- The US Government continues its commitment to use all tools necessary—including international diplomacy, law enforcement, intelligence collection and sharing, and military force—to counter current terrorist threats and hold terrorists accountable for past actions. Terrorists seek refuge in “swamps” where government control is weak or governments are sympathetic. We seek to drain these swamps. Through international and domestic legislation and strengthened law enforcement, the United States seeks to limit the room in which terrorists can move, plan, raise funds, and operate. Our goal is to eliminate terrorist safehavens, dry up their sources of revenue, break up their cells, disrupt their movements, and criminalize their behavior. We work closely with other countries to increase international political will to limit all aspects of terrorists' efforts.

- China's People's Liberation Army (PLA) is embarked on an ambitious, long-term military modernization effort to develop capabilities to fight and win short-duration, high- intensity conflicts along its periphery. China's defense modernization is broad reaching, encompassing the transformation of virtually all aspects of the military establishment, to include weapon systems, operational doctrine, institution building, and personnel reforms. China values military power to defend economic interests, secure territorial claims, and build political influence commensurate with its status as a regional power with global aspirations. In recent years, the PLA has accelerated reform and modernization in response to the central leadership's concerns that developments across the Taiwan Strait could put at risk Beijing's objectives for Taiwan unification.

494. Chemical and Biological Defense Program Annual Report to Congress

- The National Defense Authorization Act for Fiscal Year 1994, Public Law No. 103-160, Section 1703 (50 USC 1522), mandates the coordination and integration of all Department of Defense chemical and biological (CB) defense programs. As part of this coordination and integration, the Secretary of Defense is directed to submit an assessment and a description of plans to improve readiness to survive, fight and win in a nuclear, biological and chemical (NBC) contaminated environment. This report contains modernization plan summaries that highlight the Department's approach to improve current NBC defense equipment and resolve current shortcomings in the program. 50 USC 1522 has provided the essential authority to ensure the elimination of unnecessarily redundant programs, focusing funds on DoD and program priorities, and enhancing readiness.

495. Military Lessons from Desert One to the Balkans

- Military leaders are often accused, usually unfairly, of fighting the last war. It would be a pretty poor general, however, who failed to learn from what worked and what didn't work when military plans were actually put to the test. The task is to correct what went wrong and to build on what went right without losing sight of the fact that conflicts in the future may be quite different from those in the past. It is the premise of this article that a careful look at significant U.S. military operations over about the past twenty years—roughly the period the author has served in Congress—can help shape answers to a surprisingly large number of contemporary issues in defense policy. What follows is a brief review of seven of these military operations, followed by a discussion of some important lessons.

- In his classic 1973 book The Imperial Presidency, historian Arthur Schlesinger Jr. warned that the American political system was threatened by “a conception of presidential power so spacious and peremptory as to imply a radical transformation of the traditional polity.” America's rise to global dominance and Cold War leadership, Schlesinger explained, had dangerously concentrated power in the presidency, transforming the Framers' energetic but constitutionally constrained chief executive into a sort of elected emperor with virtually unchecked authority in the international arena.

497. From the Sea: National Missile Defense Is Neither Cheap Nor Easy

- Sea-based missile defense is being advocated as an alternative to the Clinton administration\'s limited land-based national missile defense (NMD), which is in the early stages of testing. Proponents of sea-based NMD (which is only a concept, not a program) argue that such a system can be deployed more quickly and will be less expensive than the Clinton administration\'s land-based system. Some argue that the Navy Theater Wide (NTW) system—which is being designed to provide midcourse intercept capability against slower, shorter-range theater ballistic missiles—can be upgraded to attack longrange intercontinental ballistic missiles (ICBMs) in their boost phase (when under powered flight at the beginning of their trajectories). Interestingly enough, advocates of sea-based NMD include not only traditional supporters of missile defense but also people who were previously opposed to missile defense.

498. Arms Control and Missile Defense: Not Mutually Exclusive

- Traditionally, strategic offensive arms control and ballistic missile defense have been viewed as mutually exclusive. During the Cold War, the general belief was that anti–ballistic missile (ABM) systems would call into question the ability of the superpowers to successfully survive a first nuclear strike and inflict sufficient damage with a second strike. That is, missile defense could allow one superpower to launch a first strike and then use its defenses to intercept a second strike with the other superpower's surviving warheads—thereby undermining deterrence and stability. Furthermore, the thinking was that this situation would result in a dangerous offensive arms race as each side sought to counter the effects of the other's defenses.

- Not all proposals for deploying a national missile defense live up to their name. Many are for “international” missile defense systems that would also defend U.S. allies and “friends,” even though they are wealthy enough to build their own missile defenses. For example, some policymakers and analysts on both the left and the right advocate sea-based missile defense as a substitute for the Clinton administration's limited land-based system, which is designed to protect only the territory of the United States. Conservatives would like to build a more comprehensive, layered defense consisting of sea- and space-based weapons or land-, sea-, and space-based weapons. George W. Bush, the presumptive Republican presidential nominee, is clear that he wants a comprehensive defense to defend U.S. allies and seems to favor the latter approach.

- Historically, U.S. nuclear strategists and arms control experts have paid little attention to the People's Republic of China (PRC). China has not been a major factor in the U.S. nuclear calculus, which has remained centered on U.S.-Russian nuclear arsenals as the principal framework for arms control and arms reductions. Yet today China is the only one of the five de jure nuclear weapons states qualitatively and quantitatively expanding its nuclear arsenal.
