2. Al-Sudani’s first 100 days – Or how to keep everyone happy

- The job of an Iraqi Prime Minister is a complex balancing act on both the domestic and international fronts. To begin with, there is the challenge of managing competition between the country’s factitious elites. Then there is the unresolved tension between self-interested elites and a citizenry that has largely lost faith in its political leaders. Finally, there is the foreign policy dilemma of balancing political and economic dependence on both the US and Iran. By these standards, Prime Minister Mohammed Shiya al-Sudani’s first 100 days in office have provided a crash course on how to please all sides. He has allocated government positions to his supporters with gusto, provisionally left most Sadrist bastions of power in the state untouched (even though Sadrists are excluded from the government) and offered extensive ‘bread and games’ for the population by promising jobs and social security. Al-Sudani has furthermore sought to reassure opposing foreign actors through a hitherto fairly balanced foreign policy. His approach has been enabled by the broad coalition of Iraqi political elites that brought him to the premiership, along with record oil revenues that help grease the wheels of patronage politics. While structural reforms in politics, administration and economics are overdue, they will not happen because Iraq’s political leaders have no need for them in the immediate term. However, unresolved elite contention, a lack of public investment and the absence of reform mean that Iraq is likely heading for tougher times within the space of a couple of years.

- In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.

- An October 2018 report by the National Counterterrorism Center defined Shia homegrown violent extremists as “individuals who are inspired or influenced by state actors such as Iran, foreign terrorist organizations such as Hezbollah, or Shia militant groups but who do not belong to these groups and are not directed by them.” At the time, the prospect of such Shia violence was largely theoretical, and officials could identify no tangible threats on American soil. But the January 2020 targeted killing of Iranian Qods Force commander Qasem Soleimani changed the picture, and U.S. officials could now point to a “catalyzing event,” as envisioned in the NCTC brief. Last year’s attack against writer Salman Rushdie and another at a Las Vegas hotel exemplified how Iran-inspired individuals were motivated to act. In this Policy Note, experts Moustafa Ayad and Matthew Levitt explore lone-offender Shia violence largely through the lens of social media. Closer tracking of online networks, they argue, could illuminate this flourishing virtual activity and how it might lead to real-world harm.

- Following President Recep Tayyip Erdoğan’s victory in the Turkish general elections in May 2023, Turkish foreign policy in Iraq has the potential to evolve in a different direction under the new Minister of Foreign Affairs, Hakan Fidan. Though the management of Turkey’s affairs in Iraq has shifted between various Turkish institutions since 2003, President Erdoğan has consolidated decision-making into his own hands since 2017, and his recent appointment of Fidan—a former intelligence director and loyal ally of Erdoğan—signals a continuation of this process, especially vis-a-vis Iraq. As Director of National Intelligence, Fidan oversaw the most sensitive backchannels with various regional and international actors, and he played a leading role in formulating Turkish intelligence and security policy. Notably, Fidan also led Turkey's reconciliation efforts with a variety of adversaries, including Egypt and Saudi Arabia. He has also been intimately involved in Turkish efforts to combat the Kurdistan Workers’ Party (PKK), targeting many PKK leaders and allied factions in northern Iraq, particularly in Sinjar, Makhmur, and al-Kuwayr. In this regard, Fidan comes equipped with deep connections to Iraq’s bureaucratic circles, having already succeeded in building bridges between various Iraqi actors and institutions. In particular, Fidan has developed close ties with both Sunni and Kurdish political leaders and has good relations with Falih al-Fayyadh, chairman of the Popular Mobilization Forces, whom he met during one of his secret trips to Iraq in September 2022. Fidan notably conducted such bridge-building efforts during the formation of the current Iraqi government led by Mohammed Shia al-Sudani. Given this background in Iraqi politics along with his experience in intelligence, Fidan is an important player through which Erdoğan can rethink Turkish involvement in Iraq on a number of different issues. Though Fidan’s appointment certainly indicates a shift toward more security-focused policies for Turkey, the new minister will also have to balance Turkey’s political ties, economic and energy interests, environmental concerns, and military operations in Iraq. Indeed, Erdoğan likely hopes that Fidan can both diversify Turkey’s relationship networks in Iraq and reestablish normalized energy negotiations with key partners while also curbing the threat of the PKK and Iranian-aligned militias operating in Turkey’s areas of involvement in Iraq.

- Mohammed Shia al-Sudani did not become prime minister in Baghdad as smoothly as desired by the powers close to the “axis of resistance.” Nevertheless, several factors facilitated his rise to power. Domestic concerns, such as Muqtada al-Sadr’s decision to withdraw his bloc from the political process and a push from groups close to Iran to put forward a prime minister with relative acceptance in the regional and international community, played a role. But these considerations compounded with the climate of regional tensions and interests of outside powers—competition between the Gulf and Iran, concerns over the ongoing repercussions of the strained relationship with Washington caused by the Trump administration, and the growing dominance of various armed groups close to Tehran. This precarious reality and confused relationships likewise seem to have driven al-Sudani’s government to attempt to circumvent the traditional binary choice between Washington, the West, and most of the Gulf states on the one hand, and Tehran, Damascus, Lebanon, and their backer Moscow on the other. This new course comes with a distinct and flashy name, the “Development Road” project, and looks to Beijing as a third way forward. Iraq’s political realignment is in large part a response to Iraqis’ shifting views of the United States and the broader geopolitical space: the haphazard American withdrawal from Afghanistan, the political changes in U.S. policy under Biden, the failure to revive the nuclear agreement with Iran, the stagnation in the Syrian issue, Erdogan’s steadfast support of Putin, Russia’s continued attacks on Ukraine, economic movement linked to oil prices, inflation, and financial turmoil in currency rates from Cairo to Tehran, fears of harsh economic sanctions, and, finally and most importantly, the economic rise of China.

- In a recent letter to President Biden that was soon reinforced by three U.S. lawmakers, Prime Minister Masrour Barzani of Iraq’s Kurdistan Regional Government expressed his alarm over the region’s survival. Noting that the KRG is “bleeding economically and hemorrhaging politically,” he laid the blame on Baghdad’s “dishonorable campaign” against Erbil. Barzani has a point—federal authorities have indeed been undoing the KRG’s hard-won autonomy in the years since the Islamic State fell and the Kurds launched an unsuccessful independence bid. Most notably, Baghdad has recentralized policymaking in the capital and blocked Kurdish oil exports amid a decade-old dispute over energy management. Yet Barzani’s narrative does not tell the whole story. The United States has long supported Iraqi Kurdistan’s autonomy, security, and development, fostering greater stability and pro-American sentiment. At the same time, however, Washington has overlooked the KRG’s vulnerabilities—namely, the internal divisions, corruption, and democratic backsliding that have diminished Erbil’s reliability and brought on the current existential crisis. The United States has a strategic interest in continuing to promote a stable and prosperous KRG, but it cannot do so without addressing the region’s internal problems.

11. What Strategic Posture Should France Adopt in the Middle East?

- France has a historical presence in the Middle East, where it has many interests to defend: the fight against terrorism, the promotion of the arms industry, the dissemination of humanitarian values, etc. To this end, it has a number of resources at its disposal, notably military: French forces are deployed in Iraq, Syria and Jordan as part of Operation Chammal, in Lebanon for the United Nations Interim Force in Lebanon (UNIFIL), and in the United Arab Emirates. This strategic posture, inherited from the history and "Arab policy" of the 20th century, is now being called into question by the geopolitical upheavals in the region. The resizing of the American presence in the Middle East, initiated by the withdrawal from Afghanistan, is accompanied by a growing assumption of responsibility for their own security by local actors. This evolution is embodied, for example, in the signing of the Abraham Accords, which redefine the place of Israel. The American pulling out also allows extra-regional powers such as China and Russia to become progressively involved in the area. These transformations require an adaptation of the French posture in order to position itself as a credible actor in the strategic competition. It is therefore necessary to move away from the sole focus on counterterrorism, which no longer gathers partners, and more broadly to redefine the partnership strategy and the mechanism deployed on the ground. A strengthened interministerial, or even European, dynamic also seems essential in order to mobilize all the levers available to France.

- The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

- “We are making good progress on constructing a permanent Consulate General in Erbil, the largest US Consulate facility anywhere in the world. And I see that as the nature of the long-term strategic commitment that the United States has to Iraq and to the Kurdistan Region”, said Matthew H. Tueller, the United States Ambassador to Iraq, in a MERI policy debate on 15 May 2022. In this special roundtable, Amb. Tueller outlined the US policies in Iraq and stressed that the strong and long-term strategic partnership between the two countries goes far beyond the military aspect of relationship. It intends to move towards a “shared goal of Iraq as an emerging strong, stable and sovereign state”, which can protect its borders and ensure that no armed forces outside of the government control can influence inside. These are “ongoing challenges” that Iraq faces and the US is trying to help in overcoming them.

- Given Iraqi Kurds’ special place in Turkey’s ‘biographical narrative’, Turkey-Iraqi Kurdish Regional Government (KRG) relations are not simply strategic or economic but also highly affectively charged. These relations involve emotional encounters filled with anxiety, pride, anger, and disappointment that generate concerns for not only Turkey’s physical security but also its ontological security. This paper traces the emotional context of Turkey- KRG relationship. It suggests that a combination of Turkey’s deep-rooted ‘anxiety’ and ‘hubris’ toward the Iraqi Kurds prevented the emergence of a close partnership between these two actors and fostered merely a ‘fragile rapprochement’ since 2008.

- The primary objective of Turkey’s recent interventions in the Kurdistan Region of Iraq (KRI) is to cut the Gordian knot of its own Kurdish question by engaging the Kurdistan Workers’ Party (PKK) and its affiliates militarily until they no longer control any territory. To this end, it is essential that Ankara maintains Iraq’s Kurdistan Regional Government (KRG) – and especially the Kurdistan Democratic Party (KDP) – as a junior and compliant partner. A secondary Turkish objective is to balance Iran’s influence in Iraq’s disputed territories, mainly by acting as protector of Turkmen and Sunni groups. In the background, the Turkish Justice and Development Party’s (AKP) desire to maintain regime stability at home plays an important role since its alliance with the ultranationalist-conservative Nationalist Movement Party (MHP) and some of its domestic legitimacy depends on the success of Turkish interventions into the KRI. Such interventions have historical precedent, but their scope and scale have increased significantly since 2018, with the effect that Ankara has been able to force the PKK into a defensive position. This has been achieved at the cost of the KDP’s popular legitimacy, an increase in PKK popularity and significant collateral damage among ordinary Iraqi (Kurdish) citizens. Further intensification of Turkish interventions into Sinjar, the Nineveh Plains or Sulaymaniyah will lead to greater tensions with both Baghdad and Iran. An extension of UNAMI’s security sector reform work to include border control can help prevent further conflict escalation by inserting a more neutral actor into this volatile situation.

- Formulating US policy toward Iraq can be a fraught matter, given all the debate and disagreement concerning the actions that brought us to the current situation. However, our policy must be formulated in light of it, regardless of views about our past actions. Policy formulation should begin with the realization that Iran has gained a predominant political and military influence in Iraq. Despite efforts of past PM Adel Abdul Mahdi and current PM Mustafa al-Kadhimi, many of the militias comprising the Popular Mobilization Forces (PMF) still answer to Iran, not the Iraqi government. Iran exerts widespread influence throughout the political class. Economically, Iraq remains dependent on Iran for energy;1 religious tourism from Iran to the holy sites in Karbala and Najaf is an important source of revenue; and Iran has flooded markets with cheap food and consumer goods. Although Iraqi oil production has rebounded, the economy remains relatively moribund and the level of basic public services is poor. (That Iraq flares off its natural gas at the same time it is importing it from Iran to produce electricity2 highlights the economic disfunction.) Popular discontent boiled over in 2019, leading to widespread protests. The protests took on an anti-Iranian aspect, and Iran-aligned PMF units attacked the protestors.

- The Middle East saw its share of globe-altering events in the last year. While JMEPP seeks to offer original analysis beyond the headlines, almost all major contemporary regional developments have been addressed in the present edition. The list, of course, is not exhaustive, but includes the Abraham Accords and increasing international marginalization of Palestinians, the renewed fighting over Nagorno-Karabakh between Armenia and Azerbaijan, continued protests amidst crises and weakening state institutions in Lebanon, and the rise of Turkey’s aggressive imperial foreign policy, to name a few. While there are major global transitions afoot as relates to the region, there is also a lack of transition— sadly, the 10-year anniversary of the Syrian revolution marks little change for those living under the dictatorship of Bashar al-Assad. Likewise, the humanitarian crisis in Yemen persists. The edition discusses what may become of newly inaugurated President Biden’s policies toward the region, including the challenge of renegotiating the Joint Comprehensive Plan of Action (JCPOA) with Iran. And finally, the edition would be remiss to not address how Covid-19 has impacted the region.

When U.S. officials assess the Iraqi scene, they see intractable problems ranging from deep corruption to incessant power grabs by Iran-sponsored militias. The difficulty of dealing with these challenges might prompt some policymakers to balk at devising solutions, but a constructive Iraq policy can help advance both Iraqi and American interests in numerous areas. A more stable Iraq, for its part, could better defend itself against a resurgent Islamic State while curtailing Iranian influence. - In the immediate aftermath of the 11 September 2001 terrorist attacks, an overwhelming majority of commentators drew a parallel with the surprise blitz by Imperial Japan against the US Pacific fleet in Hawaii’s Bay of Pearl Harbor, on 7 December 1941. The comparison rested on two pillars. The first had its roots in historical analogy and symbolic impact. The Pearl Harbor attack was the closest precedent of an aggression against the United States on its soil. The fact that the United States was caught by surprise, combined with the considerable toll in human lives exacted by the aggressors (more than two thousand people died in Pearl Harbor and almost three thousand on 9/11), lent legitimacy to such comparison. As all US citizens at the time would forever recall what they were doing when news of the Pearl Harbor attack came through, so do all US citizens (and not only) remember what they were busy with when the image of the Twin Towers wrapped in flames appeared on TV screens on that Tuesday back in 2001. The second reasoning underlying the parallel between Pearl Harbor and 9/11 concerned the impact on US domestic politics and, consequently, foreign policy.

- Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. As the studies in this publication indicate, the potential for regional cooperation is great and its realization also depends on progress towards Israeli-Palestinian peace.

- Engaging in the conflict cycle in other countries to gain outcomes favourable to one’s own interests is akin to playing in the champions league of foreign policy. Doing this effectively and responsibly requires a coherent and full-spectrum political strategy as well as the diplomatic, financial, developmental and military means to deliver it. It is clear from the scope of the security interests articulated in the European Union’s (EU) Global Strategy (2016) and its many associated foreign policy statements that the EU intends to meet these requirements. However, study of EU institutional policies and interventions in the Syrian and Iraqi civil wars highlights that it falls well short of doing so. As a result, EU institutions are not well placed to intervene effectively in high intensity conflicts with existential features such as these two civil wars. With this problem in mind, the core recommendation of the paper is to increase the effectiveness of EU interventions in high-intensity conflicts by institutionalising full-spectrum decision making, policy implementation and force deployment modalities for the EU as a whole, as well as for EU coalitions of the willing. The parallel existence of such tracks will enable the EU to act jointly in conflicts where Member States have more or less compatible foreign policy preferences with matching intensity preferences, and to act in part in conflicts where Member States have more or less compatible foreign policy preferences with a mixed distribution of intensity preferences (like Iraq or arguably Syria). EU foreign policy inaction, including institutional paralysis, will continue to occur where Member States’ foreign policy preferences are largely not compatible and have high-intensity preferences.

- NATO stands ready to increase its commitment in a slow and steady manner consistent with Baghdad’s needs, but careful communication will be crucial, as will a more strategic discussion on how to combine different assistance efforts. On February 18, NATO secretary-general Jens Stoltenberg announced a decision to increase the size of NATO Mission Iraq (NMI) from 500 personnel to as many as 4,000. Although he noted that such deployments would be “conditions-based,” “incremental,” and subject to Baghdad’s authorization, the troop numbers were the only element of his announcement widely reported inside Iraq, resulting in swift political pressure on the government to explain the seemingly steep increase. In fact, there is no imminent NATO “surge” planned in Iraq, but rather a greater openness and general intent to gradually provide more advisors capable of assisting local authorities with security sector reform (SSR). When handled appropriately and combined with other efforts, this initiative can create good opportunities for quiet, persistent security cooperation that helps strengthen the Iraqi state, evolve multinational military relations beyond the campaign against the Islamic State (IS), and spread the burden of support more broadly among U.S. allies.

Last April, The Washington Institute held a closed-door roundtable to discuss the potential impact if Qassem Soleimani no longer commanded the Islamic Revolutionary Guard Corps-Qods Force. On February 1, a plurality of Iraqi parliamentary factions gave President Barham Salih the go-ahead to nominate Mohammed Tawfiq Allawi as the new prime minister-designate. The mild-mannered Shia Islamist nominee will now attempt to form and ratify his cabinet in the next thirty days. - Enhancing deterrence and protecting Americans in Iraq and Syria requires a more formalized system for rationing out retaliatory strikes at the proper intensity, time, and place. When U.S. airstrikes targeted Kataib Hezbollah militia personnel and senior Iranian military figures on December 29 and January 3, they were releasing long-pent-up retaliation for a range of provocations by Iraqi militias. Yet while these powerful blows may have injected some caution into enemy calculations, such deterrence is likely to be a wasting asset. The most proximal trigger for the strikes—the killing of an American civilian contractor during Kataib Hezbollah’s December 27 rocket attack on the K-1 base in Kirkuk—was just one in a series of increasingly risky militia operations against U.S. facilities. Only good fortune has prevented more Americans from dying in attacks conducted since then, including January 8 (when Iranian ballistic missiles struck the U.S. portion of al-Asad Air Base, causing more than a hundred nonlethal traumatic brain injuries), January 26 (mortar strike on the dining hall at the U.S. embassy in Baghdad), January 31 (rockets fired at the U.S. site at Qayyarah West), February 10 (explosive device thrown at a U.S. logistical convoy south of Baghdad), and February 13 (rocket attack on U.S. site at Kirkuk). The United States has seemingly communicated to Tehran that it will strike Iraqi militias and Iranian targets if any Americans are killed, but this redline has opened up a dangerous gray zone in which Iran and its proxies are emboldened to continue their nonlethal attacks. Besides the fact that such high-risk attacks are destined to result in more American deaths at some point, they will also produce many more injuries if permitted to continue, as seen in the January 8 strike. More broadly, they will limit U.S. freedom of movement in Iraq and Syria, undermining the point of being there in the first place. This situation is unacceptable—the United States needs a way to deter such behavior even when attacks fall short of killing Americans. When faced with similar challenges in past decades, the U.S. military established reckoning systems that matched the punishment to the crime, with useful levels of predictability, proportionality, and accountability.

- To ensure that new protests, new sanctions, and new political leadership wind up helping rather than hindering Iraqi sovereignty, Washington must handle upcoming developments with great care. In the coming weeks, Iraq’s parliament may appoint a replacement for Prime Minister Adil Abdulmahdi. This is a very positive development, since the country’s sundry Iranian-backed militias would like nothing better than to keep the discredited leader under their thumb as an open-ended caretaker premier following his November resignation. In contrast, a new leader with a new mandate could get the government moving again, pass a budget, bring the criminals responsible for killing protestors to justice, and assuage angry protestors by making visible preparations for early, free, and fair elections—thereby remedying the results of the widely disparaged 2018 vote. Such is the political space that has opened up since the deaths of Iranian Qods Force commander Qasem Soleimani and Iraqi militia chief Abu Mahdi al-Muhandis earlier this month. For the United States, the challenge is how to support these changes without disrupting positive local dynamics.

- Iran’s official figures on cases and deaths from COVID-19 (the disease resulting from coronavirus, SARS-CoV-2) do not reflect the real scale of the pandemic in that country, which might be among the hardest hit in the world. The pandemic will deepen the economic crisis and disfunction of the state, becoming a challenge to Iran’s ruling elite. The regime might survive thanks to the security apparatus and, in parallel, continue its support of Shia militias in Lebanon, Iraq, and Yemen, and the Syrian government. Only the succession of power after Ali Khamenei will be the real test of the coherence of the Iranian elite, and in case of disruption, it might result in the collapse of Iran’s theocracy.

- The rapid-fire overthrow of the theocratic Taliban regime in Afghanistan (2001) and Saddam Hussein’s Baathist dictatorship in Iraq (2003) by the United States—and the disastrous aftermaths of those and other recent interventions (such as the ouster of Libya’s Muammar el-Qaddafi in 2011)— has sparked popular and scholarly interest in the causes and consequences of foreign-imposed regime change (FIRC). One of the enduring puzzles about FIRCs is that, as highlighted in Melissa Willard-Foster’s terrific book Toppling Foreign Governments, three-quarters of them are carried out by great powers against minor powers in situations of extreme power asymmetry. “Though this asymmetry of power makes an imposed change feasible,” writes Willard-Foster, a political scientist at the University of Vermont, “it should also make that change unnecessary” because “militarily weak leaders who are bereft of allies should back down when confronted by stronger states” (pp. 2–3). The 133 regime changes in Willard-Foster’s study, however, testify that the weak regularly defy the strong—and pay the price for it.

- As the United States hastens its drawdown of troops in Iraq before the January 20 inauguration of President-elect Joseph Biden, Russia is seeking to fill the developing geopolitical vacuum there. On November 25, following discussions in Moscow with Iraqi Foreign Minister Fuad Hussein, Russia’s top diplomat, Sergei Lavrov, remarked that Russian energy firms have invested billions of dollars in the Iraqi oil industry. “When it comes to energy, the largest Russian companies are working in Iraq together with their partners. These are Lukoil, Rosneft, Gazprom-Neft and Bashneft. All four have invested more than $13 billion in the Iraqi economy,” Lavrov told journalists (Interfax, November 25). He added that Moscow was also prepared to increase arms deliveries to Baghdad, stating, “We are ready to meet any Iraqi needs for Russian-made military products. Our country has traditionally played and continues to play a very important and significant role in ensuring Iraq’s defense capability and equipping its army and security forces, including in the context of continuing terrorist threats” (Mid.ru, November 25).

This paper situates the U.S. “war on terrorism” in Iraq since 2003 within a longer trajectory of U.S. intervention in that country since the 1960s and shows that we can only understand the full human costs of current interventions when we see them in broader historical context. The author, Zainab Saleh, an assistant professor of anthropology at Haverford College, was born in Iraq and lived there until 1997. Later, she conducted ethnographic research with Iraqis who had migrated to London since the late 1970s. The Iraqis she knew and met felt they were pawns at the mercy of global powers. When the U.S. invaded Iraq and brought down Hussein in 2003, Iraqis saw the United States' true motive as continuing a well-established pattern of pursuing U.S. economic interests in the region. Since the 1960s, Iraqi arms purchases have bolstered American military-industrial corporations and stable access to Middle East oil has secured U.S. dominance in the global economy. The paper tells the story of one Iraqi woman, Rasha, who was forced by the violence in her country to flee to London. Rasha’s displacement and her family’s history of dispossession – her father imprisoned, her family impoverished, friends murdered and her own life threatened – show the deep human effects of decades of U.S. intervention. In 1963, under pretext of protecting the region from a communist threat, the U.S. Central Intelligence Agency backed a coup by the Arab nationalist Ba‘th party after Iraq nationalized most of its oil fields. During the 1980s, the United States supported Saddam Hussein’s regime and prolonged the Iran-Iraq War in order to safeguard its national interests in the region, including weakening Iran to prevent it from posing a threat to U.S. power. After Iraq invaded Kuwait in 1990, U.S. policy shifted from alignment to “dual containment” of Iraq and Iran, a posture which culminated in the Gulf War of 1991 to drive Iraq out of Kuwait. In the 1990s, the United States justified its imposition of economic sanctions by claiming a goal of disarming Iraq of weapons of mass destruction and protecting allies. In 2003, the U.S. packaged its invasion of Iraq as delivering U.S. values—namely, freedom and democracy—to the Iraqi people. Saleh writes, “The imperial encounter between Iraq and the United States has made life deeply precarious for Iraqis. For decades, they have lived with fear for their own and their family’s lives, the loss of loved ones and homeland, the realities of economic hardship, and the destruction of the fabric of their social lives.”

- The United States dramatically increased the commitment of troops and military equipment to a string of permanent bases in the Middle East after the collapse of the Soviet Union and the defeat of the Iraqi army after its 1991 invasion of Kuwait. In the nearly two decades since the Al Qaeda-linked attacks on September 11, 2001, the United States has deepened its military and political commitment to the region, following the decisions to invade Afghanistan and Iraq, and then to intervene militarily in Syria. The Barack Obama and Donald Trump administrations have sought to focus more on Asia, but have failed to disentangle the United States from conflicts in the Middle East. This report assumes that the United States will retain an overwhelming interest in ensuring close alliances and partnerships with America’s transatlantic allies (North Atlantic Treaty Organization) and close partners and allies in the Indo-Pacific even if President Trump is re-elected in 2020. It also assumes that the United States will begin to focus primarily on Asia, with the Russian Federation being considered of secondary importance to the rise of the People’s Republic of China. Given these twin assumptions, the role of American forces and Washington’s policy priorities in the Middle East require new thinking about how to wind down wars that are draining American resources and to re-allocate finite, high-demand assets that could be leveraged for operations in Europe or the Indo-Pacific. This report proposes an interlinked political and military policy that would allow for the United States to retain a robust presence in the Middle East, but in a way that would de-escalate tensions with the Islamic Republic of Iran, and alter how U.S. forces are deployed around the world.

- Iraq’s Sadrist movement, led by populist Shi’i cleric Muqtada al-Sadr, has been at the heart of Iraqi politics since 2003. The movement’s political strategies have shifted dramatically during this time, encompassing militant insurgency, sectarian violence, electoral politics, and reform-oriented street protests. Consequently, despite their prominence, the Sadrists’ shifting positions mean they remain one of the most complex and frequently misunderstood movements in Iraq. This is further compounded by the near-total absence of engagement between the Sadrists and Western, particularly American, governments. As Sadr has changed his movement’s politics again, this time toward a counter-protest stance, U.S. policymakers are once more grappling with the dilemmas posed by a movement that is both powerful and obscure.

- Over the last four years, Kurds in Iran have watched Kurdish communities in Syria and Iraq continue to suffer losses at the hands of hostile forces, disoriented by the turbulent shifts in Washington’s decision-making. It once seemed that the United States would support change in Iran beneficial to the country’s Kurds, but now a series of decisions by American leadership in Syria and Iraq have left many Kurdish political leaders in Iran afraid and discontented with U.S. policy in the region. Two moments during the Trump presidency particularly have soured and confused perceptions of the United States among Kurds in Iran. First, Iranian Kurds watched as the Trump administration allowed Shia militias hostile to Iraqi Kurds to take the city of Kirkuk in October 2017. Two years later, Kurds watched again as the Trump administration allowed the Turkish forces to invade northeastern Syria, driving local Kurds to flee their homes. These two moments pushed Iranian Kurds to doubt Washington’s potential contributions to the improvement of Kurdish rights in Iran. There now exists a political rift between U.S. and Iranian Kurdish leadership that may force Iranian Kurds to re-think their diplomatic position. Unfortunately for both groups, it seems that no one will benefit from such a rift—except for the Iranian government.

- When I moved into new accommodations in the centre of Erbil, the capital of the Kurdistan Regional Government (KRG) in Iraq, the lift announcements in the apartment tower were in Chinese, followed by Kurdish, Arabic and English. This multilingualism was surprising but positive; it was a clear sign of the dawn of a new era. If in the past, Kurdish was the local language, Arabic regional, and English global, the addition of Chinese signified the plurality of global language and, potentially, of global power. These days, there is a regional focus on Iran’s newly announced 25 year deal with China, which has resulted in a lot of noise both inside and outside Iran. It is not surprising that Sino–Iranian relations are continuing to develop as both countries are hoping for a different world order. Though not so scrutinized, Iraq has seen its own growing ties with China, with the two countries having signed a number of agreements last year. Former Iraqi PM Adil Abdul-Mahdi, once a Maoist himself, stated in his visit to Beijing ‘we belong to Asia and we want to be a part of its emergence.’ The large Iraqi delegation accompanying him—as told to me by one member of the delegation—all noted and admired what they saw as China’s shift from a poor country to a global power. The deal agreed upon during that meeting, in remaining secret, has created fertile ground for conspiracy and speculations inside Iraq.

- Efforts to portray Muslims and their faith as threatening diminish our society by stigmatizing a significant American minority. They also can facilitate costly foreign policy blunders such as the 2017 Executive Order banning entry into the US of visitors from several Middle Eastern majority-Muslim countries, an order purportedly based on terrorist activity, technical hurdles to properly document these countries’ travelers, and poor coordination with US officials. Two recent books, “Mohammad: Prophet of Peace Amid the Clash of Empires” and “What the Qur’an Meant: And Why it Matters,” take on the task of broadening Americans’ still unacceptably low understanding of Islam. The authors – Juan Cole, a professor of history at the University of Michigan, and Garry Wills, a Pulitzer Prize winning lay scholar of American Catholicism – approach their subject in distinctly different manners. Yet, their message and conclusions are remarkably similar – namely, that ignorance of and distortions of Islam and what the Quran says both alienate vast numbers of Muslims and have led to foreign policy missteps. The books complement each other nicely.

- Can military forces mitigate insurgent activity—“win hearts and minds”—by implementing small, localized aid projects? Evidence from the recent wars in Afghanistan and Iraq has provided contradictory answers to the question of aid’s ability to mitigate violence. Some research finds that aid projects increase the legitimacy of the state among civilians and, under specific circumstances, dampen violence. Other studies, however, show that aid projects provoke insurgent activity, even when delivered by non-military organizations. Despite this ambiguous understanding of counterinsurgency (COIN) aid projects, the US military and its allies spent billions of dollars in Afghanistan and Iraq on projects meant to “win hearts and minds’’ among the populace. After all, there are good theoretical reasons for doing so. Aid projects might make the option of taking up arms less attractive by offering employment opportunities and stimulating local economies (i.e., the “opportunity cost” model of participation in rebellion). They might also encourage locals to share vital anti-insurgent intelligence with military forces.

- Despite the damage wrought by the U.S. withdrawal from Syria, the main drivers of Islamic State resurgence in Iraq can still be restrained by local U.S. engagement, which is now even more vital than before. The gross uncertainty surrounding the future of counterterrorism operations in northeast Syria is raising understandable fears of an Islamic State comeback in Iraq. After all, the IS resurgence of 2011-2014 was partially driven by the chaotic war conditions in Syria, and suppressing the group there will be extremely challenging in the coming months amid U.S. withdrawal and Turkish invasion. Another resurgence in Iraq is hardly inevitable, however—the country is subject to different internal drivers, and the United States is still well-positioned to lead international support of Baghdad’s counterterrorism efforts. Yet Washington will need to stay engaged and urgently address new problems if it hopes to prevent another disastrous insurgency.

- Recent U.S. decisions have seemingly ignored the degree to which the group is continuing its insurgent attacks and reorganizing its supporters inside increasingly vulnerable detention facilities. In contrast to President Trump’s statements over the past half-year, the Islamic State has yet to be defeated outright. True, the group is nowhere near as capable as it was in 2015, but it is steadily rebuilding its capacities and attempting to break thousands of its supporters out of detainment. The vacuum created by the U.S. withdrawal and Turkish invasion will create more space for those efforts, while compounding the original problem of states being unwilling to deal with their citizens who joined IS and remain in Syria. To avoid becoming known as the administration that allowed IS to reemerge and, perhaps, conduct mass-casualty attacks in Europe or elsewhere, President Trump and his cabinet should take urgent action to salvage and mobilize their surviving ties with Washington’s longtime partner against IS, the Syrian Democratic Forces (SDF).

- Even as Baghdad works to rein in militias that invite outside attacks, Washington needs to be patient with the country’s contradictions in the near term and give space for it to exert sovereignty in the long term. As President Trump met with Iraqi president Barham Salih today on the sidelines of the UN General Assembly, they were no doubt buoyed by their governments’ mutual conclusion that the recent attack on Saudi oil facilities in Abqaiq did not originate from Iraq. Initial concerns about that possibility were well founded—a previous attack on a major Saudi pipeline was carried out from Iraqi territory this May, and multiple Iraqi militia facilities have been struck since June, reportedly by Israel. Each of these developments was linked to Shia “special groups” with known ties to Iran. On July 1, Iraqi prime minister Adil Abdulmahdi ordered these and other militias to fold themselves under state authority, but so far he has been unable to impose order on them. The government has also failed to prevent them from threatening neighboring countries at Iran’s presumed behest—an especially dangerous lapse given that Iraqi authorities cannot protect the territory these militias hold from external retaliation. To keep other countries from turning Iraq into a proxy battleground, Baghdad needs to rein in the unruliest militias. This is a tall order because Tehran has spent fifteen years building them into a parallel force of its own. Given the willingness these “special groups” have shown when asked to attack U.S. troops, fight on the Assad regime’s behalf in Syria, or secure other Iranian interests, they risk implicating Iraq in Tehran’s regional confrontations with the United States, Saudi Arabia, and/or Israel.

- The U.S. withdrawal of troops from northeast Syria has placed Kurdish fighters in a near-impossible situation, while alarming Kurdish communities in other countries, but Washington can still take steps to mitigate the damage. On October 21, footage of Kurdish civilians heckling withdrawing U.S. troops in both Iraq and Syria offered a rare and disturbing sight. This scene was facilitated by President Trump’s October 6 decision to unilaterally withdraw U.S. forces from Syria, in effect paving the way for the Turkish military to cross the Syrian border three days later and attack the Kurdish-led Syrian Democratic Forces (SDF). Thereafter, a safe haven quickly became a war zone. According to the UN Office for the Coordination of Humanitarian Affairs, 180,000 people have now been forced from their homes. James Jeffrey, the U.S. administration’s envoy to Syria, told Congress on October 22 that the fighting has resulted in hundreds of SDF deaths, a likely war crime by a pro-Turkish militia, and the escape from prison of more than a hundred Islamic State (IS) fighters. The U.S. action has unsurprisingly left the Syrian Kurds feeling abandoned and exposed against the militarily superior Turkish army and its Arab militias. On a deeper level, America appears to have entirely lost Kurdish sympathy and trust, while at the same time failing to either deter or appease Turkey. Rather than ameliorate matters, President Trump has poured salt on the wound. He responded to backlash against his policy by claiming the Kurds were “no angels” and that they had failed to contribute to the Allied cause in World War II, while characterizing their Syrian military campaign as a fight over “long-bloodstained sand.”

- The fight in Iraq and Syria against the brutal terrorist organization Islamic State (ISIS) has been led by an unprecedented international coalition, with the U.S. as the galvanizing diplomatic and military component. ISIS was defeated militarily in Iraq at the end of last year, but even today small pockets remain as a fighting force in Syria. As the war is won, peace must be secured. Key to that effort is post-conflict stabilization through restoration of essential services and a gradual return of governance. As the U.S. National Security Strategy puts it, “instability and weak governance threaten U.S. interests.” In Iraq and Syria, reasserting stability is vital so that terrorist organizations do not find fertile ground again. This report draws some lessons from Iraq and Syria on stabilization efforts and the path forward. The backdrop is the evolving U.S. approach to stabilization under the Trump administration. On June 19, 2018, the administration published the final version of the Stabilization Assistance Review report, which provides an inter-agency definition of stabilization, including a more hard-nosed approach to sharing the burden with partners in accordance with President Trump’s priorities. The review also draws demarcation lines between humanitarian assistance, stabilization, and reconstruction. Stabilization is short-term and transitional, and thus also limits the time frame for U.S. engagement. However, the U.S. no longer provides public funding for reconstruction to avoid nation-building, which the administration has declared to be off limits.

- The ongoing battle to retake Iraq from the Islamic State, or IS, also known as ISIS or ISIL, is one of the most dynamic foreign policy challenges that the Trump administration confronts as it takes office. A fierce fight is underway to recapture Iraq’s second-largest city, Mosul, with American soldiers operating near the frontlines of a bewilderingly complicated battle space. Major questions remain regarding how Mosul will be stabilized and governed once the city is liberated, and how a still-fractured Iraq can approach the enduring challenge of national reconciliation. President Donald Trump has issued a new executive order requesting an anti-IS strategy in 30 days.1 But the new president has already undercut America’s position in Iraq through his words and deeds. He has repeated his campaign calls for the United States to take Iraq’s oil as spoils of war, including in front of a memorial to fallen Central Intelligence Agency, or CIA, officers.2 And his first major action related to Iraq—an executive order restricting Iraqis’ travel to America—insults the nation’s Iraqi partners who have been at the frontline of the fight against IS and weakens U.S. influence in Iraq.3 The Trump administration’s reckless rhetoric on Iran, including Trump’s accusation that Iran is “taking over more and more of Iraq,” undercuts the anti-IS campaign and undermines broader efforts to counter Iran’s malign regional influence.4 The 2003 Iraq war ended a U.S. policy of dual containment of Iran and Iraq, and the fallout from the Iraq war contributed to Iran’s rising influence across the region. More than a decade later, however, Iraqi nationalism remains strong, and the recent enhanced U.S.-Iraqi cooperation in countering IS has helped reaffirm Iraq as an independent actor not beholden to any other regional forces, including Iran. Trump’s saber-rattling against Iran risks making Iraq a battleground for the United States and Iran. It heightens the chances of conflict between U.S. troops and Iranian-backed Iraqi Shia militants—an outcome that would set back the campaign against IS and quickly wear out America’s welcome in Iraq. The time is now for President Trump to change course and set a more responsible path for U.S.-Iraqi relations. His team will confront policy decisions in its first 100 days that will have consequences for years to come. The good news is that the new administration inherits an anti-IS campaign with considerable momentum. President Barack Obama left behind a global coalition on the cusp of a major military victory in Mosul.5 With U.S. and coalition support, Iraqis have already liberated most of their country and are now degrading remaining IS sanctuaries.6 Trump’s challenge will be to correct his early missteps, see the last administration’s effort through to its conclusion, and chart a stable course for post-IS Iraq. To this end, the Trump administration should take the following six steps.

- In February, Masoud Barzani, President of Iraqi Kurdistan, announced that a referendum on the independence of the autonomous region would be held by the end of 2016. He stressed that Kurdistan had the same grounds for demanding statehood as Scotland, Catalonia or Quebec. Equally, he opined, the right of the Kurdish people to decide their own fate was unnegotiable. During an earlier encounter with Western journalists, Barzani pointed to the upcoming centenary of the Sykes-Picot agreement (16 May 1916), which divided Ottoman assets in the Middle East into British and French zones of interest, laying the foundations for the creation of multi-ethnic and multi-religious Iraq and Syria. The President of the Kurdistan Region underlined that 2016 would be the year in which the Franco-British agreement of World War I would be annulled and the policy of “compulsory co-existence” in the Middle East �inally abandoned. The purpose of this brief is to succinctly discuss the case made for Kurdish independence, but also the many obstacles on the way towards it. Solid arguments in favour of secession Mr. Barzani’s central argument in favour of Kurdish statehood is the fact that international borders in the Middle East largely do not correspond to popular will; i.e. they have no legitimacy, only legality. Historically, they are by-products of foreign – Ottoman, and later Western European – rule. As such, they are open for revision, especially if the states in question have a track record of discriminating, forcibly assimilating, or – in the worst case – physically exterminating segments of the population. Another argument made by Mr. Barzani is one concerning “compulsory co-existence”. It's well-known that international power brokers are rather conservative when it comes to recognizing border changes or granting independence to secessionist entities. As a rule, these are considered only in instances of grave human rights violations, and only as a last resort. The Westphalian sovereignty of states has been greatly eroded by the concept of humanitarian intervention. However, international borders are still considered to be sacrosanct and – generally – untouchable. This often leads to the involuntary co-existence of ethnic, national and/or religious groups with no sense of shared identity or mutual interests. In such unfavourable conditions, democracies – if they exist – are little more than tyrannies of the majority.

- On March 12, 2003, a week before the invasion of Iraq, a Principals Committee meeting of the National Security Council was held at the White House to formally decide the fate of the Iraqi Army.[1] The participants, having all received extensive briefings on the subject prior to meeting, voted unanimously and with little discussion that after disbanding the Republican Guard, the “regular soldiers” of the Iraqi Army would be called “back to duty.”[2] In spite of this decision, on May 23, 2003, L. Paul Bremer III—President Bush’s “special envoy” in Iraq—announced Coalition Provisional Authority Order No. 2, “Dissolution of Entities.” Among the relevant entities to be dissolved by the decree was the Iraqi Army.[3] In an interview with the journalist Robert Draper at the end of his presidency, President Bush commented on this apparent dissonance when he remarked, “The policy was to keep the army intact; didn’t happen.” When asked further of his reaction when he found out about the decree, Bush replied, “Yeah, I can’t remember, I’m sure I said, ‘This is the policy, what happened?’”[4] Having endured significant criticism over CPA Order No. 2, Mr. Bremer was quick to defend himself, providing letters to The New York Times to and from the president “in order to refute the suggestion in Mr. Bush’s comment that Mr. Bremer had acted to disband the army without the knowledge and concurrence of the White House.”[5] Such a puzzling exchange over such an important topic serves to illustrate a larger point. That is, despite its centrality to America’s involvement in Iraq, from the emergence of the insurgency onward to its current conflict with ISIS, it still remains unclear how and why the decision to disband the Iraqi Army was made. In this paper, I demonstrate that the impetus for CPA Order No. 2 came from the prominent Iraqi exile Ahmad Chalabi, and was carried out under the authority of Vice President Richard “Dick” Cheney by a small group of Chalabi’s supporters in the Office of the Vice President and the Pentagon. I do so first by establishing the lengths to which those in the vice president’s office, in concert with like-minded officials at the Defense Department, were willing to go in order to support Chalabi, who favored disbanding the army. - The issue of rapprochement with Kurdish parties in the Northern Iraq turned a discursive battlefield between Turkish Armed Forces (TAF) and the ruling Justice Development Party (AKP) after the 2005 General Elections in Iraq from which Kurdish groups emerged as a strong political actor in Iraqi politics. When the AKP government declared its policy of rapprochement with the Kurdish regional government at the beginning of 2007, the then Chief of General Staff Yaşar Büyükanıt publicly criticized and rejected this new policy. Büyükanıt declined to talk with Kurdish leaders on the grounds that they were supporting for the PKK. This exchange of statements was the part of a political snowball rolling to which other areas of the struggle were included. The rift between the AKP government and the TAF over how to deal with Iraqi Kurds started just as Turkey gears up for key presidential elections. This paper will attempt to analyze the battle over the Northern Iraq between the TAF and the AKP in order to answer the following questions: How the TAF and the AKP came face to face on the issue of the Northern Iraq? - What is the relationship between the doctrine of Tony Blair and America's invasion of Iraq? This paper tries to answer this question. So, it looks at the American invasion of Iraq and the British response, and argues that Brain always prevails over brawn. United States was and still is a hard power. Britain plays a soft power role in international relations. Britain usually uses the American strength and resources for the benefit of Britain. When the British describe their relations with the United States as "special," they mean that they have the power to influence and direct US foreign policy. For an understanding of the international politics, we must concentrate on Anglo-Saxon "interdependency" through the "special relationship" which often exists between British Prime Ministers and US Presidents. Winston Churchill, British Prime Minister of the 1940s, Harold Macmillan in the 1960s, Margaret Thatcher in the 1980s and Tony Blair in the 2000s, all had special relationships with their US counterparts. While not always the case, the relationship between Tony Blair, British Prime Minster, and George Bush, American President, was beneficial to British interest and Blair's doctrine of International Community declared in 1999. it is imperative not only to understand international politics, but also to react properly to international politics. As it has been proven in the Iraq case, Tony Blair manipulated US foreign policy during the George Bush presidency.

- At first glance, perhaps the most notable feature of Plan Colombia has been its longevity. Given the current divisiveness in Washington, the bipartisan support it has received across three administrations now seems remarkable. After 12 years, the plan is gradually winding down, but the U.S. allocated more than $300 million under the program in 2012 alone. Although the Plan has evolved considerably since it was approved by the U.S. Congress in July 2000, it has become shorthand for wide-ranging U.S. cooperation with Colombia to assist that country in combating drugs, guerrilla violence, and related institutional and social problems. All told, the U.S. has spent nearly $8 billion on the initiative—more than anywhere outside of the Middle East, and Iraq and Afghanistan since the end of the Cold War. Although the effort gave priority to counter-narcotics operations—and specifically the eradication of coca in southern Colombia—from the outset it also encompassed assistance for the judiciary and economic development.

The Turkish parliament's vote Thursday to authorize use of its army and military facilities in the fight against the so-called Islamic State (IS) may appear at first look to be a positive step for the broader coalition. The measures-to be determined-are in addition to any financial, diplomatic, humanitarian, and support activities for the anti-IS coalition. However, parliament's vote did not entail Turkey's officially joining the coalition. After the recent deal-details yet to be revealed-to bring home over 40 hostages IS had taken from Turkey's consulate in Mosul, Iraq, in June 2014, pressure increased for Turkey to take military steps in the anti-IS fight. A factor increasing the possibility of military action is Turkish special operations forces' guarding the tomb of Suleyman Shah, a Turkish enclave in Syria reported to be increasingly surrounded by IS. Though there is almost universal animus toward IS in the region, there is also nearly uniform resistance to Turkey's perceived unilateral military involvement in Syria and Iraq, outside the framework of the anti-IS coalition. Turkey's next moves may cause more conflict than benefit in the anti-IS fight. Indeed, the political landscape for Turkey's moves at home and abroad remains extraordinarily complex.

- Abstract:
- This paper presents the Foreign Policy Circumplex (FPC) coding framework and the (FPC-TR) to identify aspects of Turkish foreign policy behavior between 2002 and 2011. The findings show an increase in cooperative foreign policy behavior and relational third party engagements in the second term of the AK Party administration. Turkey increased its third-party role in the context of crises with Iran and Syria. In relations with Iraq, Iran, Afghanistan and Israel/Palestinian and Russia/Georgia conflicts, the same role, albeit with a decreasing tendency, continued. There were a number of decreased interactions related to issues, such as EU-Cyprus, Cyprus, Greece, Iraq, and Israel-Palestine. That said, we see an increase in relations with North Africa, the Balkan countries, Syria, the Middle East, Armenia and Israel. There is also greater cooperation in the context of Turkey's high priority bilateral relations, such as with the US, the Middle East, Iran, Iraq, Syria and Russia, as well as with the UN and European Council. With the EU and Israel, however, a reverse trend is observed.

- The recent NATO Summit in Wales has been viewed as a watershed event not just because of the particular moment at which it took place, but because of the pledges taken by heads of states and governments. For sure, the still ongoing Ukraine crisis and the rising insurgency in Syria-Iraq might have acted as true “wake-up calls”, calling the Alliance to step up its posture and show its determination, especially in terms of commitments towards bolstering the main pillars of the Alliance. The initiatives announced in terms of readiness and defence posture, the Readiness Action Plan in particular, belong to a series of reassurance measures towards Eastern allies, but also revitalize the NATO Response Force through an expeditionary spearhead, the Very High Readiness Joint Task Force. Although some might consider these measures as “too little too late”, they prove the Alliance's cohesion and the commitment to the transatlantic link.

On April 30, the U.S. State Department noted that private donations from Persian Gulf countries were "a major source of funding for Sunni terrorist groups, particularly...in Syria," calling the problem one of the most important counterterrorism issues during the previous calendar year. - Encouraging signs have emerged that the collapse of federal government control in Iraq may have slowed and that Baghdad is beginning the transition to counteroffensive operations to regain ground. Massive mobilization of largely Shiite volunteers has given Baghdad an untrained but motivated "reserve army" that can be used to swamp cross-sectarian areas around the Iraqi capital. All available formed military units have been pulled out of reserve and brought toward Baghdad to defend the capital. In this effort, all Department of Border Enforcement units have been relocated from the country's borders, and Iraqi army and Federal Police units have been redeployed from southern Iraq. Isolated federal government units are scattered across northern Iraq, in some cases hanging on against Sunni militants with the support of adjacent Kurdish forces.

- Jihadists are steadily capturing territory and resources and establishing a state in Syria and Iraq. The most capable jihadist group, the Islamic State of Iraq and Sham (ISIS), now controls swathes of territory, energy resources, and sophisticated military hardware in both countries. Although the extremists are currently occupied with fighting other nonregime armed groups and the Syrian and Iraqi regimes, these efforts are a means to an end: building a state from which to confront and target the United States, its allies, and its interests in the region. These jihadist groups also bring boundless suffering to the populations they control, and serve as a magnet for and inspiration to jihadists worldwide.

- In Ukraine, the West demonstrated once more the efficiency of its organizational weapon and its skill in pushing states into military operations of low intensity. there is still hope that unlike Serbia, Iraq, Libya, etc. Ukraine will not degenerate into another textbook study-case and a tick in the appropriate box in the list of successes of Western political technologists and experts in political coups and “protection of democracy.” While watching what is going on in Ukraine we should demonstrate the strength of spirit and a morally healthy social atmosphere so that to stand opposed to Western ideological attacks and to develop our state, rationally and consistently. Without this, it is impossible to survive in the world where certain countries have mastered the skills of disguising their destructive foreign policy aims with high-sounding phrases about common good and “human values and freedoms” which they distort beyond recognition.

- Burma wavers on the cusp of a transition from conflict, plunder, and risk towards peace and a more open, stable society. A half-century of armed warfare, largely financed by the rapid exploitation of high-value natural resources, may be coming to an end in mainland Southeast Asia's largest nation. The use and extraction of environmental assets will continue, however, to determine Burma's political and economic future. Unfortunately, natural resources too often play a perverse role in preventing needed reforms in countries emerging from protracted conflict. In an era of fiscal constraint, "sequestration," and a decade of Iraq and Afghanistan nation-building fatigue, how can the U.S. best aid Burma's transformation? The on-the-ground situations in Burma, namely, ethnic conflicts, land grabs, internally displaced persons, each undergirded by a deep distrust of the central government, are as varied as they are fluid. U.S. foreign policy issues regarding the nation also known as Myanmar, beginning with that nation's toponym,2 are so complex as to defy the Interagency and Tactical Conflict Assessment Frameworks, respectively vaunted by U.S. government civilian agencies and military services.

- Turkish foreign policy toward the Middle East has confronted with more and novel security challenges in 2012. The problematic issues related to Arab revolutions of 2011 have already had negative repercussions for Ankara. As a result of diverging policy choices toward the Arab revolutions, these conflicting issues caused more strained relations between Turkey and its neighbors in the region. Regional actors divided over how to respond to political deadlocks in the Middle East. While Turkey, Egypt and Saudi Arabia have sided together, Iran, Syria and the central government of Iraq have made their policies jointly. This very division between the regional actors has increased the security risks within the Middle East. These two camps have particularly conflicting policy agendas and as a result, they have become part of a “proxy war” in Syria which constitutes the biggest security threat to the whole region. Despite the deteriorating situation in Syria and its own tense political environment domestically, Turkey, has continued to strengthen its economic relations with the Middle Eastern capitals except Damascus. It was partly a result of this policy that Turkey's export toward the Middle East increased significantly.

- Why did violence decline in Iraq in 2007? Many credit the "surge," or the program of U.S. reinforcements and doctrinal changes that began in January 2007. Others cite the voluntary insurgent stand-downs of the Sunni Awakening or say that the violence had simply run its course after a wave of sectarian cleansing. Evidence drawn from recently declassified data on violence at local levels and a series of seventy structured interviews with coalition participants finds little support for the cleansing or Awakening theses. This analysis constitutes the first attempt to gather systematic evidence across space and time to help resolve this debate, and it shows that a synergistic interaction between the surge and the Awakening was required for violence to drop as quickly and widely as it did.

- Opponents of Iraqi Prime Minister Nouri al-Maliki have been pushing for his removal from power for much of his second term in office. In recent months, Kurdistan Regional Government President Massoud Barzani and leaders from the Iraqiyya list have turned to an effort to withdraw confidence in Maliki as prime minister. Iraq's Shi'ite parties, though concerned about Maliki's accumulation of power, have largely abstained from the no-confidence push. Yet the anti-Maliki effort gained new life in mid-April when the powerful Shi'ite cleric Muqtada al-Sadr intensified his opposition to Maliki and voiced his intention to remove the premier. Sadr's push for a no-confidence vote is an important inflection not only in his own posture towards Maliki, but also in the ongoing political crisis in Iraq. It has prompted a backlash from Iran, which has supported Maliki by seeking to restrain Sadr and to prevent a vote of no confidence. This backgrounder explores the possible calculus and responses of Sadr, Iran, and Maliki as Iraq's governmental stalemate continues to drag on.

- The US may not face peer threats in the near to mid term, but it faces a wide variety of lesser threats that make maintaining effective military forces, foreign aid, and other national security programs a vital national security interest. The US does need to reshape its national security planning and strategy to do a far better job of allocating resources to meet these threats. It needs to abandon theoretical and conceptual exercises in strategy that do not focus on detailed force plans, manpower plans, procurement plans, and budgets; and use its resources more wisely. The US still dominates world military spending, but it must recognize that maintaining the US economy is a vital national security interest in a world where the growth and development of other nations and regions means that the relative share the US has in the global economy will decline steadily over time, even under the best circumstances. At the same time, US dependence on the security and stability of the global economy will continue to grow indefinitely in the future. Talk of any form of “independence,” including freedom from energy imports, is a dangerous myth. The US cannot maintain and grow its economy without strong military forces and effective diplomatic and aid efforts. US military and national security spending already places a far lower burden on the US economy than during the peaceful periods of the Cold War, and existing spending plans will lower that burden in the future. National security spending is now averaging between 4% and 5% of the GDP – in spite of the fact the US has been fighting two wars in Iraq and Afghanistan – versus 6-7% during the Cold War.

- The EU's reaction is slow, the EU is divided, the EU is unable to deliver: time and time again, newspapers depict the image of an incoherent and uncoordinated EU foreign policy. This time, the topic under discussion is the EU's response to the Libyan crisis. Many have compared the EU's internal divisions over Libya with those over the Iraq war, an often-used example to illustrate the limits of the Common Foreign and Security Policy (CFSP). This paper aims to assess the coherence of the EU's short- to medium-term response to the Libyan crisis. It distinguishes between the horizontal, interinstitutional, vertical and multilateral dimensions of EU coherence. The analysis shows that unilateral actions or inactions of the member states mainly account for the EU's incoherent response. The post-Lisbon institutional structure has done little to compensate for these internal divisions. While the EU cannot change the course of national foreign policies, it should increase its 'leadership for coherence', communitarize its crisis response in the medium term and aim at preventing incoherence in the longer term.

- No sooner had NATO launched its first air strike in Libya than the mission was thrown into controversy -- and with it, the more general notion of humanitarian intervention. Days after the UN Security Council authorized international forces to protect civilians and establish a no-fly zone, NATO seemed to go beyond its mandate as several of its members explicitly demanded that Libyan leader Muammar al-Qaddafi step down. It soon became clear that the fighting would last longer than expected. Foreign policy realists and other critics likened the Libyan operation to the disastrous engagements of the early 1990s in Somalia, Rwanda, and Bosnia, arguing that humanitarian intervention is the wrong way to respond to intrastate violence and civil war, especially following the debacles in Afghanistan and Iraq. To some extent, widespread skepticism is understandable: past failures have been more newsworthy than successes, and foreign interventions inevitably face steep challenges. Yet such skepticism is unwarranted. Despite the early setbacks in Libya, NATO's success in protecting civilians and helping rebel forces remove a corrupt leader there has become more the rule of humanitarian intervention than the exception. As Libya and the international community prepare for the post-Qaddafi transition, it is important to examine the big picture of humanitarian intervention -- and the big picture is decidedly positive. Over the last 20 years, the international community has grown increasingly adept at using military force to stop or prevent mass atrocities. Humanitarian intervention has also benefited from the evolution of international norms about violence, especially the emergence of “the responsibility to protect,” which holds that the international community has a special set of responsibilities to protect civilians -- by force, if necessary -- from war crimes, crimes against humanity, ethnic cleansing, and genocide when national governments fail to do so. The doctrine has become integrated into a growing tool kit of conflict management strategies that includes today's more robust peacekeeping operations and increasingly effective international criminal justice mechanisms. Collectively, these strategies have helped foster an era of declining armed conflict, with wars occurring less frequently and producing far fewer civilian casualties than in previous periods.

- This article relates the Anglo-American invasion of Iraq to fundamental aspects of Anglo-American political economy, including the increasing integration of the British and US economies, and the largely Anglo-American-led project of global economic restructuring currently taking place. Part I discusses the political economy of UK–US relations and the evolution of an Anglo-American military–industrial conglomerate. Part II links the Anglo-American relations and interests detailed in the first part of the article to an on-going project of global reconstruction. With this as a context, Part III reviews the history of British and US foreign policies towards Iraq and the culmination of these policies in the invasion of the country. The conclusions draw implications for the overall nature and direction of current trends of change.

97. Between freedom and fear: Explaining the consensus on terrorism and democracy in US foreign policy

- Why have two successive US administrations concluded that fighting terrorism must involve democracy promotion? This assumption became prevalent in US political discourse following the events of September 11 despite the fact that the empirical evidence linking democracy and terrorism is weak or ambiguous. More strikingly, it has persisted even after the missions to establish democracies in Afghanistan and Iraq have led to increasing violence, including a worldwide increase in terrorist attacks. This article argues that the link between democracy and terrorism was established by the combined effect of three factors: (a) the framing of the September 11 attacks in a way that increased the receptivity to this conceptual opposition between freedom and fear; (b) the ideological influence of the Wilsonian tradition, as manifested today in an unusual consensus between modern neo-conservatives and liberal internationalists on the desirability of democratic reform as a means of changing foreign policy behaviour; and (c) a powerful bipartisan domestic constituency in favour of democracy promotion. Owing to these three factors, the contraposition of democracy and terrorism in American political discourse is effectively over-determined because it mirrors the dominant ideological and political preferences of American elites. This fixed preference for democracy promotion explains why the Obama Administration has remained wedded to the binary distinction between freedom and fear in its public statements despite its efforts to break in style and substance with the policies of its predecessor.

- I recently spoke with Dr. John David Lewis about American foreign policy, the uprisings in the Muslim world, the killing of Osama bin Laden, and the light that history can shed on such matters. Dr. Lewis is visiting associate professor in the philosophy, politics, and economics program at Duke University and he's the author, most recently, of Nothing Less Than Victory: Decisive Wars and the Lessons of History. —Craig Biddle Craig Biddle: Thank you for joining me, John. John David Lewis: I'm glad to be here. Thank you for having me. CB: Before we dive into some questions about U.S. foreign policy and the situation in the Middle East, would you say a few words about your work at Duke? What courses do you teach and how do they relate to foreign policy and the history of war? JL: The courses I teach all bring the thought of the ancients into the modern day and always dive to the moral level. For example, I teach freshman seminars on ancient political thought. I also teach a course on the justice of market exchange in which I draw upon the thought of Plato, Aristotle, Cicero, etcetera, and approach the question from a moral perspective. In regard to foreign policy and the history of war, I just finished a graduate course at Duke University on Thucydides and the Realist tradition in international relations. International relations studies have been dominated by a school of thought called Realism. This course explores the ideas of Thucydides and how they've translated through history into modern international relations studies and ultimately into the formulation of foreign policy in the modern day. I also teach courses at the University of North Carolina on the moral foundations of capitalism, which use Ayn Rand's Atlas Shrugged as its core text. I've been involved in speaking to Duke University medical students on health care where, again, I approach the issue from a moral perspective, namely, from the principle of individual rights. CB: That's quite an array of courses, and I know you speak at various conferences and events across the country as well, not to mention your book projects. Your productivity is inspiring. Let's turn your historical lights to some recent events. On the second of May, U.S. SEALs killed Osama bin Laden in Pakistan. This is certainly worthy of celebration, but it's also almost ten years after he and his Islamist cohorts murdered nearly three thousand Americans on American soil. In the meantime, America has gone to war in Afghanistan and Iraq, where more than five thousand additional American soldiers have been killed, and now we're at war in Libya as well. In all of this, neither the Bush administration nor the Obama administration has so much as touched the regimes that everyone knows are the main sponsors of terrorism, those in Iran and Saudi Arabia. What's more, neither administration has identified the enemy as Islamists and the states that sponsor them. Bush called the enemy “terror” and “evildoers,” and Obama, uncomfortable with such “clarity,” speaks instead of “man-caused disasters” and calls for “overseas contingency operations.” Are there historical precedents for such massive evasions, and whether there are or aren't, what has led America to this level of lunacy? JL: That's a very interesting question, with many levels of answers. . . .

99. The Coming Turkish-Iranian Competition In

- The two rising powers in the Middle East—Turkey and Iran—are neighbors to Iraq, its leading trading partners, and rapidly becoming the most influential external actors inside the country as the U.S. troop withdrawal proceeds. Although there is concern in Washington about bilateral cooperation between Turkey and Iran, their differing visions for the broader Middle East region are particularly evident in Iraq, where a renewal of the historical Ottoman-Persian rivalry in Mesopotamia is likely as the dominant American presence fades. Turkey aims for a robust Iraqi political process in which no single group dominates, sees a strong Iraq as contributing to both its own security and regional stability, and is actively investing in efforts to expand Iraqi oil and gas production to help meet its own energy needs and fulfill its goal of becoming the energy conduit from the Middle East to Europe. Iran prefers a passive neighbor with an explicitly sectarian political architecture that ensures friendly Shiite-led governments; sees a strong Iraq as an inherent obstacle to its own broader influence in the region and, in the nightmare scenario, once again possibly a direct conventional military threat; and looks askance at increased Iraqi hydrocarbon production as possible competition for its own oil exports. Baghdad meanwhile believes that it can become a leader in the Middle East but is still struggling to define an inclusive national identity and develop a foreign policy based on consensus. In its current fractured state, Iraq tends to invites external interference and is subsumed into the wider regional confrontation between the Sunni Arab defenders of the status quo and the “resistance axis” led by Shiite Iran. Turkey has an opening in Iraq because it is somewhat removed from this toxic Arab-Persian divide, welcomes a strong Iraq, and offers the Iraqi economy integration with international markets. Ankara could now allay Iraqi Shiite suspicions that it intends to act as a Sunni power in the country and not allow issues on which Turkish and Iraqi interests deviate to set the tone for their relationship. The U.S. conceptualization of an increased Turkish influence in Iraq as a balance to Iran's is limited and could undermine Turkey's core advantages by steering it towards a counterproductive sectarian approach. A more productive U.S. understanding is of Turkey as a regional power with the greatest alignment of interests in a strong, stable, and selfsufficient country that the Iraqis want and that the Obama administration has articulated as the goal of its Iraq policy. On the regional level, a strong and stable Iraq is a possible pivot for Turkish and Iranian ambitions, enabling Ankara and hindering Tehran. Washington may well have its differences with Turkey's new foreign policy of zero problems with its neighbors, but the Turkish blend of Islam, democracy, and soft power is a far more attractive regional template than the Iranian narrative of Islamic theocracy and hard power resistance. The United States should therefore continue to welcome increased Turkish-Iraqi economic, trade, and energy ties and where possible support their development as a key part of its post-2011 strategy for Iraq and the region.

100. The invasion of Iraq: what are the morals of the story?

- It is uncontroversial that the invasion and occupation of Iraq involved the following errors: the misinterpretation of intelligence; the underestimation of the number of troops requisite for law and order; the disbanding of the Iraqi army; and indiscriminate debaathification of the civil service. The first error was one of imagination rather than virtue; the others were caused by 'callousness', impatience, and consequent imprudence. These vices were partly responsible for massive civilian casualties, which many wrongly assume to teach the fundamentally erroneous character of the invasion. Nonetheless, we should beware such moral flaws in tomorrow's policy-makers and renounce the managerial mentality that fosters them. Another lesson is that, in so far as nation-rebuilding requires substantial and long-term commitments, it must command the support of the nation-builder's domestic electorate; and to do that, it must be able to justify itself in terms of the national interest. From this we should not infer the further lesson that morality's reach into foreign policy is limited, since, according to Thomist ethics, the pursuit of the national interest can itself be moral. Finally, one lesson that we should not learn from Iraq is never again to violate the letter of international law and intervene militarily in a sovereign state without Security Council authorization. The law's authority can be undermined as much by the UN's failure to enforce it, as by states taking it into their own hands. It is seriously problematic that the current international legal system denies the right of individual states to use military force unilaterally except in self-defence, while reserving the enforcement of international law to a body, whose capacity to act is hamstrung by the right of veto. Given this situation, military intervention without Security Council authorization could be morally justified on certain conditions.
