44761. Private Sector Development in the South and East Mediterranean Region

Abstract:
This report is concerned with the analysis of privatization and private sector development for the eastern and southern Mediterranean countries partnered with the European Union and collectively known as MED-11. Noting that the analysis applies to the situation prior to the dislocations of the Arab Spring, we review the shift in the relative shares of the public and private sectors in these countries, as well as the business climate affecting the development of the private sector, examine a number of cultural factors that may influence the development of the private sector, and discuss some alternative scenarios for future developments. In the last 20 years, efforts have been made in all countries of the MED-11 to encourage private sector development and, to a greater or lesser extent, privatization of stateowned assets. However, there is a great deal of differentiation among the countries in the group. In the MED-11, Israel has not only the most business-friendly policy environment but also the most developed private sector, accounting for almost 80% of employment. The other countries of the region can be divided into two groups: one, including Algeria, Libya, and Syria, where reforms promoting privatization and private sector development have been very limited, and the rest, in which they have been much more extensive (the Palestine Authority is, for obvious reasons, a rather special case). A generally poor business environment makes for a large informal sector in almost every country in the region; however, generally speaking, we do not find the cultural factors we examine to be hostile to private sector development. Optimistic, reference and pessimistic scenarios are discussed; which of these is realized in any particular MED-11 country will depend greatly on the direction of change following the events of 2011’s Arab Spring.

44762. Innovation Systems and Knowledge-Intensive Enterpreneurship: a Country Case Study of Poland

Abstract:
This study surveys the current state of affairs in Poland with regard to the development of knowledge-intensive entrepreneurship (KIE), or new firm creation in industries considered to be science-based or to use research and development (R&D) intensively. We place KIE in Poland in the larger institutional context, outlining the key features of the country’s National Innovation System, and then focus on KIE itself. Our findings are perhaps more optimistic than many previous studies of knowledge-based economy development in Poland. We observe significant progress due to Polish access to the European Union. The frequency with which universities are playing a significant role as partners for firms in the innovation process has increased significantly; moreover, we observe a significant degree of internationalization of innovation-related cooperation. Another optimistic development is that the level of activity of venture capitalists seems to be fairly high in Poland considering the relatively low degree of development of capital markets offering VC investors exit opportunities. Moreover, after almost two decades of decline in the share of R&D spending in GDP, there are signs that this is beginning to rise, and that businesses are beginning to spend more on R&D. While demand-side problems continue to be significant barriers for the development of KIE, due to the relatively low level of education and GDP per capita in the country, the trends here are optimistic, with high rates of economic growth and improvements in the level of education of younger generations. Significant improvement is still needed in the area of intellectual property protection.

Abstract:
The social changes in Poland over the last two decades have had an impact on many dimensions of life, including on important elements of human capital, such as health and functional and instrumental daily activities. This article contains an overview of the available data and indicators on health status, morbidity and disability. It presents the changes in the level of functional and legal disability and aims to show the reasons for these trends. Functional disability is highlighted as one of the major challenges for social and health policy in the next few decades in the context of dynamic aging.

Abstract:
The Eastern and Southern Mediterranean region has many advantages. Its proximity to European markets and its strategic location along the Mediterranean Sea help facilitate the trade of goods among Europe, Asia and Africa. The region has great historical and civilizational importance. It also has plentiful supplies of oil and natural gas resources and great demographic potential. Yet despite these many advantages, the Eastern and Southern Mediterranean region remains relatively backward in economic and social terms and is rightly considered a potential source of social and political instability. In this brief the authors analyze the key challenges facing the MED11 countries and propose policy measures that could improve the region’s economic and social performance.

Abstract:
Industry - and firm-level research into both innovations and productivity has long been limited to manufacturing. With this paper, we aim to contribute to the stream of literature that aims at extending the scope of such investigations to the services industry. To this end we analyze the innovation strategies in several service sectors in Poland in 2008 and examine their relationship to productivity. Our results show that service firms differ considerably in their innovation strategies, but that most of those strategies lead to productivity gains.

Abstract:
This paper analyses the spatial distribution of economic activity in the European Union at NUTS2 level over the 2001-2010 period. The aim of the study is twofold: (i) to provide descriptive evidence of the agglomeration distribution in Europe and its evolution over time across countries; (ii) to identify the nature of agglomeration and the factors that determine its level, with particular attention paid to the socio-ecological transformation occurring in Europe. The study concludes that: a) the changes in agglomeration are sensitive to demographic transformations taking place; b) the ecological transformation has a mixed effect, depending on each country; c) significant differences are observed between new and old Member States; the crisis has had a significant influence on agglomeration but only in Western Europe.

Abstract:
Tunisia marked the first anniversary of its largely peaceful revolution on January 14 2012. It has been a momentous year since spontaneous public uprisings involving women and men, old and young, rural and urban, led to the demise of a dictatorship. In October 2011, the first free and fair parliamentary elections in decades took place. But the story is not over. The economy is still in shambles and institutions of governance are weak. The security sector will need reform. There are also thorny issues of justice, truth-telling and reconciliation to deal with the past and move forward. Despite the opening of public and political space for activism and civil engagement, women are among the first groups to experience a backlash, largely orchestrated by conservative Islamic groups. The struggle for the identity, soul and future of Tunisia is just beginning. What happens to women now, how they are treated, and what role they play will be critical indications of the direction the country takes. ICAN’s first “What the Women Say” Tunisia brief addresses the evolving political landscape, the implications for women, their actions and their requests to international and domestic actors.

At a time when the United States, the European Union and others are heralding their national action plans on women, peace and security that highlight the need for women’s protection in times of crisis and their participation in conflict prevention and peacemaking, this brief offers the international community recommendations on limiting the immediate and long-term damage being wrought on women, Iranian society and ultimately regional security.

Abstract:
In September 2012 the International Civil Society Action Network (ICAN) convened the first regional “What the Women Say” MENA/South Asia Forum on Rights, Peace and Security with nearly 50 women representing 12 countries in the Middle East, North Africa and South Asia region, with international partners. This group of peace and women’s rights experts, practitioners, activists and scholars met over a four-day period to draw on the framework provided by UN Security Council Resolution 1325 on women, peace and security to compare and contrast the fast-paced changes in the region. Their discussions included country situations analyses with attention to the gender dimensions of root causes and evolving political, economic, security, religious and socio-cultural trends; the threats and opportunities facing women’s movements; and the gendered dimensions of key transitional issues notably, legal and constitutional processes, transitional justice, security sector and economic reform.

Abstract:
With Mohammad Morsi’s inauguration as President of Egypt in June 2012, many Egyptians hoped that the country’s fitful political transition would finally be on a smoother path towards institutional reform and democratization. But much remains in flux. From the outset of the revolution, Egyptian women from all sectors of society were central to the events. They were in the streets alongside men from the early days of the protests. They initiated their own protests. They have borne a large share of the violence dispensed primarily by state security forces, and are frequently the target of hostility and regressive measures introduced by some Islamists. Reflecting on the experiences of women in the uprising and transitional months, this brief provides a snapshot of developments in the past eighteen months including their security concerns, the constitutional process and evolving political landscape and its implication for women. It highlights key recommendations to international and domestic actors with regard to women’s rights, peace, and security.
