Over 50 years ago, in "The Problem of Social Cost," Ronald Coase (1960) attempted to reorient the economics profession's treatment of externalities. He wanted to draw economists' attention away from the world of pure competition as a policy standard and investigate the consequences of transaction costs and property rights for the operation of markets. In 1991, he was awarded the Nobel prize in economics "for his discovery and clarification of the significance of transaction costs and property rights for the institutional structure and functioning of the economy" (Royal Swedish Academy of Sciences 1991). The Academy cited both his 1960 article and his 1937 article "The Nature of the Firm."

Despite Abenomics driving consumer confidence and price inflation, a weaker yen has pushed Osaka and Tokyo away from the top of the cost of living ranking. This has paved the way for Singapore, which has been steadily moving up the ranking over the last decade, to claim the unenviable title of world's most expensive city. Singapore's rising price prominence has been steady rather than spectacular. The city-state was 18th most expensive ten years ago and has actually seen the cost of living compared with New York City decline over the last 12 months. However, over the last decade a 40% currency appreciation, coupled with solid price inflation, has consistently pushed Singapore up the ranking.

Business Innovator: Felipe Arango, Colombia The Chocó region in western Colombia is one of the most mineral-rich places in the hemisphere. It is also ecologically rich, boasting species of flora thought to be unique to Chocó. But due to years of commercial gold and platinum mining that have leached mercury and cyanide into local rivers, the Chocó region has also become one of the most threatened natural areas in the world. Felipe Arango has been working to change that. Arango, 34, is CEO of Oro Verde—an NGO based in Medellín, Colombia, that empowers local miners to use more ecologically friendly artisanal mining techniques. Founded in 2003, the organization purchases gold produced by certified artisanal miners, many of them Afro-Colombian, and sells it to socially conscious jewelers around the world. Oro Verde takes a 2 percent cut to fund its operations and administration, and contributes its profits and reinvested premiums to the protection of 11,120 acres (4,500 hectares) of tropical rainforest. Oro Verde's gold certification process, meanwhile, has influenced the development of a global “fair-trade, fair-mined” gold certification process.

Prost, Brazil! Grab a stein-full of caipirinha and stroll down to Ipanema beach in your lederhosen—it's Germany-Brazil Year in Brazil. The yearlong festival, aimed at deepening German-Brazilian relations, kicked off in May with the opening of the German-Brazilian Economic Forum in São Paulo. “Brazil is one of the most successful new centers of power in the world,” says Guido Westerwelle, Germany's foreign minister. “We want to intensify cooperation with Brazil, not only economically but also culturally.” It's no surprise that Brazil, the sixth-largest economy in the world, has caught the attention of Europe's financial powerhouse. Brazil is Germany's most important trading partner in Latin America, accounting for $14.2 billion in imports in 2012. With some 1,600 German companies in Brazil providing 250,000 jobs and 17 percent of industrial GDP, it's an economic relationship that clearly has mutual benefits.

Arts Innovator: Luis Antonio Vilchez, Peru Watch a video of Luis Antonio Vilchez dancing in Times Square below. Passing through New York's Times Square one winter day in 2010, Lima native Luis Antonio Vilchez noticed a group of street percussionists playing a familiar Afro-Peruvian rhythm—and immediately decided to join them. Soon, a large crowd gathered as Vilchez, wearing a button-down shirt and a winter coat, burst into a dance performance that was so impressive even the drummers watched in awe. The same kind of impromptu creativity dominates Adú Proyecto Universal (Adú Universal Project), a nonprofit arts organization Vilchez founded four years ago to re-imagine Peruvian identity through dance, theater and percussion. Financed by money the group earns from its performances, Adú (which means “friend” in limeña slang) encourages its 20 members—all dancers—to combine different dance and music genres, crossing back and forth between tradition and modernity.

Money has always inspired obsession, both in those who amass it and in those who think about it. “Man will never be able to know what money is any more than he will be able to know what God is,” wrote the French financier Marcel Labordère to his friend John Maynard Keynes. The analogy is apt. Money, like God, injects infinity into human desires. To love it is to embark on a journey without end. Three new books testify to money's enduring power to fascinate and horrify. The most scholarly of them, The Invention of Market Freedom by political theorist Eric MacGilvray, traces the emergence of the distinctively modern or “market” conception of freedom out of its “republican” predecessor. The general story is somewhat familiar, but MacGilvray complicates it by showing that market freedom did not vanquish its republican competitor in open combat but subverted it from within, like a parasite devouring its host.

The story is fairly well known. In 1971, as chairman of the Chicago Mercantile Exchange, I had an idea: a futures market in foreign currency. It may sound so obvious today, but at the time the idea was revolutionary. I was acutely aware that futures markets until then were primarily the province of agriculture and—as many claimed—might not be applicable to instruments of finance. Not being an economist, the idea was in need of validation. There was only one person in the world that could satisfy this requisite for me. We went to Milton Friedman. We met for breakfast at the Waldorf Astoria in New York. By then he was already a living legend and I was quite nervous. I asked the great man not to laugh and to tell me whether the idea was “off the wall.” Upon hearing him emphatically respond that the idea was “wonderful,” I had the temerity to ask that he put his answer in writing. He agreed to write a feasibility paper on “The Need for Futures Markets in Currencies,” for the modest stipend of $7,500. It turned out to be a helluva trade.

11. Military Responses and Capabilities in Canada's Domestic Context Post 9/11

If the terrorist attacks of 9/11 on New York City and Washington D.C. were a rude wake-up call for potential security threats to continental North America, the reaction on part of Canada has been measured and typically cautious. The acts were of course immediately condemned and temporary refuge given to thousands of travellers stranded by closure of airspace over the United States until declared safe. The federal government and most Canadians extended sympathy and offers of assistance to their closest neighbour and main trading partner. Close cultural and economic ties between the two countries ensured as much. Unease, however, set in about the tough talk and next progression characterized by President George Bush's now famous “You're either with us or against us” speech. Canada's then Liberal prime minister decided not to send the Canadian military wholeheartedly into the invasion of Iraq, though deployment of Canadian troops in Afghanistan duly became a major commitment. Reassuring the United States of Canada's reliability and loyalty as a partner was imperative. To this end, the federal government tightened up financial restrictions on potential fund-raising by identified terrorist groups, introduced new legislation and bureaucratic structures focused on security issues, and better coordinated intelligence gathering and information sharing activities across government agencies and with principal allies. Canadians convinced themselves that any possibility of a 9/11 scale terrorist attack on Canada was unlikely, and even if one was planned or happened, the effect would be minimized by the pro-active measures of authorities. Selected use of security certificates and arrest of home grown Islamic terrorists, the so-called Toronto 18, apparently showed that the police and intelligence agents were up to the task. The threat of terrorism, if not eliminated, could at least be managed and thwarted when required to provide a reasonable level of safety to the Canadian state and society. Ten years on, the course of events has shown the chosen policy decisions to have been mostly sound. Though the highest leadership of Al Qaeda remain at large and defiant as ever in their stated resolve to attack the West, Canada has not yet experienced a major terrorist incident since 9/11.

Reviewed by Loribeth Kowalski Parents in America typically tell their children that they can be anything they want to be when they grow up, and children tend to believe it and explore the countless possibilities. I recall my own childhood aspirations: imagining myself as an archaeologist, wearing a khaki hat and digging in the desert sun; as a veterinarian, talking to the animals like Dr. Doolittle; as a writer, alone at my desk, fingers poised over a typewriter keyboard. Recently I found an old note in a drawer. It said, “When I grow up, I want to be a doctor. I want to save people. When I grow up, I WILL be a doctor.” Underneath my signature I had written “age 10.” Unfortunately, in today's America, a child cannot be whatever he wants to be. Leave aside for the time being the difficulties involved in entering a profession such as medicine. Consider the more man-on-the-street jobs through which millions of Americans seek to earn a living, support their families, and better themselves. Suppose a person wants to drive a taxi in New York City. To do so, he will first have to come up with a million dollars to buy a “medallion.” If he wants to create and sell flower arrangements, and lives in Louisiana, he'll have to pass a “highly subjective, State-mandated licensing exam.” If he wants to sell tacos or the like from a “food truck,” and lives in Chicago, he had better keep his business away from competing restaurants, or else face a ticket and fine. And a child doesn't have to wait until he's an adult to directly experience such limitations on his freedom. Last summer, authorities in various states shut down children's lemonade stands because they didn't have vending permits or meet other local regulations. In today's America, it is increasingly difficult to enter various professions, near impossible to enter some, and, whatever one's profession, it is likely saddled with regulations that severely limit the ways in which one can produce and trade. Timothy Sandefur explores and explains these developments in The Right to Earn a Living: Economic Freedom and the Law. Sandefur addresses this subject in the most comprehensive manner I've seen, surveying the history of economic liberty from 17th-century England through the Progressive era in America and up to the present day. He shows how the freedom to earn a living has been eroded in multiple ways throughout the legal system, from unreasonable rules, to licensing schemes, to limitations on advertising, to restrictions on contracts. In The Right to Earn a Living, we see how these and other factors combine to create a system in which it is more and more difficult to support oneself and one's family in the manner one chooses.

Merry Christmas, readers! And welcome to the Winter 2011 issue of The Objective Standard. I'd like to begin by congratulating Antonio Puglielli, the winner of the second annual TOS essay contest. Mr. Puglielli's entry, “'Dog Benefits Dog': The Harmony of Rational Men's Interests,” won him $2,000 and publication of his essay in TOS (see p. 67). Second place went to Caleb Nelson (winning $700) and third place to Deborah B. Sloan (winning $300). Congratulations to Mr. Nelson and Ms. Sloan, as well! As Mitt Romney and Newt Gingrich vie for the GOP presidential nomination, and as Republicans marshal efforts to secure as many Senate seats as possible, advocates of liberty need to keep an eye on the one principle that unifies our political goals and grounds them in moral fact. In “The American Right, the Purpose of Government, and the Future of Liberty,” I identify that principle and discuss its application to issues of the day, including “entitlement” spending, corporate bailouts, and the Islamist threat. If you wonder which side of the abortion debate has the facts straight—or why the issue should matter to anyone other than pregnant women—you will find answers in “The Assault on Abortion Rights Undermines All Our Liberties,” by Diana Hsieh and Ari Armstrong. 14. Good News and Bad News from the Korean Peninsula

Abstract:
The good news out of the Koreas is that President Barack Obama, as no other president before him, has recognized that South Korea is America's most reliable and active ally in Asia. The President mentioned South Korea in his January 25 State of the Union speech far more than any other country, praising its teachers, its technical prowess, its growing economic status, and urging quick ratification of the Korea-US Free Trade Agreement. If any further proof of Seoul's current status was needed, David Sanger in The New York Times of February 20, 2011, said flatly, “South Korea…is now Washington's favorite ally in Asia.”

15. The Americas Go Glocal

There is little doubt that the North-South axis remains dominant for Latin America's geopolitical positioning. But new relations are emerging and deepening at subnational levels, in turn creating new intercity geographies and challenging that geopolitical notion. These relations are a direct product of economic and cultural globalization. Some examples are the shift of migration from Ecuador and Colombia toward Spain rather than the U.S., the growing economic relations between Chinese businesses and organizations and São Paulo and Rio de Janeiro, and the emergent relations between these cities and Johannesburg, South Africa. The Internet has allowed a rapidly growing number of people to become a part of diverse networks that crisscross the world. And nongovernmental organizations (NGOs) from various parts of the world are establishing active connections over social struggles in Latin America. In other words, beneath the still-dominant North-South geopolitics, transversal geographies are growing in bits and pieces. One trend is the formation of intercity geographies as the number of global cities has expanded since the 1990s. These subnational circuits cut across the world in many directions. A second trend is the growth of civil society organizations and individuals who are connecting around the world in ways that, again, often do not follow the patterns of traditional geopolitics. The New, Multiple Circuits There is no such entity as the global economy. It is more correct to say there are global formations, such as electronic financial markets and firms that operate globally. But what defines the current era is the creation of numerous, highly particular, global circuits—some specialized and some not—interlacing across the world and connecting specific areas, most of which are cities. While many of these global circuits have long existed, they began to proliferate and establish increasingly complex organizational and financial foundations in the 1980s. These emergent intercity geographies function as an infrastructure for globalization, and have led to the increased urbanization of global networks. Different circuits contain different groups of countries and cities. For instance, Mumbai today is part of a global circuit for real estate development that includes investors from cities as diverse as London and Bogotá. Coffee is mostly produced in Brazil, Kenya and Indonesia, but the main place for trading its future is on Wall Street. The specialized circuits in gold, coffee, oil and other commodities each involve particular countries and cities, which will vary depending on whether they are production, trading or financial circuits. If, for example, we track the global circuits of gold as a financial instrument, it is London, New York, Chicago, and Zurich that dominate. But the wholesale trade in the metal brings São Paulo, Johannesburg and Sydney into the circuit, while trade in the commodity, much of it aimed at the retail level, adds Mumbai and Dubai. And then there are the types of circuits a firm such as Wal-Mart needs to outsource the production of vast amounts of goods—circuits that include manufacturing, trading, and financial and insurance services. The 250,000 multinationals in the world, together with their over 1 million affiliates and partnership arrangements worldwide, have created a new pattern of relations that combine global dispersal with the spatial concentration of certain functions often while retaining headquarters in their home countries. The same is true of the 100 top global advanced-services firms that together have operations in 350 cities outside their home base. While financial services can be bought everywhere electronically, the headquarters of leading global financial services firms tend to be concentrated in a limited number of cities. Each of these financial centers specializes in specific segments of global finance, even as they engage in routine types of transactions executed by all financial centers. It's not just global economic forces that feed this proliferation of circuits. Forces such as migration and cultural exchange, along with civil society struggles to protect human rights, preserve the environment and promote social justice, which also contribute to circuit formation and development. NGOs fighting for the protection of the rainforest function in circuits that include Brazil and Indonesia as homes of the major rainforests, the global media centers of New York and London, and the places where the key forestry companies selling and buying wood are headquartered—notably Oslo, London and Tokyo. There are even music circuits that connect specific areas of India with London, New York, Chicago, and Johannesburg. Adopting the perspective of one of these cities reveals the diversity and specificity of its location on some or many of these circuits, which is determined by its unique capabilities. Ultimately, being a global firm or market means entering the specificities and particularities of national economies. This explains why global firms and markets need more and more global cities as they expand their operations across the world. While there is competition among cities, there is far less of it than is usually assumed. A global firm does not want one global city, but many. Moreover, given the variable level of specialization of globalized firms, their preferred cities will vary. Firms thrive on the specialized differences of cities, and it is those differences that give a city its particular advantage in the global economy. Thus, the economic history of a place matters for the type of knowledge economy that a city or city-region ends up developing. This goes against the common view that globalization homogenizes economies. Globalization homogenizes standards—for managing, accounting, building state-of-the-art office districts, and so on. But it needs diverse specialized economic capabilities. Latin America on the Circuit This allows many of Latin America's cities to become part of global circuits. Some, such as São Paulo and Buenos Aires, are located on hundreds of such circuits, others just on a few. Regardless of the case, these cities are not necessarily competing with one other. The growing number of global cities, each specialized, signals a shift to a multipolar world. Clearly, the major Latin American cities have circuits that connect them directly to destinations across the world. What is perhaps most surprising is the intensity of connections with Asia and Europe. Traditional geopolitics would lead one to think that Latin America connects, above all, with North America. There is a strong tendency for global money flows to generate partial geographies. This becomes clear, for example, when we consider foreign direct investment (FDI) in Latin America, a disproportionate share of which goes to a handful of countries. In 2008, for example (a relative peak of FDI), FDI flows into Latin America were topped by Brazil at $45.1 billion, followed at a distance by Mexico at $23.7 billion, Chile at $15.2 billion, and Argentina with $9.7 billion. On average, between 1991–1996 and 2003–2008, FDI in Brazil increased more than five-fold while tripling in Chile and Mexico. Among the countries in the Latin American and Caribbean region receiving the lowest levels of foreign investment in 2008 were Haiti, at $30 million; Guyana, at $178 million; and Paraguay, at $109 million. The concept of liveability is simple: it assesses which locations around the world provide the best or the worst living conditions. Assessing liveability has a broad range of uses, from benchmarking perceptions of development levels to assigning a hardship allowance as part of expatriate relocation packages. The Economist Intelligence Unit's liveability rating quantifies the challenges that might be presented to an individual's lifestyle in any given location, and allows for direct comparison between locations. Every city is assigned a rating of relative comfort for over 30 qualitative and quantitative factors across five broad categories: stability; healthcare; culture and environment; education; and infrastructure. Each factor in a city is rated as acceptable, tolerable, uncomfortable, undesirable or intolerable. For qualitative indicators, a rating is awarded based on the judgment of in-house analysts and in-city contributors. For quantitative indicators, a rating is calculated based on the relative performance of a number of external data points. The scores are then compiled and weighted to provide a score of 1–100, where 1 is considered intolerable and 100 is considered ideal. The liveability rating is provided both as an overall score and as a score for each category. To provide points of reference, the score is also given for each category relative to New York and an overall position in the ranking of 140 cities is provided.

The last months of 2008 witnessed what is being called the worst financial crisis since the Great Depression of 1929-30. The first indications of a serious crisis appeared in January 2008. On 15 January, news of a sharp drop in the profits of the Citigroup banking led to a sharp fall on the New York Stock Exchange. On 21 January a spectacular fall in share prices occurred in all major world markets, followed by a series of collapses. A number of American and European banks declared massive losses in their 2007 end of the year results.

During the Great Depression, the English economist John Maynard Keynes published The General Theory of Employment, Interest, and Money, in which he argued that governments could spur employment and reinvigorate an ailing economy by borrowing and spending money. The recent financial crisis has reinvigorated interest in Keynes's ideas. Articles in the Financial Times, the Christian Science Monitor, the New York Times, and Forbes have heralded the resurgence of interest in Keynesian theory. Commentators across the political spectrum, from Paul Krugman and Joseph Stiglitz to Bruce Bartlett and Greg Mankiw, have called for a return to Keynesian economics. Congress and President Obama have enacted a gargantuan "stimulus" bill and are pursuing massive spending programs the likes of which Keynes could only have dreamed. It seems that pundits and politicians are all Keynesians now. A new book, however, argues that Keynes's theory is much more profound than most people realize. In Animal Spirits: How Human Psychology Drives the Economy, and Why It Matters for Global Capitalism, George Akerlof and Robert Shiller present what they regard as the essence of Keynesianism-Keynes's view of man as an animal saddled with inherent, irrational drives. These "animal spirits" have historically been ignored, say the authors, which is why Keynesianism has, at times, given way to other theories. Those who want Keynesian political policies to rise back to dominance and endure need to understand and embrace this neglected aspect of the theory. The authors point out that, because Keynes published his work in the middle of the Great Depression, his followers wanted governments to adopt his policy recommendations as soon as possible. To make his prescriptions more palatable, Akerlof and Shiller tell us, Keynesians of the time deemphasized the more insightful yet more abstruse "fundamental message" in Keynes's work. Although the watered-down version of Keynesianism was more politically acceptable, it was, according to the authors, less politically potent and more vulnerable to attack. Yes, the Hoover and Roosevelt administrations engaged in deficit spending, but they "lacked the confidence to pursue those policies far enough" (p. viii). The Keynesian borrowing and spending of World War II was more robust, Akerlof and Shiller say; consequently, it ended unemployment, became all the rage in the 1940s, and remained a widely respected policy for some time. But even this broader and longer-lasting support for Keynesian deficit-spending was bound to fizzle because the "more fundamental message of The General Theory was cast aside" (p. viii). . . .

The inaugural session of the Strategic and Economic Dialogue was held in Washington in July, combining pomp with substantive discussions on issues of great consequence for the two countries and the world. High-level exchanges continued with the visit to the U.S. by Wu Bangguo, the head of the National People's Congress – the first visit by China's top legislator in two decades. A special meeting of the Military Maritime Consultative Agreement was held in Beijing to discuss the confrontations inside China's exclusive economic zone between U.S. Navy surveillance ships and Chinese vessels that took place earlier this year. The U.S. imposed tariffs on tire imports from China, prompting Beijing to file a formal complaint against the U.S. at the WTO and launch an investigation into U.S. exports of chicken meat and auto parts. Presidents Barack Obama and Hu Jintao met in New York and both attended the G20 in Pittsburgh. They will meet again in November when Hu hosts Obama for his first visit to China.

Analysis of manufacturing employment and production in seven Great Lakes states and their metropolitan areas from 1995 through 2005 finds that: More than one-third of the nation's loss of manufacturing jobs between 2000 and 2005 occurred in seven Great Lakes states: Illinois, Indiana, Michigan, New York, Ohio, Pennsylvania, and Wisconsin. Between 1995 and 2005, the United States lost more than 3 million manufacturing jobs. Nearly all of this job loss occurred during the last five years, and 37.5 percent of the loss occurred in the seven Great Lakes states. Michigan lost the most manufacturing jobs between 2000 and 2005 (nearly 218,000), followed by Ohio, Illinois, and Pennsylvania. Despite these job losses, manufacturing remains a major driver of the nation's economy and the economy of the Great Lakes region. Because productivity was higher in manufacturing than in other sectors of the economy, in 2004, manufacturing accounted for a higher share of gross state product than its share of employment, both nationwide and in six of the seven states in the Great Lakes manufacturing belt. In addition, productivity in the manufacturing sector increased by 38 percent between 1997 and 2004, a much higher increase than the 24.4 percent growth in productivity for all non-farm businesses during that same time period. Manufacturing job losses were pervasive in Great Lakes metropolitan areas. All but one of the 25 largest manufacturing-dependent metropolitan areas in the Great Lakes region lost manufacturing jobs during the last decade (1995–2005), often at a faster rate than the United States as a whole. Chicago and Detroit lost the most manufacturing jobs in the last five years (over 100,000 jobs each), while Canton, OH, and Flint, MI, lost the greatest shares of manufacturing employment. The metropolitan areas in which manufacturing employment peaked between 1995 and 1997 tended to experience more severe manufacturing job losses between 1995 and 2005 than those in which manufacturing peaked later. The 13 metropolitan areas where manufacturing employment peaked between 1995 and 1997 saw an average 26.8 percent decline in manufacturing employment between 1995 and 2005. In the other 11 metropolitan areas where manufacturing employment peaked later, between 1998 and 2000, the average metropolitan area lost 18.9 percent of its manufacturing jobs during the decade. Manufacturing job losses were a major reason for slow overall job growth, and sometimes overall job losses, in Great Lakes metropolitan areas. Furthermore, employment gains in high-wage advanced service industries, which occurred in all but one of the 25 metropolitan areas studied, were not large enough to offset the loss of manufacturing jobs in most areas.

The early years of the twenty- first century marked a period of change in both the labor market and in public policy for the nation's low-income working families. Most prominently, employment conditions deteriorated after 2000. The nation's unemployment rate climbed from 4 percent in 2000 to 6 percent in 2003. The unemployment rate for workers with less than a high school education rose to nearly 9 percent in 2003. Real hourly wages continued to increase slightly for most workers during this period, but the weak labor market reduced the number of hours worked, along with overall earnings and family incomes. The steady rise in labor force participation among low-income families during the 1990s, spurred in part by the 1996 welfare reform law and other policies to “make work pay,” gave way to a decline after 2000.

Shortly before his death last year (2001) the Brazilian geographer and philosopher Milton Santos published a book entitled For Another Globalization. The literary scholar and sociologist António Cândido praised him as one “in whose writings scientific rigor was never an obstacle to a developed social conscience.” And although Santos viewed globalization as a “perverse phenomenon” he strove “to show that it is possible to carry it out differently.” The Santos book is but one among many works now issuing from Brazil and calling for a qualitatively different kind of globalization. At the World Social Forum II organized around the theme “Another World is Possible” held in Porto Alegre, Brazil (31 January – 5 February, 2002), thousands of voices from 135 countries likewise launched appeals for Another Globalization. These were the voices of political and church leaders; of NGO's working on diverse fronts (human rights, economic justice, debt relief, environmental protection, gender equality, democratic governance, the Tobin tax, citizen participation in public decision-making, peace, struggles against social exclusion); of rural and urban labor unions; of organizations of the landless and the homeless. Across wide differences in ideology, substantive positions and emphasis, participants at Porto Alegre II nonetheless proclaimed common value allegiances to equity and social justice over maximum economic growth, to participatory decision-making over secretive elite institutional planning, to fair over free trade, to active protection of cultural diversity over uniform economic strategies, to re-empowerment of national states as decisive agents of development over subordination to international corporations or financial agencies. They counterposed these values to their opposites, which they attributed to the elite Davos World Economic Forum, held in New York this year in support of that battered city – maximum economic growth, unregulated capital mobility, free trade, privatization, and a uniform reliance on competitive markets to serve as the motor force of national development everywhere.

Policymakers and analysts are still sifting through the wreckage of the Asian financial crisis of 1997 and the subsequent crises in Russia, Turkey, and Argentina to discern key lessons so that similar crises will not recur. Some lessons are by now well understood. Pegged exchange rates can encourage excessive borrowing and expose countries to financial collapse when foreign exchange reserves run dry. Inadequate disclosures by both private companies and public bodies can lead to similar dangers. Although many factors undoubtedly contributed to these crises, it is now widely recognized that each suffered from a failure in “governance,” and in particular a failure in governance in their financial sectors. Accordingly, the World Bank Group, the International Monetary Fund (IMF), and the Brookings Institution devoted their fourth annual Financial Markets and Development Conference, held in New York from April 17-19, 2002, to the subject of financial sector governance in emerging markets. This conference report summarizes some of the highlights of the conference, whose full proceedings will be published as a Brookings book in the fall of 2002.
