Abstract:: Zionism: One or many? Obsolete? Irreconcilably divided? Ethnocentric? Is there a Zionism compatible with nondiscrimination of Palestinians? These two books, Nation and History: Israeli Historiography between Zionism and Post-Zionism by Yoav Gelber and Zionism and the Roads Not Taken: Rawidowicz, Kaplan, Kohn by Noam Pianko, present opposite points of view, one backward looking and abortive, the other forward looking, expressing hope for change. Both are grounded in historical discussions with considerable relevance to the present. Both draw legitimacy by adhering to a Zionist dream. The two opposing dreams, however, negate each other.

Abstract:: The Carnegie Council for Ethics in International Affairs will turn one hundred years old in February 2014. Andrew Carnegie founded the Council in 1914 with a specific purpose in mind: he thought it was possible to avoid the Great War that he and many others believed was on the horizon. In fact, he approached the project with considerable optimism, confident that the barbarity of industrial war would become a thing of the past. Humanity was evolving, becoming more civilized with each passing decade. Common interests and common sense would surely make large-scale war a relic of bygone days, similar to other uncivilized practices, such as slavery and dueling. Sadly, it was not to be.

Abstract:: "Reimagining a global ethic" is a project worthy of Andrew Carnegie and of the Carnegie Council's upcoming commemoration of his founding gift in 1914. As a collaborative research project stretching forward over the next three years, it ought to be integrative and reconciliatory: that is, it must try to understand the globalization of ethics that has accompanied the globalization of commerce and communications and to figure out what ethical values human beings share across all our differences of race, religion, ethnicity, national identity, and material wealth. When human beings do disagree morally, the search for a global ethic becomes an attempt to elucidate by analysis what exactly people are disagreeing about, so that, after arguing out our differences, we can either agree to disagree or work together to find common ground. Finding common ground on large ethical matters and understanding more deeply why, in some instances, we remain at odds with each other is worthwhile in itself, but it might also further Andrew Carnegie's original goal in founding the Council, which was to reduce the amount of conflict and violence in the world.

Abstract:: "National communities," Michael Ignatieff writes in his thoughtful essay on the prospects for a global ethic, "have some good reasons, as well as some not so good ones, to privilege local ahead of universal priorities and interests." And he goes on to explain the clash of local and universal priorities as rooted in a conflict between the values of "justice and democracy." I would rather suggest that the conflict is an internal one-a conflict inherent in our thinking about what justice requires. But in any case, he is surely right that providing a compelling account of how to distinguish good from bad reasons for privileging local priorities, and identifying how weighty the good reasons for local priorities are, is fundamental to developing a plausible global ethic.

Abstract:: We are one humanity, but seven billion humans. This is the essential challenge of global ethics: how to accommodate the tension between our universal and particular natures. This tension is, of course, age-old and runs through all moral and political philosophy. But in the world of the early twenty-first century it plays out in distinctive new ways. Ethics has always engaged twin capacities inherent in every human: the capacity to harm and the capacity to help. But the profound set of transformations commonly referred to as globalization-the increasing mobility of goods, labor, and capital; the increasing interconnectedness of political, economic, and financial systems; and the radical empowerment of groups and individuals through technology-have enabled us to harm and to help others in ways that our forebears could not have imagined. What we require from a global ethic is shaped by these transformative forces; and global ethics-the success or failure of that project-will substantially shape the course of the twenty-first century.

Abstract:: The message of Michael Ignatieff's reflections on reimagining a global ethic is a comforting one for political philosophers. It is vital, he writes, for philosophers to keep doing what they have been doing: addressing the injustices of globalization from a perspective of strict impartiality that treats every human being as the object of equal moral concern. Philosophers should continue to elaborate this "one world" perspective against those partial perspectives arising from the claims of one's particular country or particular religious faith. But their aim should not be to replace the one with the other, but to prompt an ongoing critical dialogue in which more particularistic doctrines of country or faith are called to justify themselves before the one-world ethic's impartial standards-thus prompting the kind of critical self-reflection that is essential to moral change. And in so doing, the one-world ethic cannot be uncritical of itself, for there are different ways of conceiving a global ethic, each of which must answer to the others.

Abstract:: In his elegant essay on the tension between a singular global ethic and global ethics in the plural, Michael Ignatieff invites us to "think harder about the conflicts of principle between them." He is certainly right that harder thinking is needed: advocates of both versions of a global ethic sometimes seem locked into mutual self-righteousness. What we might call singular, or universal, ethicists often accuse pluralists of parochial atavism, while the partisans of plural, usually national, ethics think that the universalists are naive at best, arrogant at worst. Both are utterly convinced that they are right.

Abstract:: Within a short period the International Criminal Court (ICC) has become central to world politics. The dramatic diplomatic process that produced the Rome Statute in 1998 was followed by an unexpectedly rapid succession of state ratifications and the establishment of the court in 2002. As of late 2011 the ICC has indicted twenty-six individuals related to seven official investigations, all in Africa. Proceedings against one of these individuals were dismissed. Two other indictments, including one for Libya's Muammar Qaddafi, became moot because the individuals were killed before arrest or trial. The remaining list includes a sitting head of state, Sudanese president Omar al-Bashir, as well as Kenya's sitting deputy prime minister, Uhuru Kenyatta. The United Nations Security Council referred both the Sudan and Libya situations to the court; three African states requested investigations of their own situations. The ICC prosecutor independently started an investigation in Kenya. Despite efforts by Kenyan state officials to halt ICC proceedings related to the widespread violence and killings following the 2007 national elections, opinion polls suggest that 73 percent of Kenyans want the ICC to remain involved.

43872. Why the ICC Should Operate Within Peace Processes

Abstract:: Is it ethical for the prosecutor at the International Criminal Court (ICC) to consider political factors, such as peace processes, in selecting situations to investigate or cases to prosecute? During the early years of the court, a number of documents and statements from the Office of the Prosecutor (OTP) suggested that there were occasions when it was. Two OTP policy papers issued in 2003 recommended that the prosecutor assess "all circumstances prevailing in the country or region concerned, including the nature and stage of the conflict and any intervention by the international community," and whether prosecution might "exacerbate or otherwise destabilize a conflict situation." In the same spirit, the ICC's chief prosecutor, Luis Moreno-Ocampo, referred to his decision-making as a "dialogue between many actors" with a "strategic dimension . . . [that] involves all stakeholders." This language suggested a process of consultation and coordination with local and international actors involved in conflict resolution to adapt international criminal justice to on-the-ground political realities.

Abstract:: The International Criminal Court (ICC) seeks to end impunity for the atrocity crimes of genocide, crimes against humanity, war crimes, and, eventually, crimes of aggression. My contribution to this discussion takes a consequentialist view to outline ethical hazards confronting the court. Since the ICC has only recently begun to operate, with its first suspect, Thomas Lubanga Dyilo of the Democratic Republic of Congo, arriving in The Hague in 2006 and his trial completed only in the fall of 2011 (and awaiting a verdict in 2012), it is too early to reach a general appraisal of the court's effects.

43874. Why the International Criminal Court Must Pretend to Ignore Politics

Abstract:: Since the International Criminal Court (ICC) prosecutes crimes of mass violence that are inherently political in nature, its actions will inevitably have political consequences about which the prosecutor and judges should be as well informed as possible. As some of the other contributors to this roundtable note, the ICC's actions and inactions may even have life-and-death consequences in the real world. It is ethically irresponsible for the ICC's officers to ignore those concerns. At the same time, the court's moral and legal authority derives entirely from its claim that it applies universal rules wherever it has jurisdiction. In order for the International Criminal Court to build legitimacy over time, it must both act and be seen to act in a neutral way that transcends political pressures. Rule-of-law courts do not derive their authority from their ability to command the use of force. Nor do they have the legitimacy of elected political officials who act as the representatives of a political community. The legitimacy of courts is a function of their claim to uphold universal rules of law that the community has chosen to adopt, regardless of whether doing so is popular or even prudent in a particular case with particular constituencies. Consequently, court officers in their formal actions-including prosecutorial requests for investigations, issuing arrest warrants, and filing charges, as well as in the judges' decisions on those questions-should always ground the rationale for their decisions in the pretense that they act only to uphold the law and without regard for political considerations.

43875. The International Criminal Court's Provisional Authority to Coerce

Abstract:: The United Nations ad hoc tribunals in the former Yugoslavia and Rwanda had primacy over national judicial agents for crimes committed in these countries during the most notorious civil wars and genocide of the 1990s. The UN Charter granted the Security Council the right to establish a tribunal for Yugoslavia in the context of ongoing civil war and against the will of recalcitrant national agents. The Council used that same right to punish individuals responsible for a genocide that it failed earlier to prevent in Rwanda. In both cases the Council delegated a portion of its coercive title to independent tribunal agents, thereby overriding the default locus of punishment in the world order: sovereign states.

It has reduced whale hunting dramatically from its peak in the 1960s and brought almost all species of whales out of danger of extinction. Abstract:: For those concerned with and affected by global development and human deprivation 2015 looms large, for this is the date by which the ambitious Millennium Development Goals (MDGs), the world's biggest promise, are to be achieved. As such, it will be a time to evaluate the successes and failures in meeting the various specific targets articulated by the MDGs, and a time to evaluate the adequacy and efficacy of the MDG framework itself. Perhaps more important, it will be the time to establish a new global framework to address the world's most pressing development problems. Indeed, some advocates, academics, and development practitioners have already turned their attention to designing such a potential successor agreement.

Abstract:: In her recent article in this journal, Joy Gordon provides an astute history and critique of the evolution and application of smart sanctions within the United Nations system since the mid-1990s. Her analysis of the strengths and weaknesses of the discrete types of smart sanctions is part of a growing discussion among both academics and practitioners about the future and the utility of these measures. As always, her continued skepticism about the effectiveness and ethical dimensions of economic sanctions deserves serious consideration and evaluation. In particular, Gordon raises three central concerns: (1) smart sanctions are no more successful than traditional trade sanctions; (2) each type of targeted mechanism has serious flaws; and (3) targeted sanctions did not end the humanitarian damage or the related ethical dilemmas that are embedded into sanctions design and implementation.

Abstract:: Morality and War is a timely addition to contemporary just war literature. While advocating the use of just war principles to evaluate modern armed conflict, Fisher takes the innovative step of introducing virtue theory into these debates. Largely neglected by just war theorists, virtue theory has, for example, invigorated bioethics by providing an antidote to the rigidity of principled moral thinking while also offering a useful and versatile educational tool. Fisher uses it to do both as he combines virtue ethics with consequentialism into what he terms "virtuous consequentialism."

Abstract:: In this new volume, two distinguished University of Chicago law professors have joined forces to edit a provocatively titled collection of essays about the Internet. As they observe in their coauthored introduction, the Internet “has succeeded in remaking us as inhabitants of a small village”. However, there is little romance in this cozy trope that Levmore and Nussbaum deploy to frame their project. We are indeed close-knit now. The Internet has stitched together geographically, politically, and culturally distant men, women, and children into an intensively interactive community. But it is a Hobbesean village, bereft of decorum and solidarity. Moreover, when one calls to mind the extraordinary stories of Amy Boyer and Tyler Clementi, whose murder and suicide, respectively, were closely tied to commercial and social abuses of the Internet, one quickly understands that Internet communication can be not only offensive but also flat-out dangerous.

Abstract:: The publication of these essays by the philosopher Charles Taylor in a single volume gives readers access to his understanding of late-modern societies. Like his Gifford Lectures, collected in A Secular Age, these essays—addressing social, political, and ethical questions—challenge various theories of modernity made famous by Max Weber and others. In Taylor's terms, the “subtraction theory”—that is, the theory that defines modernity as a form of life with the religious subtracted from it—is a misunderstanding of the current situation. Taylor here provides a compelling response to that account of modernity grouped under three headings: “Allies and Interlocutors,” “Social Theory,” and “Themes from A Secular Age.” Given the range of topics, thinkers, and problems that the book engages, it is impossible to review it as a single argument. That said, the book does present interlocking sub-arguments that are the focus of this review.

Abstract:: It is a typical late afternoon in the Timarpur neighborhood, lying just across the Mahatma Gandhi Marg ring road from the University of Delhi North Campus. Families gather outside one- and two-room brick living quarters, many of which have only a single draped cloth serving as the front wall. Other homes are made of found materials: cloth or plastic bound over slim wooden poles; a mishmash of blankets, boards, and corrugated metal for walls; metal or blue plastic tarpaulins weighted against the wind with stones and bricks for roofs. A boy of perhaps four fills a bucket at the single communal tap serving a dozen families and wobbles up a set of stairs, sloshing out water with each step. 43884. Global Poverty and the Limits of Academic Expertise

Abstract:: Academics are not a natural kind. They have varied expertise and aims, and most have no expertise that is particularly relevant to problems of poverty and development. This presumably is why the essay in this issue by Thomas Pogge and Louis Cabrera-a virtual "manifesto" of the newly formed Academics Stand Against Poverty (ASAP)-shifts to and fro between addressing "academics" and addressing "poverty-focused academics." Even those academics whose work touches on poverty and development-a quite small minority-are mostly expert in some but not in other aspects of these topics. Some are expert in international law, but not in economics; others know about international trade, but not about aid; some study corruption, but know nothing about nutrition-and so on. A few know a lot about normative argument, but their credentials are sketchy when it comes to empirical evidence. Many more are interested in empirical evidence, usually of a specific sort, but are uncritical of or confused about normative argument. (I suspect that many suffer from a lingering positivist hangover, which suggests that there is no intellectually respectable way to support normative claims, and indeed that this fear may lie behind the appeals to the importance of academic neutrality that Pogge and Cabrera discuss.)

Abstract:: Academics have been involved in development and poverty issues in poor countries since at least the 1940s. Most academics and practitioners who work professionally in the world of development engage in the ! eld not as dispassionate observers but with the explicit intention of trying to rid the world of extreme poverty. But we are now witnessing something new. For a number of years, a small band of academics from other fields, perhaps most notably from the disciplines of ethics and political and moral philosophy, have been interested in and have tried to promote a wider interest in " development ethics. " More recently, their numbers have been swelled by an ever-larger group of academics from these disciplines who are convinced of the moral obligation to respond to the problem of world poverty and are driven by the need to do more. The engagement of any individual or group concerned with quickening the end of extreme poverty is clearly both welcome and encouraging. However, before moving too quickly to promote new attempts to eradicate poverty, it is necessary to examine carefully the work that academics and development professionals have done and are currently doing in this area, the way that this work has been and is being used by policy-makers, and how these same academics understand and analyze the impact of their work, including their understanding of why they have not been more successful. The purpose of this article is to contribute to the debate and discussion about how concerned academics and individuals might add particular value to the work already being done.

43887. Beyond Charity: Helping NGOs Lead a Transformative New Public Discourse on Global Poverty and Social Justice

Abstract:: This article looks at the role that Northern nongovernmental organizations (NGOs) can play in engaging domestic publics in efforts to eradicate mass global poverty. In doing so, it makes two assumptions about this relationship that are important to outline. First, it is assumed that what the public in Northern countries think or understand about mass global poverty is a relevant factor in alleviating or overcoming it. In other words, it is important that people in Ohio or the Scottish Highlands understand why, for example, a billion people live in absolute poverty in a world that has the physical resources to provide for all of humanity's basic needs. As long as Northern states dominate the G7, the G8, and the Bretton Woods institutions; dictate many of the terms of international trade; and consume far more than an equitable share of global resources, the social norms of these countries will directly inform global efforts against mass poverty. Further, the idea that the fight against mass global poverty is the job only of politicians and business leaders, and that the attitudes of the general public are not at all instrumental in or relevant to their decision-making, is clearly untenable. Indeed, public support for the policies that would bring transformational change is essential. As Paul Collier writes in The Bottom Billion , "Without an informed electorate, politicians will continue to use the bottom billion merely for photo opportunities, rather than promoting real transformation"

43888. How Academics Can Help People Make Better Decisions Concerning Global Poverty

Abstract:: As other contributions to this special issue amply demonstrate, there is a variety of ways in which academics could have a greater impact on global poverty than they do today. In this essay I focus on just one of those ways: by doing more to help people make wise decisions about issues relevant to such poverty. Many different groups of people have to make such decisions, including those who work for certain international organizations, policy-makers and government employees of various kinds, and the global poor themselves. Many of those decisions involve difficult issues that academics generally have more time and other resources than others to study. If academics conduct the right kind of research on those issues, then, and share what they have learned with the relevant decision-makers in accessible ways, those decision-makers should be able to make better decisions. And this in turn should have a positive impact on global poverty. Moreover, given that doing so would only require academics to perform activities that are already taken to be a standard part of their role — conducting research and disseminating what they have learned — this seems one of the most straightforward and least controversial ways in which academics could have a greater impact on global poverty.

Abstract:: This volume collects eleven of Joshua Cohen's essays, each of which deals in some way with the nature and role of political justice and its relationship to ideals of democratic self-government. Within this general set of interests, the essays range over a variety of topics, from commentary on specific democratic thinkers to the morality of international political institutions. If the essays are diverse in their subject matter, they are linked by the sensibility of the author, who is rightly celebrated as one of our most insightful and subtle political thinkers. Although I disagree with parts of Cohen's argument, none of these disagreements diminish my admiration for his project; those of us who care about justice, whether at home or abroad, would do well to give his ideas a closer examination.

Abstract:: This book is the third in a series, following Legitimacy in International Society (2005) and International Legitimacy and World Society (2007), in which Ian Clark has applied the concept of legitimacy to the English School's way of thinking about both international society (the society of states) and world society (global civil society mainly in the form of nonstate actors). For Clark, legitimacy is what defines both rightful conduct and rightful membership in society. Following the English School tradition, his main focus in terms of rightful conduct is on the primary institutions of international society: such deep practices as sovereignty, nationalism, diplomacy, the balance of power, great power management, and the like that constitute both the actors and the rules of the game of international society. This approach contrasts with the focus on secondary institutions—intergovernmental organizations, regimes, and other consciously constructed, instrumental entities—that is characteristic of liberal approaches to International Relations.

Abstract:: The Conference on International Politics, sponsored by the Rockefeller Foundation and convened in Washington, D.C., in May 1954, brought together many of the leading lights of postwar realism: Hans Morgenthau, Reinhold Niebuhr, Walter Lippmann, Paul Nitze, and Arnold Wolfers, among others. A young Kenneth W. Thompson organized the meeting and participated in the discussions; an even younger Kenneth Waltz served as the group's rapporteur. Rockefeller Foundation president Dean Rusk presided. The meeting was to international relations theory what that summer's All-Star Game in Cleveland, featuring Mickey Mantle, Willie Mays, Ted Williams, Jackie Robinson, and Stan Musial, was to baseball—or it would have been, if its documentary record had not been buried in the Rockefeller Foundation archives for over half a century.

Abstract:: In 1990, U.S. political scientist John Mearsheimer predicted that we would soon ''miss the Cold War.'' In the months and years that followed, the eruption of bloody conflicts in the Balkans and in Africa gave birth to fears of a new era of global chaos and anarchy. Authors such as Robert Kaplan and Benjamin Barber spread a pessimistic vision of the world in which new barbarians, liberated from the disciplines of the East—West conflict, would give a free rein to their ancestral hatreds and religious passions. Journalists James Dale Davidson and William Rees-Mogg chimed in that violence would reassert itself as the common condition of life. Former U.S. Senator Daniel Patrick Moynihan warned that the planet was about to become a ''pandemonium.''

Abstract:: The European Union is engaged in a ferocious political, diplomatic, and economic struggle to preserve the future of the single currency, the Euro, and the viability of what has become known simply as ''the project,'' namely the process of integration that has been the bedrock of Western European politics for over half a century. It is distinctly possible that its members' efforts may fail, either in the short or long term, and give way to an era of disintegration. Some have sounded the alarm: German Chancellor Angela Merkel famously remarked, ''If the Euro fails, Europe fails.'' Former president Nicolas Sarkozy of France predicted, ''If the euro explodes, Europe would explode. It's the guarantee of peace in a continent where there were terrible wars.'' Polish Foreign Minister Radek Sikorski warned the Euro's collapse could cause an ''apocalyptic'' crisis. Harvard economist Dani Rodrik cautioned ''the nightmare scenario would . . . be a 1930's-style victory for political extremism.'' After all, ''fascism, Nazism, and communism were children of a backlash against globalization.'' The erosion of democracy in Hungary and the rise in support for populist parties in Greece, the Netherlands, Finland, and France appears to some to be the beginning of the end.

Abstract:: In almost every region of the globe, there is a phantom state hovering like an apparition among the more corporeal members of the international system. Some of their names sound like the warring kingdoms of a fantasy novel: Abkhazia and South Ossetia, Nagorno—Karabakh and the Dniester Moldovan Republic. Others, such as Gaza/Palestine, the Turkish Republic of Northern Cyprus, or Taiwan, dominate the headlines. These polities look like real countries to their inhabitants, who salute their flags and vote in their elections. Some even field armies, issue visas, and collect taxes. But they are largely invisible to international legal institutions, multilateral organizations, and global trade regimes. The reason is that they lack formal recognition, or what a political scientist would call ''external sovereignty.''

Abstract:: Despite all the optimism accompanying the uprisings of 2011, the Arab Middle East remains a stagnant region in deep socio—political crisis with little chance for positive change anytime soon. The current regimes may stay in power or get replaced by new dictatorships, moderate or radical. Either way, in the near future, weak states will continue to grapple with domestic problems and the direction of their foreign policies. For good reason, this situation has Israeli leaders worried about the implications for their country's national security. The changing regional balance of power favors Turkey and Iran, both of whom encourage radical elements in the region, not Israel, while the seeming decline in U.S. clout has negatively affected both the Arab—Israeli peace process and Israel's deterrent power.

Abstract:: Afghanistan is America's longest war. Thousands of U.S. troops and those from nearly 50 other countries have fought in Afghanistan against Taliban and al-Qaeda forces, but it was in nuclear-armed Pakistan where Osama bin Laden was killed, Khalid Sheikh Mohammad (the mastermind of 9/11) was captured, and Afghan Taliban leader Mullah Omar as well as the heads of the virulent Haqqani network reside. Pakistan's duplicity is a fact, yet it is often excessively characterized as a function of the India—Pakistan rivalry. Pakistani generals do fear India, but they have also recognized the threat from domestic insurgents. The height of this concern was reached in 2009, when the Pakistani Taliban were 60 miles from the country's capital and jeopardized U.S. as well as Pakistani goals in the region: interdicting al-Qaeda, protecting Pakistani nuclear weapons, and stabilizing (and in Pakistan's case, an anti-India) Afghanistan. At that point, Pakistani troops, unlike past attempts, fought back and prevailed against the insurgents. It can be done.

Abstract:: The security architecture that the United States helped establish after the Cold War in the Eastern Mediterranean is crumbling. That architecture emphasized two triangular partnerships: U.S.—Turkey—Israel and U.S.—Egypt— Israel. Each had its origin in the Cold War and gained new emphasis afterwards as a cornerstone of U.S. efforts to promote Middle Eastern stability. Yet the evolution of internal politics in Turkey over the last decade, combined with more recent shifts in Egypt, have brought to the fore civilian politicians who are openly critical of such partnerships and who have sidelined the partnerships' military proponents. The demise of these two triangles has profound implications for Israeli security, as well as for the U.S. military and diplomatic role in the Eastern Mediterranean. The changing geometry of U.S. relationships in the Eastern Mediterranean is part of a set of broader trends that make it more difficult for the United States to shape outcomes and set agendas in the region. This change in particular is likely to force the United States to emphasize bilateral relationships and ad hoc direct action in the future, placing a greater demand on ongoing U.S. management than has been the case in the past.

Abstract:: For most of the 20th century, Turkey chose not to get involved in Middle Eastern affairs. During the past decade, however, in a remarkable departure from this Kemalist tradition (based on the ideology of the republic's founder, Mustafa Kemal Atatu¨rk), Ankara has become a very active and important player in the region. Under the Justice and Development Party (AKP) government since 2002, Turkey has established closer ties with Syria, Iran, and Iraq, assumed a leadership position in the Organization of the Islamic Conference (OIC), attended Arab League conferences, and contributed to UN forces in Lebanon. It has also mediated in the Syrian—Israeli conflict as well as the nuclear standoff with Iran. Ankara's diplomatic engagements with Iran and Hamas have led to differences with the United States and Israel, leaving many wondering if Turkey has been turning away from itsWestern orientation or if it was just a long overdue shift East to complete Turkey's full circle of relations.
