It is impossible to understand the developmental constraints of Africa without grasping the significance of water resources, particularly groundwater. Southern Africa faces potentially severe groundwater shortages, which not only imperil the lives of those directly dependent on it, but also the continued development of the economic engines of the region—South Africa, Botswana, Namibia, and Zimbabwe—all of which face significant constraints on their future economic growth due to the insecurity of water supply. In addition, groundwater resources are the foundation of rural water supplies, which sustain livelihoods for the poorest of the poor communities.

Population and health are also linked to conflict and fragile states, say Report authors. But efforts to promote sustainability—and use natural resources as peacebuilding tools—could help turn deadly environments into safe, sustainable neighborhoods.

Abstract:
Since the introduction of the North American Free Trade Agreement (NAFTA) in 1994, traditional maize farmers in Mexico have faced difficult economic conditions. In barely more than a decade, as many as one million farmers may have abandoned their land under economic pressure from rising imports, low prices for maize and other traditional crops, weak local and regional demand, and large reductions in public sector support for agriculture. The losses are environmental as well as economic. With the loss of traditional maize, there has been a documented loss of the agricultural biodiversity of which these farmers and their ancestors have been stewards for centuries. With maize trade scheduled to be fully liberalized under NAFTA in 2008, many farm groups are calling for a renegotiation of the treaty's agricultural provisions to prevent further damage. This policy analysis examines the room for alternative policies in Mexico under existing economic and environmental agreements, including NAFTA. It concludes that the Mexican government retains access to many useful policy instruments that could promote rural livelihoods while arresting the losses of important maize diversity. What is lacking is the political will to make use of them.

If we are to live in a 21st century more prone to peace than violence, the developed countries must move expeditiously to address the developing countries' requirements for energy, water, and agricultural production. The Institute for the Study of Diplomacy (ISD) at Georgetown University launched a two-year study of the role of intelligence and policy failures in undermining the pursuit of U.S. strategic interests. This study focuses on why the United States has found itself unprepared to manage or contain adverse developments in regions of vital interest even in instances where there was extensive U.S. diplomatic and military involvement. The authors of this monograph selected five case studies of "strategic surprises" drawn from recent history. The cases were discussed and analyzed by a working group made up of senior practitioners and policy experts, a group established in the fall of 2004 that held five meetings sponsored by ISD from November 2004 through the spring of 2006.

It is the strategic equivalent of Katrina, but man-made. Born of disinformation, it has – at great cost in lives, money, and prestige – spawned anti-Americanism, civil war, and a surge in terrorism.{1} Failing to see this is dangerous. Even more dangerous is mistaking the malady for the cure – which is precisely what President Bush has done with his “troop surge” proposal.

This paper discusses obstacles to civil-military cooperation in the context of multinational and interagency operations, with a special focus on assessment functions and processes. As such, the paper seeks to contribute to the ongoing process of developing a framework for assessment of operations within the context of MNE5. The rationale behind this study is to strengthen the basis for and the effectiveness of Effects-Based Assessment (EBA) of performances, effects, and end-states in multinational and interagency operations. The first section starts by identifying a set of key overall challenges to such cooperation, namely civilian and military actors' often lack of knowledge of one another's organizational identities, security concerns, and working procedures. The paper then discusses one of these categories, namely working procedures, in more detail, identifying in the second section the challenge of divergent operational terminologies, and in the third section the challenge of overcoming the information sharing gap when in the presence of similar assessment practices. The main suggestion of this paper is that knowledge about civilian and military operational terminologies and assessment practices is an imperative for successful civilmilitary cooperation in multinational and interagency operations. Such knowledge, we argue, is best obtained if both military and civilian actors respectively open their communication channels with the purpose of sharing information and operational experiences. Furthermore, based on the discussion, the paper raises a number of points which the authors believe would be valuable topics for further developing civil-military cooperation within the context of multinational and interagency operations.

This paper examines the strategic convergence between Russia and China. Strategic convergence is understood as the overlap of key objectives and interests with regard to long-term developments in world politics, which provides the basis for extensive tactical co-operation between two or more states. The paper focuses on the compatibility of Russia and China in terms of complementary economies, location and political outlook. The match between Russian natural resources and Chinese markets is examined in particular. The paper concludes that a closer relationship between the two countries in many ways would be of mutual advantage, but that it is far from certain that an alliance will develop.

During the first NUPI study of the Novaya Zemlya underground nuclear test site in 1991–92, much information was generated. This relates both to facilities and testing activities. One of the most important discoveries made was the enormous catastrophic rockslide caused by an underground test. In recent years, new information has become available also from Russian sources. Declassified US satellite imagery made it possible for NUPI to study in more detail the effects of the powerful underground nuclear tests on Novaya Zemlya. This report contains the most pivotal discoveries and findings during the three years of studying this arctic test site.

3110. Aid for Trade and the Post-Washington Confusion

The paper examines the rationale for”aid for trade” (AfT), starting with a review of developments in the field and institutions involved. A statistical analysis attempts to trace for which countries there has not been a positive relationship between trade and development. The results indicate that for 40 countries, representing 2/3 of the world population, there has been a positive relationship between trade openness and growth. The relationship has however been negative for 15 countries representing 3% of the world population, and not so clear for the rest (around 100 countries, covering 30% of the world population). For the negative cases, the” problems with trade” are the same as the” problems with growth”, so AfT should be granted in conjunction with help for economic development in general. AfT related to supply-side limitations should be given not only to the LDCs (Least Developed Countries); other classifications in fact serve better in order to trace those with the greatest need for AfT.

Abstract:
The report analyses the international engagement in Sudan since the Comprehensive Peace Agreement (CPA) in relation to the Principles for Good International Engagement in Fragile States and Situations, which the OECD/DAC is currently developing. The report concludes that donor coordination has been quite advanced in Sudan, with a number of innovative mechanisms tried out. Furthermore, there has been a concerted effort towards contributing to the building of the South Sudan state. This effort, however, has focused on building institutions from the top down in Juba, without a complementary emphasis on building legitimacy and the relations between state apparatus and society. Moreover, strengthening the relationship between the Government of National Unity and the Government of South Sudan has been given relatively less attention. In terms of peacebuilding, there are also challenges for international engagement. More could have been done to contribute to a short-term peace dividend, and perhaps also to support the implementation of the CPA. On the basis of the experiences of the case of Sudan, the OECD/DAC Principles are found to be very relevant for guiding international engagement.

Budget consolidation is dominating the political agenda. The Hungarian government has embarked on an ambitious four-year consolidation programme following another election-year peak in the deficit in 2006 at 9.2% of GDP. The immediate revenue increases and spending cuts are temporarily damping growth. However, if all goes according to plan, the programme will bring dividends to the economy in the longer term. This payoff is crucially dependent on: Discipline in budgetary processes. Work needs to continue on strengthening budgetary mechanisms. A system of binding medium-term spending limits should be considered. Budgetary reform also needs to extend to the sub-national governments. Success in maintaining spending freezes. The re-scheduling that brought forward part of the 13th month payment to public-sector workers this year does not affect achievement of the 2007 fiscal target in accrual terms. Nevertheless, looking forward, strong resistance to spending pressures arising from revenue windfalls is of key importance. Implementation of the structural reform programme. The healthcare reforms that are expected to deliver a large share of fiscal savings are reasonably well advanced and a welcome cut in gas-price subsidies is already reducing government spending. The reforms in education are positive but the changes to the tuition–fee system in particular should go further. It is more uncertain, however, whether all the planned cuts in government administration will be realised. Successful reform of public spending requires the participation of the counties and municipal governments. There are potential savings in administrative overheads here too and sub-national governments are responsible for providing many government services. In-depth review of these issues in this Survey reveals a need to: Capture economies of scale. Political constraints preclude widespread mergers among the large number of small municipalities. However, the joint provision of services is widespread and should be encouraged further. Efforts to rationalise through replacement of county-level governments with regional assemblies should continue. Reform financing systems. The financing of sub-national government needs simplification and greater transparency and oversight in accounts. Also, the benchmarking of services via output and performance indicators needs to become more widespread. Reform of local taxation should include widening of property tax and removal of the local business tax. Hungary's low employment rate remains a key structural handicap to economic performance. There has been welcome reform of unemployment benefits and early-retirement pensions. Planned reforms to disability pensions look promising and a concrete proposal for old-age pension reform is in the pipeline. This Survey looks in depth at the issue of prolonged parental leave and other aspects of family policy: Current efforts to boost childcare services are welcome. Future reform needs to consider further strengthening of central-government provision requirements on municipalities regarding these services, matched by appropriate funding. A system of childcare vouchers for parents would be one way of increasing efficiency in the provision of services. Reform to the very long parental leaves should be considered, along with changes to the attendant system of additional cash benefits. Savings could be used to help fund increased childcare services.

Despite a sharp housing market correction, overall growth has been holding up fairly well. Strong foreign demand and a decline in import growth have slowed the rise in the external deficit. With activity near capacity limits, some inflationary pressures have emerged. Reining them in without stifling growth is the main challenge for monetary policy. Looking further ahead, the key challenges are to sustain healthy growth and ensure fiscal sustainability in the face of population ageing. Against this backdrop, the Survey focuses on the following issues: Enhancing the economy's growth potential. Trend growth is slowing because labour productivity gains, though remaining high, no longer suffice to compensate for the deceleration in potential employment due mainly to demographic factors. Prospects for productivity growth appear favourable, but further efficiency gains could be achieved by tackling unfinished business in the area of structural reform. Labour supply could be boosted by increasing work incentives for the disabled, raising the earned income tax credit and delaying retirement eligibility.

Growth performance over the last decade has been among the best in the OECD, though a precise calibration is not yet possible following the recent revisions to GDP data. High growth has been driven by a range of factors, some of which are transitory. It is particularly encouraging that growth has been sustained over the last two years, despite substantial fiscal consolidation, mainly being driven by investment and exports. However, significant further reforms are needed to ensure that good performance is sustained in the years to come. It is imperative to use this period of strong performance to tackle remaining weaknesses in product and labour markets and move fiscal policy further towards a sustainable position by vigorous continued consolidation and pension reform. The key challenge, in terms of political economy, is to manage the required reforms in a context where society may be unduly complacent because the “good times” appear to be continuing.

In part, this reflects the cyclical upswing in the rest of Europe, but there are also early signs of a more fundamental improvement, notably in terms of export and labour market performance. Even so, medium-term prospects remain challenging: Total factor productivity shows little signs of resurgence, high public indebtedness threatens fiscal sustainability and population ageing looms large. Without further reforms to restore economic dynamism, living standards will be dragged down relative to other countries. Following major economic reforms, the Slovak economy has grown strongly in recent years, driven by rapid productivity growth, but still has far to go to catch up to the per capita income levels in the advanced European countries. The incoming government has made achieving a more equal distribution of income a priority insofar as this can be done without damaging long-term growth prospects. There is considerable scope both to strengthen growth prospects and to reduce income inequality by raising employment rates, improving education outcomes (including by reducing the impact of socio-economic background), and by removing barriers to product-market competition. The new government has also reiterated its commitment to Slovakia's entry into the euro area in January 2009 and has taken steps to make it probable that Slovakia will satisfy the Maastricht criteria for entry on a sustainable basis. Policies may need to be adapted to support macroeconomic stability in the currency union.

New Zealand has undertaken wide-ranging reforms over the past 20 years and now has one of the most flexible and resilient economies in the OECD. However, a large external deficit, very low household saving and still-strong inflation pressures indicate an unbalanced growth pattern. There are some signs that these imbalances are starting to unwind, but the short-term outlook remains uncertain. On current settings, it will take time for inflation pressures to dissipate and, notwithstanding a large fiscal surplus, strong growth in government spending is complicating the stabilisation task of the Reserve Bank. Moreover, additional fiscal stimulus beyond present plans – whether from spending increases or tax reductions – would delay internal and external rebalancing and exacerbate the adjustment required to ensure fiscal sustainability in the longer term.

The balancing of the budget since the start of the decade has allowed public debt to fall fast relative to GDP, providing a favourable macroeconomic background for the recovery. Moreover, structural reforms, particularly in the labour market, are showing signs of success. Output has accelerated and was by mid-2006 growing at 3% – the fastest pace since 2000. With growth well above potential, some production factors are already under strain. The challenge will be to persist with stability and reform-oriented policies to bolster the economy's trend growth, a challenge made more acute by the impending ageing of the population.

Sweden enjoys excellent macroeconomic performance with high rates of growth, low unemployment and stable inflation expectations. Early steps in regulatory reform, taken in the 1990s, are paying off in terms of productivity and GDP growth. However, tensions are visible at the margin. Employment rates have not recovered to traditionally high levels since the crisis of the early 1990s. Joblessness is widespread among immigrants and youngsters, and disability and sickness rates are comparatively high. As well, renewed regulatory reform is needed, inter alia to address the low rate of enterprise formation and enterprise growth that may weaken the economy's ability to venture into new business fields.

The economy is experiencing a favourable period of robust growth, low unemployment and moderate underlying inflation. This largely reflects the effects of globalisation, of which Norway has been a prime beneficiary, supplying energy and other commodities at high prices and increasingly importing products from low-cost countries. Sizeable labour migration inflows, together with sustained productivity growth, have kept cost inflation at a moderate pace. A tradition of foreign trade openness, domestic competition, a good policy framework and sound macroeconomic management have meant that Norway was well prepared to take advantage of these international trends.

Spain's economy has managed a remarkable performance in terms of growth, employment and public finances over more than a decade. A combination of expansionary monetary conditions, fiscal prudence, beneficial structural reforms and the positive supply-side effects of the strong rise in immigration has contributed to these outcomes. But these favourable developments are tempered by deterioration in several areas: the still high inflation differential has harmed competitiveness, and the resulting low real interest rates entail excessive domestic demand, which has been supported, jointly with employment growth and immigration, by ongoing rapid increases in household indebtedness and house prices. Despite some improvement, growth has therefore remained unbalanced as manifest in the large external deficit. Looking ahead, productivity gains are still modest, risking a substantial weakening in output and per capita income growth in the coming years.

Before a firm can compete in a market, it has to be able to enter it. Many markets have at least some impediments that make it more difficult for a firm to enter a market. A debate over how to define the term “barriers to entry” began decades ago, however, and it has yet to be won. Some scholars have argued, for example, that an obstacle is not an entry barrier if incumbent firms faced it when they entered the market. Others contend that an entry barrier is anything that hinders entry and has the effect of reducing or limiting competition. A number of other definitions have been proposed, but none of them has emerged as a clear favourite. Because the debate remains unsettled but the various definitions continue to be used as analytical tools, the possibility of confusion – and therefore of flawed competition policy – has lingered for many years.

After several false starts, the economic recovery has taken hold. Activity was strong in 2006, firms and households are more confident about the future, business investment has picked up and unemployment has fallen below 8% for the first time since 2001. There are encouraging signs that the recovery is broadening to embrace household consumption as well. If in addition structural reforms continue, the expansion will become durable and self-sustaining, a prospect also supported by sound corporate and household balance sheets and favourable financing conditions. All this is good news, though it should be kept in perspective. Growth of around 2¼ per cent per annum projected for 2007 and 2008 is still modest by OECD standards, although the growth gap is smaller when measured on a per capita basis. Still, it could take until 2008 for cyclical slack to be fully absorbed.

The Government of Montenegro has demonstrated a firm commitment to resolve their conventional ammunition problems, but lack the resources to do so. Therefore they requested assistance from UNDP Podgorica for an assessment of the ammunition stockpile management and demilitarization situation within Montenegro. As a result of this request, SEESAC undertook an Ammunition Technical Assessment (ATA), (in partnership with an independent consultant), of Montenegro during January and February 2007, and the results will be briefed to interested stakeholders at the EUCOM South East European Clearinghouse Working Group meeting in Podgorica on 14 March 2007. The Government of Montenegro will then determine 'next steps'

Abstract:
In May 2007 the Weapons Registration and Stockpile Management (WRSM) software application became fully operational in the Macedonian Ministry of Interior. The WRSM software is a complete solution for registration and licensing of all types of civilian weapons and their stockpile management. The software architecture contains two components: a core block containing the main processes and a customizable part to reflect the national legislation. This allows for the deployment of the software in many countries after customizing it to relevant legislation.

From university cafeterias to supermarkets in the developed world, people are buying Fair Trade (FT) coffee certified by the FLO-Cert, the certifying entity of Fairtrade Labelling Organizations International (FLO). The assumption is that such purchases will contribute to the welfare of marginalized producers in the developing world. While sales of FT coffee in Europe have stabilized, the North American and Japanese markets are growing rapidly. Total sales increased 40 percent from 2004 to 2005, to a total volume of 33,992 metric tons (MT) (FTO 2005). What is “Fair Trade”? According to FINE, the umbrella organization that comprises the four largest Fair Trade organizations (FLO, International Federation for Alternative Trade, Network of European World Shops, and the European Fair Trade Association), Fair Trade is a trading partnership, based on dialogue, transparency and respect, that seeks greater equity in international trade. It contributes to sustainable development by offering better trading conditions to, and securing the rights of, marginalized producers and workers—especially in the South [FINE 2001]. The FINE definition optimistically assumes that the trading partnerships and conditions promoted by Fair Trade necessarily “contribute to sustainable development.” It is true that the Fair Trade coffee system—the producers, exporters, importers, and retailers operating by the rules and standards of FLO—has improved living standards for many participating coffee growers (Bacon 2005, Raynolds 2004). Yet the system faces vexing issues such as a disconnect between promotional materials and reality, excess supply, and the marginalization of economically disadvantaged producers and groups. Those involved in Fair Trade coffee debates and governance must address these issues if Fair Trade is to be an effective mechanism for rural development in coffee producing regions.

3139. The Role of the Natural Resource Curse in Preventing Development in Politically Unstable Countries: Case Studies of Angola and Bolivia

For about three decades now, development economics researchers have consistently claimed that third world resource-rich countries were not developing as well and/or as fast as they were expected to, given that their natural resources endowment was considered a great opportunity for development. The phenomenon of underperformances concerning primary commodity exporters relative to non resource-rich countries has been often referred to as to the “Natural Resource Curse”. The authors use an historical and political approach to the manifestations of the curse in the specific cases of Angola and Bolivia, both resource abundant countries, but suffering among the lowest development standards in their respective continents. In chapter one, the authors make a quick review of the literature explaining both causes and manifestations of the Resource Curse. The authors go beyond the classical Dutch Disease explanations and show how natural resources lead to behaviours of looting, rent-seeking and civil confrontations. In chapter two, the authors present the framework where they adjust the “African Anti-growth Policy Syndromes” described by Paul Collier to the specific case of the Natural Resource curse. In addition, they add some considerations of the negative effect of natural resource extraction by analysing externalities on environment, education and inequalities. Chapters three and four analyse the case studies of Angola and Bolivia respectively, emphasizing the role of historical context explaining policy behaviour and the critical impact of unexpected windfalls and sudden price collapses. The authors find that natural resources could sustain long lasting conflicts, but that conditions of fractionalization of society determine the possibility of conflict. A country divided in two rigid political factions is more prone to internal conflict, like in Angola, whether in countries where frontiers between blocks are blurried or the country is multi-polar, like in Bolivia, the risks of long-lasting civil war seem less important. Apart from conflict, the authors show that lack of institutions and inequality make of natural resources a source of political instability that has far more impact on economic performances than other factors.

3140. Analysis of International Migration and its Impacts on Developing Countries

This paper provides a review of the literature on the reasons and consequences of international migration. The principal determinants of migration are analyzed and it is seen that educated people from developing countries are more likely to migrate for several reasons (i.e. network determinants, costs of moving, pull factors and push factors). Looking into the empirical data, the global trend is that emigration of educated people (usually called “brain drain”) has increased a lot. This trend implies that industrialized countries are importing highly skilled people from developing countries and this will certainly have important consequences for developing countries in the long run. Some researchers argue that developing countries will loose, since the most qualified people leave and stop contributing to their country. Others say that the global trend can be beneficial because positive spillovers will be created; in the sense that developing countries will experience higher investments in human capital (“brain gain”). Empirical findings show that these spillovers depend on the probability to migrate and the stock of human capital that a country has. Finally another group of researchers argues that this process is inevitable, and barriers to migration should be abolished in order to reap the benefits for both sending and receiving countries as well as the migrants themselves.

3141. Theory, History and Evidence of Economic Convergence in Latin America

Abstract:
Economic convergence exists when two or more economies tend to reach a similar level of development and wealth. The study of convergence is an important topic because besides being useful for the debate between different theories, it can respond several inquiries such as if the distribution of income between economies has become more equal over time and if poor economies are catching up with the rich. Latin American countries are characterized by having few language barriers, similar culture, religion and common history. So convergence could be expected. However, literature about convergence in Latin America is scarce and preliminary analysis shows that divergence exists in the region. The thesis tries to fill in the gap by covering theoretical, historical and statistical evidence of convergence in the region during 106 years, from 1900 to 2005. The thesis uses a neoclassical growth model based on Solow and Ramsey models. After revising the economic history of 32 countries, several groups were identified and convergence was expected to occur. Different concepts of convergence are tested inside each group through graphs, single cross section regressions and panel data estimations. In general, the results show a success with the grouping. However, the groups that converged under all concepts are those composed by countries that have succeeded in industrializing and/or were able to build strong institutions that could tight welfare and economic growth in a globalization context. The speed of convergence for those countries is around 2%. It is also found that integration processes have not helped to accelerate convergence.

Evidence suggests that human capital development contributes to the stability of banks. Unfortunately, developing countries, both pre- and post-liberalization, often suffer from an inadequate supply of capable professionals. This situation threatens the potentially positive relationship between financial liberalization and economic growth. It is therefore urgent that developing states develop policies aimed at addressing the supply and demand-side requirements of the financial sector. Such policies must target the development of professionals with both appropriate academic backgrounds in business and the requisite on-the-job skills. Public-private solutions are advocated as the most efficient and effective approach to the development of comprehensive policies in this regard.

3144. Is the Price Right? A Study of the Impact of School Fees in Rural Bangladesh

The purpose of this article is to investigate the effect that user fees have on primary school enrollment and educational attainment in rural Bangladesh. There is growing international consensus that school user fees should be abolished in developing countries because they pose a barrier to universal enrollment. However, where school fees are the primary source of revenue for education, abolishing them significantly threatens the quality of education provided. Using data from three different regions in Bangladesh in 1996, this article employs a Heckman model to estimate the determinants of school enrollment. The results suggest that (i) fixed enrollment fees are a barrier to participation in the education market, (ii) but annual fees are not, and (iii) that the cost of secondary education has a significant impact on primary school enrollment. Based on these results, and considering the need for revenue, current policies aimed at abolishing all varieties of school fees are not justified. The article concludes by recommending advocacy for lower fixed enrollment fees and lower fees for secondary schools.

The lack of capacity has hindered Africa from exploiting the investment and trade opportunities offered by the global economy. Most of the constraints and challenges are linked to ineffective policies, poor management systems and frameworks, weak governance, conflicts, HIV/AIDS and the heavy external debt, among others. Despite Africa’s efforts to lifting some of the developmental constraints, African governments should strive to increase their awareness and build their capacity towards the promotion of trade and investments in Africa, and thus ensure their effective participation in the world economy. Following the commitments made to developing countries– dubbed the Doha Development Agenda (DDA) - the promise of additional assistance to developing countries to help them participate, negotiate and implement WTO agreements has not been backed by adequate resources. Given the experience of Africa over the last half century, it is clear that trade reform and openness alone is not sufficient to sustain economic growth and poverty reduction. The WTO and its associated rules and procedures have defined the framework for trade and investment promotion in Africa, as is the case for the ‘Singapore issues’, in terms of investment protection, competition policy, transparency in government procurement and trade facilitation.

In September 2007, Australia will host the annual Economic Leaders' Meeting of the Asia–Pacific Economic Cooperation (APEC) forum. This will be the culmination of over 100 days of ministerial, official and business group meetings, working groups and dialogues that will be held in various Australian cities from January to August. Fifteen federal government departments will be involved along with a range of other interested actors, predominantly in the private sector. The Australian government will spend considerable sums of money on the leaders' meeting itself, not least to ensure the security of those attending. This will include, if all goes according to plan, the heads of government of 21 countries—member economies in APEC-speak—including the United States, Russia, Japan and China. Security may well be the least of the government's worries. Few would argue that APEC is 'going strong' as a regional economic forum and recent reviews have suggested that at best it faces an uncertain future and that at worst it could be in a state of terminal decline. The forum is argued to have lost its relevance and to have generally been unsuccessful in attaining any of its more ambitious goals such as regional trade liberalisation.

Following the collapse of the Soviet Union in 1991, Moscow's weight in international relations underwent a tremendous decline. To appreciate the extent of change in the Russian Federation's (RF) foreign policy since the end of Soviet communism it is worth taking a brief look at the international relations of its predecessor, the USSR. An essential feature of Soviet foreign policy was that it was ideologically driven. Western commentators tended to play down this feature or treat it as mere window dressing for what was really just imperialism 'with a socialist face'. But it was more than that. It gave Soviet policy-makers a sure sense of identity and a guide, however faulty, to national ('international proletarian') interest.

The Bush administration's foreign policies have sparked off a round of new debates on America's power and its international role. At the core of these debates are ideas of empire and hegemony, but these terms are used in many senses and often interchangeably. The paper first distinguishes among these usages and spells out its own concepts. As understood here, a hegemonic power is one that plays a leading role in shaping and maintaining a certain international order, exercising its dominant power in such a way as to win broad acceptance and legitimacy. It is argued that the discussion of hegemony can best be advanced by distinguishing among the various domains of power: military, economic, ideological and political, to follow Michael Mann's breakdown. The US is closest to hegemony in the international economic domain, but in each domain its hegemony is at best partial and qualified. Nonetheless, it remains the preponderant power, with aspirations to hegemony and empire. The benefits of American preponderance are widely acclaimed in the West and infrequently questioned in the international relations discipline, but its dangers merit far greater attention than they normally receive. In particular, beyond the short-term context, the specifically American version of liberal ideology renders the US ill-suited to respond to some of the foreseeable challenges of the twenty-first century. Consequently there is a need for others to engage a great deal more actively than heretofore with the construction of a more viable international order.

China's entry into the World Trade Organization (WTO) caused widespread concern that it would gain market share at the expense of other economies in East Asia, especially the lower-income ASEAN economies. Economic modelling done by the World Bank and others appeared to substantiate these fears; the conclusions of these studies caused further consternation among politicians and academic commentators in Southeast Asia who believed that China's success in the 1990s in attracting foreign direct investment had come at ASEAN's expense.

3150. The Emergence of a New 'Socialist' Market Labour Regime in China

China's transition to a market economy has been a process of basic institutional changes and institution building. The institutional change from a socialist labour regime (SLR) as one of the backbones upholding the traditional leninist system to a new 'socialist' market labour regime (SMLR) became particularly important for the success of economic and political reforms. This analysis is based on the analytical framework of regimes and makes use of the idea of path dependence. An ensemble of institutions, mutually interconnected and influencing each other, forms the regime and shapes its trajectory. Six institutions are identified to constitute the employment regime: (1) the system of social control, (2) the production system, (3) the system of industrial relations, (4) the welfare system, (5) the family order, and (6) the educational system. The SMLR is still characterised by its socialist past and differs from other varieties of transformation labour regimes and bears little resemblance to labour regimes in Western market economies.

Surprisingly, the outcome of the 1999 and 2004 elections in Indonesia and the resultant constellation of political parties are reminiscent of the first Indonesian parliamentary democracy of the 1950s. The dynamics of party politics is still marked by aliran ('streams'), i.e. some of the biggest political parties still have a mass base and are embedded in specific milieus. But politik aliran has lost a lot of its significance and re-emerged in a quite different form after the fall of Suharto in 1998. Starting with this observation, it is argued that parties are still socially rooted, so a modified aliran approach still has its analytical value. However, one can also witness a weakening of aliran (dealiranisasi) and a concomitant 'Philippinisation', which is indicated by the rise of presidential or presidentialised parties, growing intra-party authoritarianism, the prevalence of 'money politics', the lack of meaningful political platforms, weak loyalties towards parties, cartels with shifting coalitions and the upsurge of new local elites.

EU and twelve countries of the Middle East and North Africa (MENA) engaged in 1995 in the Euro-Mediterranean Partnership (EMP) in political, economic and cultural matters with the aim to foster cooperation, stability, and prosperity around the Mediterranean Basin. The Economic and Financial Partnership (EFP) plays a central role in the EMP design and implementation, which is centered on economic and trade integration as a starting point for and an anchor of socioeconomic development in the MENA region. Against this background, this paper reviews the situation in the MENA partner countries and the past performance of the EFP. It analyzes the association agreements, economic cooperation and financial assistance, discusses the major obstacles, and outlines the potential of the EFP to shape the European Neighborhood Policy.

However, the analytical tools for a comprehensive understanding of the capability to raise revenue remain underdeveloped. This article aims at filling this gap and presents a model consisting of the three process dimensions 'information collection and processing', 'merit orientation' and 'administrative accountability'. 'Revenue performance' constitutes the fourth capability dimension which assesses tax administration's output. This model is applied to the case of the Zambia Revenue Authority. The dimensions prove to be valuable not only for assessing the how much but also the how of collecting taxes. Theycan be a useful tool for future comparative analyses of tax administrations' capabilities in developing countries.

Much of recent international relations literature argues conflicts to achieve or to frustrate regional dominance will become more virulent in the future. In this context we examine different approaches in international relations theory regarding the role and importance which they attribute to regional powers. We discuss diverse concepts of power and theoretical approaches that address the topics of power relations and power hierarchies in international politics. Marking differences as well as common grounds with the more traditional concept of “middle powers”, we sketch an analytical concept of regional powers adequate for contemporary international relations research. A review of dozens of key social and economic indicators on the progress of recovery in the New Orleans region since the impact of Hurricane Katrina finds that: Housing rehabilitation, and demolition, are well underway while the housing market tightens, raising rent and home prices. Across the most hard-hit parishes in the New Orleans area, the pace of demolitions has accelerated in the last six months while the number of permits issued for rehab has nearly doubled in the city. Yet, housing is less affordable as rent prices in the region have increased by 39 percent over the year and home sale prices have spiked in suburban parishes. Across the city, public services and infrastructure remain thin and slow to rebound. Approximately half of all bus and streetcar routes are back up and running, while only 17 percent of buses are in use, a level of service that has not changed since January. Gas and electricity service is reaching only 41 and 60 percent of the pre-Katrina customer base, respectively. The labor force in the New Orleans region is 30 percent smaller today than one year ago and has grown slowly over the last six months; meanwhile, the unemployment rate remains higher than pre-Katrina. The New Orleans metro area lost 190,000 workers over the past year, with the health and education services industries suffering the largest percentage declines. In the past six months, the region has seen 3.4 percent more jobs but much of that may reflect the rise in new job seekers. The unemployment rate is now 7.2 percent, higher than last August. Since last August, over $100 billion in federal aid has been dedicated to serving families and communities impacted by hurricanes Katrina, Rita, and Wilma. In the meantime, the number of displaced and unemployed workers remains high. To date, the federal government has approved approximately $109 billion in federal aid to the Gulf Coast states most impacted by the storms. Of these funds, nearly half has been dedicated to emergency and longer-term housing. In the meantime, an estimated 278,000 workers are still displaced by the storm, 23 percent of whom remain unemployed.

In the wake of the devastation wrought by Hurricane Katrina, Congress enacted legislation creating Gulf Opportunity Zones (GO Zones) in localities in Alabama, Louisiana, and Missis- sippi that suffered the most extensive storm damage. Special tax incentives created in these areas are designed to encourage investment, job creation, and economic growth. While many studies have been done to evaluate the effectiveness of federal and state tax-based efforts to redevelop distressed areas, none of the learning has been reflected in policy debates about the Katrina recovery effort. The evidence suggests that tax incentives alone are not enough—they work better when combined with good planning, local capacity-building, and good governance across sectors. This paper will summarize the purpose of the Gulf Opportunity Zone tax program and explain how this latest endeavor reflects the 25-year evolution of federal efforts to use tax incentives as a core tool for revitalizing distressed areas.

The early years of the twenty- first century marked a period of change in both the labor market and in public policy for the nation's low-income working families. Most prominently, employment conditions deteriorated after 2000. The nation's unemployment rate climbed from 4 percent in 2000 to 6 percent in 2003. The unemployment rate for workers with less than a high school education rose to nearly 9 percent in 2003. Real hourly wages continued to increase slightly for most workers during this period, but the weak labor market reduced the number of hours worked, along with overall earnings and family incomes. The steady rise in labor force participation among low-income families during the 1990s, spurred in part by the 1996 welfare reform law and other policies to “make work pay,” gave way to a decline after 2000.

It magnifies the importance of the annual tax filing process. The federal EITC turned 30 years old in 2005. During the past 20 years, many states and localities have enacted versions of the federal credit to benefit their own residents. Recently discovered facts concerning the size distribution of U.S. firms are recapitulated—in short, these sizes are closely approximated by the Zipf distribution, a Pareto (power law) distribution with exponent of unity. Interesting consequences of this result are then developed, having primarily to do with formulae for the distribution's moments, and difficulties of reasonably characterizing a 'typical' firm. Then, a leading candidate explanation for these data—the Kesten random growth process—is assessed in terms of its realism vis-á-vis actual firm growth. Insofar as it has fluctuations that are quite different in character from actual firm size variability, the Kesten and related stochastic growth processes qualify more as fables of firm growth than as credible explanations. Finally, new explanations of the facts are proposed by considering firms to be partitions of the set of all workers. Assuming all partitions to be equally likely, the observed distribution of firm sizes is hypothesized to be the distribution of block sizes in the most likely partitions. An alternative derivation of this distribution as a constrained optimization problem is also described. Given that these calculations involve unimaginably vast magnitudes, it seems just short of fantastic to consider them relevant empirically.

The federal tax code provides about $500 billion each year in incentives intended to encourage socially-valued activities, including homeownership, charitable contributions, health insurance, and education. The vast majority of these incentives operate through deductions or other approaches that link the size of the tax break to a household's marginal tax bracket, which means that higher-income taxpayers receive larger incentives than lower-income taxpayers. Such an approach is often appropriate for provisions, such as deductions for business expenses, designed to measure income or ability to pay. But such an approach for incentives intended to promote socially-valued activities excludes more than a third of America, and misses an important opportunity to increase efficiency and economic growth.

The global challenges confronting political leaders today—whether the stalemate of global trade negotiations, the threat of Avian flu, the struggle over Iran going nuclear, or the fight against global poverty—cannot be solved by yesterday's institutions. They demand new approaches to global governance that are more inclusive, more representative, and thus more effective. The G8 summit, in particular, is a forum of the eight industrialized countries that were the dominant powers of the mid-twentieth century. By excluding the emerging powers of the twenty-first century, it has become increasingly ineffective, unrepresentative and illegitimate. U.S. global interests are best served by increasing the inclusiveness and effectiveness of the global steering process rather than sticking with the obsolete, overly formalized and unrepresentative G8.

Katrina exposed more than problems with poverty, emergency management, and infrastructure. The storm also illustrated the inability of private insurance markets to handle large-scale losses. “Mega-catastrophes” are catastrophic events, like Katrina, whose costs are so large and unpredictable that private insurers either are unwilling to insure against them, or charge premiums so high that significant numbers of customers do not want or cannot afford the insurance.

China is confronting widespread violent and even deadly social unrest, raising Communist Party alarms about national security. Some observers speculate that unrest could undermine China's national leadership, as it did in the Ukraine and the Philippines. Some U.S. policy makers might welcome unrest in China as a path to democracy and “freedom.” But rather than an opportunity to transform China's political order, China's social unrest should be understood as the unavoidable side effects—worsened by local corruption—of successful market reforms and expanded economic and social choice. Managing this unrest humanely requires accelerated reform of legal and social institutions with special attention to corruption. More violence would generate more suffering, potentially destabilizing East Asia and harming U.S. interests. The United States should encourage China to strengthen its social reconciliation capabilities, without making electoral political reform a prerequisite for intensifying engagement across the board.

The political opening that began in late 2004 in Egypt has been unlike any seen in the country in at least twenty years, perhaps in a half century. It has resulted so far in Egypt holding its first-ever presidential election as well as parliamentary elections that were significantly fairer and more transparent than in the past, although marred by violence. Political dissidents are making bolder demands, most of the taboos on criticizing the regime have been swept away, and there is now more opposition representation in Parliament than at any time since the 1952 Free Officers' coup. The Muslim Brotherhood, an illegal organization but also the only effective opposition party, made dramatic gains in the fall 2005 elections. Yet many observers inside and outside Egypt view the political reform steps made in 2004 and 2005 as no more than cosmetic measures taken to preserve rather than change an essentially authoritarian order. Has Egypt entered an era of irreversible momentum toward democratization, or is it merely undergoing a brief liberal episode that will not fundamentally change the way political power is exercised?

Lebanon is arguably the most democratic Arab state. Under parliamentary rule since becoming independent in 1943, it has regular elections, numerous political parties, and relatively free and lively news media. Lebanon also has one of the most complex political systems in the Middle East, based on the premise that a careful balance in all aspects of political life must be maintained among the seventeen recognized religious communities. While this confessional system has spared Lebanon the authoritarianism experienced by many Arab regimes in the twentieth century, paradoxically it has also prevented the transition to a truly democratic state. Nor has the confessional system eliminated the factional strife it was designed to avoid.

The Commitment to Development Index of the Center for Global Development rates 21 rich countries on the “development-friendliness” of their policies. It is revised and updated annually. The component on foreign assistance combines quantitative and qualitative measures of official aid, and of fiscal policies that support private charitable giving. The quantitative measure uses a net transfers concept, as distinct from the net flows concept in the net Official Development Assistance measure of the Development Assistance Committee. The qualitative factors are: a penalty for tying aid; a discounting system that favors aid to poorer, better-governed recipients; and a penalty for “project proliferation.” The charitable giving measure is based on an estimate of the share of observed private giving to developing countries that is attributable to a) lower overall taxes or b) specific tax incentives for giving. De-spite the adjustments, overall results are dominated by differences in quantity of official aid given. This is because while there is a seven-fold range in net concessional transfers/GDP among the scored countries, variation in overall aid quality across donors appears far lower, and private giving is generally small. Denmark, the Netherlands, Norway, and Sweden score highest while the largest donors in absolute terms, the United States and Japan, rank at or near the bottom. Standings by the 2006 methodology have been relatively stable since 1995.
