Abstract:
The Middle East has become a kaleidoscope of evolving relationships and developments. Following almost a decade of near chaos, Libya has just elected an interim government, paving the way for a new transition. Despite several new normalization treaties with Arab states, Israel remains deadlocked in perhaps the most urgent of its relationships with Arab states; that with Palestine. A decade of stressful and largely fruitless negotiations between Egypt, Ethiopia and Sudan over the Grand Ethiopian Renaissance Dam is threatening to become even more complicated by Ethiopia’s internal conflicts and the possibility of a civil war spilling over its borders, threatening a fragile transition in Sudan and possibility of stability in the Horn of Africa. Amid all these developments, relationships and alliances are being reformed and reevaluated. Where does Egypt stand on all of these issues? MEI held a private, on the record roundtable discussion with the Ambassador of Egypt to the United States Motaz Zahran and Acting Assistant Secretary of State Joey Hood. MEI President Paul Salem gave an introduction and Senior Vice President Amb Gerald Feierstein and Egypt Programme Director Mirette F Mabrouk moderated the discussion.

Abstract:
Mitsotakis’ official visit to Libya and the reopening of the Greek embassy in Tripoli is a positive step towards normalization. The Libyan-Turkish memorandum on the delimitation of maritime zones will be difficult to revoke- but it must not be the only focal point of Greek-Libyan relations. The period leading to the December 24 elections in Libya is critical, and the situation in the country will remain volatile due to both internal and external challenges. Turkey retains a significant footprint in Libya with several political, military and economic implications. Libya is an important country for the European Union and remains a source of challenges for European security (irregular migration, terrorism). Greece can play an active mediating role in Libya, at a European, bilateral and regional level.

Available historical accounts as documented by scholars, opines that this area presently described as Desert has not always been so, as before now it was an area with beehive of economic activities (KENNY J., 2000). As such, there was a great influx of both human and economics goods in and around the area (KWANASHIE et al., 1987). The resultant effect was that by about 700 CE the Kanem Empire began to form in what is now Chad and Libya. This empire was to later absorb other tribes and peoples of northern Nigeria and trade and diplomatic exchange took place in the area. [...] there has been a sort of symbiotic relationship and exchange of goods, services and idea over time across the region, a mark of traditional diplomatic relations and good neighborliness. This is particularly noticeable in the Northern part of Nigeria, where governments of most of the countries around and along the desert areas have continually maintained diplomatic contact. A good example is the case of Libya government uptill the last 2010’s which apart from educational exchange had massively funded the construction of Mosques and other Islamic Centers of worship in Kano and other cities of the North. The government particularly under Gaddafi had embarked on several humanitarian donations and visits to Kano and these other Northern states, most times unannounced, after which he would journey back to his country (KINGSLEY, 2011).

Though the four-by-fours with migrants still leave regularly for Libya, there’s little doubt that EU driven anti-migration efforts in the Agadez region of Niger has been a blow to the local cross-border economy. POLICY RECOMMENDATIONS ■ EU interventions in Niger have had an unintended negative effect on the safety of migrants. It’s therefore important to maintain focus on rescue missions in the desert. ■ Europe must ensure that conflict and context sensitivity remain paramount as well as promoting alternative development opportunities and good governance. ■ National, local and traditional authorities should continue to avoid conflicts linked to natural resources, including gold, uranium, pasturelands and water, by promoting transparency and participatory decision-making.

The marginalization of Libyan youths has contributed to a much larger extent their propensity to be radicalized. In 2011, Libyan youths both armed and unarmed formed the fulcrum of the Libyan revolution (Luhrmann, 2015). They were clear in their demands, “Gaddafi must go”. Abstract The commander of Operation Dignity, Khalifa Haftar, shocked supporters even more than his opponents when he agreed to meet the Chairman of the Presidential Council, Fayez al-Sarraj, in Abu Dhabi on 2 May 2017, having previously refused to recognise him. This about-face may be attributable to the acquiescence of Haftar’s regional allies to direct international pressure. Reactions to the rapprochement between al-Sarraj and Haftar varied across the eastern and western fronts. Khalifa Haftar’s status in the east precludes serious opposition to his decisions, while in the western region a substantial segment of the population blessed the meeting in hopes that a détente would stop the deterioration of the security and economic situation. In contrast, western political and military factions were incensed, and some responded violently. Haftar’s acceptance of consensual agreement and reconciliation clearly grows out the waning possibility of assuming control of the country through decisive military action. From his standpoint, it therefore makes sense to attempt to impose his conditions through negotiations, which means the Skhirat agreement could collapse or undergo radical revisions.

The Libyan Political Agreement (LPA)1 also known as the Skhirat Agreement has been bedeviled with significant deficiencies from its onset. In part, it was vouched for irrespective of the fact that necessary domestic support was not garnered pursuant to its approval - vital security sector actors missing at the negotiation table. This Policy Brief discusses how it has failed thus far and gives options for inclusive renegotiations given Libya is at a pivotal point with every action of the UNbacked Government of National Accord (GNA) key going forward in the country’s quest for sustainable peace and unity. The Agreement as it stands is largely not a panacea to any of Libya’s political and security predicaments with the battle against the Islamic State won in Sirte

During the planning for this and upcoming issues, the staff of the MCU Journal, under the direction of the new editorial board, continues fine tuning our publication strategies to acquire content that speaks to the larger issues of policy important to the Marine Corps, generally and specifically. This has led us to seek authors who can provide more than just single threads of continuity, but rather to help us craft entire issues that focus on defined topics for deeper-level conversations. To that end, the closing issue of 2016 presents what, on the surface, may appear to be five articles speaking broadly to the concerns of one region, in this case the Middle East and North Africa (MENA). Upon further reading, however, the reader will discover that this issue features two distinct sections that illustrate both political science and historical perspectives relevant to the U.S. military Services and the larger Department of Defense community.

Abstract:
The use of the concept of agency in relation to Africa's foreign relations has, up to now, been very limited. This has often related to the actions of individual pivotal states, such as South Africa or Libya. Indeed, there has not yet been an in depth examination of African agency in international relations, making this volume a welcome addition. Admittedly, this is an enormous subject, one that has grown in significance and relevance given the deepened involvement of actors such as China on the continent since the end of the last century. Questions started to be asked about how African states could structure their engagement with an actor so obviously superior in economic and political power. However, this is not the first time that African agency has been addressed, as these questions were previously inspired by the post-colonial experience and the analysis of enduring Great Power involvement in African affairs, during and after the Cold War.

Abstract:
The essay analyses the role of NATO in the post-Cold War period by conduct- ing a comparison of the cases of NATO’s operations in Kosovo and Libya. The article re- veals the enhanced weight of the Alliance member states and the European countries’ ac- tive role in protecting their regional interests and also show how the state interests of the USA and Russia played a significant role in the two cases. This analysis of the behavioral patterns of the former Cold War adversaries could provide a useful interpretation and per- haps an explanation of the current events in Ukraine. The pursuit of power continues to dominate the international relations arena as the confrontation between the USA and Rus- sia is far from over.
