- ON FEBRUARY 2, 2014, al-Qa`ida released a statement declaring that "it has no connection" with the "group" called the Islamic State in Iraq and the Levant (ISIL). The statement further highlighted that al-Qa`ida was not responsible for founding the ISIL and was not privy to the deliberations that led to its establishment. That is why, the statement continued, "The ISIL is not a branch of al-Qa`ida, the latter is not bound by organizational ties to it and is not responsible for the ISIL's actions."

- Abstract:
- On March 1st 2014 a knife-wielding group of ten people attacked passengers and passers-by in the railway station in Kunming, capital of China's south-western Yunnan province. Twenty-eight were killed and 113 injured. By the following day the government was describing the incident as a "separatist" attack perpetrated by "terrorists from Xinjiang". The attack in Kunming is the latest in a series of violent incidents in China that the government attributes to radical Islamist organisations that aim to promote what it calls the "Three Evils" of "terrorism, separatism and religious extremism". These acts have predominantly occurred in China's far western Xinjiang region, most recently in January and February 2014. Incidents in other parts of China have been attributed to the same forces.

- The Turkish model deemed most relevant to 2011-12 post-Mubarak Egypt was the Islamist-led transformation of the polity and economy that occurred following the rise to power of the Justice and Development Party (AKP) in the 2002 general election. As it transpired, this version of the Turkish model lasted but one year before another took its place. That model was the political project of the Turkish military that seized power in September 1980. This thirty-one year old Turkish model of a constitutionally empowered executive body, controlled by the military appears to have trumped the contemporary, Islamist one in Egypt. But the Turkish military coup of 1980 unwittingly and unintentionally laid the groundwork for the transition that ultimately swept it from power and its leaders into jail. The pertinent question then is will Egypt's civilian political and economic actors be similarly and sufficiently astute to exploit the opportunities they inevitably will have even under military rule? Egyptian political forces will inevitably mount serious challenges as they did in Turkey. In Egypt, however, the domestic and regional political and economic contexts are so different from those in Turkey that the outcome of the struggle for power between civilians and the military are likely to deviate substantially from this Turkish model.

- Fire is both the symbol of revolution and its most potent weapon. Much like the American Revolution and other key historic events, the Arab Spring began with fire when Tunisian street vendor Mohamed Bouazizi set himself alight to protest his treatment by police. Ever since the Arab Spring's onset, experts have debated about its eventual conclusion and concentrated on major forces, including the army and the clergy. The future of the revolutions, however, rests with the masses in Tunisia, Egypt, Yemen, and Syria. The uprisings marked deep and irreversible changes in the Arab world and will inevitably entail future repercussions. For onlookers, the best policy is not to interfere, but to let the fire burn.

- Finding Mecca in America: How Islam is Becoming an American Religion Near the end of this interesting book, the author characterizes his final chapter as “a series of interpretive judgments about the venture of Islam in its American habitat (p.205),” and I find this true of the book as a whole. It began as a doctoral dissertation, and Bilici defines himself a cultural sociologist who takes an agonistic (combative, contesting) approach, an approach that “pays attention to the margins more than the mainstreams, to lived experience more than to floating abstractions (p.21).” Yet, lengthy discussions of philosophy and social theory punctuate the chapters, enabling readers to debate the stated balance. Bilici also characterizes his work as ethnography, and while he draws on his work in Detroit, Michigan, as part of a team project and his internship with the Council of American-Islamic Relations, CAIR, in Washington, DC, the ethnographic material is limited, providing illustrations for various points Bilici wants to make rather than systematic evidence for them. He argues that his topics have escaped attention (or been taken for granted) or are postdiasporic, meaning they have not yet fully appeared above the horizon (p.19), such as Abrahamic discourse and Muslim comedy. He writes that “what should be prized is not the sea of data but the wisdom of elucidation (p.23),” and this personal interpretation is certainly worth reading.

- Secularism and Religion-Making Recent scholarship in the sociology of religion has produced fresh perspectives on the understanding of religion and its inter-relationships with society. Largely influenced by post-structuralist social theory, these new perspectives call for a re-evaluation of existing theoretical and methodological approaches as well as empirical analyses, as reflected in the oft-used terms to describe their projects, including “rethinking,” “imagining” religion and its “invention” and “manufacturing” a là “invention of tradition”. The term “religion-making” is one such concept that questions the traditional ways of studying religion (and its constitutive other, secularism). It refers to the reification by political and intellectual actors (with different motivations) of a religion (its beliefs and practices/rituals) based on certain taken-for-granted (binary) concepts, such as the religious/secular divide, within the discursive field of world religions. The collection of articles edited by Markus Dressler and Arvind-Pal Mandair brings together eleven theoretically-informed and empirically-focused studies on religion-making in different socio-historical contexts. It fits nicely, and contributes to, the above-mentioned recent trends in the sociology of religion and secularism. A strong trend within this scholarship is a critique of the “secular critique” of the Enlightenment-inspired secularization theory, which also implies a critical re-evaluation of the (secularist) notion of a clear-cut distinction between the religious and the secular. This is also a common theme among the articles brought together in this edited volume: each study questions from a post-structuralist angle (but focusing on a different aspect of) the assumption of the 'boundedness' of “religion” and “secularism” and their opposition to one another. The theoretical aim of the volume, according to the editors, is to problematize this dichotomous assumption and demonstrate instead the codependency of “secular” and “religious” discourses. Its empirical aim is to “examine the consequences of the colonial and postcolonial adoption of Western-style objectifications of religion and … the secular, by non-Western elites” (p. 3), but it also contains cases of Western actors. Moreover, the editors' lengthy Introduction contains a useful discussion on the philosophical foundations (from Kant to Heidegger, from Hume to Hegel) and current manifestations (in Taylor, Habermas etc.) of the epistemological hegemony of the religious/secular dichotomy and of the “universalization” of the concept of religion out of Western Christianity. The analyses contained in the volume address the processes of religion-making at three different levels. First, “religion-making from above” refers to the discursive strategy of reifying religion(s) from powerful positions rendering them an instrument of governmentality. This is often undertaken by nation-states in their efforts to reframe existing religious traditions in a docile manner. As the editors note, this strategy is also applied by individual political actors, intellectuals and NGOs, as exemplified by the famous American think-tank RAND Corporation's call for “rebuilding Islam” in a manner that would not constitute a threat to American interests worldwide. The same advice was reiterated in 2004 by Daniel Pipes, a member of the Zionist lobby in the US who was close to the Bush administration, who argued that the ultimate goal of “the war on terror” was “religion-building,” implying the neocon elites' desire to “civilize Islam” (p. 22). These examples show not only the fact that the notion of religion-making from above is extremely relevant to current global geo-politics but also a paradigmatic symptom of the secular-liberal hegemony over religion in Western imagination: all religious traditions are encouraged and/or forced to “fit in” the existing socio-political structures in the form of “protestantization” –i.e. becoming an a-political, “modernized”/secularized and docile religion with no agenda for change in the status quo. Therefore, this hegemonic secular discourse does not so much aim to cleanse the public sphere and politics from religion as to make the latter fit in with the existing system and, if possible, function as a source of legitimization for hegemonic powers.

- The Islamic State poses a grave danger to the United States and its allies in the Middle East and around the world due to its location, resources, the skill and determination of its leaders and fighters, and its demonstrated lethality compared to other al Qaeda-like groups. In Syria, the Assad regime has lost control of the majority of the state, and the regime's atrocities and sectarianism have fueled violent Islamists, particularly ISIS and Jabhat al-Nusra (JN). In Iraq, the government has lost control over large portions of territory that the Iraqi Security Forces and Kurdish Peshmerga are incapable of retaking without significant foreign support. The Sunni Arabs of Iraq and Syria are the decisive human terrain. Al-Qaeda and similar groups can only flourish in distressed Sunni communities. Any strategy to counter al-Qaeda requires working with these communities, as the U.S. and the Iraqi government did during the Awakening in 2007. Having neglected Iraq and Syria, the U.S. currently lacks the basic intelligence and contextual understanding to build a strategy. The U.S. must adopt an iterative approach that tests assumptions, enriches understanding, builds partnerships with willing Sunni Arabs, and sets conditions for more decisive operations.

Two recent events involving foreign fighters show the radicalizing influence of the war. With the support to bolster Syria's more secular rebel forces at times inconsistent and tepid, the lack of an alternative has accelerated a natural gravitation towards extremist elements. It will be hard to know which returnees pose a threat, and harder still to deal with them. Given that the number of foreign fighters already exceeds those that went to Afghanistan, government resources will be severely strained to monitor all returnees and will have to rely on the help of local communities.

The Turkish parliament's vote Thursday to authorize use of its army and military facilities in the fight against the so-called Islamic State (IS) may appear at first look to be a positive step for the broader coalition. The measures-to be determined-are in addition to any financial, diplomatic, humanitarian, and support activities for the anti-IS coalition. However, parliament's vote did not entail Turkey's officially joining the coalition. After the recent deal-details yet to be revealed-to bring home over 40 hostages IS had taken from Turkey's consulate in Mosul, Iraq, in June 2014, pressure increased for Turkey to take military steps in the anti-IS fight. A factor increasing the possibility of military action is Turkish special operations forces' guarding the tomb of Suleyman Shah, a Turkish enclave in Syria reported to be increasingly surrounded by IS. Though there is almost universal animus toward IS in the region, there is also nearly uniform resistance to Turkey's perceived unilateral military involvement in Syria and Iraq, outside the framework of the anti-IS coalition. Turkey's next moves may cause more conflict than benefit in the anti-IS fight. Indeed, the political landscape for Turkey's moves at home and abroad remains extraordinarily complex.

- Ashraf Ghani was inaugurated as president of Afghanistan on 29 September, under difficult circumstances. He inherited a government that is running out of money and losing ground to a rising insurgency. His ability to confront those problems and other challenges as foreign troops withdraw will be shaped by the aftermath of the political contest that brought him to power. Forming a national unity government with his election rival Abdullah Abdullah presents opportunities to stabilise the transition, preventing further erosion of state cohesiveness. Yet, it also poses risks, particularly of factionalism within Kabul, which could undermine urgently needed reforms. Given the international role in developing the agreements that have created this new partnership, and the absence of mechanisms to resolve internal differences, the international community should serve as a guarantor of Kabul's new political order and, if necessary, mediate any serious disputes that arise.

- Until a few years ago, the relationship between Washington, DC, and Ankara, Turkey, was perennially troubled and occasionally terrible. Turks strongly opposed the U.S. 2003 invasion of Iraq and have subsequently complained that the Pentagon was allowing Iraqi Kurds too much autonomy, leading to deteriorating security along the Iraq-Turkey border. Disagreements over how to respond to Iran's nuclear program, U.S. suspicions regarding Turkey's outreach efforts to Iran and Syria, and differences over Armenia, Palestinians, and the Black Sea further strained ties and contributed to further anti Americanism in Turkey. Now Turkey is seen as responding to its local challenges by moving closer to the West, leading to the advent of a “Golden Era” in Turkish U.S. relations. Barack Obama has called the U.S.-Turkish relationship a “model partnership” and Turkey “a critical ally.” Explanations abound as to why U.S.-Turkey ties have improved during the last few years. The U.S. military withdrawal from Iraq removed a source of tension and gave Turkey a greater incentive to cooperate with Washington to influence developments in Iraq. Furthermore, the Arab Awakening led both countries to partner in support of the positive agenda of promoting democracy and security in the Middle East. Americans and Turks both want to see democratic secular governments in the region rather than religiously sanctioned authoritarian ones. Setbacks in Turkey's reconciliation efforts with Syria, Iran, and other countries led Ankara to realize that having good relations with the United States helps it achieve core goals in the Middle East and beyond. Even though Turkey's role as a provider of security and stability in the region is weakened as a result of the recent developments in Syria and the ensuing negative consequences in its relations to other countries, Turkey has the capacity to recover and resume its position. Partnering with the United States is not always ideal, but recent setbacks have persuaded Turkey's leaders that they need to backstop their new economic strength and cultural attractiveness with the kind of hard power that is most readily available to the United States. For a partnership between Turkey and the United States to endure, however, Turkey must adopt more of a collective transatlantic perspective, crack down harder on terrorist activities, and resolve a domestic democratic deficit. At the same time, Europeans should show more flexibility meeting Turkey's security concerns regarding the European Union, while the United States should adopt a more proactive policy toward resolving potential sources of tensions between Ankara and Washington that could significantly worsen at any time.

- As part of the radical political changes that have affected a number of Arab countries over the past 4 years, the toppling of regimes and the organization of the first fair and free elections in several Arab states have allowed Islamist parties to rise to power. This highly visible political trend has caused mixed reactions, both within these countries and internationally. Prior to the Arab Spring, most countries in the region banned Islamist movements from forming political parties. For decades, members of such movements were jailed, tortured, and exiled from their home countries. - The current peace process regarding Turkey's Kurdish question could pave the way for the normalization of politics and democratization in Turkey if the existing opportunities are not missed. The major actors that represent the Kurdish left in Turkey, the PKK and the HDP (formerly BDP), are all equally significant parts of the peace process. The HDP in particular has the potential to turn into a constructive actor for Turkey's democratization in the near future. This article argues that the Kurdish left of the democratic, parliamentary stage, lately the HDP, could contribute to Turkey's democratization if it can fulfill the libertarian left policy space in Turkish politics, which has long been abandoned by all existing political parties.

- Terrorism is a blight that has affected Russia for almost 2 decades. Since the early-1990s, the North Caucasus has been ravaged by small-scale attacks such as pinpoint assassinations and kidnappings, up to large scale attacks on communities—most vividly illustrated by the attack on Beslan in 2004, which killed hundreds, the majority of whom were children. Attacks have emphasized both casualties and the disruption of authority by attacking not just prominent civic leaders, religious leaders, and military personnel in both blunt and sophisticated ways, but also the civilian population. Although the Chechen Republic was the center of this problem for many years, it has spread into neighboring regions and beyond. Outside of Chechen, terrorists have attacked Russian transport networks—including bombing aircraft and airports, such as the Domodedovo attack in 2011, and also attacking trains. Attacks have also been conducted in Moscow itself, again vividly illustrated by the attacks on the Nord-Ost theatre in 2002.

- In the Middle East today there are armed groups that have no respect for the humanitarian imperative. What challenges does this present to the Red Cross? I see two key challenges. The first one is very basic. We want to maintain a very close relationship with people affected by conflict, and access these days is more complex because we are in a very polarized environment. Look at the Iraq front–the problem is not new but it is exacerbated. The second issue is to be able to engage governments and non-state armed groups on a very pragmatic basis on issues related to people under their control. That normally works rather well. What I have found more complex these days is to engage them on issues related to international humanitarian law and the Geneva conventions.

- Bosnia-Herzegovina, once thought to be on the way to joining the North Atlantic Treaty Organization (NATO) and the European Union (EU), is instead falling behind, mired in political bickering, economic stalemate, and governmental dysfunction. In this difficult situation, Islamism poses a significant threat to Bosnia's fragile domestic stability. Although the levels of Islamist terrorism and separatist movements are comparable to those elsewhere in Europe, they are particularly troublesome in Bosnia for two reasons. First, senior political and religious Bosniak (Muslim) leaders have long-standing ties to the Muslim Brother - hood and Islamist terrorism, including al-Qaeda and Iran, that they are very reluctant to abandon. Second, Islamism contributes significantly to Bosnia's dysfunction as a country. Calls to re-impose traditional Islamic law, or sharia, arouse opposition from Bosnian Serbs and Croats, as does the nostalgia for the Otto-man Empire and Islamic Caliphate shared by key Bosniak leaders, the Organization of Islamic Cooperation (OIC), and the Turkish government.

- Pakistan's relations with Afghanistan have been largely characterised by mutual mistrust and devised through a narrow security prism. While it will require considerable effort to end deep-seated animosity, both countries share close ethnic, linguistic, religious and economic ties. Longstanding Afghan migration to the territories that now compose Pakistan makes them an integral part of Pakistani society. Yet, military-devised interventionist policies, based on perceived national security interests, including support for Afghan, mainly Pashtun, proxies, have marred the relationship. The incoming Afghan President Ashraf Ghani Ahmadzai has offered to expand bilateral ties, providing Islamabad fresh opportunities to improve the relationship. Prime Minister Nawaz Sharif has responded positively, but the Pakistani military and civilian leadership's preferences toward Kabul are diverging further as Afghanistan's transition draws closer. By recalibrating relations toward economic ties and seeking solutions to the presence of millions of Afghan refugees on its soil, Pakistan could engage more constructively with its neighbour.

While the return of these foreign fighters to their home countries is a threat to be monitored, it is imperative to understand the factors luring them to fight in Syria and Iraq to formulate counter-strategies. The desire to live in and defend the so-called 'Islamic state', participate in the 'end times battle', sectarian motivations and the search for an Islamic identity are some of the factors attracting foreign fighters to Iraq and Syria.

- Depuis le soulèvement populaire de décembre-janvier 2010-2011, la Tunisie surmonte avec succès ses crises politiques, mais le pays semble moins disposé à absorber le choc d'attaques jihadistes plus importantes. Malgré le dialogue national qui a fortement réduit les tensions et a fait débuter l'année 2014 sur une touche optimiste, l'inquiétude grandit de nouveau. Cette appréhension peut s'expliquer par la montée des violences à la frontière algérienne, le chaos libyen et l'avancée de l'islamisme radical au Moyen-Orient, mais également par le discours antiterroriste ambiant. Caisse de résonnance des conflits qui agitent la région, le pays a besoin d'aborder la question terroriste de manière sereine et dépolitisée, malgré les enjeuxinternationaux. La lutte contre le terrorisme et la lutte contre le crime organisé sont indissociables. Le gouvernement gagnerait ainsi à accompagner ses mesures sécuritaires par des mesures économiques et sociales destinées à ramener les populations frontalières dans le giron de l'Etat.

This is however deeply contested as the information on him is mostly from various online sources, the genealogy is unverifiable, and there are inconsistencies in publically shared information. A review of Abu Bakr Al-Baghdadi's background and atrocities committed by the group under his leadership also show the contrast between ISIS ideology and the real teachings of Islam.

- Sectarian violence between Sunni Deobandi and Shia Muslims in Pakistan has escalated in recent years. Most of this violence is perpetrated by local networks, but the sectarian phenomenon also has important ties to regional security dynamics and transnational terrorist networks. Despite sporadic state crackdowns, Pakistan's leading Sunni Deobandi sectarian militant groups have been able to maintain a persistent presence thanks in part to reluctance among mainstream Pakistani military and political leaders to directly confront groups that are sometimes seen as serving utilitarian political interests. Despite this negligence, Sunni Deobandi militants have also established linkages with terrorist groups that target the Pakistani state, such as al-Qaeda and the Tehreek-e-Taliban Pakistan (TTP). Rising conflict in the greater Middle East over the past five years has strengthened the sectarian political narrative in Pakistan and emboldened sectarian militant networks on both sides of the conflict.
