- Abstract: The Sino-Russian strategic partnership was in overdrive during the summer months despite the unbearable, record-setting heat in China and Russia. While the Snowden asylum issue dragged on, “Operation Tomahawk” against Syria appeared to be in countdown mode by late August. In between, the Russian and Chinese militaries conducted two large exercises, which were described as “not targeted against any third party,” a term often used by the US and its allies to describe their exercises.
