1. ‘Ten pound touts’: post-conflict trust and the legacy of counterinsurgency in Northern Ireland

Abstract:: This paper explores the legacies of wartime rebel governance and counterinsurgency tactics. Insurgents rely on civilian support for resources, information, and cover. To defeat insurgents, the state attempts to extract information from communities where support for insurgents is highest. We argue that strong norms against civilian collaboration emerge in these areas, which may have long legacies for local community trust. To explore these legacies, we conduct a case study of post-conflict Northern Ireland. While both Republican and Loyalist paramilitary groups established wartime institutions, the counterinsurgency targeted Republican groups in urban areas with the use of informants. Drawing on secondary literature and a survey, we show that strong norms against informers—‘touts’—persist long after the end of the conflict in Republican strongholds. These areas show lower levels of local community trust than their Loyalist counterparts. The Northern Irish case demonstrates the detrimental effects of dynamics likely to shape other post-conflict states.

2. The Jeju 4.3 Attacks Were Not a Democracy Movement

Abstract:: On April 3, 1948, on the Korean island of Jeju, communist guerrillas went on a rampage, killing police officers, election workers, and others; setting houses on fire; and terrorizing villagers, all to discourage them from voting in the upcoming May 10 elections that would establish the Republic of Korea (ROK). The insurgency—referred to as Jeju 4.3—triggered a government counterinsurgency, forcing the communists into the mountains where they would continue their guerrilla operations for nine more years. In March 2023, the Democratic Party of Korea (Deobureo Minju Party) introduced a bill mandating that citizens refer to the insurgency only as a “democracy struggle,” with punishments of up to five years in prison. But historical documents, eyewitness testimony, and statements from the perpetrators show that the incident was a campaign of irregular and unconventional warfare, a prelude to the communist military invasion of South Korea in June 1950, and part of the larger Korean War.

3. Including Africa Threat Analysis in Force Design 2030

Abstract:: This article examines the threat analysis across Africa that should be included in Force Design 2030 for the United States Marine Corps to be deployed landward to Africa or seaward of the continent. It is a strategic guidance document examined from a threat analysis of China, Russia, Korea, Iran, and violent extremist organizations. Africa is not mentioned, and this is a notable omission given that high level interventions in the past to Africa have not been overtly successful. Given geostrategic significances and hot spots it is inevitable that the Marines will be deployed there again. This article examines lessons learned from failures in Somalia, Libya, and Lebanon and successes in Syria and Iraq as well as the experiences of others—France in Mali and Burkina Faso and United States Africa Command. Great power competition, violent extremist organizations, and the gray zone phenomena across Africa are examined as are security, intelligence, counterintelligence, and hybrid warfare.

4. A WIDENING RIFT BETWEEN EUROPE AND THE SAHEL

Abstract:: Two weeks ago, the Malian military junta, in power after a coup in May 2021, proposed to hold elections in December 2025 instead of this month as promised. The move was widely condemned. West Africa’s main regional bloc, the Economic Community of West African States (ECOWAS), immediately imposed new sanctions while the French Minister of Defense Florence Parly floated the possibility of reviewing the French and European military engagement in the country. The French Minister of Foreign Affairs Jean-Yves Le Drian openly called the junta “illegitimate”. In response, on January 31 Malian authorities gave 72 hours to the French Ambassador in Bamako to leave the country, an unprecedented diplomatic decision. The European Union (EU) also took a firm stance by imposing targeted sanctions against 5 members of the junta, including Prime Minister Choguel Maïga. The current querelle is arguably only the latest in an ongoing dynamic of political fragmentation in the cooperation between European and regional actors in the Sahel.

Abstract:: The 14 September 2022 killing of two customs agents days after the kidnapping of three individuals with government ties signals an alarming uptick in jihadist violence in northern Benin (Les 4 Vérités, 14 September 2022). ACLED records 28 organized political violence events in northern Benin attributed to Jama’at Nusrat al-Islam wal-Muslimin (JNIM) or the Islamic State between 1 November 2021 and 14 September 2022 (see map below). It is increasingly clear that jihadist cells have become deeply established in the country’s northern regions. The Beninese government is currently ramping up its threat response, which looks likely to include a security agreement with Rwanda (Radio France Internationale, 10 September 2022). It is more urgent than ever that the country’s counterinsurgency avoids the tragic mistakes of governments in the Sahel by blunting the deepening roots of the insurgency in rural areas.

Abstract:: US military intervention in Afghanistan was decisive and forceful, however, the Taliban’s insurgency inevitably transformed U.S. military doctrine and strategy from conventional military intervention into Counterinsurgency’s kinetic and non-kinetic operations. U.S. strategic and operational methodology despite exhausting all possibilities; troops’ surge, air dominance/surveillance, non-kinetic peace building operations, failed to dislodge the threat of Taliban violence. An effort is made to identify the underlying factors contributory to the failure of the U.S. strategy, tactics and other challenges faced despite having unparalleled military superiority. This paper further probes the U.S. military strategic repositioning, social structure with the warlords and critically examines how the conflict drifted from intervention into Counterinsurgency irregular warfare.

Abstract:: In 2010, MCU Press published the first issue of this journal, formerly known as Marine Corps University Journal, to serve as the bridge between the military Services and the professional military educators, strategists, and historians within the greater Department of Defense community. During the ensuing years, the press and the journal have evolved to offer innovative and active content that continues to serve as a forum for interdisciplinary discussion of national security and international relations issues and how they impact the Department of Defense, the Department of the Navy, and the U.S. Marine Corps. Now, 10 years later, we see the need to evolve and offer a wider base for those conversations to take place. To celebrate this 10-year anniversary and to reflect the journal’s change in focus over time, the journal has been renamed the Journal of Advanced Military Studies (JAMS) to honor the constant innovation of our content, our authors, and the topics we present to our readers. JAMS will continue to offer readers thematic, biannual issues that encourage and continue the debates happening across Marine Corps University, the Services, and the Department of Defense. It is no coincidence then that this issue of JAMS focuses on innovation and the future of warfare. Each of the articles presented offers the readers a deep dive into a historical, current, or forward-looking perspective on innovation and the military Services. As with any discussion of the military and abstract concepts such as innovation, we must first set the parameters of our discussion. For many readers, the term innovation evokes thoughts of technology, shiny gadgets, and artificial intelligence. While innovation is not necessarily synonymous with technology, it is certainly a challenge to say what in fact it is—a thing, a concept, an action, the people involved, or all of the above. The experts may not agree on what innovation is, but they can agree that it requires change or transformation to be successful. Sun Tzu’s The Art of War compares the nature of warfare to that of water for “just as water retains no constant shape, so in warfare there are no constant conditions.” More contemporary agents of innovation include military theorists such as Earl H. Ellis, John R. Boyd, Michael D. Wyly, and John F. Schmitt. Lieutenant Colonel Earl Ellis’s work on Advanced Base Operations in Micronesia (Operation Plan 712) in 1921 clearly demonstrated his ability to forecast the future needs for amphibious warfare in the Pacific two decades prior to World War II. Though most readers will recognize former Air Force colonel John R. Boyd for his observe-orient-decide-act (OODA) decision-making loop, his more innovative work may well be seen in the energy maneuverability (E-M) theory, a mathematical study of fighter aviation. Then-major Wyly was tasked with reforming the Marine Corps concept of maneuver warfare in the wake of the Vietnam War. The work of Wyly, Boyd, and William S. Lind would serve as the foundation for Warfighting, Marine Corp Doctrinal Publication (MCDP) 1, that was later formally written by then-captain John Schmitt, along with several other doctrinal publications, including Ground Combat Operations, Campaigning, Command and Control, Planning, Expeditionary Operations, and a revision of Warfighting. The articles in this issue of JAMS continue the discussion fostered by these innovative pathfinders. Our introductory section from the Brute Krulak Center for Innovation and Creativity discusses the conception and creation of the center and some of its most innovative programs, including the award-winning Destination Unknown graphic novel and the center’s first essay contest, the U.S. Marine Corps Postmortem, and offers insight from Marine Corps leaders who consider both success and failure as critical measures for the strength of an organization. For example, Lieutenant General Loretta E. Reynolds contemplates how the Corps “must find a way to manage today’s risks while constantly readying ourselves for the emerging challenges of the future fight.”

10. “Sweat is invisible in the rain”: Civilian Joint Task Force and counter-insurgency in Borno State, Nigeria

Abstract:: Political, ethnic and religious conflict has given rise to insurgency groups employing a variety of strategies worldwide. In Nigeria, civilians in strife-torn Borno State have formed a number of counter-insurgency (COIN) groups, among which the Civilian Joint Task Force (CJTF) has emerged as a major player. The group began in 2009 as a simple call for volunteers, and now numbers over 26 000 men and women. While research has been conducted on other COIN groups, little is known of CJTF. Concerns have been raised about the CJTF metamorphosing into an ethnic militia, accused of human rights abuses, robbery, rape and hooliganism. Despite these reported atrocities, local people support them, regarding them as unsung heroes. The study investigates the group’s potential as a useful counter insurgency measure, using David Galula’s COIN theory to analyse the group’s actions and to contest the dualistic understanding of conventional vs unconventional, local peacebuilding approaches. The study adopts a qualitative, ethnographic methodology, locating the research in the context of global development and security discourse. The study aims to establish the value of the CJTF COIN group, to position unconventional local COIN as a viable complementary to conventional methods and to proffer clues as to how security initiatives may more successfully combat Islamic insurgency in Nigeria. The study employed both primary and secondary data. Field work for the study was carried out for six months between 2018 and 2019 in Maiduguri Metropolis and its environs in Borno State.

11. Key Lessons for Global Counter-Insurgency from the Fight against Boko Haram

Abstract:: Whilst the number of insurgencies has steadily increased since the end of the 1990s, today they constitute the majority of all globally monitored conflicts.1 Insurgencies, defined as “organized subversion and violence to seize, nullify, or challenge political control of a region”2 have consequently become a key focus for conflict analysts, with counter-insurgency (COIN) operations now a central tenant within the education of modern professional armed forces.3 COIN itself consists of a “combination of measures undertaken by a government, sometimes with […] multinational partner support, to defeat an insurgency”.4 These missions have been primarily conducted by Western forces, which this article defines as those belonging to the European Union, Canada, New Zealand, the United Kingdom or the United States of America – as not only are these states in line with what is traditionally considered Western society, but are well documented as leaders of Western COIN operations.5 However, non-Western COIN operations now constitute the majority of global COIN operations. One such example is the ongoing operation against the Islamist group known as Boko Haram, in the Lake Chad Basin.6 Despite the fact that Boko Haram continues to operate today, between 2011 and 2019 the Nigerian Joint Task Force (NJTF), as part of the Lake Chad Basin Multinational Joint Task Force (MNJTF), successfully reduced both the ability and reach of Boko Haram. This was achieved by adopting the widely accepted best practices of COIN: a regional focus, a political strategy and a population-centric security focus.7 This article explores each of these strategies, analysing them through a theoretical lens, before outlining the mission’s shortcomings and finally considering the lessons that can be learnt and contrasting them with Western COIN missions in Afghanistan, Vietnam and Kenya.

13. Slow and Steady: Improving U.S.-Arab Cooperation to Counter Irregular Warfare

Abstract:: Since 9/11 the United States has struggled with how to respond to the challenges posed by ungoverned spaces in the Middle East, from which terrorist attacks and destabilizing mass refugee flows emanate. The collapse of state authority in Iraq, Syria, Yemen, and Libya has created security vacuums that extremist groups such as the Islamic State of Iraq and Syria (ISIS) and al Qaeda have used to develop local presence, to organize, and eventually to conduct attacks both inside these countries as well as in Europe and the United States. Meanwhile, the refugee flows that have resulted from these conflicts have put tremendous pressure on neighboring countries and also caused a massive wave of refugees into Europe. The question facing the United States and other Western allies is how to deal with these challenges without getting sucked into complex and costly civil wars that the United States has little ability to end on its own. Full-scale American-led counterinsurgency, stabilization campaigns, or other resource-intensive nation-shaping interventions attempted in Afghanistan and Iraq have proven to be unsustainable models given the high costs, indecisive outcomes, and lack of political support at home. However, completely withdrawing U.S. forces and counting purely on intelligence collection to monitor threats and local partners to address them has been ineffective, as this approach leaves the United States vulnerable to attacks. The most successful effort the United States has launched to deal with these challenges in recent years has been the counter-ISIS campaign in Iraq and Syria, where it has succeeded in protecting U.S. interests at a reasonable cost by working “By, With, and Through” local actors. In this model the United States generally: (1) uses a comparatively small number of troops to train, equip, advise, assist, or accompany local forces with legitimacy on the ground; (2) provides airpower and some enablers and logistics; (3) uses its limited military investment as leverage for a broader diplomatic effort; or (4) invests in building local governance and providing aid on the ground.

Abstract:: During the past two decades, the U.S. government infrastructure has ground to a halt for a variety of reasons, particularly due to deficit reductions, military spending, health care, and overall party-line budget disagreements, but even more recently on border security and immigration. Regardless of party politics and the daily administrative drama in the White House, how does one of the wealthiest countries in the world prepare for the impact of making war and defending peace within these economic and political constraints? Authors for this issue of MCU Journal address the economics of defense and how those costs impact nations. Aside from the economic costs the United States bears for its defense, the articles in the Spring issue of MCU Journal will demonstrate there are other costs and unique limitations faced by America and other nation-states. For example, smaller nations such as Oman must rely on technologically advanced allies for their defense support. Long-term political costs also may apply to these nations, as James Lockhart’s article on the Central Intelligence Agency’s intervention in Chilean politics discusses. There are also other ways to wage “war” that are discussed in this issue; for example, looking to the past, President Thomas Jefferson attempted to wage a trade war against Great Britain and France to maintain U.S. trade neutrality and, looking to the present and future, governments must address the real costs of cyberwar. Finally, we must consider the political and diplomatic costs associated with U.S. servicemembers and their work in foreign states, but also the relationship repair they must rely on to keep the peace.

Abstract:: Can military forces mitigate insurgent activity—“win hearts and minds”—by implementing small, localized aid projects? Evidence from the recent wars in Afghanistan and Iraq has provided contradictory answers to the question of aid’s ability to mitigate violence. Some research finds that aid projects increase the legitimacy of the state among civilians and, under specific circumstances, dampen violence. Other studies, however, show that aid projects provoke insurgent activity, even when delivered by non-military organizations. Despite this ambiguous understanding of counterinsurgency (COIN) aid projects, the US military and its allies spent billions of dollars in Afghanistan and Iraq on projects meant to “win hearts and minds’’ among the populace. After all, there are good theoretical reasons for doing so. Aid projects might make the option of taking up arms less attractive by offering employment opportunities and stimulating local economies (i.e., the “opportunity cost” model of participation in rebellion). They might also encourage locals to share vital anti-insurgent intelligence with military forces.

Abstract:: In this article I take up the counterinsurgency policy and practice of the US armed forces in Afghanistan and Iraq. By focusing on the Counterinsurgency Manual 2006, I highlight how the US counterinsurgency policy did not fully incorporate the concept of human security. Accordingly, the counterinsurgency operations that were carried out in the wake of the War on Terrorism failed to ensure human security to the vulnerable segments of the populations in Afghanistan and Iraq.

Abstract:: The constant presence of undemocratic regimes, insurgencies and political instability in Afghanistan has continuously resulted into the miserable status of civil and political human rights. Furthermore, the heterogeneous nature of Afghan society and economic under development have deprived the people of social, cultural and economic rights. In 2004, democratic government had been established in Afghanistan under the presidentship of Hamid Karzai. Very obviously, the people at domestic level as well as the international community expected from the democratically elected regime to take concrete initiatives for the promotion and protection of human rights. The study observes that the pioneer democratically elected government of Afghanistan had taken all constitutional measures and legal provisions for the promotion and protection of human rights in Afghanistan which can be expected from a democratic nation. But several political, socio-ethnic and socio-economic circumstances such as frequent violence due to insurgency and counter-insurgency operations, dearth of popular legitimacy to the regime, challenges to political instability along with the orthodox and heterogeneous society, facing acute economic underdevelopment have hampered the actual process of the promotion and protection of human rights in Afghanistan.

Yet, while resources are shrinking, peacekeeping missions are being asked to do more, particularly regarding the use of force to protect civilians. Abstract:: Decision makers and academics have debated for decades the most effective strategies to defeat militant groups. The absence of a clear center of gravity for conventional militaries to target creates hardships in achieving strategic objectives against non-state actors. In a conventional war, the force with a higher capability to destroy these centers of gravity — such as weapons depots and troop deployment locations — will likely win. Yet, when conventional militaries encounter non-state groups, whose centers of gravity may be well hidden or highly dispersed, the results are quite different. The Israeli wars against Hezbollah and the U.S. war in Vietnam exemplify the difficulties related to this traditional dilemma. One counterinsurgency program, suggested by classical theorists such as David Galula, says that success requires focusing on winning the support of local populations by “capturing hearts and minds.” The logic is obvious: locals living in warzones know where militants are hiding their weapons, money, and personnel. Thus, militaries need local support. In his book, Hearts, Minds, and Hydras: Fighting Terrorism in Afghanistan, Pakistan, America, and Beyond — Dilemmas and Lessons, William Nester argues that capturing hearts and minds is not enough. Rather, Nester develops two primary arguments to show that militaries need a multidimensional strategy in order to succeed.

Abstract:: Insurgencies are often thought of as domestic conflicts between state and non-state actors seeking to challenge governmental legitimacy, overthrow the government, or take territorial control from the state. However, thinking about insurgency merely in terms of domestic affairs substantially limits our perspective, and might be misleading both in terms of theory and policy. In addition, the tendency of policymakers and scholars to focus their attention on counterinsurgency bears the risk of considering the solution before understanding all nuances of the problem. Seth G. Jones’ Waging Insurgent Warfare is truly a book about insurgency. Using both qualitative and quantitative methods, Jones analyzes how insurgencies start, strategies and tactics used by insurgent groups, their organizational structures, and their informational campaigns. The author devotes particular attention to the role of outside support for insurgencies from various types of actors including great power states. Finally, he addresses the issue of how insurgencies end. Only in the concluding chapter does Jones discuss the implications of the key findings of the book for counterinsurgency.

Abstract:: The military program for building “strategic villages”, which emerged at the beginning of the Cold War, sought to develop ex nihilo urban spaces to displace rural populations living in zones influenced by guerrilla groups. This article analyses the Rural Relocation Plan implemented in the Argentinian province of Tucumán between 1976 and 1978 that led to the construction of four strategic villages. In doing so, it seeks to establish whether or not space has the power to transform a community’s political and social life in the long term. This article equally addresses the following three questions: What is everyday life like in spaces where military and civil worlds cohabit and hybridize? What are the characteristics of urban spaces designed to dissuade populations from rising up in support of the guerrillas? The analysis of in-depth interviews conducted with the inhabitants of strategic villages in Tucumán allows for an examination of the social and political effects of forced urbanization as a counter-insurgency technique.

23. Does Counterinsurgent Success Match Social Support? Evidence from a Survey Experiment in Colombia

Abstract:: Dominant theories of counterinsurgency suggest that state forces must win over citizens to identify insurgents among them. Yet even where state forces are losing, polling shows consistently strong support for counterinsurgents. How can we explain this discrepancy? It could be that the dominant theory of counterinsurgency is incorrect, or, as we posit, it could be that individuals systematically falsify their preferences. This study builds on the intuition that individuals may feel pressure and potentially fear that encourages them to report consistently strong support for the military when asked directly—even, perhaps especially, when they rely on an illegal organization or an illicit economy for their livelihood. We argue that this pressure decreases when individuals are asked indirectly, in a way that allows them to conceal their response. We thus assess whether support for the military is lower when measured indirectly than directly and whether the difference is more pronounced in areas of insurgent control. We test this theory of preference falsification, as well as its novel implications about spatial variation, by randomizing direct and indirect survey questions (a list experiment) in a face-to-face survey conducted across conflict contexts in Colombia.

24. The Effect of Civilian Casualties on Wartime Informing: Evidence from the Iraq War

Abstract:: Scholars of civil war and insurgency have long posited that insurgent organizations and their state enemies incur costs for the collateral damage they cause. We provide the first direct quantitative evidence that wartime informing is affected by civilian casualties. Using newly declassified data on tip flow to Coalition forces in Iraq we find that information flow goes down after government forces inadvertently kill civilians and it goes up when insurgents do so. These results have strong policy implications; confirm a relationship long posited in the theoretical literature on insurgency; and are consistent with a broad range of circumstantial evidence on the topic.

35. ISIS War Game III: The Final Phase

Abstract:: September 2015 marked the one-year anniversary of President Barack Obama's speech outlining the administration's strategy to "degrade and ultimately destroy" the Islamic State of Iraq and al-Sham (ISIS). Yet, ISIS celebrated in June its own first-year anniversary of setting up a state by conducting three nearly simultaneous terrorist operations in three different countries—France, Tunisia, and Kuwait. Just this past month, ISIS also shocked the world with its attacks in Paris and Beirut and its downing of a Russian airliner in Egypt, killing more than 400 people combined and injuring hundreds more. While nobody expected the destruction of a resilient and agile foe such as ISIS within a couple of years, it is deeply troubling that the coalition is having such a hard time even disrupting its activities.

Abstract:: Experience from Afghanistan and Iraq has demonstrated the vital nature of understanding human terrain, with conclusions relevant far beyond counterinsurgency operations in the Islamic world. Any situation where adversary actions are described as “irrational” demonstrates a fundamental failure in understanding the human dimension of the conflict. It follows that where states and their leaders act in a manner which in the U.S. is perceived as irrational, this too betrays a lack of human knowledge. This monograph offers principles for operating in the human domain which can be extended to consideration of other actors which are adversarial to the United States, and whose decision-making calculus sits in a different framework to our own — including such major states as Russia and China. This monograph argues that the human dimension has become more, not less, important in recent conflicts and that for all the rise in technology future conflicts will be as much defined by the participants’ understanding of culture, behavior, and language as by mastery of technology.

Abstract:: The rapid rise of Islamic State[1] has galvanised the international community to take action to contain it. One issue in particular – financing – has drawn increasing attention from policy-makers. As U.S. Secretary of Defense Chuck Hagel noted in August 2014, "ISIL is as sophisticated and well-funded as any group that we have seen. They’re beyond just a terrorist group…they are tremendously well funded."[2] He elaborated on this further in a September testimony to the U.S. Senate Armed Services Committee, stating that the United States would work with international partners "to cut off ISIL’s funding" and that "the Department of Treasury’s Office of Terrorism and Financial Intelligence is working to disrupt ISIL’s financing and expose their activities."[3] This decision by international partners to jointly focus on finance disruption has resulted in a bombing campaign partly targeting oil refineries (a major source of funds for Islamic State) and in a UN Security Council Resolution that exhorts the international community to inhibit foreign terrorist fighter travel and otherwise disrupt financial support.[4] But will it work? This article will give necessary broader context on this key question by exploring in more general terms the importance of financing for terrorist and insurgent groups and the extent to which disrupting their funding can reduce the security threat posed by such groups. Specifically considering the evolution of Islamic State, this article will first review the importance of financing in conflict, then assess the way in which funding models develop. It will argue that, once groups move from a reliance on externally sourced funding to generating sufficient internal financing – a path several groups have now followed – disruption becomes significantly more challenging and complex. The international community consistently fails to prioritise the early disruption of terrorist and insurgent financing – an attitude that needs to change...

Abstract:: The Afghan Taliban Movement has publicly rejected the legitimacy of the April 2014 elections. The Taliban's military leadership has issued instructions to officials and commanders to disrupt the elections but has left field commanders with wide discretion on how to go about doing so. Many in the Taliban follow the electoral contest closely and comment on developments in terms very similar to how they are described by the political and educated class in Kabul. However, the anti-election sentiment in the Taliban leaves no scope for any faction to cooperate with the process. The Taliban will likely be able to intensify violence approaching the election, but not sufficiently to derail the overall process.

Abstract:: Jordan is in the eye of the Arab cyclone. It remains stable while surrounded by chaotic political situations in Syria, Iraq, Palestine and the Sinai Peninsula. Jordan has not experienced the massive demonstrations aimed at regime change that have been seen elsewhere in the region, and its relative stability has enabled it to cash in on the geo-political services it provides. These services include: hosting refugees from Palestine, Iraq or Syria; remaining a reliable ally for many international powers; featuring a strong army that plays a stabilizing role in the region; serving as an intermediary when neighboring countries need a host or a dealmaker; and providing qualified Jordanian workers to fill open vacancies for companies and countries, especially in the Gulf. The current stability in Jordan matches well its historic capacity to resist and adapt to shocks. However, the contemporary situation of the labor market reveals that the weaknesses observed in the countries having experienced revolutions (e.g., Tunisia and Egypt) are also present in Jordan; labor market participation is low with very few women active, and the unemployment rate of educated young people is worrisome. Both the number of Jordanians working abroad and the number of migrant workers in Jordan show the discrepancy between demand and supply of labor in Jordan. This could become problematic, since the economic situation has been worsening, notably with fewer public jobs available. Hence there is a need for international donors to keep supporting Jordan in a difficult regional environment, for the government of Jordan to wittily manage the balance between Transjordanians and West Bankers in the near future and for new workers to alter their expectations in searching for opportunities outside the public sector.

Abstract:: The September 2013 attack on Nairobi's Westgate Shopping Center, which left more than 70 people dead, has positioned the Somali extremist group, Al-Shabaab, firmly in the global spotlight. While some observers have interpreted the attack as a sign of "desperation," others perceive it as an indication of Al-Shabaab's reformation and resurgence under the leadership of the movement's Amir, Ahmed Abdi aw Mohamud Godane. The reality is, as usual, more complex. Westgate provided a glimpse of a movement in the throes of a protracted, fitful, and often-violent transition: Al-shabaab is in the process of reinventing itself.

Abstract:: ISIS is fighting an insurgency deeply influenced by the principles of Maoist protracted political warfare and moreover informed by the successes and failures of previous Al Qaeda movements in Iraq from 2006-2008, and of other jihadist groups attempting to seize and hold territory in countries like Somalia, Yemen and Mali. This analysis argues that, whether it survives or not, ISIS has set a political separatist precedent, the effects of which are yet to be fully understood and addressed by the international community.

Abstract:: The number of foreign fighters is high, 12,000 and counting, and the spread of countries they come from covers much of the globe. Two recent events involving foreign fighters show the radicalizing influence of the war. With the support to bolster Syria's more secular rebel forces at times inconsistent and tepid, the lack of an alternative has accelerated a natural gravitation towards extremist elements. It will be hard to know which returnees pose a threat, and harder still to deal with them. Given that the number of foreign fighters already exceeds those that went to Afghanistan, government resources will be severely strained to monitor all returnees and will have to rely on the help of local communities.

Abstract:: Terrorism is a blight that has affected Russia for almost 2 decades. Since the early-1990s, the North Caucasus has been ravaged by small-scale attacks such as pinpoint assassinations and kidnappings, up to large scale attacks on communities—most vividly illustrated by the attack on Beslan in 2004, which killed hundreds, the majority of whom were children. Attacks have emphasized both casualties and the disruption of authority by attacking not just prominent civic leaders, religious leaders, and military personnel in both blunt and sophisticated ways, but also the civilian population. Although the Chechen Republic was the center of this problem for many years, it has spread into neighboring regions and beyond. Outside of Chechen, terrorists have attacked Russian transport networks—including bombing aircraft and airports, such as the Domodedovo attack in 2011, and also attacking trains. Attacks have also been conducted in Moscow itself, again vividly illustrated by the attacks on the Nord-Ost theatre in 2002.

After years of surviving as a persistently violent criminal/terrorist gang able to mount multiple synchronized attacks in urban areas in Iraq but little more, it achieved unparalleled gains when the collapse of government in northern and eastern Syria allowed it to expand across the border. At the same time, the sectarian approach of then-Prime Minister Nuri al Maliki had made the Sunni minority in Iraq ready to support any group that appeared to have the potential to reverse its increasing marginalization. It's accurate to say the group would still exist-but in nothing like its current form-had only one of those two catastrophes-Syria and Maliki-occurred; that both played out as they did made what has happened seem an almost inevitable accident of history.

Abstract:: The struggle against terrorism—more specifically, the effort to prevent terrorist attacks—has raised difficult legal and policy issues including so-called targeted killing, or the killing of specific individuals because of their involvement in terrorist organizations and operations. As we shall see, this form of targeted killing involves domestic and international legal authorities and policy and prudential issues. A substantial number of countries confronting what they consider to be terrorist attacks and threats engage in targeted killings. Each has to resolve questions about authorities and prudence because, while terrorists are always criminals, they also may be lawful military targets. The dual character of terrorists leads to the conclusion that, as a matter of policy, a state should weigh the totality of the circumstances and conclude that no other action is reasonable to prevent a terrorist attack before engaging in the targeted killing. Careful analysis in advance may preempt problems later.

Abstract:: As Aleppo goes, so goes Syria's rebellion. The city is crucial to the mainstream opposition's military viability as well as its morale, thus to halting the advance of the Islamic State (IS). After an alliance of armed rebel factions seized its eastern half in July 2012, Aleppo for a time symbolised the opposition's optimism and momentum; in the following months, it exposed the rebels' limits, as their progress slowed, and they struggled to win over the local population. Today, locked in a two-front war against the regime and IS, their position is more precarious than at any time since the fighting began. Urgent action is required to prevent the mainstream opposition's defeat: either for Iran and Russia to press the regime for de-escalation, to showcase their willingness to confront IS instead of exploiting its presence to further strengthen Damascus; or, more realistically, for the U.S., Europe and regional allies to qualitatively and quantitatively improve support to local, non-jihadi rebel factions in Aleppo. Any eventual possibility of a negotiated resolution of the war depends on one course or the other being followed.

Abstract:: A cornerstone of strategic thinking is a clear understanding of one’s opponent. Developing such an understanding in dealing with the Islamic State (IS) is challenging. Constraints on access to the frontlines in Iraq and Syria make it unusually hard for researchers to ground assessments in evidence‐based approaches. This occasional paper contributes to the development of an empirically grounded understanding of the IS by analyzing the finances and management of the group’s predecessor, the Islamic State of Iraq (ISI), which changed its name to the Islamic State of Iraq and the Levant (ISIL) in April 2013 and then the Islamic State in June 2014. There is a direct line of descent from Al‐Qa’ida in Iraq (AQI) through the Islamic State of Iraq to today’s Islamic State, despite changes in the group’s territorial holdings and the announced scale of its ambitions. Using historical documents to understand how AQI and the ISI were run can therefore help us better understand the current incarnation of the group, as well as the strengths and weaknesses it may have inherited.

Abstract:: The more one looks at the current situation in Afghanistan today, the more likely it seems that Transition will at best produce a weak and divided state and at worst a state that either continues its civil war or comes under Taliban and extremist control. More than a decade of Western intervention has not produced a strong and viable central government, an economy that can function without massive outside aid, or effective Afghan forces. There is no sign that insurgents are being pushed towards defeat or will lose their sanctuaries in Pakistan. This has made every aspect of Transition is a high-risk effort.

Abstract:: Over the past decade, the use of unmanned aerial systems—commonly referred to as drones—by the U.S. government has expanded exponentially in scope, location, and frequency. From September 2001 to April 2012, the U.S. military increased its drone inventory from fifty to seventy-five hundred—of which approximately 5 percent can be armed. Yet despite the unprecedented escalation of its fleet and missions, the U.S. government has not provided a clear explanation of how drone strikes in nonbattlefield settings are coordinated with broader foreign policy objectives, the scope of legitimate targets, and the legal framework. Drones are critical counterterrorism tools that advance U.S. interests around the globe, but this lack of transparency threatens to limit U.S. freedom of action and risks proliferation of armed drone technology without the requisite normative framework.

An updated study by the CSIS Burke Chair explores US and Iranian interests in the region, Gulf state and GCC policies toward both the US and Iran, and potential flash-points and vulnerabilities in the Gulf to enhanced competition with Iran. This study examines the growing US security partnership with Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE – established as the Gulf Cooperation Council (GCC). It analyzes the steady growth in this partnership that has led to over $64 billion in new US arms transfer agreements during 2008-2011. It also examines the strengths and weaknesses of the security cooperation between the southern Gulf states, and their relative level of political, social, and economic stability. The study focuses on the need for enhanced unity and security cooperation between the individual Gulf states. It finds that such progress is critical if they are to provide effective deterrence and defense against Iran, improve their counterterrorism capabilities, and enhance other aspects of their internal security.

Abstract:: More than a decade into the “war on terrorism,” much of the political debate in the US is still fixated on the legacy of 9/11. US politics has a partisan fixation on Benghazi, the Boston Marathon bombing, intelligence intercepts, and Guantanamo. Far too much US attention still focuses on “terrorism” at a time the US faces a much broader range of threats from the instability in the Middle East North Africa (MENA) and Islamic world. Moreover, much of the US debate ignores the fact that the US has not actually fought a “war on terrorism” over the last decade, and the US failures in using military force and civil aid in Afghanistan and Iraq. The US has not fought wars as such, but rather became involved in exercises in armed nation building where stability operations escalated into national building as a result of US occupation and where the failures in stability operations and nation building led to insurgencies that forced the US into major counterinsurgency campaigns that had little to do with counterterrorism. An analysis of the trends in the Iraq and Afghan conflicts shows that the US has not been fighting a war on terrorism since Bin Laden and Al Qaida Central were driven into Pakistan in December 2001. The US invaded Afghanistan and Iraq and then made stability operations and armed nation building its key goals. It was US mishandling of these exercises in armed nation building that led to major counterinsurgency campaigns although – at least in the case of Afghanistan --the US continued to label its military operations as a struggle against “terrorism.” By 2013, the US had committed well over $1.4 trillion to these exercises in Afghanistan and Iraq. At the same time, the US made massive increases in its domestic spending on homeland defense that it rationalized as part of the fight against terrorism but often had little or nothing to do with any aspect of counterterrorism. At the same time, the US failed to develop consistent or useful unclassified statistics on the patterns in terrorism and its counterterrorism activities. The US government has never provided a meaningful break out of federal activities and spending at home or abroad which actually focus on terrorism, or any unclassified measures of effectiveness. The OMB has lumped a wide range of activities that have no relation to terrorism it its reporting on the President's budget request – activities whose total cost now approach $60 billion a year. The Department of Defense has never provided a meaningful estimate of the total cost of the wars in Afghanistan and Iraq, or a break out of the small portion of total overseas contingency operations (OCO) spending actually spent on counterterrorism versus counter insurgency. The State Department and US intelligence community provide no meaningful unclassified data on the cost of their counterterrorism effort and it is unclear that they have developed any metrics at any level that show the cost-benefits of their activities. The annual US State Department country reports on terrorism come as close to an unclassified report on the status of terrorism as the US government provides. While many portions are useful, the designation of terrorist movements is often political and shows the US designation of terrorist movements conflates terrorism and insurgency. The closest the US has come to developing any metrics on terrorism has been to develop an unclassified database in the National Counter-Terrorism Center (NCTC) that never distinguished terrorism from insurgency. This database formed the core of the statistical annex to State Department reporting, but has since been withdrawn without explanation. As this analysis shows in detail, it now has been replaced by a contractor effort that makes all of the previous mistakes made by the NCTC. The end result is a set of official reporting and statistics in the annex to the State Department report where “terrorism” remains remained poorly defined, badly structured, ignored in parts of the world, and conflates terrorism with counterinsurgency, instability, and civil war. A review of the Afghan, Iraq conflicts, and other recent conflicts in the MENA region shows just how serious these problems are in distorting the true nature of the wars the US is fighting and the threats it faces. The same is true of the unclassified reporting the US government provides on terrorism. A detailed review of the most recent State Department report on terrorism provides important insights into key terrorist movements, but the narratives generally ignore their ties to insurgent movements, their statistical data include some major insurgent movements and exclude others, and many of the data seem to include violence that is not truly terroristic in character.

There will be no sustainable peace unless there is justice, and justice demands that the state respect and protect the rights of women, half its population.

Abstract:: In his introductory remarks, IPI President Terje Rød-Larsen noted that when the United Nations was established after the Second World War, organized crime had almost nothing to do with international peace and security. It was a problem in a few big cities and isolated regions, but it was not a topic of international relations. In the 1980s, the situation began to change. The collapse of Communism opened new markets, and criminals began to take advantage of instability in conflict zones and fragile states. Globalization created new opportunities for illicit activities to flourish thanks to new technologies, new markets, and greater openness. Increases in trade, financial transactions, and communications made it easier for criminals to do business around the world and to launder money. Criminal groups also exploited unstable regions. As a result, by the beginning of the twenty-first century, organized crime had gone global, reaching macroeconomic proportions and posing a threat to international peace and security.

In addition, the commissioners for both the Independent Election Commission of Afghanistan (IEC) and the Electoral Complaints Commission (ECC) are appointed through a consultative process involving the legislature and judiciary, and not simply by presidential appointment as was the case previously.

Abstract:: The United States has made economic development a central tenet of its national security policy, alongside defense and diplomacy. One of the best and most cost-effective avenues for furthering economic development is investing in locally owned businesses, and yet the United States currently has no means for effectively and efficiently doing so. Small and medium enterprises (SMEs) have shown great potential in spurring economies, but their owners—especially women—are often unable to acquire the skills, resources, and support necessary to grow and sustain their businesses. Promoting local programs and global initiatives that encourage investments in SMEs and women entrepreneurs in lower-income countries will strengthen growth engines, diversify economies, improve communal well-being, stabilize societies, and accelerate progress toward international development goals. All of these results are in the interest of the United States, and could be achieved more quickly with the creation of an American development bank that aims to invest in and direct technical assistance to entrepreneurs in lower-income nations—the next-generation emerging markets. This can be done by expanding on the work already under way at the Overseas Private Investment Corporation (OPIC). Though several multilateral organizations have tackled pieces of this work, the United States has a unique role to play: investing in entrepreneurialism that creates jobs, bolsters the middle class, and spurs economic growth.

Abstract:: A great deal of scholarly and policy attention has been given in recent years to the relationship between illicit trade and armed conflict. Much of the focus has been on how violent non-state actors have exploited illicit commerce to fund and sustain rebellion. It is commonly asserted that this is a distinctly post-Cold War phenomenon—even a defining characteristic of so-called "new wars."1 A frequent argument, for example, is that in the absence of formal external sponsorship from the United States or the former Soviet Union, insurgents have increasingly turned to alternative forms of material support. This includes illicit exports dubbed "conflict commodities," such as drugs, timber, ivory, diamonds, and so on. Thus, partly thanks to the campaigns of international NGOs such as Global Witness, diamonds from conflict zones in West Africa have been labeled "blood diamonds" (inspiring a James Bond movie and other major Hollywood productions).

Abstract:: By consulting the work of well-known and obscure al-Qaeda theoreticians, Michael W. S. Ryan finds jihadist terrorism strategy has more in common with the principles of Maoist guerrilla warfare than mainstream Islam. Encouraging strategists and researchers to devote greater attention to jihadi ideas rather than jihadist military operations, Ryan builds an effective framework for analyzing al-Qaeda's plans against America and constructs a compelling counternarrative to the West's supposed "war on Islam." Ryan examines the Salafist roots of al-Qaeda ideology and the contributions of its most famous founders, Osama Bin Laden and Ayman al-Zawahiri, in a political-military context. He also reads the Arabic-language works of lesser known theoreticians who have played an instrumental role in framing al-Qaeda's so-called war of the oppressed. These authors readily cite the guerrilla strategies of Mao, Che Guevara, and the mastermind of the Vietnam War, General Giap. They also incorporate the arguments of American theorists writing on "fourth-generation warfare." Through these texts, readers experience events as insiders see them, and by concentrating on the activities and pronouncements of al-Qaeda's thought leaders, especially in Yemen, they discern the direct link between al-Qaeda's tactics and trends in anti-U.S. terrorism. Ryan shows al-Qaeda's political-military strategy to be a revolutionary and largely secular departure from the classic Muslim conception of jihad, adding invaluable dimensions to the operational, psychological, and informational strategies already deployed by America's military in the region.

Although after more than a decade of the war on terrorism the so called Al Qaeda Central is far from thriving operationally, it still advises and inspires jihadists around the world. Moreover, in the aftermath of the Arab Spring AQ Central affiliates and allies have re-constituted themselves and are growing in various parts of Northern Africa and the Middle East. Nonetheless, de-centralisation of the world's counter-terrorism effort, with the focus not on AQ Central but on its "subordinates," may in the longer term lead to a serious disruption of the totality of the organisation, already riddled with internal contradictions.

Abstract:: More than a decade after the United States and allied troops began military operations in Afghanistan, the country remains a major conflict zone. Afghanistan's continuing instability constitutes the largest security issue in the region. The country's role as the center of global opiate production contributes heavily to this instability. The grave social, economic, political, and security implications of the trafficking of the Afghan opiates extend beyond the regions of South, Southwest, and Central Asia. The opium economy in Afghanistan has become deeply entrenched and shows no signs of declining. Inside Afghanistan, narcotrafficking contributes to insecurity and feeds corruption, warlords, and insurgents. All this vastly complicates the prospects of the Afghan central government consolidating its power and effectively governing. Compounding these issues is the scheduled withdrawal of NATO forces from Afghanistan in 2014 and the ongoing drawdown of U.S. troops.

Abstract:: This paper examines the evolution of security sector governance (SSG) in Indonesia, focusing in particular on the effects of security sector reform (SSR) on the management of the secessionist conflicts in the country. It discusses the military's use of force as an instrument of conflict management in the years immediately following Indonesia's Independence, arguing that while it is possible to suppress conflicts through military force, such a strategy brings about several problems. The underlying causes of the conflicts may remain unaddressed, and military impunity could increase. These could lead to rising resentment, and eventually escalation of conflicts, as occurred in Indonesia in the late 1990s. This paper argues that to resolve such conflicts, SSR is vital, and it illustrates this through the case of Aceh as an instance of successful resolution of conflict achieved against a backdrop of reform of the military sector.

This is true not only of conventional militaries, but also of insurgent and terrorist groups. Organizational capacity is thus a crucial determinant of success in conflict. Stephen Biddle, for example, attributes heavy causal weight for success in modern conventional military conflict to the relative capacity of military organizations to employ a set of techniques he terms “the modern system.” Philip Selznick argues that organization is equally crucial for success in political combat, where subversion of other organizations is as important as brute force.

Abstract:: Why did violence decline in Iraq in 2007? Many credit the "surge," or the program of U.S. reinforcements and doctrinal changes that began in January 2007. Others cite the voluntary insurgent stand-downs of the Sunni Awakening or say that the violence had simply run its course after a wave of sectarian cleansing. Evidence drawn from recently declassified data on violence at local levels and a series of seventy structured interviews with coalition participants finds little support for the cleansing or Awakening theses. This analysis constitutes the first attempt to gather systematic evidence across space and time to help resolve this debate, and it shows that a synergistic interaction between the surge and the Awakening was required for violence to drop as quickly and widely as it did.

Abstract:: In March 2009, the South Korean National Assembly approved the first foreign deployment of South Korea's naval forces to join the U.S.-led Combined Task Force (CTF-151). The purpose of CTF-151 is to conduct antipiracy operations in the Gulf of Aden and off Somalia's east coast by the Horn of Africa. South Korea joined the navies of twentyfour other countries that participate in the Combined Maritime Forces (CMF) through one of three combined task forces, CTF-150, CTF-151, and CTF-152, to help ensure maritime security in this region. The CMF is an international effort to conduct maritime security operations in the Gulf of Aden, the Arabian Sea, and the Indian Ocean.

Abstract:: This lecture draws lessons from the experience of the first decade of the 21st century about how best to think about national security in modern times. Two related themes are identified. The first theme explores the connections between how we define the risks – both threats and hazards - to national security in human terms, how we use approach of risk management to maintain adequate public security, and as a result how we need to invest in modern intelligence to help in that task of risk management. 92. Governance Reforms in Pakistan's Tribal Areas: The Long Road to Nowhere?

Abstract:: Pakistan's Federally Administered Tribal Areas (FATA) remain mired in an archaic century-old system of indirect governance that provides space in which militant movements have thrived. President Asif Ali Zardari recently announced the FATA Local Governance Regulation 2012, establishing a system of local councils in the troubled tribal region. Although the regulation is disappointingly vague, and retains the sweeping prerogatives of the central government, it appears to have been driven in part by the army's interest in building civilian governance capacity in conflict-torn areas. The governments of Pakistan and the United States, along with local and international stakeholders, should advocate for continuity of implementation, insist on party-based local council elections, encourage experimentation within the bounds of the regulation, link the new councils to existing development structures, press the government to articulate a longer-term political vision for the FATA, and be realistic about the necessity of the army's active involvement in shaping governance policy in the tribal areas.

95. The Philippines: Breakthrough in Mindanao

Abstract:: The pact signed on 15 October 2012 between the Moro Islamic Liberation Front (MILF) and the Philippine government is a breakthrough in many ways but is far from a final peace. As with earlier texts signed over years of negotiations, this one – the “framework agreement” – defers several tough questions and it is unclear how, if ever, they will be resolved. At stake is the creation of a genuinely autonomous region in Muslim-majority Mindanao for the various ethnic groups collectively known as the Bangsamoro, with more powers, more territory and more control over resources. The framework agreement envisions a new government for the troubled Muslim south that would raise its own revenues and have its own police and judiciary. It maps out a multi-step process to create this new entity by the time President Benigno Aquino III's term ends in 2016. The obstacles ahead are huge. Politics in Mindanao or Manila could get in the way, and it may be impossible to devolve sufficient power to the Bangsamoro government without running afoul of the constitution. The MILF is unlikely to surrender its arms until the process is complete.

98. The threat of growing extremism in Punjab

Abstract:: During the last few years Punjab has experienced a deep social crisis in which Islamist organisations have been able to challenge the Pakistani authorities' power – as certain Islamist organisations, including extremist ones, increasingly are filling the role of welfare providers to the people. Punjab is experiencing a shift from the traditional Barelvi (Sufi) Islam towards more orthodox interpretations of the faith – often in quite radical variants. Some of the most important extremist Islamist organisations instrumental in this reorientation have become involved in criminal activity and in settling scores between competing bodies at the local level. Local judiciary, police and politicians often function as enablers for the extremists. This is not only troublesome for Pakistan: rising radical Islamist tendencies can be witnessed in Norway among certain Norwegian-Pakistanis. This policy brief describes some initial findings regarding the potential consequences of Punjab's social crisis, its patterns of extremism and the reorientation of religion in the province. It argues that in addition to being problematic for Pakistan, this development may have an adverse effect on diaspora communities living in the West.

99. Salvaging Sinai

Abstract:: The August 5th 2012 attack that killed 16 Egyptian soldiers in the nexus where Gaza, Egypt and Israel meet has spurred Egypt's greatest effort to reassert its authority over the Sinai since recovering the territory from Israel in 1982. Nevertheless, armed Bedouin groups backed by jihadi allies continue to confound their efforts. Only the integration of Sinai's Bedouin into Egypt's security, political and economic fabric will restore the buy-in of the indigenous population that is vital for both the success of the country's military campaign and the stabilisation of this strategic corridor linking Asia to Africa – and of post-revolutionary Egypt itself. The identities of the attackers have yet to be made public. Most were likely Sinai Bedouin, with perhaps some Palestinian support. But the fact that this attack is not an isolated incident and has been succeeded and preceded by many others suggests that North Sinai has become an environment for the killing of Egyptian soldiers and the destruction of Egyptian installations. This report examines the causes of the prevailing anti-government temperament in North Sinai, which is home to approximately 75% of Sinai's half a million people; tracks the development of quasi self-rule since the fall of Mubarak; and offers a few suggestions for the stabilisation of Sinai within a future regional economic and security framework.

100. Is a military intervention in Mali unavoidable?

Abstract:: No clear settlement of the crisis in Mali seems possible in the short term, despite a UN Security Council resolution on October 12th paving the way for a military intervention by ECOWAS countries. The crisis is fed by various dynamics that need to be reconciled for peace to prevail. Firstly, the transition in Bamako is going nowhere, and further divisions in the government and the resurgence of the coup makers undermine the fragile progress witnessed in July. Unable to agree on a solution in Bamako, most political actors have developed a militaristic approach to any solution for the north. Secondly, Islamist and jihadist movements were able to gain control of northern Mali (two-thirds of the country) in a few months and have enforced new rules inspired by their understanding of Islam. Although protests erupted in several cities, the militants deepened their control over the region and its local and transnational economy and may have a constituency among the population. ECOWAS, supported by France, is willing to intervene militarily, but the fragmentation of the Malian army is a key weakness. Moreover, ECOWAS has not spelled out the actual aims of its intervention: mere territorial gains without addressing local and national grievances may mean the return of the status quo ante, which would be unacceptable to most people in northern Mali. As usual, the long-term political dimensions of the ECOWAS intervention are dismissed in favour of an immediate military victory that would be very fragile as a result.
