301. Iran and Al-Qaeda in Iraq: What's the Connection?

Abstract:
It is widely speculated in the media that the relationship between the Shi'a government of Iran and the Sunni insurgent group, al-Qaeda in Iraq, is a hostile one, primarily because of the sectarian differences between the two. However, there is clear evidence of Iranian support for another Sunni group, the Taliban in Afghanistan. Therefore, it is worth investigating the potential links between al-Qaeda in Iraq and the Iranian regime, particularly the Iranian Revolutionary Guard-Quds Force (IRGCQF). The dossier below contains articles, press releases, and Defense Department briefings from the last year that consider the nature of this relationship. While it may not present a definitive explanation of the connection between these groups, it does suggest possible links exist between the groups and the sectarian grounds for dismissing the relationship are likely too simplistic. The most relevant passages have been highlighted in yellow.

302. Multi-National Division – Center's Operations during the 2007-2008 Troop Surge

Abstract:
Prior to June 2007, there was minimal Coalition presence in the suburban "belts" that ring Baghdad. As a result, by December 2006, al-Qaeda in Iraq (AQI) had sanctuary in the Tigris, Euphrates and Diyala river valleys north and south of Baghdad. AQI was in control of a relatively small section of West Baghdad. Insurgents used the areas south of Baghdad, particularly the area of Arab Jabour, as supporting nodes to build improvised explosive devices (IEDs), Vehicle-Borne IEDs (VBIEDs - car and truck bombs) and then move them into Baghdad. Captured documents show that the group's strategy was to control those areas and then project its power into Baghdad with the ultimate goal of overtaking the city.

The interfaith peace movement in the Middle East has foundered recently, a casualty of major geo-political events, among them the war in Iraq, the increase in hostility between Iran and the West, the Israel-Hezbollah war, and the failure of efforts to resolve the Israeli-Palestinian conflict. In addition, fallout continues from the Danish cartoon controversy and the remarks of Pope Benedict XVI in 2006. These and related factors have contributed to undermine interfaith efforts and limit opportunities for meaningful dialogue and common action.

Abstract:
Iran's recent detention of 15 British sailors and marines, captured in the contested waters of the Shatt al-Arab near the Iranian coast, has exacerbated tensions between the United States and Iran. The incident also underscored the opacity of the Iranian political system; it is unclear on whose directive the Iranian navy acted. With U.S.–Iranian relations already strained due to the Islamic Republic's activities in Iraq and its nuclear ambitions, understanding the Islamic Republic's power structure and decision-making processes has become increasingly important. To answer the question "Who rules Ahmadinejad's Iran?" USIP's Iran Policy Forum convened an off-the-record discussion with leading specialists on Iranian politics. The 85-year-old Turkish state finds itself at a crossroads. But the implications of Erdoğan's final choice go far beyond Turkey's borders. Turkey's standing as a regional powerhouse, its strategic location as a bridge between Europe and the Middle East, its historical and cultural heritage in the Muslim world – all these are bound to come into play in the coming months. The crucial importance of what is unfolding in Turkey lies in that, to quote former Israeli foreign minister Shlomo Ben-Ami in a recent article, "Engaging political Islam will need to be the central part of any successful strategy for the Middle East. Instead of sticking to doomsday prophecies of categorical perspectives that prevent an understanding of the complex fabric of Islamic movements, the West needs to keep the pressure on the incumbent regimes to stop circumventing political reform."

Abstract:
The Istituto Affari Internazionali (IAI) and the Center for Global Counter Terrorism Co-operation (Center) convened a brainstorming on 11 - 12 July in Rome on “Implementing the UN General Assembly's Counter-Terrorism Strategy: Addressing Youth Radicalisation in the Mediterranean Region. Lessons Learned, Best Practices and Recommendations.” The event was organised in co-operation with the Italian Ministry of Foreign Affairs, the German Ministry of Foreign Affairs and the Centro Studi sul Federalismo (Turin), with the support of the Compagnia di San Paolo. The participants included experts from the UN and other multilateral bodies, officials from the Italian and German governments, and academic and other non-government experts from the United States, Europe and the Middle East and North Africa (MENA) region. The meeting also included a roundtable of representatives of the “Consulta Giovanile per il Pluralismo Religioso e Culturale” (Youth Consultative Council), a youth advisory board recently established by the Italian Ministries of Youth and Sport and Interior to enhance the role of youth in promoting dialogue and tolerance among different cultures and religions. The Rt. Hon. Giovanna Melandri, the Italian Minister for Youth Policies and Sport addressed the brainstorming.

Coverage on the Middle East continues to be very prominent in many countries, particularly the United States, where close to 80% of all its international coverage is devoted to the region. In German television, other European countries together received the same volumes as the Middle East. This is a very high ratio, considering that German troops are only involved in Afghanistan, and not in other Arab countries. Coverage on the Middle East is considerably subdued in South African television when compared to other measured countries, perhaps because events in Europe received considerably more attention. German television committed the largest share of its coverage to international news (44%), followed by the United States and Britain (37%), while Arab television dedicated 29% of its coverage to the international arena. The lowest share of international focus was in South African television news (24%).

Abstract:
Women are beginning to play a bigger role in shaping the politics of Islamist political movements in the Middle East. Mounting evidence suggests that women activists have made important inroads in Islamist movements by creating strong women's branches and pushing for broader political participation and representation in the upper echelons of the entire movements. Although women in these movements deny that they are embracing a Western-style feminist agenda and remain instead quite concerned with the preservation of Islamist values, most display dissatisfaction at being relegated to the women's branches of their respective movements. They want to be seen as potential leaders, not just as dedicated organizational foot soldiers, and in many countries they are pushing the leadership of their movements for change. To some extent the women's demand for greater recognition of the importance of their role in the service of the Islamist cause is also translating into activism in the cause of women's rights and equality more generally, just as it has with women activists in other political movements elsewhere in the world.

309. Engaging Islamists and Promoting Democracy: A Preliminary Assessment

Parliamentary elections across the Middle East have led to a wave of Islamist victories. Islamist parties typically boast leaders who are young and dynamic, with strong ties to the community; their party organizations brim with energy and ideas, attracting those who seek change. The U.S. government has quietly engaged moderate Islamist parties for several years. U.S. engagement has been most successful where democratic reform is already underway and where the government is genuinely committed to political opening. Other factors include the Islamist parties' political sophistication, popular credibility, and openness to working with U.S. organizations. A successful Islamist engagement strategy both empowers individuals and strengthens institutions to yield greater transparency, more accountability, and shifts toward greater moderation. Of the three cases addressed in this paper—Morocco, Jordan, and Yemen—Morocco appears to hold the greatest promise for U.S. engagement with moderate Islamists. Meanwhile, Jordan and Yemen offer important though limited instances of success. U.S. foreign policy in the Middle East affects the ability of U.S. organizations to promote democracy there. At times, Islamist parties have cut off contact with U.S. democracy promoters to protest specific aspects of U.S. foreign policy, such as the war in Iraq. Ultimately, U.S. engagement of moderate Islamists must be understood within the broader political context of the ideological battle in the Muslim world over the place of Islam in public life. Moderate Islamist parties that reject violence and practice democratic ideals are an important counterweight to Islamist extremism, and their work should be encouraged.

310. Ayatollah Sistani and the Democratization of Post-Ba'athist Iraq

Abstract:
Since spring 2003, Sistani has become the preeminent and best financed of the grand ayatollahs remaining in the city of Najaf—and by extension, in Iraq. He remains one of the most powerful figures in Iraq and he brings the Shi'is closer together across the greater Middle East. Since 1997, the Internet has increased the size and the prestige of Sistani's social organization to an astonishing degree on a global basis. Like his father, Sistani is an adherent of a democratic Shi'i tradition that dates back to the Persian Constitutional Revolution of 1906 to 1911 and continued with the Khatami reformist movement (1997–2005). As the general representative of the Hidden Imam, quietist Sistani can remain totally aloof from all political matters, while at times of perceived moral decadence, political corruption, great injustice, or foreign occupation, he can become more active in political affairs by engaging in activities such as consultation, guidance, and even the promotion of sacred norms in public life. Sistani's religious network is increasingly becoming an important source of local governance in southern Iraq, where many Iraqis are hired and at times agree to conduct duties that are usually carried out by the state. Sistani's insistence on recognizing Islam as a fundamental component of the Iraqi constitution is not intended to make Iraq an Islamist state based on juridical sharia strictures, but rather to limit the total secularization of the constitution, which would deprive a Muslim country of an “authentic” national identity based on its Islamic heritage. Sistani could contribute to reducing sectarian tensions by working with other Sunni and Shi'i religious leaders (including tribal leaders) to organize a National Reconciliation Initiative in order to display a united, powerful Sunni-Shi'i front with an emphasis on common Islamic ideals; to express condemnation of anti-Shi'i Wahabi extremism and anti-Sunni Shi'i radicalism; and to form communal solidarity through the ceremonial process of intersectarian group gatherings. Sistani remains a key religious figure who has influence as a peacemaker and mediator among various Shi'i factions and ethnic groups in Basra and Kirkuk that are competing for economic and territorial dominance in the northern and southern regions of the country. As long as the state army is unable to independently fight off the Sunni insurgency and Shi'i militias, it is highly unlikely that Sistani will call for a U.S. withdrawal from Iraq. Sistani is mainly concerned with maintaining stability in the region while rejecting any form of U.S. military adventurism that could seriously endanger the integrity and autonomy of Muslim countries in the greater Middle East. Although Sistani is still a powerful figure within Iraq, his influence has diminished since the bombing of the Shi'i shrine in Samarra in February 2006 and the ensuing increase in Sunni–Shi'i violence. Washington should recognize that until the sectarian warfare subsides, there is no effective way for Sistani to become involved in the Iraqi political process. However, Washington should engage Sistani now, because of the positive role he would have in the democratization of Iraq if the sectarian tensions subside.

During last month's elections in Jordan, the Islamists suffered an unprecedented defeat. Previously, the Islamic Action Front (IAF) -- Jordan's largest political party -- controlled an impressive bloc of 17 of 110 seats. But the IAF ran only twenty-two candidates in the latest contest and won just six seats. This stunning defeat has generated recrimination among the Islamists, providing insight into the internal politics of this secretive party. Ergin Saygun visited President Bush in Washington to discuss the growing threat posed by the Kurdistan Workers Party (PKK). The composition of the Turkish delegation was symbolically important and demonstrates a new political stability based on the working relationship between the governing Justice and Development Party (AKP) and the Turkish military. Yet the newfound weight of the PKK issue may prove problematic for the United States -- and, in the long term, for Turkey as well.

On October 21, Kurdistan Workers Party (PKK) operatives carried out an attack from northern Iraq into Turkey, killing twelve Turkish soldiers. Jordanians go to the polls tomorrow to elect nearly 1,000 local representatives and 92 mayors. On their own, these elections are of minimal interest to Washington: municipalities have small budgets, limited responsibilities, and scant independence from the central government. But the voting comes just a month after the Hamas takeover of Gaza, during a spike in the violence in Iraq, and a week after a landslide victory for the Islamist-leaning Justice and Development Party (AKP) in the Turkish national elections. Adding to the significance of the Jordanian ballot is the fact that, after boycotting the 2003 contest, the Jordanian Muslim Brotherhood's political party, the Islamic Action Front (IAF), will participate in this year's elections. Islamist parties in Morocco have seen an ideological transformation from a radical – even violent – political doctrine to a more pragmatic and progressive strategy in recent years. This paper seeks to understand how the internal ideological evolution of Moroccan Islam and the international context have made collaboration with Europe and the US possible. Syria is almost unique among Arab states in that the only variant of political Islam to be found here is state–sanctioned. This paper observes how the trends, tendencies and central figures of political Islam in Syria have positioned themselves with regard to relations with Europe, the Euro-Mediterranean Partnership and European Neighbourhood Policy. Based on a series of (anonymous) interviews with both 'independent' and more government-linked sources, Salam Kawakibi traces the evolution of political Islam in Syria, the growth of civil society agitation and the revival of practices of faith in this country. No party, no organisation and no individual within the country can claim to be both a representative of political Islam and independent, states this author in exile.

Drawing on results from a survey among members of the Muslim Brothers and the Wasat Party, Emad El- Din Shahin, Professor at the American University in Cairo and Harvard University, looks at changes in Egyptian political Islam and examines the views of mainstream Islamists of the European Union polices and initiatives in the Mediterranean. The discussion focuses on the Muslim Brothers, the country's main opposition force, and the Wasat Party, as purporting to represent an evolving Islamic centrist orientation. Despite their seemingly different orientations, the commonalities between the two groups regarding their views of the EU far outweigh their differences. Their shared Islamic frame of reference and a perceived inconsistency of EU policies in the region largely explain this similarity.
