Abstract:
This study deals with Turkey’s Iraq War Decision that led up to the March 1 Parliamentary Motion Crisis in 2003 from the perspective of neoclassical realism, which analyzes the interaction between systemic and unit-level variables. The United States requested Turkey’s collaboration in the war against Iraq. The Justice and Development Party (AK Party) government initially sought a peaceful settlement but eventually decided to align with the United States. Systemic and structural factors made cooperation with the United States an imperative for Turkey, which may be classified as a secondary state in the regional context. While the domestic political environment was favorable for the Turkish government to reach such a decision, it was hindered by the Grand National Assembly of Turkey (GNAT). In this framework, the study has two primary purposes. The first is to prove that in restrictive international environments where opportunities and threats are clear and the decision-making process is constrained by time, domestic divisions may matter in foreign policy and prevail over the systemic imperative, contrary to conventional expectations. The second is to demonstrate that in a restrictive international milieu, strong leadership, a factor underappreciated by neoclassical realists, is essential even for single-party governments, which are normally expected to have greater autonomy in democratic parliamentary systems, to formulate foreign policy.

Abstract:
In the summer of 2021, as the U.S. withdrew from Afghanistan, the balance of power in the country changed rapidly, and by August 15, the Taliban was able to capture the capital, Kabul, almost without a fight. On September 7, the Taliban formed a new "government" steered by Sharia Law. The Taliban also renamed the country, and, according to them, Afghanistan is now called the "Islamic Emirate of Afghanistan." There are no women or members of the Shiite minority in the new government.Of the 33 members of the still-incomplete government, only three belong to ethnic minorities. Interestingly, the four new "ministers" of the country are former inmates of Guantanamo Bay, having served time there for organizing terrorist activities. Sirajuddin Haqqani, the "Minister of Internal Affairs" of the new "government" of Afghanistan, is still wanted by the FBI on the same charges. A reward of $5 million is being offered for his capture. There is already the threat of a humanitarian catastrophe (food shortages), and instability (internal strife) in Afghanistan. Tens of thousands of Afghans are fleeing their homes, many of them heading to Iran and Turkey. This poses a number of threats and challenges to these countries, especially since they have their own interests in Afghanistan.

Abstract:
After the national elections of 26 September 2021, the SPD, Greens and FDP formed for the first time in German history a three-party coalition. The new chancellor is Olaf Scholz (SPD), while the minister of foreign affairs is a woman, Annalena Baerbock (Greens), for the first time. The coalition agreement mentions Turkey only as an “important neighbor of the EU” and speaks of “worrying domestic political developments and foreign policy tensions.” During the election campaign, the Greens and Baerbock spoke of a value-based foreign policy guided by human rights, ecological issues and democratic standards would be guiding principles. Baerbock has been critical of Turkey: after it left the Istanbul Convention, for instance, or over the refugee deal and “violations of human rights and the rule of law.” The Greens remain the only party in the Bundestag, which still views the revival of Turkey’s EU accession process as a possibility. The Greens, and the FDP in particular, want to intensify exchanges between the two countries with civil society and youth exchange programs. The new Bundestag is the most diverse ever, with more German-Turks in parliament than ever before (18/19), and a German-Turk holding a ministerial position (agriculture) for the first time. Greens and FDP voters expect a harsher stance on countries like Turkey: a pragmatic approach à la Merkel would disappoint them. The future of bilateral relations will also depend on how cooperative or confrontational a position Turkey adopts. A best-case scenario is also possible: the next elections put a reformist government in power in Turkey, which will then be supported by the new German administration.

Abstract:
Egypt's relations with Turkey and Qatar have been improving for the last six months, following a long period of diplomatic crises and hostility that lasted eight years and four years, respectively. This rapprochement is an attempt to reset relations in a way that would allow all three parties to maintain their good relations with the new U.S. administration. As a condition for normalizing ties, Egypt had demanded that Turkey and Qatar end their support to the Muslim Brotherhood (MB). This demand has been described in the Arab media as an ominous sign for the MB, which feared it would be sacrificed on the altar of Turkish and Qatari state interests. However, the discourse of the MB's members on the subject, the continued anti-Egyptian remarks of senior Turkish government officials, and the intention of the Egyptian government to execute senior MB leaders suggests that the chances of Turkey and the MB ending their relationship are quite slim. Qatar, for its part, continues to allow the MB's members to find refuge within its borders, but at the same time is not interested in provoking Egypt.

There is a reference book entitled The Republic of Turkey State Institution Guide (Türkiye Cumhuriyeti Devlet Teşkilat Rehberi), published by the Turkey and Middle East Public Governance Institute (Türkiye ve Orta Doğu Amme İdaresi Enstitüsü). It begins with the highest institutions in the legislature, executive, and judiciary, then moves down to the presidency, parliament, prime ministry, and high councils, breaking them up into page-long summaries, with an institution logo and official title, along with their mandates, budgets, current leaders, and international associations. There are impartial or independent institutions, such as the supreme election council and the central bank; local administrative structures, such as city and municipal governates; oversight institutions; government-owned for-profit businesses; and “professional organizations qualified as government institutions.” Akin to the United States Government Manual, this book is meant to be a compact picture of Turkey’s government. If you are working in the municipality of the city of Adana and someone from the “Presidency of the Turkey Water Institute” asks for an appointment, you might reach for this book to learn about that institution. If you ever wonder when the “Privatization High Council” was founded, page 33 will tell you it was on November 27, 1994, under law “4046/3 md.”

Türkiye, 2017 yılında, 1876 yılından beri uygulamada olan Parlamenter hükümet sistemine son vererek, Başkanlık sistemine geçti. Uzun süreden beri yaşanan politik, ekonomik ve toplumsal sorunlar, Başkanlık sistemine geçişin gerekçesi olarak sunuldu. Parlamenter sistemden Başkanlık sistemine geçiş sürecinde, yeterli olmasa da, konu tartışıldı. Birçok konuda olduğu gibi bu konuda da baskın iki görüş ortaya çıktı. Başkanlık sisteminden yana olanlar, genellikle Türkiye’de yürürlükteki Parlamenter sistemin sonuçları üzerinden konuya yaklaştılar. Parlamenter sistemden yana olanlar ise Başkanlık sisteminin özellikle Latin Amerika’daki uygulamaları üzerinden konuyu ele aldılar. Artık Türkiye, Başkanlık sistemine geçtiğine göre yapılması gereken, Başkanlık sisteminin zayıf noktalarına ve yürürlükteki Cumhurbaşkanlığının eksiklerine odaklanmaktır. Böylece yürürlükteki sistem, daha güçlü hale gelebilir ve sistemden kaynaklanan sorunlar bir nebze olsun giderilebilir. Bu bağlamada çalışmada, hükümet sistemlerinin doğuşu, aralarındaki farklar, yaygınlıkları ele alındıktan sonra Başkanlık sisteminin zayıf noktaları ortaya konularak yürürlükteki Cumhurbaşkanlığı sisteminin eksiklikleri üzerinde durulmuştur. COVID-19 has highlighted the vulnerabilities of refugees and migrants around the world, many of whom have been caught in transit as governments shut down borders. The virus is also placing increasing strain on migration pressure points, while enabling new migration trends to emerge. This has been particularly evident in Eastern Europe. Thousands of refugees gathered at the Turkey-Greece border at the beginning of the crisis, hoping to cross European Union borders. Meanwhile, many Ukrainian migrants living and working in Poland are leaving the EU to reach their homes and families. The Middle East Institute (MEI) is pleased to host a virtual panel in collaboration with the Centre for Eastern Studies (OSW) in Poland. The event will focus on the challenges facing refugees and migrants in Eastern Europe during COVID-19, as well as the response of governments and the European Union. Egyptian and Turkish military businesses have used their institutional privileges to dominate their respective economies, but they have key differences. Turkey’s military businesses are centrally managed while Egypt’s use multiple complex conglomerates. In recent years, Turkish and Egyptian military institutions have followed divergent paths in their respective states. After many decades of full or partial control over the government, the Turkish military today is largely marginalized in politics. By contrast, after periods of exclusion from power, the Egyptian military is now in full control of the state. Despite these differences, both military institutions are powerful economic actors within their states. They have developed extensive civilian economic enterprises over the decades, dominating important sectors by capitalizing on their political influence, legal and regulatory privileges unique to their enterprises, and opportunities provided by market liberalization.

Challengers to Turkey’s President Recep Tayyip Erdogan are proliferating, with two breakaway parties drawing particular notice. In December 2019, Ahmet Davutoglu, who served under Erdogan as foreign minister and then prime minister, formed Gelecek (Future) in an attempt to resurrect a gentler version of the Justice and Development Party (AKP). And this past March, former finance minister Ali Babacan, credited with masterminding the country’s “economic miracle” in the early Erdogan years, established the Democracy and Progress Party as another right-leaning alternative to the AKP. The remaining aspirants include the Peoples’ Democratic Party, whose capable leader remains imprisoned for allegedly supporting Kurdish militants. This Policy Note, by Soner Cagaptay and Reilly Barry, examines the political identities of Turkey’s opposition parties as compared to the AKP and allied Nationalist Action Party. It does so through an unconventional method: analyzing voter outreach through Twitter, a medium widely used by Turks. The results reveal striking trends in how these parties view Turkey’s republican (and imperial) past, and what these views suggest about the country’s political future.

Discussion paper for the workshop on: “The Politics and Modalities of Reconstruction in Syria”, Geneva, Switzerland, 7-8 February 2019. Turkey hosts the majority of the Syrian refugees, with 3, 636 617 registered Syrians. From 2015, Turkish authorities moved from a policy of temporary protection, to one of integration, while also promoting voluntary return. According to statistics from Directorate General of Migration Management of Turkey (DGMM), in 2018, 254, 000 Syrians voluntarily returned to Syria. This was thought to be the effect of new government policies promoting return, such as permits for holiday visits and family reunion. However, 194, 000 of these re-entered Turkey, casting doubt on the actual impact of these policies as well as the security and economic conditions inside Syria, which would accommodate return.

Turkey’s Law on Foreigners and International Protection (LFIP) was adopted on 4 April 2013 by the Turkish Grand National Assembly. In the five years that has passed since the coming into force of the LFIP in its entirety, it appears that the LFIP has been made to adapt to the conditions of Turkey, rather than the other way around, due to the sheer unexpected size of the phenomenon of immigration into Turkey, and the challenges encountered in establishing the institutional capacity and the inter- institutional cooperation necessary to deal with the inflows as required by the Law.

Abstract:
In the Kurdistan National Congress (KNK) headquarters in Brussels, one may be surprised to find that the co-chair rule governing the activities of the congress requires joint male and female leaders to share the office. As inefficient as such a dual head might seem, it sets the stage for gender equality. Overall, the duties of both men and women in the Kurdish movement leave no time for marriage or other traditional gender roles. This is particularly true of the Kurdistan Workers’ Party (PKK) and its related organizations, such as the Syrian Kurdish Democratic Union Party/Peoples Defense Units (PYD/YPG).

Abstract:
Emission control and reduction initiatives required to achieve low carbon society necessitate collaboration and capacity building vertically and horizontally between the public and non-public authorities at the international, national and local level. In particular, measures taken at local level are important on the issue of climate change. To this end, this paper examines local climate protection initiatives of the metropolitan municipalities in the framework of modes of governance including self-governance, provision, enabling and regulation in Turkey. In metropolitan cities, content analysis was conducted to the Municipalities' Annual Action Reports and Strategic Plans including different urban policy sectors in order to determine the achievement level of local climate protection actions. The study concludes that the local climate change mitigation activities are frequently implemented by provision modes in the sector of urban infrastructure and transportation in the Turkish metropolitan municipalities.
