The arrangement between the United States and Russia over southern Syria represents a test, both for the chances of jumpstarting a coordinated process between the world powers over a future settlement in Syria and for the relations between them on other contested issues. Israel was not mentioned in the context of the ceasefire arrangement, but it has scored several achievements. Nonetheless, Israel is likely to confront an attempt by President Assad to advance forces to southwest Syria and the Golan Heights. Because Assad’s forces rely on help from Iran’s proxies – Shiite militias and Hezbollah – Israel may have to fulfill a counter-threat if any of the red lines it announced are crossed.

President Donald Trump has spent his first months faced with a potential scandal involving Russia, an issue that’s only grown since the election with discussions and investigations about possible obstruction and collusion. In recent weeks, this has dominated national political debates, especially in Congress and the White House. Benjamin Wittes, co-founder and editor-in-chief of the Lawfare blog, joins this episode of Politics & Polls to discuss where things stand in the Trump-Russia scandal. The Lawfare blog is “devoted to sober and serious discussion of ‘hard national security choices.’” Wittes, a journalist who focuses on national security and law, is also a senior fellow in governance studies at the Brookings Institution. The basic tenet of the Russian disinformation strategy is the claim that all news is constructed and therefore contested. In the best postmodern tradition they claim there is no ‘objective news’ – only different, rivalling interpretations which purport to show different aspects of what may be called ‘reality’. And what the Russian media outlets present are merely possible explanations which serve as alternatives to the stories offered by Western media. It is a strategy which is both cunning and elegant as it preys on the enlightenment tradition and on the vulnerabilities of liberal democratic media. The Russian authorities seem to believe that (dis-) information campaigns hold great prospects. In a 2017 article, the Russian Chief of Staff informed the public about the Russian military thinking on the topic of ‘war’ and on the role of the non-military or "non-kinetic" in this. It seems premature to conclude that this thinking sees the possibility of war as an exclusively non-kinetic activity – this at least was not announced in the article – but the development points strongly in this direction and we should therefore expect to see an increased Russian focus on (dis-) information campaigns designed to bring well-defined outcomes. There will not be any easy or fix-it-all solutions to this development. Rather, liberal democracies, especially vulnerable as a result of their free media culture, should prepare themselves for a long-term commitment to countering disinformation and to building up cognitive resilience to ensure that the former has minimal effect.

Turkey and Russia recently announced that their talks about the delivery of the Russian S-400 surface-to-air missile defense system to Ankara were now at a nal stage. That is a sign that a key element of the deal, estimated at USD 2.5 billion, has already been achieved. According to statements delivered by Sergei Chemezov, the head of Russia’s Rostec state corporation, in Moscow one week before the MAKS-2017 air-show, the two countries resolved technical issues regarding the con- tract of the four missile interceptor batteries, with only administrative issues remaining. His statement indicates that the serious steps have been already taken towards implement- ing what can be described as a done deal.

This article draws on the classic approaches and argues that the definition of Juan Linz, with changes suggested by Roman Bäcker (2011), and may o er a solid base for understanding the location of each non-democratic regime on a continuum determined by two extreme ideal types: authoritarianism and totalitarianism. e former is de ned here by three essential features: bureaucratic sovereignty (or siloviki), social apathy and emotional mentality. e latter is identified by references to: state-party apparatus sovereignty, mass and forced mobilisation, and political gnosis. these categories are useful to deal with the research problem considering where Russia is on this continuum, after the annexation of Crimea. The aim of this paper is to identify the enduring principles at the basis of Russian military thought, offering an alternative to the contemporary analytical mainstream – which deems Moscow’s military behavior to be revolutionary and unprecedented. This is based on comparative analysis of Russian official military discourse and practice between 2008 and 2016. Critical inspection of the two Military Doctrines approved during this timeframe and of various military drills will reveal a series of rhetorical and operational recurrences. Notwithstanding numerous changes at the international and domestic levels that could have had an impact on Russian military behavior, no substantive shift is distinguishable. These empirical findings will constitute the basis for a reconstruction of Russian military thought. Through a deductive method, we will be able to reconstruct the ultimate assumptions granting them logical coherence and legitimization. Far from being incomprehensible, Russian military thought will be presented as the adaptation of classical strategic principles to contemporary contingencies.

Abstract:
The article aims to highlight Russian approaches to Chinese One Belt-One Road initiative. It examines possible opportunities and challenges for co-development of the Eurasian Economic Union and the Belt project. Both projects and their co-development may reduce the uncertainty in Eurasia, caused by significant structural changes in international relations and the world economy, the emergence of new trade regimes and the erosion of leadership in international affairs. Russian interests in this regard are determined by the need for modernization and long-term development, which could also help to address acute security issues. These particular factors encouraged Russia to come up with an ambitious plan of the Extensive Eurasian Partnership, although the prospects of its implementation currently are uncertain. The present article argues that the success of Russia-China collaboration in Eurasia will depend crucially on the future dynamics of the Eurasian integration, as well as on the agreement to co-develop the Eurasian Economic Union and the Belt Initiative with concrete and mutually beneficial projects.

Tabler argues that Syria remains de facto partitioned, making the establishment of safe zones in non-Assad-controlled areas the Trump administration's most expedient course of action. Moreover, it would further Washington's cause to drive a wedge into the country's Russia-Iran alliance, and both isolate and pressure the Assad regime. If Washington's objectives in Syria are to defeat U.S.-designated terrorist groups and stem the outflow of refugees, President Bashar al-Assad is under no circumstances the right person to entrust with these missions. Simply in practical terms, he lacks the manpower to retake and hold the two-thirds of Syrian territory outside his control any time soon, despite having sufficient support from Russia and Iran to maintain control in large parts of the country. But more important, Assad is an avowed adversary of the West, undeserving of its cooperation.

By contrast, more conservative, static regimes typically discourage and distrust such unplanned, spontaneous demonstrations of support. For most of Russian history, the country’s leaders have employed a top-down political system. When Crimea was annexed in 2014, the Kremlin temporarily allowed more decentralized patriotic activism to rally support, but they soon saw the potential risks and reverted to more centralized political control. The situation on the Korean Peninsula is moving in a dangerous direction. In order to affect the behavior of the North Korean regime and change its calculations, ultimately forcing Pyongyang to abandon its nuclear and missiles programs, the international community has imposed a set of tough economic sanctions. The recent set of sanctions was codified in the UN Security Council Resolution 2321. So far, the impact of these and other sanctions in order to change the DPRK’s actions appears to be limited. Russia is one of the active players on the Korean Peninsula. A geographical neighbor of the DPRK and a former Cold War ally, Russia is engaged in looking for solutions to the North Korean nuclear problem. Still, when it comes to economic sanctions against North Korea, Moscow has an ambiguous position. Its national interests on the Korean Peninsula include prevention of nuclear tests by the DPRK, positioning Russia as one of the leaders of the international community on nonproliferation; non-expansion of the U.S. military presence on the Korean Peninsula; and growth in Russian trade with both Korean states. The sanctions envisaged in Resolution 2321 do not support most of these goals, since Russia thinks that nuclear disarmament of DPRK is impossible in principle. However, Moscow is ready to play along with the sanctions track as long as Russia maintains the appearance of a critical player.

When we think of national identity as a factor in China’s external relations, we normally focus on Japan or, for those bolder in their thinking, the United States. Few recently have put China’s policies toward Russia in that context. After all, the Chinese and Russians are adamant that their relationship eschews ideology or any other sign of national identity in favor of pure realpolitik. This paper takes exception to that interpretation, arguing that it would be difficult to understand the Sino-Russian relationship without paying close heed to the identity factor, not just from the Russian side, but seen in China’s views of Russia. Russia’s interference in the 2016 presidential election was an attack on the American people, threatening the integrity and legitimacy of the democratic process, as well as the outcome of the election. And yet, the Intelligence Community Assessment on Russian activity in the election found that this was but the most recent and aggressive expression to date of a longstanding Russian desire to sow chaos and instability in the United States. Russia’s meddling in the 2016 election should be a wake-up call to every American about the diverse ways in which Russian malicious cyberactivity could affect every aspect of their lives.1 The so-called information warfare campaign ordered by Russian President Vladimir Putin during the election is part-and-parcel of a longstanding and multi-faceted Russian intelligence strategy that “blends covert intelligence operations—such as cyberactivity—with overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or ‘trolls’” in order to cripple its adversaries.2 The election is not the first time Russian cyberactors have been successful. Over the past decade, Russian hacking groups—many of which are backed by the government—have successfully deployed a technology-based strategy to infiltrate, tamper with, and steal sensitive information across government, military, banking, and communications systems in the United States and Europe.

Russia’s actions to influence the 2016 U.S. presidential election and help then-presidential candidate Donald Trump win were similar to its activities to build a network of far-right political parties and movements in Europe. Russian President Vladimir Putin is using this network to advance his policy objectives at home and abroad. In this effort, Russia is motivated by both the desire to lead a conservative revival against Western liberal democracies and a flawed interpretation of recent waves of popular uprisings against autocratic rulers that sees an American conspiracy behind them. Liberal democracies across the globe are under attack. They are being attacked not by traditional weapons of war but by disinformation—intentionally false or misleading information designed to deceive targeted audiences. While these attacks may not pose a threat to the physical safety of democratic citizens, they do pose a threat to democracy. In modern democratic societies, credible information is critical to the economy, political system, and way of life that citizens have come to expect. When citizens of democracies do not trust information, the forums for discussing politics and debating policy are compromised. If the media in a democracy is viewed as biased or, worse, as aligned with special interests, the bedrock of the democratic system—its ability to resolve differences through debate, persuasion, and compromise—breaks down. A democratic society can withstand deep disagreements, but if its citizens cannot agree on some basic and fundamental facts, that democracy will struggle to function.

1843. First on the Front Lines – the Role of Volunteers in Countering Russia’s Military Aggression against Ukraine

Abstract:
Russia’s military aggression gave rise to many spontaneous social and economic developments in Ukraine. At this critical moment, and against the backdrop of a series of dramatic events – the Revolution of Dignity in 2013–2014, the subsequent annexation of Crimea, and the armed conflict in the east of the country that developed from artificially provoked separatist sentiments directed from outside the region – people showed a strong will to self-organise, albeit for a short period of time. Thus, one can say that the birth of the mass volunteer movement played a decisive role in preserving the integrity of the Ukrainian state, thereby meeting the demands of the period of crisis. The patriotically-minded population, aware of the significant dangers posed by ongoing events, sought to fill the gaps of leadership that existed not only in political and socio-economic realms, but also in defence and national security. The voluntary movement thus partly assumed several functions of a government that had shown itself unable to respond effectively to hybrid threats – making it a unique phenomenon in the history of modern Europe. But just who were these volunteers? What motivated them and brought them together? How could ordinary people spontaneously organise themselves to contain the military threat – and to be first on the front lines? To explore such questions, ICDS established an interdisciplinary research team to study the involvement of volunteers in defending Ukraine against Russia’s aggression. Recognising that our study cannot cover every single aspect of this complex phenomenon, our objective instead has been a more modest one: to provide the public with an outside perspective that can foster deeper understanding of how a volunteer military movement can be formed during a chaotic period of active military operations. We hope that this analysis will be also useful to the Baltic states, where volunteers are already extensively involved in national defence. As expected, when we started the project we found that the phenomenon of military volunteers in Ukraine had been rather thinly studied. It is thus welcome that some publications covering and highlighting this topic have been released during our research period. It should also be noted that the personal stories of those who were “first on the front lines” still carry enormous emotional weight. In a country that is de facto still at war, it is difficult to track, fully understand, or reliably analyse complex processes such as the volunteer movement. Accordingly, our work required the development of an effective and objective approach to analysing the processes of creating, developing and integrating volunteer units. We hope that this report will serve as a starting point for further research and expert discussion.

1844. Russia’s Electronic Warfare Capabilities to 2025: Challenging NATO in the Electromagnetic Spectrum

Abstract:
This study examines how and why Russia’s military has turned its attention since the reform initiated in late 2008 to more fully exploiting and developing significant use of the electromagnetic spectrum (EMS) by employing electronic warfare (EW) assets. This is consistent with the interest in various “force enablers” and in adopting network-centric approaches to military operations as the Russian military becomes further “informationised”. The report finds that Moscow is stepping up its efforts to renew and modernise the EW inventory, and this effort is complemented by changes to organisation, doctrine, command structure, training and tactics, as well as techniques and procedures. The effect of those changes is evident in Russia’s aggression against Ukraine, where EW forms an organic part of Russia’s kinetic and non-kinetic operations—both in support of proxy forces and conducted independently. Further EW capability development will pose a serious challenge to the proper planning and execution of NATO’s defence of the Baltic states, and NATO’s entire Eastern Flank, in the event of a Russian assault. This capability is an integral part of Russia’s anti-access/area denial (A2/AD) approach and is clearly tailored to target NATO’s C4ISR. NATO’s planners must also understand that the Russian EW capability extends well beyond air defence or even A2/AD, as it is fielding a wider array of systems to assist, for example, psychological operations (PSYOPS) and cyber operations. Russia’s ability to contest the EMS, combined with its holistic military thinking, means that EW capability will be exploited and effects created well beyond the traditional realms in which NATO’s thinking about EW is rooted. We might witness an ever-growing convergence of Russia’s EW, cyber- and information warfare approaches, which will further challenge NATO’s concepts and practices. As a result, NATO needs to plan, revise its scenarios, and train to conduct defensive and offensive operations in a fiercely contested EMS battlespace. In their current form, NATO plans to defend its Eastern Flank including the Baltic states might be inadequate as they do not take account of the full spectrum of Russia’s current and future EW capabilities and their uses—as part of A2/AD approach and beyond. NATO’s Enhanced Forward Presence and further development of its posture in the Baltic area, which might possibly include assets for integrated air and missile defence in the future, will fail to deliver the desired outcome if the Alliance falls behind in the contest for EMS dominance.
