Though analysts tend to portray Russia’s foreign policy as truly global (that is, independent of Europe, the US, and China), the country is plainly tilting toward Asia. The Russian political elite does its best to hide this development, but the country is accumulating more interests and freedom to act in Asia than in Europe or anywhere else.

32. A strategic concept for countering Russian and Chinese hybrid threats

Abstract:
Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

Abstract:
The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

The spread of the novel coronavirus (COVID-19) infection in Russia has been slower than in other European countries, but the number of infected people has surged since late March, especially in Moscow, and has exploded since April. As of April 14, the number of people infected with the novel coronavirus in Russia was 201,122 (up 2,774 from the previous day), with 1,694 recovering and 170 dead1. In Moldova, the weakness of the Eastern Partnership has been over-reliance on incentives, rather than a lack thereof. Veto players who hid their true interests by claiming allegiance to the European cause hijacked the EU’s soft power. The EaP’s shortcoming was lack of means and readiness to make these key opponents of political reforms keep their commitments. Its core challenge is how to overcome the resistance of these veto players who have been obstructing transformational goals.

Relations between the European Union (EU) and Russia have hit a new low after the attempted poisoning of Alexei Navalny and the Kremlin’s continued support for Belarusian president Alexander Lukashenko, despite massive electoral fraud in that country. A new Russia policy in Berlin will require a paradigm shift, using incentives and leverage to improve Germany’s negotiating position with Moscow. The Nord Stream 2 pipeline project should be under intense scrutiny. If Moscow shows itself unwilling to cooperate, construction should be stopped.

Abstract:
According to the latest data, the Russian Federation is one of the top countries in the world in terms of the number of confirmed cases of COVID 19 infections. That said, the media is paying much less attention to the pandemic taking place in the North Caucasus region. According to June 20, 2020’s data, the North Caucasus republics had the following statistics with regard to the virus: Dagestan – 7,103 infected, 344 deceased; Chechnya – 1,579 infected, 20 deceased; Ingushetia – 2,782 infected, 64 deceased; North Ossetia – 3,737 infected, 66 deceased; Kabardino-Balkaria – 4,361 infected, 43 deceased; Karachay-Cherkessia – 2,730 infected, 9 deceased and the Republic of Adygea – 1,511 infected, 12 deceased. It must be pointed out that the spread of the pandemic in the North Caucasus region started a little later as compared to the other regions of Russia which means that the peak of the dissemination remains ahead. Statistics show that the Republic of Dagestan is at the top with the number of infections as well as the number of deceased patients. Here we must also point out the high rate of per capita infections and deaths in Ingushetia. If we calculate the death rate per million people and count Dagestan and Ingushetia as sovereign states, they would both overtake affected regions such as Iran and Armenia, positioning themselves firmly among the top 30 affected countries. The relatively small number of deaths in Chechnya, as compared to the neighboring republics, must also be highlighted. This could be explained by the incorrect assessment/calculation of the death rate. As in other Russian regions, the North Caucasus republics have also introduced a quarantine and a number of restrictions. Quarantines also cover mosques and other religious places of mass gathering that hold an important place in the daily life of North Caucasians. Let us look at the situations in the individual republics.

Abstract:
This study is the outcome of a joint research project commemorating the 15th anniversary of the establishment of the cooperative relationship between the Korea Institute for International Economic Policy (KIEP) and the Institute for Economic Research of the Far Eastern Branch of the Russian Academy of Sciences (ERI). As is well known, the year 2020 marks the 30th anniversary of diplomatic relations between Korea and Russia. Therefore, it is time for the two countries to prepare for the “2.0 Era of Korea-Russia Cooperation” while comprehensively evaluating existing achievements and tasks. In particular, in order to build a sustainable relationship between the two countries, it is necessary to establish a strategic contact point between Korea’s New Northern Policy and Russia’s New Eastern Policy, which can be realized through bilateral and multilateral cooperation in the Far East. In this regard, the main purpose of this study is to understand the main directions, key objectives, and political and economic implications of Russia’s policies in the Far East, which have been strategically pursued since the launch of Putin’s fourth term, and to explore new opportunities and possibilities for development cooperation in the Far East. We hope that this book will serve as a useful guide to open a new path for Far East development cooperation marking the 30th anniversary of Korea-Russia diplomatic relations.

Abstract:
Rethinking Russia issues its new report on development of parliamentarism in world politics. The modern democratic model derives from parliamentary representation, which has been developing for a number of centuries in search for better coherence between people and political decision-making. The evolution of parliamentarism has been differing from country to country, which however brought nations to similar functions for their representative bodies. What is a parliament of the XXI century? Is it a national or universal phenomenon? How does it relate to global governance? Who represents people (not peoples) outside their sovereign entity? Speaker of the Russian State Duma Viacheslav Volodin raises corresponding questions in order to articulate what Russian view on the development of parliamentarism might be. We consider such a discourse to be quite worth rethinking and propose our ideas on that. Who knows – maybe such a discussion would contribute to better understanding for challenges we are facing.
