  • Abstract: There is currently much discussion about “digital sovereignty” in Europe. While the term encompasses very diverse connotations, it refers to a broad concept involving data, technological, regulatory and political elements. Cloud computing represents one example of the concrete materialisation of the European Union’s quest for “digital sovereignty” – especially through the development of its GAIA-X project. It is too early to assess whether or not GAIA-X will definitively help the Union to achieve this much-desired goal; however, some challenges have already emerged along the way. Looking to the future, if the EU wants to achieve “digital sovereignty”, a different strategy to the one currently under discussion will be needed.

  • Abstract: The lived experience of the covid-19 pandemic has split Europe just as the euro and refugee crises did, with the south and the east feeling much more badly affected than the north and the west. Some people were affected directly by illness, some only experienced economic consequences, while others feel untouched by covid-19. The economic victims are more likely than others to say that restrictions have been too severe, and they tend to be more sceptical about their governments’ intentions behind lockdowns. Europeans are divided over what they believe to be governments’ motivations behind restrictions: the Trustful have faith in governments; the Suspicious believe rulers want to cover up failings; the Accusers think governments are trying to increase their control over people. Splits are appearing between those who believe that, in the context of the pandemic, the biggest threat to their freedom comes from governments, on the one hand, and those who fear the behaviour of their fellow citizens, on the other. There is a major generational divide, with the young more likely than the old to blame governments for the ongoing impact; the young also feel more badly affected. Poland, Germany, and France could each be emerging as archetypes for post-pandemic politics.

  • Abstract: Rarely has an election outcome in Germany been as uncertain as it is today. Berlin’s future policy towards Ankara, and not at least the related refugee issues, especially following the recent developments in Afghanistan, will be one of the topics future coalition partners will need to agree on. The election manifestos of the political parties provide an important source for analyzing the political views of the political actors. All parties criticize the dire situation of human rights and the rule of law in today’s Turkey. While CDU/CSU and the far-right AfD reject a Turkish membership in clear terms, the other parties are less outspoken in this point. Potentially the most consequential divergence as reflected in the electoral programs relates to Germany’s arms export policy and the EU Refugee Agreement of 2016. Unlike the other parties, both the Greens and “Die Linke” want to terminate the migration deal as well as the export of German arms to Turkey.

  • Abstract: Relations between the European Union (EU) and Russia have hit a new low after the attempted poisoning of Alexei Navalny and the Kremlin’s continued support for Belarusian president Alexander Lukashenko, despite massive electoral fraud in that country. A new Russia policy in Berlin will require a paradigm shift, using incentives and leverage to improve Germany’s negotiating position with Moscow. The Nord Stream 2 pipeline project should be under intense scrutiny. If Moscow shows itself unwilling to cooperate, construction should be stopped.

  • Abstract: Public data suggests that there are reasons to be concerned about violent extremism in Germany. Membership in political groups that hold extremist views is growing, and crime statistics suggest an increase in extremist violence. The number of recorded terrorist incidents on German territory has been high by European standards. Changes in German politics and society may provide fertile ground for political extremism in future. To prevent violent extremism Germany has invested heavily in an expanding number of projects and initiatives at federal, state and municipal level, but the constitutional structure makes promoting coherence and coordination challenging. Moreover, non-governmental and civil society actors now play a prominent role in initiatives. Increasing the number and scale of initiatives was partly to pilot different approaches and see which were effective. However, assessing the multitude of projects and initiatives to decide which should be promoted or discontinued is itself a challenge.

  • Abstract: In every fourth post-conflict country a new constitution is written, but the effect of these post-conflict constitution-making processes on peace remains understudied. Constitution-making has become a corner stone of peacebuilding efforts in post-conflict societies and is widely supported by international actors. It is often seen as a main component of a political transition necessary in states that have experienced internal warfare. This is because a successful constitution-making process establishes a new and potentially permanent governance framework that regulates access to power. However, systematic analyses of the effect of post-conflict constitution-making on peace have been lacking. This Briefing Paper presents new, empirical evidence showing that post-conflict constitution-making can contribute to peace. Countries emerging from conflict often adopt new constitutions in order to signal a clear break with the past regime and to reform the institutions that are often seen as at least partially responsible for conflict having erupted in the first place. Post-conflict constitution-making has taken place in highly diverse settings – ranging from the aftermath of civil war, as in Nepal or South Africa, to interethnic clashes or electoral violence, as in Kyrgyzstan or Kenya. And in the current peace talks around Syria the question of writing a new constitution also plays a prominent role. Since academic evidence is lacking as to whether constitution-making can contribute to peace after civil war, it remains an open question whether efforts in this regard should be pursued by international actors. This Briefing Paper presents evidence that writing a new constitution positively influences post-conflict countries’ prospects for peace (for the full analysis see Fiedler, 2019). It summarises innovative, statistical research on post-conflict constitution-making, conducted by the DIE project “Supporting Sustainable Peace”. Based on an analysis of 236 post-conflict episodes between 1946 and 2010, two main results with clear policy implications emerge: Writing a new constitution reduces the risk of conflict recurrence. The analysis shows a statistically significant and robust association between writing a new constitution after experiencing violent conflict and sustaining peace. International efforts to support post-conflict constitution-making are hence well-founded. The theoretical argument behind the relationship suggests that it is important that constitution-making processes enable an extensive inter-elite dialogue that helps build trust in the post-conflict period. Post-conflict constitution-making processes that take longer are more beneficial for peace. This is likely because the trust-building effect of constitution-making only occurs when enough time enables bargaining and the development of a broad compromise. International actors frequently pressure post-conflict countries to go through these processes very quickly, in only a matter of months. The results question this approach, as very short constitution-making processes do not positively affect peace.

  • Abstract: Heterogeneity among countries in the European Union has continuously grown through enlargement processes or the outbreak of specific crises. After reaching important outcomes such as the European Monetary Union or the Schengen Agreement, in the face of the “big bang” enlargement of 2004 both national and European Union representatives subsequently committed to the motto “united in diversity”, confident that the European project would progress and deepen. Nevertheless, the crises in the euro area posed a number of new internal and external challenges to the overall European integration process as well as the EU’s political unity in terms of member states sharing the same rights and obligations, making permanent forms of differentiated integration more likely. Against this background, the paper presents a new collected dataset to outline how the EU narrative of political unity changes during times of increasing political differentiation and consequent differentiated integration. As such, it conducts a narrative analysis in two selected cases, the period between 2000 and 2004 preceding the big bang enlargement as well as the years of the crises in the euro area between 2010 and 2014. Although the existing narrative of political unity in the EU has changed in response to the crises under the more sceptical phrase “divided in unity”, our analysis shows that differentiation is not a threat to political unity.

They include dozens of cases of physical aggression against Jews, including rabbis. Jewish pupils have had to leave public schools. Thirty-five percent of Berliners view Israelis as analogous to Nazis. An Al-Quds Day march takes place annually that calls for the destruction of Israel. Both the municipality and the federal government are two-faced about the problem of antisemitism.

  • Abstract: The aim of the present Working Paper is to draw attention to the political activity of three national minorities (German in Denmark, Danish in Germany and German in Poland) concerning regional development. The analysis is focused upon electoral manifestos/political programmes produced by three political actors - that is the Schleswig Party (representing German minority in Denmark), the South Schleswig Voters´ Association (representing Danish and Frisian minorities in Germany) and the German Minority Electoral Committee (representing German minority in Poland’s Opole Voivodeship) - in connection with the recent regional and local elections held in the areas inhabited by the aforementioned minority groups. The conducted research leads to the following main conclusions: (1) regional development features prominently in the analysed documents; (2) each political actor offers nuanced conceptualizations of regional development; (3) influences of sustainable approaches to development are noticeable, as well as perceptions of development not limited to a narrowly defined economic output; (4) all actors are pragmatic when it comes to the potential political alliances necessary for the achievement of their regional development goals.

  • Abstract: There has traditionally been a wide divide between the study of the politics of Islam in the Middle East and in the West. Middle East-focused research in American political science has focused in great depth on issues such as political mobilization, social service provision, electoral performance, and Islamist ideologies. American research on Islam in the West, by contrast, has often focused on cultural conflicts, immigration, terrorism, and anti-Islamic campaigns. Today’s European scholarship on Islam distinguishes itself by a wide spectrum of methods, topics, and fieldworks, with a trend toward strong ethnographic research. Over the last two decades, a prolific and pluralist field of scholarship on Islam and Muslims in Europe and the U.S. has emerged and brought to the fore innovative perspectives and understudied topics. On June 28, 2018, POMEPS and Sciences Po CERI convened a workshop with a dozen scholars of Islam and politics in Europe and North America to engage with these various perspectives. Their work in POMEPS Studies 32: The Politics of Islam in Europe and North America illustrates the richness of the field of the politics of Islam in Europe and the U.S.
