1. Recipe for Success: Israeli and Lebanese Analytical Perspectives on the Maritime Delimitation Negotiations

Abstract:
The Israel-Lebanon maritime boundary agreement is not a direct agreement between the two countries, but rather two separate agreements with the United States. It is unique: the first such agreement reached between countries with no diplomatic relations, the first between adjacent states in the Eastern Mediterranean, and the first in the region to be resolved through indirect negotiations facilitated by a mediator. A confluence of domestic and geopolitical events contributed to the signing of the agreement, including elections in Israel, the deterioration of Lebanon’s economy and the country’s descent into political crisis, and the consequences of Russia’s invasion of Ukraine for the global energy market. Effective mediation between parties was more important than the degree of trust the parties had in the mediator or the mediator’s relative neutrality on the issue. The United States was not an unbiased mediator, but because of its own incentives to deliver an agreement and its leverage over both parties it was the only possible one. International oil and gas companies influenced the negotiations, but did not directly participate in them. Due to their vested interest in securing their existing or prospective investments, they used public communications and discrete engagements with the Israeli and Lebanese governments to encourage a deal. This agreement could serve as a model for other maritime disputes by demonstrating at least two things. Firstly, solutions can be achieved when parties delink their maritime negotiations from the core issues in their bilateral relationship. Secondly, if two sides are committed to reaching an agreement, the international law of the sea is sufficiently flexible for them to find a solution, even when one party is a signatory of the UN Convention on the Law of the Sea and the other is not.

2. Syria in the US and Israeli debate on Iran

Abstract:
With presidential elections in the United States underway in November 2020[1], the only possible scenarios for Washington in the Middle East are either continuation and solidification, or a change in its Iran policy, each with different potential impacts on the geopolitical conflict between the United States, Israel, and allied Arab countries on one side and Iran and its regional Axis-of-Resistance on the other. Analysing current convergences and divergences between the United States and Israel on Syria and Iran is important to anticipate potential changes in both countries’ positions following the US election, as such changes may impact the effectiveness and even the prospect of the continuation of the United States’ so-called ‘Maximum Pressure’ campaign. The policies of the two countries on Syria and Iran became varyingly intertwined as Iran entrenched itself deeply in Syria. Nonetheless, it is important to note that Israel and the United States differ in their approaches to tackling Syria. This contribution attempts to assess the US campaign against Iran, the cost it is likely to have inflicted upon it in Syria, and the outlook of an agreement with Iran. Although we are considering US policy on Iran, the analysis here also includes the Israeli perspective. Private conversations with Israeli current and former officials have provided important insights into how Israeli officials see US policy in Syria and vis-à-vis Iran, and can add a unique contribution to the dialogue. In this analysis, we sought to address several issues. First, whether there are any incentives for Iran to concede to US demands or reach a meaningful bargain, and whether under a Biden or Trump administration a new Joint Comprehensive Plan of Action (JCPOA) could be renegotiated to include Iranian expansion in the region. We also examined the form and incentives structure that could entice Iran to offer a constructive contribution to the stability of Syria and the region. In addition, we assessed to what extent the Maximum Pressure campaign affects Iran, and whether targeting Syria with sanctions would incentivise both the Syrian government and the Syrian locals (who are working with Iran as fighters) to break with Iran. Finally, assuming that Iran is in Syria to protect its own interests, we question whether more threats to Tehran would lead to reduced presence in Syria.

Abstract:
As the Middle East continues to grapple with challenging questions of continuity and change, a group of distinguished thinkers on the region's politics and society met in Gstaad, Switzerland, to analyze current political dynamics and their implications for the region and beyond. This 11th Annual Conference organized jointly by the Geneva Centre for Security Policy (GCSP), the Crown Centre for Middle East Studies at Brandeis University, and the Gulf Research Center (GRC) aimed to take stock of developments in the Middle East over the previous year and bring about a greater understanding of the complex problems faced by a perplexingly disordered region. Following on the 10th meeting in 2012, the primary focus of the discussion was on the Arab revolutions, their overall significance and outlook as well as their impact in the region with a specific emphasis on Syria, Egypt, Lebanon, and Jordan. In addition, Iran's domestic politics and its international security implications; the GCC states and their place in the broader Middle East; as well as Israeli-Palestinian relations also featured prominently. The meeting opened by looking at the broader geopolitical and regional dynamics and concluded with a session considering policy implications in relation to present regional political dynamics. This report summarizes discussions held in the course of this meeting and in the tradition of previous reports on this Conference series, no direct, personal attributions are made herein.
