1. U.S. Security Coordination and the “Global War on Terror”

Abstract:
The U.S. Security Coordinator (USSC) mission in Jerusalem was created in 2005 to help implement security sector reform within the Palestinian Authority (PA). With a single-minded focus on “counterterrorism,” Washington considered the USSC an ancillary mechanism to support U.S. diplomatic and political efforts to resolve the Israeli-Palestinian conflict. Despite upending long-standing U.S. policy and cutting all other forms of aid to the Palestinians, the Trump administration has maintained the USSC in the run-up to the “Deal of the Century.” This article draws on original interviews with security personnel responsible for enacting USSC interventions. It uses their insights to highlight how the mission tethered Israeli political aims to its remit, and the distorting ramifications that have ensued for Palestine and the Palestinians. In uncovering the full parameters of Washington’s securitization policy, this history also points to the ways in which the PA has consequently been woven into the U.S.-led “global War on Terror.”

2. Fracturing Communities :Aid Distribution in a Palestinian Camp

Abstract:
This article examines the practices of humanitarian aid distribution from the perspective of aid recipients rather than providers through an immersion in the daily home life of Palestinian residents of Nahr al-Barid refugee camp (north Lebanon) in 2011. It argues that in the name of distributing aid fairly, humanitarian aid providers put in place a pervasive system of surveillance to monitor, evaluate, and compare residents’ misery levels by relying on locally recruited aid workers. This regime of visibility was designed to be one directional; NGOs never disclosed how much aid they had available, nor when or how it would be distributed. The inclusion of local aid workers in this opaque framework turned a process that relied on community and neighborhood ties into an impersonal machine that fostered doubt and suspicion and ultimately hindered the community’s ability to engage in collective political action.

The Bahrain workshop and its associated economic plan are little more than elaborate smokescreens for U.S. president Donald Trump’s political vision centered on the broader goals of normalizing Israeli occupation, consolidating the “Greater Israel” agenda, and effectively foreclosing Palestinian political aspirations. By working together with the government of Israeli prime minister Benjamin Netanyahu to redefine the conflict and do away with the traditional ground rules of the peace process, including the two-state solution, Trump is attempting to turn back the clock to the pre-1967 era when Palestinians were viewed mainly as an economic, humanitarian, and security problem rather than a political one. For Palestinians to effectively confront this unprecedented challenge, they will need to put their political house in order, including ending the debilitating political division between Fatah and Hamas, reviving institutional politics, and working to build a national consensus around a new strategy.

For four consecutive Fridays, tens of thousands of Gaza’s gather close which began on Friday, 30/3/2018 to the Gaza border with Israel what became known as “Gaza Great Return March, GRM. According to several reports, it can be said that the most the important motive for the Great Return Marches, are the tragic conditions in which Gaza’s live. Gaza has been besieged for more than 11 years. It suffers from a severe Palestinian division, and its people are suffering from a shortage of electricity, water scarcity, and inability to travel. Not to forget the three previous wars that destroyed everything in the Gaza Strip. Not to mention the failure of both options; the peace process led by the PA and armed resistance led by Hamas. The GRM was driven by the siege, the high level of unemployment, the ongoing consequences, up to today of the three wars, and the prevention of freedom of movement. However, raising the slogan “right of return” for the march was a unifying factor that helps to mobilize tens of thousands of participants. This slogan goes beyond any ideologies or socio-political issues. The march has achieved part of the goals, which is to have peaceful movements that begin with the commemoration of Land Day on March 30 till May, 15, the 70th anniversary of the Palestinian Nakba.

On 1 May 2017, Hamas released its “Document of General Principles and Policies” following years of periodic speculation that the movement was working on a new political platform. Heralded by some as a significant milestone in Hamas’s political thought and practice, the document reiterates longstanding positions but also lays out some new ones. Given the timing of its release, as well as its contents and possible implications, the document could be considered Hamas’s new charter: it details the organization’s views on the struggle against “the Zionist project” and Israel and outlines its strategies to counter that project. This essay aims to provide a fine-grained analysis of the substance, context, and ramifications of the recently released document. The discussion starts with an overview highlighting aspects of the document that could be considered departures from Hamas’s original 1988 charter, and pointing to changes in the movement’s discourse, both in form and substance. A contextual analysis then probes the regional, international, and internal impetuses behind the issuance of the document. Finally, the discussion concludes with a look at the possible implications for the movement itself, as well as for the Palestinians and for Israel.

Abstract:
The Palestinian Authority (PA) adopted donor-driven security sector reform (SSR) as the linchpin to its post-2007 state-building project. As SSR proceeded, the occupied West Bank became a securitized space and the theater for PA security campaigns whose ostensible purpose was to establish law and order. This article tackles the consequences of the PA’s security campaigns in Balata and Jenin refugee camps from the people’s perspective through a bottom-up ethnographic methodological approach. These voices from below problematize and examine the security campaigns, illustrating how and why resistance against Israel has been criminalized. The article concludes by arguing that conducting security reform to ensure stability within the context of colonial occupation and without addressing the imbalances of power can only ever have two outcomes: “better” collaboration with the occupying power and a violation of Palestinians’ security and national rights by their own security forces.

This article explores the British Mandate’s legal framework for regulating citizenship and nationality in Palestine following the post–World War I fragmentation of the Ottoman Empire. It argues that the 1925 Palestinian Citizenship Order-in-Council prioritized the settlement and naturalization of Jews in Palestine, while simultaneously disenfranchising Palestinians who had migrated abroad. Ultimately, the citizenship legislation reflected British imperial interests as it fulfilled the promises made in the Balfour Declaration to establish in Palestine a homeland for the Jewish people, while it attempted to ensure the economic viability of a modern Palestine as a British mandated territory. Like many of his predecessors, President Trump has come to office pledging to solve the decades-long Palestinian-Israeli conflict. In this paper, two veteran U.S. peace negotiators point out the repeated failure of past efforts to reach "all-or-nothing" solutions to this conflict, urge the president not to seek a comprehensive settlement, and instead recommend an approach based on reaching an understanding with Israel on steps that could, preserve the potential for a two-state outcome in the future; blunt the delegitimization movement against Israel; and give the administration leverage to use with the Palestinians, other Arabs, and Europeans. The Palestinian-Israeli conflict has faded in significance in the Middle East against the backdrop of the conflict in Syria, the rise of ISIS, and the regionwide clash of Sunni and Shiite powers. Kellyanne Conway, President-elect Donald Trump’s campaign manager, has stated that relocating the US Embassy from Tel Aviv to Jerusalem is a “a big priority” for the incoming administration. She added: “It is something that our friend in Israel, a great friend in the Middle East, would appreciate and something that a lot of Jewish-Americans have expressed their preference for." Meanwhile, in a passage that has since been removed from the online article, the Times of Israel has reported that the Trump transition team “has begun exploring the logistics of moving the US Embassy from Tel Aviv, and checking into sites for its intended new location,” adding that the site being considered was formerly the location of the Allenby Barracks,the site of the British army's Jerusalem garrison during the Mandate.

This essay examines the discourse on Palestine/Israel in the 2016 U.S. presidential campaign, charting the impact of the Palestine rights movement on the domestic U.S. policy debate. Policy analyst, author, and long-time activist Phyllis Bennis notes the sea change within the Democratic Party evident in the unprecedented debate on the issue outside traditionally liberal Zionist boundaries. The final Democratic platform was as pro-Israel and anti-Palestinian as any in history, but the process of getting there was revolutionary in no small part, Bennis argues, due to the grassroots campaign of veteran U.S. senator Bernie Sanders. Bennis also discusses the Republican platform on Israel/Palestine, outlining the positions of the final three Republican contenders. Although she is clear about the current weakness of the broad antiwar movement in the United States, Bennis celebrates its Palestinian rights component and its focus on education and BDS to challenge the general public’s “ignorance” on Israel/ Palestine.

IMAGINATION IS A NECESSARY but insufficient precondition for political change. Equally crucial are the political capacity to negotiate and compromise, a relatively even balance of power, and the authority (and popular support) to implement agreements. In addition to a lack of any shared vision, all these elements were absent in the Israeli-Palestinian "peace process" of 1993- 2000. Two charismatic leaders allegedly committed to the two-state solution, Yitzhak Rabin and Yasir Arafat, failed to agree on borders, postponed negotiations, and neglected to take steps to start decolonization. Their failure, compounded by subsequent developments on the ground, critically jeopardized the two-state solution's future chances of success. The one-state scenario on the other hand has not even reached the table. In light of the obstacles in the way of these two most commonly mentioned solutions, this essay suggests an alternative vision of how to contain the conflict in the absence of reaching a "solution".
