  • Abstract: Drawing a line from colonial events to America's handling of modern international terrorism, Pillar shows how presumption and misperception bolstered the "with us or against us" attitude of the George W. Bush administration. Fundamental misunderstandings have created a cycle in which threats are underestimated before an attack occurs and then are overestimated after they happen. By exposing this longstanding tradition of misperception, Pillar hopes the United States can develop policies that better address international realities rather than biased beliefs.

  • Abstract: Since September 11, 2001, Pakistan has pursued seemingly incongruous courses of action in Afghanistan. It has participated in the U.S. and international intervention in Afghanistan at the same time as it has permitted much of the Afghan Taliban's political leadership and many of its military commanders to visit or reside in Pakistani urban centers. This incongruence is all the more puzzling in light of the expansion of indiscriminate and costly violence directed against Islamabad by Pakistani groups affiliated with the Afghan Taliban. Pakistan's policy is the result not only of its enduring rivalry with India but also of historically rooted domestic imbalances and antagonistic relations with successive governments in Afghanistan. Three critical features of the Pakistani political system—the militarized nature of foreign policy making, ties between military institutions and Islamist networks, and the more recent rise of grassroots violence—have contributed to Pakistan's accommodation of the Afghan Taliban. Additionally, mutual suspicion surrounding the contentious Afghanistan-Pakistan border and Islamabad's long record of interference in Afghan politics have continued to divide Kabul and Islamabad, diminishing the prospect of cooperation between the two capitals. These determinants of Pakistan's foreign policy behavior reveal the prospects of and obstacles to resolving the numerous issues of contention that characterize the Afghanistan-Pakistan relationship today.

  • Abstract: Nazrin Mehdiyeva's work is elegantly argued and timely volume on small states and energy politics; however, in looking to contribute to both of these literatures, she opens up questionable points in her book. Her main aim was to understand the conditions that allowed Azerbaijan to pursue an autonomous foreign policy after the Cold War while focusing on energy's role in the context of global energy insecurity. Mehdiyeva's structure relies on a simple and clear deductive narrative. Chapters 2 and 3 focus on small state literature and its application in Azerbaijan's institutional context; 4 focuses on Russia, the main 'antagonist' in the narrative, and 5 on the Caspian sea issue; while 6 and 7 deal with alternative allies in the form of Turkey and the United States. The last chapter concludes with the author's projection of future foreign policy.

  • Abstract: In America and the Rogue States, Thomas Henriksen lays out the relationships that exist, and have existed, between America and the states that made up George W. Bush's 'Axis of Evil.' Henriksen outlines the history of the interactions between the United States and North Korea, pre-invasion Iraq, and Iran, and through this draws out a number of themes. He also shows that the ways the relationships have played out are highly situational and there is no one-size-fits-all solution. In the last chapter, Henriksen explores American relationships with a number of states that were either once considered rogue or could become rogue, like Libya, Syria, and Cuba, referring to them as either “lesser rogues” or “troublesome states.” These states have remained “a puzzle for US foreign policy” (1) and are characterized by three things: autocratic governance, sponsorship of terrorism, and pursuit of weapons of mass destruction (WMD). There is no clear definition provided by Henriksen for what can be considered a rogue state, making it difficult to judge what other states, if any, could be considered rogue. Henriksen seems to arbitrarily decide who is rogue and who is not: Cuba is a rogue state, while Myanmar is merely troublesome. Instead of synthesizing a clear definition of the term, something that could then be applied to other states in order to judge their 'rogueness,' Henriksen uses the Bush administration's criteria (the term itself was coined by President Bill Clinton in a 1994 speech in Brussels), which was outlined in the National Security Strategy of 2002 (NSS-2002). These were “brutality toward their own people; contempt for international law; determination to acquire weapons of mass destruction (WMD); advanced military technology; sponsorship of terrorism; rejection of human rights values; and hatred for the United States and 'everything it stands for'”. The use of the NSS-2002 definition allows for the 'Axis of Evil' to fit neatly into the term, which constitutes a problem of tautology, at least for the Bush administration. Further compounding this was that, according to Henriksen at least, the administration was set on going to war in Iraq prior to assuming office. This creates a situation in which it is hard to determine whether the idea of rogue states was created to justify this desire, or it informed the desire prior to the administration taking office.

  • Abstract: Can great powers reach confident conclusions about the intentions of their peers? The answer to this question has important implications for U.S. national security policy. According to one popular view, the United States and China are destined to compete unless they can figure out each other's designs. A recent Brookings Institution report warns that although “Beijing and Washington seek to build a constructive partnership for the long run,” they may be headed for trouble given their “mutual distrust of [the other's] long-term intentions.” Similarly, foreign policy experts James Steinberg and Michael O'Hanlon argue that “trust in both capitals...remains scarce, and the possibility of an accidental or even intentional conflict between the United States and China seems to be growing.” Reversing this logic, many analysts believe that U.S.-China relations may improve if the two sides clarify their intentions. Thus the Pentagon's latest strategic guidance document declares that if China wants to “avoid causing friction” in East Asia, then its military growth must be “accompanied by greater clarity of its strategic intentions.” Meanwhile China scholars Andrew Nathan and Andrew Scobell recommend that even as the United States builds up its capabilities and alliances, it should “reassure Beijing that these moves are intended to create a balance of common interests rather than to threaten China.”

  • Abstract: In the poorest countries, such as Afghanistan, Haiti, and Mali, the United States has struggled to work with governments whose corruption and lack of capacity are increasingly seen to be the cause of instability and poverty. The development and security communities call for "good governance" to improve the rule of law, democratic accountability, and the delivery of public goods and services. The United States and other rich liberal democracies insist that this is the only legitimate model of governance. Yet poor governments cannot afford to govern according to these ideals and instead are compelled to rely more heavily on older, cheaper strategies of holding power, such as patronage and repression. The unwillingness to admit that poor governments do and must govern differently has cost the United States and others inestimable blood and coin. Informed by years of fieldwork and drawing on practitioner work and academic scholarship in politics, economics, law, and history, this book explains the origins of poor governments in the formation of the modern state system and describes the way they govern. It argues that, surprisingly, the effort to stigmatize and criminalize the governance of the poor is both fruitless and destabilizing. The United States must pursue a more effective foreign policy to engage poor governments and acknowledge how they govern.

  • Abstract: This study analyses the use by the European Union of the novel concept of 'targeted sanctions' in the framework of its Common Foreign and Security Policy. It examines two sets of sanctions regimes featuring different degrees of efficacy: in Myanmar and Zimbabwe, the EU wielded measures in support of human rights and democracy objectives in the absence of a United Nations mandate, while it supplemented UN sanctions to stop nuclear proliferation in Iran and North Korea. The study highlights a number of facilitators of, or hindrances to, the efficacy of sanctions, such as the degree of support by regional powers or the presence of UN legitimation. It concludes that the EU sanctions regimes could be optimised by using more robust measures, designing them on the basis of ex ante assessments, enabling faster upgrades, monitoring their impact and adjusting them regularly and improving outreach efforts.

  • Abstract: This working paper demonstrates that the announced "pivot" to Asia by the United States represents a major break with twenty years of liberal and neoconservative priorities in American foreign policy. The pivot to Asia reflects a return to realist thinking in terms of America's international goals. The paper also shows that this shift is difficult to achieve due to existing priorities in other regions and domestic policy dynamics. The paper begins with a brief explanation of the traditions of idealism and realism in American foreign policy. The analysis then explains the various dynamics necessary to implement the "pivot" to Asia and shows the major constraints on implementing this new approach. The conclusion shows that emerging priorities suggest both a need and capacity for a realist alignment of American foreign policy. However, institutionalized constraints risk undermining America's ability to adjust to a new set of twenty-first century global economic and security interests.

  • Abstract: A closer look at Palestinian views on prisoner releases, the Jewish state question, economic needs, and other issues suggests diplomatic openings are far from exhausted. As the United States works to salvage the Israeli-Palestinian peace talks, the Palestinian public in the West Bank and Gaza is more prepared to accept various diplomatic compromises than official positions or elite attitudes would suggest. A number of new polls by different Palestinian pollsters, and in-depth discussions with Palestinian scholars and others in late March, indicate that Palestinian Authority (PA) president Mahmoud Abbas has greater latitude to make a deal than is often supposed. The polls cited here are from the Palestinian Center for Policy and Survey Research (PSR) and Arab World for Research and Development (AWRAD), both based in Ramallah, and the Palestinian Center for Public Opinion (PCPO), based in Bethlehem.

  • Abstract: This exploratory research presents the results of a March 2011survey of a random sample of 217 adults on their attitudes towards the use of force as a foreign policy alternative. This research note examines the social characteristics of those people who are more or less likely to support intervening in hypothetical foreign conflicts in situations in which the United States' national interests may or may not be at stake. The research reported here was aimed at answering several questions including: are there some demographic groups who are more likely to support intervening in foreign conflicts even when U.S. national interests are not necessarily at stake? I find that dispositional preferences interact with opinion about the geopolitical situation to determine whether military force is an acceptable option. The survey incorporates various foreign pol icy and terrorist scenarios. Findings include the following: I support the findings of others in that Democrats, liberals, and women are less likely to support military force as a foreign policy option. Using multivariate regression analysis it was also found that certain respondent dispositions, such as "value placed on human life," were more likely to constrain policy preferences. I also find conflicting support for the casualty hypothesis. In general the more casualties mentioned in a scenario the les s likely Americans are to support the use of force, with a notable exception here among "hawks". I also find this is true for civilian casualties.

  • Abstract: Special envoys or representatives (SE/SRs) have been used by nearly every administration to address high-stakes conflicts. They are most useful when a conflict situation is of major importance to the United States, has strong regional as well as bilateral aspects, and exceeds the State Department's capacity to address it. To be effective, an SE/SR must be recognizably empowered by the president and the secretary of state, have clear mandates, and enjoy a degree of latitude beyond normal bureaucratic restrictions. While the secretary of state needs to be actively engaged in the conflict resolution process, the envoy should be sufficiently empowered to ensure that the secretary's interventions are strategic. Chemistry matters: in minimizing tensions between the SE/SR and the relevant State Department regional bureau and with ambassadors in the field, in overcoming State- White House rivalries over policy control, and in mobilizing support of allies. There are no “cookie cutter” solutions to overlapping responsibilities and the envoy's need for staff and resources; rather, mutual respect and flexibility are key. Senior State Department officials have the required skills for assignments as SE/SRs. Enhancing the department's resources and reinforcing the ranks of senior department posi¬tions would increase such appointments and the department's capacity to support them.

  • Abstract: For the United States, the Arabian Gulf region remains one of the most geostrategically important locations in the world. Home to over half of the world's oil reserves and nearly a third of its natural gas, the Gulf states continue to supply world markets with an important share of their energy supplies. Continuing to be one of the world's largest regional suppliers of energy and holding much of the world's spare capacity in crude oil production makes the region central to the stability of the global oil market.

  • Abstract: Until a few years ago, the relationship between Washington, DC, and Ankara, Turkey, was perennially troubled and occasionally terrible. Turks strongly opposed the U.S. 2003 invasion of Iraq and have subsequently complained that the Pentagon was allowing Iraqi Kurds too much autonomy, leading to deteriorating security along the Iraq-Turkey border. Disagreements over how to respond to Iran's nuclear program, U.S. suspicions regarding Turkey's outreach efforts to Iran and Syria, and differences over Armenia, Palestinians, and the Black Sea further strained ties and contributed to further anti Americanism in Turkey. Now Turkey is seen as responding to its local challenges by moving closer to the West, leading to the advent of a “Golden Era” in Turkish U.S. relations. Barack Obama has called the U.S.-Turkish relationship a “model partnership” and Turkey “a critical ally.” Explanations abound as to why U.S.-Turkey ties have improved during the last few years. The U.S. military withdrawal from Iraq removed a source of tension and gave Turkey a greater incentive to cooperate with Washington to influence developments in Iraq. Furthermore, the Arab Awakening led both countries to partner in support of the positive agenda of promoting democracy and security in the Middle East. Americans and Turks both want to see democratic secular governments in the region rather than religiously sanctioned authoritarian ones. Setbacks in Turkey's reconciliation efforts with Syria, Iran, and other countries led Ankara to realize that having good relations with the United States helps it achieve core goals in the Middle East and beyond. Even though Turkey's role as a provider of security and stability in the region is weakened as a result of the recent developments in Syria and the ensuing negative consequences in its relations to other countries, Turkey has the capacity to recover and resume its position. Partnering with the United States is not always ideal, but recent setbacks have persuaded Turkey's leaders that they need to backstop their new economic strength and cultural attractiveness with the kind of hard power that is most readily available to the United States. For a partnership between Turkey and the United States to endure, however, Turkey must adopt more of a collective transatlantic perspective, crack down harder on terrorist activities, and resolve a domestic democratic deficit. At the same time, Europeans should show more flexibility meeting Turkey's security concerns regarding the European Union, while the United States should adopt a more proactive policy toward resolving potential sources of tensions between Ankara and Washington that could significantly worsen at any time.

  • Abstract: As events demonstrate on a regular basis, the Asia-Pacific is a region prone to crisis. In recent years there has been a marked increase in the use of military force to signal interests or resolve, and even, in some cases, to alter the status quo, particularly in the East and South China Seas. Fortunately, none of these “mini crises” have escalated to the level of a shooting war. The received wisdom is that, all other things being equal, no country in the region desires conflict, owing to their high levels of economic interdependence. However, it is clear that in a context of rising nationalism, unresolved historical grievances and increasing hostility and suspicion, there is no reason to be complacent about the prospect of managing every future crisis successfully. Hence the recent surge in interest in crisis management “mechanisms” (CMMs). This paper explores the dangers of thinking of crisis management in an overly technical or mechanistic fashion, but also argues that sensitivity to those very dangers can be immensely useful. It draws upon US and Soviet experiences in the Cuban missile crisis to inform management of a hypothetical future Sino-American crisis in the East China Sea, and to identify general principles for designing and implementing CMMs.

  • Abstract: Pyongyang under the Kim dynasty has pursued three broad and consistent strategic goals: (1) The pursuit of nuclear weapons program in order to gain international acceptance of the North as a bona fide nuclear weapons state; (2) securing a peace treaty in an effort to remove U.S. forces from the Korean Peninsula; and, (3) reunification with South Korea on its own terms—the ultimate if increasingly unrealistic objective. To achieve these goals, the North has followed a policy of brinksmanship with the U.S. and South Korea: provoke when Washington or Seoul seem preoccupied, up the ante in the face of international condemnation, and pivot back to a peace offensive, which usually ends with some form of dialogue and negotiation, culminating, finally, in concessions for the North. This article reviews in detail how such policies have been pursued by Kim Il-sung, Kim Jong-il, and Kim Jong-un. It shows that, while there have been changes in North Korean policy, they have been primarily tactical not strategic—the North has changed how it pursues its goals (sometimes using military forces, at other times covert actions, or even negotiations), but it has remained consistent in its objectives. Not even the regime's literal bankruptcy has convinced the regime to change course, and for good reason: such brinkmanship tactics have paid off for the North by making possible the regime's survival for more than sixty years. Kim Jong-un, accordingly, has continued this strategy. This article ends by suggesting how the U.S. and South Korea should deal with the North's militaristic foreign policy. In brief, the two allies need to break the cycle of provocation by making clear they will no longer reward North Korea's destabilizing behavior while pursuing a longer-term goal of their own.

  • Abstract: If there is one idea that has consistently influenced western foreign policy since the Cold War, it is the notion that extending interdependence and tightening economic integration among nations is a positive development that advances peace, stability, and prosperity. As a post-Cold War idea guiding U.S. and European foreign policy, there is much to be said for it. The absorption of Eastern Europe in both the European Union and NATO helped consolidate market democracy. Globalization led to unprecedented growth in western economies, and facilitated the ascent of China and India, among others, taking billions of people out of poverty. Access to the international financial institutions also offered emerging powers the strategic option of exerting influence through existing institutions rather than trying to overturn them. Some policymakers and experts believe that this process holds the key to continuing great power peace and stability.

  • Abstract: Having reached an interim accord in Geneva, two governments with a tortured political history must now work to sell it and the diplomatic strategy they have laid out to their own constituencies back home. In this paper, the role of the United States Congress in the process of developing American foreign policy in general and, in the current matter of Iran's nuclear file in particular will be examined. To do so, it describes the history of the relationship between the White House and Congress and then examines the difficult task of the Obama administration to garner support for its strategy in Congress. It reviews the reservations voiced by many in Congress regarding the Geneva nuclear interim accord as well as their misgivings regarding a final agreement. As the matter at hand involves high stake politics in the Middle East, it may carry grave consequences for the status quo in the region. The possible ramifications and the way this effects the position of those in Congress will also be explored. Lastly, since lobby groups have historically had a major role in American foreign policy towards the Middle East, their extensively-discussed role in this case as well as challenges they face will also be touched upon. In general, this paper proposes to describe specifically the way the US policy towards Iran is being formulated and what role Congress plays in the process. Effort will be made to find out to what extent the domestic politics has an impact on the approach of Congress towards Iran and how Congress may be influenced by Middle East regional powers.

  • Abstract: What is the relationship between the doctrine of Tony Blair and America's invasion of Iraq? This paper tries to answer this question. So, it looks at the American invasion of Iraq and the British response, and argues that Brain always prevails over brawn. United States was and still is a hard power. Britain plays a soft power role in international relations. Britain usually uses the American strength and resources for the benefit of Britain. When the British describe their relations with the United States as "special," they mean that they have the power to influence and direct US foreign policy. For an understanding of the international politics, we must concentrate on Anglo-Saxon "interdependency" through the "special relationship" which often exists between British Prime Ministers and US Presidents. Winston Churchill, British Prime Minister of the 1940s, Harold Macmillan in the 1960s, Margaret Thatcher in the 1980s and Tony Blair in the 2000s, all had special relationships with their US counterparts. While not always the case, the relationship between Tony Blair, British Prime Minster, and George Bush, American President, was beneficial to British interest and Blair's doctrine of International Community declared in 1999. it is imperative not only to understand international politics, but also to react properly to international politics. As it has been proven in the Iraq case, Tony Blair manipulated US foreign policy during the George Bush presidency.

  • Abstract: At first glance, perhaps the most notable feature of Plan Colombia has been its longevity. Given the current divisiveness in Washington, the bipartisan support it has received across three administrations now seems remarkable. After 12 years, the plan is gradually winding down, but the U.S. allocated more than $300 million under the program in 2012 alone. Although the Plan has evolved considerably since it was approved by the U.S. Congress in July 2000, it has become shorthand for wide-ranging U.S. cooperation with Colombia to assist that country in combating drugs, guerrilla violence, and related institutional and social problems. All told, the U.S. has spent nearly $8 billion on the initiative—more than anywhere outside of the Middle East, and Iraq and Afghanistan since the end of the Cold War. Although the effort gave priority to counter-narcotics operations—and specifically the eradication of coca in southern Colombia—from the outset it also encompassed assistance for the judiciary and economic development.

  • Abstract: "Why do they hate us?” This question1, on so many U.S. citizens' minds over the decade following the September 11, 2001, attacks, is often asked about Islamic extremists and even the broader Muslim world. Among the most common responses is that “they” resent U.S. foreign policy in the Middle East. When the focus shifts to Latin America, U.S. foreign policy similarly appears to be the principal reason for anti-Americanism. This seems to make sense. One would be hard-pressed to find another world region with greater and more long-standing grievances about Washington's actions. The Monroe Doctrine, Dollar Diplomacy and Cold War Containment were euphemisms for imperial abuses committed against Latin America over the course of two centuries.

  • Abstract: A revolution in supply, driven by technological change and beginning in the United States, is transforming the energy sector. A commodity whose scarcity defined geopolitics and economics from the beginning of the industrial age is now becoming a potentially abundant resource. This will not only reshape the global energy map and global politics, but also change U.S. policy in the Western Hemisphere. Unimpeded access to cost-effective energy supplies for itself and its primary allies has long been a U.S. strategic interest. Most observers know that Washington's foreign policy and defense priorities in the Middle East, Europe and Asia, including sea lane protection, are buttressed by energy security concerns. Many of these same observers do not appreciate that the Western Hemisphere is also a critical energy partner: peaceful, non-threatening and unthreatened. But all that is about to change.

  • Abstract: Breves narrativas diplomáticas by Celso Amorim BY ALBERT FISHLOW Brazil featured early in the international crisis that erupted from Edward Snowden's disclosures of U.S. access to telephone conversations of more than 30 foreign leaders over the past decade, when Rio de Janeiro-based journalist Glenn Greenwald provided information about U.S. spying in Brazil to O Globo's television program, Fantástico. In response, President Dilma Rousseff took the unusual and unprecedented step of canceling her scheduled state visit to the United States. (That cancellation had some positive consequences for President Barack Obama; at least he did not have to worry about holding a state meeting during the Congress-imposed shutdown of U.S. government spending.) The Snowden disclosures increase the relevance of Celso Amorim's new book, Breves narrativas diplomáticas (Brief Diplomatic Narratives). Amorim, who served as Brazilian minister of foreign relations under two administrations of former President Luiz Inácio Lula da Silva and is now minister of defense in the Rousseff government, presents—as he had done in an earlier volume Conversas com jovens diplomatas (Conversations with Young Diplomats)—some highlights of his service as foreign minister. The emphasis in this book is on his first years as foreign minister, and gives the reader a window into Brazil's shift in foreign policy after 2003.

  • Abstract: The unconventional oil and gas revolution is certainly a game changer in the current international political setting, since it will bring the United States close to energy self-sufficiency. However, it seems unlikely that this new energy status will dramatically redefine US foreign policy and security priorities. In strategic regions such as the Middle East, US interests are expected to remain unchanged, while the new energy status will contribute only in part to modifying the US approach towards the EU's energy posture vis-à-vis Russia. What the new American energy condition is likely to change are the tools and policy options available to Washington to cope with the strategic challenges - China's power in primis - emerging in the multipolar international relations system.

  • Abstract: The adoption of the Geneva Accord between Iran and the P5+1 (the US, UK, France, Russia, China plus Germany) to resolve issues related to Iran's nuclear program on November 24, 2013, brought about a series of debates in political circles. In many ways, it could be considered a historic event with international and regional implications and also ushered in a new chapter in Iran-U.S. relations. At the international level, it could have a great impact on the ways in which world affairs are managed. In fact, it was a victory for diplomacy, multilateralism and a thrust towards a multi-polar international system after more than a decade of unilateralism and military interventionist policies with all its catastrophic consequences. At the regional level, by fostering new alignments, it may have a positive impact on current problems; be it elimination of weapons of mass destruction or countering terrorism and extremism that is now expanding beyond the region. The Accord in Geneva also fosters hope for solid and productive relations between Iran and the U.S. after more than three decades of estrangement. Considering that a new geostrategic situation is unfolding in the region, this article tries to answer the questions related to its international and regional implications, as well as its impact on the very delicate issue of Iran-U.S. relations. At the end, some of the major challenges that lay ahead in the implementation of the Accord are examined.

  • Abstract: National interest often forms the core of bilateral ties between states. No matter how much idealism is peddled to explain the unassailability of the State's bilateral relations, the national interests and related diplomatic preferences spawn abrasion in these ties. The change of leadership is a consequence of elections results in a national reassessment of foreign policy. This paper attempts to highlight Pakistan's foreign policy dilemma regarding the walking of a tightrope between Tehran and Riyadh. It is argued that the balancing act of Islamabad in this triad is further complicated in the aftermath of 2013 general elections in Pakistan. The new Nawaz Sharif administration's unveiled connection with the Saudi Kingdom, the current tides in the Saudi-Iran-U.S. triangle, and the impending and complex drawdown of international forces from Afghanistan further confounds the trajectory of Pakistan's foreign policy, especially in the zero sum dynamics of Saudi-Iran rivalry.

  • Abstract: The world was different in 2002 when Henry Kissinger published a book entitled Does America need a foreign policy?, and Le Monde came out in support of the United States after the terrorist attacks of 11 September 2001 by proclaiming: 'We are all American.' In many ways, this was the high point of the American global era—the era of unipolar American power. In 2014 the world has moved on. The United States is still the leading global power with unique capabilities and responsibilities for global leadership. But other states—particularly in Asia and the non-western developing world—are on the rise. The world is more fragmented and decentralized. States are rising and falling. The terms of global governance are more contested and uncertain. This article addresses the foreign policy of Japan and the choices that Japan faces in this shifting global context.

  • Abstract: WMD proliferation is often considered to be one of the gravest security threats of our time. This article aims to explore how the post-Cold War securitization of this phenomenon influenced the evolution of U.S. nuclear policy. The systemic change related to the collapse of bipolar world order is depicted as a major impulse which led to the need to redefine the role of American nuclear weapons. The conceptual shift from global to regional approach in U.S. foreign and defense policy as well as particular experience of the Gulf War brought about the emergence and subsequent institutionalization of a number of counterproliferation programs and initiatives, effectively serving as a new rationale for U.S. nuclear arsenal. In the context of U.S. nuclear policy of the first post-Cold War decade, the author identifies an inception of a number of still highly relevant strategic trends. These include qualitative improvements of nuclear weapons towards their greater practical usability in the new security environment, limited ballistic missile defense as a key strategic defensive element against WMD attack, emphasis on flexible nuclear planning or the formulation declaratory policy for nuclear use. A detailed exploration ofthe particular circumstances in which these trends appeared and have become an integral part of U.S. strategic posture is therefore a crucial prerequisite for deeper understanding of contemporary U.S. nuclear policy.

  • Abstract: The EU has been successfully exercising its conditionality as a key aspect of its enlargement strategy since the 1990s. However, with no accession prospect in sight and the perceived lack of credibility and consistency of the EU's conditionality, Turkey's already unequal partnership with Europe has been thrown further off balance. This article argues that this is not the case, as the EU retains its leverage over Turkey, even in the absence of factors that are known as central to the successful implementation of the EU's conditionality. This article suggests two main reasons. First, despite the rhetoric on the interdependence of Turkish and the EU economy, this interdependence is not on equal footing and the Turkish economy is heavily dependent on the EU. Second, there is rising concern in Turkey over free trade talks between the EU and the United States, with its potential impact on the Turkish economy.

  • Abstract: The revolutions of the Arab Spring have had profound implications for global security generally and for U.S. security specifically. In most cases, these implications are only beginning to reveal themselves in the various countries affected across the region. Most obviously, the future of Syria—indeed, whether it remains a unified political entity—remains an open question. Whether and how the Syrian civil war is resolved is bound to impact significantly U.S. efforts to help Israel maintain its security. Meanwhile, in Libya, weak governmental institutions and rival power centers have made it difficult for the authorities in Tripoli to gain full control over the entire country. Particularly along Libya's borders, this has magnified the risk of transnational terrorists and traffickers exploiting the poorly governed spaces of the Pan Sahel. Elsewhere, the unfinished revolution in Egypt holds implications for Israel and the Palestinian Authority, for the balance of regional power vis-à-vis Turkey, Saudi Arabia, and Iran, and for the global trade—especially energy resources—that passes through the Suez Canal every day.

  • Abstract: Nancy Bernkopf Tucker confronts the coldest period of the cold war--the moment in which personality, American political culture, public opinion, and high politics came together to define the Eisenhower Administration's policy toward China. A sophisticated, multidimensional account based on prodigious, cutting edge research, this volume convincingly portrays Eisenhower's private belief that close relations between the United States and the People's Republic of China were inevitable and that careful consideration of the PRC should constitute a critical part of American diplomacy. Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Consequently, the president was unable to engage congress and the public effectively on China, ultimately failing to realize his own high standards as a leader.

  • Abstract: China is poised to become a major strategic rival to the United States. Whether or not Beijing intends to challenge Washington's primacy, its economic boom and growing national ambitions make competition inevitable. And as China rises, American power will diminish in relative terms, threatening the foundations of the U.S.-backed global order that has engendered unprecedented prosperity worldwide. To avoid this costly outcome, Washington needs a novel strategy to balance China without containing it.

  • Abstract: Since Azerbaijan regained its independence in 1991, it has been only the world's second Shi'ite-led state after Iran. Azerbaijan respects separation of mosque and state, and despite pressure from its neighbors, remains independent from political domination. Given its strategic importance, safeguarding the country's independence remains a US priority. And the threat from Iranian meddling is particularly acute. From Tehran's perspective, the combination of Azerbaijan's pre-19th-century Iranian past, modern Azerbaijan's embrace of secularism, and its relative economic success challenge Iran's legitimacy. As Iranian authorities have sought to undermine and destabilize Azerbaijan through political, clerical, charitable, and media channels, Azerbaijan's counterstrategy has been both restrained and effective.
