Abstract:: Perhaps more than any other time in their respective histories, the trajectories of China and Russia were separated by choices in national strategy. A year into Russia’s “special military operation” in Ukraine, the war bogged down into a stalemate. Meanwhile, China embarked upon a major peace offensive aimed at Europe and beyond. It was precisely during these abnormal times that the two strategic partners deepened and broadened relations as top Chinese leaders traveled to Moscow in the first few months of the year (China’s top diplomat Wang Yi, President Xi Jinping, and newly appointed Defense Minister Li Shangfu). Meanwhile, Beijing’s peace initiative became both promising and perilous as it reached out to warring sides and elsewhere (Europe and the Middle East). It remains to be seen how this new round of “Western civil war” (Samuel Huntington’s depiction of the 1648-1991 period in his provocative “The Clash of Civilizations?” treatise) could be lessened by a non-Western power, particularly after drone attacks on the Kremlin in early May.

3. China and the new globalization

Abstract:: The unitary globalized economy no longer exists. Driven in significant part by security considerations, a new and more diverse globalization is both required and being built. The transition is ongoing, and its final form is yet to be determined. Many of the causal factors for this very significant change revolve around China and the consequent responses to its actions by the United States, other democracies of the transatlantic alliance, and the advanced democratic economies of the Indo-Pacific. There are other important factors generating this new globalization including the impact of the Russia-Ukraine war both on energy markets and on trade and investment with Russia generally, as well as the global requirements for mitigating and adapting to climate change. However, China has been a critical element in what might be described as the “maximum trade-centered globalization,” which has dominated trade and investment policy in the three decades since the end of the Cold War. This issue brief describes the still-developing new globalization focusing on the issues surrounding China. A fundamental challenge that China presents arises because its actions have generated significant security and economic challenges, yet it nonetheless is a massive trade and investment partner for the “advanced democratic economies” (ADEs),1 which for purposes of this analysis include the Group of Seven (G7) countries,2 plus Australia, Norway, the Republic of Korea, and the European Union. Adapting to a new globalization requires establishing a strategic approach that resolves the inherent contradictions between those conflicting considerations.

Abstract:: Amidst heightened geopolitical competition and low-carbon energy transformations, several states, notably China and countries in the Global South, have decided to invest in nuclear power, seeing it as a secure and low-emission alternative to fossil fuels. Kazakhstan is the world’s largest producer and exporter of unenriched uranium. It has been a reliable supplier to the West for decades, but its nuclear sector is closely linked to Russia’s, which has caused some concern in the European Union and the United States. Russia is a major player in the field thanks to its global exports of enriched uranium and nuclear technology. Its state nuclear company Rosatom has a large portfolio of international customers and numerous projects, mainly outside the West. Russia’s nuclear sector has become an important aspect of its energy diplomacy. While the nuclear sector has not been sanctioned, geopolitical tensions and instability in uranium-producing countries have increased security of supply risks for the West, which relies heavily on imports of both uranium and nuclear fuel.

5. Is there Eurasian Connectivity without Europe?

Abstract:: Tucked between Russia, Iran, and China, Central Asia is now desperately looking for solutions to cushion the impacts of global tension on its fragile economies, which are deeply tied to sanctions against Russia and a local production slowdown as China recovers from its zero COVID policy. While European diplomacy has come at a crucial time, its Central Asian policy is ambiguous, and commitments misplaced. Central Asia is continuously perceived by the EU as a region in need of developmental assistance, which leads to European regional policies that focus on digitalization and climate issues. What Central Asia needs is the establishment of concrete logistical connectivity that will enable efficient flow of products across Eurasia.

Abstract:: Along with Iran’s increasing involvement in supplying Russia’s war effort against Ukraine, a potential increase in Chinese support for Russia presents a challenge for both Kyiv and NATO (Eurasia Daily Monitor, March 6). Indeed, Western governments have recently expressed alarm over China’s potential provision of dual-use or military equipment to Russia (U.S. Department of Defense, February 28). According to U.S. intelligence, Chinese arms transfers to Russia would probably take the form of artillery and drones (Straits Times, February 26). As both items are badly needed by Russia to sustain its war efforts, the entry of Chinese arms on the Ukrainian battlefield may drastically shift the balance of power in the ongoing conflict. However, in addition to trackable military aid packages, Chinese assistance is manifesting itself more subtly in ways that are often overlooked. Consequently, a forthcoming Chinese aid package to Russia is likely to take several forms.

Abstract:: Sweden and Finland have just cleared a big hurdle on their path to NATO membership with the US Senate’s overwhelming vote to welcome them into the Alliance. While several other allies still need to ratify the expansion, Finnish and Swedish membership in NATO is now not a question of whether but when. Even though some analysts have posited that these two countries—especially Finland, which has an 830-mile border with Russia—bring disqualifying liabilities, most Alliance leaders, NATO-watchers, and European security experts argue these newest aspirants will strengthen the Alliance. This is especially so in terms of military capabilities and capacity, but also in terms of strategic culture and geostrategic outlook. Abstract:: The escalating crisis in Ukraine in the winter of 2021-2022 has returned US-Russia relations to center stage. Faced with the prospect of a new Russian military intervention, US President Joe Biden has re-engaged with Vladimir Putin in a manner reminiscent of the diplomacy of the superpower era. But this latest American attempt at accommodation raises more questions than answers. In the intervening three decades the world has changed out of all recognition, the international influence of the US-Russia relationship is much diminished, and their cooperation has sunk to historic lows. Can Washington and Moscow defy gravity and achieve some level of pragmatic engagement? There is good reason for skepticism. Neither side is truly invested in cooperation, but instrumentalizes it to other purposes. The Biden administration hopes to neutralize Russia in order to focus on the all-encompassing challenge of China. The Kremlin looks to undermine American influence as part of its project of promoting Russia as an independent global power. These goals are essentially irreconcilable. Looking ahead, the real question is not whether the United States and Russia can recalibrate their relationship to new “normal”, but whether they can avoid confrontation in an increasingly fluid and disorderly world.

11. Trying to govern the ungovernable: International Law on cyber and information operations in Russian

Abstract:: Russia has proposed an international regime governing the use of cyber and information operations. However, ‘digital sovereignty’ means something very different in Moscow than it does in Washington. In September 2020, the Russian authorities launched a new initiative to regulate the use of cyber and information operations by states. The Russian President, Vladimir Putin, introduced the debate by suggesting that Russia and the USA lead the way by signing a bilateral agreement restricting their activities in the field of Information and Communication Technologies (ICTs). The two states, so Putin suggested, should establish regular dialogue and set up a ‘hot line’. Putin also proposed a new agreement on cyber and information operations that should ‘exchange guarantees against interference in the internal affairs of the other side, including into electoral processes, inter alia, by means of the ICTs and high-tech methods’. Shortly afterwards, the Russian Foreign Minister, Sergei Lavrov, added more details. In a statement, he drew a dark picture of the world ‘facing a real cyber pandemic’, pointing to the risk of cyber attacks against critical infrastructure and the interference by some states in the internal affairs of other states. ‘It is high time’, so he claimed, that the international community agreed on a regime to regulate the use of ICTs. Russia has proceeded to promote the new initiative at the current 75th session of the UN General Assembly, which has responded with a decision to renew the mandate of the open-ended working group on the security and use of ICTs in 2021-2025.

Abstract:: A Russian business delegation visited Lebanon in late June 2021 to offer support to the country by cultivating projects in the oil sector, development plans for the energy industry as well as the ports in Beirut and Tripoli. For the past two years, Lebanon, which is going through the worst economic and financial crisis in its history, and has been trying to secure international aid to survive, is now facing the attractive Russian economic bailout offer. Although such an offer is welcomed by Lebanon, the Russian initiative raises concerns across the West, and particularly in the United States, which is in control of Lebanon’s banking system and still has significant influence on the state’s politics and financial sector. The United States believes that it is not possible to dissociate this Russian offer from Moscow’s desire to expand its influence in a region, in which it already established military presence and gained access to the Eastern Mediterranean, where a conflict is underway over investment of newly-discovered gas fields.

14. Reassessing Russian Capabilities in the Levant and North Africa

Abstract:: Russia may be back in the Middle East, but is it a truly strategic player? The picture is decidedly mixed. After abandoning most of its presence in the Levant and North Africa during the late 1980s, the Kremlin has alarmed Western policymakers in recent years by filling power vacuums and exploiting the missteps of the United States and the European states. Moscow panders to the insecurities and ambitions of local regimes, trying to enrich itself along the way. While Russian activism is part of a broader push for great power status, most of its policies are rooted more in opportunism than grand strategy. Yet Russian influence is formidable in many respects. In war-wracked states like Syria and Libya, Moscow has adroitly deployed military forces and engaged with actors that are off-limits to Westerners, thus positioning itself as a significant power broker. In Egypt and Algeria, it has pursued arms deals that are unencumbered by human rights conditions. Russia’s economic footprint is expanding in fields ranging from infrastructure to tourism to energy, contributing, in some instances, to the region’s cronyism and corruption. At the same time, a closer look at Russian activism reveals that its ability to shape events in the Middle East is far more modest than is commonly assumed. Russia has neither the tools nor the willingness to tackle the region’s deep-seated socioeconomic and governance problems. In Syria, the limits of the Kremlin’s military commitment have been exposed amid clashes with other powerful, outside players and a hardening stalemate on the ground. For now, Moscow is simply not in a position to achieve its desired military or political outcomes absent a significant investment of new resources. Russian economic penetration is driven mainly by short-term objectives and a search for outsized financial rewards that sometimes fail to materialize or to make Moscow an attractive partner. Russian inroads are further limited by regional factors like fractured politics and capricious local actors, who, despite being plied with Russian attention and support, do not behave as docile proxies. In many instances, Middle Eastern rulers exert far more power in shaping the extent of Russian influence than conventional narratives suggest. Successive leaders of Egypt, for instance, have perfected the game of soliciting Russia’s attention to gain leverage over other patrons, namely the United States. For their part, Israeli leaders have worked hard to ensure that Russia does not throw major obstacles in the way of Israel’s ongoing campaign against Iranian military encroachment in Syria—yet they surely take note when Moscow does the bare minimum in raising concerns about the situation in Gaza. The limits of Russian influence are similarly noticeable in the heartbreaking economic crisis in Lebanon, where Moscow is little more than a bystander. With these limitations in mind, Washington should avoid viewing the region through a zero-sum, Cold War lens that sees every development as a net gain or loss for Moscow or minimizes the agency of local actors. In the context of multiple policy challenges across the globe and at home, U.S. decisionmakers need to prioritize the areas of Russian influence that necessitate a response. In so doing, they should avoid playing the arms sales game on Moscow’s terms or letting themselves be instrumentalized by autocratic Middle Eastern rulers who point to Russian overtures to seek leniency and support from Washington. U.S. and European policymakers have ample tools at their disposal that can frustrate or slow the more malign forms of Moscow’s inroads. Yet the net impact of such pushback on Russian resolve should not be overstated. Instead, Washington should focus its energies on its biggest comparative advantage vis-à-vis Moscow in the region: namely, its abundant sources of influence and leverage in the economic and security spheres, its still-potent soft power, and its leadership of multilateral diplomacy and the rules-based global order.

15. Navigating the Deepening Russia-China Partnership

Abstract:: Ties between China and Russia have grown. In virtually every dimension of their relationship—from the diplomatic to defense and economic to informational realms—cooperation between Beijing and Moscow has increased. Political observers in Washington and beyond have noted their alignment, yet they remain divided over what these growing ties portend. Perhaps the most concerning—and least understood—aspect of the Russia-China partnership is the synergy their actions will generate. Analysts understand well the challenges that Russia and China each pose to the United States. But little thought has been given to how their actions will combine, amplifying the impact of both actors. As this report highlights, the impact of Russia-China alignment is likely to be far greater than the sum of its parts, putting U.S. interests at risk globally. The synergy between Russia and China will be most problematic in the way that it increases the challenge that China poses to the United States. Already, Beijing is working with Moscow to fill gaps in its military capabilities, accelerate its technological innovation, and complement its efforts to undermine U.S. global leadership. Simply put, Russia is amplifying America’s China challenge.

Abstract:: Russia is famous for red tape, with paperwork required for just about any activity. I had my own first-hand experiences with this obstructive bureaucracy during my assignment to the USSR 1962-1964. As assistant general services officer during my first year in Moscow, I ordered forms and furniture, supervised the motor pool, got broken toilets fixed, and tried to keep in operation our creaky Soviet elevators, which liked to break down late on Friday afternoons. While this was not glamorous diplomacy, it probably taught me more about Russia than what I gained as a political officer during my second year in the post.

17. Russia’s Coercive Diplomacy: Why Did the Kremlin Mass Its Forces Near Ukraine This Spring?

Abstract:: During March and April 2021, the Russian military conducted a large-scale buildup in its regions bordering Ukraine, including Crimea, which Russia annexed in 2014. Scores of videos appeared on TikTok, Telegram, Twitter, and other social media sites showing Russian military equipment, including tanks, infantry fighting vehicles, artillery, and air defense systems, moving toward or appearing in the vicinity of Ukraine’s borders. The United States Department of Defense’s spokesperson John Kirby told reporters that the Russian buildup was even larger than during the peak of the fighting in 2014. Ukrainian officials estimated that the Russian military buildup would reach a total of 120,000 Russian troops with more than fifty-six battalion tactical groups (BTG). United States defense officials gave a lower estimate that 48 BTGs had moved into the border area and 80,000 Russian troops were in Crimea or elsewhere near Ukraine’s borders. To put this in perspective, the Russian military has approximately 850,000-900,000 servicemembers in total, and 168 constant readiness BTGs, according to Russian Defense Minister Sergei Shoigu. If these estimates were accurate, the Russian military massed roughly 10-15% of its total manpower and approximately one third of its BTGs near Ukraine’s borders. In response to the buildup, Chairman of the Joint Chiefs of Staff General Mark Milley, National Security Advisor Jake Sullivan, and President Joe Biden all called their Russian counterparts to discuss the situation. U.S. European Command (EUCOM) raised its alert status to its highest level. The buildup also coincided with an increase in fighting along the line of contact, with at least 36 Ukrainian servicemen killed thus far in 2021. The movement of Russian forces led to intense speculation about Russia’s intentions, including fears of a large-scale ground invasion. However, U.S. intelligence indicated that a large-scale ground invasion was unlikely because of a lack of prepositioned spare parts, field hospitals, ammunition, and other logistics necessary for such an operation. Likewise, EUCOM commander General Tod Wolters said on April 15 that there was a “low to medium” risk of a Russian ground invasion of Ukraine in the coming weeks. On April 22, after the end of a large-scale exercise at the Opuk training area in Crimea, which included an amphibious landing, a helicopter air assault operation with two companies, and a multi-battalion airborne operation with more than two thousand paratroopers and sixty vehicles parachuted from forty Il-76MD transport aircraft, Defense Minister Sergei Shoigu announced that the winter verification tests for the Western and Southern Military Districts had been a success and the troops would return to their permanent bases. However, he indicated that equipment from Central Military District’s 41st Combined Arms Army, which included BM-27 Uragan multiple launch rocket systems and Iskander-M short-range ballistic missile systems and other heavy equipment, would remain at the Pogonovo training area in Voronezh near Ukraine’s border until the Zapad 2021 strategic exercise in September. Furthermore, Shoigu did not state clearly whether all of the equipment and units deployed near Ukraine’s borders outside of Crimea would also return to their bases, nor how those units were employed during the snap inspection. Two weeks after Shoigu’s announcement, U.S. defense officials said that Russia had removed only “a few thousand” troops and that there were approximately 80,000 servicemen near Ukraine’s borders, despite Shoigu’s order for most of those units to return to their permanent bases by May 1. Thus Russia can still escalate rapidly in Ukraine in the future, though the immediate threat of a serious escalation of fighting in the Donbas appears to have passed with Shoigu’s announcement.

18. Engaging Russia over Syria: Managing Peripheral Conflict and Narrowing Interests

Abstract:: The United States is examining how to narrow core objectives in the Middle East to focus on improving military readiness and increasing the number of low-density, high-demand assets available for deployment in Asia and Europe. To free up more forces and to help improve readiness, Washington should explore selective engagement with Moscow about securing a formal ceasefire in Syria’s northwest and reaching agreement on a “no-foreign forces zone” in Syria’s south. This policy would not alter the status quo in Syria, but seek to use diplomatic tools to allow for the reallocation of certain resources now tasked with protecting U.S. ground forces. This engagement with the Russian Federation would elevate a key U.S. interest and use counter-terrorism capabilities based in Jordan to disrupt plots against the homeland. It would also seek to use diplomatic tools to create conditions to remove forces that do not directly support this counter-terrorism effort. This approach would retain U.S. forces in the Middle East, but in a way that allows for certain assets to be repositioned in either the United States, Indo-Pacific, or Europe.

Abstract:: Any new Africa policy from the EU and US should take into account the growing influence of China, Russia and Turkey in the continent and aim to even the scales. To succeed, they must develop a new narrative on Africa and finally recognise it as a genuinely equal partner on the global stage. Africa is a dynamic and diverse continent going through fundamental economic, political and security changes. While the EU and the US remain important partners for Africa, they are no longer the only players in town. China, Russia and Turkey in particular, whose presence has broadly been welcomed by African nations, have all been steadily expanding their political and economic clout in the continent over the past few years. The EU and US must, therefore, adapt their policies and approaches to the new reality that is unfolding in Africa. To better understand China’s, Russia’s and Turkey’s objectives, the Friedrich-Ebert-Stiftung's (FES) EU Office in Brussels and the European Policy Centre (EPC) set out to conduct an in-depth analysis of the three countries' ties with Africa. Abstract:: Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

Abstract:: Turkey-NATO relations are still sufficiently strong to keep the relationship from the brink, a new DIIS-report finds. But more dynamics are also gaining strength to render further troubles increasingly likely. The future of Turkey’s NATO membership has been the subject of heated debate of late, from both outside and within Turkey. What ramifications will Turkey’s purchase of the Russian S-400 surface-to-air anti-missile system have for Turkey’s NATO future? Has the Syrian conflict exposed deep strategic differences between Turkey and other key NATO members? In response to such questions, a number of foreign policy practitioners as well as researchers and long-standing Turkey watchers have cautioned that a number of centripetal forces – dynamics that keep member states together - remain sufficiently strong at a structural level to keep Turkey-NATO relations on track. There seems to be widespread agreement on both sides that the alternative is simply worse. At the same time, the report also argues that these centripetal forces are losing their strength, and that centrifugal forces pulling the alliance apart are gaining strength and salience. Barring wild card developments, the net result is that this will increase the likelihood of further troubles ahead for Turkey-NATO relations The report is based on an analysis of the published policy commentary, scholarly literature, as well as a series of semi-structured interviews conducted with practitioners and academic experts during the course of 2019.

Abstract:: Eurasia is squeezed between a rising China and an aggressive and unpredictable Russia. The United States should remain engaged with the region to help it resist Russian advances. Since 2014, Russia has redoubled its efforts to build a sphere of influence, operating frequently under the flag of Eurasian integration. Its undeclared war in Ukraine and hardball tactics vis-à-vis other neighbors demonstrate the lengths to which it is willing to go to undermine their independence, sovereignty, and territorial integrity. Moscow has pushed hard to expand the membership and functions of the Eurasian Economic Union (EAEU), the formal vehicle for cross-regional integration of political and economic activity. However, Russia’s limited economic resources and lack of soft-power appeal; the engagement with the region by other outside powers, including the European Union, China, Turkey, and the United States; and societal change in neighboring states are creating significant long-term obstacles to the success of Russian neo-imperialist ambitions and exposing a large gap between its ends and means. Russia’s ambitions in Eurasia are buffeted by unfavorable trends that are frequently overlooked by analysts and policymakers. Russia’s own heavy-handed behavior contributes to both regional upheaval and instability as well as to the creation of diplomatic headwinds that constrain its own room for maneuver.

The United States should prepare now to act decisively when this one finally does, even if it takes a decade. U.S.-Russian relations are at the lowest point since the Cold War. However, this situation is unlikely to last forever—even during the Cold War, the United States and the Soviet Union maintained a limited but meaningful dialogue; the two countries eventually will reengage, even if mostly to disagree, and new U.S. and Russian leaders could pursue less confrontational policies. Abstract:: With both Russia and China facing increasingly confrontational relations with the United States, the two countries have increased ties with each other and have pursued similar approaches in opposition to the US government concerning Iran, Syria, and Venezuela. Steve Biegun, US Deputy Secretary of State, recently characterized the developing relationship between Russia and China as one built on “mutual determination to challenge the United States.” To better understand how experts think about Russia’s relations with the other great powers, The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs recently conducted a survey of 201 American experts on Russia. The survey finds that a majority describe the relationship between Russia and China today as one of mostly partnership. They also describe India as primarily a partner to Russia, both today and in the future. By contrast, they say that Russian relations with the United States and the European Union are mostly competitive. But they anticipate that in 20 years, rivalry between Russia and China will grow, perhaps creating space for reducing tensions with the United States.

Data from a recent survey of American experts on Russia, conducted by The Fletcher School of Law and Diplomacy at Tufts University and the Chicago Council on Global Affairs paints Russia as a declining power. The results show that while experts anticipate changes in the global balance of power in the next 20 years, with China overtaking the United States, they do not expect Russia to come out stronger over that time frame. Experts draw attention to Russia’s cracked economic and political foundation in the present and its likely decline over the next two decades due to economic mismanagement and faltering soft power. Now there are the lingering economic effects of the COVID-19 pandemic to add to this list.

Abstract:: The November 10th, 2020, trilateral agreement signed by Azerbaijani President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan, and Russian President Vladimir Putin could become the most significant geopolitical development in the South Caucasus since the collapse of the Soviet Union—perhaps even more than the establishment of the Baku-Tbilisi-Ceyhan oil and Baku-TbilisiErzurum natural gas pipelines. But it is not yet clear that key actors in the Transatlantic community appreciate this opportunity, especially Washington and Paris, who along with Moscow, comprise the Co-chairs of the OSCE Minsk Group, the supposedly impartial mediating body of the Nagorno-Karabakh conflict. The trilateral agreement defines a peace settlement in line with the framework unofficially agreed by the leaders of Armenia and Azerbaijan over a decade ago, and thus stands a good chance to hold. The so-called “Basic Principles” or “Madrid Principles” were originally tabled by the American Russian, and French Co-chairs of the Minsk Group in November 2007 at a meeting of OSCE foreign ministers in Madrid.

Abstract:: Russia’s return as a major geostrategic actor in the Mediterranean is one of the most significant trends characterising this area over the past few years. Part of a broader geopolitical pluralization of this space, Russia’s 2015 intervention in Syria marked a new phase in Moscow’s Mediterranean engagement. Based on a stringent logic of intervening where other powers leave strategic vacuums, Russia has succeeded to carve out an increasingly central role in Mediterranean equilibria, despite its limited resources. Russian diplomatic and economic support for the Syrian regime in Damascus had steadily increased since the outbreak of the Syrian revolution in 2011. Yet, it was Moscow’s direct military intervention in September 2015 that signalled a decisive upgrade in engagement. Moscow’s military involvement shifted the tide of the conflict, proving decisive in avoiding the collapse of the Syrian regime, which is also backed by Iran and the Lebanese group Hezbollah.

Abstract:: In 1977, the Soviet Union’s leadership was in a jubilant mood as Ethiopia had just switched sides to the socialist camp. By the time of this event, the Kremlin had been conducting a renewed offensive on the continent for several years, propping up socialist regimes and ‘liberation movements’ in Angola, Mozambique, Namibia, Rhodesia (later Zimbabwe) and South Africa. Yet contrary to warnings that the Soviets might eventually ‘swallow’ all of sub-Saharan Africa, by 1990 the offensive had fizzled out: ideologically and financially broken, Moscow cut military aid, suspended credit lines, wound down diplomatic representations, closed cultural centres and ultimately withdrew political support. When rebel forces advanced towards Addis Ababa in 1991, Moscow stood idly by as the Derg regime – its former poster child – disintegrated. Over the course of the next two decades, post-Soviet Russia showed little interest in the sub-continent and only in the late 2010s did the Kremlin once again display the ambition to play a greater geopolitical role: sub-Saharan Africa remerged in Russian political discourse and trade and diplomatic traffic picked up. Simultaneously, Moscow revived alumni associations of Africans who studied in the Soviet Union and launched initiatives to lure more students to Russia. The Wagner Group – a military enterprise connected to the Russian state – also expanded its radius of action south of the Sahara. But what is driving Moscow’s renewed activism? How different it is from its previous diplomatic thrusts? Can a coherent strategy be discerned behind this push? Finally, how is sub-Saharan Africa reacting to Russia’s overtures and what does it mean for the EU?

33. Thinking foreign policy in Russia: Think tanks and grand narratives

Abstract:: Over the course of the last decade Russian foreign policy has taken critical turns, surprising not only the entire international community but also Russia’s own foreign policy experts. Arguably, the most notable turn came in March 2014 when Russia annexed the Crimean peninsula, setting in motion developments that are continuously shaping Russia, its neighbors, and, to a certain degree, global affairs. Clearly, Russia’s post-Crimean foreign policy does not exist in a vacuum. Its ramifications are colliding with regional and global trends that are effectively destabilizing the post-Cold War international order, creating uncertainties that are defining the contemporary international moment. In this report, we deal with those whose job it is to explain the logic of Russia’s foreign policy turns and to analyze global trends and their meaning for Russia and the rest of the world. Although these experts, as a rule, do not directly influence political decision-making, their debates, as Graeme Herd argues, “set the parameters for foreign policy choices” and “shape elite and public perceptions of the international environment” in Russia.1 Especially in times of crisis and rapid change ideas produced at some earlier stage by experts and think tanks external to the state bureaucracy can suddenly obtain instrumental value and direct policy options. In Part 1, we briefly discuss the role of think tanks in Russian foreign policymaking and present the landscape of Russian think tanks working on foreign policy issues. We distinguish among three basic institutional forms: academic and university-based think tanks, private think tanks, and state-sponsored think tanks. Highlighting the diversity of organizations, we then focus on four state-sponsored think tanks whose size, political contacts, and financial means allow them to dominate the think tank scene in Russia and that represent different ideological angles of a broad, yet also comparatively volatile mainstream: the Council on Foreign and Defense Policy (SVOP), the Valdai Discussion Club, the Russian International Affairs Council (RIAC), and the Russian Institute for Strategic Studies (RISI). Part 2 follows this selection by looking at Russian foreign policy debates since 2014. We consider how experts writing for these four organizations have approached three major themes: the evolution of the concept of Greater Europe and European Union (EU)-Russia relations, the establishment of the Greater Eurasia narrative in the context of Russia’s declared pivot to the East, and the concepts of multipolarity and the liberal world order.

34. A new Sino-Russian high-tech partnership

Abstract:: What’s the problem? Sino-Russian relations have been adapting to an era of great-power rivalry. This complex relationship, categorised as a ‘comprehensive strategic partnership of coordination for a new era’, has continued to evolve as global strategic competition has intensified.1 China and Russia have not only expanded military cooperation but are also undertaking more extensive technological cooperation, including in fifth-generation telecommunications, artificial intelligence (AI), biotechnology and the digital economy. When Russia and China commemorated the 70th anniversary of the establishment of diplomatic relations between Soviet Union and the People’s Republic of China in October 2019,2 the celebrations highlighted the history of this ‘friendship’ and a positive agenda for contemporary partnership that is pursuing bilateral security, ‘the spirit of innovation’, and ‘cooperation in all areas’.3 Such partnerships show that Beijing and Moscow recognise the potential synergies of joining forces in the development of these dual-use technologies, which possess clear military and commercial significance. This distinct deepening of China–Russia technological collaborations is also a response to increased pressures imposed by the US. Over the past couple of years, US policy has sought to limit Chinese and Russian engagements with the global technological ecosystem, including through sanctions and export controls. Under these geopolitical circumstances, the determination of Chinese and Russian leaders to develop indigenous replacements for foreign, particularly American technologies, from chips to operating systems, has provided further motivation for cooperation. These advances in authoritarian innovation should provoke concerns for democracies for reasons of security, human rights, and overall competitiveness. Notably, the Chinese and Russian governments are also cooperating on techniques for improved censorship and surveillance and increasingly coordinating on approaches to governance that justify and promote their preferred approach of cyber sovereignty and internet management, to other countries and through international standards and other institutions. Today’s trends in technological collaboration and competition also possess strategic and ideological implications for great-power rivalry. What’s the solution? This paper is intended to start an initial mapping and exploration of the expanding cooperative ecosystem involving Moscow and Beijing.4 It will be important to track the trajectory and assess the implications of these Sino-Russian technological collaborations, given the risks and threats that could result from those advances. In a world of globalised innovation, the diffusion of even the most sensitive and strategic technologies, particularly those that are dual-use in nature and driven by commercial developments, will remain inherently challenging to constrain but essential to understand and anticipate. To avoid strategic surprise, it’s important to assess and anticipate these technological advancements by potential adversaries. Like-minded democracies that are concerned about the capabilities of these authoritarian regimes should monitor and evaluate the potential implications of these continuing developments. The US and Australia, along with allies and partners, should monitor and mitigate tech transfer and collaborative research activities that can involve intellectual property (IP) theft and extra-legal activities, including through expanding information-sharing mechanisms. This collaboration should include coordinating on export controls, screening of investments, and restrictions against collaboration with military-linked or otherwise problematic institutions in China and Russia. It’s critical to continue to deepen cooperation and coordination on policy responses to the challenges and opportunities that emerging technologies present. For instance, improvements in sharing data among allies and partners within and beyond the Five Eyes nations could be conducive to advancing the future development of AI in a manner that’s consistent with our ethics and values. Today, like-minded democracies must recognise the threats from advances in and the diffusion of technologies that can be used to empower autocratic regimes. For that reason, it will be vital to mount a more unified response to promulgate norms for the use of next-generation technologies, particularly AI and biotech.

Abstract:: On October 1, 2019, President Volodymyr Zelenskiy agreed to meet Russia’s conditions for holding peace talks already this autumn. Moscow’s readiness to play, however, should not be mistaken for willingness to solve the conflict. So far, the Kremlin has not made any concessions in Eastern Ukraine that would be irreversible; consequently, it seems to only be testing Zelenskiy’s limits. Both Zelenskiy and the EU need to be cautious not to reward easy-to-reverse steps with major, strategic benefits.

Abstract:: Russia’s new generation of foreign policy professionals bring with them a shift in attitudes that challenges the centrality of “the West” in Russian foreign policy. Today’s young professionals are often bitterly affected by “disillusionment” with the West, but the youngest of them – people in their 20s – are free of such emotion, harbouring an outlook that is sharply realist and pragmatic. Russia’s young foreign policy professionals are neither Putin loyalists nor Western-style liberals: they are wary of ready-made ideologies, and prefer to attend to their own consciences. Young diplomats’ ability to shape policy will depend on the balance of power between ‘civilian’ and ‘power’ ministries in Russia (such as, respectively, the foreign and defence ministries), with the former in retreat lately. These shifts mean the West should not hold out hope for the optimism of the 1990s to return once Putin departs.

Abstract:: One widely recognized achievement of the Arctic Council and its various working groups has been the production of collectively generated assessments on Arctic problems. Assessment reports such as the Arctic Climate Impact Assessment (ACIA) provide an important baseline of shared knowledge for making collective circumpolar policy recommendations. But how does the knowledge produced through Arctic Council working groups figure into the policymaking of the Arctic states? This is an important question for understanding Arctic politics and the relationship between national decisionmaking and international relations more generally. Much of what the Arctic Council produces is in the form of recommendations, declarations of intent, and commitments to "best practices" in areas of shared interest and activity. While in recent years the Council has produced three binding agreements covering specific functional areas—search and rescue (2011), oil pollution preparedness and response (2013),and science cooperation (2017)—much ongoing Arctic collaborative work falls outside of these areas. This policy brief explores how science/policy outputs of and discussions at the Arctic Council fit into the Arctic political discourse of the USA, with an emphasis on key actors within the executive branch: the White House, the Department of the Interior, and the Environmental Protection Agency.

Abstract:: According to classical realism, diplomacy is the means by which states defend their interests and achieve their objectives short of war, using a mixture of persuasion, compromise, and the threat of force. In the quartercentury since the collapse of the Soviet Union, Russian diplomacy has evolved from a passive, Western-orientation toward a muscular, multilateral and assertive posture. In the immediate post-perestroika years Russian diplomacy reflected the nascent democratic character of the new Russia, and the search for a new post-Soviet identity. Since Vladimir Putin ascended to the presidency, Russian diplomacy has become highly effective at several diplomatic issues. These include: Promoting and representing Russian national interests; defending key principles of sovereignty; non-interference in internal affairs; and respect for Russia as a great power; consolidating the former Soviet space as a privileged sphere of Russian influence; and addressing Russia’s vital security concerns in the Eurasian region, including concerns with The North Atlantic Treaty Organization (NATO) and the European Union (EU) expansion eastward.

Abstract:: The first Development of Parliamentarism International Forum was held in Moscow June 4-5, 2018. It brought together over 500 people from 96 countries. The Forum did epitomize such a rapidly expanding format of global interaction as parliamentary diplomacy. It can hardly be regarded as a new format of international cooperation, but it has acquired considerable relevance in recent years. Rethinking Russia has been researching the phenomenon of parliamentary diplomacy and by the end of the Development of Parliamentarism International Forum we have just issued our report “Parliamentary Diplomacy and Its Role in Modern Politics”. The report dwells upon international practice as well as the efforts Russia has been realized in order to enhance its capabilities.

Abstract:: Russia seems to be gearing for fresh efforts to reach new political arrangements in Syria, after the balance of power has shifted in favor of the Syrian regime. During a speech at the Valdai International Discussion Club at Sochi resort on October 18, 2018, Russian President Vladimir Putin announced that his country achieved its goals in Syria. He noted that the Russian military intervention was aimed at fighting terrorism and preventing the fragmentation of Syrian territory, invoking the case of Somalia as a model that Russia prevented its recurrence in Syria, adding that the next stage will be devoted to settlement in the United Nations. However, this does not negate the fact that such efforts may encounter many challenges, over the key outstanding issues, foremost among is the position of the Syrian regime itself.

Abstract:: The standoff between Russia and the West over Ukraine has already obstructed cooperation across a range of issues. Could it also affect state interaction between Norway and Russia in the Arctic—an area and a relationship long characterized by a culture of compromise and cooperation? In two policy briefs we examine changes in how Russia and Norway have approached each other in the Arctic in the period 2012–2016. This first brief presents the development of official Norwegian and Russian narratives on the relations between the two countries in the Arctic. Such narratives stipulate logical paths for action. Showing how Norwegian and Russian policies have changed in line with these narratives, we conclude that what some refer to as “the New Cold War” is indeed spreading to the Arctic.

Abstract:: Moralization is an essential part of any geo-political game, and that is especially the case with countries such as the United States and Russia. Presently, Washington has become especially prone to playing the morality card. At least, that is the case with Hillary Clinton supporters who stated that the ugliness of Donald Trump is clearly manifested by his desire to overlook the noble principles on which American foreign policy has rested since the founding fathers designed it. Consequently, Trump’s desire to befriend Vladimir Putin, the authoritarian Russian President, is a clear departure from his basic principles. Moscow also likes to assure that Russia always follows high moral principles in its foreign policy design. Still, Kremlin residents mostly limited moralizing to an internal audience, whereas people in Washington made the moralization publicly known to an international audience, urbis and orbis, so to speak. A closer look at the Soviet/Russia and the U.S. relationship could reveal that it is not high principles, whatever they might be in the context of the prevailing ideological shibboleth, but rather it is pragmatism that defines their relationship. The image of both countries has followed the pragmatic model. This implies that the U.S. and Russia could well cooperate in the future despite hostile rhetoric that dominated discourse in Moscow and Washington – a rhetoric that might not disappear completely in the future.

Abstract:: Social media and especially microblogging are trending buzzwords in the public diplomacy scene. Disproportionate attention is paid to individual posts and trends on social media by the mainstream media. The best case are the tweets of Donald Trump, the president of the USA. They are reported on and analysed daily with unparalleled ferocity, with some outlets meticulously collecting all of the President’s social media comments. It has come to a point at which discussing social media is beating an already beaten up dead horse. Nevertheless, this weekend’s latest news requires comment and policy recommendation.

48. Regionalism in Eurasia: Explaining Authority Transfers to Regional Organizations

Abstract:: Corresponding to the global proliferation of inter-state activities at the regional level since the end of the Cold War, Eurasia has experienced a surge of regional agreements and organizations. Since the dissolution of the Soviet Union, more than 29 regional organizations (ROs) with significant membership and agenda overlap have emerged. These organizations differ significantly in terms of institutional design. Organizations that were created in the 1990s and early 2000s display very limited or no pooling of authority and low to moderate delegation. Regional organizations that were established during the past decade show pronounced delegation and median pooling. A mapping based on formal treaty analysis shows a general deepening of regional integration over time. It also reveals three phases of Eurasian regionalism with distinct integration dynamics and goals. Especially the third phase is surprising, as we do not only witness the increase of political authority of ROs, but also a more consequent implementation of agreements and the introduction of supranational elements. This deepening of regionalism is puzzling in light of 1) the rather recent independence of the Eurasian states and their colonial past under Russian domination, 2) the level of autocracy in the region, and 3) the presence of a regional hegemon, which has moreover recently experienced an authoritarian backlash. Relying on the concept of political authority, the first part of this paper gives an overview of the development of formal regional integration in Eurasia during the past 25 years. The second part of the paper asks why Russia and the smaller Eurasian states go along with increasing authority transfers to ROs. Based on a series of elite interviews conducted in Russian in February and March 2017, potential drivers of Eurasian regionalism are explained, with particular attention to Russian motives. The paper concludes with an outlook on avenues for future research.

Abstract:: Foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and plays a special, positive role in the process of Polish integration with the European Union. This paper presents the results of the investigations concerning foreign activity of Polish local and regional governments with Russia. In particular, there is intensive cooperation with the Kaliningrad region, the only region bordering Poland and refers to the neighboring provinces of Warmia and Mazury and Pomorskie. Studies have shown, however, that 11 out of the 16 Polish provinces signed agreements with other regions of Russia and only 2 have no cooperation.

Abstract:: When we think of national identity as a factor in China’s external relations, we normally focus on Japan or, for those bolder in their thinking, the United States. Few recently have put China’s policies toward Russia in that context. After all, the Chinese and Russians are adamant that their relationship eschews ideology or any other sign of national identity in favor of pure realpolitik. This paper takes exception to that interpretation, arguing that it would be difficult to understand the Sino-Russian relationship without paying close heed to the identity factor, not just from the Russian side, but seen in China’s views of Russia. Moreover, in the mid-2010s this factor has intensified, now favoring a closer relationship.

This essay, analysing the diplomatic relations and geo-political struggle between Russian and the West from the Crimean War onwards, will try to show that the present conflict, far from being caused by contingent reasons, has its enduring roots in the historical tensions over strategic areas of common Western and Russian interest, not least in Crimea itself.
