Abstract:
In March 2023, Japan and South Korea had a long-awaited breakthrough in their bilateral relations, which many viewed as being at the lowest point since the 1965 normalization. On March 16, South Korean President Yoon Suk Yeol and Japanese Prime Minister Kishida Fumio held a summit in Tokyo and agreed to resume “shuttle diplomacy,” a crucial mechanism of bilateral cooperation that had been halted for about a decade. Behind the positive developments was President Yoon’s political decision on the issue of compensating wartime forced laborers. The two leaders took steps to bring ties back to the level that existed prior to actions in 2018 and 2019, which precipitated the downward spiral in their relationship. Japan decided to lift the export controls it placed on its neighbor following the South Korean Supreme Court ruling on forced labor in 2018. South Korea withdrew its complaint with the World Trade Organization on Japan’s export controls. Less than a week after the summit, Seoul officially fully restored the information sharing agreement (GSOMIA) that it had with Tokyo. They also resumed high-level bilateral foreign and security dialogues to discuss ways to navigate the changing international environment together as partners. The big question now is whether this trend of restoring and expanding bilateral cooperation would continue throughout and beyond the Yoon presidency. In South Korea, critics argue that his handling of the forced labor issue is not a lasting solution to historical issues with Japan. The breakthrough was not a product of any major change in South Korean public sentiment toward Japan’s past wrongdoings. Nor was it a product of changes in the Japanese position on outstanding bilateral historical and territorial issues. Both the Japanese and South Korean governments, however, feel the urgent need to cooperate for their own national security, and for economic reasons. Whether the advances in the first four months of 2023 will be short-lived or the start of a new partnership and reconciliation will likely depend on how much understanding they both show in seeing things from the other’s perspective and how willing they will be in accommodating the other’s political needs.

Abstract:
China and South Korea began 2023 with the temporary imposition of tit-for-tat restrictions by both governments on travel to the other country after China lifted its zero-COVID policy. Although the restrictions proved temporary, they pointed to the reality of a sustained downward spiral in China-South Korea relations accompanied by increasingly strident public objections in Chinese media to the Yoon Suk Yeol administration’s steps to redouble South Korean alignment with the United States regarding Indo-Pacific strategy, supply chain resiliency, and shared values. South Korean Minister of Foreign Affairs Park Jin’s congratulatory call to newly appointed Chinese Minister of Foreign Affairs Qin Gang on Jan. 9 was one of the few positive senior-level interaction between the two countries in early 2023; by the end of April, the main diplomatic interactions between China and South Korea had devolved into a dueling exchange of private demarches and public assertions that the other side had committed a “diplomatic gaffe.” As Yoon took steps to strengthen South Korean ties with NATO, stabilize relations with Japan, and upgrade efforts with the US to deter North Korea from continued nuclear development, Chinese criticisms of South Korea became increasingly ominous. They culminated in a stern Chinese diplomatic response to Yoon’s interview with Reuters on April 19 in which he characterized a possible cross-strait conflict between mainland China and Taiwan as a global security issue. Meanwhile, the 75th founding anniversary of North Korea’s Korean People’s Army (KPA) in February and China’s National People’s Congress (NPC) confirming Xi Jinping’s third term as president in March drove symbolic exchanges of support between Chinese party-state and military leaders and their North Korean counterparts. The continued lack of a unified UN response to North Korean missile provocations renewed calls for Chinese “responsibility” and “influence” and Beijing’s reassertions of Pyongyang’s own “insecurity.” The arrival of Chinese Ambassador to North Korea Wang Yajun in Pyongyang, delayed for two years following his appointment due to pandemic-related quarantines, may presage a broader opening for China-North Korea humanitarian exchanges alongside concerns about North Korea’s ongoing military development.

Abstract:
The last four months of 2022 saw a flurry of bilateral diplomatic activities between Japan and South Korea in both nations’ capitals and around the world. They focused on 1) North Korea, 2) the issue of wartime forced labor, and 3) the future of Seoul-Tokyo cooperation in the Indo-Pacific region. Despite mutual mistrust and the low approval ratings of Prime Minister Kishida Fumio and President Yoon Suk Yeol, both leaders had the political will to see a breakthrough in bilateral relations. Another signal came in the form of new strategy documents in which Seoul and Tokyo explained their foreign and security policy directions and goals. On Dec. 16, the Kishida government published three national security-related documents—the National Security Strategy (NSS), the National Defense Strategy (NDS), and the Defense Buildup program. On Dec. 28, the Yoon government unveiled South Korea’s Strategy for a Free, Peaceful, Prosperous Indo-Pacific Region, its first-ever Indo-Pacific strategy. Although each document serves a somewhat different purpose, it is now possible to gauge how similarly or differently Japan and South Korea assess challenges in the international security environment, and how they plan to respond to them. Importantly, they signal the other, the United States, and the world that they acknowledge the strategic and economic importance of their partner in their vision of the future. When one considers the future of Japan-South Korea relations, what are some of the most important takeaways?

Regional and global summits presented high-level platforms for China-South Korea engagement in November. The summitry showed that the relationship had returned with solidity with the resumption of international meetings and in-person exchanges. Although the Xi Jinping and Yoon Suk Yeol leaderships advanced diplomatic exchange, concerns emerged over enduring political and security constraints and growing linkages with the economic relationship. Kim Jong Un’s escalation of military threats, through an unprecedented number of missile tests this year, challenged Xi-Yoon bilateral and multilateral diplomacy. China-North Korea bilateral interactions, while brisk, primarily relied on Xi and Kim’s exchange of congratulatory letters around significant founding anniversaries, China’s 20th Party Congress, and expressions of condolences after the death of former Chinese leader Jiang Zemin. The UN Security Council’s failure to take unified action on DPRK threats prompted South Korea to voice frustration with China and expand cooperation with US and Japanese partners. Such responses only reinforced concerns raised in recent leadership exchanges, and Korean domestic division over Yoon’s diplomatic strategies.

6. The Demise of Diplomatic Ambiguity: Parsing South Korea’s Estrangement From China

In July, the US Ohio-class ballistic-missile submarine (SSBN) visited South Korea for the first time since 1981. Not one, but two of the 560-foot-long warships—which carried a payload of 24 long-range Trident ballistic missiles—surfaced in South Korean waters (Korea JoongAn Daily, July 24, 2023). From Washington and Seoul’s perspective, the SSBN deployment was a pointed reminder to the mercurial North Korean regime to exercise restraint, but the symbolism of the SSBN visit was not lost on China—Pyongyang’s closest ally. For all its military modernization efforts, Beijing has no effective defense against the Ohio-class sub. That South Korea would support the deployment of the SSBNs to its territory illustrates both its concern about rising North Korean brinkmanship and newfound willingness to risk Beijing’s ire. Indeed, after three decades of stable ties anchored in economic interdependence, major changes are afoot in the South Korea-China relationship. Compared to Japan, which also counts China as its largest trading partner, South Korea has historically been less willing to stand its ground in the face of political pressure from Beijing. On the one hand, Seoul and Beijing have no major territorial disputes, but more importantly, South Korea had previously calculated that its political deference—especially on China’s “core interests” like Taiwan—would encourage Beijing to support denuclearization of the Korean Peninsula, the Republic of Korea’s (ROK) top foreign policy objective. For many years, South Korea handled Beijing with kid gloves, irrespective of who was in the Blue House. While the left-leaning Democratic Party of Korea (DPK) is traditionally more China-friendly, it was the conservative President Park Geun-hye who attended China’s jingoistic September 2015 military parade. After a summit between Xi Jinping and Park, both leaders made a commitment to oppose any unilateral actions that could lead to tension on the Korean Peninsula. The following day, President Park joined Xi and Russian President Vladimir Putin in China’s military parade. South Korea was the only US ally to attend the event (The Korea Herald, September 3, 2015). Since then, however, the two countries have drifted apart. The catalyst for this change was Seoul’s decision to deploy the THAAD missile defense system in 2017, which China views as a security threat and South Korea deems essential for self-defense. China has repeatedly demanded that South Korea dismantle its THAAD system (Xinhua, September 21, 2017). When those demands failed to bear fruit, it resorted to sanctions against South Korea (The Korea Herald, March 8, 2017). Furthermore, both China’s imposition of a draconian national security law in Hong Kong and its mismanagement of the coronavirus pandemic have hurt its reputation in South Korea (The South China Morning Post, October 20, 2020). It is against this backdrop that the ROK’s anti-China sentiment has surged to an all-time high—a development that will inevitably spill over into Seoul’s foreign policy. According to a 2021 survey conducted by SisaIN, for the first time since the ROK and the PRC normalized relations in 1992, South Koreans view China even more negatively than they do Japan (SisaIN, November 29, 2021). China’s ruling Communist Party seems oblivious to the existential threat that South Korea feels in the face of surging missile tests by North Korea. The JoongAng Daily noted in June that it takes just two minutes for a North Korean missile to hit Seoul. According to the editorial, “South Korea is technically still at war with North Korea. The government and people must not forget that” (Yonhap News Agency, June 1, 2023). Concluding that political appeasement and economic engagement with China have failed to pay off, South Korea is taking two significant steps: strengthening its ties with its top security partner, the US, and mending fences with its former rival, Japan. The implications of Seoul’s estrangement from Beijing could have far-reaching implications for geopolitics in the broader Indo Pacific region.

7. A Preliminary Survey of PRC United Front Activities in South Korea

The People’s Republic of China (PRC) exercises influence over South Korea in multiple ways. Chinese influence operations against Seoul have been characterized as not subtle and even blatant compared to the more covert and subversive methods employed in other countries (China Brief, December 19, 2014). Indeed, the more overt and aggressive ways in which Beijing exercises influence were on full display when the PRC responded to Seoul’s decision to deploy the Terminal High Altitude Area Defense (THAAD) system in 2016 with boycotts, military exercises and diplomatic pressure (China Brief, March 31, 2017). Less well known, however, is how China employs other, more subtle means to influence South Korean politics and society. A general presumption exists that influence must be exerted overtly or in forms such as diplomatic protests or through sanctions, yet Beijing’s influence activities also take on a less pronounced and more obscured nature, which is commonly associated with its United Front activities. This article will provide a preliminary assessment of the local Chinese Council for the Promotion of Peaceful National Reunification of China (CCPPNR, 韩华中国和平统一促进联合总会) and the web of other United Front organizations that operate in South Korea. [1] This article does not seek to offer an exhaustive examination of these organizations, but to provide a preview of the key United Front apparatuses and their activities in South Korea.

The COVID-19 pandemic caught almost all countries unprepared. Some countries, including South Korea (hereafter Korea), managed to deal with the pandemic relatively more successfully than others and had a proactive global posture from early on, including providing aid, and public diplomacy campaigns. In this paper, I explore Korea’s COVID-19-related public diplomacy activities and its aims. I analyze Korea’s COVID-19 humanitarian aid trends, its policy documents, and the tweets related to the pandemic posted by the country’s official public diplomacy account. I find that the pandemic catalyzed what Korea had already been aiming to do, which is improve its global status to be among top authorities across various issue-areas. Due to the nature of the pandemic, Korea’s public diplomacy has been themed around international cooperation and solidarity. I suggest that Korea should hold onto its international cooperation emphasis on public diplomacy, to form the basis for its status-seeking as an authority in global governance in the post-pandemic era.

9. The Folly of Pushing South Korea Toward a China Containment Strategy

The narrow victory of conservative candidate Yoon Suk-yeol in the recent South Korean presidential election comes against the backdrop of an intensifying U.S.-China rivalry, now compounded by the Ukraine crisis. Washington would like South Korea to play a security role in its Indo-Pacific strategy — a strategy that effectively aims to contain China. However, South Korean elites (and the general public) are deeply ambivalent and internally divided on the question of containing China. Pushing South Korea — a robust democracy with major elite divisions — toward containing Beijing risks negative consequences for the United States. These include a reduction in U.S. influence in South Korea, erosion of the U.S.-South Korea alliance, a less-effective South Korean presence in the region, and, in the long run, the potential of South Korean neutrality with respect to China. To avoid these negative outcomes for the United States, Washington should: • Avoid pressuring South Korea to join its China-containment strategy, • Refrain from including Seoul in emerging, non-inclusive, bloc-like structures of U.S. allies in Asia, • Consider pulling back on its intended new Terminal High Altitude Area Defense deployments until a greater consensus is reached within South Korea on the issue, • See South Korea’s role as a bridge and an opportunity to stabilize Washington’s own relationship with Beijing. For example, both South Korea and China could be included in non-traditional security activities of the Quad such as infrastructure and climate change, and • More generally, demilitarize the Quad and open it to wider participation for strengthening U.S. influence in Asia, rather than see it as a zero-sum vehicle for containing China.

South Korean President Yoon Seok-yeol began his remarkable administration by emphasizing the values of freedom and democracy, and the triangular Japan-U.S.-ROK relationship. Contrasting the previous administration, which prioritized reconciliation with North Korea, President Yoon embraced positive messages on restoring Japan-ROK relations even before taking office. On August 15, the National Liberation Day of Korea, President Yoon described Japan as a “neighbor that joins forces against the challenges that threaten freedom.” Such a posture clearly distinguishes President Yoon’s approach from that of previous South Korean administrations. Truly, even after the Yoon Administration’s approval rating began declining, Japan-ROK relations were not used politically to alleviate the pressure. One of the best takeaways from my recent visit to South Korea was Foreign Minister Park Chun’s assurance to “persistently work from a strategic perspective to improve relations with Japan, a partner that shares the universal values of freedom, human rights, and the rule of law.” Heretofore, Japan has not been able to capitalize on the precious opportunities it has been afforded to mend ties with Korea. Instead, Japan continues to take a hardline approach toward South Korea and is unable to flexibly respond, instead prioritizing Japan’s self-image, as suggested by the export control regulations toward South Korea. Since 2019, the Japanese government has tightened control regulations on exports of semiconductor materials to South Korea in response to potential seizures of Japanese assets as reparations for forced labor claims related to Japan’s 1910-1945 colonial rule of the Korean Peninsula. I believe Japan should consider changing its policies toward South Korea as South Korea has proactively improved its policies in response to Japan’s request, nonetheless, the effects have faded. From the perspective of economic security, it is also necessary to diversify Japan’s supply chain and strengthen trilateral cooperation between Japan, the United States, and South Korea. Similar voices have been raised not only from South Korea but also by Japanese experts.

In the context of growing US-China tensions, South Korean administrations have opted for degrees of strategic ambiguity, refraining from overt actions that suggest South Korea is taking sides. While strategic ambiguity has been moderately successful, there are limits to this approach which make it unsustainable. This paper will argue that rather, South Korea needs to apply a principled middle power diplomacy, which refers to a middle power carrying out roles expected of it in accordance with a set of rules or values that uphold the liberal international order. The goal of principled middle power diplomacy would be to shape the environment in which the current great power rivalry is unfolding, in order to moderate the fallout of great power competition. After an analysis of South Korea’s middle power diplomacy, this paper will recommend that South Korea double down on its commitment to multilateralism so that it can augment its roles as a facilitator and agenda-setter on the international stage.

In recent months, North Korea has intensified missile tests, while signalling the possibility of resuming talks with South Korea and the U.S. These signals of openness to dialogue indicate that North Korea wants the next South Korean president, who will be elected in March 2022, to be favourable to the inter-Korean dialogue. In turn, the demonstration of military capabilities serves to strengthen North Korea’s position ahead of possible negotiations with the U.S. to convince it to ease sanctions. The difficult domestic situation will not persuade North Korea to take a more conciliatory stance in the talks, however.

Diplomacy with North Korea must factor in an understanding of the Kim regime’s fears and insecurity. Pyongyang’s military actions and negotiating gambits jeopardize the United States, South Korea, and other nations’ vital interests and policy goals. Accordingly, the study of North Korean threat perceptions—how Kim Jong-un thinks about the utility of force and about threats to his regime—is essential for averting strategic surprise and buttressing diplomacy. National security strategy should be systematic, a deliberate calculation about national capabilities to achieve crucial objectives. It should be infused with an understanding of other actors, both friend and foe. A coherent national security strategy begins with clear and realistic written objectives. If aims are vague, it will be difficult to concentrate resources and mobilize others around a common cause. Similarly, if a nation’s goals are too ambitious and surpass the prospects or means for success, then the national security strategy represents wishful thinking and will likewise be difficult to carry out. What is needed is a serious attempt to grapple with the world as it exists and to harmonize a nation’s crucial ends with existing means.

The EU’s first Asia strategy had called for the EU to become involved in addressing the North Korean nuclear issue, establishing diplomatic relations with the country. Believing that Russian–US cooperation could play an important role in developing and implementing proposals for denuclearisation and creating lasting peace on the Korean Peninsula, the Moscow-based Center for Energy and Security Studies and the IISS undertook a joint assessment of North Korea’s progress in developing nuclear and missile capabilities and an examination of possible international steps towards a solution. The spectre of nuclear war has haunted the Korean Peninsula for nearly seven decades. In November 1950, United States president Harry Truman publicly raised the option of using nuclear weapons in the Korean War. For about 40 years after the war, the US deployed several types of tactical nuclear weapons in the Republic of Korea (ROK, or South Korea). The ROK and the Democratic People’s Republic of Korea (DPRK, or North Korea) also launched their own nuclear-weapons programmes. While Seoul abandoned its dedicated weapons effort soon after ROK president Park Chung-hee was assassinated in October 1979, Pyongyang persisted, announcing its withdrawal from the Nuclear Non-Proliferation Treaty (NPT) in 2003 and subsequently making rapid progress in building up nuclear and missile capabilities, while enshrining a nuclear-armed status in the country’s constitution. In September 2017, North Korea’s sixth nuclear test achieved a thermonuclear yield. Two months later, the DPRK launched a Hwasong-15 ballistic missile, which Pyongyang says is an intercontinental weapon system that can reach the entire US mainland. At that point, North Korea announced that its mission to build its nuclear forces was accomplished. The year 2017 saw military escalation on the Korean Peninsula reach an unprecedented level in the post-Korean War period. Many analysts believed that the situation had become the most volatile since the 1968 USS Pueblo crisis, or even since the end of Korean War hostilities in 1953. Some experts drew parallels with the Cuban Missile Crisis. Given Russia’s historical relationship with North Korea and the US alliance with South Korea, Moscow and Washington have special roles to play in promoting stability on the Korean Peninsula. As permanent members of the UN Security Council and depository states of the NPT, Russia and the US also bear special responsibility for upholding peace and international security. Their joint efforts, along with other major powers, were instrumental, for example, in resolving the crisis over the Iranian nuclear programme through the adoption of the Joint Comprehensive Plan of Action (JCPOA) in July 2015. Despite US president Donald Trump’s decision in May 2018 to take the US out of the JCPOA, the deal remains a model of what can be achieved through multilateral diplomacy, especially when US–Russian cooperation is harnessed to promote nuclear non-proliferation. Similarly, should the key players demonstrate the political will to seek a sustainable solution to the security problems on the Korean Peninsula, Russian–US cooperation in a multilateral framework could play an important role in developing and implementing proposals. The opportunities are clear. For example, more than 67 years since the shooting stopped, the Korean War still remains officially unresolved. The Armistice Agreement of 1953 has yet to be replaced by a proper peace treaty or a more comprehensive accord. In these circumstances, the Moscow-based Center for Energy and Security Studies (CENESS) and the International Institute for Strategic Studies (IISS) agreed in 2017 to conduct a joint assessment of North Korea’s progress in developing nuclear and missile capabilities. They also undertook to develop proposals on possible international steps to facilitate the denuclearisation of the Korean Peninsula and create lasting peace and security mechanisms. The two parties began their work in January 2018 and completed it in about 33 months. They received valuable assistance from a Russian working group led by CENESS and a US working group led by the IISS. The two working groups included former military officials, diplomats, nuclear specialists and scholars specialising in Korean studies. The two groups worked independently, then compared and consolidated their drafts. The results are summarised in this joint report prepared by the project co-chairs. All the contributing experts, listed in annexes one and two, participated in a personal capacity. The report does not necessarily reflect the views of all the experts involved in the study, or of the organisations they represent. CENESS and IISS hope that the report will serve as a catalyst for further discussions between researchers and officials on possible measures to reduce tensions and nuclear-related risks and build confidence in the region. We also hope that the report will help to facilitate discussions on how to promote pragmatic and effective Russian–US cooperation, an aim which has also been emphasised by the leadership of the two countries.

This paper examines South Korea’s foreign policy towards China before, during, and after the Terminal High Altitude Area Defense (THAAD) missile defense dispute to investigate the limits of South Korea’s public diplomacy and soft power. South Korea’s official public diplomacy has the objective to “gain global support for Korea’s policies,” following Joseph Nye’s narrow definition of soft power. South Korea furthermore ranks high in the most relevant soft power indices. Based on the case of Chinese economic retaliation against South Korea in response to THAAD deployment, this paper argues that public diplomacy and soft power only work in the absence of traditional security contentions, but fail in the presence of such security contentions. The THAAD case also demonstrates the utility of traditional diplomacy, based on high-level summits and negotiations, to solve the very disputes that South Korea’s latent public diplomacy and soft power were unable to alleviate.

South Korean President Moon Jae-in’s New Southern Policy (NSP)—the most recent effort by Seoul to boost relations with Southeast Asian countries and India and diversify its relationships beyond four major powers: China, Japan, Russia, and the United States. Yet, at the same time, less of a focus has been placed on how to advance the security aspect of the NSP despite some of the inroads that have been made, as well as the underlying convergences of concerns and interests between South Korea and the countries of Southeast Asia. This paper addresses this gap by providing insights into South Korea’s security ties with Southeast Asia, based on a close analysis of South Korean and Southeast Asian accounts as well as conversations with officials and scholars on both sides. It makes three arguments. First, while South Korea’s efforts to advance security ties with Southeast Asian states as well as with the Association of Southeast Asian Nations (ASEAN) as a bloc may have been met with mixed results so far, the inroads made still deserve attention and are rooted in several domestic, regional, and global drivers. Second, though these security ties create opportunities for Seoul’s relations with ASEAN countries, they also pose challenges that should not be ignored. Third and finally, advancing security relations between South Korea and Southeast Asian countries will require actions not just on the part of Seoul or ASEAN nations, but also other actors.

Addressing the threat posed by North Korea’s nuclear weapons is one of the most significant and complex challenges facing the United States. Developing, implementing, and sustaining a verifiable diplomatic process that reduces risk and rolls back Pyongyang’s nuclear weapons program requires a whole of government approach, including constructive contributions from members of the U.S. Congress. While crafting and implementing such an approach will be the prerogative of the Executive Branch, the role that Congress can play in supporting or hindering such a process should not be overlooked. Congress has used an array of tools to put in place conditions for negotiations, express its support or opposition to administration policy, and implement coercive measures toward North Korea designed to punish Pyongyang for its violations of international law and stymie its weapons development efforts. Using survey data and in-depth interviews from the late months of 2020, this report provides insight into how Congress views the North Korean nuclear threat and U.S. approaches to engaging with Pyongyang. More clarity into Congressional views and attitudes may lead to more effective policymaking.

Under South Korean President Moon Jae-in and his administration, Seoul has undertaken its first unified diplomatic initiative aimed at advancing ties with India and the Association of Southeast Asian Nations (ASEAN). This initiative is known as the New Southern Policy (NSP). Though Moon’s efforts toward securing inter-Korean peace have received the most publicity, the NSP has arguably sustained more momentum than any of the administration’s other flagship foreign policy initiatives. Looking beyond South Korea’s relationships in Northeast Asia, it is also important to assess the NSP’s progress toward its goal to “elevate [South] Korea’s relations with ASEAN member states and India in the political, economic, social and cultural spheres, among others, to the same level [South] Korea maintains with the four major powers (the United States, China, Japan and Russia).”1 The NSP is an extension of South Korea’s need to diversify its economic and strategic relationships amid the uncertainty posed by competition between its closest ally, the United States, and largest trading partner, China. By elevating ties with India and Southeast Asia, particularly in the economic realm, Seoul hopes to insulate itself from the risks posed by trade and strategic friction between the two great powers. Moreover, it hopes to advance its middle power diplomacy and improve ties with India and Southeast Asia commensurate with their growing economic and strategic importance. Though India and ASEAN countries have strong ties to South Korea and share many of the same values and interests, they have not featured as prominently in Seoul’s diplomacy as major powers around the peninsula in the past. While it has clear logic behind it, the NSP’s implementation and outcomes so far are mixed. Of the policy’s three pillars—prosperity (economic cooperation), people (sociocultural cooperation), and peace (political and strategic cooperation)—the prosperity pillar has received the most emphasis. Under this pillar, South Korea has initiated new negotiations for free trade agreements and launched an official development assistance (ODA) strategy aimed at six NSP partner countries. However, cooperation with India has often lagged while cooperation with Vietnam has outpaced attention to most other ASEAN member states. The peace pillar, by contrast, has been relatively underdeveloped and focused mainly on nontraditional security issues while avoiding sensitive strategic issues confronting the region. This pillar showcases how South Korea’s concerns about Chinese influence both motivate and constrain the policy—though Seoul wants to diversify its economic portfolio and strategic partnerships to mitigate its reliance on China, it also must tread carefully to avoid retaliation from Beijing. Even so, while ASEAN, India, and South Korea share common interests on freedom of navigation in the South China Sea, stability in the Taiwan Strait, and denuclearization by North Korea, South Korea’s main security concerns revolve around Northeast Asia, while those of India and ASEAN do not. Seoul’s hierarchy of priorities in the security realm will continue to differ from that of its NSP partners, posing another obstacle to security cooperation. That said, the policy has made progress in strengthening South Korea’s diplomatic infrastructure and institutional apparatus to devote more attention to NSP partner countries, even in just four short years and after being disrupted by a global pandemic. Considering this short period, many of NSP’s projects will take time to show results. Even so, the broad and far-reaching policy has sometimes struggled to define its goals or unify its wide range of elements under a clear strategy. It would benefit from a more well-branded approach to India and Southeast Asia that highlights core projects under each pillar.2 To that end, the Moon administration should strive to evaluate the outcomes of the NSP in its final year in office. Although it is typically difficult to maintain continuity in foreign policy due to South Korean presidents’ limit to one five-year term, the geopolitical and economic imperatives driving the NSP will remain under a new administration in 2022. Given the staying power of these drivers and the continuously growing importance of India and Southeast Asia, South Korea’s next president will have every reason to keep emphasizing these regional partnerships as well.

The main goal of this study is to identify policy implications for investment cooperation between Korea and Russia in the 4th term of President Putin and to seek ways to increase mutual investment. In particular, case studies were conducted of various investment cooperation projects by Russia with other countries amid the ongoing fourth industrial revolution, aiming to suggest more practical approaches to increase Korean investment in Russia. Marking the 30 years since establishment of diplomatic relations between Korea and Russia, we need to look back on economic cooperation between the two countries and seek ways to develop cooperation one step further. We are seeing fundamental changes in the industrial structure due to reorganization of the international order and digital transformation – such as competition be-tween the United States and China, the establishment of strategic cooperative relations between China and Russia (the so-called fourth industrial revolution), ecosystem disturbances due to climate change and the COVID-19 pandemic, etc. It is necessary to prepare a new type of cooperation strategy in consideration of the fundamental change of paradigm.

China and the Republic of Korea (ROK) have experienced periods of conflict and cooperation since officially forging “partnership” relations in 1998. From a historical perspective, Korea was among the most willing participants of the Sinocentric tribute system and its underlying cultural hierarchy. Yet the 2003-2004 dispute over the ancient Koguryo kingdom’s identity marked the first major downturn in the China-ROK relationship since normalization. The rapid expansion of trade, at an average annual rate of 18 percent since 1992, has not prevented the two sides from fighting over political grievances. Most notably under the current Xi Jinping leadership, Beijing’s assertions of unprecedented friendship quickly turned into accusations of betrayal requiring economic punishment. Why and how did China’s policy toward South Korea shift so drastically after two decades of diplomatic normalization? To answer, we must focus on the expectations raised by China’s national identity for ties with South Korea. This study examines the evolution of Chinese views of South Korea with a focus on elite and popular narratives since 2013. Despite increased interdependence, these narratives point to China’s increasingly fragile political ties with Asian partners. Most importantly, China’s growing weight facilitates its strategic combination of economic and discursive tools of diplomacy framed by national identity. Recent tensions over the U.S.-ROK military alliance displayed Beijing’s denial of direct economic retaliation under the cover of public hostility, conveniently blurring the lines between state-led and voluntary actions. By hardening the identity dimensions of conflict, such strategies may only have long-term counterproductive effects of constraining Beijing’s political influence at home and abroad. The four sections below proceed as follows. First, I review two decades of China-ROK relations since the establishment of partnership ties in 1998. I identify two related trends: the intensification of political disputes despite trade, and China’s growing economic leverage in managing those disputes, keeping an eye on the role of national identity. Second, I assess the pessimistic turn in China’s domestic discourse on South Korea in the Xi Jinping period, using official, academic, and media sources. Third, I trace the interaction of elite and popular narratives, focusing on the 2016-2017 dispute over a U.S. missile defense system, Terminal High Altitude Area Defense (THAAD). I briefly extend the discussion to public clashes over Hong Kong in 2019 to underscore the enduring impact of China’s major power and domestic political identities on China-ROK relations. To conclude, I consider the trajectory of bilateral relations under the leadership of Xi Jinping and Moon Jae-in, including the domestic and foreign policy implications of nationalist discourse.

North Korea’s promise to deliver an end-of-year “Christmas gift” went unfulfilled amid signs that the United States wanted to continue diplomacy with the Kim regime. This has led to a continued lull in tensions between the two countries, although actual progress in negotiations remains elusive. With that lack of progress, President Donald Trump has reportedly told his advisers that he does not want another summit with Kim Jong Un before the US presidential election in November. In a survey conducted from January 10–12, 2020, the American public is now less concerned about the threat posed by North Korea, but little else has changed in terms of Americans’ policy preferences to deal with North Korea’s nuclear program. Majorities still oppose airstrikes against North Korea and support long-term military bases in South Korea.

This paper conceptualizes the emerging détente within inter-Korean relations as evidence of tangible transformations within North Korea’s domestic and foreign policy, establishing how this phenomenon represents a unique and conclusive opportunity for peace and engagement. It contextualizes the inter-Korean and Singapore summits as foundations for the détente, before expanding upon the nature of the détente through the contrasting objectives of North and South Korea, and the transitional nature of domestic affairs in North Korea. The article establishes the bona fide nature of North Korea’s détente, as revealed by a direct connection between North Korea’s international diplomatic gestures vis-av-vis transitional domestic circumstances; involving incremental economic modernization and political liberalization under a shift in focus within Kim Jong-un’s Byungjin Line policy. The Republic of Korea has chosen its alignment strategies and policy actions based on international dynamics and domestic constraints. South Korea’s domestic politics have had different effects on the recent administrations. Park Geun-hye had to accept the discontinuity of her foreign policy when she faced impeachment. Moon Jae-in, however, has pursued his dreams for inter-Korean relations despite systemic and domestic obstacles. In the spirit of neoclassical realism, this study identifies state-society relations and domestic institutions as key interventions in the calculus of foreign policy behavior amidst the critical influence of systemic variables. Whereas the Park administration disregarded the dynamics of domestic politics by putting state security above all else, the Moon administration has pursued a détente policy with a deep awareness of domestic politics. In a restrictive strategic environment, South Korea’s policy options are limited and the optimal choices are not necessarily the ideal ones. Foreign policy actions based on the dynamics of systemic structures and domestic politics have significant implications for Northeast Asia. State-society relations and domestic institutions have implications for the US-South Korea-Japan strategic triangle. Different strategic interests in the region place the triangle at risk in dealing with the North Korean security problem.

There were high expectations at the second meeting of American and North Korean leaders in Vietnam last month after the absence of progress on denuclearization commitments made at the first summit in Singapore last summer. Yet at Hanoi, not only were the two leaders unable to deliver an agreement with tangible steps on denuclearization, but they also dispensed with the joint statement signing, cancelled the ceremonial lunch and skipped the joint press conference. In a solo presser, President Donald Trump said that sometimes you “have to walk, and this was just one of those times.”[2] The President indeed may have avoided getting entrapped into a bad deal at Hanoi. What North Korea put on the table in terms of the Yongbyon nuclear complex addresses a fraction of its growing nuclear program that does not even break the surface of its underlying arsenal and stockpiles of fissile materials, not to mention missile bases and delivery systems. And what North Korea sought in return, in terms of major sanctions relief on five UN Security Council resolutions that target 90 percent of North Korea’s trade, would have removed one of the primary sources of leverage, albeit imperfect, on the regime. In this instance, no deal was better than a bad deal for the United States. Nevertheless, the Hanoi summit has left the United States with no clear diplomatic road ahead on this challenging security problem, a trail of puzzled allies in Asia and the promise of no more made-for-television summit meetings for the foreseeable future. The question remains, where do we go from here? When leaders’ summits fail to reach agreement, diplomacy by definition has reached the end of its rope. President Trump and Secretary of State Mike Pompeo put on the best face they could in Hanoi, talking about closer understanding and continued good relations between the two sides as a result of the meetings, but the failed summit leaves a great deal of uncertainty going forward. South Koreans will frantically seek meetings with Washington and Pyongyang to pick up the pieces. The North Koreans already have sent an envoy to China to chart next steps. While I do not think this will mean a return to the “Fire and Fury” days of 2017 when armed conflict was possible, we have learned numerous lessons from Hanoi for going forward.

Abstract:
Since the first historic summit meeting between U.S. President Donald Trump and North Korean leader Kim Jong-un last June in Singapore yielded a two-page joint agreement without a clear definition of or a timeline for denuclearization, expectations and misgivings further escalated for the second U.S.-DPRK summit, which was officially announced during Trump’s State of the Union address to be held on February 27 and 28 in Vietnam. As the dates approached, a hailstorm of news reports from Seoul hinted at the possibility of a “small deal” to be signed in Hanoi; North Korea would make progress on denuclearization, which would likely involve dismantling its Yongbyon nuclear facility and/or intercontinental ballistic missiles (ICBMs), and, in return, the U.S. would offer economic aid by easing sanctions, probably along with officially ending the Korean War and building liaison offices. This forecast partially stemmed from the political plight Trump faced in Washington due to the impending Mueller report with a Democrat-controlled House and the 2020 election nearing, meaning that he would have to show some progress in nuclear negotiations with Kim so as to break through the ongoing domestic challenge. Against this backdrop, Stephen Biegun, the U.S. Special Representative for North Korea, said at Stanford University1 in late January, “President Trump is ready to end this war [the Korean War]. It is over. It is done.” This was followed by remarks from Secretary of State Mike Pompeo during an interview2 with CBS in mid-February, “It’s our full intention of getting a good outcome in exchange for relieving those sanctions [economic sanctions.]” Such comments hailed the possibility of a deal quite favorable to Kim. News delivered just prior to the summit, that South Korean president Moon Jae-in and Trump shared a positive outlook for the meeting over the phone, hyped the likelihood of a promising result in Hanoi between Washington and Pyongyang. Moon, during the phone conversation3 with Trump, suggested his vision of inter-Korean economic cooperation as one of the “corresponding measures” that could be awarded to Kim, lessening the burden on Washington’s shoulders, if North Korea gives up its nuclear program and, according to the Blue House, Trump gave a positive response. Moon reportedly said that South Korea is “ready to take over the role of undertaking anything from reconnecting railways and roads between Seoul and Pyongyang to other inter-Korean economic projects.”4 Such an approach was brought up earlier during an interview which the special adviser to the South Korean president, Moon Chung-in, had with Joongang in January,5 right after Kim Jong-un’s New Year’s address came out; he proposed incremental economic exchanges, limited to only between Seoul and Pyongyang, to bring about the North’s denuclearization, and said, “economic exchanges between the two Koreas can exceptionally be exempted from the target of UN sanctions as the two Koreas of the same ethnic group have a special relationship with each other.”

The summit on February 27-28 in Hanoi between Donald Trump and Kim Jong-un ended on a sour note, casting doubt on the one-year old diplomatic process that had produced an upbeat summit between the two in Singapore the previous June. Much speculation followed on what had gone wrong, who was to blame, and how diplomacy could be put back on track. Given the importance of the four countries caught between the U.S. and North Korea in setting the course for addressing the North Korean challenge, their media and journal coverage of the state of diplomacy after the Hanoi summit merits close attention, which is provided below. The following chapters examine how the South Korean, Chinese, Japanese, and Russian media and journal articles have covered the Hanoi summit and its immediate aftermath. They tell us about the hopes and concerns of four countries and point to differences in thinking about the nature of the diplomacy between the U.S. and North Korea and the expectations for what will follow. Coverage ranges from anticipation of the summit in the first two months of 2019 to immediate reporting on what transpired on February 27-28 to interpretations over the next month or longer of the impact of the summit for U.S. and North Korean policy and for the geopolitics of Northeast Asia and, specifically, the foreign policies of each of the four countries. Each chapter pays special heed to the apprehensions related to the talks or how they could leave one’s country in dire straits, and to the range of responses to what is transpiring. Close attention is given to what one’s own country should do either if progress is made in diplomacy or if a breakdown occurs. Also of interest is whether coordination with other states is sought.

This chapter examines the nature and motivations of North Korea’s sharp power toward South Korea. Unlike China or Russia, to secure long-term survival, North Korea ultimately needs cooperation from the rival democracy it seeks to undermine. I argue that this produces a particular North Korean brand of “Trojan horse” sharp power: the hijacking of South Korea’s value diplomacy apparatus to disseminate a dual narrative. Externally, North Korea aims to project soft power hand in hand with South Korea to the international community, while internally, it exploits South Korea’s nationalist divisions to its desired ends. I illustrate this strategy through in-depth case studies of North Korea’s most significant sharp efforts in 2018. The analysis contests a simplistic understanding of sharp power and shines a different light on the regime’s recent diplomatic efforts.

If we understand geopolitics as “representations of space” as well as “spatial practices,” then the Indo-Pacific region can be understood as a newly emerging geopolitical hotspot in which major powers are not only vying for the control of spaces, but also waging a war of discourse on values and worldviews, reconstructing geographical spaces in their own interest. Discourse on a nation’s visions and strategies are increasingly employed as a soft power instrument of foreign policy to persuade the international audience, both state and non-state actors. Sharp power is gaining ground in this peculiar context of geopolitical competition combined with the battle for values and ideas. China is at center stage in this geopolitics-cum-discourse game in the Indo-Pacific region. “We should increase China’s soft power, give a good Chinese narrative and better communicate China’s messages to the world,” Xi Jinping exhorted his comrades in 2014, underscoring the importance of international discourse as a type of communicative soft power. But it is hard to distinguish sharp power from soft power solely in terms of the assets employed, as both utilize similar assets. The differences between the two are revealed only by looking into how those assets are mobilized in the real world. When actually put to use, sharp power is often mingled with soft and hard power, easily stretching into the realm of conventional security. This chapter delves into how Beijing has been creatively capitalizing on a hybrid approach, using both hard and sharp power in disseminating its message in narrative form. By putting a special focus on Beijing’s strategic moves made against the backdrop of the U.S. deployment of the Terminal High Altitude Area Defense (THAAD) system to South Korea, I examine the ways China combines its sharp and hard power in tackling security issues that its leadership considers as serving “core national interests.” I also address South Korea’s response to China’s sharp power offensive through the lens of inclusionary identity politics, which underscores the need for constructing a shared identity based upon a common vision, even on such critical issues as security. China’s sharp power certainly poses grave challenges to the liberal international order, but what makes Beijing’s value-based offensive sharpedged is essentially not the discourse per se, but the methods it employs in propagating its narrative. Amidst the contending blocs of values between liberalism and counter-liberalism, South Korea, resorting to peace diplomacy as a non-great middle power, should play the role of a reconciler to avoid the clash of values and ideas, if not civilizations. Below, I argue that South Korea’s peace diplomacy should be ultimately aimed at designing its diplomatic trajectory of advancing counter-geopolitics in order to mitigate geopolitical competition in the Indo-Pacific region.

This examination of the relations among these four governments assesses the ever-closer China-Russia relationship featuring stronger strategic alignment against the United States and its interests in many parts of the world, including the Korean Peninsula. It also considers how the Sino-Russian relationship reacted to the major changes in the Korean Peninsula brought on by the string of remarkable developments on the peninsula since 2017. Those developments include: the Donald Trump administration’s heavy pressure against North Korean nuclear weapons development in 2017; North Korea’s abrupt shift away from confrontation and toward negotiations with the U.S. and South Korea in early 2018; the subsequent dramatic shift toward top-level U.S.-North Korea negotiations to ease tensions and improve relations seen in Trump’s meetings with North Korean leader Kim Jong-un in June 2018 and February 2019; and active, related North Korean summitry with South Korea and China. In this period, China and Russia in relations with South Korea and North Korea repeatedly worked together to offset U.S. pressures and undermine U.S. influence. Developments over the past two years have seen China emerge as a critically important player with a major role in all aspects of negotiations involving the crisis caused by North Korea’s rapid development and repeated testing of nuclear weapons and related development and testing of ballistic missiles capable of carrying a nuclear warhead as far as the continental U.S. By contrast, Russia’s role and influence have declined in importance. The failed revival of the Six-Party Talks, in which Russia and Japan played a direct role along with North and South Korea, China, and the U.S. in dealing with the North Korean nuclear weapons crisis, and the current regional dynamic focused on only the four latter powers means that Moscow and Tokyo have been marginalized by recent developments. Such an outcome challenges the Russian government of President Vladimir Putin and its drive to play a prominent role as a leading world power on issues important to Russian interests. Demonstrating new prominence, Putin hosted visiting Kim during a brief summit long sought by Russia in Vladivostok on April 25. The Russian leader said North Korea’s security concerns would be better met with international guarantees involving Russia and China rather than bilateral North Korean agreements with the U.S. Up until this point, Russia had been playing second fiddle to Beijing, repeatedly siding with China in matters regarding the Korean Peninsula. China, for its part, seemed comfortable with close cooperative relations with Russia as it deals with Korean matters. Whatever differences the two may have over Korean issues have been difficult to discern amid their collaboration and cooperation, which focus on weakening the American position in Korea and Northeast Asia.

President Trump contends that “very rich and wealthy countries” like the Republic of Korea should pay more for American troops stationed in their countries. While a more balanced burden-sharing arrangement is necessary, the U.S.’s demand for a five-fold increase in South Korea’s contribution, from $924 million to $5 billion, threatens to tear apart the bilateral relationship and undermines U.S. interests on the Korean Peninsula. The issue demanding attention is not who pays how much, but whether the existing terms of the U.S.–ROK security relationship remain pertinent or must be revised. The long-term goal of U.S. grand strategy should be to facilitate the creation of a peaceful global order consisting of fully sovereign, law-abiding states capable of providing for their own security. Any state that hosts foreign forces and relies on those forces for its defense is not fully sovereign: It is dependent upon others to ensure its security. This describes the Republic of Korea today.

After conducting a record number of missile and nuclear tests in 2016 and 2017, North Korea dramatically changed its policy approach and embarked on a diplomatic initiative in 2018. It announced a self-imposed halt on missile and nuclear tests and held summit meetings with the United States, China, and South Korea from spring of that year. Why did North Korea shift its policy approach? This paper evaluates four alternative explanations. The first is that the change was driven by North Korea’s security calculus. In other words, North Korea planned to achieve its security goals first before turning to diplomacy and successfully followed through with this plan. The second is that U.S. military threats forced North Korea to change its course. The third is that U.S.-led sanctions caused North Korea to shift its policy by increasing economic pain on the country. The fourth is that diplomatic initiatives by South Korea and others prompted North Korea to change its position. This paper examines the actions and statements of the United States, North Korea, China, South Korea, and Russia leading up to and during this period to assess these four explanations. It concludes that military threats and economic pain did not dissuade North Korea from obtaining what it considered an adequate level of nuclear deterrence against the United States and that North Korea turned to diplomacy only after achieving its security goals. External pressure may have encouraged North Korea to speed up its efforts to develop the capacity to strike the United States with a nuclear-armed missile, the opposite of its intended effect. Diplomatic and economic pressure may have compelled Kim Jong Un to declare that North Korea had achieved its “state nuclear force” before conducting all the nuclear and ballistic missile tests needed to be fully confident that it could hit targets in the continental United States. These findings suggest that if a pressure campaign against North Korea is to achieve its intended impact, the United States has to more carefully consider how pressure would interact with North Korean policy priorities. Pressure should be applied only to pursue specific achievable goals and should be frequently assessed for its impact.

While Seoul and Washington currently agree on using high-level diplomacy to encourage North Korea to denuclearize, South Korean and US approaches toward China differ and could become a source of friction between the two allies. Under President Donald Trump, the United States has confronted China through tariffs on Chinese imports and identified China as a near-peer adversary. Meanwhile, South Korean President Moon Jae-in has made efforts to end a dispute with China over the Terminal High Altitude Area Defense (THAAD) system and indicated openness to China’s Belt and Road Initiative. Public preferences in both the United States and South Korea are not necessarily aligned with their own governments’ policies toward China. Chicago Council and Asan Institute surveys conducted in 2019 find that both South Koreans and Americans see a strengthened US-ROK alliance as an asset in dealing with China, suggesting that Washington and Seoul can afford to strengthen coordination between their policies toward China.

The analysis concludes that the sudden breakdown in the latest round of U.S.-Korean nuclear arms control talks in Vietnam should scarcely come as a surprise to anyone. Both sides sought too much too soon and did so despite a long history of previous failures. Heads of state engaged before their staffs had reached a clear compromise and did so seeking goals the other leader could not accept. It is not clear that an agreement was reachable at this point in time, but each side's search for its "best" ensured that the two sides could not compromise on the "good." This failure sent yet another warning that agreements like the Joint Comprehensive Plan of Action (JCPOA) nuclear arms agreement with Iran that offers major progress in limiting a nation's nuclear weapons efforts can be far better than no agreement, and of the danger in letting the perfect become the enemy of the good. The failed U.S. negotiations with Korea sends a warning that any set of compromises that preserves Iran's compliance with the JCPOA, and creates a structure where negotiation can continue, will be better than provoking a crisis with Iran that can end in no agreement at all and alienate America's European allies in the process.

President Trump's cancellation of the summit with North Korea is a warning as to just how difficult it is to bring any kind of stability to the Korean Peninsula and Northeast Asia. It is also a warning that the U.S. cannot focus on the nuclear issue and ICBM, rather than the overall military balance in the Koreas and the impact that any kind of war fighting can have on the civil population of South Korea and the other states in Northeast Asia. The nuclear balance is an all too critical aspect of regional security, but it is only part of the story and military capability do not address the potential impact and cost of any given form of conflict.

A meeting between President Donald Trump and Kim Jong Un (KJU), the Supreme Leader of the People’s Democratic Republic of Korea (DPRK), can be a success even if it fails to achieve President Trump’s announced goal: an end to the DPRK nuclear weapons program. This meeting starts by giving KJU one of his long-sought goals. It will, in effect, be more than a meeting. It will be a “summit” and will confer on KJU the status of the leader of a legitimate government. President Trump would be wise to redefine success. He should not fall into the trap of saying that success will be defined by a “denuclearization agreement.” While that should be a long-term goal, it will not happen at this meeting. Still, the summit will be successful if it produces a process that can lead to a substantial reduction of tension on the Korean Peninsula. This is not to say that an agreement on denuclearization is off the table. Rather, it is to rec­ognize that these talks could present a framework for negotiation that would be very valuable, even if they will fall short of a nuclear disarmament accord. To understand the difficulty of reaching a nuclear arms agreement, we need only look at the way the two leaders speak about denuclearization. Each appears to define it differently. President Trump applies the term to nuclear weapons in the DPRK. KJU speaks of it as applying to the entire Korean Peninsula. He will argue that, if he must allow a mean­ingful verification regime, so must U.S. forces in South Korea.

Abstract:
The April 27, 2018 Inter-Korean Summit was a visibly cordial, even happy, event. At its conclusion, North and South Korea released a “Declaration of Peace, Prosperity and Unification.” This paper reviews a selection of key sections and phrases in “The Declaration” with attention to understanding their implications for the goal declared by both parties of ending “division and confrontation” on the peninsula and for addressing the overhanging issue of denuclearization. Notably, both parties strongly assert their rights as Koreans to take leadership in this task before them. Among the issues this review examines are the implications of various provisions in The Declaration for two great powers with long-standing interests in and influence on the Korean peninsula: China and the United States.

In this Centre of Gravity paper, Professors O’Neil, Taylor and Tow argued that the apparent optimism surrounding the upcoming ‘season of summitry’ on the Korean Peninsula should be tempered by the fact that there are potential risks attached to engaging the North Korean leadership without preconditions. They argue these include legitimising its weapons of mass destruction (WMD) programs, alliance decoupling, and a serious deterioration in Asia’s strategic climate if the Trump-Kim summit fails to deliver concrete results. Building on a series of important policy roundtables in Australia, along with decades of experience, these three senior figures argue that Australian policy makers should look to develop a more integrated national approach to the Korean Peninsula. Policymakers should anticipate and prepare for a full range of possible outcomes. A clear definition and articulation of Australia’s considerable national interests in Northeast Asia—independent from those of the US—should be derived. Initially, the Turnbull Government should begin a whole-of-government review, managed by the Department of Foreign Affairs and Trade. This process would identify and implement policy initiatives where Australia can pursue a distinctly national approach to safeguarding its long-term interests on the Korean Peninsula, including future bilateral relations with North Korea.

52. The conventional military balance on the Korean Peninsula

As US President Donald Trump and North Korean leader Kim Jong-un meet in Singapore on 12 June, it is useful to keep in mind what is at stake. The long-standing tinderbox of the Korean Peninsula, if ignited through another provocation or miscalculation, could spark a full-scale war that could well go nuclear. The prize of diplomacy – sustainable peace on the peninsula – is all the more valuable when one considers the range of military capabilities potentially in play. This information is of use in assessing both the goals of diplomacy and the risks should the current efforts fail. Weapons based on the Korean Peninsula have become faster, more precise and more powerful. North Korea has tested a thermonuclear weapon, an intercontinental ballistic missile and more accurate shorter-range missiles, all designed to offset the relative qualitative weakness of its broader conventional forces. It has also pursued advanced cyber capabilities. South Korea, meanwhile, has focused on developing military systems allowing for more rapid and precise strikes. US forces on the peninsula have introduced yet more advanced capabilities. For these reasons the IISS provides this independent, measured and detailed analysis of military dynamics on the peninsula. The report focuses on the defence policies and military capabilities of the two Koreas, and the US military forces stationed in South Korea which can be brought to bear in a crisis. While it does not ignore unconventional systems, it principally focuses on conventional capabilities. Due to its poverty and isolation, North Korea’s conventional forces have become relatively weaker, compared with those of South Korea and its US ally. Aware of this qualitative inferiority, Pyongyang has invested in asymmetric capabilities, particularly the pursuit of nuclear weapons and ballistic missiles to deliver them. Nonetheless, Pyongyang’s armed forces remain equipped with a wide range of conventional military systems, including large numbers of artillery pieces and multiple-launch rocket systems. Its armed forces, at around 1.2 million, are the fourth-largest in the world. Its conventional military power remains significant, not least because of these numbers (for instance, 4,000 main battle tanks and 8,500 self-propelled- and towed-artillery systems) and the weight of fire they could rapidly bring to bear if employed. Seoul, for instance, is within range of many of North Korea’s artillery systems. North Korea has also developed increasingly advanced cyber capabilities as another aspect of its asymmetric power. The North will continue to improve these, if only to slow the decline in military parity between it and the South. US and South Korean defence authorities assume that the North will, in the event of major conflict, use cyber attacks against South Korean critical infrastructure and command-and-control networks. However, recent events like the Wannacry ransomware attacks have shown that North Korea is now using its cyber power for another purpose: raising revenue to support the regime. Meanwhile, South Korea’s defence policy and military posture is dominated by the security challenge from the North. This has led Seoul to pursue military capabilities, and strategies, designed to defeat North Korean provocations. These range from developments in air-defence, intended to tackle North Korea’s air force and missile capabilities, to strategies designed to pre-empt a potential North Korean provocation. To enable these strategies, South Korea has developed and procured increasingly advanced military systems, ranging from its own Hyeonmu ballistic- and cruise-missiles, to advanced air-to-ground air-launched weapons and, in the next few years, squadrons of F-35A combat aircraft. Working closely with the South Korean armed forces, the US maintains a military presence some 28,500-strong in South Korea, augmented by advanced military systems on the peninsula like the Terminal High-Altitude Area Defense (THAAD) ballistic-missile-defence system, and the military power deployed by the US in the broader Indo-Pacific. 53. Reducing the Risk of Iran Developing an ICBM

With the Iran nuclear accord currently on life support, it is not too late to pursue diplomatic measures that address the growing challenge posed by Iran’s ballistic missiles, argues Michael Elleman in a new report. The lack of curbs on Iran’s missile programme was cited by President Donald Trump in May 2018 as one of the principal reasons for withdrawing from the 2015 Joint Comprehensive Plan of Action (JCPOA). With the nuclear accord consequently on life support, it is not too late to pursue diplomatic measures that address the growing challenge posed by Iran’s ballistic missiles. The most promising would be to lock in, through negotiations, the 2,000 kilometre-range limit that Iran has previously stated is its maximum requirement. While this would not reduce the threat perceived by Iran’s regional neighbours, it would forestall development of systems that could target Western Europe or North America. Tehran is not likely to commit to verification measures for such negotiated range limits, however, without receiving something in return. One bargain that could be considered would be to allow Iran to continue its satellite-launch programme, under certain conditions, while capping the maximum range of its ballistic missiles. Such a trade-off may also be relevant to the North Korean case.

54. Will North Korea Denuclearize after the Singapore Summit? Lessons from the past

Policy-makers, scholars, and analysts disagree about whether North Korea will take any meaningful denuclearization steps after its leader Kim Jong Un met with U.S. President Donald Trump in Singapore in June 2018. Many believe that the breakdowns of the 1994 Agreed Framework and the Six Party Talks process in the 2000s show that North Korea’s nuclear weapons program cannot be constrained through cooperation. According to this view, Pyongyang violated its previous commitments once it received economic and political benefits, and it will do so again. The underlying assumption is that Washington was fully implementing its own commitments until Pyongyang broke the deal. But is this true? This paper discusses three key findings drawn from an analysis of U.S. implementation of past denuclearization agreements with North Korea. The first is that the United Stated did not always follow through with its cooperative commitments because of domestic political constraints, even when North Korea was fulfilling its commitments. This makes it difficult to determine whether North Korea ultimately did not honor its obligations because it never intended to or because it was responding to U.S. actions. The second is that some parts of past deals were more susceptible than others to being undercut by domestic opposition because they received insufficient political attention. The third is that such domestic interference could be minimized by obtaining the widest possible coalition of domestic support from the negotiation stage. The roadmap for North Korea’s denuclearization is unclear, as the Singapore summit did not determine concrete steps toward that goal. Secretary of State Mike Pompeo’s visit to Pyongyang in early July also did not yield specifics such as the scope and timeline of denuclearization. But based on the findings from past agreements, this paper argues that the only way for the United States to find out if engagement will work this time is to test North Korea’s intentions by carrying out Washington’s own cooperative commitments more consistently than in the past.

Abstract:
With an outbreak of diplomacy under way for the Korean Peninsula, a review of North Korea’s approach to negotiations is timely. A summit between North Korean leader Kim Jong-un and South Korean President Moon Jae-in was held on April 27. President Trump has accepted an invitation to meet with Kim Jong-un.1 The secretive nature of the North Korean state makes it difficult to assess how it will engage with and what it expects to gain from talks with the international community—not just with the United States and South Korea, but with China, Japan, Russia, the EU, and others. However, its past behavior, official statements, the testimony of defectors, and the expert opinion of North Korea watchers can provide helpful insights. This chapter presents a brief history of talks and agreements with North Korea prior to the inauguration of Trump, followed by an overview of North Korea’s diplomatic outreach in 2018 to date. It then presents indicators as to what North Korean diplomacy may look like through the rest of the year based on assessments of its stated and implicit objectives—ends it would wish to attain in any event, either through diplomacy or by coercion. I conclude with a list of key upcoming dates and scenarios describing how North Korean diplomacy may play out for the remainder of 2018. North Korea’s recent diplomatic moves mark an abrupt policy change. During 2017, it carried out in defiance of UN Security Council resolutions three test flights of intercontinental ballistic missiles (ICBMs); conducted its fifth and sixth underground nuclear tests, the latter being the most powerful to date and almost certainly thermonuclear; threatened an “unimaginable attack” against the United States;2 and officially announced that it would “never give up its nuclear weapons.”3 If North Korea is indeed now willing to negotiate denuclearization with the United States and South Korea, its diplomacy can at least be described as agile.

Tension on the Korean Peninsula had reached a boiling point by the time Kim Jong-un delivered his New Year’s address—a tradition set by his grandfather that he had revived in 2013. Beyond the talk of a “nuclear button,” which triggered another round of fiery exchanges with Donald Trump, Kim devoted a considerable segment of his speech to calling for improved inter-Korean relations. Though signaling an ambiguous friendly overture to the South has become an annual exercise for Kim, this year’s speech was uncharacteristically specific in that he offered to send a delegation to South Korea’s highly anticipated Pyeongchang Winter Olympics. But sports diplomacy is hardly new to Kim; an avid sports fan himself, Kim is acutely aware of its propaganda value and utility as a channel for diplomacy. For Kim, the Pyeongchang Olympics presented a timely opportunity to remake the regime’s flailing image at home and abroad. In this chapter, the Pyeongchang Olympics are used as a case study to understand Kim’s public relations strategy. Before exploring the strategic intentions behind Kim’s diplomatic campaign, both the old and new features of his image-making efforts are examined, focusing in particular on his use of sports diplomacy. How Kim’s charm offensive in Pyeongchang is communicated internally and received externally is then analyzed, yielding important insights about the prospects of reconciliation between the two Koreas post-Olympics.

Abstract:
What does North Korea seek at a time of unprecedented sanctions and pressure against it and suddenly developing opportunity, as South Korea and four great powers explore diplomatic overtures? This set of four chapters completed at the height of anticipation for summits in 2018 approaches Pyongyang’s strategy from diverse angles: public relations—how it is striving to shape images of itself, beginning by taking advantage of the Pyeongchang Winter Olympics; diplomacy—how it is engaging one state after another to forge an ideal diplomatic environment for securing maximum concessions; economy— how it is coping with sanctions and preparing to realize byungjin by boosting the economic side while deriving credit from the military side; and military—how it continues to develop threat capacities and prepare for contingencies. There is a lot that is unknown about what is driving Kim Jong-un’s behavior with some accentuating the strength achieved by building his threat capacity and others emphasizing the weakness exposed by draconian sanctions. These chapters explore the drivers behind his moves through the lens of strategic objectives, recognizing that the North Korean leader sees a mix of opportunities. This volume covers well into the spring of 2018—including the New Year’s Day address by Kim Jong-un that opened the door to a public relations blitz, the delegations sent to South Korea to kick-start “smile diplomacy” against the backdrop of the Winter Olympic Games, the personal diplomacy by Kim with South Korean officials followed by his outreach to Donald Trump and then a hurried visit to Beijing to meet Xi Jinping, and finally the Panmunjom summit with Moon Jae-in in the last week of April. This whirlwind of public relations and diplomacy against diverse interpretations of their economic and military background captured the world’s attention. Yet, Kim’s strategic intentions largely remain a mystery. Does he expect to retain his missiles and nuclear weapons and be recognized as one of the nuclear powers on essentially equal footing with the world’s great military powers? Does he seek to cut a grand bargain, eliminating these threatening weapons in return for acceptance in the international community with guarantees of security and bountiful economic assistance? Is Kim Jong-un playing a multi-stage game with long-term objectives hidden as he capitalizes on differences among five countries to maneuver in ways still difficult to fathom? Much remains unknown, as we delve into his strategic choices.

58. The Chinese Perception of the U.S.-China-ROK Triangle

Since being applied to U.S.-Soviet-China trilateral relations after the Sino-American rapprochement in the early 1970s, the notion/theory of “strategic triangles” has been widely used to examine many trilateral relations. The model of “U.S.-China plus one” is popular among students of U.S.-China relations and, consequently, the policy community has witnessed an increasing amount of scholarship on triangles among U.S.-China-India, U.S.-China-Japan, U.S.-China-Russia, and even U.S.-China-Taiwan. Unsurprisingly, this begs the question whether a strategic triangle could be construed and constructed among the United States, China, and South Korea. Generally speaking, despite the trilateral nature of U.S.-China-ROK relations, the Chinese policy community rarely subscribes to the existence of a strategic triangle among the U.S., China, and South Korea. This is not necessarily because South Korea does not carry the same strategic weight as the two great powers, but more importantly is because China does not see South Korea as possessing the strategic autonomy to act as an independent player in the trilateral relations. Although arguably such autonomy might exist in economic and trade relations, on key political and security issues, the Chinese see South Korea as invariably constrained by the U.S.-ROK military alliance and unable to form its own independent national security policy. In writing about the post-Cold War period with an emphasis on geopolitics, Chinese authors do not often treat South Korean policy or Sino-ROK relations as autonomous. Given the great weight given to the U.S. role, it is important, therefore, to take a triangular approach in assessing these writings centered on South Korea. I do so first explaining in more detail why the “strategic triangle” framework does not apply, then examining views on how this triangle has evolved in a period of rising Chinese power relative to U.S. power and fluctuating U.S.-ROK relations as the leadership in Seoul changed hands, and finally returning to the triangular theme to grasp how this shapes China’s understanding of Seoul’s policies with emphasis on the ongoing Moon Jae-in era.

59. Chinese Views of Korean History in the Late 19th and Early 20th Centuries

Abstract:
In July 2014, Ambassador Qiu Guohong in preparation for Xi Jinping’s visit to Seoul stated that the “relationship between South Korea and China couldn’t be any better.”1 Among the many reasons for this—economic, geostrategic, cultural—was a shared sense of history. China and Korea, officials and commentators in both nations claimed, were close because of their agreement regarding the significance of their experiences as victims of foreign, particularly Japanese, imperialism in the 19th and 20th centuries. History, that constellation of memories, stories, and notions about the past, has often been deployed to reinforce conceptions of identity, to support certain courses of action, and to demarcate between the in-group and the other. But history is ever malleable and protean. Not only do individuals, institutions, and ideas change but so does the understanding of them. When one draws on the past, one inevitably focuses on a limited set of events or narratives that best serve one’s interests—to the exclusion of potentially equally valid candidates. Their utility can vary over time; one need only think of how figures such as Zheng He or Confucius have been imagined and re-imagined over the last century. This has been the case with the history of relations between China and Korea from the latenineteenth to the mid-twentieth centuries. For many Chinese, Korea has served first as a subject of contestation as China’s position in Korea was challenged by both Western and Japanese powers. Then, when it became increasingly clear that China (or the Qing Empire) was losing this contest, Korea became an omen of China’s own fate absent significant course changes. As Japan’s growing empire engulfed Korea and subsequently threatened parts of China, resistance served to bring China and Korea closer; many in China celebrated what they saw as courageous resistance to Japan—such as when An Chunggun assassinated Ito Hirobumi in 1909. Shared status as victims of Japanese imperialism in an age of “humiliation” brought the two closer, and the mutually shared memory of “humiliation” has been deployed by contemporary Chinese and South Korean leaders—Xi Jinping and Park Geun-hye—to foster greater levels of cooperation. However, past conceptions of China, Korea, and the Sino-Korean relationship have sometimes ranged far afield from the cherished tropes of humiliation and the struggle for independence. Even seemingly universally agreed upon symbols, such as An’s heroic 1909 assassination, find themselves subject to changing interpretations such as recent emphasis by some on his pan-Asian vision of Sino-Korean-Japanese cooperation rather than his bold anti-Japanese act. As interests and priorities change, so does the utility of any particular historical narrative.

Once more, the United States, South Korea, and Japan have confronted a crisis with North Korea. The pattern is now well established. First, there is a provocation—a missile test, a nuclear test, and even worse, the use of force. Next, the United States and its allies in Northeast Asia muster their forces, strengthen their trilateral policy coordination, and sanction the belligerent Pyongyang. The three nations advocate for the accompanying effort by the United Nations Security Council to condemn North Korea’s behavior. Setting aside their political differences, Seoul and Tokyo intensify their military cooperation and Washington calls for greater trilateral unity in confronting a shared security challenge. In 2017, policymakers in Seoul, Washington, and Tokyo found themselves in a similar cycle but with the threat of war ever more real. The dramatic escalation of tensions between President Donald J. Trump and the North Korean leader Kim Jong-un seemed to bring the region to the brink of a second Korean conflict. But today, just as dramatically, an accelerated series of high-level summits suggests that the Korean Peninsula could be on the brink of peace. President Moon Jae-in met with Kim at Panmunjom, and both Kim and Moon stepped across the line of demarcation at the Demilitarized Zone (DMZ) between North and South Korea. The two leaders have embraced a “new era of peace,” with the promise of ending the state of war on the peninsula. Trump has also said he is willing to meet Kim to discuss denuclearization. CIA director Mike Pompeo visited Pyongyang on April 1 to test out that proposition, and as secretary of state, Pompeo had the lead in setting the stage for a meeting in Singapore. The Moon-Kim meeting set up the premise of a negotiated denuclearization process. Trump and Kim will define the contours of that path forward.

Pertinent literature abounds on how East Asian states have struggled to position themselves vis-à-vis a rising China over the past two decades. Due to its geographical proximity and cultural similarities with China, as well as its strategic importance to both the United States and China, South Korea’s tightrope-walking has been more pronounced than anyone else’s.1 Given the crucial strategic issues regarding U.S.-China relations and the North Korean conundrum, how the Seoul-Beijing relationship is to evolve undoubtedly constitutes a key variable in regional security dynamics. This chapter asks what is Seoul’s recipe for dealing with a China that is becoming more “assertive,” examining its changing strategic and diplomatic stance over the years of the Park Geun-hye administration and the first year of the Moon Jae-in government. Of the six sections, the first offers a brief overview of the complex relationship since diplomatic normalization in 1992. The second outlines key features of an era of overoptimism during the first three years of the Park administration (2013-15). The third delves into the issue of THAAD (terminal high-altitude area defense) deployment and how that utterly shattered the Park-Xi honeymoon in 2016. The fourth offers a discussion on China’s narrowly-focused sanctions during 2016-17. The fifth is devoted to the first year of the Moon administration, focusing on envoy politics, the “three-noes controversy,” and Moon’s state visit to China. The final section provides concluding assessments of the factors critical in shaping Moon’s policy toward China and where the room for mending relations remains.

The U.S.-ROK alliance faced a quickening pace of North Korean provocations in 2016-17, with Pyongyang violating UN Security Council resolutions dozens of times. Those violations included a fourth nuclear test in January 2016, fifth in September 2016, and sixth in September 2017, as well as numerous missile tests of various trajectories from different platforms. North Korea tested intermediate-range missiles overflying Japan and missiles of intercontinental range on lofted trajectories, while developing road-mobile and submarinelaunched ballistic missiles. As policymakers in Seoul and Washington coordinated responses to those provocations, changes in national leadership and domestic political preferences brought into question the bilateral trust the alliance needs to deter conflict, reassure publics, and promote regional cooperation. Elections have consequences, even before votes are cast. Enduring international security alliances are based on shared national interests and a track record of diplomatic commitments and military cooperation. For allies with highly integrated defense policies, such as the United States and South Korea, it is natural for policymakers and citizens to keenly observe the national elections of the other country. Will the next government be a reliable partner, or will it fail to honor existing agreements? Will the incoming leadership improve relations, or will it downgrade cooperation? The search for answers inevitably involves speculation, feeding expectations that are often overly optimistic or pessimistic. Ahead of Trump’s election, his campaign rhetoric questioned the terms and intrinsic value of the alliance to an extent not seen since Jimmy Carter’s 1976 campaign promise to withdraw U.S. troops from the Korean Peninsula. President Moon came to power on the heels of conservative president Park Geun-hye’s impeachment and removal for corruption. Moon’s politics are notably more progressive than Park’s or Trump’s, including a record of pro-engagement policies toward North Korea. Against this backdrop, Kim Jong-un delivered his 2018 New Year’s Day address claiming that North Korea has the ability to hit any U.S. city with a nuclear-armed missile, but that Pyongyang is ready to re-engage Seoul via participation in the Winter Olympics.

During his first year as president, Moon Jae-in faced a challenging strategic environment and divergent advice on how to manage it. He could cater to his progressive base and act in accord with his political lineage by renewing the Sunshine Policy toward North Korea. Alternatively, he could strive for consensus at home by reconciling the differences with conservatives in foreign policy. In diplomacy with the great powers, he also had important choices to make. He could double down on the U.S. alliance or, going further, he could agree to trilateralism with Japan. Yet, he also could be tempted by the option of balancing dependence on the United States with a closer relationship with China. Impacting all of his choices was the question of how Kim Jong-un would focus in 2018, shifting from provocations aimed at military leverage to diplomacy linked to his outlook on Moon’s policies. In the following five chapters authors explore each of these options. This introduction reviews some of their findings and points to linkages among them as part of an overall assessment of how Moon has navigated among the choices he was facing. In recent years the North Korean nuclear program has increasingly become a major concern for East Asian security. Pyongyang has repeatedly demonstrated its advancements in both missile and nuclear technology, with the final goal of acquiring a credible nuclear deterrent. To achieve this goal, the regime has committed a vast amount of state resources and has jeopardized relations with neighboring countries and major powers. This dangerous situation has created instability in the region and has hindered the possibilities of inter-Korean dialogue and cooperation. The traditional interpretation of the North Korean nuclear program focuses on the survival of the regime and emphasizes the military aspect of security. While these factors play a significant role, over the last twenty-five years new roles have emerged for the nuclear program. Survival remains the priority, but in addition to the military level of nuclear deterrence this paper introduces two different aspects directly connected to the security of the regime: economic security and domestic ideological legitimization. The development of nuclear weapons has been repeatedly used by Pyongyang as leverage in negotiations and to strengthen its political legitimacy. Understanding the complexity and the different factors behind this strategy is crucial to design and implement a viable and effective strategy aimed at limiting or eliminating the North Korean nuclear threat.

Science diplomacy is becoming increasingly popular in foreign policy. Branching out of public diplomacy, science diplomacy is a sophisticated and knowledge-based toolkit to secure and promote foreign policy objectives. Unlike the U.S., the best example of how effective science diplomacy can be, South Korea does not recognize science diplomacy as a source of soft power. This paper looks at ways to incorporate science diplomacy into Seoul’s foreign policy agenda, the benefits from which will further its goals in advancing South Korea’s image as an attractive, cooperative, and influential country. Building South Korea’s reputation as among the core of scientifically developed countries will not only enhance commercial benefits, but also help address the current security dilemma, shape future geopolitical outcomes in a multi-polar world, and accelerate Korea’s participation in emerging scientific endeavors such as space exploration.

Despite becoming influential on the world scene, South Korea remains a relatively weak country surrounded by larger, more powerful neigh- bors. This contrast between its global rank as a top-twenty economy and its regional status as the weakest country in Northeast Asia (with the exception of North Korea) poses a paradox for South Korean for- eign policy strategists. Despite successes addressing nontraditional security challenges in areas such as international development, global health, and UN peacekeeping, South Korea is limited in its capacity to act on regional security threats. South Korea has historically been a victim of geopolitical rivalries among contenders for regional hegemony in East Asia. But the coun- try’s rise in influence provides a glimmer of hope that it can break from its historical role by using its expanded capabilities as leverage to shape its strategic environment. The pressing dilemma for South Korean strategic thinkers is how to do so. As the regional security environment becomes more tense, South Korea’s strategic options are characterized by constraint, given potentially conflicting great-power rivalries and Pyongyang’s efforts to pursue asymmetric nuclear or cyber capabilities at Seoul’s expense. South Korea’s relative weakness puts a premium on its ability to achieve the internal political unity necessary to maximize its influence in foreign policy. Students of Korean history will recall that domestic factionalism among political elites was a chronic factor that hamstrung Korea’s dynastic leadership and contributed to its weakness in dealing with outside forces.

Once more, the United States, South Korea, and Japan have confronted a crisis with North Korea. The pattern is now well established. First, there is a provocation—a missile test, a nuclear test, and even worse, the use of force. Next, the United States and its allies in Northeast Asia muster their forces, strengthen their trilateral policy coordination, and sanction the belligerent Pyongyang. The three nations advocate for the accompanying effort by the United Nations Security Council to condemn North Korea’s behavior. Setting aside their political differences, Seoul and Tokyo intensify their military cooperation and Washington calls for greater trilateral unity in confronting a shared security challenge. In 2017, policymakers in Seoul, Washington, and Tokyo found themselves in a similar cycle but with the threat of war ever more real. The dramatic escalation of tensions between President Donald J. Trump and the North Korean leader Kim Jong-un seemed to bring the region to the brink of a second Korean conflict. But today, just as dramatically, an accelerated series of high-level summits suggests that the Korean Peninsula could be on the brink of peace. President Moon Jae-in met with Kim at Panmunjom, and both Kim and Moon stepped across the line of demarcation at the Demilitarized Zone (DMZ) between North and South Korea. The two leaders have embraced a “new era of peace,” with the promise of ending the state of war on the peninsula. Trump has also said he is willing to meet Kim to discuss denuclearization. CIA director Mike Pompeo visited Pyongyang on April 1 to test out that proposition, and as secretary of state, Pompeo had the lead in setting the stage for a meeting in Singapore. The Moon-Kim meeting set up the premise of a negotiated denuclearization process. Trump and Kim will define the contours of that path forward.

The U.S.-ROK alliance faced a quickening pace of North Korean provocations in 2016-17, with Pyongyang violating UN Security Council resolutions dozens of times. Those violations included a fourth nuclear test in January 2016, fifth in September 2016, and sixth in September 2017, as well as numerous missile tests of various trajectories from different platforms. North Korea tested intermediate-range missiles overflying Japan and missiles of intercontinental range on lofted trajectories, while developing road-mobile and submarinelaunched ballistic missiles. As policymakers in Seoul and Washington coordinated responses to those provocations, changes in national leadership and domestic political preferences brought into question the bilateral trust the alliance needs to deter conflict, reassure publics, and promote regional cooperation. Elections have consequences, even before votes are cast. Enduring international security alliances are based on shared national interests and a track record of diplomatic commitments and military cooperation. For allies with highly integrated defense policies, such as the United States and South Korea, it is natural for policymakers and citizens to keenly observe the national elections of the other country. Throughout the Cold War, Japanese leaders and policy-makers have generally been careful to reflect the public’s firm opposition to anti-nuclear sentiment. However, the turn of the 21st century has witnessed a remarkable shift in the political debate, with élites alluding to a nuclear option for Japan. This sudden proliferation of nuclear statements among Japanese élites in 2002 has been directly linked by Japan watchers to the break out of the second North Korean nuclear crisis and the rapid buildup of China’s military capabilities. Is the Japanese perception of this double military threat in Northeast Asia really the main factor that triggered this shift in the nuclear debate? This paper argues that Japanese élites’ behavior rather indicates that the new threats in the regional strategic context is merely used as a pretext to solve a more deep-rooted and long-standing anxiety that stems from Japan’s own unsuccessful quest for a less reactive, and more proactive post-Cold War identity.

The reasoning behind North Korea’s continued efforts to develop a nuclear deterrent remains puzzling to many, with the heavy costs and behavior of the regime leading to the belief that it is irrational. This paper argues that North Korea’s nuclear weapons program is instead a rational strategy for the regime. The perceived threat from South Korean and American military forces, as well as its own ineffective conventional forces, make a North Korean nuclear program a viable and relatively cheap deterrent. Its limited foreign relations and near-total dependence on China largely insulate it from economic punishment. Finally, the nature of the regime allows it to disregard popular opinion while forcing it to accommodate military demands for a nuclear deterrent. The necessity of nuclear weapons for defence and the few downsides of possessing them means that Pyongyang is unlikely to give them up, thus dooming denuclearization efforts to failure.

As the Trump administration’s approach to North Korea appears to shift back and forth between saber rattling and hints of diplomacy—with leading administration officials at times sending contradictory signals—it is clear that the administration needs an overarching strategy for addressing the North Korean threat. That strategy must include a tough, smart, and carefully targeted sanctions offensive. However, given President Donald Trump’s fiery exchanges with Kim Jong Un, and the drumbeat of White House statements and media opinion pieces discussing potentially imminent military action, one can be forgiven for having the impression that the United States has already run its best sanction plays against North Korea. In reality, that effort has only just begun, and if the United States can stay the course, it has the potential to turn this crisis around. Chinese diplomats often claim that it is pointless for China to cut off its economic ties with North Korea because Kim Jong Un would rather let his people starve than give up his nuclear program.1 They give an impression that there is no middle ground: If China pushes North Korea economically, the regime will resist until it collapses, triggering a massive security crisis on the Korean Peninsula.2 There is an equal amount of hand-wringing on the U.S. side. American observers tend to view the past decade of apparently ineffective U.N. action as evidence that sanctions are a dead end and military action will eventually become inevitable. In truth, there is a middle road on sanctions and it runs in two directions: through China and through North Korea’s gateways to the international financial system. The reality is that North Korea is much more exposed than many observers recognize, and the United States has only just begun to target the regime’s biggest weak spots. Instead of blowing hot and cold with China and exchanging blustery rhetoric with North Korea—two approaches that give China maneuvering room to avoid action—the United States needs to double down on a strategy that deals an economic blow against North Korea on par with the blow that brought Iran to the negotiation table in 2013.3

Kim Jong Un’s reckless and illegal nuclear and missile programs pose a serious and growing threat to U.S. national security and the security of U.S. allies. His refusal to abide by U.N. Security Council resolutions has rallied the world against him. Unfortunately, President Donald Trump is bucking this international consensus with his reckless and contradictory statements. This dynamic is both dangerous and counterproductive; it increases the risk of miscalculation on the Korean Peninsula and squanders an opportunity to press North Korea back into a diplomatic process. There are no perfect solutions to the challenge North Korea poses. The country has made rapid progress on nuclear weapons that it deems critical to its survival. Yet the United States has deterred and contained North Korea for decades, preventing another devastating war on the peninsula. To prevent war and get back to diplomacy aimed at addressing North Korea’s threats, the United States needs a more responsible approach: aggressive diplomacy with a strong team; active U.S. efforts to reassure allies of America’s commitment to their security and to smart deterrence of North Korea; and concrete steps to isolate North Korea from the global economy. This policy approach could reduce the chances of unintended conflict, protect U.S. national security interests, and open a pathway to curb North Korea’s nuclear and missile programs.

The elected President Donald Trump and his new administration at the White House sewed confusion and alarm in Asian and India-Pacific by broadcasting ambiguous and disconcerting signs about the American new policy towards the region. The later steps taken recently point to a certain return to the traditional parameters of Washington's Asian policy: the alliance with Japan and South Korea, and a firm attitude to China in commitment to dialogue, at the same time confirmation of Asia's strategic importance for the American fundamental interests. Since the campaign trail, Trump had already hinted at abandoning the pivot policy on military, commercial and diplomatic terms. Just three days hereinafter his assumption of power, the ambitious and highly contentious Trans-Pacific Partnership was ditched, which spread great dismay among the Trans-Pacific partner countries. To add, the One-China policy, respected by all the Republicans and Democrats since the historical Shanghai Communiqué in 1972, was threatened due to Trump's phone call to the Taiwanese President, Tsai Ing-wen, during his first days in office. Would Trump presidency actually redraw the geopolitical landscape in Asia?

75. The Tactical Utility and Strategic Effects of the Emerging Asian Phased Adaptive Approach Missile Defense System

Abstract:
The United States and Japan are jointly developing and deploying an integrated advanced regional missile defense system meant to counter threats from North Korea. North Korea possesses a large and diversified arsenal of short- and medium-range missiles that could strike Japanese cities and military bases in the event of a crisis and cause measurable damage. The missile defense system currently in place provides strong kinematic defensive coverage over Japanese territory. However, in general, the offense enjoys a strong cost advantage. It is impractical to deploy as many defensive interceptors as there are offensive missiles, which, in turn, limits the efficiency of missile defenses. It should be understood that regional missile defenses in the Asia-Pacific are neither capable nor expected to provide 100% defense. Rather, their goal is to provide sufficient capability to bolster deterrence and, should deterrence fail, to provide enough defense in the initial stages of a crisis to protect vital military assets. Additionally, U.S. and Japanese forces apparently also need to develop a better command and control architecture to operate the Asia-Pacific regional missile defense system. Finally, while the system is meant to defend only against regional threats, China has argued that the system might in the future be able to intercept Chinese ICBMs, thereby diluting its strategic deterrent against the United States. Maintaining effective defenses against North Korea while reassuring China will be one of the major challenges the U.S. and Japan face in their missile defense endeavor.

North Korea’s nuclear and missile programs have spurred Japan and South Korea to develop their own ballistic missile defense (BMD) systems and to regenerate their interest in regional missile defense cooperation with the United States. Has North Korea reacted to such developments, and if so, how? This paper looks at North Korea’s missile capacity development as well as its official proclamations and concludes that while Pyongyang likely does not believe that it is the region’s sole target for U.S. and allied BMD, it feels deeply threatened by its deployment. Existing and potential BMD systems have not discouraged Pyongyang from building its own missiles. Rather, North Korea is accelerating its efforts to improve and expand its missile arsenal to develop a survivable force, likely perceiving BMD systems as part of an overall U.S. strategy that is hostile to Pyongyang.

In 1994, the United States and North Korea signed the Agreed Framework, in which Pyongyang promised to abandon its nuclear program in exchange for energy aid and improvement of relations with Washington. An international consortium led by the United States was created to implement the key provisions of the deal, including the delivery of two light water reactor (LWR) units. While multi-national efforts are common in commercial nuclear projects, the case of the Korean Peninsula Energy Development Organization (KEDO) was unique. KEDO’s challenges ranged from the lack of diplomatic relations between its main members and North Korea, to the country’s poor infrastructure. This paper examines KEDO’s experience and concludes that cooperation among its member states—Japan, South Korea, the United States and others—helped ensure the project’s financial and political feasibility, even if work did not proceed smoothly. Abstract:
The article focuses on the China-Korea FTA, analyzing the background of China-Korea bilateral economic relations, the characteristics of the China-Korea FTA and more importantly, the implications and future prospect of this free trade pact. So far, the China-Korea FTA is considered to be the most comprehensive compared with China's previous FTAs and may be the largest in trade terms among all the FTAs concluded by Korea and China, playing a positive role in advancing economic integration in the Asia-Pacific region. However, with lots of exceptions to tariff elimination and market access, as well as a 20-year transition period, the present version of the China-Korea FTA is far from the best in terms of the depth of liberalization and the scope of obligations on trade and investment rules. The recent bilateral diplomatic tensions due to the decision of deploying the THAAD missile system by the Korean government may also jeopardize bilateral economic ties between China and Korea, and further increase uncertainties of the China-Korea FTA. It remains to be seen whether the Chinese and Korean governments will handle this issue smoothly under the present sensitive political atmosphere and achieve substantial progress in follow-up FTA negotiations on services and investment.

Since the establishment of diplomatic relations in 1990, Korea and Mongolia have broadened cooperation in various areas such as politics, economy, society, and culture given their geographical proximity and cultural similarities. However, the progress of economic cooperation which has been identified as one of the pillars of Korea-Mongolia cooperation is still weak in comparison with other areas. Thus, it is important to analyze achievements and limitations of economic cooperation with Mongolia, which has emerged as a burgeoning new market of Eurasia, and find new measures to elevate their economic relations to a new high moving forward. In this context, the main objective of this research lies in looking back upon the past 26 years and developing a new strategy on economic cooperation measures. Korea needs to formulate a new strategy that provides a coherent, systematic framework for cooperation with Mongolia and implement it consistently. Holding bilateral summit meetings and Korea-Mongolian forums on a regular basis, strengthening high-level networking, and concluding free trade and visa exemption agreements are necessary.

North Korea’s fifth nuclear test on Sept. 9 and the intensified test-firing of a range of missile types throughout 2016 underscored existing weaknesses in using dialogue and sanctions as a response. The timing of Pyongyang’s latest provocations coincided with the G20 Summit in Hangzhou and ASEAN-related meetings in Vientiane. President Park Geun-hye used the venues for sideline talks with President Xi Jinping and President Obama. The nuclear test directly challenged a nonproliferation statement adopted by East Asia Summit (EAS) members on Oct. 8, which urged North Korea to abandon its weapons programs. Following extended negotiations with the US, China finally joined the international community in adopting UN Security Council Resolution 2321 on Nov. 30. In addition to strains in the China-DPRK relationship, regional coordination on North Korea remains challenged by disputes between China and the ROK over THAAD and illegal Chinese fishing.

Going into the final months of 2016, Seoul-Tokyo relations had been on a positive trajectory, creating that ill feeling that it was time for things to go awry. While the relatively calm period witnessed palpable results with the signing of the General Security of Military Information Agreement (GSOMIA) and solidarity against North Korea’s provocations, the political chaos in South Korea that climaxed with the impeachment of President Park Geun-hye in December put the brakes on further developments. The first four months of 2017 have been a momentous and tumultuous period for Korea. As of mid-May, the peninsula remains in a state of high anxiety and no little tension. A crisis? Maybe. Yet without counseling complacency, recent history suggests that that term tends to be over-applied to this part of the world’s recurring episodes of tension: amply chronicled down the years (for the present century) in successive issues of Comparative Connections. The reasons for this latest bout of tension are partly local but most global, or more precisely trans-Pacific. The local causes derive from both Koreas, if as usual mainly the North. During the past four months as in the previous five years, Kim Jong Un’s regime has shown little sign of a wish to lower tensions, mend fences, or even pursue normal relations with other states, friend or foe. Now in his sixth year in power, the third Kim remains unique as a 21st-century leader who in this era of globalization – and despite his own years of schooling in Europe – has neither ventured abroad nor met any other head of state or government, even on his home turf. The DPRK’s boasts of self-reliance may be mendacious on the economic front, where (as widely canvassed) Chinese sustenance remains vital. Yet diplomatically it does indeed stand alone; the more so as Pyongyang has begun bombarding even Beijing with the aggressive insults long hurled by Pyongyang at Seoul, Tokyo, and Washington. Kim seems to share the stance of Millwall FC, a notoriously ‘hard’ London soccer club whose fans chant: “No one likes us, we don’t care.” His father and grandfather were more subtle, at least in not picking fights Bruce Lee-style with all comers simultaneously. But just as success has long eluded Millwall, showing the finger to everyone can hardly work for Kim Jong Un long-term. It is not just words that North Korea lobs. This Kim has markedly accelerated the DPRK’s development of both nuclear weapons – an unprecedented two tests in 2016, after three in the decade from 2006 – and the ballistic missiles (BM) that might one day carry them. True to form, the first four months of 2017 saw half a dozen BM tests, not all successful. Yet contra many predictions, Kim has not (so far) marked the recent transitions of political power in two of his main foes – Washington first, and now Seoul too – with a nuclear test; unlike in May 2009 when Barack Obama faced that challenge, or February 2013 when a nuclear blast greeted both the re-elected Obama and the incoming Park Geun-hye. Still, with most of 2017 to go, it might be premature to seek to explain what may be a temporary non-event.

Pyongyang tested regional and domestic politics on six separate occasions by conducting missile launches between February and April. The latest tests coincided with the Xi-Trump summit in Mar-a-Lago and Vice President Pence’s visit to South Korea. They also marked the 105th birth anniversary of Kim Il Sung on April 15 amid intense speculation that North Korea might conduct a sixth nuclear test. In addition to supporting five UN Security Council statements on North Korea this year, Beijing on Feb. 18 announced a suspension of DPRK coal imports through December. DPRK military threats also catalyzed US-ROK plans to deploy THAAD, a source of mounting tension that affected all aspects of the China-South Korea relationship. Beijing’s retaliation took the form of restrictions from March on business and tourism. South Korea appealed to the WTO for redress and South Korean lawmakers passed resolutions condemning China’s retaliation. THAAD emerged at the center of domestic political debate in Seoul after Park Geun-hye’s ousting on March 10, following which PRC nuclear envoy Wu Dawei in April engaged major presidential contenders ahead of the May 9 elections. Beijing’s falling out with both Koreas presents a major challenge for coordinating regional policy with new administrations in Washington and Seoul.

With South Korean presidential election scheduled for May 9, the early months of 2017 witnessed not only avid campaigning by candidates, but also a deepening diplomatic conflict between Seoul and Tokyo. In particular, the installation of a “comfort woman” statue facing the Consulate General of Japan in Busan last December perturbed bilateral relations, calling into question the landmark “comfort women” agreement. While the anticipated installations of additional statues by provincial and civic actors risked escalating tensions further, the presidential candidates have made nominal efforts to quell the concerns of Japanese diplomats. As the Blue House prepares to greet its new occupant, prospects for a significant turnaround in bilateral relations remain uncertain.

As the Republic of Korea faces an increasing threat from North Korea, evolving U.S.-China relations are becoming important to Seoul’s strategy for dealing with Pyongyang. The United States and China are competitors, but they also seek cooperation on a range of global issues. And although South Korea seeks to have good relations with both great powers, it is increasingly being pushed to take sides in the ongoing U.S.-China competition. As the U.S.-China relationship becomes more complex, South Korea needs to carefully evaluate its policy toward China in order to find the best ways to ensure Chinese cooperation on the North Korean issue, particularly taking into account China’s evolving view of North Korea. Under the leadership of Xi Jinping, China is profoundly changing its foreign policy, including its relations with the United States and the two Koreas. With more confidence in its own diplomatic, military, and economic capacity to protect its national interests, China under Xi’s leadership has begun to regard the entire Korean Peninsula as part of its sphere of influence.

A nuclear-armed North Korea is a threat to the fragile strategic equilibrium on the Korean Peninsula and to international security at large. Emboldened by a nuclear arsenal, the highly militarized regime of President Kim Jong-un could be tempted to embark on aggressive acts. Meanwhile, the United States could opt for preventive military action. Even if neither party seeks a military confrontation, conflict could ensue due to miscalculation or simple misreading of each other’s intentions. Limited military exchanges could spiral out of control, eventually involving not only North Korea, the United States, and its allies in the region—Japan and South Korea—but also China. The repercussions of North Korea’s nuclear challenge may not be limited to Northeast Asia, not least because the nonproliferation regime, a pillar of international security, would be dealt a serious, if not fatal, blow if regional adversaries sought to meet it by acquiring their own nuclear arsenals. The destabilizing effects of North Korea’s nuclear and ballistic programs on regional and international security cannot be overestimated. In devising a response to the North Korean challenge, regional actors should remain committed to the denuclearization of the Korean Peninsula, but they should also implement security measures with observable results short of full denuclearization. Specifically, the United States and its allies should concentrate on sanctioning North Korea and on diplomatic action, actively seeking the involvement of China and Russia, while employing a strategy of deterrence and containment.

As the North Korean nuclear crisis escalates, the media is filled with an endless rehashing of the old inutile options. Typically articles in Globe and Mail and others will restate all the traditional options from multilateral diplomacy to tougher sanctions to unilateral US military action but then recount the long acknowledged problems with each option. This paper suggests a simple but revolutionary diplomatic move. It agrees with the many commentators who have said that China is the only actor with the leverage to effectively halt or even roll back Pyongyang’s nuclear and missile program (or even to attempt regime change.) But unlike some of these analyses, I will argue that so far China has not had sufficient motivation to fully exercise its leverage on North Korea. Therefore the key is to develop a threat plausible enough to provide that motivation. If the US is to face a nuclear deterrent from North Korea, then China should face a similar deterrent and threat from Taiwan.

North Korea is the most difficult and dangerous challenge facing the U.S. today. Pyongyang is on the path to developing a nuclear missile delivery system that could strike the United States. In fact, since 2013, the country has followed Kim Jong Un’s version of his grandfather’s “byungjin policy”, which stipulates that simultaneous nuclear expansion and economic development are necessary for the regime’s survival. North Korea shows no signs of abandoning its nuclear ambitions, which pose a mounting strategic threat to the Asia-Pacific region; the alternatives to a peaceful resolution are even more harrowing. Denuclearization of the Korean Peninsula will require all stakeholders in Northeast Asia—South Korea, Japan, the United States, and especially China—to cooperate on measures that could help precipitate North Korea’s return to the negotiating table. Sanctions are among these measures that require full support of and enforcement by international stakeholders in order to be effective. History demonstrates that multilateral sanctions can help sharpen the choice for belligerent regimes, such as North Korea, particularly for those seeking to acquire or develop nuclear weapons. November’s United Nations Security Council Resolution 2321, which placed a cap on coal exports, is a step in the right direction. China’s announcement in February that it would fully suspend all North Korean coal imports is also a welcome sign that a stronger international sanctions regime can indeed be implemented. But for North Korea to negotiate a denuclearization agreement willingly, sanctions would need to be sufficiently severe to make the regime believe that they could trigger a near-term collapse or coup d’état. Indeed, this strategy is not without risks, as Pyongyang’s reaction could be far more catastrophic, inciting a war rather than choosing to come back to the negotiation table. Therefore, China is reluctant to implement comprehensive sanctions tough enough to have a decision-altering effect on North Korea. First and foremost, China is concerned about the risk of conflict and their human, economic, and environmental costs to the region. It is wary of provoking a panicking North Korean regime to make use of its nuclear option, or incite an intractable civil war on the Korean peninsula. Even if a North-South conflict could be avoided, it is unwilling to increase the risk of miscalculation and conflict with the U.S. and its allies, as both China and the U.S. have an interest in inserting military forces during a collapse scenario. Second, the political transformation on the Korean peninsula would eliminate China’s strategic advantage of having a buffer state between it and a major U.S. ally. In place of North Korea, China might be confronted with a unified, pro-U.S. Korea on its border.

Of five alternative approaches to addressing the North Korean threat to stability in East Asia and beyond, this section is concerned with the possibility of just one—a diplomatic approach via Three-Way Talks among China, South Korea, and the United States. We single out this approach as the golden mean for reconciling the conflicting interests among the parties best positioned to reshape the calculus of Pyongyang. It represents the path to compromise. Among the alternatives, there is the Chinese appeal for a dual-track approach through Six-Party Talks, aimed at a peace treaty on terms attractive to North Korea and greatly transformative to the security architecture in Northeast Asia. This could hardly be called a compromise, since Seoul and Washington regard this as a win for Pyongyang and evidence that Beijing actually has been siding with Pyongyang. Another alternative is Strategic Patience, which is a misnomer for the policy of the Obama administration, but, in any case, refers mainly to reliance on increased deterrence as pressure is ratcheted up. In fact, Obama was seeking a pathway to three-way talks, giving China time to shift in that direction bolstered by new sanctions, while in 2016 also moving closer to a fourth approach: Unilateral Sanctions targeted at the Chinese firms assisting North Korea. A fifth option is Alliance Triangularity to force change in Pyongyang.

For more than half a century, the United States has played a leading role in shaping order in East Asia. This East Asian order has been organized around American military and economic dominance, anchored in the U.S. system of alliances with Japan, South Korea, and other partners across Asia. Over the decades, the United States found itself playing a hegemonic role in the region—providing security, underwriting stability, promoting open markets, and fostering alliance and political partnerships. It was an order organized around “hard” bilateral security ties and “soft” multilateral groupings. It was built around security, economic, and political bargains. The United States exported security and imported goods. Across the region, countries expanded trade, pursued democratic transitions, and maintained a more or less stable peace.

Over the last forty years, South Korea (or the Republic of Korea, or ROK) and the United States have become essential partners on nuclear matters. The United States provided the technology and knowhow necessary for Korea to establish a nuclear sector. Koreans mastered that technology and have worked to improve on it, with the twin goals of expanding their country’s energy independence and becoming a leading exporter of nuclear power production facilities. The two states’ nuclear energy industries have become intertwined. They cooperate on multiple initiatives to strengthen international nuclear security and nonproliferation measures. Collaborative research ties amongst nuclear scientists from both countries run deep. Arguably, each state is the other’s most important nuclear partner. As with all maturing relationships, there remain differences of view and priority that must be managed. Though unlikely, a disruption in ROK-US nuclear relations would have wide-ranging, deleterious effects on both states. For this reason, the conclusion in June 2015 of a new bilateral treaty, the Agreement for Cooperation Between the Government of the United States of America and the Government of the Republic of Korea Concerning Peaceful Uses of Nuclear Energy (hereafter referred to as the 123 agreement after section 123 of the Atomic Energy Act, the relevant US statute) is a critical milestone. The new agreement establishes the terms for nuclear cooperation for the next twenty years. It is expansive and forward-looking, providing the basis for unusually broad and deep nuclear ties. The 123 agreement will bring predictability to the relationship at a time when the global nuclear energy outlook remains in flux. However, the new nuclear agreement only managed to partially resolve several deep-seated differences between the two sides that were illustrated by the fact that negotiations on a new agreement lasted more than four years and required an extension to complete. The agreement creates a new political framework for managing divergent views over how to cooperate most effectively, but differences may yet re-emerge and frustrate cooperation. The challenge before the two governments now is to implement the new agreement in ways that can either resolve or remove these differences and solidify existing ties. In other words, the two countries should seek to build a nuclear partnership in deed, not just in word. This report articulates a vision for ROK-US nuclear partnership for the next two decades, a period which aligns with the duration of the new agreement for cooperation. It highlights challenges and opportunities and provides recommendations intended to deepen and expand the range of existing cooperation in ways that will support a stable and sustainable nuclear partnership. The objective of the report is to describe a desirable and stable end-state for the relationship—an enduring partnership—and to identify steps along the path to achieve it. It discusses multiple areas of cooperation, assesses strengths and weaknesses of existing ties, and identifies practical activities both parties can pursue toward building the partnership.

The overarching theme for the end of the year was litigation. The trial of Kato Tatsuya (former Seoul bureau chief for Sankei Shimbun) led to his acquittal for criminal libel. The trial of Park Yu-ha, a professor at Sejong University charged with defamation for her 2013 book Comfort Women of the Empire began in December. The General Association of Korean Residents in Japan (Chongryon) and its affiliates faced three separate lawsuits in Japan and South Korea. A Korean was arrested and later indicted for his role in placing a bomb at Yasukuni Shrine. There were also competing interpretations of the international status of North Korean refugees in the case of contingencies. The much-awaited November Park-Abe summit was quickly tested by incidents that could easily strain relations. To the credit of Seoul and Tokyo, neither government let a single issue damage the relationship. In fact, the two ended up reaching an accord on “comfort women/sex slaves” at yearend. Despite immediate praise from the US, there was considerable frustration from both publics over the agreement.

North Korea’s decision to start the new year with its fourth nuclear test guaranteed a downturn in inter-Korean ties. Its successful satellite launch in early February, which also served as a partial ballistic missile test, was the last straw for South Korea, which appeared to finally run out of patience. On Feb. 10 President Park announced the suspension – but in all probability, permanent closure – of the Kaesong Industrial Complex (KIC): the last surviving North-South joint venture from the “Sunshine” Era of engagement. But, parliamentary elections in April saw a rebuff for Park’s conservative ruling Saenuri Party. This increases the center-left’s chances of regaining the Blue House in late 2017 and a return of some form of outreach to Pyongyang. Right now it is sunset for “Sunshine” on the Peninsula, but the sun may yet rise again. Never say never in Korea. The usual China-US discord over tactics and wording meant it took almost two months for the UN Security Council (UNSC) to agree a new resolution and fresh sanctions. Finally adopted (unanimously, as always) on March 2, UNSCR 2270 imposed measures much more severe than any previously applied to North Korea. Meanwhile on the specifically inter-Korean front, which is our focus here, the big event was the Feb. 10 suspension – but in all probability, permanent closure – of the Kaesong Industrial Complex (KIC): the last surviving North-South joint venture from the “Sunshine” Era of engagement (1998-2007). Kaesong has shut before, in April 2013 when Pyongyang abruptly pulled out its 55,000 workers. On that occasion South Korea’s then newly elected President, Park Geun-hye, worked patiently and successfully to mend fences, and the zone reopened five months later in September. (All this was of course fully chronicled and analyzed in Comparative Connections at the time.) This time it is Park who has pulled the plug on Kaesong, as discussed in detail below. With all trade and aid now cancelled, as of May 2016 the two Koreas have no contact of any kind, but have reverted to mutual hostility comparable to the height of the Cold War. Infuriating as the North’s nuclear recidivism is, it is hard to see this “back to the future” trajectory as any kind of progress. With Pyongyang’s insults of Park plumbing new depths of juvenile smut, the standoff looks set to last for the remainder of her term of office, which ends Feb. 25, 2018; her successor – a second term is not permitted – will be elected on Dec. 19, 2017. So a lengthy freeze looms – but despite current appearances, not necessarily a permanent one. Parliamentary elections on April 13 saw an unexpected rebuff for Park’s conservative ruling Saenuri Party, which lost its majority in the National Assembly, and a striking win for South Korea’s liberal opposition, even though it is currently split into two parties. This increases the center-left’s chances of regaining the Blue House in late 2017, after a decade in opposition. If that happens, then from 2018 some form of outreach to Pyongyang is likely to resume, albeit probably more cautious than the full-blown engagement pursued during the “Sunshine” decade (1998-2007) by Kim Dae-jung and his successor Roh Moo-hyun. Right now it is sunset for “Sunshine” on the Peninsula, but the sun may yet rise again. Never say never in Korea.

Abstract:
The beginning of a new year offers an opportunity to evaluate how circumstances change. While the first few months of 2015 conveyed (cautious) optimism amidst notable celebrations like the anniversary of the restoration of diplomatic relations between Japan and South Korea and the 70th anniversary of the end of World War II, there was no focal point in early 2016 to push the momentum toward greater cooperation for Seoul and Tokyo. The main difference to the start of this year was the dominance of the Japan-North Korea dyad. Perhaps the Jan. 6 nuclear test by Pyongyang was a foreshadowing of things to come, as relations with Tokyo remained rather tumultuous: several missile tests by Pyongyang combined with retributive actions on the part of Tokyo made progress on the abduction issue – arguably Japan’s top priority vis-à-vis the North (alongside denuclearization) – extremely unlikely.

Abstract:
The United States and South Korea entered the summer months with growing concern over North Korean missile capabilities. The DPRK Workers’ Party Congress in May signaled solidarity in Kim Jong Un’s reign, replacing the National Defense Commission with a new State Affairs Commission, and appointing Ri Yong Ho as foreign minister. Mid-summer, the US sanctioned Kim Jong Un and 10 other individuals and entities for human rights violations, and the US and ROK agreed to deploy the THAAD system against North Korea. Angered, the DPRK severed the New York channel. The US and South Korea joined together in military exercise Ulchi Freedom Guardian. Pyongyang responded by threatening to turn Seoul and Washington into a “heap of ashes through a Korean-style preemptive nuclear strike.” Finally, South Koreans expressed growing concern over the course of the US presidential campaign.

The middle four months of 2016 were among the bleakest for inter-Korean relations in the 15 years this writer has been covering that often rebarbative relationship for Comparative Connections. There have been numerous fiery threats from Pyongyang, extreme even by their own standards. An accelerated flurry of ballistic missile launches, followed by North Korea’s second nuclear test this year, raised fears that Kim Jong Un was speeding up development of his strike capacity. As of now the Koreas are not talking to each other, only at each other. North Korea did make a few new proposals for dialogue, though it can hardly have expected them to be taken seriously, given the tone and content of most of its other statements and actions. For South Korea, as for all North Korea’s interlocutors, the Kim Jong Un factor adds an extra layer of anxiety to the already complex and concerning challenges posed by the DPRK. Given the latest Kim’s youth, he could be around for decades, despite wishful thinking to the contrary. Or perhaps that is the wrong metaphor. The past quarter brought numerous fiery threats from Pyongyang, extreme even by their own standards, to nuke or otherwise blitz South Korea’s President Park Geun-hye as well as the Blue House (Cheongwadae); not to mention the US and points further afield, from Guam to Manhattan. An accelerated flurry of ballistic missile launches over the past six months, followed on Sept. 9 by North Korea’s second nuclear test this year, raised fears that Kim Jong Un was speeding up development of his strike capacity, such that one day such wild braggadocio might be a real menace, and not just empty bluster. Nonetheless, as German sociologist Georg Simmel noted a century ago, conflict is a form of sociation. As of now the Koreas are not talking to each other, only at each other – or shouting, in the North’s case. Yet this too needs reporting, and parsing. In fact North Korea did make a few new proposals for dialogue during the past four months; though it can hardly have expected them to be taken seriously, when the tone and content of most of its other statements – not to mention its actions on the WMD front – contradicted them so violently. In this and other respects Kim Jong Un remains harder to fathom, in terms of his tactical or strategic goals, than were his father Kim Jong Il and grandfather Kim Il Sung before him. For South Korea, as for all North Korea’s interlocutors (actual or potential), the Kim Jong Un factor adds an extra layer of anxiety to the already complex and concerning challenges posed by the DPRK. Given the latest Kim’s youth – now confirmed by his aunt as 32: even younger than Kim Il Sung was when the USSR installed him in Pyongyang in 1945 – he could in principle be around for decades, despite wishful thinking to the contrary (discussed below).

n the next decade, the United States will have to make decisions that will shape its nuclear arsenal for much of the next century. Nearly every missile, submarine, aircraft, and warhead in the U.S. arsenal is nearing the end of its service life and must be replaced. As Congress and the Obama administration continue to wrestle with the effects of sequestration on projected levels of defense spending, the U.S. Department of Defense has begun a series of procurement programs that will nearly double the amount the country spends on its nuclear deterrent in the next decade compared to what it spent in the past decade. Over the next 30 years, the cost of the nuclear deterrent could pass $1 trillion and crowd out defense and domestic investments needed to keep the United States strong and competitive. In addition, it could undermine U.S. credibility on the issue of nuclear proliferation—especially when it comes to dealing with regimes such as Russia, China, and North Korea.

North Korea last week rejected South Korea’s invitation to attend the Seoul Defense Dialogue in September, denigrating the talks as “puerile.” In the same breath, it also rejected a proposal by National Assembly speaker Chung Ui-hwa for a meeting with his northern counterpart to celebrate the 70th anniversary of the liberation of the Korean Peninsula on Aug. 15. If you ask an Obama administration official about America’s “strategic patience” policy of non-dialogue with North Korea, he or she will tell you that the problem is not an unwillingness on the part of the United States to have dialogue. On the contrary, the Obama administration has tried every channel possible, from six-party talks to personal communications to secret trips, to jump-start a dialogue. But the regime in Pyongyang has rejected all of these.

100. The Future Impact of North Korea’s Emerging Nuclear Deterrent

The emergence of North Korea’s nuclear deterrent has been a grievous blow to international nonproliferation efforts and poses serious national security challenges for the United States and its Northeast Asian allies. It is by no means clear, however, that the precedent North Korea has set will significantly erode the nonproliferation regime or stimulate proliferation elsewhere. In a new paper (published by the US-Korea Institute at the Paul H. Nitze School of Advanced International Studies, Johns Hopkins University, on its website, 38north) CNS’s Leonard S. Spector examines the arenas in which North Korea’s new nuclear weapon status has significant negative consequences and assesses the damage that will likely be done. He concludes that the ripple effects of North Korea’s crossing the nuclear threshold may be more limited than they first appear.
