  • Abstract: Monetary instability poses a threat to free societies. Indeed, currency instability, banking crises, soaring inflation, sovereign debt defaults, and economic booms and busts all have a common source: monetary instability. Furthermore, all these ills induced by monetary instability bring with them calls for policy changes, many of which threaten free societies. One who understood this simple fact was Karl Schiller, who was the German Finance Minister from 1966 until 1972. Schiller’s mantra was clear and uncompromising: “Stability is not everything, but without stability, everything is nothing” (Marsh 1992: 30). Well, Schiller’s mantra is my mantra. I offer three regime changes that would enhance the stability in what Jacques de Larosière (2014) has asserted is an international monetary “anti-system.” First, the U.S. dollar and the euro should be formally, loosely linked together. Second, most central banks in developing countries should be mothballed and replaced by currency boards. Third, private currency boards should be permitted to enter the international monetary sphere.

  • Abstract: With the collapse of the Soviet Union, it was thought that major wars had become obsolete (Mueller 1989) and perhaps regional conflicts might be brought under control (Cederman, Gleditsch, and Wucherpfennig 2017). But, while the level of violence declined, the number of wars in the world appears to have reached a new steady state. A world that was once organized by East-West rivalry is now characterized by ethno-religious conflicts, as well as by spontaneously arising transnational terrorist organizations and criminal gangs. For various reasons, economists have become interested in investigating the causes and effects of war and other armed conflict (e.g., Coyne and Mathers 2011). This article uses a consistent measurement of these forms of violence across space and time to conduct a rigorous quantitative analysis of the effect of war on economic growth.

  • Abstract: The ratcheting up of tariffs and the Fed’s discretionary conduct of monetary policy are a toxic mix for economic performance. Escalating tariffs and President Trump’s erratic and unpredictable trade policy and threats are harming global economic performance, distorting monetary policy, and undermining the Fed’s credibility and independence. President Trump’s objectives to force China to open access to its markets for international trade, reduce capital controls, modify unfair treatment of intellectual property, and address cybersecurity issues and other U.S. national security issues are laudable goals with sizable benefits. However, the costs of escalating tariffs are mounting, and the tactic of relying exclusively on barriers to trade and protectionism is misguided and potentially dangerous. The economic costs to the United States so far have been relatively modest, dampening exports, industrial production, and business investment. However, the tariffs and policy uncertainties have had a significantly larger impact on China, accentuating its structural economic slowdown, and are disrupting and distorting global supply chains. This is harming other nations that have significant exposure to international trade and investment overseas, particularly Japan, South Korea, and Germany. As a result, global trade volumes and industrial production are falling. Weaker global growth is reflected in a combination of a reduction in aggregate demand and constraints on aggregate supply.

  • Abstract: Donald Trump was a trade “hawk” long before he became president. In the late 1980s, he went on the Oprah Winfrey show and complained about Japan “beating the hell out of this country” on trade (Real Clear Politics 2019). As president, he has continued with the same rhetoric, using it against a wide range of U.S. trading partners, and he has followed it up with action (often in the form of tariffs). While many countries have found themselves threatened by Trump’s aggressive trade policy, his main focus has been China. As a result, the United States and China have been engaged in an escalating tariff, trade, and national security conflict since July 2018, when the first set of U.S. tariffs on China went into effect and China retaliated with tariffs of its own. In this article, we explore the U.S.-China economic conflict, from its origins to the trade war as it stands today. We then offer our thoughts on where this conflict is heading and when it might end.

  • Abstract: Smuggling goods across the border between Algeria and Tunisia has created a parallel economy for marginalized border populations. Law enforcement and smugglers alike must navigate these gray zones in state authority. In Algeria, state formation remains an evolving process, as evidenced by the situation in the country’s northeastern border regions. With Algerian officials in these areas permitting smuggling of petrol and certain other commodities over the border with Tunisia and smugglers weeding out security threats even as they go about their illicit trade, the two ostensibly adversarial parties complement each other. This unusual relationship furthers the intrusion of the state into citizens’ livelihoods even as it manipulates state authority.

  • Abstract: The rift between Europe and the United States over Iran is deepening. To regain leverage, the Europeans should engage all eight Gulf states in talks about regional security and nonproliferation. The rift between Europe and the United States over Iran is deepening. Two years of U.S. maximum pressure on Tehran have not yielded the results Washington had hoped for, while the Europeans have failed to put up enough resistance for their transatlantic partner to change course. Worse, the U.S. policy threatens to destabilize the broader Persian Gulf, with direct consequences for Europe. To get ahead of the curve and regain leverage, the European Union (EU), its member states, and the United Kingdom have to look beyond their relations with the Islamic Republic and address wider regional security challenges. The United States’ incipient retreat as a security guarantor and Russia’s increased interest in the region make it necessary for Europe to engage beyond its borders. Despite being barely alive, the 2015 international nuclear deal with Iran offers a good starting point. The Europeans should regionalize some of the agreement’s basic provisions to include the nuclear newcomers on the Arab side of the Gulf. Doing so would advance a nonproliferation agenda that is aimed not at a single country but at the region’s broader interests. Similarly, the Europeans should engage Iran, Iraq, and the six Arab nations of the Gulf Cooperation Council in talks about regional security. Rather than suggesting an all-encompassing security framework, for which the time is not yet ripe, they should pursue a step-by-step approach aimed at codifying internationally recognized principles at the regional level.

  • Abstract: Taiwan needs to look not just to the energy it needs right now but also to the energy it will need ten to twenty years from now if it is to power its future. This paper focuses on two elements of the paradigmatic transformation that are especially relevant to Taiwan’s future: (1) the rise of new energy and storage technologies, and (2) the dynamics of liquefied natural gas pricing. In particular, it looks at several ways in which new investment partnerships between Taiwan and U.S. players could bolster Taiwan’s ambitious effort to build out renewable energy as a source of industrial and residential power.

  • Abstract: The professionalization of the anticorruption field has produced a cadre of capital-based NGOs with the technical expertise to be formidable government watchdogs. But at what cost? Corruption-fueled political change is occurring at a historic rate—but is not necessarily producing the desired systemic reforms. There are many reasons for this, but one is the dramatic dissipation of public momentum after a transition. In countries like Armenia, the surge in civic participation that generated 2018’s Velvet Revolution largely evaporated after the new government assumed power. That sort of civic demobilization makes it difficult for government reformers, facing stubbornly entrenched interests, to enact a transformative agenda. The dynamics in Armenia reflect a trend across the anticorruption landscape, which is also echoed in other sectors. As the field has become more professionalized, anticorruption nongovernment organizations (NGOs) have developed the legal and technical expertise to serve as excellent counterparts/watchdogs for government. Yet this strength can also be a hurdle when it comes to building credibility with the everyday people they seek to represent. The result is a disconnect between elite and grassroots actors, which is problematic at multiple levels.

  • Abstract: The central task for Russian foreign policy in the era of President Vladimir Putin has been to regain the undisputed recognition that Russia is a world power like the Soviet Union before it, a status to which Russia feels entitled.1 The United Nations (UN) is Russia’s most important venue for putting its global aspirations and achievements on display. Russia’s status as a permanent member of the UN Security Council boosts its claim to be part of a global oligarchy and grants it the power to veto or undermine initiatives that it deems contrary to its interests. The concepts underlying Russia’s use of the UN to promote its aspirations form the subject of this paper. Russia, like the Soviet Union before it, devotes great resources to its missions at the UN, especially New York and Geneva. It traditionally cultivates extensive expertise among its mission members, appointing them to UN postings several times over their careers and leaving them in place for long periods. Russian diplomats are noted for their abilities in drafting highly technical UN documents in English—none more so than Sergey Lavrov, currently Russia’s foreign minister and formerly its permanent representative to the UN from 1994 to 2004.

  • Abstract: Innovation has been a source of comparative advantage for Taiwan historically. It has also been an important basis for U.S. firms, investors, and government to support Taiwan’s development while expanding mutually beneficial linkages. Yet, both Taiwan’s innovation advantage and the prospect of jointly developed, technologically disruptive collaborations face challenges. For one, Taiwan’s technology ecosystem has been hollowed out in recent decades as personal computing (PC), component systems, and mobile device manufacturing moved across the Taiwan Strait to mainland China. Meanwhile, Taiwan’s innovation ecosystem has struggled to foster subsequent generations of startups to replace these losses in electronics manufacturing. Despite a freewheeling startup culture, internationalization has been a persistent challenge for Taiwan-based firms. Technological change and political challenges from Beijing present additional risks to Taiwan’s innovation future. In this context, it is essential that Taiwan get back to basics if it is to assure its innovation advantage. One piece of this will involve taking a hard look at the domestic policy environment in Taiwan to ensure a steady pipeline of next-generation engineering talent. Yet Taiwan also needs to address several structural and policy factors that, over the last decade, have eroded its enviable innovation advantage.

  • Abstract: The United States, Russia, and Iran have chosen markedly different approaches to security assistance in the Middle East, with dramatic implications for statebuilding and stability. The Middle East and North Africa (MENA) region is the world’s testing ground for the effectiveness of security assistance provided by global and regional powers. That security assistance has contributed to the intensity and frequency of proxy wars—such as those under way or recently wound down in Libya, Yemen, Syria, and Iraq—and to the militarization of state and substate actors in the MENA region. Security assistance is at the core of struggles for military, strategic, ideological, and even economic preeminence in the Middle East. Yet despite the broad and growing importance of security assistance for the region and for competition within it between global and regional actors, security assistance has been the subject of relatively little comparative analysis. Efforts to assess relationships between the strategic objectives and operational methods of security assistance providers and their relative impacts on recipients are similarly rare.

  • Abstract: For decades, policy debates in nuclear-armed states and alliances have centered on the question, “How much is enough?” What size and type of arsenal, and what doctrine, are enough to credibly deter given adversaries? This paper argues that the more urgent question today is, “How much is too much?” What size and type of arsenal, and what doctrine, are too likely to produce humanitarian and environmental catastrophe that would be strategically and legally indefensible? Two international initiatives could help answer this question. One would involve nuclear-armed states, perhaps with others, commissioning suitable scientific experts to conduct new studies on the probable climatic and environmental consequences of nuclear war. Such studies would benefit from recent advances in modeling, data, and computing power. They should explore what changes in numbers, yields, and targets of nuclear weapons would significantly reduce the probability of nuclear winter. If some nuclear arsenals and operational plans are especially likely to threaten the global environment and food supply, nuclear-armed states as well as non-nuclear-weapon states would benefit from actions to physically reduce such risks. The paper suggests possible modalities for international debate on these issues. The second initiative would query all nuclear-armed states whether they plan to adhere to international humanitarian law in deciding if and when to detonate nuclear weapons, and if so, how their arsenals and operational plans affirm their intentions (or not). The United Kingdom and the United States have committed, in the words of the 2018 U.S. Nuclear Posture Review, to “adhere to the law of armed conflict” in any “initiation and conduct of nuclear operations.” But other nuclear-armed states have been more reticent, and the practical meaning of such declarations needs to be clarified through international discussion. The two proposed initiatives would help states and civil society experts to better reconcile the (perceived) need for nuclear deterrence with the strategic, legal, and physical imperatives of reducing the probability that a war escalates to catastrophic proportions. The concern is not only for the well-being of belligerent populations, but also for those in nations not involved in the posited conflict. Traditional security studies and the policies of some nuclear-armed states have ignored these imperatives. Accountable deterrents—in terms of international law and human survival—would be those that met the security and moral needs of all nations, not just one or two. These purposes may be too modest for states and activists that prefer the immediate prohibition and abolition of nuclear weapons. Conversely, advocates of escalation dominance in the United States and Russia—and perhaps in Pakistan and India—will find the force reductions and doctrinal changes implied by them too demanding. Yet, the positions of both of these polarized groups are unrealistic and/or unacceptable to a plurality of attentive states and experts. To blunt efforts to stifle further analysis and debate of these issues, the appendix of this paper heuristically rebuts leading arguments against accountable deterrents. Middle powers and civil society have successfully put new issues on the global agenda and created political pressure on major powers to change policies. Yet, cooperation from at least one major nuclear power is necessary to achieve the changes in nuclear deterrent postures and policies explored here. In today’s circumstances, China may be the pivotal player. The conclusion suggests ways in which China could extend the traditional restraint in its nuclear force posture and doctrine into a new approach to nuclear arms control and disarmament with the United States and Russia that could win the support of middle powers and international civil society. If the looming breakdown in the global nuclear order is to be averted, and the dangers of nuclear war to be lessened, new ideas and political coalitions need to gain ascendance. The initiatives proposed here intended to stimulate the sort of analysis and debate from which such ideas and coalitions can emerge.

  • Abstract: As the European Union (EU) debates its new post-2020 funding instruments, EU civil society support faces a pivotal moment. The union has been fine-tuning this support in recent years and is now contemplating further reforms. Civil society around the world is undergoing far-reaching changes as new types of informal activism emerge, governments try to constrict civic activity, and digital technology has major political implications. Against this backdrop, this analysis proposes ten practical ideas for how EU civil society assistance needs to evolve. It focuses on the countries that fall under the EU’s Instrument for Pre-Accession Assistance (IPA)—Turkey and the countries of the Western Balkans—and the six states of the EU’s Eastern Partnership (EaP): Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. This research examines how EU funding mechanisms need to change and assesses whether current financing proposals are likely to be beneficial or damaging. It suggests how the EU can overcome the main challenges of supporting newer forms of activism. And it explores how the EU can best help civil society to resist the heightened repression it faces in most IPA and EaP states. To improve its civil society assistance, the EU should: 1. tie critical measures to civil society support; 2. set minimum thresholds for mainstreaming; 3. engage with unfamiliar civil society partners; 4. define clearer rules on government-organized nongovernmental organizations (GONGOs); 5. focus on systemic resilience; 6. help local fund raising; 7. widen support networks; 8. better connect civil society to politics; 9. assess the civil society impacts of other EU policies; and 10. link civil society to foreign policy. This publication does not attempt to give a comprehensive or detailed account of all aspects of EU civil society support—something Carnegie has covered elsewhere.1 Rather, it offers a snapshot of the current state of play in this area of policy at a moment when the EU is debating significant changes and is set to make decisions that will affect the future course of its civil society support.

  • Abstract: As cyber insecurity has become a growing problem worldwide, states and other stakeholders have sought to increase stability for cyberspace. As a result, a new ecosystem of “cyber norm” processes has emerged in diverse fora and formats. Today, United Nations (UN) groups (for example, the Group of Governmental Experts [GGE] and the Open-Ended Working Group [OEWG]), expert commissions (for example, the Global Commission on the Stability of Cyberspace), industry coalitions (for example, the Tech Accord, the Charter of Trust), and multistakeholder collectives (for example, the Paris Call for Trust and Security in Cyberspace) all purport to identify or operationalize various normative standards of behavior for states and/or other stakeholders in cyberspace. As some of these processes wind down (for example, the Global Commission) and others wind up (for example, the OEWG), cyber norms are at a crossroads where each process’s potential (and problems) looms large.

  • Abstract: The EU Code of Practice on Disinformation (COP) produced mixed results. Self-regulation was a logical and necessary first step, but one year on, few of the stakeholders seem fully satisfied with the process or outcome. Strong trust has not been built between industry, governments, academia, and civil society. Most importantly, there is more to be done to better protect the public from the potential harms caused by disinformation. As with most new EU instruments, the first year of COP implementation has been difficult, and all indications are that the next year will be every bit as challenging. This working paper offers a nonpartisan briefing on key issues for developing EU policy on disinformation. It is aimed at the incoming European Commission (EC), representatives of member states, stakeholders in the COP, and the broader community that works on identifying and countering disinformation.   • Abstract: Nativism has once again gained momentum in U.S. politics. This tendency to define nationhood not by values or laws but in racial, ethnic, or religious terms is not new. Yet nativism is inherently undemocratic because nativists demote citizens who have the “wrong” characteristics to, at best, second-class citizenship. As nativist voters flex their muscle, what can political parties on both sides of the aisle do to put the genie back in the bottle? Examining how Austria, Australia, Canada, France, Germany, and Italy have addressed nativism in their politics offers some useful lessons. Case studies of these countries’ experiences indicate that: Nativists can be found on both sides of the political spectrum. Though currently congregating in conservative parties globally, nativists’ preference for redistributive economics that are restricted to their preferred group make them “swing” voters who may vote for candidates on the left or right. Mainstream parties that embrace or collaborate with nativists often believe they can temper nativist preferences. Instead, they tend to absorb the nativists’ views. Nativists then either take over the establishment party or beat it in elections. Changing the subject to economic issues or other topics does not seem to work as well as addressing nativism directly. Parties that condemn and reject nativists sometimes pay short-term electoral costs but are able to keep nativists from taking over their policy agenda. Rejecting nativist politicians does not necessarily reduce the appeal of nativism. Blocking nativist politicians can lead to splinter parties and factions. It does, however, seem to keep nativism from spreading and becoming legitimized.

  • Abstract: How should a legal framework for data protection balance the imperatives of protecting privacy and ensuring innovation and productivity growth? This paper examines the proposed data protection legislation in India from the perspective of whether it maintains this balance. In December 2019, the government introduced the Personal Data Protection Bill, 2019, in parliament, which would create the first cross-sectoral legal framework for data protection in India.1 This paper argues that the bill does not correctly address privacy-related harms in the data economy in India. Instead, the bill proposes a preventive framework that oversupplies government intervention and strengthens the state. This could lead to a significant increase in compliance costs for businesses across the economy and to a troubling dilution of privacy vis-à-vis the state. The paper argues that while the protection of privacy is an important objective, privacy also serves as a means to protecting other ends, such as free speech and sexual autonomy. A framework for protecting personal data has to be designed on a more precise understanding of the role of privacy in society and of the harms that emanate from violations of individual privacy.

  • Abstract: For politically exposed persons (PEPs) with ill-gotten wealth, Dubai in the United Arab Emirates (UAE) is an alluring destination for investing their gains. Although certainly not the only place to stash money, Dubai—dubbed the commercial capital of the Middle East—exercises minimal oversight and has few legal or logistical obstacles to transferring large amounts of cash or purchasing property. PEPs, defined as individuals who are or have been entrusted with a prominent public function, are at higher risk of involvement in unlawful activity due to their positions of influence and access to assets.1 In some cases, government officials and associates who succumb to the temptation become front-page news, but in many other cases, their activities go undetected or uncorroborated, despite the efforts of local authorities and intergovernmental bodies such as the Financial Action Task Force. As a result, billions of dollars are siphoned away to the detriment of both prosperous and struggling economies and societies. The case of Nigeria—home to Africa’s largest economy and the world’s seventh most populous country—offers valuable insights into this phenomenon.2 For Nigerian PEPs in particular, Dubai is an accessible oasis far away from the political drama in their capital, Abuja, or the hustle and bustle of their biggest city, Lagos. But a dearth of specific information about Nigerian PEPs’ property in Dubai has long precluded a deeper analysis of the share of illicit financial outflows from Nigeria; that is, until 2016, when the Center for Advanced Defense Studies (now known as C4ADS) acquired the data of a private database of Dubai real estate information (dubbed the “Sandcastles” data). At least 800 properties were found to have links to Nigerian PEPs or their family members, associates, and suspected proxies. With such information and continued monitoring, Nigerian and Emirati authorities and national and international actors could ramp up their scrutiny on high-end property transactions involving Nigerian elites to ensure that these purchases are not being made with pilfered public funds. The two countries could also deepen bilateral law enforcement cooperation by sharing information and assisting investigations more responsively and routinely. For their part, Western governments, the United Nations, and other international organizations could press the UAE to make its property and corporate records more transparent.

  • Abstract: Political parties around the world face a crisis in public confidence. Many citizens view them as inaccessible and unresponsive to their concerns. Parties pose specific challenges for women, who face both formal and informal barriers to participation, including opaque nomination procedures, violence, and parties with hypermasculine cultures. The formation of new parties during periods of political transition represents a potential opportunity to break these patterns. Transitions can be openings to transform the broader political, legal, and social barriers to an inclusive kind of politics. In these moments of flux, the development of new party branches and rules, as well as the renegotiation of broader institutional frameworks, can enable women and other marginalized groups to push for greater political representation within party structures. What factors influence the level of gender inclusion in processes of party development? This question is central for policymakers, advocates, and practitioners seeking to support inclusive democracy and gender equality in transitional societies and beyond. To shed light on this topic, this study investigates gender inclusion in three types of party formation that commonly unfold during political transitions: a social movement to a party (as exemplified by Ennahda in Tunisia); an armed movement to a party (as illustrated by the African National Congress [ANC] in South Africa); and a dominant party to a breakaway party (as shown by the Mouvement du Peuple pour le Progrès [MPP] in Burkina Faso).

  • Abstract: Over the past nearly two decades, the presence of a variety of state and nonstate military and security forces has transformed the Syrian border district of Bukamal and the neighboring Iraqi district of Qa’im. Following the end of the self-proclaimed Islamic State’s caliphate, Iranian-backed militias began to play a major role in the area, turning it into a flashpoint between Iran and its allies on the one side and the United States and Israel on the other. The strain of tensions and the threat of instability are liable to ensure that this heavily securitized part of the border will remain a magnet for conflict for years to come.

  • Abstract: The tribes of Mahra, a part of eastern Yemen that borders Oman, adhere to a code of conduct that has helped the area’s inhabitants mediate disputes and contain conflict at key points in the region’s history. This has ensured a degree of stability for Mahra even in times of war. Today, as the war in Yemen continues, the region is the site of a power struggle between Saudi Arabia and Oman. The Mahri code of conduct has enabled the region to escape the worst excesses of the war and to limit Saudi influence there. Though often overlooked, the Mahri approach could offer lessons in defusing tensions between the warring parties elsewhere in conflict-ridden Yemen.

However, cyber events may also have the potential to destabilize the financial system as a whole.   • Abstract: U.S. foreign policy has not come up often in the 2020 presidential campaign. But when it has, candidates on both sides of the aisle frequently have stressed that U.S. foreign policy should not only keep the American people safe but also deliver more tangible economic benefits for the country’s middle class. The debate among the presidential contenders is not if that should happen but how to make it happen. All too often, this debate takes place within relatively small circles within Washington, DC, without the benefit of input from state and local officials, small business owners, community leaders, local labor representatives, and others on the front lines of addressing the challenges facing middle-class households. That is why the Carnegie Endowment for International Peace convened a bipartisan task force in late 2017 to lift up such voices and inject them into the ongoing debate. The task force partnered with university researchers to study the perceived and measurable economic effects of U.S. foreign policy on three politically and economically different states in the nation’s heartland—Colorado, Nebraska, and Ohio. The first two reports on Ohio and Colorado were published in December 2018 and November 2019, respectively. This third report on Nebraska has been prepared in partnership with a team of researchers at the University of Nebraska–Lincoln (UNL). To gauge perceptions of how Nebraska’s middle class is faring and the ways in which U.S. foreign policy might fit in, the Carnegie and UNL research teams reviewed household surveys and conducted individual interviews and focus groups, between July and August 2019, with over 130 Nebraskans in Columbus, Scottsbluff/Gering, Kearney, Lincoln, North Platte, and Omaha.

  • Abstract: Ambiguity about whether a weapon is nuclear-armed prior to its launch is an underappreciated, serious, and growing danger. Rising geopolitical tensions and the decay of arms control are exacerbating the risk that such pre-launch warhead ambiguity could lead to nuclear use in a crisis or conflict. Recent developments in technology—as well as potential future advances, such as the development of ambiguous intercontinental missiles—further add to the danger. A first step toward reducing these risks is to enhance awareness among decisionmakers of the causes and potential consequences of ambiguity. Unilateral and cooperative risk-mitigation measures could further reduce the danger of escalation, including in conflicts between the United States and Russia or the United States and China.

  • Abstract: This paper provides a gender analysis of the 2018-2019 Sudanese Revolution, its goals and outcomes, and the strategies employed by protestors and state security forces. To do so, it sheds a light on how protesters drew on, emphasized, and mobilized along gendered identities. It pays particular attention to the part women played in mobilization efforts in the revolution and historic (dis)continuities of their role in mass mobilization. An analysis of protest spaces brings to light the way gender roles were practiced and negotiated within the movement. Examining the state’s response to the demonstrations, the paper highlights state forces’ gender-specific strategies to intimidate protesters and their practice of sexual violence. Lastly, the analysis turns to the first months of political transition. Women’s important roles in the revolution and their challenging of traditional gender roles have not yet translated into equal political representation in the transition, although some of their human rights demands have been met. The paper concludes by urging the Sudanese interim government to include the grievances and perspectives of women and marginalized groups in the negotiation of the country’s future both at the negotiation table and in the transitional legislative body.

  • Abstract: Women make up more than 80 percent of North Korean migrants to South Korea. This paper provides a gendered analysis of their migration and offers recommendations to address the systematic oppression and abuse of North Korean migrant women and girls. Gendered human rights abuses and societal shifts in gender roles due to famine contributed to women leaving in record numbers. On the journey, often via China, women face human trafficking fueled by China’s skewed sex ratios, sexual violence, and the threat of extradition back to North Korea where defectors are imprisoned, tortured, or killed. Even those who successfully complete the journey suffer from post-traumatic stress disorder, discrimination, and difficulty adjusting into South Korean society. Interventions and policies must acknowledge the gendered dimension of migration to effectively address the harm North Korean women and girls experience.

  • Abstract: Ukrainian surrogacy companies now hold over a quarter of the global surrogacy market since a series of human rights violations caused India, Thailand, and Nepal to close their borders. Similar violations are occurring in Ukraine, including the abandonment and trafficking of children and the abuse of surrogates. The Ukrainian government is not taking action, despite concerns expressed by both lawmakers and surrogates that the industry engages in unethical practices. This paper proposes that the Hague Conference’s Experts’ Group on the Parentage/Surrogacy Project spearhead international ratification of a holistic series of policies focused on protecting women and children from exploitation.

  • Abstract: Despite growing consensus that climate change is real, manmade, and pernicious, the U.S. Congress has failed to update old laws – to say nothing of passing new ones – that might mitigate the crisis. State governments have attempted to fill the void, with California setting de facto national policy using powers delegated under the 1970 Clean Air Act (CAA). The Trump administration’s 2019 bid to revoke these powers rejects the process of “iterative federalism” and leads one to believe Trump’s agenda is both vindictive in nature and impervious to broad support for environmental regulation. Yet this support (even in electorally pivotal states like Pennsylvania) proves a weak motivating factor next to the needs of vulnerable constituencies, notably autoworkers. Trump’s agenda is rationally set by his need to attract support in states like Michigan where votes are precious and regulatory exposure is high. Long a means for the federal government to enjoy environmental progress at a safe political distance, the “California carve-out” seems to have exhausted its utility with the Trump administration, which deems all environmental regulation anathema to growth and the happiness of its base. Trump’s rationale is best understood using Conditional Pandering Theory (CPT), which predicts that presidents with middling approval numbers are apt to be led by the public as Election Day draws near and policy outcomes can be delayed. In the case of emissions, policy outcomes are immaterial so long as targeted marginal voters deliver the president a second term.

  • Abstract: This paper examines the accuracy of proxy means tests (PMTs) for identifying low-income households among migrant and refugee populations. Specifically, it develops a PMT model based on Colombia’s SISBEN system, and evaluates its ability to identify poverty among recent and established Venezuelan migrants and refugees. It finds that these groups have significantly higher rates of exclusion errors relative to native Colombians, which could prevent them from accessing valuable social services. These findings are robust to a number of specifications, and the issue is not resolved by simply including immigration status within the model. Additionally, occupational downgrading is identified as the most likely mechanism for this effect, as Venezuelan migrants and refugees in Colombia generally have lower returns to education when compared with native Colombians. These results should inspire caution when choosing to use PMTs for targeting, and it is recommended that all policymakers evaluate the accuracy of their PMTs for vulnerable subpopulations prior to implementation.

  • Abstract: The Global North’s growing demand for fresh pineapple has created a system that is disproportionately profitable for companies and consumers in those countries to the detriment of people living and working in the Global South. Since the mid-1980s the Pineapple Development Corporation (PINDECO), a subsidiary of U.S.-based Del Monte, has established a monopoly over fresh pineapple exports in southern Costa Rica. We conducted pilot research in the municipalities of Buenos Aires and San Isidro del General in 2019, where the majority of PINDECO’s production takes place. PINDECO and the Costa Rican state claim pineapple production is beneficial to national development through its contribution to Costa Rican gross domestic product and employment opportunities, but our research and recent data reveal that in pineapple producing areas in the southwest, poverty levels remain high with worsening water and food security despite PINDECO’s large profit margins. There are numerous human and environmental health concerns linked to pineapple monocropping. Intensive pesticide use often utilizes chemicals that are banned or restricted in the countries they are imported from. PINDECO has been able to evade responsibility for environmental damages and social welfare obligations to employees while maintaining a largely positive public image through a lax regulatory environment and extensive subcontracting structure. This article connects regional socioeconomic issues to the intricate power dynamics and collusion between industry and state. The findings suggest that Costa Rica is not as environmentally conscious and sustainable as its public image portrays, with pockets of profit-driven industries taking precedence over community well-being and environmental sustainability.

  • Abstract: As the unparalleled ability of big data to capture and process real-time information signals a revolution in public administration, countries around the world have begun to explore the application of the technology to government functions. At the forefront of these efforts is China, which is planning to launch the social credit system (SCS), a data-powered project to monitor, assess, and shape the behavior of all citizens and enterprises. This new frontier of digital surveillance raises questions about how the United States will incorporate data technology into its own politics and economy. This article argues that the U.S. needs a comprehensive nationwide data protection framework that places limits on surveillance by both private business and the government. Without drawing its own baseline for personal data protection, the United States risks missing the already narrowing opportunity to define its balance between democracy, security, and growth.

  • Abstract: Artificial intelligence (AI) will soon be at the center of the international development field. Amidst this transformation, there is insufficient consideration from the international development sector and the growing AI and ethics field of the unique ethical issues AI initiatives face in the development context. This paper argues that the multiple stakeholder layers in international development projects, as well as the role of third-party AI vendors, results in particular ethical concerns related to fairness and inclusion, transparency, explainability and accountability, data limitations, and privacy and security. It concludes with a series of principles that build on the information communication technology for development (ICT4D) community’s Principles for Digital Development to guide international development funders and implementers in the responsible, ethical implementation of AI initiatives.

  • Abstract: Russia’s abstention from UNSCR 1973, which allowed a no-fly zone in Libya and ultimately led to the collapse of the Qadhafi regime, has resounded across both Russian foreign policy and the security environment of the Near East. Competing theories claim the abstention was either a carefully-planned strategy or a tactical miscalculation, but the result—Russian rejection of regime decapitation and Western distaste for further intervention—is easily observed. In addition to tangible military and political benefits, the chaotic and unsustainable Libyan status quo bolsters Russia’s political capital by discrediting that of the West. Although Russia is unlikely to intervene kinetically in Libya, it can passively destabilize the country at almost no cost, stymying Western efforts to end the crisis. Only by recognizing and accommodating Russia’s interests in Libya can the West negotiate a lasting settlement for Libya and secure vital U.S. interests in the region.

  • Abstract: The Eviction Lab’s recently released dataset of evictions in the United States provides rich opportunities for exploring the effect of state and local policies on eviction rates. Just cause eviction ordinances—local laws that outline what constitutes grounds for eviction—have gained traction as a policy solution for addressing the eviction crisis. This paper analyzes the relationship between just cause eviction ordinances and eviction rates and eviction filing rates in four California cities. A difference-in-differences matched case model suggests that there is a statistically significant, large, and negative difference between eviction rates and eviction filing rates before and after the passage of just cause eviction ordinances in the four treatment cities, as compared to the difference in these rates before and after the passage of just cause eviction ordinances in matched control cities. Cities that implemented just cause eviction laws experienced lower eviction, by 0.808 percentage points, and eviction filing rates, by 0.780 percentage points, than those that did not.

  • Abstract: This paper explores the high seas as a critical space for the formulation and development of international human rights law in two inter-related areas: anti-piracy campaigns and rescue of the so-called “boat people.” While the high seas have been instrumental in promoting inter-state cooperation and coordination, I argue that they have also laid bare the limits of states’ nominal commitments to rights protection. Using historical case studies of the Vietnam crisis, Haiti arrivals to the United States, and the current marine policies of Australia, I show that states too often willfully neglect their human rights obligations. In doing so, these states might succeed in protecting their short-term interests, but undermine the foundations of international human rights regimes in the long run.

  • Abstract: This article explores what impact terrorist blacklists have on negotiated solutions to armed conflicts involving listed non-state armed groups. Even though conflicts that involve non-state armed groups do not usually end through these groups’ military defeat, governments around the globe tend to adopt hard-security approaches with regard to inner-state conflicts. Especially when groups resort to terrorist tactics, governments tend to be reluctant to engage peacefully with these actors and instead commonly rely on terrorist blacklists in order to delegitimize and restrict groups’ activities. While these blacklists are effective in criminalizing the operations of these groups, they can also severely impede peaceful dialogue and thus negatively impact the resolution of conflicts. Especially the work of NGOs and third-party peace practitioners is greatly constrained by criminalizing any form of interaction with listed groups. Additionally, in the absence of a universal definition of what constitutes a terrorist group, lists vary from country to country and the criteria for groups and individuals to get listed are often extremely vague. Furthermore, most lists fail to re-evaluate the proscribed groups on a regular basis and delisting procedures lack transparency. This article finds that blacklists severely disincentivize peaceful engagement with non-state armed groups and thus calls for a revision of contemporary proscription regimes in order to shift the focus of counterterrorism approaches towards viewing peaceful dialogue as a first option and not a last resort.

  • Abstract: A fundamental aspect of economic inequality, highlighted by Thomas Piketty’s Capital in the Twenty-first Century, is the unequal distribution of capital ownership (wealth). This not only undermines the welfare of individuals with low wealth, but exacerbates the distributional consequences of a declining labor share of income. However, policy responses to wealth inequality remain underdeveloped. This paper considers how policies that increase the private savings of low- and middle-income individuals can complement more traditional taxation and redistribution approaches. As a case study, it explores the distributional effects of Australia’s superannuation system, a private retirement savings scheme that sets a compulsory minimum savings rate for all employees. Superannuation has contributed to a more equal distribution of wealth in Australia, particularly by offsetting declines in other kinds of wealth among those at the low end of the distribution. However, loopholes have also allowed high-income individuals to use the system to save in a low-tax environment. Further work is needed to investigate the effects of compulsory savings rates on those with very low incomes.

  • Abstract: Leaders often believe that states that demonstrate disloyalty toward an ally will acquire a reputation for disloyalty, and thus damage other alliances. But in some circumstances, excessive loyalty to one ally can damage—perhaps even destroy—other alliances. The First Taiwan Strait Crisis (1954–55) shows that alliance interdependence is governed not by a reputation for loyalty, but by assessments of allied reliability.

  • Abstract: The U.S. military’s prevailing norms of military professionalism are poorly suited to meet today’s civil-military challenges. These norms, based on Samuel Huntington's objective civilian control model, argue that the military should operate in a sphere separate from the civilian domain of policymaking and decisions about the use of force. Yet, these norms also undermine the military’s nonpartisan and apolitical ethos, weaken civilian leaders' control of military activity, and undercut the country’s strategic effectiveness in armed conflict.

  • Abstract: The 1994 Agreed Framework called for North Korea to dismantle its plutonium-production complex in exchange for civilian light water reactors (LWRs) and the promise of political normalization with the United States. Today, scholars look back at the Agreed Framework as a U.S. offer of “carrots” to bribe the regime, but this framing overlooks the credibility challenges of normalization and the distinctive technical challenges of building LWRs in North Korea. Political and technical analysis reveals how the LWR project helped build credibility for the political changes promised in the Agreed Framework.

  • Abstract: China’s coercive behavior in the post–Cold War period suggests three patterns. First, China uses coercion when it wants to establish a reputation for resolve. Second, China has been a cautious bully, resorting to coercion only infrequently. Third, when China perceives the “geopolitical backlash cost” of military coercion to be high, it chooses instead to use sanctions and grayzone coercion. (“Geopolitical backlash cost” refers here to the possibility that the target state will seek to balance against China, with the potential for U.S. military involvement.) When China perceives the geopolitical backlash cost to be low, it is more likely to use military coercion.

  • Abstract: The global energy transition has reached an inflection point. In numerous markets, the declining cost of solar photovoltaics (PV) has already beaten the cost of new-build coal and natural gas and is now chasing down operating costs of existing thermal power plants, forcing a growing crowd of thermal generation assets into early retirement. Perfect comparability between dispatchable and non-dispatchable resources invites debate, but the cost declines in solar PV are irrefutable: the global average unit cost of competitively-procured solar electricity declined by 83 percent from 2010 to 2018. This is due in part to module cost reductions of approximately 90 percent, capacity-weighted average construction cost declines of 74 percent, and a global paradigm shift in renewable energy procurement policies in the last six years.

  • Abstract: History is the storyteller that holds all truth, yet when she speaks, much of mankind closes its ears. Hasan Nuhanović, a survivor of the 1995 Srebrenica Genocide committed by a Bosnian Serb militia, narrates his family’s harrowing journey through Bosnia in The Last Refuge: A True Story of War, Survival, and Life under Seige in Srebrenica. Though Nuhanović’s story is tragic, it is not uncommon. He makes this clear from the beginning, writing, “I did not write this book to tell my own story” (5). Rather, his story embodies the experiences of eight thousand Bosniaks who were executed by Serb forces on July 11, 1995, and brings to mind the millions of genocide victims worldwide who have been mercilessly slaughtered in the past century.

  • Abstract: Tensions in the South China Sea continue to rise. China’s People’s Liberation Army Navy (PLAN)’s Rear Admiral Lou Yuan, regarded as a hawkish military commentator, recently proclaimed that the continuing dispute over the ownership of the South China Sea could be resolved by sinking two US aircraft carriers. Statements like these result in a legitimate fear that China’s increasing presence in the South China Sea might spark a kinetic military conflict with the United States. However, while most Western scholars and media are paying excessive attention to the rise of China, few are contemplating China’s weaknesses in the region. Despite China’s constant verbal objections and rising tensions with the United States in the last century, the world has yet to witness any major military confrontation between the two superpowers. China will continue to avoid directly confronting the United States in the South China Sea for at least another decade because China’s military remains immature and defective.

  • Abstract: When I visited Iran this summer, severe panic attacks, depression, and anxiety—longstanding byproducts of post-traumatic stress disorder—caused me to seek out a trauma therapist. After weeks of contacting Iranian pharmacies, hospitals, charities, and relief organizations, my prescriptions for Zoloft, Xanax, Ativan, and Clonazepam remained unfilled. Since the United States exited the Iranian nuclear deal (JCPOA) and imposed new sanctions, this kind of shortage has become commonplace.

  • Abstract: In 2015, Ireland became the first country in the world to introduce same-sex marriage through a national referendum vote. The decision to introduce equal marriage received a great deal of attention, and not just because it was the first positive referendum decision on this issue; the vote was also preceded by a citizens’ assembly which recommended the referendum and endorsed a “yes” vote. The resounding victory for the liberal position provided definitive evidence of Ireland’s shift from a conservative, inward-looking European periphery state to a modern, liberal, and inclusive republic.

  • Abstract: In February 2019, Pope Francis became the first pope to visit the United Arab Emirates (UAE). Like John-Paul II before him, he has also visited Egypt, and he went to Morocco in March 2019. The pope participated in a colloquium on “human fraternity” and interreligious dialogue sponsored by the UAE-based Muslim Council of Elders—the brain-child of Sheikh Ahmed el-Tayeb, the grand imam of Egypt’s Al-Azhar, the most important Sunni Muslim university in the world. The Council of Elders sponsors initiatives to engage young Muslims on Islamist ideology by promoting a more “authentic” interpretation of Islam. Islamist violence—with its beheadings and mass executions—has provoked disgust across the Muslim world and is causing young Muslims to become more distant from their imams and mosques. It is becoming clear to many Muslim intellectuals in Egypt, Iraq, and Lebanon that, in order to defeat Islamism, there needs to be greater dialogue and coexistence with Christians. Pope Francis is attempting to lead the way, extending his “culture of encounter.”

  • Abstract: Afghanistan’s presidential election took place on September 28, 2019, with less than 2 million people participating out of 9.7 million registered voters. Taking into consideration Afghanistan’s total population of 35 million, the turnout was a historic low—a problem further amplified by the fact that the government poured a huge amount of financial and human resources into election preparation. The main explanation for such low turnout is twofold. On the one hand, security threats such as suicide attacks or gun violence—which reached their peak during the presidential election campaigns—deterred many people from going to polling stations. On the other hand, Afghans have become wary about determining their own political fate because, for decades, regional and international powers have steered the political wheel in Afghanistan, rather the people. After four months, election results have still not been announced, leading to further speculation and anxiety among a population which has already been the victim of four decades of violent conflict in the country. This anxiety is further exacerbated by the ongoing “peace” negotiations with the Taliban. Afghan people have learned from experience that, even in the best-case scenario of the election results or peace negotiations, they cannot hope for new justice measures to heal their wounds. As demonstrated by the experience of Afghanistan and other countries, peace and security will not last without addressing the people’s demands for justice.

  • Abstract: Recent discussions on the Turkish state’s actions, which have devastated Kurdish people within and outside of its borders, suffer from a familiar deficiency: they neglect the historical and cultural foundations of the dynamics that placed the Kurdish people at the center of Turkey’s national security policy. Serious human rights violations and voter suppression in southeast Turkey, the massacre of Kurdish people in various parts of northern Syria, and purging of Kurdish politicians on false accusations are all extensions of Turkey’s decades-long, repeated policy mistakes, deeply rooted in its nationalist history. Unless there is a seismic shift in the drivers of Turkish security policy, especially as it pertains to the Kurdish people, Turkey is bound to repeat these mistakes. Furthermore, threat externalization with linkage to legitimacy of rule will further erode the democratic institutions of the state and other authentic aspects of Turkish identity.

  • Abstract: The Soma Mine Disaster (SMD) was the most massive mine disaster of the twenty-first century, with 301 fatalities. This was due to a mine fire in an underground coal mine. Although mine fires usually do not cause a large number of casualties in comparison with other explosions in underground coal mines, the SMD has an anomaly. The cause of the mine fire has not been precisely determined, though various groups of experts developed several hypotheses. Most of the fatalities were due to an inadequate safety culture, unstructured organizational and human performance, and improper decision-making and risk perception during the emergency management. So far, only minimal steps have been taken to improve the safety standards of the coal mines. Larger improvements are necessary to address the variety of factors that contributed to the disaster.

In her debut collection, The Verging Cities, Scenters-Zapico explores immigration, marriage, and femicide in the realm of border culture and identity [1]. She expands these themes in her second collection, Lima :: Limón, where she creates a scathing depiction of the brutal machismo that conditions a Mexican woman’s experience. Lima :: Limon is especially personal to Scenters-Zapico. Her lyrical passages draw from the music of her childhood. In an age where distorted narratives about immigration lead to family separation and threaten asylum seekers, Lima :: Limon’s intimacy is especially critical. Unlike the efficacy of border policy or trade negotiations, Scenters-Zapico’s personal narrative is undeniable—as are the harrowing experiences of millions of Mexican women.

  • Abstract: The conflict in Ukraine has received renewed attention in Washington D.C., and it is worth considering the relevance of this conflict to US national security interests. The open conflict in eastern Ukraine since 2014 has been part of a larger hybrid war, including political and information warfare, cyber warfare, assassinations, promotion of corruption, and traditional (kinetic) warfare carried out by destructive geopolitical actors (DGAs) [1]. The conventional conflict cannot be taken out of context, and it is the less visible and “dark” aspects of hybrid warfare that should particularly worry the United States. Hybrid warfare consists of a wide spectrum of attacks, from conventional to covert, carried out to destabilize one’s opponent. Rather than being isolated incidents, cyber attacks often represent part of a wide spectrum of coordinated, offensive strategies against countries like Ukraine and the United States.

  • Abstract: With a few exceptions, armed civil wars are no longer commonplace in Africa, but anti-government protests are. Instead of armed rebels, unarmed civilians are challenging regimes across Africa to reconsider their governance practices and deliver both political and economic change. In their responses, regimes in countries like Zimbabwe, Cameroon, Rwanda, and Burundi have favored the combat mode—responding to dissent with military and repressive means. With few options, civilian movements look to the United States for protection and support while their governments look to China for reinforcement. If the United States seeks to reassert its influence in Africa and strengthen its democratic influence, its strategy needs to go beyond counterterrorism and respond to Africa’s pressing needs while supporting the African people in their quest for democracy and human rights.

  • Abstract: Civilian governance in Pakistan has never lasted longer than eleven years. 2019 is the eleventh year since General Pervez Musharraf resigned the presidency and fears of a coup may exist, but one is not probable—at least not in the near-term future. In fact, two recent Chiefs of Army Staff (COAS)—Generals Kayani and Raheel in 2009 and 2014, respectively—considered taking, but decided not to take, direct control of the government. These decisions demonstrate that military rule is no longer necessary because the Army has already attained its major goals of de facto control of the country’s nuclear and missile programs, key foreign relationships, the military budget, and national security decision-making. In effect, the military has achieved what I have previously termed a “coup-less coup.” Instead of the traditionally fraught civil-military relationship, it seems that, for the first time in Pakistan’s turbulent history, the government and military agree on the three major issues facing Pakistan: domestic politics, the economy, and India. However, key variables, such as economic stability, could quickly change the course of this relationship.

This effort, which has ballooned China’s defense spending to 620 percent of its 1990 level, is beginning to bear real fruit.   • Abstract: Transnational solidarity movements have typically flowed from a central point located in the West, particularly in the United States, to the East and the Global South. Shadi Mokhtari describes this phenomenon as the “traditional West-to-East flow of human rights mobilizations and discourses.” Viewed individually, this phenomenon is not problematic in all cases. However, as Mokhtari argues, this one-directional flow of human rights politics precludes non-Western non-governmental organizations (NGOs) from weighing in on human rights violations committed in the United States. Human rights violations in the United States are typically experienced by marginalized communities, from the mass incarceration and disenfranchisement of African-Americans to the detention and ill-treatment of immigrants, migrants, and refugees. For a truly global human rights movement to emerge—one that is not grounded in Western paternalism and perceived moral superiority—this must change.

  • Abstract: Alcohol: No Ordinary Commodity, a book sponsored by the World Health Organization (WHO) and boasting fifteen international authors, describes alcohol policies as authoritative decisions made by government or non-government groups designed to minimize or prevent the adverse consequences of alcohol consumption. This compilation of high-quality research and advice, in addition to the WHO’s other channels of communication, provides a blueprint for action for WHO member states designed to help governments around the world make national policies. This is necessary because many countries have no clear alcohol policies at all. Uganda, for example, has not reviewed its liquor laws since the 1960s, and China has no systematic data collection, legally enforceable drinking age, nor regulation over sales, despite rising alcohol consumption.

Why does it matter? Efforts by Baku and Yerevan, including through limited diplomacy, a communication channel set up in 2018 and an agreement between the two sides to safeguard farmers, have largely failed to create conditions that would deter people from leaving border areas. Violence there also risks permanently damaging wider peace efforts. What should be done? The two sides should use the communication channel to warn each other about planned engineering works or other activities that might be misconstrued and lead to escalation. They should begin talks on limited cooperation to allow farmers to harvest crops, repair water networks and clear mines.

  • Abstract: What’s new? Ukrainian President Volodymyr Zelenskyy came to power in 2019 promising to bring peace to Ukraine’s Donbas region, where government and Russian-backed separatist forces are locked in low-level combat. Yet a full, sustained ceasefire remains elusive. Although casualties have dropped from their 2014-2015 peak, fighting continues to kill soldiers and civilians. Why does it matter? Each of the warring parties wants a ceasefire but only if it will lead to peace on its own terms. All prefer to tolerate continued fighting rather than stop the shooting under conditions they deem unfavourable. What should be done? A comprehensive ceasefire is likely unattainable under today’s political conditions. In its absence, the parties should pursue sectoral bilateral disengagements with clear humanitarian and related goals, even as they seek a durable political settlement through talks.

  • Abstract: What’s new? In August 2019, India unilaterally revoked Jammu and Kashmir’s semi-autonomous status, redrew its internal boundaries, and scrapped Kashmiris’ exclusive rights to immovable property and access to government jobs. To quell potential protests, the authorities ordered an unprecedented crackdown, which included detaining almost all local politicians and a months-long communications blackout. Why did it happen? Revocation of the Indian constitution’s Article 370, which gave Kashmir its previous status, had been on the Bharatiya Janata Party’s agenda for decades. Emboldened by its landslide win of a second term in May 2019, the government ordered the state’s overhaul soon afterward, without consulting Kashmiri politicians or society. Why does it matter? New Delhi claimed that its bold move would help bring peace and development to the region after three decades of conflict. One year later, its reforms, coupled with heavy-handed counter-insurgency tactics, have only exacerbated Kashmiri alienation and raised tensions with Pakistan. Kashmir’s youth continues to join militant ranks. What should be done? While New Delhi appears unlikely to reverse course, its international allies should strongly encourage it to restore Kashmiri statehood, free detained politicians and end security forces’ abuses against civilians. Pakistan’s partners should push harder for it to stop backing anti-India jihadists. Both countries should abide by their 2003 Kashmir ceasefire.

  • Abstract: What’s new? On 29 February 2020, the United States and the Taliban signed an agreement meant to prompt peace talks between the militant group and the Afghan government. Many issues have delayed those talks, including widespread concerns about the Taliban’s willingness to compromise in a political settlement ending the war. Why does it matter? The U.S.-Taliban deal opened a fragile window of opportunity to settle the world’s deadliest conflict. But for talks among Afghans to progress, the Taliban will need to move beyond vague governing principles and put forth concrete negotiating positions on reconciliation, power sharing and governance. What should be done? The Taliban should swiftly determine clear negotiating positions and be prepared to debate – and eventually reach compromises – on these as intra-Afghan talks unfold. The U.S. and other donors should leverage prospects of post-transition assistance as encouragement, while the Afghan government and civil society should engage the group and its ideas.

  • Abstract: What’s new? A U.S. resolution seeking to extend UN arms restrictions on Iran beyond their October 2020 expiration failed at the Security Council. Washington has asserted that it will claim the right to unilaterally restore UN sanctions, which were terminated as part of the 2015 nuclear agreement. Why does it matter? Any U.S. attempt to reimpose sanctions will be controversial, given the Trump administration’s withdrawal from the 2015 Iran nuclear deal, and likely to create deadlock at the Security Council. The administration’s goal is clear: kill the deal or make it that much harder for a successor administration to rejoin it. What should be done? The remaining parties to the deal should be united in resisting Washington’s efforts, as should other Security Council members. They should essentially disregard a U.S. “snapback” – restoring sanctions – as ineffectual, obstruct attempts to implement it and discourage Iran from overreacting to what will end up being a symbolic U.S. move.

Others are under surveillance. The fate of the rest is murky. Why does it matter? ISIS’s diminished stature and measures adopted by the Turkish authorities have spared Turkey from ISIS attacks for more than three years. But while the threat should not be overplayed, it has not necessarily disappeared. That Turkish returnees turn their back on militancy is important for national and regional security. What should be done? Ankara’s approach toward returnees or others suspected of ties to jihadism relies mostly on surveillance and detention. The government could consider also offering support for returnees’ families, alternatives for youngsters at risk of being drawn into militancy and support for returnees released after serving ISIS-related jail time.

Why does it matter? The war has killed more than 112,000 people and has left 24 million in need of some form of humanitarian assistance. The pandemic could further decimate a population lacking access to health care and particularly vulnerable due to malnutrition. The worst may be prevented if the war can be halted. What should be done? The Yemeni government and Huthis should right-size expectations regarding a political settlement and accept inclusion of other political and armed factions in UN-led negotiations. The UN Security Council should draft a resolution calling for an immediate ceasefire and inclusive settlement and table it if the parties stick to their positions.

  • Abstract: With the Syrian regime’s offensive in Idlib paused, the time is now for a deal sparing the rebellion’s last stronghold the full wrath of reconquest. The parties should pursue an improved ceasefire including the regime, Russia, Turkey and the Islamist militants entrenched in the province. What’s new? A Russian-backed Syrian regime offensive against rebel-held Idlib halted when Russia and Turkey negotiated a ceasefire in March. Turkey is sending reinforcements, signalling a military response to what it deems a national security threat. For now, this step may dissuade Russia from resuming the offensive, but the standoff appears untenable. Why does it matter? Successive Russian-Turkish ceasefires in Idlib have collapsed over incompatible objectives, diverging interpretations and exclusion of the dominant rebel group, Hei’at Tahrir al-Sham (HTS), which is UN-sanctioned and considered by Russia and others a terrorist organisation. A Russian-backed regime offensive to retake Idlib likely would result in humanitarian catastrophe. What should be done? All actors should seek a more sustainable ceasefire – optimally including HTS, notwithstanding legitimate concerns about the group – that avoids the high military, political and humanitarian price of another offensive. Turkey should push HTS to continue distancing itself from transnational militancy and display greater tolerance for political and religious pluralism.

  • Abstract: Fighting in Myanmar’s Rakhine State is taking a rising toll. It will hinder any effort to contain COVID-19 or resolve the Rohingya crisis. Rather than trying to defeat the Arakan Army, Naypyitaw should negotiate with ethnic Rakhine, endeavouring to convince them of electoral democracy’s benefits. What’s new? The eighteen-month armed conflict between state forces and the Arakan Army in Rakhine State is Myanmar’s most intense in years. It shows no sign of de-escalation and the COVID-19 threat has not focused the parties’ minds on peace. The government’s designation of the group as terrorist will make matters worse. Why does it matter? The conflict is taking a heavy toll on civilians, with a peaceful settlement appearing more remote than ever. Without a settlement, the future of Rakhine State looks bleak, and addressing the state’s other major crisis, the situation of the Rohingya, will be even more difficult. What should be done? The conflict cannot be resolved on the battlefield. Rather than trying to prevail militarily and relying on inadequate humanitarian measures to cushion the blow, the government needs a political strategy to address Rakhine grievances and give the community renewed hope that electoral democracy can help them achieve their aspirations.

  • Abstract: Federal forces now patrol Kirkuk, the diverse, oil-rich province disputed between the central and Kurdish regional governments. The arrangement is unsettling communal relations, with Kurds feeling excluded. With outside help, Baghdad and Erbil should design a joint security mechanism including a locally recruited multi-ethnic unit. What’s new? In October 2017, the Iraqi army restored central government control over the disputed Kirkuk governorate and its oil fields in the country’s north. Since then, multiple federal forces including paramilitaries have policed the area. The new arrangement reassured the province’s Arabs and Turkmen but left local Kurds feeling abandoned. Why did it happen? The federal government’s move into Kirkuk was triggered by a Kurdish independence referendum staged the previous month, which raised Baghdad’s concerns that the Kurdistan Regional Government in Erbil would declare Kurdish statehood and annex Kirkuk, other disputed territories and their petroleum riches. Why does it matter? Finding an equilibrium that satisfies Kirkuk’s three main ethnic groups by ensuring that none dominates the security apparatus at the others’ expense is a fundamental condition for the area’s stability. Only such a configuration will ensure peaceful coexistence and help prevent a resurgence of the Islamic State. What should be done? With international support, Baghdad and Erbil should establish joint security management in Kirkuk that includes a locally recruited multi-ethnic force under federal command. This arrangement would help protect the area from renewed insurgency, contribute to intercommunal peace and lay the foundations for an eventual settlement of Kirkuk’s status in Iraq.

Donors should put together an emergency package but condition further aid upon reforms to tackle corruption, a major grievance driving protest. What’s new? The impact of the COVID-19 pandemic on Lebanon’s economy, which was already slowly imploding, has brought it to the brink of total collapse. Since October 2019, popular protests have pushed for greater accountability from an elite that, having engorged itself, seems incapable of instituting critical reforms. Why does it matter? The accumulation of crises is driving ever greater numbers of Lebanese into absolute poverty. While the lockdown is gradually easing, the loss of jobs and purchasing power triggered new protests that are turning violent and may prefigure the disintegration of state capacity and institutions. What should be done? Lebanon will need emergency external assistance to ward off the worst social consequences of the crisis. Beyond that, external actors and donors seeking to help the country exit the crisis should focus on efforts geared at rooting out corruption and clientelism.

  • Abstract: Elections in 2022 will bring an autonomous regional government to the Bangsamoro, a part of the southern Philippines long riven by rebellion. To prepare for the 2014 peace deal’s last test, the area’s interim self-rule entity needs to accommodate the big families that dominate its politics. What’s new? One year after taking office, following a landmark peace agreement, the Bangsamoro Transition Authority is trying to set the stage for regional stability and durable peace in Muslim Mindanao. In doing so, it needs to deal with powerful political clans that may provoke tensions in the run-up to 2022 elections. Why does it matter? Clans are predominant in the Bangsamoro Autonomous Region’s politics, which could lead to tensions with the new authority. Confrontations among armed families could reverse peace process gains, as could a falling-out between the Moro Islamic Liberation Front, the former rebel group, and clans if the transition goes awry. What should be done? The Bangsamoro transitional government should create a strong regional institution that is pragmatic in finding arrangements with political families and capable of curbing inter-clan feuding as well as overcoming clan-linked patronage networks. Donors should support efforts to ensure the state’s primacy over kinship interests through a broad funding portfolio.

While neither government seeks a full-fledged war, a string of dangerous tit-for-tat exchanges amid mounting hostile rhetoric underscores the potential for a bigger military clash. Why does it matter? Due to limited communication channels between Tehran and Washington, an inadvertent or accidental interaction between the two sides could quickly escalate into a broader confrontation. The risk is especially high in the Gulf, where U.S. and Iranian military vessels operate close to one another. What should be done? The U.S. and Iran should open a military de-escalation channel that fills the gap between ad hoc naval communications and high-level diplomacy at moments of acute crisis.   • Abstract: For years, Gulf powers have mulled the notion of regional dialogue to calm existing crises and head off new ones. Today, with several active Middle Eastern conflicts, all sensitive to rising U.S.-Iran tensions, it is an idea whose time has come. What’s new?* Middle East tensions spiked in the past year following attacks on oil tankers and Saudi oil facilities, the U.S. killing of a senior Iranian commander and Iranian military retaliation. Some of Washington’s allies, losing confidence the U.S. will reliably extend military protection, have started making cautious diplomatic overtures to Iran. Why does it matter? While these tentative steps toward de-escalation are welcome, they risk being inadequate, particularly in the absence of regular, high-level communication channels among potential conflict actors. Existing UN-led mechanisms for resolving individual conflicts, such as Yemen, are worthwhile but insufficient to lessen region-wide tensions. What should be done? Diplomatic efforts are needed to both de-escalate tensions and make progress toward resolving regional conflicts. Gulf actors, supported by external stakeholders, should consider launching an inclusive sub-regional dialogue aimed at reducing the risk of inadvertent conflict by opening new communication channels.

  • Abstract: To help Ukraine find peace, the EU, NATO, and member states must seek new approaches to arms control discussions with Russia and European security as a whole. They should also consider a more flexible sanctions policy, such that progress in Ukraine may lead to incremental easing. What’s new? Russia’s Ukraine policy, including its military intervention, is driven both by Moscow’s goals in Ukraine itself and its longstanding desire to revise Europe’s security order. Western responses are similarly driven by both Ukraine-specific and Europe-wide interests. A sustainable peace plan must address both sets of factors. Why does it matter? Efforts to make peace in Ukraine by solving problems specific to Ukraine only will fail, because the causes of the conflict are both local and geostrategic. A truly sustainable peace should address European security as a whole to make Russia, its neighbours and the entire continent safer. What should be done? European states should engage Russia in discussions of European security, including regional and sub-regional arms limitations. They should also consider adjusting the current sanctions regime to allow for the lifting of some penalties if Russia contributes to real progress toward peace.

But fighting with Field Marshal Khalifa Haftar’s forces has since escalated, threatening a protracted conflict. Both Ankara and Haftar’s regional backers should urge their allies toward a return to negotiations and a ceasefire. What’s new? In January, Turkey stepped up military support to Libya’s UN-backed government of Prime Minister Faiez Serraj, stalling an offensive by forces allied with Field Marshal Khalifa Haftar. Its foray, underpinned by its own strategic, political and economic interests, has further complicated the already multi-layered Libyan crisis. Why does it matter? Turkey’s intervention has neither de-escalated the conflict nor yielded productive negotiations between rival political and military factions. It has instead exposed a different risk: the more outside actors provide military hardware and fighters to their respective Libyan allies, the longer the conflict may last and the deadlier it may become. What should be done? As Turkey’s intervention appears not to be producing a ceasefire or a return to negotiations, and since no outside actor is likely to back out unilaterally, Ankara should engage with other external players involved in the conflict to explore potential compromises regarding their respective interests in Libya and beyond.

  • Abstract: Eighteen years after the U.S. war with Afghanistan’s Taliban began, all sides are taking the first formal steps toward a political settlement. From designating a neutral mediator to agreeing on “rules of the road”, Crisis Group lays out twelve prerequisites for keeping the talks going. What’s new? On 29 February, the U.S. and Taliban signed an agreement on a phased U.S. military drawdown, Taliban guarantees to sever ties with terrorist groups, and swift initiation of peace negotiations among Afghan parties to the war. These intra-Afghan negotiations could commence as soon as 10 March. Why does it matter? Intra-Afghan negotiations would be the first formal step to politically settle Afghanistan’s conflict since the U.S. toppled the Taliban regime in 2001. The U.S.-Taliban deal sets the stage for those talks, but it does not resolve issues among the Afghan parties that could prevent them from making progress. What should be done? All parties have crucial preparations to make, both before intra-Afghan negotiations start and during the talks’ early stages.   • Abstract: Venezuela’s political showdown appears deadlocked. President Nicolás Maduro remains firmly in place over a year after the opposition behind Juan Guaidó mounted its campaign to supplant him. The gap between the sides is wide, but conversations with pragmatists reveal the outlines of a potential compromise. What’s new? Talks to resolve Venezuela’s political crisis broke down in September, and January’s government takeover of parliament dims prospects of their resumption. While the outlines of a possible agreement are visible, the government’s unwillingness to compromise and the opposition’s lack of realism have, so far, put a solution out of reach. Why does it matter? The country is mired in political conflict and continues to suffer from hyperinflation, high levels of criminal violence, crumbling public services, severe poverty and malnutrition. Millions have emigrated, provoking a regional refugee crisis. What should be done? Outside parties with ties to either side should put forward a possible settlement – including measures to ensure a level playing field ahead of 2020 parliamentary polls and, later, a presidential election, together with the gradual lifting of U.S. sanctions – and press both to accept it as a basis for negotiations.

  • Abstract: A Huthi offensive threatens to engulf Marib, a province controlled by Yemen’s internationally recognised government and full of internally displaced people. Outside powers should act now to halt the fighting, which could deepen the existing humanitarian crisis and ruin peace efforts elsewhere in the country. What’s new? A showdown looms in Yemen’s Marib governorate between the Huthis, who control much of north-western Yemen, and forces allied with the internationally recognised Yemeni government. Why does it matter? An all-out battle for Marib could precipitate an enormous humanitarian disaster, as the province hosts at least 800,000 Yemenis already displaced from homes elsewhere. It could also scotch already dwindling chances of a nationwide de-escalation that in turn could lead to talks to end the war. What should be done? Outside powers should urgently convene an international contact group under UN auspices to press for a comprehensive ceasefire and inclusive negotiations to stop the war. The Huthis and Yemeni government should drop maximalist demands, and Saudi Arabia should work with the U.S., UN and others to halt the hostilities.

  • Abstract: In the years right after apartheid fell, South Africa was a leader in continental diplomacy, brokering peace accords and bolstering multilateral institutions. Its role subsequently diminished, but today it is well placed to make a positive difference in several trouble spots. What’s new? Midway through its term on the UN Security Council, and having just become chair of the African Union, the South African government led by Cyril Ramaphosa has a strong platform from which to reassert Pretoria’s continental leadership in efforts to mitigate Africa’s violent conflicts. Why does it matter? As Africa deals with more challenges to regional stability than it can readily handle, South Africa’s re-emergence as a leader in conflict prevention would be good for Pretoria, good for a continent that continues to prefer African solutions to African problems and good for the people of conflict-affected areas. What should be done? South Africa should enhance its focus on Burundi, the Democratic Republic of Congo and South Sudan, which lie at the intersection of national, AU and UN priorities. Pretoria should also redouble efforts to steer neighbouring Zimbabwe away from crisis.

  • Abstract: Isolated from the international community, Myanmar is deepening its dependence on China. But closer ties, Beijing-backed megaprojects and private Chinese investment carry both risks and opportunities. Both states should proceed carefully to ensure local communities benefit and avoid inflaming deadly armed conflicts. What’s new? The Rohingya crisis has strained Myanmar’s relations with the West and much of the Global South, pushing it to rely more on diplomatic and economic support from China. With a China-Myanmar Economic Corridor proceeding, and smaller private-sector projects proliferating, China’s investments in Myanmar are poised to shift into higher gear. Why does it matter? Many of these projects are located in or near areas of active armed conflict, and are often implemented without sufficient transparency, consultation with local communities or awareness of the local context. They risk empowering armed actors, heightening local grievances and amplifying anti-Chinese sentiment, which could lead to a popular backlash. What should be done? China needs to take more responsibility for ensuring that its projects benefit local communities and Myanmar’s economy, and do not exacerbate conflict. The Myanmar government should enhance its China expertise to negotiate and regulate projects more effectively. Both sides need to practice greater transparency and meaningful community consultation.

  • Abstract: Trafficking – a catch-all term for illicit movement of goods and people – has long sustained livelihoods in northern Niger. But conflicts are emerging due to heightened competition and European pressure to curb migration. Authorities should persevere in managing the extralegal exchange to contain violence. What’s new? Niger’s informal systems for managing violence related to drug, gold and people trafficking in the country’s north are under strain – due in part to European pressure to curb migration and in part to increased competition over drug transport routes. The discovery of gold could bring new challenges. Why does it matter? Tacit understandings between the authorities and traffickers pose dangers, namely the state’s criminalisation as illicit trade and politics become more intertwined. But the collapse of those understandings would be still more perilous: if trafficking disputes descend into strife, they could destabilise Niger as they have neighbouring Mali. What should be done? Niger should reinforce its conflict management systems. Action against traffickers should focus on those who are heavily armed or engage in violence. Niamey and external actors should reinvigorate the north’s formal economy. European leaders should ensure that their policies avoid upsetting practices that have allowed Niger to escape major bloodshed.

  • Abstract: Talks to end the insurgency in Thailand’s southernmost provinces have repeatedly encountered obstacles, including the main rebel organisation’s abstention from the current round. With a new Thai official taking charge, and inviting that group to rejoin, both parties should drop objections that have hindered progress. What’s new? A peace dialogue process between the Thai government and Malay-Muslim separatists may be entering a new phase after stagnating for more than a year. A new Thai delegation chief has called for direct talks with the main insurgent group, Barisan Revolusi Nasional, which has rejected the existing dialogue. Why does it matter? Though the level of violence in Thailand’s deep south has declined over the years, recent attacks in Bangkok and Yala highlight the continuing threat. Meanwhile, civilians remain caught up in a protracted conflict that has claimed more than 7,000 lives since 2004. What should be done? The dialogue process needs a reboot, with Barisan Revolusi Nasional included. That group should prepare to engage constructively. Bangkok should overcome its aversion to international mediation and cease equating decentralisation with partition. The Thai government and Malaysia, the dialogue facilitator, should consider how to incorporate external mediation.

  • Abstract: The African Union is best positioned to send peacekeepers to the continent’s various war zones. But it often lacks the funds available to the UN’s blue helmets. A compromise over co-financing peacekeeping missions would serve the conflict prevention goals of both institutions. What’s new? Attempts to reach agreement upon a UN Security Council resolution on using UN assessed contributions to co-finance African Union (AU) peace support operations have ended acrimoniously, damaging relations between the Council and the AU Peace and Security Council. Discussions are now on hold, offering the parties an opportunity to clarify positions. Why does it matter? Access to UN financing offers the hope of predictable and sustainable funding for vital AU peace operations, whose offensive mandates are often better suited to current conflict dynamics in Africa. An AU summit in February 2020 could determine if and how the proposal is pursued. What should be done? The UN and AU should pursue a compromise. It could involve agreeing to treat AU troop contributions as in-kind payment, creating a joint mechanism for monitoring human rights compliance, and stipulating that a commander reporting to both institutions will lead co-financed missions.

  • Abstract: Most Syrian refugees in Lebanon have thought many times about going home but in the end deemed the risks too great. Donors should increase aid allowing the Lebanese government to continue hosting the Syrians, so that any decision they make to leave is truly voluntary. What’s new? Pressure on Syrian refugees in Lebanon to return home is rising. Although Syria remains unsafe for most, refugees are trickling back, escaping increasingly harsh conditions in Lebanon and hoping that the situation will improve back home. Procedures that clarify refugees’ legal status are making return more plausible for some. Why does it matter? While even a small number of successful repatriations represents positive news, conditions are too dangerous for mass organised returns. Yet the Syrian government and some Lebanese political factions increasingly insist that it is time for large-scale returns to begin. What should be done? Donors should plan for many refugees to stay for many years, and provide support to help Lebanon meet Syrians’ needs, ease the burden on Lebanon’s economy, and reduce friction between refugees and their Lebanese hosts. The Lebanese government can take additional administrative steps to ease voluntary returns.

  • Abstract: The credibility of any alliance depends on its ability to deliver deterrence and defence for the safety and secu- rity of its members. Without capability, any alliance is deprived of credibility and exists only on paper. De- spite a rocky history – up to and including the current debate on burden-sharing – capability lies at the heart of NATO’s success. There is good cause to draw opti- mism from the Alliance’s accomplishments throughout its 70 years in providing a framework for developing effective and interoperable capabilities. However, the future promises serious challenges for NATO’s capabilities, driven primarily by new and dis- ruptive technology offering both opportunities and threats in defence applications. Moreover, develop- ments in these areas are, in some cases, being led by potential adversaries, while also simultaneously mov- ing at a pace that requires a constant effort to adapt on the part of the Alliance. On the occasion of NATO’s 70th anniversary, the future outlook requires a serious conversation about NATO’s adaptability to embrace transformation and develop an agile footing to ensure its future relevance.

  • Abstract: In the Declaration that emerged from the Decem- ber 2019 London Leaders Meeting, NATO Secre- tary General Jens Stoltenberg was tasked to present Foreign Ministers with “a forward-looking reflection process under his auspices, drawing on relevant exper- tise, to further strengthen NATO’s political dimension including consultation”. This new tasking has been largely attributed to French President Emmanuel Ma- cron’s remark the previous month that the Alliance was suffering from “brain death”. Speaking at a press conference alongside Stoltenberg, Macron elaborated on his comment, complaining the Alliance was overly focused on “cost-sharing or burden-sharing” whereas too little attention was being placed on major policy issues such as “peace in Europe, the post-INF, the re- lationship with Russia, the issue of Turkey, who is the enemy?”3

  • Abstract: India is a country rarely discussed in any of NA- TO’s operational activities, regional dialogues, or global partnerships. This rarity, however, is likely to change because of shifting political and economic trends, emerging threats from outside NATO’s tradi- tional Euro-Atlantic area, and the necessity to adapt to changing circumstances. Taking account of the emerging multi-polarity in the Asia-Pacific and the US resistance to change, India will become a key country to counter-balance China’s and Russia’s growing influ- ence, to project stability and strengthen security in the Asia-Pacific region in the near future. NATO should take advantage of the opportunity, consider India as a key strategic partner, and include India within NA- TO’s growing strategic partnership framework as a “Partner Across the Globe”.
