1501. Is it all about territory? Israel's settlement policy in the occupied Palestinian territory since 1967

Abstract:: Changing with rapid speed, the current political geography of the occupied Palestinian territory has de facto come to undermine a two-state solution and is turning the official aim and end point of international negotiations at best into a naïve mirage for policymakers and at worst into a façade for a very different political game playing out in the occupied territory of the West Bank and Israeli-annexed East Jerusalem: that of Israel's ongoing territorial expansion into Palestinian land. The study shows how the settlement policies inside what are internationally-recognised Palestinian territories are not merely undermining the realisation of the two-state solution: the territorial claims put forward and pursued in practice and their anchoring in strategies of legitimisation reach far beyond international legal standards. This reveals a very different political narrative embedded at the core of the conflict from that projected by those images often appearing in the mainstream media and policy circles: a narrative of an ongoing struggle over land detached from any 'Peace Process' measures.

Abstract:: The divided Korean peninsula is a flashpoint in the regional security complex in East Asia. The central issue is the threat posed by North Korea and how to meet it. After a review of North Korea as an international actor and of two important incidents in 2010 (the sinking of the South Korean naval ship Cheonan and North Korea's shelling of the South Korean coastal island of Yeonpyeong), the rationality underlying the country's military efforts is considered. South Korea's Nordpolitik is reviewed and the rise and decline of its sunshine policy and the role of its alliance with the United States is described. Two non-Korean great powers, China and the United States, are important actors in the region, and their relations with North Korea, goals and priorities, and implementation strategies are outlined. The report concludes with reflections on the potential for changing the present security complex, which is marked by a fear of war, into a restrained security regime, based on agreed and observed rules of conduct.

1503. North Korean Succession and the Risks of Instability

Abstract:: Transitions often present risks to authoritarian regimes, but the succession in North Korea has apparently passed with few problems. With no opposition from the military and China's clear support, there are no signs to suggest that Kim Jŏng-ŭn, the young leader who replaced his father, Kim Jong-il, following his death in December 2011, is anything but in charge in his own right. Far from creating a regency of older family members or generals, the North Korean system has maintained its focus on a single leader and projected an image of stability and unity as it celebrates the centenary of the birth of its founder, Kim Il-sung. While that image appears to be accurate, there is nothing to suggest that the new leader is or will become inclined to take measures that would either improve the lot of the country's citizens or reduce the regional frictions that Pyongyang is at the centre of.

Abstract:: Containment is the term generally used to characterize American policy towards the USSR after the Second World War, when it consisted of a series of attempts to deal with the power and position won by the USSR in order to reshape postwar international order. Containment, as originally articulated by its chief architect, George F. Kennan, was always contested, for example because it did not clarify whether Soviet behaviour had strictly national or ideological roots, and would result in the USSR's having the initiative about where and when to act. Nonetheless, throughout the Cold War it remained US policy, partly because of the failure in 1953-4 of the alternative, 'liberation' and 'rollback'. Although containment changed and sometimes seemed to have broken down, for example in the Vietnam War, the imprint of Kennan's ideas—perhaps more than anyone else's—endured. After 1989 it seemed that containment had no place in the peaceful multilateral environment which seemed to be emerging; however, it proved adaptable to a range of post-Cold War situations, including some which appear to have little in common with the context and goals of containment's original formulation: among these are the challenges posed to US national security by the so-called rogue states.

1505. Stirring up the South China Sea (II): Regional Responses

Abstract:: The South China Sea dispute between China and some of its South East Asian neighbours – Vietnam, the Philippines, Malaysia and Brunei – has reached an impasse. Increasingly assertive positions among claimants have pushed regional tensions to new heights. Driven by potential hydrocarbon reserves and declining fish stocks, Vietnam and the Philippines in particular are taking a more confrontational posture with China. All claimants are expanding their military and law enforcement capabilities, while growing nationalism at home is empowering hardliners pushing for a tougher stance on territorial claims. In addition, claimants are pursuing divergent resolution mechanisms; Beijing insists on resolving the disputes bilaterally, while Vietnam and the Philippines are actively engaging the U.S. and the Association of Southeast Asian Nations (ASEAN). To counter diminishing prospects of resolution of the conflicts, the countries should strengthen efforts to promote joint development of hydrocarbon and fish resources and adopt a binding code of conduct for all parties to the dispute.

Abstract:: The rise and decline of great cities past was largely based on their ability to draw the ambitious and the restless from other places. China's cities are on the rise. Their growth has been fuelled both by the large-scale internal migration of those seeking better lives and by government initiatives encouraging the expansion of urban areas. The government hopes that the swelling urban populace will spend more in a more highly concentrated retail environment, thereby helping to rebalance the Chinese economy towards private consumption.

Abstract:: This essay analyzes the impact of Israeli unilateralism-specifically that of its settlement project-on the two-state solution. After exploring the relationship between unilateralism and power, the authors show, inter alia, that in-migration has accounted for about half the settlement growth since the international embrace of the land-for- peace formula in 1991, that the level of in-migration does not fluctuate according to government composition (right or left), and that Israeli-Palestinian negotiations have spurred rather than inhibited settlement expansion. The essay is framed by a contrast with the Palestinian bid for full UN membership, rejected as unilateralism by the Western powers but in fact aimed at undercutting Israeli unilateralism and creating the conditions for meaningful negotiations.

Abstract:: Coping with (and adapting to) climatological hazards is commonly understood in intergovernmental and aid agency for a as a purely technical matter. This article examines the UN Development Programme's stakeholder consultations in the West Bank and Gaza Strip in order to challenge the donor-driven technical-managerial framing of Palestinian climate vulnerability by showing how Israeli occupation practices exacerbate environmental stresses. While emphasizing the importance of social, economic, and political contexts in shaping populations' responses to climate change in general, the authors demonstrate the multiple ways in which the occupation specifically compounds hazards reveals it as constitutive of Palestinian climate vulnerability.

Abstract:: Since its creation in 1987, Hamas has been at the forefront of armed resistance in the occupied Palestinian territories. While the movement itself claims an unbroken militancy in Palestine dating back to 1935, others credit post-1967 maneuvers of Israeli Intelligence for its establishment. This article, in assessing these opposing narratives and offering its own interpretation, delves into the historical foundations of Hamas starting with the establishment in 1946 of the Gaza branch of the Muslim Brotherhood (the mother organization) and ending with its emergence as a distinct entity at the outbreak of the first intifada. Particular emphasis is given to the Brotherhood's pre-1987 record of militancy in the Strip, and on the complicated and intertwining relationship between the Brotherhood and Fatah.

Abstract:: In the near 20 years since the Oslo peace process began, Palestinians have suffered losses-socially, economically and politically-arguably not seen since 1948. This altered reality has, in recent years, been shaped by critical paradigm shifts in the way the Israeli-Palestinian conflict is understood and addressed. These shifts, particularly with regard to international acceptance of Palestine's territorial fragmentation, the imperative of ending Israel's occupation, the de facto annexation of West Bank lands to Israel, and the transformation of Palestinians into a humanitarian issue-have redefined the way the world views the conflict, diminishing the possibility of a political resolution.

Abstract:: The period of the British Mandate rule in Palestine is of great significance for the modern history of Christianity in Jerusalem and the Holy Land, because it represents an important transition point between the end of four centuries of Ottoman rule and the formation of the modern states of Israel and Jordan. It is surprising, however, that while the importance of the Mandate for the Christian churches is often noted, it has to date been an understudied area. Hence Laura Robson's book Colonialism and Christianity in Mandate Palestine is especially welcome.

Abstract:: Yitzhak Rabin was better known for his early role in the so-called peace process rather than for his role in the aerial bombardment, massacre, and expulsion of the people of al-Lydd and al-Ramlah in July 1948. The few families that survived and remained came under Israeli military rule. Fatima Kassam's book is an exploration of the life narratives of twenty of those women who remained in their natal towns of al-Lydd and al-Ramlah or sought refuge in towns from other destroyed localities.

Abstract:: These two books, The Palestinians in Israel: The Conflict Within by Ilan Peleg and Dov Waxman and Arab Minority Nationalism in Israel: The Politics of Indigeneity by Amal Jamal, centralize the question of the status of the Palestinian minority inside Israel. Both books agree that minority members are granted an inferior second-class citizenship. This question is not merely consequential to the prospects of peace and reconciliation in the conflict between Zionism and the Palestinian national movement over the West Bank and Gaza. Rather, its ramifications extend to the character of the state of Israel independently of the peace process. In order to address this question, a significant change should occur. The books offer different perspectives regarding the nature of this change.

Abstract:: The space between the military and society in Israel is the arena of a multifaceted and complicated relationship between the military and the civil sectors. As one of the contributors in Militarism and Israeli Society, Amir Bar- Or, declares: "Complexity is [a] key feature in civil-military relations in Israel" (p. 259). Militarism and Israeli Society is a collective attempt to understand this complexity. From the historian's point of view, the key strength of the book is its understanding of the way the space between Israel's civilian and military spheres changes-in scope and in nature-over time.

Abstract:: Zionism: One or many? Obsolete? Irreconcilably divided? Ethnocentric? Is there a Zionism compatible with nondiscrimination of Palestinians? These two books, Nation and History: Israeli Historiography between Zionism and Post-Zionism by Yoav Gelber and Zionism and the Roads Not Taken: Rawidowicz, Kaplan, Kohn by Noam Pianko, present opposite points of view, one backward looking and abortive, the other forward looking, expressing hope for change. Both are grounded in historical discussions with considerable relevance to the present. Both draw legitimacy by adhering to a Zionist dream. The two opposing dreams, however, negate each other.

Abstract:: Despite all the optimism accompanying the uprisings of 2011, the Arab Middle East remains a stagnant region in deep socio—political crisis with little chance for positive change anytime soon. The current regimes may stay in power or get replaced by new dictatorships, moderate or radical. Either way, in the near future, weak states will continue to grapple with domestic problems and the direction of their foreign policies. For good reason, this situation has Israeli leaders worried about the implications for their country's national security. The changing regional balance of power favors Turkey and Iran, both of whom encourage radical elements in the region, not Israel, while the seeming decline in U.S. clout has negatively affected both the Arab—Israeli peace process and Israel's deterrent power.

Abstract:: The security architecture that the United States helped establish after the Cold War in the Eastern Mediterranean is crumbling. That architecture emphasized two triangular partnerships: U.S.—Turkey—Israel and U.S.—Egypt— Israel. Each had its origin in the Cold War and gained new emphasis afterwards as a cornerstone of U.S. efforts to promote Middle Eastern stability. Yet the evolution of internal politics in Turkey over the last decade, combined with more recent shifts in Egypt, have brought to the fore civilian politicians who are openly critical of such partnerships and who have sidelined the partnerships' military proponents. The demise of these two triangles has profound implications for Israeli security, as well as for the U.S. military and diplomatic role in the Eastern Mediterranean. The changing geometry of U.S. relationships in the Eastern Mediterranean is part of a set of broader trends that make it more difficult for the United States to shape outcomes and set agendas in the region. This change in particular is likely to force the United States to emphasize bilateral relationships and ad hoc direct action in the future, placing a greater demand on ongoing U.S. management than has been the case in the past.

Abstract:: For most of the 20th century, Turkey chose not to get involved in Middle Eastern affairs. During the past decade, however, in a remarkable departure from this Kemalist tradition (based on the ideology of the republic's founder, Mustafa Kemal Atatu¨rk), Ankara has become a very active and important player in the region. Under the Justice and Development Party (AKP) government since 2002, Turkey has established closer ties with Syria, Iran, and Iraq, assumed a leadership position in the Organization of the Islamic Conference (OIC), attended Arab League conferences, and contributed to UN forces in Lebanon. It has also mediated in the Syrian—Israeli conflict as well as the nuclear standoff with Iran. Ankara's diplomatic engagements with Iran and Hamas have led to differences with the United States and Israel, leaving many wondering if Turkey has been turning away from itsWestern orientation or if it was just a long overdue shift East to complete Turkey's full circle of relations.

Abstract:: This article presents the case for arbitrating the territorial dispute over the West Bank between Israel and the Palestinian Authority. After nearly two decades of intense intermediary activity but with still no signs of progress, and against the inability of the parties themselves to move towards reconciliation, the article argues that as a method of conflict resolution, mediation has exhausted its primary objective – namely the establishing of direct channels of communication between the disputants – and it is now time to examine alternative methods to conflict resolution. These were all that remained of a decade long multinational effort transforming what in 1994 had been only a paper notion into a modern construction complex of steel and concrete. KEDO's profile on the North Korean landscape was unmistakable, its impact on Pyongyang profound. Yet, real knowledge and understanding about the organization in public and official circles in South Korea, Japan, and the United States was terribly thin at the beginning, and remains so to this day.

Noda's conviction to pass a tax increase had a political cost: 57 lawmakers of the ruling Democratic Party of Japan (DPJ) voted against the bill, while 15 DPJ members abstained. Former DPJ president Ichiro Ozawa, who leads the anti-tax-hike movement, and his followers created a deep rift within the ruling party over the tax legislation and subsequently damaged Noda's political power base by defecting from the party on July 2.

Abstract:: TEL AVIV–“Better the devil you know than the one you don't.” It's a 500-year old Irish proverb, but to Mideast policy wonks the phrase is instantly identifiable as Israel's decades-long policy toward its nettlesome neighbor Syria. Nearly four decades have passed since the Yom Kippur War, the last conventional conflict between the two states. During that time, Syrian Presidents Hafez and later Bashar Assad kept their frontier with Israel largely quiet, continuing the fight against it via their proxies Hezbollah in Lebanon and Hamas in the Palestinian territories. In Israel's never-ending search for regional stability—and amid uncertainty over who might replace the Assads—that arrangement seemed good enough. When in 2005 President George W. Bush asked Ariel Sharon his thoughts about toppling Assad, the Israeli premier responded with a question of his own: “Are you crazy?” Likewise, when Syrians first rose up against their regime last spring, Israeli officials remained cagey. Asked last March for comment, Prime Minister Benjamin Netanyahu replied laconically, “Any answer I'll give you wouldn't be a good one.” Shlomo Brom, a former head of IDF strategic planning and an Israeli negotiator with Syria in the 1990s, described Bashar Assad as a “known quantity,” while veteran diplomat Dore Gold urged caution given the volatility caused by anti-government dissent spreading “from the Turkish border down to the Suez Canal.”

Abstract:: Corruption in the Philippines diverts, delays, and distorts economic development, undermines the quality and credibility of democracy, and reduces the quality of life. That is so not just because of its extent but also because it comes in particularly disruptive and intractable forms. Philippine corruption is an example of the Oligarch-and-Clan syndrome—one found in countries offering significant and expanding political and economic opportunities in a setting of very weak institutions, but a pattern shaped by historical, cultural, and geographical influences specific to the country. Oligarch-and-Clan corruption is particularly disruptive, in development terms. Because of institutional weaknesses and the power of corrupt oligarchs and their followings, it often faces ineffective opposition. More than other syndromes it is closely linked to violence, and sharply limits the state's ability to perform such basic functions as revenue collection, maintenance of institutional foundations for the economy, law enforcement, conflict resolution, and dealing with security threats.

Abstract:: Malaysia's China policy in the post-Cold War era – as an instance of a smaller state's strategy toward a proximate and rising great power – has been characterized by three patterns. First, there was a shift from hostility and guarded rapprochement during the Cold War to cordiality and maturing partnership in the post-Cold War era. Second, despite the overall positive development, Malaysia's China policy has remained, in essence, a hedging approach that is driven by both a pragmatic desire to maximize benefits from a closer relationship with the neighboring giant and a contingent calculation to guard against any long-term strategic risks in the uncertain regional environment. Third, such a two-pronged approach, which took shape since the 1990s under Mahathir Mohamad, has endured beyond the Mahathir era. Indeed, under his successors Abdullah Ahmad Badawi and Najib Tun Razak, Malaysia has continued to pursue a policy of dualism vis-à-vis China. What explains the enduring continuity of the hedging approach in Malaysia's China policy? This paper adopts a neoclassical realist perspective, arguing that the continuity is attributed to both structural and domestic factors. Domestically, the changing bases of political legitimation in the multi-ethnic country, which highlight the increasing salience of economic performance and political inclusiveness as key sources of moral authority to the UMNO-led coalition government, have necessitated the succeeding leaders to continue pursuing a pragmatic policy aimed at ensuring a stable and productive relationship with China, not least to gain from the steadily growing bilateral trade and the giant's growing outward investment. Structurally, Malaysia's position as a smaller state has compelled it to be constantly vigilant about the uncertainty of state intentions and inter-great power relations, which in turn demands it adopts contingent measures to hedge against longer-term risks. It is such structural and domestic determinants that have fundamentally shaped the country's policy towards China in general and the South China Sea issue in particular, which characteristically bears the mark of a delicate dualism, i.e. an explicit preference for engaging China through bilateral and multilateral diplomacy, but one that is backed by a low-key practice of maintaining and strengthening its traditional military links with its Western security partners.

Abstract:: What are Israeli Prime Minister Benjamin Netanyahu's real intentions vis-à-vis Israeli–Palestinian negotiations and the two-state solution? What does he really want? Speculation aside, a great deal can be gleaned about both Netanyahu's core beliefs and his intentions by examining his words and his actions with respect to Jerusalem. Jerusalem is universally recognised as a key permanent status issue, which, for any peace agreement, will require the reconciling of competing Israeli and Palestinian claims as well as recognition and protection of Jewish, Muslim and Christian equities. In the context of the current political stalemate, however, it has become much more than that. Today, Jerusalem is both the volcanic core of the conflict – the place where religion and nationalism meet and combine in a potentially volatile mix – and a microcosm of the conflict and the imbalance of power that characterises developments on the ground.

Abstract:: Syria is geo-strategically, historically and politically the most central of Middle East countries, hence the over-riding importance of the conflict there. Yet any discussion of the regional implications of that conflict is necessarily highly speculative. Its points of departure are the instances of regional intervention and "overflow" from the situation already taking place. Turkey, with its open support for the armed Syrian opposition, is the leading candidate to establish "safe zones" or even "humanitarian corridors" that could conceivably lead to war. Ankara's growing rivalry with Iran is increasingly being acted out in Syria and is interacting with tensions between Sunni Muslims and Alawites/Shias not only in Syria, but in Lebanon and Iraq as well.

Abstract:: With no agreement on a two-state solution to the Palestinian-Israeli conflict in sight, one-state dynamics are gaining momentum – a development that will be difficult to reverse or even contain. In the medium and long term, no one benefits from such a development. Indeed, all might lose: an ugly one-state dynamic has no happy ending, and such a solution is rejected by Palestinians and Israelis alike. Instead, the emerging one-state reality increases the potential for various kinds of conflicts and contradictory impulses. Abstract:: South Korea’s rising status in regional and global affairs has received much attention in recent years. But in academic, media and policy debates South Korea is usually regarded as a mere middle power that, due to its geopolitical situation, has only limited leeway in its foreign policy. Accordingly, it must constantly maneuver between its larger neighbors: China, Japan and Russia. However, this perspective neglects the fact that the same geopolitical constraint also applies to other states in the region. No country can easily project its power over others. We use the concept of “regional power” as a template to discuss South Korea’s rising stature in regional and global politics. We argue that Seoul seems quite capable of keeping up with other assumed regional powers. Hence, we not only provide a novel account of South Korea’s foreign policy options but also go beyond current approaches by asking about the (undetermined) possibilities for Seoul’s regional relations.

Requisitions and expropriations of Palestinian land by the Israeli authorities continue to destroy the livelihoods of Palestinians living in the area and, unless action is taken, there are strong indications that the situation will only get worse. Abstract:: As this issue went to press, prospective Republican presidential candidate Mitt Romney delivered himself of a glaring series of gaffes and insults about the Palestinians in a speech in Jerusalem whose level of pandering led even some of the mainstream media to wince, and the Daily Show (31 July 2012) to gleefully exploit his blunders. Romney grossly misstated the per capita GDP of both Palestinians and Israelis (a strange misstep for a candidate whose claim to fame is his business acumen), and ascribed the yawning economic gap between them to “culture” and the hand of Providence. But his failure to mention forty-five years of Israeli occupation of the Palestinian territories as a factor holding the Palestinians back economically is lamentably not anomalous for an American politician. Romney is only one among many engaged in a dizzying race to the bottom when it comes to pandering to the most extreme Israeli positions and denigrating the Palestinians. Ignoring the elephant in the room, whether it is the occupation, or the failure of a so-called “peace process” to deliver peace for more than two decades, is par for the course in American political campaigns where Palestine is concerned.

Abstract:: This article traces the extraordinary development of Gaza's tunnel phenomenon over the past decade in response to Israel's economic asphyxiation of the small coastal enclave. It focuses on the period since Hamas's 2007 takeover of the Strip, which saw the industry's transformation from a clandestine, makeshift operation into a major commercial enterprise, regulated, taxed, and bureaucratized. In addition to describing the particulars of the tunnel complex, the article explores its impact on Gaza's socioeconomic hierarchy, strategic orientation, and Islamist rule. The larger geopolitical context, especially with regard to Israel, the Sinai Peninsula, and the Nile Valley, is also discussed. The author argues that contrary to the intentions of its architects, the siege precipitated the reconfiguration of Gaza's economy and enabled its rulers to circumvent the worst effects of the blockade.

Abstract:: Magid Shihade's Not Just a Soccer Game: Colonialism and Conflict among Palestinians in Israel turns on a "small" incident. On 11 April 1981, a football ("soccer") match took place between teams from Kafr Yassif (predominantly Christian) and Julis (predominantly Druze), two Arab villages in Galilee, Israel. "During the match,"fighting broke out between the rival supporters, causing injuries, and one fan from each village was killed (p. 2). Despite an early promise of a negotiated resolution, the Julis leadership later refused to engage in sulha(reconcilation) so that a hudna(truce) might be achieved. Eventually, "aggressors from Julis" attacked Kafr Yassif-causing considerable damage to the village-while "police forces .stood watching the violence unfold and did not intervene" (p. 6). Calls for an independent investigation were ignored, and eventually the Israeli government absolved the tactics of its police force, at once angering the Kafr Yassif com-munity and affirming their view that the Israeli state supported the Druze, in no small measure because of their conscription into the Israeli army.

Abstract:: Palestinian life in Gaza and the West Bank is defined by Israel's oppressive occupation, and this will not change until the occupation ends. Yet, after more than two and a half decades of research and writing on Israeli-Palestinian issues, I remain stunned by the lack of attention, indeed aversion, to context as an explanatory variable. By stripping issues and events of their current and historical framework, many scholars have failed to address the human dimensions of the occupation, which are central to understanding political, economic, and social behavior among Palestinians. Instead, dominant and essentialzing conceptualizations of the conflict that ignore Palestinian suffering and the reasons for it are constantly produced and reproduced despite their failure to illuminate or resolve. And in Palestine specifically these defining and recycled paradigms are further characterized by a willingness to legitimize Israel's occupation as long as there is no accepted agreement to end it. Even the word "occupation" seems to have been expunged from the lexicon of the conflict as irrelevant and obsolete.

Abstract:: In his latest work, Pappé attempts to bring attention to the history of the Palestinian citizens of the state of Israel, an ignored group that "has been dubbed traitors both by the Palestinian movement in the 1950s and by current Israeli political forces". For Pappé, theirs is a story of almost impossible navigation in a sea of "[Zionist] colonialism, [Jewish] chauvinist nationalism, [Jewish] fanatic religiosity and international indifference," and a history of "discrimination and dispossession but also of self-assertiveness and steadfastness". According to Pappé, it is important to study the '48 Palestinians because "it is only through a history of the Palestinian minority of Israel that one can examine the extent to which the long-lived Zionist and Israeli desire for [Jewish] ethnic supremacy and exclusivity" explains the Israeli position vis-à-vis all Palestinians.

These days we may think more readily in terms of exception or emergency, but the underlying logic, the deictic (or denunciatory) procedure, persists. Now is the moment to act. Or it was all happening then. Over there is where the problem lies. If only these people stopped making trouble. A concomitant, and equally pervasive, habit of thought has to do with the conviction that, if not a god, the plural will save us now. A strange response to "essentialism," and no doubt a symptom of its "unfinished project," we think ourselves safer in the vicinity of the many than in that of the one. With this in mind it is perhaps not surprising that some of the most trenchant Israeli critiques of the Zionist project have come from geographers and urbanists (E. Abstract:: Nowhere is the relationship between environmental protection and social justice displayed more clearly than between Israel and the occupied Palestinian territories. The Israeli government takes great care to guarantee that its citizens enjoy the benefits of a clean and comfortable environment. The opposite is true in the occupied West Bank and Gaza, over which Israel has maintained ultimate control for almost 45 years. There, Israel has instituted an exploitative regime that disregards the needs of the local population and ignores the occupier's responsibility as a custodian of the environment as stipulated by the Geneva Conventions. This is particularly evident in how Israel distributes water, permits the environmentally destructive behavior of Israeli settlers and prevents Palestinian development on the land it directly controls.

Abstract:: For over six decades, Israel's Palestinian citizens have had a unique experience: they are a Palestinian national minority in a Jewish state locked in conflict with its Arab neighbors but they also constitute an Israeli minority enjoying the benefits of citizenship in a state that prizes democracy. This has translated into ambivalent relations with both the state of Israel and Palestinians in the West Bank, Gaza, and beyond. They feel solidarity with their brethren elsewhere, yet many Arabs study in Israeli universities, work side-by-side with Jews, and speak Hebrew fluently-a degree of familiarity that has only made the discrimination and alienation from which they suffer seem more acute and demands for equality more insistent.

Abstract:: Former lead Israeli peace negotiator Gilead Sher, former Israeli Security Agency head Ami Ayalon, and Israeli entrepreneur Orni Petruschka (organizers of a new group called Blue White Future) made the following proposal in a New York Times op-ed titled "Peace without Partners." While most of the steps recommended by the authors are already being undertaken by the Netanyahu government or have previously been discussed among Israelis in the course of the peace process, the initiative is notable for openly labeling them as unilateral steps to determine final status and urging the Israeli imposition of a solution "regardless of whether the Palestinians leaders have agreed." Abstract:: The new US strategic guidance released in January 2012 represents a hallmark of US President Barack Obama's foreign policy and forms integral part of the so-called “Pivot to Asia”. However, rather than a radical departure from the past, the strategic guidance represents an evolution and extension of US foreign policy towards the region, envisaging the reallocation of American military assets from Europe to the Asia-Pacific. The implementation of the guidance strategy is a long-term and complex process: several challenges, tensions and frictions between the US and regional actors may hamper the implementation of the policy and will require a delicate balancing act in which China will play a key role. On the European side, the US shift should be seen as an opportunity to review the European Security Strategy and elaborate its own strategy towards Asia.

Abstract:: For the first time since the 1970s, there was no serious dispute as to who would emerge as prime minister from the 2013 Israeli elections campaign. Despite the lackluster campaign, the election results and the government that emerged from them do represent a certain change. Most notably, the election campaign focused on internal issues. This is because a core, centrist consensus on external and national security affairs now exists among a critical mass of Israeli Jews. This is also reflected in the new government. The governing coalition consists of the entire center, right and national religious bloc (with the exception of the rump Kadima party, with 2 seats, which has not entered). Labor, the largest opposition party, is centering its criticism of the government on internal, socioeconomic issues, on which it (rightly) perceives the new government to have a fairly united and coherent identity.

Abstract:: This article is an extract from William Harris, Lebanon: A History 600-2011 (Oxford: Oxford University Press, 2011). Surveying Lebanon's communities through fourteen centuries and the modern country from its origins after 1800, the book closes with today's downbeat Lebanon. The extract features a twilight zone, between Lebanon's devastating war period of 1975-1990 and the implosion of neighboring Syria in 2011-2012. After 1990, the authoritarian Syrian regime commanded Lebanon, faltering in 2005 with its partners--Lebanon's Hizballah and theocratic Iran--looming larger. Economic reconstruction coexisted with corruption, confrontation between Hizballah and Israel, political murder, and environmental degradation. Looking ahead, resuscitation of a credible Lebanese democracy depends on pluralism in a new Syria.

Conversely then, why was the unparalleled and positive nature of relations in the 1990s replaced by a hostile and toxic nature in the first decade of the 2000s? How can this difference in the relations between the 1990s and 2000s be explained? To answer such questions, this article uses the Copenhagen School’s theory of securitization. This approach not only helps to illustrate the characteristics of different periods in Turkish-Israeli relations, it also helps to highlight the specificity of the politics of civilmilitary relations in foreign policy making.

Abstract:: Donors tend to be perceived as more powerful actors than the recipients in relation to foreign aid. However, this article presents a contrary example through the donor- recipient relationship between the European Commission (EC) and the Palestinian Authority (PA) during 2006-07. Drawing on previous scholarship and the EC-PA case, the article notes the roles played by recipients, third parties and donors in limiting conditionality. In addition to these actor-oriented explanations, the article draws attention to the constraining effect that structure (in the form of constant and changing local political contexts and actor preferences) can play to limit aid conditionality. The article concludes with an observation on the continuing relevance of conditionality in general and a recommendation for further research on the role of structure in limiting conditions in relation to aid.

1573. Foreign Aid a Critical Component of Mideast Stability

Abstract:: A few weeks ago I found myself on the outskirts of a remote village in the Jordanian desert. One of my travel companions received a call on his mobile phone. It was a member of Jordan’s security services, saying we should call if we needed anything as they would have people nearby at all times. It was then I began to realize that the small projects I had come to observe had a global impact. I am not a traditional international relief worker. I grew up in a small town in Kansas, became a corporate finance lawyer, worked on the management team of a movie studio, and ran a startup healthcare services company. Perhaps this corporate background contributed to my skeptical view of the value of the U.S. spending overseas during bad economic times. During my two-week trip to Jordan and Iraq, however, I witnessed first-hand how seemingly minor development programs can help support stability and international values. Although Jordan projects an image of tourist-friendly calm, its location between Israel, Syria, Iraq, and Saudi Arabia makes it a strategically important player in any Middle East peace process – or conflict. All its borders, except those with Israel, are porous, and the country has received over 750,000 Iraqi refugees since 2003. Recently, over 140,000 refugees crossed from Syria as that country’s conflict has escalated. In the small town of Mafraq in northern Jordan, I met a Syrian woman and her three daughters who had fled their home the morning after Syrian forces killed all of the males in the home next door, including children. She has had no contact with her husband and sons since she left. The Jordanian people and government have responded compassionately, absorbing refugees into their homes and neighborhoods. A consequence of this kindness, however, is that communities are finding themselves overburdened. Jordan’s severe water shortage leaves most areas with running water only two days a week. Doubling or tripling the size of households turns water rationing from inconvenience into impossibility. The same is true for sewage, waste management, and public infrastructure as antiquated systems are pushed past their capacity. Even the free market works against the Jordanian hosts, as the swelling refugee population drives up the price of housing, food, and other commodities, while pushing down wages.

1575. Israeli Supreme Court Doctrine and the Battle over Arab Land in Galilee: A Vertical Assessment

Abstract:: In the mid-1950s, the overwhelmingly Arab central Galilee became the first regional focus of Israeli land-claiming in the context of state efforts to Judaize the region. This article examines the land-related judicial doctrines adopted by the Israeli Supreme Court through the early 1960s that facilitated this endeavor. While previous academic work on the evolution of these doctrines depicts a “horizontal” process proceeding from one SC precedent to another, this article employs a “vertical” approach that focuses on the role of litigant argument and lower-court rulings. The main finding is that in these disputes, SC justices did not merely rule in favor of the state, but consistently adopted the legal arguments advanced by the state, transforming them into SC doctrine and the law of the land. IN THE LATE 1950s, the central Galilee became the site of a judicial battle over land rights between the Israeli government and the region's Palestinian inhabitants. The thousands of legal disputes were products of the ongoing struggle between Jews and Arabs over land in the country that began under Ottoman rule and intensified during the British Mandate over Palestine. With the flight and expulsion of much of the country's Arab population and the establishment of the State of Israel in 1948, the struggle was transformed into one between the new Jewish state and its Palestinian minority, with Israeli officials using state-held land to intensify Jewish control and state law to expand beyond recognition the stock of land available for this purpose. A pivotal component of Israeli law that enabled the state to increase its landholdings, first in the Galilee and subsequently in other regions, was the land-related judicial doctrines institutionalized by the Israeli Supreme Court (SC) in the early 1960s, just as the judicial struggle over land in the Galilee was reaching its height. These doctrines expanded the legal definition of state land employed during land-title settlement and limited the ability of private claimants to acquire title, thereby strengthening the hand of the government at the expense of local residents. Because the lion's share of unregistered land in Israel was located in predominantly Arab areas, and because most land registered in the name of the state during the process was designated for Jewish settlement, these doctrines must be understood as having helped provide the territorial foundations for Judaization and shape Jewish-Arab ethnonational geographies of power in the young country. Although these doctrines' histories have been explored elsewhere, this article examines their evolution from a different perspective. Instead of approaching the doctrines primarily as SC creations and following their evolution “horizontally,” from one SC precedent to another as most legal scholars do, I focus on the origins of the fundamental principles by investigating the sources of the key ideas advanced by the authoring justices. This line of inquiry is particularly relevant, because a major point of contention in the writings of Israeli legal scholars has been the degree to which these justices were influenced by state interests and Zionist ideology, an arguably futile debate considering the absence of documentary evidence regarding the justices' inner thoughts and motivations at the time. However, by expanding exploration “vertically” beyond legal scholarship's traditional focus on upper-court rulings and incorporating the lower courts into our analysis, we gain a relatively clear understanding of where justices got their ideas. Although this vertical approach makes intuitive sense, I was nonetheless surprised by the consistency of my findings. In each doctrine examined for this article—the admissibility of aerial photographs, the “50-percent rule,” and the tripartite changes regarding Mewat land—lower-court rulings were by far the most important source of the arguments advanced by the authoring justices. And these rulings, in turn, most often replicated the arguments of Israeli state attorneys. In this way, doctrines evolved not only horizontally from one SC ruling to another, but also (and, in most cases, primarily) vertically, between the lower court (in this case, the Haifa District Court) and the SC. Moreover, while focusing on the horizontal evolution of these doctrines based on SC rulings alone may leave the sources of justices' ideas shrouded and unclear, exploring their vertical evolution based on lower-court and SC archives reveals a clear flow of doctrinal components from initial litigant arguments before the lower courts to the institutionalization of binding judicial doctrine. A vertical approach to the evolution of judicial doctrine has far-reaching implications for our understanding of Israeli executive-branch influence on the land-related judicial doctrines of the late 1950s and early 1960s. In contrast to previous scholarship, which concentrates on the degree to which doctrines favored state claims, factors motivating justices' rulings, and SC interventions, this approach focuses on the role of litigant argument and lower-court rulings in doctrine evolution. My main finding is that, in these disputes, SC justices did not simply rule in favor of the state but rather consistently adopted the legal arguments advanced by the state, transforming them into SC doctrine and the law of the land. The State of Israel v. the Palestinians of the Galilee: “Playing for Rules” during the Special Land Settlement Operation By the mid-1950s, the overwhelmingly Arab central Galilee had become the focal point of the Jewish-Arab struggle over land and the first regional focus of Israeli state land-claiming. There were two reasons for this. First, the area was almost all Palestinian in population and land ownership and had not been allocated to the proposed Jewish state by the 1947 UN partition plan. Although the Galilee (like most Arab areas of the country) remained under military rule between 1948 and 1966, many Israeli officials still regarded the demographic and sociospatial conditions there as a threat to Israeli security and sovereignty. It was in this context that efforts to “Judaize the Galilee” through Jewish settlement began in the early 1950s. Second, the region had not yet undergone settlement of title, or “land settlement”—a comprehensive system of survey, mapping, private and state land-claiming, and land registration initiated by the Mandate government and adopted by Israel in 1948. According to the terms of the system, this meant that the state's recognition of ownership rights in the region had not yet been finalized. From the outset, securing title of state-owned land to ensure sufficient territory for Judaization of the Galilee was a major Israeli concern. To this end, government agencies embarked on a systematic campaign of state land-claiming in the region. The land claimed by the state in the Galilee fell into two general categories: 1) privately owned Palestinian land expropriated en masse in the wake of the 1948 war, claimed by the Custodian of Absentee Property (CAP) and the Development Authority; and 2) “unassigned state land,” a term used by state authorities to refer to various types of land to which bare title was held by the state and to which individuals were unable to establish private rights to the satisfaction of the authorities. Israeli officials were troubled by the incomplete nature of the Galilee land registries and their belief that, since 1948, Galilee Arabs had “seized” large areas of state land. In 1954, these officials began calling on the government to accelerate Galilee land settlement to clarify the situation.

Abstract:: This article traces the evolving discourse on the "right of refugee return"among the Palestinian citizens of Israel during the first decade of Israeli statehood, with emphasis on the role of the local Arabic press in shaping and reflecting that discourse. More particularly, it focuses on al-Ittihad, the organ of the communist party (MAKI), which paid the greatest attention to the refugee issue. In tracing the party's shift from a humanistic/anti-imperialist stance on the issue to one emphasizing the refugees' inalienable right to return, the article sheds light on MAKI's political strategy vis-à-vis the Palestinian minority. It also illustrates the political vibrancy in the early years of the community, generally viewed simplistically in terms of a pre-1967 quiescence and post-1967 politicization. In late autumn 1959, Saliba Khamis, a Palestinian member of the Israeli Communist Party (ha-Miflagah ha-Komunist ha-Yisra'ilit-MAKI) central committee, wrote an essay in the party's Arabic-language newspaper, al-Ittihad (The Union), reviewing the ongoing attempts to compensate and resettle Palestinian refugees outside Israel. In his view, such offers would never succeed because of "the vigilance of the refugees themselves and their strong insistence on their right to return to their country." Khamis's invocation of "rights" (huquq) permeated his analysis, appearing fourteen times in his half-page essay.# His comments also reflected a shift in thinking of many Palestinian MAKI leaders during the first decade of Israeli statehood. As the only legal non-Zionist party during the 1950s, MAKI was the political home for many Palestinian citizens of Israel who held Arab nationalist beliefs but had no other outlet for political expression. Like its predecessor, the Palestine Communist Party (PCP), MAKI's platform stressed internationalism and Arab-Jewish brotherhood, though disagreements over the party's attitude toward Arab and Jewish nationalism occasionally led to tensions within the party. In 1944, Arab leaders broke away from the PCP to form the National Liberation League (NLL), which had a closer affinity to Arab nationalist positions. Although the Jewish and Arab branches reunited in 1948 to form MAKI, such disputes once again led to the party's split in 1965 into the predominantly Jewish MAKI and largely Arab RAKAH parties. During the period under review, MAKI's Arab and Jewish leaders worked together to maintain an internationalist outlook while tailoring their political messages to appeal to their respective communities. Given the disproportionately large Arab makeup of the party, MAKI's Arab leaders used their party's publications to enhance their reputation as the champion of Israel's Palestinian minority and to convince readers to vote for MAKI in parliamentary elections. While we cannot know with certainty how widespread the views expressed in al-Ittihad actually were, a close review of the paper gives us insight into the political positions MAKI leaders believed would resonate in the Palestinian community, thus providing us with a useful lens through which to examine Palestinian political discourse in Israel during its early years. Reports and editorials that appeared in al-Ittihad throughout this period show how two threads in the discourse on return developed, crystallized, and ultimately converged. Initially, the few articles written on this subject were by party leaders with a strong pro-Soviet tilt and were aimed at convincing Israeli decision makers to allow refugees to return to their original homes and lands on humanistic and anti-imperialist grounds. However, by 1959, a host of regional and domestic factors led al-Ittihad to emphasize the collective and inalienable right of Palestinian refugees-both the "external" refugees mainly in the surrounding states and the "internal" refugees still in Israel but prevented from returning to their villages-to do so. These factors included mounting Palestinian calls for the right of return, which, coupled with growing Soviet support on the issue, gave MAKI some of the political cover it needed to take a stronger stance. At the same time, competition with the newly formed Arab nationalist group al-Ard and the leftist-Zionist party MAPAM for the political support of Palestinian Israelis, along with pressure from internal refugees themselves, further convinced MAKI's Arab leaders to emphasize the refugees' right of return-a position they have held ever since. This confluence of domestic and regional developments makes 1959 a useful endpoint for our discussion of MAKI's transformation. Understanding how and why these changes occurred not only gives us keen insight into the dynamics of Palestinian activism in Israel during this early period but also demonstrates that the direction of this activism was often bottom-up rather than top-down. Furthermore, it shows how al-Ittihad helped connect the geographically and politically isolated Palestinians in Israel to the rest of the Arab world, paving the way for a reunited Palestinian political entity in the post-1967 era. The refugee issue is one of the most contentious of the Arab-Israeli conflict. Palestinians have long argued they have a legal right to return to their homes in historic Palestine. This was based in part on the Universal Declaration of Human Rights provision, "Everyone has the right to leave any country, including his own, and to return to his country," as well as on UN General Assembly Resolution 194 (III), which recognizes "that the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return and for loss of or damage to property."Israel, however, has maintained that Palestinians do not have a legal right to return and that a solution to the refugee problem must be part of a broader peace agreement focused on the resettlement of refugees. While Israel did allow a few thousand refugees to be repatriated under family reunification provisions negotiated at the Lausanne conference in 1949, it has resisted pressures to accept large numbers of refugees since then. Much of what has been written on the Palestinian refugees has focused on the origins of the problem and their prospects for return. Studies of internal Palestinian refugees in Israel have outlined the mechanisms by which they were deprived of access to their lands and their own attempts to return. Less attention has been paid to how Palestinians in Israel viewed the refugee issue as a whole, especially during the early years of the state. One reason for this may be the fact that Palestinian citizens of Israel are often viewed as having been quiescent prior to 1967, whereas after 1967, exposure to Palestinians in the newly occupied territories and in exile led them to challenge government policies more forcefully. This was certainly true to some degree: the military government imposed on the community between 1948 and 1966, coupled with land confiscations, economic discrimination, and travel restrictions, greatly hindered any attempt at political mobilization during that period. Nonetheless, bisecting the political history of Palestinian Israelis into "pre-1967" and "post-1967" periods glosses over more nuanced developments within the community during the early years of the state. Among the aims of the present study is to determine when the concept of "right of return" became commonly used in MAKI's discourses on refugees.

Abstract:: Theory tells us that weak rule of law and institutions deter cross-border integration, deter investment relative to trade, and inhibit trade finance. Drawing on a survey of more than 300 Chinese enterprises that are doing or have done business in North Korea, the authors consider how informal institutions have addressed these problems in a setting in which rule of law and institutions are particularly weak. Given the apparent reliance on hedging strategies, the rapid growth in exchange witnessed in recent years may prove self-limiting, as the effectiveness of informal institutions erodes and the risk premium rises. Institutional improvement could have significant welfare implications, affecting the volume, composition, and financial terms of cross-border exchange.

Abstract:: What is the relationship between foreign manufacturing multinational corporations (MNCs) and the expansion of indigenous technological and managerial technological capabilities among Chinese firms? China has been remarkably successful in designing industrial policies, joint venture requirements, and technology transfer pressures to use FDI to create indigenous national champions in a handful of prominent sectors: high speed rail transport, information technology, auto assembly, and an emerging civil aviation sector. But what is striking in the aggregate data is how relatively thin the layer of horizontal and vertical spillovers from foreign manufacturing multinationals to indigenous Chinese firms has proven to be. Despite the large size of manufacturing FDI inflows, the impact of multinational corporate investment in China has been largely confined to building plants that incorporate capital, technology, and managerial expertise controlled by the foreigner. As the skill-intensity of exports increases, the percentage of the value of the final product that derives from imported components rises sharply. China has remained a low value-added assembler of more sophisticated inputs imported from abroad—a “workbench” economy. Where do the gains from FDI in China end up? While manufacturing MNCs may build plants in China, the largest impact from deployment of worldwide earnings is to bolster production, employment, R, and local purchases in their home markets. For the United States the most recent data show that US-headquartered MNCs have 70 percent of their operations, make 89 percent of their purchases, spend 87 percent of their R dollars, and locate more than half of their workforce within the US economy—this is where most of the earnings from FDI in China are delivered.

Abstract:: The publication of the Palmer report written by the panel of inquiry established by the UN Secretary-General Ban Ki-Moon once again brought the 31 May 2010 Gaza Flotilla incident and the blockade of Gaza back to world's attention. On May 31, 2010, Israeli commandos stormed a passenger ship, the Mavi Marmara, the largest boat of a flotilla of six boats which were carrying 10000 tons of humanitarian aid to besieged Gaza, in international high waters. The operation left 9 activists dead and over 30 activists wounded. The Israeli military assault against the Mavi Marmara immediately ignited worldwide protests and condemnation. Turkey, whose citizens were attacked by Israeli soldiers in international high waters, 72 miles away from the Gazan coast, took the lead in protests and condemnation. Israel, however, claimed that the demonstrators on the Mavi Marmara were aiming to break the blockade of Gaza and the Israeli commandos were forced onboard to react in an act of self-defense.

1588. The September UN Vote on Palestine: Will the EU Be Up to the Challenge?

Abstract:: Frustrated by years of inconclusive peace talks, the Palestinians are turning to the United Nations to gain recognition as an independent state. Their bid is opposed by Israel and the United States, with the latter threatening to block any bid for full UN membership in the UN Security Council. To bypass the US veto, the Palestinians plan to request recognition to the UN General Assembly, where they are sure to get the two-third majority of votes needed for the approval of the resolution. While legally non-binding, a favourable vote in the UNGA would be a political boost for the Palestinians' cause - or so they hope. Full EU backing would give critical political weight to the Palestinians' claim. EU states are deeply divided on the issue of Palestinian membership of the UN but instead of opposing the initiative altogether, the EU has been engaging the Palestinian leadership in the hope of modifying its stance. Should the EU fail to persuade the PA to give up on its request for full UN membership, it should abstain in bloc while tabling a concurring resolution that would spell out clearly the parameters for renewed peace talks.

Abstract:: The latest IAEA Report suggests that Iran is seeking a nuclear weapon capability. Preventing the Islamic Republic from becoming nuclear is the most important issue on Israel's agenda, and Jerusalem will do everything it can to prevent Tehran from acquiring a nuclear capability. Considering the limited impact of international sanctions and covert operations, it is therefore possible that at some point in the next 12-15 months Israel's policy-makers and military officials will decide whether or not to act militarily to destroy Iran's nuclear facilities. Though the probability of successfully destroying all of Iran's nuclear targets is not very high, Israeli policy-makers and military officials would nevertheless still be extremely satisfied with delaying Iran's nuclear programme. But would it be worth all the trouble it would inevitably unleash? While Israeli fears are understandable, given the heavy costs and poor chances for success of the military option, containment still represents the most sensible policy for Israel.

Abstract:: Only a few weeks ago, no one could have believed that what the peoples of Tunisia and Egypt accomplished was possible: they defied their dictators and won, causing worldwide euphoria and celebration. Yet, while such activism has inspired fellow Arabs throughout the region, it has been met with fear and trepidation in Israel. Mubarak's downfall, combined with the growing unrest in the Middle East, makes it vital for Israel to recalibrate its strategies toward its neighbouring Arab states. Many political analysts believe that this is the ideal moment for Israel to push hard for resuming the stalled peace process with the Palestinians. Yet it is unrealistic to think that a comprehensive agreement can be reached at this time. While the Israeli-Palestinian peace track is very troubled, the Israeli-Syrian track seems more within reach, and in the vital interests of both countries.

Abstract:: If past experience is any guide, the United States and China will find themselves embroiled in a serious crisis at some point in the future. Such crises have occurred with some regularity in recent years, and often with little or no warning. Relatively recent examples include the Taiwan Strait crisis of 1996, the accidental bombing of the Chinese embassy in Belgrade in 1999, and the EP-3 reconnaissance plane incident in 2001, as well as several minor naval skirmishes since then. The ensuing tension has typically dissipated without major or lasting harm to U.S.-China relations. With China's rise as a global power, however, the next major crisis is likely to be freighted with greater significance for the relationship than in previous instances. Policymakers in both Washington and Beijing, not to mention their respective publics, have become more sensitive to each other's moves and intentions as the balance of power has shifted in recent years. As anxieties and uncertainties have grown, the level of mutual trust has inevitably diminished. How the two countries manage a future crisis or string of crises, therefore, could have profound and prolonged consequences for the U.S.-China relationship. Given the importance of this relationship to not only the future evolution of the Asia-Pacific region but also to the management of a host of international challenges, the stakes could not be higher.

Abstract:: In diplomatic lexicon, September 2011 is shorthand for a Palestinian statehood bid at the UN, ensuing Israeli and U.S. retaliation and, in fine, a train-wreck. There are legitimate fears about the fallout, but obsession with what will happen at the UN and the disproportionate energy invested in aborting it are getting in the way of clear thinking. This could well produce a cure more lethal than the ailment. Were Palestinian President Abbas to back down, he could decisively discredit his leadership, embolden his foes and trigger unrest among his people; quickly resuming peace talks as an alternative could lead to a breakdown with consequences far graver than anything that effort might induce. The focus should be on shaping a UN outcome that produces tangible gain for the Palestinians in their quest for statehood while providing some reassurance to Israelis, minimises risks of violence or the Palestinian Authority's collapse and enshrines core principles for a two-state solution. With little time remaining, the burden has shifted to the EU to craft this compromise. It has long sought that role. Now it must live up to it.

Abstract:: At the height of the food price crisis in 2008, the Philippines was among the countries with "severe localized food insecurity" requiring external assistance in food.3 A series of severe weatherrelated events occurred in 2009 with the total damage to the economy exceeding 100 bn pesos-more than twice the amount allocated for agriculture that year. Rice imports reached an all-time high of 2.45 million metric tons in 2010, making the Philippines the biggest rice importing country in the world that year.

Abstract:: There is no shortage of plausible scenarios describing North Korean regime collapse or how the United States and North Korea's neighbors might respond to such a challenge. Yet comparatively little attention has been paid to the strategic considerations that may shape the responses of the United States, the Republic of Korea (ROK), Japan, China, and Russia to a North Korean crisis. These states are most likely to take action of some kind in the event the North Korean regime collapses. For the ROK (South Korea), North Korean regime collapse presents the opportunity for Korean reunification. For the other states, the outcome in North Korea will affect their influence on the peninsula and their relative weight in Asia. This study identifies the interests and objectives of these principal state actors with respect to the Korean Peninsula. Applying their interests and objectives to a generic scenario of North Korean regime collapse, the study considers possible policies that the principal state actors might use to cope with such a crisis.

Abstract:: After the Israeli attack of May 31, 2010 on the Freedom Flotilla led by the Mavi Marmara, the UN Secretary General appointed a panel of inquiry to resolve the sharp legal dispute that had emerged between Turkey and Israel. The panel was chaired by Jeffrey Palmer, former Prime Minister of New Zealand, and it was hoped that the report issued would clear the diplomatic air between the two countries. In fact, the publication of the report in May had exactly the opposite effect, enraging Turkey, straining diplomatic relations still further. Turkey seemed fully justified in its response, given the departures from appropriate interpretations of international law. This commentary critically examines the process from the formation of the Palmer panel through the release of its conclusions, looking at the legal and political implications.

1599. Torpedoing the Law: How the Palmer Report Justified Israel's Naval Blockade of Gaza

Abstract:: On May 31st, 2010, Israeli commandos killed nine passengers aboard a humanitarian flotilla destined for Gaza. Eight of the nine were Turkish citizens, while one was a dual U.S.-Turkish citizen. On August 2nd, 2010, U.N. Secretary-General Ban Ki-moon appointed a Panel of Inquiry (POI) to “examine and identify the facts, circumstances and context of the incident,” and to “consider and recommend ways of avoiding similar incidents in the future.” In September 2011, the POI's final report was unofficially released. In a finding that shocked the international community, the report concluded that Israel's naval blockade of Gaza was legal. Moreover, the report vilified the passengers aboard the humanitarian flotilla because they sought to publicize the illegality and inhumanity of Israel's blockade. A careful analysis of the POI report shows that it is probably the most mendacious and debased document ever issued under the aegis of the United Nations.

Abstract:: The Mavi Marmara tragic affair is viewed in Israel as part of a Turkish political maneuvering which gained momentum following the Arab Spring. According to this view Turkey under Prime Minister Erdogan has identified a vacuum created by the US phased withdrawal from the region, a decline in Egypt's traditional role and the growing European and American need for Turkey's involvement. In these circumstances, Turkey can assert itself as a regional power with domestic, regional and international political and economic returns. Championing thePalestinian cause and criticizing Israel bears hardly any price tag. Israelis and, especially, those who decide whether to accept Turkey's demand for ending the Mavi Marmara affair and restoring normal relations, question whether this is Turkey's strategy. The Arab Spring may produce major changes in the region's political map that would also affect Turkey and Israel. This is a time when a dialogue, rather than rupture and confrontation, would better serve their long term interests. Yet both governments are now entrenched in their positions. This calls for a nongovernmental initiative to prevent further deterioration and search for a process to heal the relationship.
