Abstract:: Online social networking services (Facebook, Twitter, YouTube, etc.) have altered the way we engage with individuals, groups, and communities by profoundly changing our everyday information and communication habits on a global scale. Today, social media has also grown into a massive data repository providing very detailed information on the opinions, beliefs, and communications of millions of individuals. Similarly, social media analysis has grown into an essential method for various fields, including political science and international relations. The purpose of this study is to undertake a nuanced social media analysis using Twitter data to contextualize and assess the context, scope, and impact of Turkish IR scholars’ interactions on Twitter. Within the scope of the paper, network analysis, topic modeling, descriptive statistics, and regression analysis approaches will be employed to draw meaningful interpretations about their Twitter interactions. Our basic premise is that among Turkish IR scholars, there is a collective network that connects them in terms of interactions, attitudes, and opinions, and that network may be found by analyzing their Twitter data. This working assumption is not supported by the findings.

Abstract:: This study aims to present a critical portrayal of teaching geopolitics at Turkish universities by assessing both undergraduate and graduate levels of Political Science and International Relations (IR) curricula. Geopolitical analysis has gone through several phases and traditions by conceiving space as a crucial element for representing world politics. In addition to interstate rivalries, geopolitics also refers to many conflicts and rivalries within an intrastate framework in the context of multiple territorial scales. While geopolitics seems to be falsely perceived as something equal to a state-centric and hard realist academic subfield under a strong military tutelage in Turkey, it lacks a broad multi-level analysis, as well as geographical and historical reasoning. In this study, I propose to consider cartography, territoriality, and geopolitical representations, which form the basis of contemporary geopolitical analysis. The article evaluates weekly schedules, learning outcomes, content, and objectives of the courses available on the European Credit Transfer and Accumulation System (ECTS) information packages on university websites. Based on a qualitative case study, it eventually aims to improve the methodological character of geopolitics teaching, indirectly influencing the level and quality of geopolitics in Turkey.

3. The Dark Side of the Moon: An Ever-Fragmenting Discipline and Turkish IR in “the Outer Periphery”

Abstract:: A recent debate has emerged in the literature about a need for more global International Relations (IR), one which is truly international, to be worthy of its name. This paper outlines the multi-dimensional fragmentation in IR, which has prevented the emergence of a genuinely integrated and global discipline, and created a context in which the periphery cannot make original contributions to the core. The main purpose of this paper is to point out the major obstacles for such original contributions that emanate from the periphery itself. Aside from the general core-periphery fragmentation in the discipline, the periphery is collapsing within itself. From that perspective, the core and the periphery look more integrated, while the real division is between the periphery and the outer periphery. The outer periphery, while mostly invisible to the core, has real effects in IR practice, yet its nature and problems are not looked upon or handled by the current literature. Based on this observation, and using the Turkish example, four major problems of the outer periphery that affect the periphery and curtail its potential for original contributions are identified: (1) apathy towards western IR; (2) conspiracy theorizing; (3) chronological historicism; and (4) the outer periphery’s influence on the mainstream periphery. After discussing these problems, it is concluded that the periphery can make contributions to the core only after it has helped the outer periphery solve its problems, and integration within the periphery is achieved. Only then can original contributions of the periphery to a truly international IR be possible.

4. The Trajectory of International Relations Dissertations in Turkish Academia Between 2000 and 2020

Abstract:: Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

Abstract:: This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

Abstract:: This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

7. Sea Blindness in Turkish International Relations Literature

Abstract:: The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

Abstract:: The essay addresses an outsider's perception of the characteristics and dynamics of the IR field/discipline in Turkey. How may this country serve as a role model or, at the very least, as a source of inspiration, reflection, or evaluation of the field's development in other local/national settings? In this respect, Greece is chosen as a case study. Βy addressing and assessing Turkish self-reflection and the search for disciplinary identity within Turkish IR scholarship, what can be learned, on behalf of Greek IR scholarship, regarding both Greece's and Turkey's social scientific development regarding foreign affairs/policy? A major theme discovered is the acknowledgement of the limitations of the dependency/vulnerability-centered explanations for the development of IR.

Abstract:: In this paper, we exploited big data (The Global Database Events, Language and Tone - GDELT) by utilizing network analysis to elaborate on the Justice and Development Party’s (JDP) Middle East (ME) policy for 2015 and 2020 - our conceptual framework built on the role theory. We identified two dynamics - the positioning of the “Transatlantic” link in Turkish Foreign Policy’s (TFP) orientation and the shape and politics of the JDP elites’ conception of activism - based on which we developed two hypotheses to conceptualize the JDP’s role performance for the period: 1) There was a mismatch between national role conceptions and systemic role prescriptions for Turkey in the period of analysis; 2) This mismatch led the appeal of partnership with non-Western actors to rise. We utilized network analysis by exploiting the GDELT big data set to test our hypotheses empirically. The empirical findings proved the validity of our conceptual arguments.

Abstract:: In recent years, the Middle East has often been the subject of foreign interventions and the interests of superpowers. The effect of internal dynamics was pushed to the background in regional developments as a result of this situation. It is very important, however, to analyze the Middle East by understanding the power struggles between the regional powers Turkey, Saudi Arabia, Egypt, and Iran. This article examines the leadership struggle and role conceptualizations between the regional powers of the Middle East with a focus on the relations between Turkey and Saudi Arabia. It argues that Turkey is not a rival to Saudi Arabia's national role conceptions in the Gulf region, but rather a favorable partner when it comes to Gulf security and economic relations. Relations between Turkey and Saudi Arabia will follow a positive course with mutual normalization steps and Turkey's export-led growth and regional cooperation strategies.

Abstract:: While enhancing our economic relations with African countries was positioned as a target within Türkiye’s vision, especially after the Cold War, this could only come true in the first decade of the 21st century. As a result, there have been significant trade volume developments. Although Türkiye had a trade deficit with Africa from the mid-90s to the early 2000s, it became a surplus party in the subsequent period due to stagnation and the impacts of various crises. The trade with Africa is primarily with North African countries due to geographical proximity and historical ties. While Africa's share in Türkiye's total foreign trade volume has been gradually increasing, it remains significantly lower compared to Asia and Europe. Relations between the continent and Türkiye haven’t grown stronger yet, mainly because most African countries were former colonies. On the other hand, Türkiye's geographical proximity to Africa offers a significant opportunity to meet African countries' agricultural and food needs. In this context, this study aims to analyze Türkiye’s trade with the African continent and to reveal the opportunities, threats, strengths, and weaknesses this trade offers for both actors. Furthermore, the study provides recommendations to enhance these relations in this framework.

13. Quo Vadis, Turkish IR? Mapping Turkish IR’s Footsteps within the Global

Abstract:: The International Relations (IR) discipline is ascendant because of the theoretical and methodological divisions and controversies within. As it is mostly placed in the Non-Western IR category, Turkish IR is an interesting case in that it reveals the temporal changes of theoretical debates in IR and their local resonance from the purview of a geography that is jammed between the West and the rest. For this reason, this paper examines the literature on the Turkish School of IR (if there is any) and draws some conclusions regarding its current state. This research first utilizes the Teaching, Research, and International Policy (TRIP) surveys conducted by the International Relations Council of Turkey (IRCT) between 2007 and 2018. More extensively, the top 20 journals categorized under Google Scholar’s “Diplomacy and International Relations” list are coded based on their titles containing “Turkey.” Articles from the 1922–2021 period are then analyzed considering their authors, abstracts, and keywords. From this analysis, the study finds that studies focusing on Turkey have improved over the years, although there is a need for more theoretical and methodological advancements. As a “peripheral” country in IR, Turkey is still a subject of study by the “center” countries.

Abstract:: International Relations (IR) in Turkey has been assessed by scholars on topics, including but not limited to the need to increase contributions from Turkish IR scholars to theoretical discussions, the need for homegrown theorizing, and to improve the methodological quality of IR research originating in Turkey. This literature has revolved around the diagnosis of and prescriptions for what is referred to as the ‘disciplinary underachievement’ of IR in Turkey. Recently, an increasing number of scholars have focused on disciplinary self-reflection discussing the limitations and prospects in the state of the IR discipline in Turkey. Adding to this emergent literature, this paper identifies the reasons for the ‘disciplinary underachievement’ in Turkish IR. The paper discusses the conditions that hamper IR education in Turkey under three groups: 1) the structure and content of undergraduate and graduate curricula, 2) the state of IR as an academic discipline in Turkey, and 3) the state of IR literature in Turkish. The paper also offers suggestions for a prospective treatment to improve the state of the IR discipline and pedagogy in Turkey. It argues that an improvement in the quality of IR education has significant potential to contribute to further inclusion of locally produced IR knowledge into ‘global IR,’ which is widely cited in the existing literature as a significant sign of ‘disciplinary progress.

15. Adapting to New Realities: Israel’s foreign policy in post-Netanyahu times

Abstract:: Israel had to adapt to the revised objectives of the Biden administration in the Middle East and to update its coordination with Russia on the Syria front. The war in Ukraine has reconfigured Israel’s relations with the US and Russia. Israel’s reluctance to provide arms to Ukraine has allowed Russian-Israeli coordination to continue in Syria. The energy crisis triggered by the Russo-Ukrainian war led the US to revise its stance towards Saudi Arabia. The US-Iran talks ground to a halt in Vienna in the light of the growing ties between Iran and Russia. Israel took advantage of the new state of affairs, encouraging the rapprochement between Washington and Riyadh and countering the possibility of the US reopening its consulate in East Jerusalem. In coordination with the US, Israel has promoted the deepening of the Abraham Accords and drawn India into the new Middle East reality through the new I2U2 mechanism. Thanks to carefully managed communication, the Bennett-Lapid government was able to restore diplomatic relations with Turkey while maintaining close cooperation with Greece and Cyprus. It would seem advisable to put in place additional safeguards to maintain the quality of Athens-Nicosia -Jerusalem relations, similar to those which are expected to accompany the revamped relations between Israel and Turkey.

Abstract:: Entering 2021, revising its foreign policy became an ever more pressing necessity for Ankara, in the light of both international and domestic developments. The Turkish government only took steps towards mending its broken ties with countries in the region, including Israel, when the economic cost of its assertive policies began to threaten Erdoğan’s rule. Israeli PM Netanyahu’s defeat in the 2021 elections provided an opportunity for Ankara to step up its diplomatic overtures toward Israel. Bilateral relations may follow a different course than they did in the 2000s, primarily because the basic parameters of the relationship between Israel and Turkey have changed since Israel made new friends in the Mediterranean and the Middle East. The erosion of institutions and the subsequent personalization of Turkish foreign policy render bilateral relations prone to crisis. For Israelis, this is a manageable risk, at least for now, given the benefits Ankara can expect from normalizing relations with Israel. Against the backdrop of an intensifying power competition between the US and China, Russia’s ongoing invasion of Ukraine, and the current security landscape in the Middle East and Eastern Mediterranean, opportunities for cooperation between Israel and Turkey remain dependent on the resolution of long-standing issues.

Its policy of balancing between Russia and Ukraine is backed by the majority of the Turkish public, which gives President Recep Tayyip Erdoğan more freedom to manoeuvre. Abstract:: Foreign Direct Investment (FDI) has been always associated with a high level of trade openness and freedom environment, and with a lower incidence of institutional corruption. Because it is assumed that a high level of international capital mobility makes foreign investors more cautious when there is a fluctuation in political stability and institutional transparency. Most American countries (except Canada and the USA) have been always related to a lack of transparency in their institutional and bureaucratic procedures, which conduct to important levels of corruption and in consequence, to other serious issues such as prominent level of violence, or even the inequality phenomena. This study investigates whether the variables of corruption indices, trade openness and inflation rates have positive or negative effects on FDI between Turkey and American countries. For analyzing this econometric model, it was gathered information from OECD, COMTRADE, TUIK, Heritage Foundation, UNCTAD, and the World Bank Database. The observed data correspond to a decade (2005-2014) and were only taken a sample of 14 American countries. The empirical results of the present study revealed that there is a positive correlation between the trade openness index and FDI; and, it was found a positive correlation between corruption index, inflation, and FDI. The increase in the corruption index causes a 41% increase in FDI inflow.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

Abstract:: Armenia-Turkey relations have experienced numerous tensions over the decades associated with both the historic issues between the two nations and contemporary regional developments. Turkey’s refusal to recognize the mass killings of Armenians as a genocide1 in the Ottoman Empire during World War I has long been an important difficulty in bilateral relations. However, relations significantly worsened during the Nagorno-Karabakh war between Armenia and Azerbaijan in the 1990s. As a response to Armenia’s capture of the territories surrounding NagornoKarabakh, Turkey closed the border with Armenia in 1993 in support of its ally Azerbaijan.2 The attempts to normalize relations did not have any fruitful outcome in the past decades which resulted in the two countries not having diplomatic or commercial relations for almost 30 years.

Abstract:: This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.

Abstract:: This article seeks to expand the discussion on Methodological Nationalism (MN)within the discipline of International Relations (IR), to contribute to MN literature from the perspective of IR studies and to evaluate the prevalence of MN in the field by the quantification of selected works. To achieve these goals, the article, firstly, recapitulates the general MN literature and critically evaluates this discussion in IR. Later, it identifies the forms of MN as they appear in IR with two faces: Level of analysis (nation-as-arena) and unit of analysis (nation-as-actor). Secondly, the article proposes a method to assess the prevalence of MN through quantification. Finally, the article applies its method to IR works to address the question of how widespread MN is in academia in Turkey. The findings demonstrate the proportional pervasiveness of MN within the IR community of Turkey, which is part of the “periphery” in the discipline. The findings also let us draw some hypothetical conclusions.

Abstract:: For at least his first decade at Turkey’s helm, if not longer, subsequent US administrations regarded Recep Tayyip Erdoğan as an important partner. More recently, the pendulum has swung the other way; Erdoğan has emerged as a bipartisan bête noir in Washington. President Biden has called Erdoğan an “autocrat”; Secretary of State Antony Blinken referred to Turkey as a “so-called strategic partner,” and large majorities from both parties in Congress have voted to sanction Turkey until it reverses its purchase of Russian weaponry. The image of Turkey that US policymakers appear to be operating with is, as one columnist summed it up, that “Turkey’s president does what he does because he gets away with it.” In other words, Erdoğan is in full control of Turkey’s foreign policy, and, having opened a gulf between the two allies, Washington’s options are to either compel a change in his behavior or suspend its partnership with Turkey until the end of his rule. Much like the earlier, now discarded, belief in Erdoğan’s comity, this view, too, deserves to be challenged.

Abstract:: One year on, it remains to be seen whether the EU’s positive agenda (PA), an effort to establish a new modus vivendi with Turkey, will bear fruit. Turkey is one of the EU’s most important neighbours and a crucial partner on numerous issues, including migration, counterterrorism, energy and trade. Yet relations have always been challenging, with honeymoon periods few and far between. Bickering and animosity have become the norm. In 2020, escalating disputes in areas from human rights to maritime claims and military interventions brought the relations to a major crisis. Looking ahead, Ankara’s domestic and foreign policy ahead of crucial elections in 2023 (or earlier), the Cyprus problem, Germany’s leadership change, the 2022 French presidential election and Paris taking over the EU Council Presidency will all impact relations. Amanda Paul gives a concise state of play of EU-Turkey relations, what we can expect and what should be avoided, and areas for improvement. While Turkish membership of the EU seems highly unlikely, neither Ankara nor the EU is ready to call it quits. With no functioning accession process, EU–Turkey relations need a new framework that reduces the chances of further rupture and creates a new dynamic. Implementing the PA should be the starting point of this framework. In which case, the EU should consider the following four recommendations: green-light the talks to update the Customs Union; enhance migration dialogue; continue support for Turkish civil society and independent journalism; and revitalise foreign policy dialogue. 2022 will likely be a testing year. If the two parties are to move away from years of distrust and muddling through, they will have to exhibit political will and acquire a truly strategic vision for the future.

Abstract:: Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.

Abstract:: Turkey and the United Arab Emirates are engaged in a decade-long feud that is reshuffling the geopolitical order in the Middle East and North Africa. They see each other as existential rivals and are waging a series of proxy wars between the Horn of Africa and the eastern Mediterranean. Their rivalry also plays out in the halls of Washington and Brussels, the global media discourse, the energy industry, and, lately, ports and the high seas. Europe should avoid being sucked into this power struggle to redefine the Middle East and North Africa. Instead of using the UAE to push back against Turkey or vice versa, Europe should develop its own strategy on their rivalry. Abstract:: The third party effect in international relations gained popularity in 1990s in the context of conflict resolution. However, the Turkish-Greek relations in the modern era have always been discussed in reference to a third party involvement and Britain has always prevailed over the other countries as the most prominent third party. This study searches for the British influence on the Turkish-Greek rapprochement in 1930s. The British factor influence is usually taken as a matter of Great Power dominance or the “provocateur of rivalries between the two nations” from the Turkish point of view or “cooperation of allies” from the Greek point of view. Whereas, this study focuses on a specific conjuncture in which Britain acted neither as a “provocateur” nor as an “ally” for any party. In reference to the historical sources, it is documented that from the late 1920s the British approach to the Turkish-Greek affairs was altered dramatically, parallel to the overarching systemic changes in the interwar period Specifically, it is argued that the revision of British financial policy in response to the Great Depression and its retreat from the Eastern Mediterranean as a naval power directed Greece to change its foreign policy orientations with a sudden demarche and offer Turkey a peace settlement. Rather than attributing this rapprochement to the efforts of charismatic leaders, this study analyses the issue with a realist mind in reference to the British policies modified in parallel to the systemic changes during the interwar years.

38. Incessant Tension: Uncovering the Turkish attempt to bust an Israeli spy ring

Abstract:: On October 21, Daily Sabah announced that an Israeli spy ring, consisting of 15 agents, was arrested in Turkey early in October. The Turkish newspaper affiliated with the Turkish government and JDP said that the spy ring targeted Israel's opponents in Turkey. A day later, the newspaper affirmed that one of the arrested agents collected information about Palestinians residing in Turkey, and about Turkish military industries. However, Ankara did not officially announce the news, while Israel denied the accusation. A few weeks earlier, the pro-Hamas Shehab News agency announced that seven Palestinian PNA and Mossad agents were arrested in Turkey allegedly for spying on certain Palestinian residents in Turkey.

Abstract:: Migration studies have seldom dealt with the foreign policy dimensions of refugee migration. Additionally, international relations (IR) theories have barely addressed migration policy. The present study seeks to address this gap by analysing Turkey’s response to Syrian mass migration through the lens of neoclassical realist theory. Its purpose is to ascertain to what extent IR theories, particularly neoclassical realism, help us to understand Turkey’s policies and politics addressing Syrian mass migration and changes over time. It questions the pertinence of Turkey’s relative power and its foreign policy objectives in shaping responses to Syrian mass migration. Abstract:: Strategic hedging has not been studied adequately in Middle Eastern countries. This study is an attempt to include hedging into the analysis of a small state’s foreign policy choices. It contends that the hedging strategy can be applied to small states because of its confrontation at three levels: international, regional and sub-regional. It is argued that Kuwait has pursued a hedging policy by taking possible shifts in the global and regional power distribution and the lasting regional security dilemma into consideration. By strengthening military cooperation with China and Turkey, Kuwait has aimed to hedge the risks that could arise from the rise of China and Turkey in the Gulf, the US’ retrenchment from the Middle East, and Saudi Arabia’s aggressiveness. Abstract:: This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

Abstract:: My main argument in this article is that there have been at least three important barriers to the development of non-Western international relations theory (NWIRT): intellectual barriers (traumatizing effects of the imposition of the “standard of civilization”); ideational barriers (dominance of Western concepts and contexts); and scientific barriers (imposition of the standard of science). I argue that the silence of NWIRT is substantially a side effect of the strategy of mimicking the West, which was developed as an intellectual defense mechanism or as a camouflage strategy for the (re)establishment and the survival of non-Western states after their traumatic encounter with the Western states. Therefore, the surfacing of NWIRT discussions in the last decades can be attributed primarily to the maturation of an internal condition that is the revival of self-confidence in the residuals of former empires due to their regaining of rising power status and, thus, can be seen as a new phase of the ‘revolt against the West.’ On the other hand, I argue that the rise of NWIRT discussions are also related to the ripening of an external condition: some European schools of IR have been attempting to intellectually balance against the hegemony of American mainstream IRT, therefore, publication of edited books and special issues on NWIRT can also be read as searching for intellectual alliance with NWIRT.

Abstract:: The Turkish foreign policy has witnessed changes since the Justice and Development Party (AKP) came to power in 2002. Turkey initially adopted a ‘zero problems with neighbors’ policy and resorted to solving regional issues through diplomatic mechanisms, leading to improving its relations with the countries of the region. However, following the outbreak of the Arab uprisings end of 2010 and the collapse of several major Arab regimes, resulting in a leadership gap within the region, Ankara sought to foster its influence in the region. This was clear in abandoning the ‘zero problems’ policy, engaging in the region's military conflicts and providing support to the Muslim Brotherhood to enable its rule in some Arab countries. These policies have led to tensions in Turkey's relations with many countries in the region, such as Egypt and Syria, as well as interrupted relations with countries that were considered its allies, such as the US and the EU, leaving Turkey with ‘zero allies’. Turkish officials defend their country's policies by launching the term ‘precious loneliness’, clarifying that Turkey's foreign policy is based on a set of values and principles that achieve its national interests, and that sometimes one may have to stand up alone to defend the values that one believes in. Nevertheless, since late 2020, Turkey's foreign policy has made a shift towards appeasement and the pursuit of improving relations with many countries in the region, with the EU and the US. Perhaps one of the most significant official statements indicating the desire to resolve issues is Erdogan's call in November 2020 to open diplomatic channels and reconciliation with all countries in the region for a quick resolution of conflicts. He also mentioned that they have no implicit or explicit prejudices, enmities or hidden agendas against anyone, and that they sincerely and cordially call on everyone to work together to set a new stage in the framework of stability, safety, justice and respect. This change has raised questions about Ankara's real motive, whether it aims to improve its foreign relations or it simply seeks to compensate for the losses incurred by its regional policies, relieve the pressures imposed on it and to penetrate the fronts that counter its role in the region.

Instead, they are engaged in a deepening religious soft power struggle for geopolitical influence and dominance. This battle for the soul of Islam pits rival Middle Eastern and Asian powers against one another: Turkey, seat of the Islamic world’s last true caliphate; Saudi Arabia, home to the faith’s holy cities; the United Arab Emirates, propagator of a militantly statist interpretation of Islam; Qatar with its less strict version of Wahhabism and penchant for political Islam; Indonesia, promoting a humanitarian, pluralistic notion of Islam that reaches out to other faiths as well as non-Muslim centre-right forces across the globe; Morocco which uses religion as a way to position itself as the face of moderate Islam; and Shia Iran with its derailed revolution. In the ultimate analysis, no clear winner may emerge. Yet, the course of the battle could determine the degree to which Islam will be defined by either one or more competing stripes of ultra-conservativism—statist forms of the faith that preach absolute obedience to political rulers and/or reduce religious establishments to pawns of the state.

After countless disputes between the United States and Turkey during the 2010’s, coupled with growing divergence of Turkish foreign policy, two allies’ relationship has been deceptively good for the last two years. This was not due to a meaningful rapprochement, but to Erdogan’s well-executed personal diplomacy with Trump which has proved beneficial for Turkey in many cases. Yet, this superficial rapprochement is challenged by the prospects of a Biden presidency. Biden, whose remarks are far from affable towards Erdogan and who has even pledged to support Turkish opposition, is very likely to demand Turkey to recommit to its alliance with the West. Hence, we may soon see a Turkey at a serious crossroads: either Turkey will turn its face to West once again, or it will further alienate from the West.

Abstract:: The EU’s enlargement policy is in contention. President Macron links further progress towards the accession of the Western Balkans to the Union’s own need for internal deepening. Brexit sharpens the debate about the size of the Union and may offer new opportunities, short of membership, for the EU’s wider neighbourhood. The Commission’s proposals to reform the accession process are well meaning but inadequate. The European Council needs to adopt a strategic approach, including spelling out its real intentions with respect to the Balkans. A dynamic association agreement may be a better alternative to full membership for the Western Balkans and Turkey.

Abstract:: In October 2018, the Mitvim Institute held its annual Israel-Turkey policy dialogue, for the seventh consecutive year. The dialogue took place in Istanbul, in cooperation with FriedrichEbert-Stiftung, and was participated by Dr. Nimrod Goren, Dr. Roee Kibrik and Arik Segal of the Mitvim Institute. The policy dialogue included a series of meetings and discussions, with Turkish scholars, journalists, former diplomats, and civil society activists. It focused on Israel-Turkey relations, in light of the current crisis in ties, and on Turkey’s foreign policy in the Middle East. The policy dialogue aimed at helping improve Israel-Turkey relations, by enabling experts from both countries to exchange views on regional developments, to identify opportunities for better bilateral relations, and to increase cooperation between researchers and policy analysts from both countries. Throughout the dialogue, there was a sense that Turkey and Israel can find a way to overcome their current crisis and to reinstate ambassadors. Nevertheless, such progress is not expected to lead to a significant breakthrough in the relations. The Turkish counterparts expressed hope that Israel and Turkey will resume talks on natural gas export from Israel; shared their concern over what they perceive as Israel's support of the Kurds in northern Syria; and pointed out that Turkey and Iran should not be considered by Israel as allies, but rather as countries that cooperate at times regarding shared interest but are also competing with each other and adhering to different ideologies and beliefs. The dialogue also emphasized the importance attributed in Turkey to Jewish community in the US, and to the impact it has on the American discourse towards Turkey as well as on US policy towards the Middle East. This paper highlights key insights from the meetings and discussions that took place throughout the policy dialogue. It does not reflect consensus among all participants.

Via specific analysis and explanation over the process that Turkey proposes these development plans, goals and vision, this article will explore the context of these proposals, and analyze the conditions to achieve the Dream. At a second part, the article will focus on the fundamentals of Turkey from the perspective of China-Turkis relations, and discuss the foundations and prospects of China-Turkis cooperation under the “Bel and Road Initiative”.

Abstract:: On October 17, 2017, President of Turkey Recep Tayyip Erdoğan paid an official visit to Warsaw upon the invitation of the President of the Republic of Poland Andrzej Duda. The main subject of the talks was political, economic and cultural cooperation. Issues of security were also addressed. President Erdoğan had last visited Warsaw during the NATO summit on July 8–9, 2016. During the meeting in October, the two presidents signed five bilateral agreements. This paper provides an analysis of the effects of President Recep Tayyip Erdoğan’s visit and prospects regarding the development of friendly relations between Poland and Turkey from Ankara’s perspective. In the paper we applied the test analysis method, the historical method and the institutional and legal one. We pose a thesis that the aim of President Recep Tayyip Erdoğan’s visit was to identify mutual relations in the economic, political and cultural dimension. According to the Turkish government, these relations are beneficial for both sides. What should be particularly important for Poland is the prospect of opening new cooperation opportunities in the economic sphere. Turkey, in turn, apart from defining the broad framework of business cooperation, is undoubtedly determined to find a partner which could be its ally in the European Union.

Abstract:: This paper discusses how Turkey’s bilateral relations with Saudi Arabia and Qatar have changed after the Arab Spring erupted and assesses how the Syrian conflict affected them. The paper argues that Turkey had developed excellent relations with Saudi Arabia and Qatar in the 2000s, but eventually fell out with Saudi Arabia and strengthened its relations with Qatar as the Arab Spring unfolded. The Syrian conflict, in which the three countries colluded to overthrow the Assad regime, has alleviated the deleterious impact of the differences between Saudi Arabia and Turkey on the bilateral relations or, to put it in another way, slowed down the deterioration of Turkey-Saudi Arabia relations. The paper also argues that the geopolitical landscape that pushed Turkey and Saudi Arabia apart also pushed Turkey and Qatar closer.

Abstract:: Alliances under unipolarity operate with different logic than under bipolarity. Unipolarity makes the twin dangers of abandonment and entrapment more likely for the weaker states that need the unipole for the pursuit of their regional security interests. The article takes the US-Turkish relations within the context of Syrian conflict as exemplary and shows how the strategic discrepancies between the US-Turkish positions paved the way for Turkey’s abandonment in Syria. The article concludes that the unipole’s strategic alliance commitments are no longer reliable for regional allies to assume risky regional restructuring roles as they face the risk of abandonment on the halfway.

Abstract:: Discourse analysis is a much-favoured textual analysis method among constructivist and critically minded International Relations scholars interested in the impact of identity, meaning, and discourse on world politics. The aim of this article is to guide students of Turkish IR in their choice and use of this method. Written by two Turkish IR scholars who have employed discourse analysis in their past and present research, this article also includes a personal reflection on its strengths and shortcomings. The first section of the article presents an overview of the conceptual and epistemological underpinnings of discourse analysis, while charting the evolution of discourse analysis in IR since the late 1980s in three phases. The second section offers insight into the personal history of the researchers in employing discourse analysis in their previous and ongoing research, while the third section provides a how-to manual by performing discourse analysis of an actual text. The concluding section focuses on the challenges faced in the conduct of discourse analysis and the potential ways to overcome them, also drawing from the researchers’ own experiences in the field.

Abstract:: Since the launch of the Mediation for Peace initiative by Turkey and Finland in 2010, there has been an upsurge of activity at the United Nations (UN) and several regional organizations to promote mediation as a conflict resolution method. The UN General Assembly, the Organization for Security and Cooperation in Europe (OSCE), and the Organization of Islamic Cooperation (OIC) have set out to develop mediation norms, procedures, and capacities. The assets and motivations of international actors, including foremost nation states, to provide mediation services as part of their foreign policy have been widely studied. However, the actual role played by specific leading nations in the promotion of mediation at international forums lacks a framework of analysis. This essay aims to fill this gap by employing the concept of “policy entrepreneurship” to explain the role of individual actors in transforming the politics, norms, and capacities that pertain to mediation. In this regard, the article discusses Turkey’s activities in the field of mediation and their transformative outcomes in a bid to test the proposed framework. It concludes that as the only country that co-chairs the friends of mediation groups simultaneously in the UN, the OSCE and the OIC, the distinguishing contribution of Turkey as a policy entrepreneur lies in its efforts to feed and shape the normative basis and capacities of international peace mediation efforts.

Abstract:: The murder of Saudi Arabian columnist Jamal Khashoggi on October 2nd in the Saudi consulate in Istanbul has been a clarion call for the Washington foreign policy community, one that is redefining the United States’ relations with the Saudi Kingdom and, by extension, US strategy in the Middle East. The Khashoggi affair will outlive President Donald Trump; the reputation of Saudi’s leadership is beyond repair, and with Global Magnitsky sanctions and the newly proposed bipartisan Saudi Arabia Accountability and Yemen Act, the US Congress appears ready to act where the executive has fallen short. The CIA has concluded that Saudi Arabia’s Crown Prince Mohammed bin Salman (MbS) ordered Khashoggi’s murder. Trump, who has threatened “severe consequences” for whomever is found responsible, seemed over the past month to be looking for a way out of naming, shaming, and punishing MbS himself. In his statement on November 20th, Trump confirmed many observers’ worst fears about this president’s worst instincts, saying that US security, economic, and political interests transcend this incident. For a sitting US president to balk at the notion of holding an ally accountable and making even a symbolic effort to address such a gruesome crime with clear chains of responsibility constitutes a new low in US foreign policy

Abstract:: The July 2016 failed coup against President Recep Tayyip Erdoğan’s government not only resulted in a dramatic upheaval in Turkey, it also had a significant impact on the structure of its international relations and its networks of influence abroad. The way this coup affected the political actors who shaped Turkish policy in Africa highlights the extent to which Fethullah Gülen’s movement – accused by Recep Tayyip Erdoğan of having organised the coup- shaped those relations up to 2016. Today, Turkish diplomacy in Africa is undergoing a process of reconstruction, as it dismantles functional networks, and supports the new actors championed by Ankara. The destruction of what has been patiently established for 20 years and the creation of new channels of influence is a challenging task for Turkish diplomats and politicians who multiply their visits to Africa. In some countries, Turkish diplomacy sometimes faces difficulties in removing the Gülenist networks, as some are closely linked to high-ranking local leaders.

Abstract:: Justice and Development Party [JDP] governments’ policies towards Israel were informed by the priorities that the party’s power strategies entailed. In a stark contrast to the friendly policies in its first term in power, the JDP began to employ different discursive strategies based on an anti-Israeli rhetoric since 2009. Geared to bolster the party’s prestige at home and abroad, the new rhetoric seemed to have addressed to the changing priorities of the party leadership. However, the new strategies led to the emergence of a widening gap between the anti-Israeli rhetoric and subtle efforts that the JDP paid to maintain its relations with Israel. Revisiting the last 15 years, the article tries to answer the question as to how Turkey’s relations with Israel were adjusted to meet necessities of miscellaneous power strategies that the JDP leadership pursued.

This was evident in the visit of Iranian President, Hassan Rouhani, to Turkey, on December 20, to participate in the fifth session of the Supreme Council for Strategic Relations between the two countries, accompanied by a mostly economic delegation. Tehran believes that there are several factors, related to developments in the regional and international arenas over the past period, which can help achieve this goal, namely increasing the volume of trade between both countries to USD 30 billion. Abstract:: Russia seems to be gearing for fresh efforts to reach new political arrangements in Syria, after the balance of power has shifted in favor of the Syrian regime. During a speech at the Valdai International Discussion Club at Sochi resort on October 18, 2018, Russian President Vladimir Putin announced that his country achieved its goals in Syria. He noted that the Russian military intervention was aimed at fighting terrorism and preventing the fragmentation of Syrian territory, invoking the case of Somalia as a model that Russia prevented its recurrence in Syria, adding that the next stage will be devoted to settlement in the United Nations. Abstract:: There are certainly grounds for optimism when it comes to progress in Turkish international relations (IR). Turkish academia has come a long way since the 1960s. The rapid expansion of IR study in Turkish academia can be attributed to the expansion in the Turkish educational system, especially after 1980, and the rising importance of international relations through globalization. Turkish society has very large potential for future work in IR, with many highly qualified scholars. Compared to a few decades ago, more IR articles are being authored by Turkish scholars, both abroad and in Turkey. The question now is how Turkish scholars can become an even stronger voice in the international academic community. In this paper, I suggest better collaboration with government and universities to develop better PhD programs, participate in PhD consortiums and establish stronger links with the international community.

Greek Cypriots rejected the settlement put forward by the United Nations in 2004. The reunification of Cyprus is one of the world’s longest running and intractable international problems. The latest talks in Geneva in January 2017 between Nicos Anastasiades, the Greek-Cypriot President, and Mustafa Akıncı, his Turkish-Cypriot counterpart, after 20 months of negotiations, made significant progress. This policy brief argues that the main problem lies with the fact that a win-win scenario of overlapping or complementary interests does not seem to be driving the leaderships’ actions. Instead, it is ad hoc developments external to their bilateral relationship that have a positive effect for the time being, such as the rapprochement between Russia and Turkey, and subsequently a concerted attempt between Russia, Turkey and Iran to stabilise the region.

Abstract:: Turkey and Russia recently announced that their talks about the delivery of the Russian S-400 surface-to-air missile defense system to Ankara were now at a nal stage. That is a sign that a key element of the deal, estimated at USD 2.5 billion, has already been achieved. According to statements delivered by Sergei Chemezov, the head of Russia’s Rostec state corporation, in Moscow one week before the MAKS-2017 air-show, the two countries resolved technical issues regarding the con- tract of the four missile interceptor batteries, with only administrative issues remaining. His statement indicates that the serious steps have been already taken towards implement- ing what can be described as a done deal.
