231. Europe's Uncertain Pursuit of Middle East Reform

Abstract:
DELIBERATION OF DEMOCRACY PROMOTION IN THE MIDDLE EAST intensified after the attacks of 9/11, and has been further energized by the transatlantic debates that were progeny of the Iraqi conflict. More intense debate over support for political change in the Middle East has forced the United States and Europe into a closer exploration of each other's actual and intended approaches to democracy promotion in the region. Debates have centered, in particular, on preparations for June's Group of Eight (G8) and EU–U.S. summits and the United States' proposed Greater Middle East Initiative. While many in the U.S. bemoan European irresolution, others acknowledge the need for American policy to understand and harness the EU's more pervasive presence in much of the Middle East. While Europeans express dismay at the Bush administration's heavy-handed instrumentalism, they have also been forced to engage with new U.S. initiatives that appear to heed the EU's own pleas for a focus on the root causes of instability. With the U.S. and EU eyeing each other over the parapets of their Iraqi-inspired wrangles, it is an opportune moment to delineate and critically assess how Europeans have developed their democracy promotion policies in the Middle East.

Abstract:
The Bush administration is preparing to launch a “Greater Middle East Initiative” at the G-8 summit meeting in June. The plan is to bring the United States, Europe, and the Middle East together around a set of commitments to help transform the region politically and economically. The time is indeed opportune for engagement on regional reform, but as planned, the initiative fails to establish a basis for genuine partnership and does little to address the real challenges of Arab democratization. The administration should rethink its approach and start a new process of genuine consultations to come to an agreement on how all three sides can work cooperatively to address the regional problems that threaten the security of Arab societies and the West.

Iraq is obviously the overwhelming focus of the Bush administration's policy of attempting to transform the Middle East into a zone of liberal democracies. The United States is also trying to formulate a second, more gradual track of democracy promotion for the authoritarian and semiauthoritarian Arab states that make up the rest of the region. Strengthening civil society is often proposed as a key element of a U.S. strategy for this second track of Middle Eastern democracy promotion.

THE U.S. GOVERNMENT HAS MADE THE PROMOTION OF WOMEN'S RIGHTS and the empowerment of women a central element of its new campaign to modernize and democratize the Arab world. The Middle East Partnership Initiative (MEPI), the major program through which the United States seeks to facilitate the transformation of the Arab world, makes women's rights one of its priorities. No official U.S. speech about reform in the Middle East fails to mention the cause of women's rights. And the issue of women is sure to be raised at meetings where Middle East affairs are discussed, regardless of the main purpose of the gathering.

Abstract:
Richard Gillespie concentrates on the promotion of democracy as one of the instruments of Euro- Mediterranean region building in the framework of the EMP. In particular, this paper assesses the record of the EU's democracy promotion in North Africa. Gillespie emphasizes the obstacles, and the causes for hesitation within the EU to an effective promotion of democracy. He further examines the set-backs in light of post-Barcelona international events, such as the breakdown of the Middle East peace process, 9/11, the Iraq war, and the eastern enlargement of the EU. Gillespie argues that, in spite of constraints, the EMP could still prove to be a valuable framework for the promotion of democracy in the long run. This is especially the case if the EU will act as democracy promoter in a more energetic manner than hitherto, and if local developments in North Africa actually help place democracy more firmly on the political agenda. Former Secretary of Defense Robert S. McNamara was fond of saying that the Middle East was the graveyard of American diplomatic hopes and dreams, and this is a man who knows something about disappointment in global politics (as well as cemeteries). Now, the United States has embarked upon an ambitious mission to remake the Middle East – rebuilding war-ravaged and leader-abused countries in Afghanistan and Iraq, seeking to settle the conflict between Israelis and Palestinians, blocking further nuclear proliferation, pushing the region to embrace political moderation and reform, and hopefully improving America's image in the region in the process. There are unintentional though unavoidable echoes of the “best and the brightest” in this campaign as the U.S. embarks upon a global crusade (call it what it is) to help re-direct the course of one of the world's dominant civilizations and the institutions that have served it so poorly. This uniquely American sense of mission and manifest destiny is apparent in a range of endeavors worldwide but it is in the Middle East where U.S. ambitions approach the point of audacity.

Abstract:
This paper represents the views of four individuals with academic backgrounds in social sciences who are familiar with the new dynamics of world politics as well as the language and practice of democratization. The authors of the paper are convinced that there is need for change in the direction of democratization in the Broader Middle East and North Africa (BMENA) region. Rejection of this need is unrealistic. A dilemma in the recent debates of democratization and reform in the BMENA is that the US, the very country that pushed the initiative for democratization to the forefront, suffers from a tide of anti-Americanism in the Middle East. The sights of torture of Iraqi prisoners further heightened anti-Americanism in the region to unprecedented levels. Such an environment hinders the legitimate discussion of democratization in the BMENA. However, the need for democratization in the region is obvious and increasingly appreciated, and thus should be assessed on its own merits.

The United Nations Office on Drugs and Crime (UNODC) is not a law enforcement agency. We do not manage informants, undertake surveillance or analyze criminal intelligence but we do coordinate and deliver technical assistance to countries to develop and strengthen these skills. This is our role in the war against drugs. To help us in South Eastern Europe we employ law enforcement officers in the field.
