Abstract:: Afghanistan’s humanitarian crisis continues to worsen, with the World Food Programme (WFP) reporting that 22.8 million people—more than half the country’s population—are projected to be acutely food insecure in 2022, including 8.7 million at risk of famine-like conditions.[1] Even before the Taliban took over the country on August 15, 2021, Afghanistan’s economy was buckling under the weight of the country’s worst drought in decades, a deteriorating security situation, and the COVID-19 pandemic.[2] Financial flows into Afghanistan collapsed immediately after the Taliban takeover, as foreign aid was cut, private sector activity fell sharply, and foreign banks and money service providers (collectively: “financial service providers” or FSPs) refused to process payments into the country for fear of inadvertently violating sanctions and anti-money laundering and the countering the financing of terrorism (AML/CFT) regulations. The exceptional nature of the situation hampers efforts to resume normal financial flows to Afghanistan. Never before has an organization designated as a terrorist group by the United States assumed control of an entire jurisdiction.[3] The United States and other countries responded to this novel circumstance by freezing the country’s foreign exchange reserves held abroad; keeping in place sanctions that criminalize most transactions with the Taliban; and denying official recognition of the Taliban as the legitimate head of the Afghan state, which has prevented the Afghan central bank (Da Afghanistan Bank or DAB) from maintaining correspondent accounts with foreign banks. Cumulatively, these measures have limited access to US dollars in the Afghan economy, leaving Afghans unable to pay for the food, fuel, and imported intermediate inputs their economy relies on.

Abstract:: Following Hannah Arendt’s approach, which distinguishes power and violence and claims that violence appears when power is threatened or fails, this paper argues that the use of violence by Islamic State (IS) is a result of its inability to establish a stable power base in the Middle East. It argues, however, that violence has become a form of political conduct for this organisation, which challenges to Arendtian perspective rejecting any role violence plays in politics and has many repercussions in Middle Eastern societies and politics. This paper notes that local people feel hatred and rage against certain developments in the region, such as their countries’ colonial past, the Iraqi invasion and their failed administrations. Analysing how these reactions are directed in the form of violence by IS against some local groups, the paper examines further the regional consequences of the IS’ use of violence.

408. Inequality in Education Among Turkish Young Individuals, 1988-2020.

Abstract:: This paper studies the changes in education inequality in the youth population (15-29 age group) in Turkey using the Household Labour Force Survey data for the 1988-2020 period. The average year of schooling is calculated to investigate the changes in the level of educational attainment, and standard deviation in years of schooling and education Gini coefficient are calculated to examine how within-group education inequality changes over time. These statistics are calculated for young men and young women separately to also find out how gender inequality in educational attainment and education inequality changes over time. The findings of this study show that the average years of schooling increases for both young men and young women in Turkey while education inequality measured by the Gini coefficient decreases for both groups between 1988 and 2020. This seems to reflect the positive implications of the expansion in compulsory education for both average years of schooling and education inequality. Average years of schooling is higher for young men while education Gini is higher among young women despite the closing of the gender gap in both measures over time.

409. Role of Perceived Intergroup Difference on Stereotype Content

Abstract:: People tend to categorize others as ingroup or outgroup. Social psychology literature attributes this distinction to similarity; similar people are supposed to be ingroup and different people are supposed to be outgroup. Similarly, people’s attitudes, perceptions, and attributions towards others easily change depending on whether they are ingroup or outgroup. Moreover, studies investigating ethnic group relations showed that perceived intergroup difference is an important variable that influences stereotype content and other intercultural attitudes in the European context. This study measured the role of perceived intergroup differences towards three ethnic minorities (Circassian, Kurdish, and Armenian) by the Turkish participants on stereotype content. The study results showed that participants perceived ethnic minorities differently from one another in terms of perceived intergroup differences. The Turkish participants evaluated three ethnic groups as ‘significantly different from themselves and also from one another. Furthermore, there might be credence to the idea of perceived intergroup difference having an influence on stereotype content since the outgroup that is rated as the most similar (Circassian) was significantly rated higher on warmth and competence dimensions as compared to other outgroups

Abstract:: Bir ülkedeki gelişmişlik düzeyinin ülke genelinde dengeli bir şekilde dağılması ve bölgeler arası farkın az olması önemlidir. Bunu gerçekleştirmek amacıyla hazırlanan bölgesel kalkınma planlarında, ülkeler bölgelere, bölgeler türlere ayrılmıştır. Bu bağlamda homojen, polarize ve plan bölge şeklinde üç farklı bölge türü vardır. Bölgesel kalkınma, bölgeler arası dengesizliklerin giderilmesi ve bölgede bulunan iktisadi ve toplumsal potansiyellerin faaliyete geçirilmesiyle refah düzeyinin yükseltilmesini ifade etmektedir. Türkiye’de özellikle 1950’li yıllardan itibaren bölgesel politikalar önem kazanmış ve ülkenin kalkınması için çok önemli bir politika olarak görülmüştür. Bu kapsamda ülkedeki bölgeler için birçok proje hayata geçirilmiştir. Güneydoğu Anadolu Bölgesi’nin sahip olduğu kaynaklardan faydalanılması fikriyle, bütünleşik ve çok sektörlü bir kalkınma projesi olarak Güneydoğu Anadolu Projesi (GAP), 6 Kasım 1989’da Resmî Gazete’de yayımlanan Kanun Hükmünde Kararname (KHK) ile başlatılmıştır. Bu proje 9 ili kapsamaktadır ve Cumhuriyet tarihinin en etkin şekilde uygulanan projesidir. Proje kapsamında master plan, bölge kalkınma planı, eylem planları ve kalkınma programları uygulanmaktadır. Günümüzde GAP bölgesindeki illerde başta tarım, enerji ve sanayi olmak üzere birçok sektör için iyileştirme süreçleri devam etmektedir. Bu çalışmada 2000’li yıllardan itibaren GAP kapsamındaki gelişmeler resmi veriler üzerinden incelenmiştir. Ardından seçilen sektörlerdeki gelişmeler ele alınmıştır.

Abstract:: Bu araştırmanın amacı, anne baba eğitim düzeyine göre okul öncesi dönem çocuklarının sosyal-duygusal yeterliliğinin incelenmesidir. Araştırmada genel tarama modeli kullanılmıştır. Araştırmanın örneklemini Manisa ili Soma İlçesi’nde okul öncesi eğitime devam eden 188 çocuk, 188 anne ve 188 baba oluşturmuştur. Araştırmada veri toplama araçları olarak Kişisel Bilgi Formu ve Okul Öncesi Çocuklar İçin Sosyal-Duygusal Beceriler ve Psikolojik Dayanıklılık Ölçeği (SDBPDÖ-Okul Öncesi) kullanılmıştır. Veri toplama araçları, her bir çocuk için okul öncesi öğretmenleri tarafından yaklaşık 7 aylık gözleme dayalı olarak doldurulmuştur. Normal dağılımla ilgili bulgulardan yola çıkarak parametrik olan Tek Yönlü Varyans Analizi (ANOVA) tekniği ile analizler gerçekleştirilmiştir. Gruplar arasındaki farklılıkların belirlenmesine ilişkin eğitim seviyeleri için post-hoc tekniklerinden Bonferroni uygulanmıştır. Araştırmanın bulgularına göre okul öncesi dönem çocuklarının duygu bilgisi/duygu ifadesi, empati, öz düzenleme, sosyal yetkinlik alt boyutlarının ve SDBPDÖOkul Öncesi düzeyinin, anne-babaların eğitim seviyesine göre istatistiksel olarak anlamlı farklılık gösterdiği görülmüştür. Bu sonuca göre okul öncesi dönem çocuğu olan anne-babaların eğitim seviyeleri, çocuklarının sosyal-duygusal yeterliliği ile ilişkilidir.

Abstract:: Reflecting on the ‘farcical retreat from Afghanistan’ back in August 2021, Henrik Larsen discusses the need for a reckoning within US foreign policy and that of its NATO Allies. To focus on the other challenges to transatlantic security with a sense of integrity, these states must come to grips with their failed regime change agenda over the past 20 years. Abstract:: The news about the imminent revival of the nuclear deal between the United States and Iran is heightening concerns, especially across the Middle East. The deal would involve the lifting of economic sanctions, resulting in Iran enjoying a significant flow of income. This analysis attempts to address two important questions: First, free of the U.S. sanctions, will Iran indeed decide to increase its regional influence by funding its regional militias? And second, how will Iran’s strategic direction and regional politics change in the near future? This analysis reveals that the geostrategic threats currently facing Iran as a result of its adopted hostile regional policy outweigh the gains from continuing in its current trajectory. In general, despite the long history of conflict, dispute, and mistrust, the region seems to be gearing toward an era of de-escalation. For the Islamic Revolutionary Guard Corps (IRGC) to justify its continued presence, there is a need for its involvement in continuous conflicts, especially since it currently controls more than two-thirds of the Iranian economy. However, this buckling economy itself is now in dire need of renewal and revival to continue Iran’s ability to prop up the regime and all its components.

Abstract:: This essay considers the place of the Gaza Strip in the broader Palestinian context. Israel’s determination to separate Gaza from the West Bank since the signing of the Oslo Accords and its subsequent withdrawal from the territory in 2005 resulted in a process that culminated in the buildup of a Palestinian military front reminiscent of that established by the Palestine Liberation Organization in south Lebanon in 1975–82. In both instances, the military front appears to serve as a Palestinian counterstrategy to achieve linkage. Palestinians demonstrated their determination to break the isolation of Gaza in the war of May 2021 that was accompanied by mass mobilization across and outside Mandate Palestine. The essay probes the question of whether we are witnessing the consolidation of a Gazan military front and points to the minimal political conditions necessary for such a development to advance the liberation struggle.

Abstract:: This article maps the internationalization of the Palestinian cause by studying the participants, groups, and themes at Palestinian solidarity conferences held in 1969–70. Examining such conferences reveals the extent of communication and ideological debate between the Palestine Liberation Organization (PLO) and international solidarity activists at an important juncture in the internationalization of the Palestinian liberation movement. The article makes the methodological point that international conferences organized by the PLO and other Palestinian institutions can function as an alternative archive that complements the traditional archives of diplomatic and intellectual history. Read in tandem with extant Palestinian sources, the paper trail left by international conferences mitigates the scattered and precarious status of Palestinian archives.

419. Cultivating Credit: Financialized Urbanization Is Alienation!

Abstract:: Since 2007, the Palestinian Authority has implemented a strategy of financialized urbanization in response to economic crises precipitated by Israel’s settler-colonial stranglehold on the Palestinian economy. This article argues that financialized urbanization operates as a mechanism to expand the local banking sector and as a modality of settler-colonial alienation. Examining the joint-ownership structures of companies whose activities straddle real estate and financial markets, the article shows where land ownership in the West Bank ultimately lies. The study highlights qualitative changes in money lending and the extended reach of finance to emphasize the risks of financial collapse. Understanding finance capital and settler colonialism as systems predicated on managing risk for maximum returns, the discussion draws their relation to each other into a single analytical framework to center the question of land dispossession and racialization at the heart of financialized urbanization.

Abstract:: This essay takes as its starting place the “present absentee” status of Palestinians in U.S. and Jewish discourse and engagement with Israel/ Palestine. Ethnographic fieldwork in Jewish American communities demonstrates practices that reiterate a dynamic of Jewish belonging against the presence of Palestinian absence. The essay explores different initiatives to challenge this systemic exclusion of Palestinians, including public programs that amplify Palestinian voices and normalize hearing Palestinians as experts in their own lives and an experimental study group with Jewish American leaders that centers Palestinian perspectives in an effort to cultivate radical empathy. Insights gained in these initiatives point to the importance of articulating fuller visions of community and belonging in engagement with Israel/Palestine.

Abstract:: Israeli law is an important medium that maintains, perfects, and facilitates the fragmentation of Palestinians. Israeli citizenship figures in this structure of fragmentation as an exceptionalizing legal status that blurs “colonial difference” between Palestinian citizens in Israel and Jewish Israelis. The May 2021 uprising and its aftermath not only highlighted the counter-fragmentary forces present among Palestinians across different legal statuses, it also brought into clearer view a rule of “colonial difference” that crisscrosses the Israeli legal system and pertains to all Palestinians under its control. This essay explores the concept of “colonial difference” as applied to Palestinians through the law, and how this rule has been employed in the context of the May 2021 uprising against Palestinian citizens in particular.

Abstract:: ACLED-Religion’s incorporation of historical back-coding data for 2020 adds over 6,000 events across the seven countries covered by the pilot project: Bahrain, Egypt, Iran, Iraq, Israel, Palestine, and Yemen. The new data include nearly 2,400 harassment events, nearly 700 demonstration events, over 2,150 political violence events, and over 750 strategic developments. The back-coding release expands ACLED-Religion’s full dataset to nearly 13,000 total events from the beginning of 2020 to the present. This report identifies key trends in religious disorder and repression in the seven countries covered by ACLED-Religion across 2020 and 2021. The report is organized around two sections. The first section examines overall patterns of repression and disorder, showing how macro-trends are driven by surges of events in specific countries. It also provides a focus on protest events and targets of religious repression. The second section explores potential triggers of religious repression, addressing the role of COVID-19 protocols and religious commemorations.

Abstract:: The strengthening of the partnership between Russia and Iran depends on overlapping security interests; bilaterally, regionally and on the world stage. Tehran has pursued a regional policy program that is largely in line with Russia’s interests, whether these relate to Syria (from 2011), the Caucasus, Central Asia, or Afghanistan (since 1991). This security dimension was already one of the foundations of the bilateral relationship in the post-Cold War-period. It has now appeared in regional dealings between Tehran and Moscow. In addition, the decline of US international predominance, which has been apparent since the 2000s, has allowed Russia and Iran to develop a shared ideological discourse in opposition to “Western values”. Beyond this shared ideological basis, Tehran has developed a true “Realpolitik” whereby it relies on Russian foreign policy to relieve US pressure on Iran that is aimed at regime change or, at the very least, a change in the behavior of the Islamic Republic. In other words, in seeking to preserve intact the main ideological tenets of its regime, Tehran has added a new dimension to its relationship with Moscow. Since 1991, this relationship has become a matter of survival for a regime that faces both popular opposition at home and external pressure from Washington: pressure that increased during the Trump administration of 2017-2021.

434. THE DAY AFTER: Anticipating trouble in the event of a US withdrawal from Syria

Abstract:: With approximately nine hundred troops in northeastern and southeastern Syria, the United States ostensibly aims to prevent the reemergence of the Islamic State group (IS). The withdrawal of US forces from Afghanistan, initiated by the Trump administration and completed by the Biden administration, was followed by the rapid collapse of the pro-Western government of Afghanistan and its replacement by the Taliban. This has led to questions about what will happen if and when US forces withdraw from northeastern Syria. A new issue brief by Atlantic Council’s Senior Fellow Jomana Qaddour examines the social, political, and economic implications and the challenges to US presence in Syria. While the US military presence remains limited in number, this report also underscores how aggregate US influence is much more potent than a force number of nine hundred suggests. US troop presence has enhanced counterterrorism operations, obstructed IS and Iranian smuggling routes, and facilitated humanitarian aid and economic benefits to a population in Syria that would be languishing under even more dire conditions. It can be argued that it has also limited local violence and halted a resurgence of public IS activities. According to the most recent Syria policy review, US presence is limited to the goal of counterterrorism operations, which implies that it is a conditions-based, not calendar-based deployment. Those conditions should include local Syrian forces that can reasonably deny IS a safe haven from which to plot terrorist attacks against the United States and its allies. It is well known that the Assad regime is not likely to provide the necessary capability to assure the United States and its allies that it can prevent IS’s return. In reality, there is little room to positively read the reassertion of Syrian government control over northeastern Syria; and withdrawal from Syria would be a serious gamble for US national security concerns in Syria and the region.

436. Attacks on Hospitals from Syria to Ukraine: Improving Prevention and Accountability Mechanisms

Abstract:: When Russia invaded Ukraine on February 24, 2022, it soon began implementing one of its frequent—and criminal—tactics that it had already been using in its military intervention in Syria: bombing healthcare and medical facilities. Syrian government forces first began targeting health workers in Syria in 2011 at the start of the Syria crisis, and Russia joined them in targeting the healthcare system upon its official entrance to the conflict in 2015. Over the course of the conflict, over 90 percent of 601 recorded attacks on medical facilities were attributable to either Syrian or Russian forces. In Ukraine, Russia has reportedly perpetrated more than 200 attacks on healthcare facilities and ambulances since the start of the invasion. The well-documented pattern of targeted attacks on healthcare in Syria and Ukraine undermines long-established and hard-won provisions under international humanitarian law intended to protect civilians during conflict. Despite the scale of the problem, which extends beyond Syria and Ukraine, there has been no prominent criminal prosecution of any alleged perpetrators of attacks on healthcare in any conflict, no establishment of a UN mandate dedicated to this issue, and no task force created by national governments specifically aimed at prevention of and accountability for these crimes. The international community’s failure to compel meaningful action to stop the criminal practice of targeting healthcare in conflict after conflict has resulted in continued deaths of health workers and civilian populations. In a new issue brief by the Atlantic Council Strategic Litigation Project‘s Elise Baker and Gissou Nia, the two propose recommendations to UN bodies, the World Health Organization, national governments and other institutions and decision makers for concrete actions to prevent future attacks and advance accountability for past ones.

438. Palestinian Expectations from The Biden Administration

Abstract:: The United States’ (US) foreign policy trend of intervention in the Middle East has long been accepted as a truism in international relations and politics. For decades, the US has demonstrated a steadfast commitment to peace in the Middle East and has made commendable efforts to mediate the Israel-Palestine conflict. While Washington-Palestinian relations experienced tension during Trump presidency, the victory of Biden left the Palestinians upbeat. Today, one year into Biden’s tenure, the Palestinians continue to hold mixed expectations of the Biden administration’s ability to advance the peace process. This paper attempts, in particular, to analyze the Palestinians’ expectations of the of the Biden Administration, as articulated by high officials and leaders of the Palestine Liberation Organization (PLO): a legitimate authority representing the Palestinian people recognized by Israel in 1993.[1] An approach that aims to understand Palestinian expectations can yield major benefits: it can contribute to making progress toward better conflict resolution, help advance the peace process, and likely revive the two-state solution. In fact, ignoring Palestinian expectations might lead to misunderstanding, miscommunication and could perhaps interrupt or even thwart the peace process entirely. To identify these expectations, this paper relies on Palestinian and international news sources, along with open governmental data published by the US government and the Palestinian Authority. This paper is divided into four sections. The first section presents the efforts that different US administrations made to advance the Israeli-Palestinian peace process. The second section summarizes President Trump’s policy towards the Palestinians, highlighting actions that provoked strong condemnation by the Palestinians. The third section presents President Biden’s policy toward the Palestinians in the first year of his administration, emphasizing the main differences between Biden and Trump’s decisions. The fourth and final part presents the overarching Palestinian expectations from the Biden administration.

Abstract:: “Peace through Health” is a theoretical and applied approach that sees humanitarian health initiatives as a primary basis for dialogue and cooperation between adversaries. This approach posits that health initiatives can spawn increased discourse and dialogue between parties to a conflict, build trust and promote cooperation on various issues, eventually facilitating the transition from conflict to peace. Based on interviews with representatives of an Israeli human rights organization that provides health services in the Occupied Territories, this article examines the implementation of the “peace through health” approach in the Israeli-Palestinian conflict. Under the Oslo Accords, Israel handed responsibility for the health of the Palestinian population to the Palestinian Authority (PA).However, continued Israeli control and absence of full Palestinian sovereignty have resulted in a weakened and poor Palestinian health system. The severe shortage of health resources has created growing Palestinian dependence on local and international humanitarian health organizations, including health professionals from the Israeli side. An analysis of the interviews conducted for this article indicates that the humanitarian assistance by Israeli health professionals provides an opportunity to develop dialogue, achieve logistical cooperation, and establish trust between the peoples.At the same time, the article discusses the possible disadvantages of this approach in the Israeli-Palestinian test case as an example of humanitarian work that fosters normalization and preserves the status quo of occupation.

Abstract:: This article focuses on energy as a tool for promoting peace between Israel and the Palestinians. It describes how the energy relations between Israel and the Palestinians reflect the existing relationship between the parties, and the potential they hold for promoting cooperation and peace. The energy sector and the energy relations between Israel and the Palestinians largely determine the level of energy services and electricity infrastructure in the West Bank. At present, this dependency does not benefit either party. The article points to a number of current initiatives aimed at strengthening Palestinian energy independence as well as energy security. At the same time, it highlights the inherent tensions in the management of the energy sector in the Israeli-Palestinian case, for example between energy independence and energy poverty in the West Bank and between responses to the climate crisis and the need for energy security. Finally, the article argues that the energy sector must be examined as an integral part of the political-diplomatic relationship between Israel and the Palestinians and that it must address the various tensions and promote energetic cooperation in the interest of peace.

441. Environmental Organizations as Potential Players in the Peace Process

Abstract:: Environmental issues cross geographic and man-made political boundaries. Shared environmental problems and situations of interdependence may exacerbate conflicts between communities, but they can also offer opportunities for cooperation. This article discusses the capacity of non-governmental organizations to use environmental issues as a platform for promoting peace in the region, especially between Israelis and Palestinians. It focuses on three organizations that see Israeli-Palestinian cooperation as a central pillar of their activities: EcoPeace Middle East, the Arava Institute for Environmental Studies, and Comet Middle East. The article examines the variety of activities these organizations engage in: promoting and encouraging cooperation between political entities, education, facilitating meetings between individuals and groups on both sides, addressing energy and water-related problems (mainly sewage treatment and river pollution), and more. The notable achievements of the three organizations are also highlighted, as well as the considerable difficulties they face. This review of their activities suggests some conclusions and recommendations for organizations and for individuals interested in environmental protection and the future of relations between Israelis and Palestinians. This paper is the second in a series of a joint project between the Mitvim Institute and the Davis Institute for International Relations.

Abstract:: The Israeli-Palestinian peace process has been locked in a stalemate since the 2014 collapse of the US mediation initiative led by then-Secretary of State John Kerry. The relations between the parties have been all but severed and characterized by a series of crises and tensions that peaked over Israel’s 2020 West Bank annexation plan. While the Israeli-Arab normalization agreements removed the annexation idea from the agenda, this did not change the Israeli-Palestinian situation. Developments in recent months in the Israeli-Palestinian arena pose challenges and risks but also new opportunities and possibilities. Special attention should be paid to the impact of the May 2021 escalation, the deep crisis in the Palestinian Authority (PA), and the establishment of a new government in Israel. This paper maps the international discourse on advancing Israeli-Palestinian peace under the current conditions, and constitutes a follow-up to the paper we published in April 2021. It is based on a series of dialogues held by Mitvim Institute experts in August and September 2021 with European, American and Palestinian diplomats and experts, as well as UN officials, and also on a series of discussions among a team of Israeli experts formed by Mitvim.[1] The paper offers an analysis of the positions and perceptions of international actors regarding the effects of the latest developments on the Israeli-Palestinian arena, and their insights and conclusions about the feasible and desired measures that could be undertaken to advance Israeli-Palestinian peace.

Abstract:: In classic wars, we waited for the military result, and then we formed a political response. In new wars, there is not a final resolution; there is only the stronger party imposing its conditions. Additionally, there is also geographical control, regime projection, or behavior modification goals. Russia is seeking to maintain its national security and enhance its regional and international position. It has a deep fear that NATO will expand, bringing weapons to its border with Ukraine. Now that the first shock of the war has receded, the world realizes that the war will not exceed Ukraine’s borders. Russia has given indications that it will limit itself to the minimum that preserves its national security by preventing Ukraine from joining NATO. Global concern about the consequences of war is high. People are wondering if it will continue or stop. Additionally, sanctions have been announced. In this context, developing and poor countries are affected by conflict because they depend on foreign aid. Their positions on the war will determine where they are positioned, and how the political, economic and security consequences will affect them. Trying to show a neutral position would not endear them to the great powers. On the face of it, it may seem to be a war fought on Ukrainian lands only, but it is a world war of influence. The survival of developing nations depends on the strength of the international community and the extent to which it supports these nations in the light of political realism, not because of their strength and resources. Many places cannot survive without traditional international support.

Abstract:: PalThink for Strategic Studies followed the second phase of the electoral process in its second phase with great interest. It was conducted in eleven governorates in the West Bank, including occupied Jerusalem, and was held in fifty local municipalities. Two-hundred thirty-four lists competed in the elections. According to the Chairman of the Central Election Commission, Hanna Nasser, who spoke at the morning press conference in Al-Bireh city on March 26, 2022, independent parties comprised 64.4% of the candidates, while there were 35.6% party lists. The overall turnout was 53% of those eligible to vote despite the challenges of holding regular and permanent elections in all Palestinian areas, sectors, and institutions.

Abstract:: This paper tracks the disastrous repercussions of the political and legal absence of Palestinian elections, the distortion of the work of the three authorities as a result of the suspension of some provisions of the Basic Law and the dissolution of the Legislative Council. In addition, the absence of elections in the Palestinian economy is due to the duplication of public politics in both the West Bank and the Gaza Strip, and their direct effects on the general budget considering the lack of planning and oversight, which has affected the level of transparency and accountability. All this has directly affected Palestinian society in all its aspects and has increased tensions such as demonstrations and strikes, which have increased the situation of impunity and crimes without accountability among segments of society. At the international level, the absence of elections and the negative renewal of legitimacy have affected the political project and the international community’s advocacy of the Palestinian cause, considering the rapid global changes and transformations. Abstract:: In July 2020, a draft text of a series of Sino‑Iranian agreements outlining a comprehensive 25‑year strategic partnership between Iran and China was leaked. The leaked text accords presaged the formal accords signed in 2021 whose text has not been released. These agreements fundamentally transformed Sino‑Iranian relations and also converted the Middle East into another theater of the global Sino‑American confrontation. That latter consideration shows that the significance of these accords transcends the Middle East. Although most Western commentary naturally emphasize the Sino‑American and Middle Eastern repercussions of these accords, we cannot neglect their no less enormous impact on Central and South Asia and focus on those unduly neglected issues. China’s agreement to the terms, as leaked—$400 billion in investments in Iran over 25 years, particularly in large scale transportation energy, infrastructure, telecommunications, projects, and access to Iranian ports—signified a vast expansion of China’s policy of forming a global network of partnerships with countries wary of American dominance. Even if this is more a declaration of intent than what will actually happen, the parties’ intentions are clearly serious. The agreements also stipulated that these programs would come under the administrative rubric of the Belt and Road Initiative (BRI), China’s signature policy, and very much a Chinese‑directed series of projects. Commitments on this scale also clearly denote a major new strategic orientation by China and Iran. Even observers who underplay these revelations like Jonathan Fulton, a Non‑Resident Senior Fellow at the Atlantic Council, concede their dramatic impact on Sino‑Iranian relations and world politics more generally. This is particularly significant as China does not cavalierly establish comprehensive strategic partnerships (CSP) with other states. For example, China has signed such agreements with other Gulf states like Saudi Arabia—so signing one with Riyadh’s main Middle Eastern revival cannot have been a routine or impulsive decision. Neither will its impact be restricted to the Gulf and Middle East. A CSP is (or was, before the February 2022 agreement with Russia) the highest level in China’s hierarchy of diplomatic relations. In a CSP, the partner states commit to the “full pursuit of cooperation and development on regional and international affairs.” Since Beijing does not offer this level of partnership easily, as Fulton has also observed, a state receiving that status must be perceived by China as playing an important political and economic role internationally, and the bilateral relationship must already feature a high level of political trust, dense economic relations, and a strong, well‑established relationship in other areas.

449. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:: The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

Abstract:: Even though Azerbaijan and Iran have maintained cordial ties over the years, this has been punctured by evidently turbulent periods of constrained diplomatic and political rhetoric, which has produced occasional volatility in the bilateral relationship. Ever since Azerbaijan regained its independence in 1991, Baku and Tehran have remained cautious and circumspect in their interactions whilst managing to avoid open conflict. Such vigilance is due for the most part to the effects of contrasting foreign policies, divergent choices of allies and foes, different constitutional arrangements, and contrary ethnic‑ and identity‑based perceptions and postures. Such and similar points of friction explain why Azerbaijan and Iran continue to be wary of one another in their bilateral communication and diplomatic relations.

451. Lessons from NATO’s intervention in Afghanistan

Abstract:: AFter US troops began withdrawing from Afghanistan on 1 May 2021, the Taliban launched an offensive to take back control of the country. By August, the militants had retaken con- trol of most (administrative) districts and President Ashraf Ghani and other key officials fled the country. NATO Allies rushed to close nearly all of the military and civilian infrastructure they had built since 2001, and hastily set up air bridges to evacuate their citizens and personnel from Kabul. Most of this was done by the member states while NATO as an organization mainly stood on the fringes. Critics have focused on these events to call for an evaluation of this hasty and uncoordinated withdraw- al, and of the entire Afghan intervention more gener- ally. Among others the NATO Parliamentary Assem- bly called upon member governments and parliaments of the North Atlantic Alliance not only to “conduct a thorough, clear-eyed, and comprehensive assessment of the Alliance’s 20-year engagement in Afghanistan”, but also demanded to incorporate these lessons into “NATO’s New Strategic Concept”.1 This Policy Brief aims to contribute to the lessons learned analysis that will be central to discussions at the NATO Summit this coming June in Spain. We of- fer eight findings and recommendations, based on a four-year long study of the effectiveness of the Af- ghan intervention.2

Abstract:: Over the past two years, the housing situation in Lebanon has deteriorated so drastically that it has been nearly impossible for many population groups to secure adequate and sustainable housing options, given the sharp increase in rental prices, weak tenure rights, and rising socio-economic inequalities. This policy brief looks into the housing situation in Lebanon and its impact on members of the LGBTQIA+ community. It highlights that the LGBTQIA+ community is among the most affected by Lebanon’s housing crisis due to their historic exclusion by the government and society; the lack of protective policies affecting access to housing rights and alienating LGBTQIA+ individuals and their needs; arbitrary eviction threats, discrimination based on physical appearance, and physical and emotional violence; and no recourse to justice in cases of violations due to state-sponsored violence against queer bodies. The paper makes recommendations on how the Government of Lebanon, donors and the international community, and civil society organizations can help ensure that members of the LGBTQIA+ community are able to live without fear of violence and exercise their right to housing in an equitable way.

Abstract:: While the political and security situation in neighboring Afghanistan is still fluid, concerns are growing inside Pakistan about the possible fallout including in terms of increased insecurity, border tensions, and militant violence. For one, the developments in Afghanistan had already started influencing Pakistan’s militant landscape in 2021 as the year witnessed not only an increase in terrorist attacks by the Pakistani Taliban in Khyber Pakhtunkhwa but also an intensified terrorist violence by Baloch insurgent groups mainly in Balochistan. Meanwhile, Islamic State Khorasan (IS-K) province also emerged as one of the key actors of violence and instability in Afghanistan and Pakistan during the year. While the Afghan Taliban find it difficult to convince the world to recognize their government and activate/unfreeze financial channels, they are also finding it increasingly hard to address the domestic challenges mainly those linked to governance, security, and intra-Afghan reconciliation. Despite their repeated promises to not allow anyone to use the Afghan soil against Pakistan, the Afghan Taliban have yet not seriously considered to act against the TTP; except having facilitated the talks between Pakistani government and the TTP which have also not shown any successes so far. Nonetheless, there have been critical statements about Pakistan from some Taliban officials on multiple occasions about Pakistan’s democratic political system as well as fencing of the border by Pakistani security forces. Pakistan has eventually conveyed its concerns to the Afghan interim government about Afghan officials’ repeated efforts to damage the border fencing saying it was observing maximum restraint.

Abstract:: This report aims to answer the critical but difficult question: "What will it take for Jordan to grow?" Though Jordan has numerous active growth and reform strategies in place, they do not clearly answer this fundamental question. The Jordanian economy has experienced more than a decade of slow growth. Per capita income today is lower than it was prior to the Global Financial Crisis as Jordan has experienced a refugee-driven population increase. Jordan’s comparative advantages have narrowed over time as external shocks and responses to these shocks have changed the productive structure of Jordan’s economy. This was a problem well before the country faced the COVID-19 pandemic. The Jordanian economy has lost productivity, market access, and, critically, the ability to afford high levels of imports as a share of GDP. Significant efforts toward fiscal consolidation have further constrained aggregate demand, which has slowed non-tradable activity and the ability of the economy to create jobs. Labor market outcomes have worsened over time and are especially bad for women and youth. Looking ahead, this report identifies clear and significant opportunities for Jordan to strengthen new engines of export growth that would enable better overall job creation and resilience, even amidst the continued unpredictability of the pandemic. This report argues that there is need for a paradigm shift in Jordan’s growth strategy to focus more direct attention and resources on activating “agents of change” to accelerate the emergence of key growth opportunities, and that there are novel roles that donor countries can play in support of this.

Abstract:: Following the fall of the so-called Islamic State in March 2019, tens of thousands of its fighters, along with their wives and children, were captured and detained in facilities controlled by Syrian Democratic Forces in northeast Syria. Many of which were European. Based on the information provided by scientific institutes and journalists, the outbreak of the Covid-19 pandemic had had a significant impact on the functioning of those facilities. Not only did it aggravate an already severe humanitarian crisis, pushing the detainees to reinforce their attempts of escaping and rioting against the guards, but it also lowered the security level in the controlled facilities, allowing a flourishing of criminal activities. Furthermore, the detainment of ISIS followers turned into a political game between the Kurdish coalition and the United States. The global health crisis put to the test the strategy of many Western governments of keeping European ISIS fighters in the Middle East while pressuring the international community to rethink its approach towards this crescent problem.

Abstract:: Foreign language competency and cultural understanding are acknowledged as important skills for diplomats. While many Foreign Service Officers receive such training in Washington before going to an overseas assignment, few have the opportunity for the deep cultural and language immersion that I enjoyed as part of my first assignment for the U.S. Information Agency (USIA). In early 1972, after completing seven months of Farsi language training at the Foreign Service Institute (FSI), I was posted to USIS Tehran. My family and I arrived shortly before the Persian new year, Now Ruz, and took up residence in an embassy apartment. Dave Dubois, the Public Affairs Officer, with the concurrence of the embassy Deputy Chief of Mission and USIA’s Office of Near East and South Asian Affairs (NEA), had arranged for me to spend some time with a host family in Isfahan. It was a “deep immersion” experience in which I would continue learning Farsi and experience life with a local family for several weeks.

Abstract:: In June of 2021, the Biden administration announced that it would be establishing the fight against corruption as a core concept in US national security and a pillar of its foreign policy.1 The following December, it launched the “US Strategy on Countering Corruption” as a “whole-of- government” initiative to, among other objectives, curb illicit financing, hold corrupt actors accountable, and improve diplomatic engagement and leverage foreign assistance in the pursuit of its policy goals.2 With the United States the premier actor in international politics and influence, the administration set out to formulate strategies, lay down markers, and implement policies that can help at least make a dent in the scourge of corruption around the world. Today, the task of fighting international corruption must include the countries of the Arab world, most of which are close political, economic, and strategic partners of the United States. Corruption in the region is eroding what little is left of social and political stability. From bribery to influence peddling, and from the use of public and official power for private gain to interference with the judiciary, the region’s corruption requires diligent internal and international efforts to address it. Democracy and economic development depend first on the striving of the region’s populations to ensure and protect their human rights, but also on an active role played by the United States government and its many institutions.

Abstract:: A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. Abstract:: As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

475. Arab Syrian IDPs of Tal Rifaat also Want to Go Home

Abstract:: The involvement of Turkish military forces in Northern Syria could allow thousands of Syrians to return to their homes after being forced out by the YPG, the SDF, and other entities for many years. In the West, there has been strong opposition to a newly planned Turkish/Syrian National Army (SNA) military operation in northern Syria. Yet for many displaced Arabs from Tal Rifaat, Manbij, and the surrounding villages, they are welcoming the idea of the liberation of their towns and villages. In fact, they have been asking the Turkish-backed SNA to liberate their area for years. Outside articles often focus exclusively on the Kurdish residents of northern Syria and emphasize that another military operation will automatically mean displacement of the Kurdish population. Yet the area constitutes a mix of Arab and Kurd-dominated towns, and Arab residents have their own history of displacement. In 2016, the entire Arab population was displaced in Tal Rifaat, a (historically) majority Arab town on the west side of the Euphrates, in a coordinated military operation by Russia, the Syrian regime, and militants from the People’s Defense Units (YPG) from Afrin. The YPG also attempted to connect the majority Kurdish enclaves of Kobani and Afrin through majority Arab areas, triggering a refugee flow of Arabs mainly from the two towns and surrounding villages to the Turkish border.

Abstract:: The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

478. Scoring Iraq’s New Government: Metrics for Preserving U.S. Interests

Abstract:: The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

480. Changing Population Patterns Will Reshape the Middle East

Abstract:: Several of the region’s demographic heavyweights will be surpassed, and major shifts at the global level may affect how great powers vie for influence there as well. The demographers in the UN’s Department of Economic and Social Affairs are widely regarded for their first-rate work, and their recently released World Population Prospects report is no exception. Alongside detailed demographic information on every UN member state, the twenty-seventh edition includes projections on how each of their populations will change through the year 2100. These forecasts suggest that demographic realities—and, presumably, power relationships—will shift considerably in many regions, including the Middle East. Forecasting is often an inexact art—think of the challenges facing pollsters, for instance. Yet demography is one discipline where practitioners and consumers can have substantial confidence in forecasts made even decades out. For instance, barring some catastrophe, observers have quite a good idea of what the population of fifty-year-olds will be forty-five years from now; after all, they have already been born.

Abstract:: Based on its sound reputation as a conflict mediator and talks facilitator, Oman is well-positioned to tone down flaring rivalries in the Gulf and prevent tensions from spiraling out of control. After a timid thawing of tensions, the Gulf region is witnessing a renewed phase of uncertainty. Despite being a skillful master at navigating turbulent waters, Oman is eyeing the revamping of tensions in its immediate neighborhood with growing apprehension. The failed attempts to review the Joint Comprehensive Plan of Action (JCPOA), the revamping of Iran’s outward-looking incendiary rhetoric as well as localized military retaliations amid recent mass protests, and the failure to extend the U.N.-brokered ceasefire in Yemen do not bode well for the region’s precarious stability. Muscat has a vested interest in preventing at-sea incidents from escalating and harsh infighting among rival Yemeni factions from reaching alarming proportions, especially given its coasts looking out on the Strait of Hormuz and much of its southwestern frontier bordering Yemen.

484. The Relationship between Energy Security, Exports and Economic Growth: The Case of the Middle East Countries

Abstract:: In this study, it is aimed to examine the relationship between energy security, growth and exports for 16 Middle Eastern countries between 1980 and 2016 by taking into account the 4 dimensions of energy security (4 A's of energy security). Unlike other studies on the subject of Middle Eastern countries, this study covers more Middle Eastern countries and a wider period, and takes into account the cross-sectional dependency. The results of empirical analysis conducted by using second-generation unit-root and cointegration methods demonstrate that there is cointegration relationship between the variables. According to the results obtained from AMG estimator, which also considered cross-section dependence; the 1% increase in energy security risk level reduces the economic growth by approximately 0.66%, while the 1% increase in exports increases the economic growth by 0.41%. Finally, Granger non-causality test results demonstrate that there is a bi-directional causality relationship between variables. The results highlight the importance of policies to be implemented policies to ensure energy security such as choosing safe trade routes in oil and gas trade, ensuring the security of the major crossing points in the region, developing policies to decrease the share of energy revenues/expenses in the region economies, implementing policies for country and route diversification, ensuring energy efficiency and the use of renewable energy sources to prevent environmental pollution.

Abstract:: Somalia has a special place in the foreign policy of the Justice and Development Party (AK Party), which has been in power since November 2002. Turkey's relations with Somalia started to develop after the official visit of Turkish President Recep Tayyip Erdogan to Somalia on 19 August 2011, who was the prime minister at that time, to support Somalis affected by severe drought and civil war. After 2011, Turkey launched one of the largest humanitarian aid campaigns to Somalia. Turkey has not only developed a soft power policy in Somalia but also started to implement a hard power policy. In this respect, Turkey has been training hundreds of Somali soldiers and police in both Ankara and Mogadishu since 2012. At the same time, Turkey opened its largest military base abroad in Somalia in 2017. This research explores the reasons and dynamics behind Turkey's deepening of its security policy in Somalia and sheds light on what Turkey's security policy means for Somalia. The research argues that there is a combination of factors driving Turkey's security policy towards Somalia, including socio-cultural, economic, and geopolitical. This study examines Turkey's security policy with a holistic approach, using conceptual and theoretical perspectives.

Abstract:: With a well-planned strategy and a careful exploitation of the gaps opened by U.S. foreign policy shifts, China has successfully increased its role as a strategic actor in the Middle East, including by gaining a foothold in the regional arms market. Chinese President Xi Jinping’s early December visit to Saudi Arabia, upon King Salman’s invitation, exemplifies the recent improvement in Sino-Arab ties (Xinhua, December 8). While in Saudi Arabia, Xi initiated two new multilateral forums intended to strengthen engagement between China and the Arab world: the China-Arab States Summit and the China-Gulf Cooperation Council summit (Xinhua, December 11). In addition to deepening political rapprochement between Beijing and several regional countries, China is simultaneously establishing crucial military-strategic ties with key Middle Eastern states. Chinese-made drones are already present in the arsenals of multiple Arab countries and technological cooperation between Beijing and its regional counterparts is rapidly increasing. The most striking example in this regard was the United Arab Emirates’ (UAE) revocation of the F-35 deal that constrained its cooperation with the Chinese tech and telecommunications giant Huawei over 5G technology (Al Arabiya News, December 14, 2021). As many Arab countries’ doubts about Washington’s commitment to regional security grow, more and more countries are increasingly open to entreaties from China.

487. National ambition, divergent vision: Consensus and fracture among Iraqi youth activists of the Tishreen Movement

Abstract:: Since October 2019, Iraq has been witnessing a mass protest movement, heavily though not exclusively centered in Baghdad and the country’s southern provinces and largely led by youth. This new uprising, referred to as the October Revolution or Tishreen protests, while initially fueled by socioeconomic grievances and the lack of basic services, quickly transformed into a broader political movement calling for radical change to the political order. Rallying around the slogan “we want a homeland,” a hallmark of this new movement has been the effort on the part of activists to put forth a new collective Iraqi identity, moving past sectarian divides and envisioning new state-society relations and a break with the transactional social contract currently in place. Yet despite this overarching vision of national renewal through both radical political reform and reconceived bases of collective belonging, the extent to which the movement actually represents a unified vision for the Iraqi nation and a strategic means by which to renew the State is far from obvious. The radically different political trajectories that the country’s different regions have been on since 2011, and in particular since 2014, have led to important fractures in terms of security, ideology, and power structures at the sub-regional level. As a result, the relationship with and attitudes towards different ideas, forms of collective action, and political and security players vary considerably from region to region. Likewise, the difficulty with which activists can freely meet and move around has meant that exchange and the consolidation of their movement around a unified set of claims has not fully occurred. Indeed, in speaking with youth leaders of the Tishreen movement from various cities across the country,1 what becomes obvious is that while the large lines of national renewal are agreed upon – the need for a new Iraqi identity and new basis for Iraqi nationalism, radical transformation in the practice of power – important points of fracture in their own vision as well as methods for achieving change can be identified. Nonetheless, a shared oppositional consciousness and dedication to the movement itself, as well as underlying and perhaps generationally significant importance assigned to secularism, act as resources for continued mobilization despite repression and strategic impasse.

Abstract:: Accountable governance has become a frequent demand by ordinary citizens across Arab societies. The region has witnessed a variety of bottom-up citizen-led initiatives in recent years, driven by widespread discontent at the uneven distribution of civil, political and social rights. Various countries have seen the emergence of “participatory” processes such as participatory budgeting, consultative committees, and social audits. These initiatives are often labeled as “social accountability initiatives”, a concept championed by civil society actors and donors alike, to empower citizens and bring about improved public services. What we mean by social accountability here is “any citizen-led action beyond elections that aims to enhance the accountability of state actors”. The concept was promoted by international organizations such as the World Bank, as a “short route to accountability” to strengthen the role of citizens as “service users” and generate greater government responsiveness. But beyond donor strategies, what does social accountability actually mean to local actors in the region? Is it an effective means to bring about improved governance? We studied such initiatives in Lebanon, Tunisia and Morocco to examine how social accountability initiatives are being used by civil society actors in their strategies to make government more accountable to citizens. We found that the concept has many different meanings for people on the ground, and that civil society organizations in the region have developed a range of strategies for pressuring, coercing and cooperating with government to exact accountability. However, our study[1] also shows that doubts remain as to whether such initiatives can lead to systemic change in the region. [1] The study was based on a recent research project funded by the International Institute of Social Study (ISS) at Erasmus University Rotterdam (EUR), the Centre of Expertise on Global Governance at The Hague University of Applied Sciences, and Erasmus University College Rotterdam (EUC). 490. Impacting policies: Waste management and advocacy in Lebanon

Abstract:: Since 1994, Lebanon's waste management policy has consisted of implementing a series of emergency plans, each partially and poorly executed, and extended until a new crisis emerged. Devoid of any measures to move to long-term, sustainable planning, these local emergency fixes to the lingering waste crisis have incurred high financial costs for citizens as well as negative environmental, health, and safety impacts. Lebanese citizens are paying a high price for solid waste management (SWM). Lebanon spends $154.5 to manage every ton of solid waste, compared to Algeria, Jordan, and Syria which spend $7.22, $22.8, and $21.55, respectively (Human Rights Watch, 2020). The solid waste sector ranked first in terms of environment-related government spending in Lebanon, with a total of $647 million spent between 1998 and 2008 (Arif & Doumani, 2014). Expenditures on SWM reached $2.2 billion between 1996 and 2015 (Akiki, 2019). Despite these high expenditures, the cost of environmental degradation (COED) from the solid waste sector was around $66.5 million (0.2% of national GDP) in 2012 (Arif & Doumani, 2014), increasing to $200 million (0.4% of GDP) in 2018 (MoE, UNDP, 2019). To date, around 20% of the waste is recovered, out of which only 6% reaches recycling facilities, 36% is landfilled, and 44% is dumped in around 940 open dumps scattered throughout the country (MoE, UNDP, UNHCR, UNICEF, 2020). At the same time, the private company contracted since 1994 to collect and treat much of Lebanon’s waste – Sukleen (part of the Averda Group) – has generated over $170 million in revenues per year, one of the highest waste management revenues in the world (Chaaban, 2016). Sukleen has held a monopoly in waste management in Beirut and Mount Lebanon since the 1990s, when it won a contract for building, testing, and operating a waste incinerator located in the city of Amrousiyeh. Operation at that site was short-lived as angry residents burned the plant down in 1996, but through other contracts, Sukleen came to handle around 50% of the waste generated nationally, serving around 400 municipalities (Chaaban, 2016). The company’s contract was renewed three times by the Council for Development and Reconstruction (CDR) without an open tender. With each contract renewal, collection and processing fees increased, all paid using transfers from the Independent Municipal Fund, an intergovernmental grant system that disburses taxes and fees to municipalities. Successive plans for integrated solid waste management (ISWM) – in 2006, 2010, 2014, 2015 and 2019 – never bore fruit. Instead, Sukleen’s monopoly persisted in Beirut and Mount Lebanon, with its contracts managed by the central government rather than the municipalities. Meanwhile, in other regions, municipalities and federations of municipalities managed their waste following a decentralized approach, with international aid being channelled to finance Mechanical-Biological Treatment (MBT) plants for sorting and composting, achieving low diversion rates from landfills and dumps (Azzi, 2017).

491. Iraqi youth in contexts of conflict: Fragmentation, divergent strategies, and the impossibility of inclusion

Abstract:: What are the various consequences on a young person’s life trajectory when she or he comes into adulthood in a context of conflict? What happens to anticipated plans for the future – education, marriage, first employment – when they are profoundly disrupted by the eruption of conflict, and what types of coping mechanisms and strategies are adopted by youth in the face of such disruptions? And how does the transition into adulthood in a fluid normative context – where violence can be abundant, gender traditional roles can be upended, and trauma widespread – shape individual political values and beliefs as well as social relations with the community and within the family? In exploring how youth navigate their own lives and construct themselves when the transition to adulthood occurs in a context of conflict, evidence shows that conflict acts as both an opportunity and a constraint to youth in terms of livelihood opportunities, pathways for wellbeing, experiences of political inclusion, and feelings of empowerment and disempowerment. At the same time, though, youth trajectories during contexts of conflict are neither linear nor strictly dependent on the structure of available opportunities. Indeed, how youth make decisions with regards to their own lives, and the factors that influence their decision-making, demonstrate complex processes involving specific contextual factors, the configuration of social relations, and positionality within conflict dynamics, among others. In this sense, youth trajectories in contexts of conflict are both highly diverse and often unexpected but also, critically, can shift repeatedly. Unpacking this complexity is of critical importance, though, if we are to grasp the multiple and even contradictory ways in which conflict impacts the trajectories of young adults. It also critical to understanding the broader implications at the societal level in terms of future patterns of political participation, beliefs, and attitudes as well social and gender relations within and between communities and generations. From 2020-2021, the Arab Reform Initiative undertook a broad research program to investigate the personal trajectories of youth in conflict, focusing on those who have come into adulthood since 2011 in Libya, Iraq, and Syria. This research, based on 75 qualitative semi-structured interviews in each country and, where possible, focus group discussions, has investigated the perceptions and decision-making processes of youth and broader-term implications in political, economic, social, and personal terms. More precisely, this research investigated youth trajectories and broader social and political implications through analysis at three distinct levels. At the micro-level, the research investigated the personal narratives of youth and how they view the impact of the conflict in terms of personal self-construction. This included investigating their decision-making matrices and aspirations, the coping strategies they have found, as well as how they have felt empowered/disempowered in the context of conflict. At the meso-level, the research explored the contextual factors mediating youth’s decision-making and their margins of maneuver, including war and peacebuilding economies, existing programming and external aid for youth, shifting power structures and social hierarchies, and normative fluctuations, conducting intersectional analysis to understand how different social positions (ethnicity, religion, gender, class, etc.) shape different narratives and strategies. Finally, at the meta-level, the research sought to assess the diverse political and peacebuilding content with regards to youth values, agency, and forms of engagement, focusing in particular on youth meaningful political participation, everyday practices of peacebuilding, and the establishment of gender equality if and where it occurred. The study presented here relays the outcomes of the research undertaken with Iraqi youth, where field interviews took place in 2020 in the cities of Mosul and Basra, sites where different types of conflict have occurred, ranging from the violent conflict with ISIS to the transformative social conflict of the Tishreen protest movement. In taking stock of these in-depth and highly personal interviews, this study contributes new knowledge and insights regarding how the transition to adulthood under conflict has impacted the acquisition of experiences and skills, needs and aspirations, and changes in perceptions and perspectives of Iraqi youth. The research presented here thus explores how youth narrate their personal trajectories and the impact of events on their own lives, but also how they understand the country’s political evolution and the nature of the conflict itself. The study explores what factors (moral, ideological, political, social, economic, personal, or other) motivate or drive their decisions, how they perceive of opportunities and constraints for their own pathways, and how they find or create opportunities for themselves. The study also investigates how gender norms and gender performative roles been transformed as a result of the conflicts and the impact of these changes in their own social relations and aspirations for the future. Finally, the study sheds light on Iraqi youth’s personal attitudes towards violence and non-violence, what concepts such as peace, justice, and reconciliation actually mean to them and what they look like in practice, and the extent to which youth perceive of agency in their own lives and the roles they seek to play in renewing the political order and social contract of Iraq.

492. Unpacking solid waste management policies in Lebanon: Public policies based on power-sharing politics rather than evidence-based decision-making

Abstract:: iles of garbage have again been accumulating on the streets of major Lebanese cities.1 2 A scenario that is all too familiar and takes us back to 2014 when Sukleen – the company contracted to manage solid waste in Beirut and Mount Lebanon – halted its operations and streets were filled with piles of garbage for months. 3 Once again Lebanon is on the verge of another waste crisis, but this time from a more vulnerable and dire state. Solid waste has been ravaging the streets of Beirut and Mount Lebanon for numerous reasons. These include the contractor not getting paid, the high cost of transportation which reduces the frequency of collection,4 the closure of landfills which are at capacity, or even the obstruction of works at the landfills due to trespassers waiting to collect metals and other valuable materials to sell them amid Lebanon’s heaviest economic and financial crises.5 The absence of sustainable and integrated solid waste management (SWM) in Lebanon has denied citizens their right to health.6 Open dumping and burning, which have been occurring due to the inaction of regulatory authorities, have negative health impacts on nearby residents. Some individuals have reported respiratory illnesses and skin problems, while others complain about bad mental health.7 Additionally, open burning could be linked to cancer and heart disease. These practices have disproportionately affected poor communities, given that burning sites are often in their vicinity and that they cannot afford health care.8 Moreover, the cost of environmental degradation due to the lack of a comprehensive SWM plan was equivalent to $66.5 million in 20129 ) and $200 million in 201810 . The cost of environmental degradation is reflected by a loss of welfare demonstrated by the degradation in the quality of life, economic losses, and environmental losses, among others.11 The solid waste sector contributed to around 10% of the country’s greenhouse gas emissions in 2011, largely due to open dumping and burning across the country.12 13 An integrated solid waste management strategy at the national level is the only long-term solution to the solid waste problem. In the absence of such a plan, and following the solid waste crisis in 2015, several grassroots movements, civil society organizations and municipalities have tried to remedy the absence of a national plan by leading small-scale interventions based on sorting at source and waste valorization in order to minimize volumes of waste sent to landfills.14 15 16 However, none of these projects is implementable at the national level, since these initiatives rely on a municipality’s rare, and voluntary will. This paper employs a systems analysis to explore how solid waste mismanagement has been an intentional political decision-making process tailored to nurture and protect dysfunctionality through elite capture and clientelism. The hypothesis will be presented using a Causal Loop Diagram (CLD) which will then be analyzed and validated via case studies involving the municipalities of Beit Mery, Dhour Choueir, and Brih.

493. Perceptions and Trajectories of Youth in Baghdad, Al-Basra, and Mosul after the 2014 Conflict with ISIS

Abstract:: This infographics report analyzes and interprets quantitative data that was collected by the Arab Reform Initiative (ARI) in Summer 2021 using an extensive in-person/face-to-face survey targeting 676 youth (aged 18-28) in three Iraqi cities (Baghdad, Al-Basra, and Nineveh-Mosul). By doing so, the report aims at assessing the impact of the 2014 conflict with ISIS in Iraq on the perceptions, aspirations, and actual trajectories of youth living in these three cities, namely in terms of education, employment and livelihoods, political participation, civic engagement and peacebuilding efforts, as well as choices for personal life. The survey is part of the Arab Reform Initiative’s broader work on how youth in Iraq and other Arab countries have navigated armed conflicts in the last decade. We find that the conflict has had a significant negative impact on Iraqi youth’s education and employment, and that this impact is more pronounced on education compared to employment. This impact happened mainly through the channel of economic hardship and – to a lesser extent – the channel of fear, uncertainty, and security concerns. This impact has also largely shaped the surveyed youth’s personal lives and choices. Moreover, surveyed youth expressed apathy towards formal politics and fear of engaging in politics or expressing political views/affiliations/support because of security concerns. The 2014 conflict has had a significantly more negative impact on Iraqi youth’s political participation than on their civic engagement. Although our data shows that the overall impact of the conflict on these different dimensions is significant, the magnitude of this impact is substantially less than one may have expected. We found that the negative impact of the conflict is of a higher magnitude on the actual status quo of Iraqi youth compared to their aspirations and their perceptions of its actual impact. For instance, when asked general questions about the factors affecting their trajectories, Iraqi youth did not or rarely chose “the Iraqi ISIS conflict,” whereas when they were directly asked about the impact of this conflict on their trajectories, their answers exhibited a significant importance given to the conflict. In our report, we present various reasons that explain these observations and discrepancies, some of which come from our data and others from our understanding of the Iraqi context.

Abstract:: Given the fact that almost all ecological, economic, political, and social problems around the world are essentially urban issues today, the democratization of urban governance is becoming even more vital of a concern. In order to be able to speak of democratic local governance, all stakeholders of the city are expected to be involved in urban government. One way to achieve this is to plan, implement, and monitor partnerships between municipalities and civil society in a way that strengthens local democracy. When thinking of cooperation with the public sector, civil society organisations (CSOs) in Turkey still tend to think of the municipalities first. In reality, these kind of partnerships tend to be generally far from democratic due to different political, legal, technical and cultural barriers. The analysis and discussions in this report examine the legal framework regarding cooperation between municipalities and CSOs, the policy trajectory in development plans, the factors that support and hinder cooperation, as well as efforts undertaken to strengthen it, in particular TESEV’s Empowering Civil Society for a More Democratic Local Governance Project, which the foundation carried out within the scope of the European Union’s Partnerships and Networks for Enhancing Cooperation Between the Public Sector and CSOs funding program.

Abstract:: Demographic transition theory was developed in Europe as a result of the long-term monitoring of birth and death rates. While Turkey has been going through this process with its specific dynamics as a part of the demographic transition process, it is commonly said that as distinct from other countries of the world, it has a young and dynamic population, which is perceived as an advantage over other countries. This demographic imagination, which is desired to be seen as an advantage, functions as some kind of a moral support against unfavorable developments, socioeconomic crises, and unexpected failures.

Abstract:: This study aims to examine women’s unemployment and its course during the pandemic period by making use of Turkish Statistical Institute’s (TÜİK’s) Household Labor Force Survey data (HIA), reports prepared by the Research Center of the Confederation of Progressive Trade Unions of Turkey (DİSK-AR) on Unemployment and Employment Outlook, and International Labour Organization’s (ILO) World Employment and Social Outlook: Trends 2021. In the study, gender inequalities, which have intensified with the increase in women’s domestic work and care burdens with the pandemic, will also be discussed.
