- Modern Türkiye (the official spelling of Turkey since 2021) sprang like a phoenix from the ashes in 1923, overcoming daunting odds. Its predecessor, the Ottoman Empire, had foolishly joined the war with the Central Powers in 1914 and naively thought its Arab subjects would remain loyal, only to have been utterly defeated and then dismembered. A rebellion led by the empire’s most famous war hero and leader, Kemal Ataturk, overthrew the last sultan, rejected an unjust treaty to divide up the country and repelled the occupying Allies. He established a contemporary republic based on popular will and modern law to begin a new history for the Turkish people. Born from the wreckage of war and national chaos, Türkiye now, one hundred years on, has become a formidable player on the global stage. World War One witnessed four empires – the German, Austro-Hungarian, Russian, and Ottoman – disappear from history. Of the four, the Turks were the most severely treated by the European victors. Little of Germany and none of the Austro-Hungarian states were occupied. Türkiye was. The country also was originally forecast to become a League of Nations mandate, losing its sovereignty, a punishment not assessed against any other Central Power. Türkiye’s victory at the negotiating table in the early 1920’s over the European Allied Powers and on the battlefield principally against the Greeks, who were encouraged by the British to invade Türkiye to recover territories, was a singular achievement. The final agreement – the Treaty of Lausanne – gave Türkiye its complete independence on October 29, 1923, with Mustafa Kemal as its first president. It was the only such treaty negotiated by a WWI Central Power state with the Allies.

4. Religious Repression and Disorder Snapshots: 2020- 2021

- ACLED-Religion’s incorporation of historical back-coding data for 2020 adds over 6,000 events across the seven countries covered by the pilot project: Bahrain, Egypt, Iran, Iraq, Israel, Palestine, and Yemen. The new data include nearly 2,400 harassment events, nearly 700 demonstration events, over 2,150 political violence events, and over 750 strategic developments. The back-coding release expands ACLED-Religion’s full dataset to nearly 13,000 total events from the beginning of 2020 to the present. This report identifies key trends in religious disorder and repression in the seven countries covered by ACLED-Religion across 2020 and 2021. The report is organized around two sections. The first section examines overall patterns of repression and disorder, showing how macro-trends are driven by surges of events in specific countries. It also provides a focus on protest events and targets of religious repression. The second section explores potential triggers of religious repression, addressing the role of COVID-19 protocols and religious commemorations.

- The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

- It appears that the growing religious diversity in the developing and developed worlds will pose a serious challenge in the near future. However, religious minorities are surprisingly understudied in the literature on the politics of accommodation. Similarly, far less emphasis has been placed on non-territorial autonomy, which has the potential to deal with territorially dispersed religious minorities. It is argued that the Ottoman millet system based on Islamic values was the first non-territorial arrangement that successfully accommodated religious differences for centuries. Therefore, this paper reviews the Islamic doctrine and traditions pertaining to religious accommodation in general and the Ottoman millet system, in particular, to examine if the case offers any valuable insights into the scheme of religious autonomy in modern times.

- Religious celebrations can function as catalysts for religious repression, carrying a potential for state abuses and minority contestation (Hintz & Quatrini, 2020). A focus on Ashura celebrations demonstrates how regimes and believers can choose to respond to this Shiite festival depending on their respective religious affiliations, and how these responses can raise the risk for certain forms of religious repression. On Ashura, which recurs on the tenth day of the Islamic month of Muharram, millions of Shiite believers across the globe mourn the death of Imam Husayn by reviving the events of Kerbala and staging mourning processions (Nikjoo et al., 22 March 2020).1 Commemorations continue for 40 days after Ashura, culminating with the Arbaeen walking pilgrimage, in which mourners walk to the Imam Husayn Shrine in Kerbala, Iraq. In 2021, ACLED-Religion records a 50% increase in religious repression in the week preceding Muharram (31 July-6 August) compared to the week prior, and a further 58% increase during the first week of Muharram (7-13 August). Notably, most Ashura-related2 repression events are concentrated in just three countries covered by the pilot project — Iraq, Yemen, and Bahrain (see figure below)3 — that have in common the presence of a large Shiite population. In these three countries, Ashura-related repression accounts for 46% of all religious repression events during ‘Ashura season’ (9 August-27 September).4 Across all seven countries covered by ACLED-Religion, Ashura-related repression accounts for around 20% of religious repression events during the Ashura season.

- Most religious holidays and festivals carry a potential for state repression and minority contestation. This is explained by three main factors: firstly, celebrations serve as a focal point in heightening identity salience; secondly, during major festivals, worshipers tend to defy state orders; thirdly, religious celebrations and rituals can disguise political claims and work as sites of minority contestation and resistance (Hintz & Quatrini, 2020; Scott, 1992). All these general assumptions apply to the Islamic holy month of Ramadan. During Ramadan, Muslims aim to “be pious, moral, and disciplined” (Schielke, 2009). However, a heightened emphasis on religious practice also tends to fuel sectarian cleavages and state repression. In comparison to previous months of 2021, ACLED-Religion data show an overall increase of repression events focused on Muslim religious practices during Ramadan, which ran from 12 April to 12 May (see figure below). This upward trend is underpinned by a large number of repression events specifically targeting Ramadan-related religious practices1 in five countries: Yemen, Bahrain, Iraq, Palestine, and Egypt.2 Overall, Ramadan-related repression accounts for 60% of all repression events targeting religious practices during the Islamic holy month.3 The trend can be ascribed to four main drivers: state suppression of Ramadan-related rituals for sectarian reasons; enforcement of COVID-19 restrictions; interaction of Islamic and non-Islamic celebrations; and politicization of religious practice.

- Religious repression is often targeted at individuals and groups that express religious behaviors or religious affiliation (Fox, 2016; Sarkissian, 26 May 2015). However, repressive acts can also be directed at imposing a coercer’s religious values regardless of the victim’s religious affiliation (or lack thereof). ACLED-Religion captures this type of religious repression under the ‘imposition’ religious context (ACLED-Religion Codebook, 2021). Critically, religious imposition does not delineate specific repression victims. - Bahrain is an island kingdom ruled by the Sunni Muslim Al Khalifa royal family. The Al Khalifa regime is accused of systematically discriminating against the country’s Shiite community, which is estimated to account for 60% to 70% of Bahrain’s Muslim population (BICI, 10 December 2011). Discriminatory practices affect Shiite believers across a wide array of domains, including employment, freedom of expression, and political rights (USCIRF, April 2020). The Shiite community faces exclusion from the military and security apparatuses (CSIS, 9 December 2016), the arbitrary revocation of Bahraini citizenship (OHCHR, 18 April 2019), and the denial of medical care for prisoners (Amnesty International, 28 September 2018). The sectarian divide in Bahrain is stoked by political tensions. The monarchy sees the Shiite popular majority as a threat, and has historically used alleged ties between Shiite opposition groups and the Iranian regime to justify the systematic denial of political rights. As demonstrated by the “Bandargate” scandal (the public revelation of a report on the regime’s plan to marginalize the Shiite community), the Al Khalifa have also pursued a policy of ‘Sunnization’ of the Bahraini population (Le Monde Diplomatique, 19 October 2006). However, the repression of the Shiite community is not only driven by political considerations: Shiite identity is also targeted for purely sectarian reasons.

- The International Civil Society Action Network (ICAN), with the support of Global Affairs Canada, has developed a set of “Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms,” in Cameroon, Indonesia, Jordan, Libya, Pakistan, Somalia, Sweden, and the United States. The case studies demonstrate how conducting a Gender-Based Analysis Plus (GBA+) improves understanding of the drivers, narratives and roles that engender extremisms and violent extremist activity. By profiling examples of peacebuilding, deradicalization, reintegration and counternarrative work in these contexts, the case studies emphasize how attention to gender and intersectional identities can improve the effectiveness of interventions to transform extremisms – not only by preventing or countering it, but by providing positive alternatives that enable people to realize a peaceful, pluralistic future. The case studies cover a number of themes relevant to contemporary preventing/countering violent extremism (P/CVE) and counterterrorism (CT) work, including countering white supremacist extremism, the role of masculinities in recruitment and disengagement, addressing trauma and deploying mental health and psychosocial support (MHPSS) approaches in reintegration and rehabilitation, and work with religious leaders to promote peaceful, pluralistic and gender-just interpretations of religious texts and traditions. The case studies are intended for use by practitioners and policymakers to guide them in conducting a gender analysis and in integrating responsiveness to gender and identity factors in policies and interventions.

- What is the relationship between religion and empire, and what role do religious ideas play in the empire-formation process? This paper focuses on these questions by analysing the role of Islam in the formation of the Umayyad and the Ottoman Empires. Although the literature about these Islamic empires is extensive enough, they generally provide a rich historical narrative without theorization. To fill this gap, I use constructivist theory in the analysis and point out that religion as a structural force helps states to turn into empires over time. Nevertheless, following the agent-structure debate, I also argue that the individual characteristics of these states are essential to understand how religion affected their policies and how they interpreted the religion. The findings show that as the Umayyad Empire was not recognized as legitimate by various sects in religious terms in the seventh and eighth centuries, religion played less of a regulatory role in imperial policies and its rulers did not hesitate to adopt ruthless stratagems and a divide-and-conquer strategy. On the other hand, the Ottoman Empire benefited from religion in its conquests and its policies were primarily restricted by religious norms and values. As a result of this dependence, ruthless stratagems were adopted less often, and Ottoman policies were heavily shaped by religious norms and values.

- In February 2019, Pope Francis became the first pope to visit the United Arab Emirates (UAE). Like John-Paul II before him, he has also visited Egypt, and he went to Morocco in March 2019. The pope participated in a colloquium on “human fraternity” and interreligious dialogue sponsored by the UAE-based Muslim Council of Elders—the brain-child of Sheikh Ahmed el-Tayeb, the grand imam of Egypt’s Al-Azhar, the most important Sunni Muslim university in the world. The Council of Elders sponsors initiatives to engage young Muslims on Islamist ideology by promoting a more “authentic” interpretation of Islam. Islamist violence—with its beheadings and mass executions—has provoked disgust across the Muslim world and is causing young Muslims to become more distant from their imams and mosques. It is becoming clear to many Muslim intellectuals in Egypt, Iraq, and Lebanon that, in order to defeat Islamism, there needs to be greater dialogue and coexistence with Christians. Pope Francis is attempting to lead the way, extending his “culture of encounter.”

- Social movements are considered by sociologists as agents of social change. They are not isolated entities but an outcome of prevailing circumstances and at, the same time, result from continuity with the historical roots. Moreover, the mobility of contemporary movements can only be shown in comparison with previous kind of collective actions. Two revolutionary movements within one century (Constitutional Revolution 1905-06 and Islamic Revolution1979), and eight years’ IranIraq war (1981-89) and globalization have significantly contributed to the evolution of distinctive nature of contemporary Iranian society. This makes it an interesting subject for research in general, and particularly the case of social movements and their transformation. The paper aims to give an overview of Iranian social movements from the constitutional movement to the recent Green movement of 2009. The intention is to find out, first, whether there was any continuity in social movements during this period; secondly, to investigate the differences of the recent Green movement from the previous social movements of modern-day Iran. - The Dead Sea, the lowest point on Earth, is one of the natural wonders of the world. Rich in minerals and salt, the lake has attracted visitors for millennia, and the economic value of its mineral riches has been important to both the local Palestinian population and to every colonial power that has ruled the area. Today, Israel exercises total control over the Dead Sea, the northern basin of which lies in the occupied Palestinian territories. Israeli settlements and international businesses, aided by state-funded initiatives, have established a profitable tourism sector and extractive industries based on the Dead Sea’s natural resources, while Palestinians remain effectively excluded from pursuing such opportunities. Qumran National Park, private beach resorts, and the cosmetics company AHAVA, among others, reap enormous profits from settlements in the Dead Sea area, benefiting from Israel’s occupation and unlawful policies and helping to drive a self-serving narrative of the area’s history.

The main goal is to assess and downplay the impact of religion in relation to security-related concerns. Drawing on official speeches, interviews, declarations by key figures in the foreign policy process, the paper argues that religion is nothing more than an intervening factor in the case of Turkey’s approach to the 2003 war in Iraq. Therefore, notwithstanding the role of Islamist elites in the foreign policy decision-making of Turkey, Turkey’s foreign affairs were rather inspired by realist behaviour, driven by pragmatic considerations, aimed at pursuing rationalist goals.

- This article reviews the changed attitudes of Arab states (especially the “core” states of the Middle East) toward the Jews from the turn of the millennium to the present. It places these changes in a broad diplomatic context, which also relates to improved ties between Israel and Middle Eastern states and these states’ strengthening alliance with the US. The article presents the difficulties of Arab regimes and societies in differentiating between Jews and Israel, briefly describes widespread manifestations of anti-Semitism in the second half of the 20th century in Arab culture and media, and reviews the changing geopolitics and awareness in Arab states that have affected the development of interfaith discourse between Jews and Muslims. The article argues that a significant turnaround has occurred over the past two decades in the attitude of Arab regimes toward the Jews by virtue of the geopolitical changes in the Middle East and a desire to project enlightenment and modernity to the West. The resulting increased Jewish-Muslim dialogue could imbue future Israeli-Palestinian negotiations with an added dimension and contribute to their success.

- Sri Kartarpur Sahib is one of the most sacred religious sites for over twenty-seven million followers of Sikh religion around the world. This religious site known as gurdwara became a part of the premises of the state of Pakistan according to the partition plan in 1947. Sikh pilgrims desiring to visit this sacred place have always found it difficult due to the tensions between the two states of India and Pakistan. Finally, in August 2018, the newly elected Pakistani government under premiership of Mr. Imran Khan announced its intention to build a connecting corridor from Dera Baba Nanak in India to Kartarpur Sahib for the Sikh pilgrims. While it was generally considered a highly positive gesture towards building peace in the region, there was some negative response from the Indian side in particular. This paper discusses brief history of Kartarpur Sahib, the implications of the decision of constructing corridor by the Pakistan government and its importance in building peace between the two states and creating inter-faith harmony within Pakistan. An exploratory, historical and descriptive method has been applied. Besides consulting books and newspaper reports on this issue, two interviews were conducted to analyze contemporary situation. The results show that the move by the Pakistani government can very well be considered a way forward in peace building process and hurdles in implementation of a peace-oriented gesture need to be removed to promote inter-faith and inter-state harmony.

- The article takes up the subject of Poland’s cultural relations with some Middle Eastern Arab countries, i.e. with Iraq, Jordan, Syria and Palestine in particular. It has been done in historical perspective, analyzing development of the connections, the determinants influencing the course of changes, and political events and processes that have been strengthening or weakening the ties. Despite the long geographical distance between Poland and the Middle East, the cultural ties have turned out to be astonishingly rich, which was so partly due to the idiosyncrasy of their history - abound with wars and full of dramatic transformations. The three-part text begins with a historic overview of the relations that have gained a momentum during the World War II and in the post-war decades. Part two concerns the relations on official diplomatic level, usually ending up in initialed agreements and exchanging official visits. And the last part scrutinizes the spontaneous grassroots links forged between groups, individuals and non-political institutions. - Efforts to portray Muslims and their faith as threatening diminish our society by stigmatizing a significant American minority. They also can facilitate costly foreign policy blunders such as the 2017 Executive Order banning entry into the US of visitors from several Middle Eastern majority-Muslim countries, an order purportedly based on terrorist activity, technical hurdles to properly document these countries’ travelers, and poor coordination with US officials. Two recent books, “Mohammad: Prophet of Peace Amid the Clash of Empires” and “What the Qur’an Meant: And Why it Matters,” take on the task of broadening Americans’ still unacceptably low understanding of Islam. The authors – Juan Cole, a professor of history at the University of Michigan, and Garry Wills, a Pulitzer Prize winning lay scholar of American Catholicism – approach their subject in distinctly different manners. Yet, their message and conclusions are remarkably similar – namely, that ignorance of and distortions of Islam and what the Quran says both alienate vast numbers of Muslims and have led to foreign policy missteps. The books complement each other nicely.

- The contemporary displacement landscape in Iraq is both problematic and unique. The needs of internally displaced persons (IDPs) in Iraq are many, particularly as protracted displacement becomes entrenched as the norm rather than the exception. However, minorities originating from the so called ‘Disputed Territories’ and perceived Islamic State (IS)-affiliates represent two of the most vulnerable groups of IDPs in Iraq. Iraqi authorities currently have a real opportunity to set a positive precedent for IDP protection by formulating pragmatic durable solutions which incorporate non-discriminatory protection provisions, and which take a preventative approach to future displacement. This policy paper analyses the contemporary displacement context of Iraq, characterized as it is by securitization of Sunni IDPs and returnees, as well as ongoing conflict and coercion within the Disputed Territories. By examining current protection issues against Iraq’s 2008 National Policy on Displacement, this paper identifies protection gaps within Iraq’s response to displacement, before drawing on the African Union’s Kampala Convention in order to make recommendations for an updated version of the National Policy on Displacement. These recommendations will ensure that a 2020 National Policy on Displacement will be relevant to the contemporary protection needs of Iraq’s most vulnerable IDPs, whilst also acting to prevent further conflict and displacement.

- This study investigates the response of the Baloch Sunni ethno-religious minorty towards the assimilationist approach of the Islamic Republic of Iran. It argues that the Iranian theocratic political system uses an assimilationist approach and tries to assimilate the Baloch-Sunni into Shia Persain dominated ethno-religious group; but, this policy has been resisted by different strata of the society. The study finds that although there is a general consensus among the Baloch Sunnis to uphold their ethno-religious values, each segment of the Baloch Sunni society is combatting the central government’s ethno-religious policy on its own way depending on the means available, ranging from cultural efforts to political and military activities.

Arab Barometer observes a drop in perceived freedom of expression, right to protest peacefully, and to join associations since 2012-14. • While electoral participation is low in many contexts, it appears that many MENA publics frequently take political issues to the streets. Youth are especially likely to protest, but few say they also used force for a political cause. • The principle of charity is core to many religions, including Islam. Even though Arab Barometer has observed declining rates of charitable giving, overall a high percentage donate to the less fortunate across most countries.

- As a country that experienced few protests during the Arab uprisings of 2011, this year’s demonstrations in Algeria caught most observers by surprise. The massive outpouring of public opinion, which has continued for months, has toppled a long-standing leader and continues to challenge the ruling system. The 2019 Arab Barometer public opinion survey was conducted on the eve of the protests, lending unique insight into several key questions: Were these protests to be expected? What drives the protests? And, what do Algerians want for the future? The survey results demonstrate that declining conditions meant a breakdown of the social contract among all segments of society, which resulted in a high level of protest activity in recent years. However, these protests occurred largely outside the capital, leading many analysts to likely overlook them. Nevertheless, the survey suggests that while Algerians know what they do not want, they are divided on what they seek to achieve for the future, remaining skeptical of democracy and divided on the role of religion in public life. In other words, there is not a clear way forward or clear destination – instead, Algerians appear open to any system of governance that can bring improved governance and better economic outcomes.

- Saudi Arabia is embracing a new nationalism that is transforming domestic politics and the country’s foreign policy. The state is actively nurturing this nationalism, and has radically reduced the influence of the long-dominant religious establishment. A core purpose of the new nationalism is to speed the rise of the crown prince, Mohammed bin Salman, and back his reform agenda. Social media and traditional outlets have swung forcefully in behind this, spreading ‘lines to take’ and exalting the state and its leadership above all else. But the leadership may have created a Trojan horse: already nationalists appear to be training their ferocity back on the state that created them.

- Iraq was long neglected by Middle East political scientists, rarely treated as a comparative case for studies of democratization or social mobilization and generally viewed as an exceptional outlier case in studies of authoritarianism. Islamist movements in Iraq received little attention, despite the participation of a Muslim Brotherhood-affiliated party in government as well as the fascinating array of Shi‘i Islamist movements and parties that have competed in elections and governed the country since 2005. The neglect of Iraq had many causes. Prior to 2003, Saddam Hussein’s security state offered little access to researchers of any kind, while the intense violence and insecurity in the decade after his overthrow deterred most scholars who were not embedded with coalition authorities or the U.S. military. Political opposition to the invasion and occupation of Iraq may also have led scholars to avoid research which they thought might somehow vindicate the Bush administration’s calls for democratization through regime change. In recent years, however, the study of Iraq has undergone a quiet renaissance. Iraq has become comparatively safer and more open to academic research than in the past, while other Arab countries have become closed to researchers or less safe. New outrages since the 2011 Arab Uprisings, such as the debates over intervention in Syria, Libya, and Yemen, have perhaps eased the unique stigma surrounding the post-2003 Iraqi project, while a younger generation of scholars may be less shaped by the politics of that moment. The failed states and civil wars of the post-2011 period arguably have made Iraq “less unique,” with its experience now viewed as offering valuable comparative perspective. The opening of the Ba‘ath Party archives to researchers, while problematic in some ways, has created the possibility for genuinely unique archival study of the inner workings of an Arab autocracy. And a generation of young Iraqi scholars has emerged writing about their own country’s politics and society. This has led to a rethinking of the relationships among religion, violence, and the Iraqi state before and after 2003. How much control did the Ba‘th regime have over society immediately before the invasion, and what role did violence play in that control? In what ways did the regime’s Faith Campaign in the 1990s influence the post-invasion prominence of religious actors? Why did sectarian politics and violence become so pronounced soon after the invasion yet later ebb? Finally, what dynamics within Iraq are missed by looking at the country through a lens that prioritizes sectarianism? In April 2019, POMEPS and the Crown Center for Middle East Studies at Brandeis University brought together almost two dozen scholars to discuss these and other topics. The authors come from different disciplines – political science, history, sociology, and urban studies – and employ a range of methodologies and sources of data. All of the authors have conducted research either in Iraq or in the Ba‘th Party Records at the Hoover Institution or both. The 14 papers in POMEPS Studies 35: Religion, Violence, and the State in Iraq exemplify the ways in which scholars are using new perspectives, data, and sources to offer insights into religion, violence, and the state in Iraq’s past, present, and future.

61. The Lebanese Legislative Elections: Fragmentation and Polarization

- On 6 May 2018, Lebanon had its first legislative elections in nine years. But what was celebrated as a “victory for democracy” may have been merely a game of musical chairs between existing political actors. The elections may even be seen as a setback, with the return of major figures from the era under Syrian presence. For Lebanon, simply holding the elections – considered routine in most democracies – was seen as a victory. Parliament had extended its mandate three times since the last elections in 2009. Many obstacles had prevented the elections from taking place including the fragile security balance; the war in Syria and its polarization of Lebanese politics support for the Assad regime; the direct involvement of Hezbollah in Syria; and finally, a lack of consensus between major political parties and figures on a new electoral law. This last issue was the most crucial as the 2018 law emerged as a mix of elements designed to please all parties. Its key tenets were proportional representation and a division of electoral districts that satisfied most political actors. This paper explores the lessons learned from these elections and analyzes specific points such as the electoral law, political debate, and post-election perspectives.

- This paper records and interprets the rise and decline of Saudi overseas humanitarian charities, with special reference to the International Islamic Relief Organization (IIRO or IIROSA). Founded in 1975, IIROSA grew as a vehicle for a distinctively Saudi version of Islamic humanitarianism. By the mid-1990s, IIROSA was the world’s largest Islamic charity. Following the dismissal of its secretary general in 1996, and the crises of 9/11 and the Al-Aqsa Intifada, which cast a cloud to varying degrees over nearly all Islamic charities, IIROSA’s activities were reduced but efforts were made to revive them. In 2017, however, the kingdom’s new policy of centralization, and its disengagement from the “comprehensive call to Islam,” resulted in a remodeling of IIROSA’s role in support of the kingdom’s diplomatic interests but marginalized and stripped of religious content.

63. Pakistan and its Militants: Who is Mainstreaming Whom?

- Pakistani militants of various stripes collectively won just under ten per cent of the vote in the July 2018 parliamentary elections. Some represented long-standing legal Islamist parties, others newly established groups or fronts for organisations that have been banned as terrorists by Pakistan and/or the United Nations and the United States. The militants failed to secure a single seat in the national assembly but have maintained, if not increased, their ability to shape national debate and mainstream politics and societal attitudes. Their ability to field candidates in almost all constituencies, and, in many cases, their performance as debutants enhanced their legitimacy. The militants’ performance has fueled debate about the Pakistani military’s effort to expand its long- standing support for militants that serve its regional and domestic goals to nudge them into mainstream politics. It also raises the question of who benefits most, mainstream politics or the militants. Political parties help mainstream militants, but militants with deep societal roots and significant following are frequently key to a mainstream candidate’s electoral success. Perceptions that the militants may stand to gain the most are enhanced by the fact that decades of successive military and civilian governments, abetted and aided by Saudi Arabia, have deeply embedded ultra-conservative, intolerant, anti-pluralist, and supremacist strands of Sunni Islam in significant segments of Pakistani society. Former international cricket player Imran Khan’s electoral victory may constitute a break with the country’s corrupt dynastic policies that ensured that civilian power alternated between two clans, the Bhuttos and the Sharifs. However, his alignment with ultra-conservatism’s social and religious views, as well as with militant groups, offers little hope for Pakistan becoming a more tolerant, pluralistic society, and moving away from a social environment that breeds extremism and militancy. On the contrary, policies enacted by Khan and his ministers since taking office suggest that ultra- conservatism and intolerance are the name of the game. If anything, Khan’s political history, his 2018 election campaign, and his actions since coming to office reflect the degree to which aspects of militancy, intolerance, anti-pluralism, and supremacist ultra- conservative Sunni Muslim Islam have, over decades, been woven into the fabric of segments of society and elements of the state. The roots of Pakistan’s extremism problem date to the immediate wake of the 1947 partition of British India when using militants as proxies was a way to compensate for Pakistan’s economic and military weakness. They were entrenched by Prime Minister Zulfikar Ali Bhutto in the 1970s and General Zia ul-Haq’s Islamization of Pakistani society in the 1980s. The rise of Islamist militants in the US-Saudi supported war against Soviet occupation troops in Afghanistan and opportunistic policies by politicians and rulers since then have shaped contemporary Pakistan.

- The JDC is an American Jewish organization that assists overseas Jewish commu- nities in distress. It is responsible to “American Jewry” and those organizations that fund it. Bauer (1974, 19) argued that the JDC has been guided by its founding “pledge of impartiality – it steers clear of political involvements” and takes pride in being “probably the only really non-partisan organization in Jewish life.” This paper examines the role of the JDC in caring for Soviet émigrés who left on visas for Israel but chose to resettle elsewhere. They were known as “dropouts” (Noshrim in Hebrew). It also deals with the JDC policy toward recently settled Russian Jews who left Israel to resettle elsewhere. In its work with Soviet Jewish emi- gres did the JDC serve the interests of the Israeli government, its donors and or the emigres? Did the JDC abide by its pledge of impartiality? Did the JDC try to force them to resettle in Israel against their wishes? The paper focuses on the spring of 1976 when the number of dropouts outnumbered those resettling in Israel. This led to a joint committee of Israelis and American Jews to coordinate a response. The ‘freedom of choice’ debate ensued; should So- viet Jews resettle in Israel or have the freedom to choose where to resettle? The findings here are based on archival records in the JDC, the Hebrew Immigrant Aid Society (HIAS), the CJF (Jewish federations) and the American Jewish Committee (AJC). The author also conducted interviews and reviewed secondary sources. The paper should contribute to a better under- standing of the JDC and its past ties to Israel and the American Jewish community.

- Judea and Samaria became a really important element in Israeli right-wing and religious debate following the Six Day War, because the State of Israel began to control it militarily and politically and started settling in this area. Nonetheless, Judea and Samaria had a deeper meaning within Religious Zionist ideology and its main representative Mafdal (NRP). After 1967 Religious Zionists were also influenced by the Messianic ideology, thus biblical territories accelerate Redemption. Hence, the NRP insisted on creating and develop- ing Jewish settlements in Judea and Samaria, both in leftist and rightist governments. The situation has changed since the Oslo Accords and Sharon’s disengagement from Gaza. Both were shocking for the Religious Zionism camp, the state was no longer a steady defender of Jewish settlements. In 2008 the Mafdal was absorbed by the newly created Habayit Hayehudi (the Jewish Home) which was treated as a hope for Religious Zionism to restore its former glory. The head of the Jewish Home – Naftali Bennett – called his party a real right-wing camp. He is thought to be a representative of settlers but he also tries to widen his electorate with secular citizens. Habayit Hayehudi is the best example of a party which wants to achieve ideas of Religious Zionism in the new political reality after Oslo. The article will analyze the attitude of the Jewish Home party towards Judea and Samaria and party’s ideological course.

- A profile on A. Joseph Howar, the CCAS benefactor behind one of Washington’s most iconic cultural and religious institutions. A. Joseph Howar, an immigrant from Palestine who became one of the most prominent Arab- Americans of the early 20th century, touched the lives of countless people during his 103+ years. A talented real-estate developer with an uncanny instinct for location, Mr. Howar was determined to give back to both his adopted country and his homeland. A proponent of education, he built a school and mosque in Palestine, and was the catalyst behind the creation of the Washington Islamic Center, which remains an important cultural and religious icon on Washington’s Embassy Row. Even closer to home, Howar’s legacy continues at Georgetown’s Center for Contemporary Arab Studies, where for more than 25 years, the Howar family has generously funded a scholarship in Joseph’s memory for students of the Master of Arts in Arab Studies program.

- With the military defeat of Islamic State (IS) militants in Mosul and other Iraqi territories, the Government of Iraq (GoI) is moving ahead with plans to stabilize violent environments, rebuild war-ravaged physical infrastructure, and restore vital services. Equally important is the need for developing a feasible national reconciliation strategy among the country’s various ethnic, religious, and social groups, through dialogue and trust-building mechanisms. In light of warm historical relations and significant political influence between Iraqi Kurds and Shi’ites, reconciliation between them is of paramount importance for lasting stability in the country. Indeed, in the absence of Erbil-Baghdad rapprochement, overcoming future political challenges will be very difficult. Towards that end, the Middle East Research Institute (MERI) and Al-Rafidain Centre for Dialogue (RCD) jointly organized a series of unofficial meetings involving representatives of Shi’ite political parties and a MERI-led Kurdish delegation between 28 February and 01 March 2018. Religious leaders, academics, political party representatives, members of parliament from the Kurdistan Region of Iraq (KRI), Baghdad and Najaf attended the meetings, organized under the themes of “The Future of Governance in Iraq: Crises and Partnership Opportunities” and “The Role of Decision-makers and Political Elites in Building Confidence Among the Components of Iraqi Society.” The MERI-led delegation also visited the Marja’iya (Shi’ite religious authority) in al-Najaf city.

- Ever since Saddam’s regime was toppled in 2003, Iraq has three competitive parliamentary elections in 2005, 2010 and 2014. In all of these, pre-election alliance building and post-election coalition building processes were fairly predictable given the confessional nature of Iraq’s political system. Essentially, the system is centered on a politically conventional power-sharing arrangement among the country’s three main ethno-sectarian powerhouses: Shi’ite Arab Muslims, Sunni Arab Muslims, and the Kurds. This arrangement has prompted small political parties to forge alliances with these confessional powerhouses. This time round, this trend is likely to continue in the upcoming elections scheduled on 12 May 2018, but perhaps on a smaller scale. What gravitates political entities are political expediency and nationalist sentiments. These two factors seem to be shaping and forming some alliances such as between secular and civil-minded parties, the Shiite Sadrist movement via Hizb Istaqama (the Integrity Party), and the Iraqi Communist party. On 22 January 2018, Iraqi legislators ratified a decision to hold much-debated anticipated parliamentary elections on 12 May 2018, thereby ending the stalemate by some lawmakers to postpone it. Iraq is at a crossroads, and much of what is at stake will depend on which of the 27 registered electoral alliances emerge as winners. The large number of alliances suggests that political entities are aware of the competitive advantages inherent to forming these, versus running independently. Indeed, because of Iraq’s particular parliamentarian arrangement, the 24 million eligible voters in the 18 national electoral districts, representing the country’s 18 governorates, will not be electing the next prime minister – they will, instead, be picking an electoral alliance, which will engage in post-election coalition building negotiations to nominate the prime minister and form the next government. While it is still premature to forecast the ultimate composition of the next government, it is most likely to be led by one of four viable options: Eitilaf al-Nasr (Victory Alliance) led by Prime Minister Haider al-Abadi; Eitilaf al-Wataniya (National Alliance) led by former Prime Minister Ayad Alawi; Eitilaf Dawlat al-Qanun (State of the Law Alliance) led by former Prime Minister Nouri al-Maliki; and Tahaluf al-Fatah (Conquest Alliance) led by al-Hashd al-Sha’abi (Popular Mobilization Units) commander Hadi al-Ameri. However, given the unpopularity of Iraq’s political class, no single alliance is expected to win a majority of parliamentary seats, forcing the formation of a grand-coalition government. This, nevertheless, may help build broad-based support and legitimacy given Iraq’s oversized economic, security, and political challenges. Furthermore, the next election is expected to maintain the status quo due to the existence of potent structural forces inspired by political and electoral confessionalism. However, and encouragingly, the status quo may prove ephemeral in the face of internal divisions within the traditional confessional centers of power, the rising popular discontent with the quality of the existing democratic system and the limited progress it has made over the past fifteen years. It would be safe to say that an inclusive government can increase popular support, reduce the likelihood of ethno-sectarian civil war, minimise the influence of external powers, and bolster the nation’s attractiveness to foreign investors. In the long term, Iraq needs a government that is ambitiously reformist to transform the state’s political, electoral, and economic systems.

69. The primacy of praxis: Clerical authority in the Syrian conflict

- A close look at the competing claims, actors, and movements for authority within the Syrian civil war reveals three distinct periods of political and religious influence: that of Syrian scholars, who were the first to inject religious language into the revolution; that of Salafi scholars predominantly from the Gulf; and lastly, that of jihadi organizations like ISIS and Hay’at Tahrir al-Sham, who were active on the ground. This paper focuses on which figures relied on action—rather than theoretical abstraction—to establish legitimacy and authority on the ground in Syria. Tracing the conflict from the first clerical attempts to coordinate the Syrian opposition to the conflict’s regionalization, and, later, internationalization, this paper demonstrates that the words of actors on the ground are more likely than those of far-off figures—however popular—to resound effectively.

- This essay takes as its focus society in the Persian Gulf over the long term, both before and after oil. In order to understand the transitions society has gone through, it is necessary to review the region’s historical evolution and how society in the Gulf today differs from that of the pre-oil era. The Gulf is presented as a distinct historical region, where a tradition of free movement helped account for the success of its port cities, themselves linked more to the Indian Ocean basin than the Middle East. In the twentieth century, the historic ties that connected the people of the Gulf littoral were curtailed as nationalism became the dominant ideology, and borders and passports were imposed. After oil was discovered and exports began following World War II, the small Gulf shaikhdoms, most of which were under British protection until 1971, experienced a surge in revenues that ushered in the modern era. Newly independent states sought to impose a new identity, manipulate history, and exploit sectarian cleavages to solidify the power of ruling dynasties. The historic cosmopolitanism of the Gulf was ignored by states that privileged the tribal, Bedouin heritage of their leaders. Arabs and Persians, both Sunni and Shi‘a, as well as many other groups have lived with each other in the region for many centuries, during which mutual differences occasionally led to conflict. But the current mistrust, tension, and sense of vulnerability felt by all sides is a product of the modern age.

76. The Shabaks: Perceptions of Reconciliation and Conflict

- With the complete military defeat of IS in Iraq underway, the process of the return of internally displaced people (IDPs) faces enormous challenges. IS’s swift seizure of control of vast swathes of territories created new fissures and exacerbated old animosities and grievances among the variegated communities of the Nineveh Plain. Members of certain communities joined IS, while others showed sympathy to the group, causing rising social tensions among the communities. The war against IS also prompted certain communities to form their own armed forces, which can now be used to challenge rival communities and impose one-sided solutions by virtue of force. While no rigorous plan for the post-IS situation is available, and with Iraq facing economic and political hardships, the region’s dynamics are likely to continue to be conflictual, and communal relations may worsen further. Understanding how communities perceive reconciliation and conflict is a key element to ensure the return of IDP’s in the future. This report focuses on the Shabak community, an abstruse ethno-religious group living on the Nineveh Plain just east of Mosul, and how they perceive reconciliation and conflict. Various international minority rights organisations recognise Shabaks as one of the five main minority groups most affected by the recent conflict beginning in June 2014. At present, the Shabak community is comprised of both Sunni and Shi’ites, yet the community’s religious identity has significantly evolved over time, moving from a distinctly heterodox to a more orthodox set of beliefs and rituals. This, combined with their geographic location in the disputed territories in close proximity to various other minorities, make their views on conflict and reconciliation particularly relevant for future coexistence in Nineveh. One of the main findings of this report is that the Shabak community suffers from four main conflicts. Two relate to relations with other ethno-religious communities, namely Sunni Arabs and Christians, and the other two concern divisions within the community itself, that is, religious and ethnic identity. The rise of IS has impacted conflict dynamics in two distinct ways. On the one hand, it has led to a proliferation of armed groups, significantly increasing the possibility of a violent escalation. On the other hand, the complete rupture of the pre-2014 status quo has resulted in an intensification of identity discussions, which is linked to the settlement of the administrative status of disputed territories on the Nineveh Plain. The community’s perception of justice and security is also explored in this report. Interviews reveal that the community is fearful of forced displacement and revenge acts after their areas are liberated, while some expressed doubts about the ability of the security forces and the judiciary system in place to deal with the post liberation environment.

77. The Christians:Perceptions of Reconciliation and Conflict

- This report is about perceptions of reconciliation and conflict among the Christians in Iraq. Being a religious minority group in a country that has been fraught with conflicts and instability, this community, like other minorities in Iraq, endured suppression, displacement, and degradation. This, in addition to the weakening rule of law, has had an inverse impact on their communal relations, causing many to migrate. Furthermore, the Islamic State’s (IS) invasion of large swathes of land in the Nineveh Plain, where large numbers of Christians live, was yet another severe blow inflicted upon this community. The findings of this study reveal that the Christian community has had a conflictual relationship with the Shabaks, another minority group, in the Nineveh Plain well before IS’s emergence in 2014. The interviewees claim that the Shabaks encroached on their lands in an attempt to undermine the Sunnis in Mosul, serve external agendas and change the demography of the area. This report also shows that the Christians have disagreements with the Sunni Arabs, the Kurdistan Regional Government (KRG), and the Central government of Iraq (CGI). In order to fend off the rising Shia dominance in the Nineveh Plain, Sunnis are partly blamed for increasing the level of violence in the area. Many Christians held grievances against KRG’s policies in the Nineveh Plain before 2013. They argue that in its attempts to shield influence against Baghdad, the KRG caused friction and fragmentation among the Christians. As for the CGI, the interviewees expressed mistrust since it was unable to protect them from IS’s onslaught. In the eyes of Christians, the security situation after liberation does not portend well. The Shia Shabaks are thought to pose a security concern in the Nineveh Plain because of their involvement with Shia armed forces while there are Christian armed groups as well. Baghdad and Erbil have not engaged in debating future control of the security of the Nineveh Plains. Therefore, they see the potential for eruption of violence which may inflict great damage on reconciliation efforts. In short, the dynamics in Nineveh Plain were not stable before June 2014. Inter and intra-communal relations were strained, the political landscape was divisive and the quality of services was poor. The KRG and Baghdad are usually blamed for the overall pre-crisis climate as they were competing for hegemony. The ramifications of that unhealthy competition were manifold. Polarisation, neglect, underdevelopment, and strained relationships are just some. IS’s invasion strained the relations further and a return to the status quo ante means protracted conflicts and further instability. The bigger danger is that more and more Christians would leave the country should the situation remain unchanged.

- The Arab League’s Chairman, Ahmed Abul Gheit, has warned President Trump that recognizing Jerusalem as Israel’s capital would do a disservice to the Israeli-Palestinian peace process as well as ignite violence in the Middle-East. Given the absence of a peace process and given the abundance of violence in the Middle-East, Mr. Aboul-Gheit’s warning does not even pass the laughing test. Far from inflaming the region, recognizing Jerusalem as Israel’s capital would actually send a sobering message to the Arab world: that the time of historical denial is over, and that Israel is being retributed for being the only country in the region that protects the holy sites of all faiths.

- To Gareth Doherty, there's no such thing as a single color "green." There are just too many hues and variations to commit to one label. Doing fieldwork in Bahrain, a desert nation in the Persian Gulf, he found a palette of colors, each imbued with the history, social dynamics, and politics of the island nation. Even when they live in a desert, people need green. On his daily walks across this arid, thirty-mile-long island, he documented the persistent presence of green, from green-painted roofs and doorways to a flourishing of scrub in the desert after a brief rain shower. Because people hunger for green space, states and individuals will go to great lengths to get it, taking steps that are at odds with sustainable development. Doherty investigated the resources required to keep Bahrain green, and explored the facts and myths of how a country lost its fresh water and its iconic date palm groves over the past century. His fascination with fieldwork also has led him and his students to the Bahamas to study the sustainable development of an island archipelago, and to Brazil, where states experience different amounts of rainfall and seasonal blankets of green. The Weatherhead Center for International Affairs asked Doherty about his year in Bahrain, and what he’s discovered about how people use and respond to the various colors of green in their landscape.

- opular discourse, especially in the West, presents the current conflict in Syria as part of an age-old struggle between the Sunni and Shi’a communities within Islam. Despite the sectarian trappings of the conflict, these divisions are not the root cause of the war in Syria. Rather, the hyperpoliticization of sectarian identities is one of the outcomes—and an increasingly salient one as conflict progresses. The origins of the Syrian war lie in much more mundane political and economic grievances. Despite steady economic growth and an extensive public welfare infrastructure, the vast majority of the population was excluded from the fruits of development and faced thwarted aspirations for social mobility and political expression. Rising poverty rates, endemic corruption, the poor quality of social services and government repression—factors present to varying degrees elsewhere in the Middle East—constituted a critical background to the Syrian uprising, even if they do not predict precisely why and when individual protestors took to the streets. More proximately, the evolution of a peaceful uprising into a full-blown civil war was sparked by the regime’s response to the initial waves of demonstrations. On March 13, 2011, several teenagers in rural Dara’a in southern Syria spray-painted the slogan of the uprisings, al-sha’ab yurid isqat al-nizam, or “the people want the fall of the regime,” on walls in their town. Government security forces arrested the young men and tortured them, inciting peaceful demonstrations by family members calling for the boys’ release. Syrian forces then cracked down violently, spurring other protests across the country.

- POMEPS Studies 28: New Analysis of Shia Politics The study of Islamist movements has often implicitly meant the study of Sunni Islamist movements. An enormous amount of political science scholarship has dissected the ideology, organization, and political strategy of Sunni Islamist movements.However these academic communities that study Sunni Islamism often proceed without any interaction with the academic communities that study Iran or Shi’a politics in Arab countries. Studies of Iran and of Shi’a movements similarly often proceed in isolation from the literature on the Arab world or Sunni Islamist movements. This is unfortunate, because Sunni and Shi’a Islamist political dynamics engage many similar theoretical or intellectual issues and could offer each other critically important comparative perspective. Therefore, on October 13, 2017, POMEPS convened an interdisciplinary workshop of scholars of Shi’a politics to discuss these questions and to probe the similarities and differences between the two academic communities. We are delighted to publish this collection of essays resulting from that workshop. The essays range widely, both thematically and geographically, and together offer a deeply informed and often surprising portrait of political changes across very different contexts. They also reveal the profound methodological and intellectual divides between the academic communities studying Sunni and Shi’a Islamism. The essays in this collection range broadly over these issues and represent a starting point for the development of a research community. In the coming years, we hope to see much more attention paid to the comparative study of Sunni and Shia Islamism across diverse contexts. Bridging these linguistic, analytical, methodological and political divides would be an important step forward in the broader understanding of Islamist politics.

- While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

- Abstract:
- A wedding party walks the shattered streets of Aleppo. A flash mob dances in a public square in occupied Ramallah. These scenes inspire the imaginations of millions as they travel through social media. They are shocking and comforting at once. The Arab world we are accustomed to seeing is one of accumulating catastrophes, multiple wars, occupations, and unprecedented authoritarian and sectarian militarization. By all counts, the conditions of people, as varied as they may be, in places like Iraq, Syria, Yemen, Egypt, and Palestine appear to only be getting worse before, and if, they will get any better. These conditions target the very possibility of life. Yet despite these hardships and amidst the varieties of dispossession and injustice we are now witnessing, people continue to live, to create, and to love. It is in the spirit of honoring this will to live that we present this issue of Arab Studies Journal. We are proud to feature articles that explore the history of modern Assyrian and Chaldean appellations, contribute a literary analysis of Cairo in a time of intense political change and upheaval, and present a historical study of Arab nationalism in the “Trucial States.” A special section titled “Love in the Arab World” includes a rich body of ethnographic studies on compatibility and marriage in Jordan; Valentine’s Day in Egypt; and the politics of desire in post-uprising Syrian television drama. As always, we are pleased to accompany our articles with a review section that engages a number of recent contributions to the field. Together these pieces testify to the resilience of the everyday and the significance of untold stories that are perhaps best represented in the words of Mahmoud Darwish, “One day I will be what I wish to be.”

- The intensification of Russia’s diplomacy in the Middle East is combined with a clearly defined objective: positioning itself as the new protector of persecuted Christians in the region. The author highlights both the ambitions of the Kremlin in the Mediterranean and the ever-growing influence of the Russian Orthodox Church, which has become a major political actor. Moscow sees Shiite Islam as its ally in the Middle East and is increasingly aligning itself with a Shiite axis composed of Iran, Syria, and the Lebanese Hezbollah. The author examines this burgeoning Russian-Shiite alliance in light of Russia’s strategic interests in the region.

- As a member of the Council of American Ambassadors, I have written before in CAA publications on Syria and radicalism in the Levant—once in September of 2013,1 and again in September of 2014.2 Nearly a year later, I am disheartened to see that US leadership continues to be timid in its struggle with the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) and Syria, in spite of our warnings and prediction that if the United States didn’t define and lead the effort in this fight, radical elements would take over against our interests. This didn’t have to be the case and doesn’t have to be in the future. However, the problem cannot simply be wished away and we can’t wait two long years for a new administration to take action.

89. Syria Calling: Radicalisation in Central Asia

- Growing numbers of Central Asian citizens, male and female, are travelling to the Middle East to fight or otherwise support the Islamic State (IS, formerly ISIL or ISIS). Prompted in part by political marginalisation and bleak economic prospects that characterise their post-Soviet region, 2,000-4,000 have in the past three years turned their back on their secular states to seek a radical alternative. IS beckons not only to those who seek combat experience, but also to those who envision a more devout, purposeful, fundamentalist religious life. This presents a complex problem to the governments of Central Asia. They are tempted to exploit the phenomenon to crack down on dissent. The more promising solution, however, requires addressing multiple political and administrative failures, revising discriminatory laws and policies, implementing outreach programs for both men and women and creating jobs at home for disadvantaged youths, as well as ensuring better coordination between security services.

- The rapid changes that the people of the Arab world have witnessed in the last four and a half years have been revolutionary. In its initial instances this wave of change was a euphoric experience. From the far east of the Arabian Peninsula to the far west of Morocco, many transgressed generational, sectarian, gender, and class divides to break the barrier of fear. They unified to publically and collectively call for popular sovereignty. They marched on various squares, neighborhoods, and roads demanding bread, freedom, and social justice. They led us to the unknown territory of hope. As the bids for popular sovereignty became louder and stronger, and people placed their lives and bodies in the line of fire, these Arabs posed a fundamental challenge to what observers had admonished as apathetic and moribund. Politics outside the confines of a militant Islamism and a calcified authoritarianism seemed possible. Perhaps at last, Arabs could step out of the identity debate on authenticity, to demand the basics: economic redistribution and freedom from state brutality. Perhaps at last, observers could finally step out of the closed circle of debate that 11 September 2001 and the war on terror escalated to new heights: essentialism on the one hand and apologetics on the other. In a sense, the ontological non-choice between militant Islamism and militant authoritarianism mirrors the epistemological trap that can do little more than eulogize politics.

- Religion was a pillar of pre-modern political identity in the Middle East, arising out of Muslims’ understanding of Islam’s foundational moment and state institutions that developed with the spread of Islamic Empire. Beginning at the turn of the 19th century, European colonial powers and indigenous reformers questioned the centrality of religious identity; instead, it was to be the nation that defined the political community. Since then, the nationalist project has permeated 20th century ideological conflicts in the region, equally shaping the claims of secularists and Islamists. Today, advocates of religious change refer back to early Islamic history as they seek to place religious over national identity, yet they, like their competitors, are unmistakably shaped by the secular nationalist project.

- We live in an age of identity politics. We define ourselves by one or more objective measures: measures of race, ethnicity, gender, politics, religion, sexual orientation, to name just a few. Those measures then define who we are to others. They determine our place in society, the communities with which we identify, our attitudes towards others and other communities. The politics of identity are fraught, and they interact in ways that both liberate and confine. On the one hand we prize diversity. On the whole, this is a good thing, since it reflects a larger transformation in American life. Like it or not, the fact is that we are becoming, have become, a “multi-cultural society.” No matter what terms we use to define diversity—racial, ethnic, religious, sexual, gender, whatever—we are more diverse now than we have ever been, and we are destined to grow more so. Multi-culturalism is not an option; it is the future. The only question is how, and how well, we are going to deal with it.

- Islam has rarely been far from the center of the world’s political and security agenda in the decade and a half since the September 11, 2001 terrorist attack against the United States. The range of issues to which Islam has been deemed central is staggering, from transnational terrorism and counterinsurgency in Iraq to the possibility of democracy in the Middle East. These long-running debates have been galvanized over the last few years by the rise of the Islamic State in Iraq and Syria, shocking acts of terrorism from Paris to Tunisia, and the failure of the democratic experiment with Muslim Brotherhood rule in Egypt. In April 2015 the Project on Middle East Political Science and the Transatlantic Academy hosted a workshop for a sustained discussion of emerging questions on Islam and international order. The two-day workshop brought together a broad, interdisciplinary group of scholars, including area specialists and generalists, from the fields of political science, religious studies and history. The workshop, part of the POMEPS Islam in a Changing Middle East initiative, built on the Transatlantic Academy’s 2015 theme of religion and foreign policy. Peter Katzenstein of Cornell University, in his keynote address, put the question of Islam squarely within the racial and civilizational politics of a declining American imperium. This historical and global perspective provoked a wide-ranging discussion. Islam has played many roles in many different regional and global political orders, as Cemil Aydin, Bruce Lawrence and Jonathan Brown evocatively explained. And, as Amitav Acharya forcefully argued, Islam has routinely frustrated the expectations of popular grand theories of world order. The workshop ranged widely over the question of how to think about Islam within global, regional and domestic political arenas, from a diverse range of empirical cases and theoretical literatures. Can Islam really be understood as an actor, with interests and a coherent identity? Is there something unique about Islam that prevents it from being treated theoretically like other cultural traditions such as nationalism, ethnicity or ideology? Should Islam be seen as a causal variable or as a context through which actors pursue their interests and fight their political battles? What are we doing, conceptually and politically, when we describe political thought as “Islamic political thought,” movements as “Islamic movements,” or democracy as “Islamic democracy”? The essays prepared for this workshop are available here as POMEPS Studies 15. Several key themes ran through the discussions. First, several of the memos specifically focus on the emergence of the Islamic State. Marc Lynch surveys the central analytical arguments that have been deployed to explain the Islamic State Caliphate’s development, noting the very different policy responses each might elicit. Barak Mendelsohn and Reyko Huang evaluate the Islamic State in the history of jihadist groups and insurgencies, and Lawrence Rubin argues that ideational balancing will prevent the Islamic State from becoming a normal state.

- On the occasion of the Annual Summit of the Strategic Studies Network (Bangkok, 23-25 February 2014), several EuroMeSCo researchers participated in the kick off meeting of the Working Group “The Arab Spring in Comparative Perspective”. This group, lead by the European Institute of the Mediterranean (IEMed) will involve over 20 EuroMeSCo researchers, who will work throughout the year with the aim of publishing a joint volume on comparative perspectives of the transitions in the Arab world. The Working Group is structured around two main blocks: “Internal changes in transition processes: What priorities?” and “External actors and regional integration”. It consists of a total of 6 working packages, each of them lead by two EuroMeSCo researchers. The topics to be explored are: State building processes and reforms, security sector reform, the role of religion in transitional processes, socio-economic reforms, the role of the European Union in supporting democratic transitions in the Southern Mediterranean and regional integration.

- The workshop "Democracies in the Making: Egypt at the Center of Arab Transitions" focused on the analysis of the current phase of the democractic transition in Egypt, dominated by a high level of polarisation. It was organised by EuroMeSco, the European Institute of the Mediterranean (IEMed) and the Al Ahram Centre for Political and Strategic Studies (ACPSS), with the support of the Spanish Agency for International Development Cooperation (AECID). - In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

- Although President Rouhani has persuaded the Supreme Leader to adjust the IRGC's economic functions, he has not challenged its role in shaping Iran's nuclear policy. President Hassan Rouhani's relationship with Iran's Islamic Revolutionary Guard Corps (IRGC) is a central dynamic in the country's politics and economy. As always, Ayatollah Ali Khamenei ultimately determines the roles of the president and the IRGC, so Rouhani has sought to pursue his economic imperatives without crossing the Supreme Leader or the military elite on the nuclear issue.
