unproductive ‘division of labor’ in the International Relations discipline (IR), notably its publication patterns, in which scholars based in a ‘core’ publish theory-building work while scholars based in a ‘periphery’ publish mainly empirical, area-oriented, or theory-testing work. The latter would thus mainly act as ‘local informants’ feeding empirical material on ‘their own’ country or region into the theorizing efforts of the ‘core’. We investigate this argument empirically using the dataset compiled by the Global Pathways (GP) project that studies the content in both ‘core’- and ‘periphery’-based and edited journals. Overall, our findings corroborate the argument about a core-periphery division of labor. Our main findings are threefold: (1) In terms of theory, we find that ‘core’ journals publish a larger proportion of theory-developing (and statistical) work and a lower proportion of analytical case studies and descriptive work than do ‘periphery’ journals. Scholars based in the ‘periphery’ are rarely published in these more theoretical ‘core’ journals (accounting for just 5.5% of articles in the journals studied here), but the published articles tend to apply theory. The main division of labor is thus not playing out within ‘core’ journals, but across the ‘core’ and ‘periphery’ worlds of publishing. In the ‘periphery’ journals, we actually find that scholars tend to publish a significant proportion of work using theory. (2) In terms of regional focus, we find that all journals and authors tend to have an empirical ‘home bias’, i.e. focus their empirical work on the region in which they are based, but that this is stronger for ‘periphery’-based journals and authors. This provides some confirmation of an unproductive division of labor where ‘core’ authors publish works about all regions of the globe, while 'periphery' authors have a stronger regional orientation. (3) Finally, we find evidence that some journals and authors – particularly those based in Sub-Saharan Africa and East Asia – tend to be more policy-oriented, but we find no conclusive evidence of a core-periphery gap in this context.

- Despite being the prevailing emotion of our times, anxiety has received scant attention in the inter- national relations discipline. While political theorists and philosophers have long paid attention to anxiety as distinct from and constitutive of fear, international relations theory has assumed that much of international behavior is guided by fears of specific threats to state survival.1 However, today, the uncertainties surrounding the future of the world order, unanticipated crises like the COVID-19 pan- demic that radically change our lives, unforeseeable terrorist attacks, and the unexplainable lure of radical fundamentalist ideologies all evoke a pervasive anxiety about what we do not know and what we cannot control, rather than the fear of a specific and known enemy. This special issue joins a growing set of recent publications employing a theoretically informed notion of anxiety and highlighting its distinct effects on international politics.2 This emerging research program shares a number of common premises. The first is the conceptual distinction between fear and anxiety. The second is an interest in how international actors manage anxiety and how various anxiety management techniques and practices affect international outcomes. Thirdly, anxiety research in IR is interested in exploring the distinct potential in anxiety to be a force for emancipatory and /or radical change. Fourthly, anxiety scholarship in IR is interested in theorizing how anxiety is manifest not solely as an individual-level but also as a social and collective phenomenon. Finally, scholars are building on the neglected insights of existentialist and psycho-analytical thought, where anxiety fig- ures prominently and underscoring their relevance for IR.

- In November 2020 a Chinese official passed a list of 14 grievances to Australian journalists, highlighting what Beijing regarded as missteps in the Australian government’s relations with China. A striking feature of the list is that many concern Australian Government attempts to limit Chinese engagement with the states and territories, or state-based institutions such as universities. Why did state and territory relations with China concern Canberra? This study explores the changing nature of China’s engagement with Australian states and territories, local governments, city councils, universities, research organisations and non-government organisations, all nested in Australian civil society. What emerges is the astonishing breadth and depth of China’s engagement, much of it the welcome outcome of Australia’s economic and people-to-people engagement with China over many decades. But it’s equally apparent that China has made covert attempts to influence some politicians and overt attempts to engage states, territories and key institutions in ways that challenge federal government prerogatives and have brought the two levels of government into sharp public dispute. Here we provide a detailed analysis of how China has worked to build its political influence and build dependence through trade and economic ties with each Australian state and territory. In addition, unique cross-cutting chapters review the impact of Chinese engagement with Australian universities and show how Beijing’s ‘United front’ organisation is designed to build influence. We assess the impact on Australian businesses and the constitutional challenges presented by Chinese engagement with the states and territories. The study methods and analytical approaches adopted in this book will be a model for similar research in many parts of the world. Understanding the nature of Chinese engagement with subnational jurisdictions is an important way for national governments to shape their security policies and to resist covert and, indeed, unwanted overt interference. This book provides original insights into the scale of the challenge and distils practical policy recommendations for governments at all levels to consider and adopt.

- The article offers a critique of recent efforts to read international relations theory – and its theorists – as especially positioned to offer a critique of international politics. It does so by engaging Daniel Levine’s claim that international relations theory has a special vocation for critique which is unparalleled by other disciplines. By problematizing Levine’s political, ethical and epistemological approach to sustainable critique, I argue that international relations theory has been particularly engaged with a politics of crisis that centers Western modes of subjectivity as the only frame of reference for thinking about politics and history. As a consequence, Western international relations theory has become both inadequate and dispensable for many critical theorists of international politics in much of the world, even when it comes to its most critical approaches. By way of conclusion, I offer an approach to critical international relations theory that starts from the politics of colonialism, instead of crisis.

- In the last 40 years, Critical International Relations Theory (CIRT) has influenced scholars in the Global North as well as the South. Latin America shows particular features. On the one hand, conceptualisation did not divorce the domestic from the international, as in dependency theory. On the other, Gramsci was widely read much before Robert W. Cox and even before International Relations was constituted as a discipline in its own right. In this context, this article aims to present possible contributions of (neo)Gramscian approaches to the understanding of Latin America as a region. It does so by establishing a dialectical relationship between a few topics that offer insights (and the theoretical reflection they provoke) and some (neo)Gramscian concepts. Hence, we want to re-read, in a dialectical vein, both CIRT and some aspects of how Gramscian thought has travelled in Latin America. We intend to analyse how such thinking is thriving, if at all, and discuss the possible relevance of rescuing Gramscian international thought to think about the region.

- IMPERIAL chutzpah as a phenomenon of international relations has been known since antiquity. It stems from the fact that, as the great Ancient Greek philosopher Thucydides put it back in the 5th century BC: “The strong do what they can and the weak suffer what they must” [1]. Throughout history, the phenomenon of imperial insolence has invariably manifested itself in world politics and diplomacy as a destructive factor that has provoked wars, conflicts, and other calamities. However, one-sided gains and preferences that states on the road of imperial insolence expected to acquire (and did acquire) by disregarding the legitimate interests of other peoples and international security turned out to be fairly limited in the context of history and, in the final analysis, contributed to the downfall of the empire. Imperial arrogance, as embodied in American foreign policy, should never escape our attention and deserves very serious analysis. As an important factor of international relations, it should be resolutely rebuffed by any state that cherishes its sovereignty and seeks to preserve it.

- Armenia-Turkey relations have experienced numerous tensions over the decades associated with both the historic issues between the two nations and contemporary regional developments. Turkey’s refusal to recognize the mass killings of Armenians as a genocide1 in the Ottoman Empire during World War I has long been an important difficulty in bilateral relations. However, relations significantly worsened during the Nagorno-Karabakh war between Armenia and Azerbaijan in the 1990s. As a response to Armenia’s capture of the territories surrounding NagornoKarabakh, Turkey closed the border with Armenia in 1993 in support of its ally Azerbaijan.2 The attempts to normalize relations did not have any fruitful outcome in the past decades which resulted in the two countries not having diplomatic or commercial relations for almost 30 years.

- Georgia and the Baltic states – Lithuania, Latvia and Estonia – have a history of friendship that is strengthened through the common Soviet past and shared experiences of Russian influence and violence as well as by the common vision of the contemporary Russian threat towards Eastern Europe. All of this creates the shared desire in these countries to put themselves as far from the Russian sphere of influence as possible. The Baltic states along with Ukraine (and Belarus) are neighbors of Russia and the touch point between Europe and Russia1 while Georgia is located between Russia and Turkey and performs a significant role in linking them. The partnership between Georgia and the Baltic states in terms of decreasing Russian influence in Eastern Europe, as one of the joint aims, requires the cooperation to be on the highest of levels in order for it to be successful. The partnership not only stands on the common past of the four countries but also on their common security visions and shared values which can ultimately contribute to making the partnership stable and long lasting.

- At the 2022 Madrid Summit, NATO unveiled its new Strategic Concept.1 The update of the 2010 Strategic Concept2 was naturally necessitated by the momentous developments seen in the 2010s such as, among others, Russia’s annexation of Crimea in 2014, the more outward-looking and ambitiously rising China, Brexit, the election of Donald Trump and its attendant implications for transatlantic relations as well as the election of Joe Biden as the President of the United States and the reinvigoration of the transatlantic and the democracy agenda. The renewal of the Strategic Concept seemed apt amid Russia’s re-invasion of Ukraine in February 2022 that put NATO-Russian relations at a historic low. NATO was forced to let go of its desire to forge ‘a true strategic partnership’ with Russia and instead referred to Russia as “the most significant and direct threat to the Allies’ security and to peace and stability in the Euro-Atlantic area.”3 NATO’s new agenda for 2030 is also full of issues that go beyond the immediate geopolitical challenges. Issues such as climate change, technology, healthcare, space and cyberspace are equally significant for the Alliance’s ability to meet the challenges of the new decade.

- The Arab uprisings of 2011 spurred the emergence of a Saudi-Emirati axis that sought to mitigate and – where possible – eliminate challenges posed by what these countries perceive as the so-called ‘triple threat’ to the regional order of the Middle East and North Africa: Iran, the Muslim Brotherhood and violent extremist groups. Using a variety of foreign policy instruments - including military intervention and strategic outreach, funding allies and proxies as well as supporting religious networks and media outlets – the axis substantially shaped or influenced the domestic and regional events that occurred in the wake of the Arab uprisings. Broadly speaking, the Saudis and Emiratis have been successful in maintaining a monarchical/authoritarian pole in the region’s political order in their quest for domination. They have succeeded in doing so mainly through the use of soft power (finance, religious influence and media framing) in relation to weaker ‘client’ states in the region such as Bahrain, Jordan and Morocco. Their military interventions have generally not achieved their intended objectives and Saudi as well as Emirati shortcomings have been on full display in Yemen, Libya and Syria. While both countries were unable to prevent the emergence of a more multipolar regional order that includes Turkey and Iran, they have effectively helped smother popular calls for political renewal. Growing regional geopolitical competition has, however, not gone hand in hand with growing domestic turmoil. The vast financial reserves, increasing hard power and substantial reservoirs of soft power of both Saudi Arabia and the Emirates ensures that they will continue to act as defenders of the monarchical status quo of the Gulf region and its web of client states in the foreseeable future, even as competition between both partners increases at the same time.
