151. Turkey Facing East: Islam, Modernity and Foreign Policy

Abstract:
The relationship between Islam and foreign policy has become the subject of a number of volumes in recent years as scholars seek to understand the role that political Islam plays in determining foreign policy. This is more often than not accompanied by the assumption that Islam is fundamentally incompatible with modernity. Turkey, with its complex history of modernity and the transition from its Ottoman past, remains an interesting case for the study of the causal relationship between the construction of a modern nation state, secular identity and nationalized foreign policy. The rediscovery of Turkey's regional interests and affinities from the 'Balkans to Western China' – areas that had been largely absent from Turkish foreign policy debates since the foundation of the Republic – have emphasized the significance of the state's internal evolution in determining its external policy. In her book, Turkey Facing East: Islam, Modernity and Foreign Policy, Ayla Gol critically analyzes Turkey's engagement with modernity in the course of its transformation from the Ottoman structure into a modern nation state in order to understand Turkey's foreign policy towards its eastern neighbours between 1918 and 1921. This is a clear and important departure from studies that tend to examine this transition period in terms of Turkey's engagement with the West.

Salafism has been one of the most dynamic movements in Egypt since 2011. Dealt a difficult hand when Hosni Mubarak was ousted from the presidency, Egyptian Salafists have skillfully navigated the transition. Their entry into the political marketplace marked a historic shift toward a new political Salafism and sheds light on whether an Islamist movement can integrate into pluralistic modern politics. The ouster of Mohamed Morsi by a popularly backed military coup in 2013, however, dealt a debilitating blow to the Islamist project—and left deep cleavages within the Salafist movement.

Since the early days of the Syrian uprising in 2011, President Bashar al-Assad’s regime has made it a priority to keep state agencies running, allowing Assad to claim that the regime is the irreplaceable provider of essential services. Breaking the regime’s monopoly on these public services and enabling the moderate opposition to become an alternative source of them would weaken the regime and prevent the radical jihadist Islamic State from emerging to fill power vacuums across the country.

Abstract:
The self-proclaimed Islamic State is a hybrid jihadist group with a declared goal of establishing a “lasting and expanding” caliphate. Its strategy for survival and growth blends military, political, social, and economic components. Yet the U.S.-led international intervention against it has largely been limited to air strikes. The gaps in the international coalition’s approach as well as deep sectarian divisions in Iraq and the shifting strategies of the Syrian regime and its allies are allowing the Islamic State to continue to exist and expand.

• A multinational joint task force consisting of Nigeria, Chad, Cameroon, and Niger has driven Boko Haram from key territorial strongholds in northeastern Nigeria; on June 18, the Chadian military conducted airstrikes against six Boko Haram bases in Nigeria • But the terror group continues to launch deadly, near-daily attacks throughout the region—including on June 15 with twin suicide bombings in Chad—using guerrilla tactics rather than conventional warfare • Nigeria’s newly-inaugurated president, Muhammadu Buhari, has moved quickly to support regional counter-Boko Haram efforts, insisting on Nigerian leadership in the task force and pledging $100 million in financial support • Despite the nascent successes of the joint task force, Islamic State gains in North Africa and, in particular, Libya, could impact the flow of weapons and fighters into Nigeria; Boko Haram pledged allegiance to the Islamic State in March of this year.

The December 2014 terrorist attack in Peshawar that killed 132 schoolchildren forced Pakistan to acknowledge the extent of its ongoing problem with radical Islamist militancy. Islamabad, however, has yet to implement a comprehensive deradicalization strategy. In January 2015, it took a formal step in this direction with its twenty-point National Action Plan in response to the Peshawar attack—a step, but only a first step. If deradicalization is to meet with any success in Pakistan, the national narrative itself needs to change.

The al-Qaeda presence in the Pech valley is greater now than when U.S. forces arrived in 2002, and counterterrorism efforts in the region continue. Tunisia is the only Arab Spring country which has succeeded so far in its democratic transition. Now that all the democratic institutions have been put in place, and after the legislative and presidential elections of 2014, the chances of democratic consolidation remain to be seen. Yet the regime faces serious challenges that cast doubt on its survival capacity. The political dynamics at play after the 2014 elections, which allowed Nidaa Tounes to come to power, cannot be understood without taking into account the conditions surrounding the political transition itself. The National Dialogue, hosted by the Quartet who were recently awarded the Nobel Peace Prize, is key to understanding the ongoing process of democracy consolidation. Taking into account both contingent and structural factors, this paper analyses how the current context is likely to shape the choices of the presidency of the Republic and of the Essid government, as well as the implications in terms of their legitimacy.

162. The Outlook for Algeria

Algeria today faces a triple crisis. The collapse in global oil prices during 2014 and 2015 has meant that its economic future is potentially extremely sombre. In political terms, the regime faces a complex and uncertain transition as the Bouteflika era comes to an end. Moreover, Algeria’s security environment is threatening, given the chaos in Libya, the emergence of extremism in Tunisia and the ongoing violence in northern Mali because of the extremist groups located there. This situation is further complicated by the persistence of “residual terrorism,” as the government terms it, inside Algeria itself and the chronic crisis with Morocco over the latter’s annexation of the Western Sahara in 1975. This paper analyses each of these factors in turn before seeking to outline short- to medium-term scenarios for the future.

Since the nineteenth century, North Africa’s religious life has witnessed a slow and uncertain metamorphosis. It is still unable to settle into a constant and sustainable model. The traditional order could not resist the emergence of the nation-state, modern education and new forms of social organisation. However, religion has remained on the margins of these developments. Although used in the anticolonial struggle, religion was then abandoned during the formation of the postcolonial state. Yet the difficulties faced by governments since the 1970s have entrusted religion with a predominantly opposition function, which is negative and sometimes violent. This paper argues that only neo-reformism can give a positive spin to religion’s role in politics and can serve as the basis for a new religious order.

September 2015 marked the one-year anniversary of President Barack Obama's speech outlining the administration's strategy to "degrade and ultimately destroy" the Islamic State of Iraq and al-Sham (ISIS). Yet, ISIS celebrated in June its own first-year anniversary of setting up a state by conducting three nearly simultaneous terrorist operations in three different countries—France, Tunisia, and Kuwait. Just this past month, ISIS also shocked the world with its attacks in Paris and Beirut and its downing of a Russian airliner in Egypt, killing more than 400 people combined and injuring hundreds more. While nobody expected the destruction of a resilient and agile foe such as ISIS within a couple of years, it is deeply troubling that the coalition is having such a hard time even disrupting its activities.

Religion was a pillar of pre-modern political identity in the Middle East, arising out of Muslims’ understanding of Islam’s foundational moment and state institutions that developed with the spread of Islamic Empire. Beginning at the turn of the 19th century, European colonial powers and indigenous reformers questioned the centrality of religious identity; instead, it was to be the nation that defined the political community. Since then, the nationalist project has permeated 20th century ideological conflicts in the region, equally shaping the claims of secularists and Islamists. Today, advocates of religious change refer back to early Islamic history as they seek to place religious over national identity, yet they, like their competitors, are unmistakably shaped by the secular nationalist project.

We live in an age of identity politics. We define ourselves by one or more objective measures: measures of race, ethnicity, gender, politics, religion, sexual orientation, to name just a few. Those measures then define who we are to others. They determine our place in society, the communities with which we identify, our attitudes towards others and other communities. The politics of identity are fraught, and they interact in ways that both liberate and confine. On the one hand we prize diversity. On the whole, this is a good thing, since it reflects a larger transformation in American life. Like it or not, the fact is that we are becoming, have become, a “multi-cultural society.” No matter what terms we use to define diversity—racial, ethnic, religious, sexual, gender, whatever—we are more diverse now than we have ever been, and we are destined to grow more so. Multi-culturalism is not an option; it is the future. The only question is how, and how well, we are going to deal with it.

Abstract:
Islam has rarely been far from the center of the world’s political and security agenda in the decade and a half since the September 11, 2001 terrorist attack against the United States. The range of issues to which Islam has been deemed central is staggering, from transnational terrorism and counterinsurgency in Iraq to the possibility of democracy in the Middle East. These long-running debates have been galvanized over the last few years by the rise of the Islamic State in Iraq and Syria, shocking acts of terrorism from Paris to Tunisia, and the failure of the democratic experiment with Muslim Brotherhood rule in Egypt. In April 2015 the Project on Middle East Political Science and the Transatlantic Academy hosted a workshop for a sustained discussion of emerging questions on Islam and international order. The two-day workshop brought together a broad, interdisciplinary group of scholars, including area specialists and generalists, from the fields of political science, religious studies and history. The workshop, part of the POMEPS Islam in a Changing Middle East initiative, built on the Transatlantic Academy’s 2015 theme of religion and foreign policy. Peter Katzenstein of Cornell University, in his keynote address, put the question of Islam squarely within the racial and civilizational politics of a declining American imperium. This historical and global perspective provoked a wide-ranging discussion. Islam has played many roles in many different regional and global political orders, as Cemil Aydin, Bruce Lawrence and Jonathan Brown evocatively explained. And, as Amitav Acharya forcefully argued, Islam has routinely frustrated the expectations of popular grand theories of world order. The workshop ranged widely over the question of how to think about Islam within global, regional and domestic political arenas, from a diverse range of empirical cases and theoretical literatures. Can Islam really be understood as an actor, with interests and a coherent identity? Is there something unique about Islam that prevents it from being treated theoretically like other cultural traditions such as nationalism, ethnicity or ideology? Should Islam be seen as a causal variable or as a context through which actors pursue their interests and fight their political battles? What are we doing, conceptually and politically, when we describe political thought as “Islamic political thought,” movements as “Islamic movements,” or democracy as “Islamic democracy”? The essays prepared for this workshop are available here as POMEPS Studies 15. Several key themes ran through the discussions. First, several of the memos specifically focus on the emergence of the Islamic State. Marc Lynch surveys the central analytical arguments that have been deployed to explain the Islamic State Caliphate’s development, noting the very different policy responses each might elicit. Barak Mendelsohn and Reyko Huang evaluate the Islamic State in the history of jihadist groups and insurgencies, and Lawrence Rubin argues that ideational balancing will prevent the Islamic State from becoming a normal state.

Mais la persistance des tensions intercommunautaires et de violences localisées témoigne d'une stabilisation encore précaire du Nord, alors que les forces françaises et onusiennes peinent à consolider leurs progrès en matière de sécurité. Les attentes à l'égard du président Ibrahim Boubacar Keïta sont immenses. Il doit à la fois élaborer un compromis sur le devenir du Nord et engager la réforme d'un Etat affaibli par la crise. Son gouvernement doit aller au-delà des déclarations d'intention et passer à l'action. Pour consolider la situation à court terme, il est tenté de renouer avec un système clientéliste qui a conduit les précédents régimes dans l'impasse. Le président ne peut certes pas tout réformer brusquement mais l'urgence de la stabilisation ne doit ni faire manquer l'occasion d'entamer une réforme profonde de la gouvernance ni occulter la nécessité d'un dialogue véritablement inclusif sur l'avenir du pays.

171. Sudan's Spreading Conf lict (III): The Limits of Darfur's Peace Process

The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

After years of tension, sanctions, and deadlocked negotiations, Hassan Rouhani, Iran's relatively moderate new president, has provided an opening for improved relations between the Islamic Republic and the West. While Rouhani has not ushered in a new Iran, Tehran has adopted a more conciliatory tone on its nuclear program since he took office. This shift is more than just talk, but the West will have to carefully calibrate its response to determine whether Rouhani's changed rhetoric signals the beginning of a new direction for Iran.

We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. Matthew Levitt provides our first feature article investigating the evolving strategic relationship between Hezbollah and Iran. The “Promulgation of Freedom” on 23 July 1908 paved the way to the Second Constitutional Period. A clear ideological change occurred in this 10 years period that lasted in 1918. This shift in ideology was a transition from “Islamic-Turkish Synthesis” of Abdülhamid II’s reign to the “Turkish-Islamic Synthesis.” The Committee of Union and Progress could have put into practice “Turkish nationalism” or “militant secularism” as the Republican People’s Party did after 1924 when they took the power after the coup of 23 January 1913. However the Balkan Wars and the World War I enforced them to postpone their will. On the contrary they made use of Islam as a unifying and mobilizing source of power and tried to build Turkish identity between the lines in the education system. That is why, as a result of these circumstances, “Militarist nationalism” and “Militarist Turkish-Islamic Synthesis” came into agenda in the Second Constitutional Period.

Russia has invested extensive resources and prestige in the Winter Olympics to be held in the Black Sea resort of Sochi, 7-23 February 2014. The tab, an estimated $51 billion, does not include a nationwide security operation to protect the venue against attack by a resilient and ruthless armed jihadi movement. A spate of bombings, including two in December in the southern city of Volgograd, show that North Caucasus Islamist terrorists are determined to strike opportunistically across the country to mar the games and challenge President Vladimir Putin, who has promised a "safe, enjoyable and memorable" Olympic experience. If ripple effects of security for Sochi and the ambitious regional tourism project the games are meant to inaugurate are not to worsen the situation in the war-to rn North Caucasus, local communities must be assured they will benefit from the development plans, not fall victims to rapacious local elites or the abuses allegedly accompanying the Games. Equally important, they will need guaranteed long-term security, not simply oppressive security regimes.

After winning the 2011 elections, the Ennahda Islamist Party was the majority partner in successive coalition governments, whose poor performance - namely in the economic and security fields - disappointed the people's high post-revolutionary expectations. Opponents accused Ennahda of incompetence, greed for power and double talk. Many of the Ennahda-led governments' failures were due to factors beyond their control, but some did indeed depend on Ennahda's own political weaknesses. Nevertheless, Ennahda contributed positively to the overall development of Tunisia's political transition thanks to its moderation and pragmatism and its contribution remains paramount for the democratic consolidation of Tunisia and other political Islamic actors.

Russia is often seen as a land of extremes – and the narratives for this month's Winter Olympics in Sochi reflect that view. From the record-length 65,000 km Olympic torch run (which included trips to outer space, the north pole and the bottom of the world's deepest lake) to the incredible $51 billion price tag and the Ian Flemingesque threat of attacks from black widow terrorists, the Sochi games have a distinctly Russian flavour. The Kremlin appears to have envisioned the games as a national triumph, not unlike the 2008 Beijing Olympics, with organisational, architectural and sporting successes that could unite the country. However, with global headlines dominated by stories of corruption, human rights abuses, anti-gay laws and the very real threat of terrorist attacks, one might be forgiven for wondering whether the Russian government regrets its decision to bid for the games.

Egypt's democratization efforts require domestic and international considerations: Domestically, the country must focus on the economy at the expense of the military's political role: While military involvement in politics is crucial to democratization, improvements in this area represents an outcome, not the cause, of the process. Discussions should concentrate on protecting lower- and middle classes, generate prosperity and create common ground between democracy and class interests. At the international level, Egypt requires countries to support democratization efforts and condemn extra-democratic actions. Interest in Turkey and its foreign and security policies has grown significantly in the political and scholarly circles in the world, especially since the Justice and Development Party (Adalet ve Kalkınma Partisi – AKP) came to power with the November 2002 elections. The AKP's electoral success continued in the subsequent elections in 2007 and 2011 with an increasing percentage of votes, which was unprecedented in the history of the Turkish Republic. THE NAQSHBANDIYYA is perhaps one of the widest-spread Islamic religious brotherhoods due to its active involvement in political affairs. Its 'strength' comes from the fact it could trace the sheiks of the order as far back as to the Prophet of Islam through his companion Abu Bakr. The silsila (the chain of transmission) of the order also contains some very important figures in Islamic history, like Salman al-Farisi and Bayazid al-Bistami. Despite the importance of the order and its worldwide expansion, the published works on the subject could fill only a small shelf. The order also has a great number of followers in Turkey, including some prominent political figures. Since Shah Bahauddin Naqshband, the founder of the order, the succeeding sheiks of the Naqshbandiyya tarikat (religious order) have currently been handed to Sheikh Nazim al-Kibrisi al-Haqqani, a Turkish Cypriot. The Sheikh has been given the task of expanding the order to the West, and as a result of arduous efforts he has been able to establish some centers in various European and American cities, with the biggest one being in London. Author Tayfun Atay studied this center for his Ph.D. thesis submitted to London University.

The Islamic Revolution of 1979 in Iran led to serious differences and disputes between the new revolutionary government on the one hand and major world powers as well as countries in the region on the other. Many analysts have, attributed this to the idealism of Iran's revolutionary leaders and their attempts to export the revolution. Often in these works, without paying attention to the events of the years after the revolution, the roots of this aggressive foreign policy are sought in the thoughts and actions of the new revolutionary leaders. This paper, while criticizing this approach, will seek to confirm the hypothesis that the foreign policy of the Islamic Republic of Iran was molded principally by actions and reactions that took place between 1980 and 1983 between Iran and the aforementioned nations. In other words, the new foreign policy was not created to be inherently aggressive, but a series of interactive communications, in the outlined time period, have influenced the contours of this new identity.

What paved the way for the establishment of the foreign policy of the Pahlavi dynasty in Iran? This paper seeks to analyze the phenomenon of the construction of the enemy image in the diplomatic history of Iran from 1798 to 1921 and assess its historical roots as it can be useful for the understanding of the attitudes of Iranian policy makers towards the West. The authors' proposal is to explain the construction of enemy image in a historical context in the cognitive structure of Iranian political leaders towards the great powers in the 20th century until the advent of the Islamic Revolution in February 1979. In doing so, the authors have proposed the following hypothesis: With the continuation of Iran's diplomatic relations with Western powers (Great Britain and Russia) under the Qajar dynasty in 1798, a process took shape which gradually led to the construction of an enemy image in the cognitive structure of future Iranian statesmen in the Pahlavi era, underpinning their political relationships with contemporary powers. The authors' findings include the notion that the historical process in question under the Qajar Dynasty involved a combination of military domination, political influence and economic exploitation by the aforementioned powers.

Pakistani leaders face serious domestic extremism challenges; more than 47,000 thousand lives have been lost in terrorism-related violence in Pakistan over the past decade. Effective counter-radicalization processes must take into account Pakistan's large young adult population (ages 15-29), which collectively accounts for at least 30 percent of the overall population. Youth radicalization in Pakistan can be understood as the product of an exclusively Islamic identity—meaning a majority of youth identify primarily through their religion over nationality— combined with a broader reactive movement comprised of militant, political and missionary organizations.

The Afghan Taliban Movement has publicly rejected the legitimacy of the April 2014 elections. The Taliban's military leadership has issued instructions to officials and commanders to disrupt the elections but has left field commanders with wide discretion on how to go about doing so. Many in the Taliban follow the electoral contest closely and comment on developments in terms very similar to how they are described by the political and educated class in Kabul. However, the anti-election sentiment in the Taliban leaves no scope for any faction to cooperate with the process. The Taliban will likely be able to intensify violence approaching the election, but not sufficiently to derail the overall process.

191. Process Lessons Learned in Yemen's National Dialogue

On January 25, Yemen's National Dialogue Conference (NDC) closed after more than ten months of deliberation. The flagship process within Yemen's post-Arab Spring transition, the NDC has been lauded as a positive model of inclusive and constructive negotiation. In Tunisia, Libya, Bahrain, and Sudan, similar national dialogue processes have been mooted or are under way. The NDC made significant progress on a daunting range of governance, structural, and social contract issues. It broke through political and social barriers to engage a broader scope of political parties, actors, and civil society–a precedent that will be difficult to roll back. Despite these achievements, the NDC missed its concluding deadline because of a deadlock over the fundamental dilemma: the future status for southern Yemen and the structure of the Yemeni state. A partial solution was brokered, but only by extending the transition process and leaving tough issues to be resolved later. Meanwhile, other challenges, from unemployment to serious humanitarian shortfalls to rampant insecurity, also remain unresolved. The public has grown increasingly skeptical that either the NDC or the transition process will result in a government that responds to their needs. The verdict is out on the ultimate legacy of the NDC. Even at this early stage, however, the hurdles the NDC has faced may provide lessons for other countries considering such processes. At a minimum, exploring how certain process elements may have contributed to achieving the NDC's goals or not might suggest further areas for research, reflection, or continued engagement in the next stages of transition. Other countries considering a national dialogue should streamline the agenda to the extent possible, weighing carefully which political issues do or do not lend themselves to a large-scale public forum, and ensure an appropriate balance between the national dialogue and other transitional processes.

There are doubts whether the exit of a majority of foreign forces from Afghanistan will help the return of peace to that country. Unlike in the case of the SU withdrawal from Afghanistan in 1988, conditions today are more dangerous, and it will be a miracle if the withdrawal is peaceful. The main reason for this is the absence of any reconciliation with the Taliban. This report identifies a minimum set of policies and measures that need to be implemented before successful multiple transitions in Afghanistan can occur. However, the overall picture is not positive, and it is not certain that peace will prevail after foreign troops leave Afghanistan.

The Democratic Party (PD) – the incumbent party that won a majority sweep in the 2009 general elections, conferring Yudhoyono his second presidency – is now experiencing a dramatic reversal of fortunes. The party's electability rate has dipped significantly from its heyday peak of 21 per cent in 2009 to a meagre 7 per cent in 2013. A convention based on democratic proceedings ha s been hatched as part of a last - ditched effort by PD with the express purpose of generating the requisite publicity before legislative elections commence in order to restore confidence among its voters. While the convention has been proceeding apace, its impact on the electorate and on the image of the party as a whole has been disappointing. This report analyses the reasons why PD's novel attempt at a democratic convention failed to rejuvenate the party like its predecessor the Golkar party did a decade a go. Included in the analysis are scenario analyses of the various outcomes of the convention, given the plausible choices that party Chairman Susilo Bambang Yudhoyono may take in consideration of the current dire status of PD.

195. Designing Youth Employment Policies in Egypt

The paper uses a discrete choice experiment (DCE) to elicit job preferences among youth, and analyzes survey data collected from engineering students at 10 universities in six cities in Egypt during the period of July through October 2013. For a comparative analysis, the survey was also conducted at eight universities in five cities in Indonesia, which is one of the nations in Asia with a Muslim-majority population that faces the same demographic issue. The findings of this research will contribute to building a foundation for designing youth employment policies in Egypt. The most obvious findings to emerge from this study are that: the public-private sector wage differentials must be narrowed; better benefits must accompany private sector employment (particularly support for continuing education, upgrading qualifications, and health insurance); and good IT infrastructure matters. Taken together, these steps could significantly contribute to an increase in the rates of a private sector employment among young Egyptian job seekers, even in the case of continued high public sector wages.

This paper presents a political-economy analysis of the Egyptian transition experience from the fall of President Hosni Mubarak in February 2011 until the end of 2013, and considers options for the future. Establishing a stable democracy in a country with weak institutions and no democratic culture will take years or even decades. With the benefit of hindsight, most observers were too optimistic in 2011 when they predicted that the “Arab Spring” would quickly lead to democracy. They are probably too pessimistic today when they declare the failure of Egypt's democratic transition. The millions of Egyptians who swarmed into Tahrir Square in January 2011 demanding that Mubarak step down, and then again in June 2013 asking for the overthrow of President Mohammed Morsi, have learned how to use “people power.” A wall of fear has been broken, and it would be difficult for another autocratic regime to succeed in ruling Egypt for an extended period of time.

Boko Haram's four-year-old insurgency has pitted neighbour against neighbour, cost more than 4,000 lives, displaced close to half a million, destroyed hundreds of schools and government buildings and devastated an already ravaged economy in the North East, one of Nigeria's poorest regions. It overstretches federal security services, with no end in sight, spills over to other parts of the north and risks reaching Niger and Cameroon, weak countries poorly equipped to combat a radical Islamist armed group tapping into real governance, corruption, impunity and underdevelopment grievances shared by most people in the region. Boko Haram is both a serious challenge and manifestation of more profound threats to Nigeria's security. Unless the federal and state governments, and the region, develop and implement comprehensive plans to tackle not only insecurity but also the injustices that drive much of the troubles, Boko Haram, or groups like it, will continue to destabilise large parts of the country. Yet, the government's response is largely military, and political will to do more than that appears entirely lacking.

"Why do they hate us?” This question1, on so many U.S. citizens' minds over the decade following the September 11, 2001, attacks, is often asked about Islamic extremists and even the broader Muslim world. Among the most common responses is that “they” resent U.S. foreign policy in the Middle East. When the focus shifts to Latin America, U.S. foreign policy similarly appears to be the principal reason for anti-Americanism. This seems to make sense. One would be hard-pressed to find another world region with greater and more long-standing grievances about Washington's actions. The Monroe Doctrine, Dollar Diplomacy and Cold War Containment were euphemisms for imperial abuses committed against Latin America over the course of two centuries.

199. Why Afghanistan's Provincial Council Elections Matter

Abstract:
Afghanistan's Provincial Councils (PCs) represent one of the best hopes for the future of local democracy in Afghanistan. Yet since their shaky formation in 2005, they continue to be overlooked by international actors preferring to interact with parliamentarians, ministers and appointed governors. The significance assigned by Afghans to winning PC seats has steadily increased over the last decade. Indeed, for many, the April 5 PC elections will do more than the presidential poll to determine whether democratic practices continue to take root in local politics. PC elections offer a chance to build local, personal ties and accountability mechanisms connecting to increasingly centralized government resources, and, in particular, an opportunity for a new generation of young, motivated Afghans to begin their political careers. As the locally-visible manifestation of the Afghan political system, PCs are the immediate face of democracy—or a lack thereof—for many Afghans. In 2009, with most news stories covering the widespread fraud in the presidential contest, the uproar over the fraud and delay throughout the PC polling process rarely received coverage on newspaper front pages. Yet those problems contributed significantly to people's sense of alienation and disillusionment with their country's political actors and electoral institutions. In spite of these experiences, Afghans are once again preparing to go to the polls. Voters, candidates, parties and local organizations are putting greater emphasis than ever on the process of provincial council polling—expressing concern about the prospects for fraud, mobilizing around their candidates and campaigning in earnest. If due attention to the process is not paid by the Independent Election Commission (IEC) and by international agencies, popular participation in future elections could drop. Prospects for Afghan democratization will depend much on how these and future provincial-level elections are conducted.

Abstract:
The September 2013 attack on Nairobi's Westgate Shopping Center, which left more than 70 people dead, has positioned the Somali extremist group, Al-Shabaab, firmly in the global spotlight. While some observers have interpreted the attack as a sign of "desperation," others perceive it as an indication of Al-Shabaab's reformation and resurgence under the leadership of the movement's Amir, Ahmed Abdi aw Mohamud Godane. The reality is, as usual, more complex. Westgate provided a glimpse of a movement in the throes of a protracted, fitful, and often-violent transition: Al-shabaab is in the process of reinventing itself.
