1001. Cordon of Conformity: Why DSGE models Are Not the Future of Macroeconomics

Abstract:
The Rebuilding Macroeconomic Theory Project, led by David Vines and Samuel Wills (2020), is an important, albeit long overdue, initiative to rethink a failing mainstream macroeconomics. Professors Vines and Wills, who must be congratulated for stepping up to the challenge of trying to make mainstream macroeconomics relevant again, call for a new multiple-equilibrium and diverse (MEADE) paradigm for macroeconomics. Their idea is to start with simple models, ideally two-dimensional sketches, that explain mechanisms that can cause multiple equilibria. These mechanisms should then be incorporated into larger DSGE models in a new, multiple-equilibrium synthesis – to see how the fundamental pieces of the economy fit together, subject to it being ‘properly micro-founded’. This paper argues that the MEADE paradigm is bound to fail, because it maintains the DSGE model as the unifying framework at the center of macroeconomic analysis. The paper reviews 10 fundamental weaknesses inherent in DSGE models which make these models irreparably useless for macroeconomic policy analysis. Mainstream macroeconomics must put DSGE models, once and for all, in the Museum of Implausible Economic Models – and learn important lessons from non-DSGE macroeconomic approaches.

1002. Lessons for the Age of Consequences: COVID-19 and the Macroeconomy

Abstract:
Based on comparative empirical evidence for 22 major OECD countries, I argue that country differences in cumulative mortality impacts of SARS-CoV-2 are largely caused by: (1) weaknesses in public health competence by country; (2) pre-existing country-wise variations in structural socio-economic and public health vulnerabilities; and (3) the presence of fiscal constraints. The paper argues that these pre-existing conditions, all favorable to the coronavirus, have been created, and amplified, by four decades of neoliberal macroeconomic policies – in particular by (a) the deadly emphasis on fiscal austerity (which diminished public health capacities, damaged public health and deepened inequalities and vulnerabilities); (b) the obsessive belief of macroeconomists in a trade-off between ‘efficiency’ and ‘equity’, which is mostly used to erroneously justify rampant inequality; (c) the complicit endorsement by mainstream macro of the unchecked power over monetary and fiscal policy-making of global finance and the rentier class; and (d) the unhealthy aversion of mainstream macro (and MMT) to raising taxes, which deceives the public about the necessity to raise taxes to counter the excessive liquidity preference of the rentiers and to realign the interests of finance and of the real economy. The paper concludes by outlining a few lessons for a saner macroeconomics.

1003. On the Non-Inflationary effects of Long-Term Unemployment Reductions

Abstract:
The paper critically examines the New Keynesian explanation of hysteresis based on the role of long-term unemployment. We first examine its analytical foundations, according to which rehiring long-term unemployed individuals would not be possible without accelerating inflation. Then we empirically assess its validity along two lines of inquiry. First, we investigate the reversibility of long-term unemployment. Then we focus on episodes of sustained long-term unemployment reductions to check for inflationary effects. Specifically, in a panel of 25 OECD countries (from 1983 to 2016), we verify by means of local projections whether they are associated with inflationary pressures in a subsequent five-year window. Two main results emerge: i) the evolution of the long-term unemployment rate is almost completely synchronous with the dynamics of the total unemployment rate, both during downswings and upswings; ii) we do not find indications of accelerating or persistently higher inflation during and after episodes of strong declines in the longterm unemployment rate, even when they occur in country-years in which the actual unemployment rate was estimated to be below a conventionally estimated Non-Accelerating Inflation Rate of Unemployment (NAIRU). Our results call into question the role of long-term unemployment in causing hysteresis and provide support to policy implications that are at variance with the conventional wisdom that regards the NAIRU as an inflationary barrier.

Abstract:
We construct new measures of country risk and sentiment as perceived by global investors and executives using textual analysis of the quarterly earnings calls of publicly listed firms around the world. Our quarterly measures cover 45 countries from 2002-2020. We use our measures to provide a novel characterization of country risk and to provide a harmonized definition of crises. We demonstrate that elevated perceptions of a country's riskiness are associated with significant falls in local asset prices and capital outflows, even after global financial conditions are controlled for. Increases in country risk are associated with reductions in firm-level investment and employment. We also show direct evidence of a novel type of contagion, where foreign risk is transmitted across borders through firm-level exposures. Exposed firms suffer falling market valuations and significantly retrench their hiring and investment in response to crises abroad. Finally, we provide direct evidence that heterogeneous currency loadings on global risk help explain the cross-country pattern of interest rates and currency risk premia.

This paper extends to different indicators of labor underutilization the Updated Okun Method (UOM) for estimation of potential output proposed in Fontanari et al (2020), which, from a demand-led growth perspective, regards potential output as an empirical approximation to fullemployment output, as in A.M.Okun’s (1962) original method. Based on the apparent incapability of the official rate of unemployment to fully account for labor underutilization, in this paper we offer estimates of Okun’s law both with broad unemployment indicators and with an indicator of ‘standardized hours worked’ which we propose as a novel measure of the labor input. The paper reflects on the possible different empirical measures of full employment. The various measures of potential output that we extract from our analysis show greater output gaps than those produced by standard methods, thus highlighting a systematic tendency of the latter to underestimate potential output. Output gaps that underestimate the size of the output loss or that tend to close too soon during recovery, may produce a bias towards untimely restriction.

Abstract:
Walter Bagehot (1873) published his famous book, Lombard Street, almost 150 years ago. The adage “lending freely against good collateral at a penalty rate” is associated with his name and his book has always been set on a pedestal and is still considered as the leading reference on the role of lender of last resort. Nonetheless, without a clear understanding of the theoretical grounds and the institutional features of the British banking system, any interpretation of Bagehot’s writings remains vague if not misleading—which is worrisome if they are supposed to provide a guideline for policy makers. The purpose of the present paper is to determine whether Bagehot’s recommendation remains relevant for modern central bankers or whether it was indigenous to the monetary and banking architecture of Victorian times.

Abstract:
This paper explores the reasons why sovereign borrowers post collateral. Such behavior is paradoxical because conventional interpretations of collateral stress repossession of the assets pledged as the key to securing lenders against information asymmetries and moral hazard. However, repossession is generally difficult in the case of sovereign debt and in some cases impossible. Nevertheless, such sovereign “hypothecations” have a long history and are again becoming very popular today in developing countries. To explain sovereign collateralization, we emphasize an informational channel. Posting collateral produces information on opaque borrowers by displaying borrowers’ behavior and resources. We support this interpretation by examining the hypothecation “mania” of 1849-1875, when sovereigns borrowing in the London Stock Exchange pledged all kinds of intangible revenues. Yet, at that time, sovereign immunity fully protected both sovereigns and their assets and possessions. Still, we show that hypothecations significantly decreased the cost of sovereign debt. To explain how, we stress the pledges’ role in documenting sovereigns’ wealth and the management of revenue streams. Based on an exhaustive library of bond prospectuses collected from primary sources, matched with a panel of sovereign bond yields and an innovative measure of sovereign fiscal transparency, we show that collateral minutely described in debt covenants served to document and monitor sovereign resources and development prospects. Encasing this information in contracts written by lawyers served to certify the quality of the resulting data disclosure process, explaining investors’ readiness to pay a premium.

Abstract:
Spontaneous, open-ended survey responses can sometimes better reveal what is actually on people’s minds than small sets of forced-choice, closed questions. Our analysis of closed questions and trade-related open-ended responses to 2016 ANES “likes” and “dislikes” prompts indicate that Americans held considerably more complex, more ambivalent, and – in many cases – more negative views of international trade than has been apparent in studies that focus only on closed-ended responses. This paper suggests that contrast between open- and closed-question data may help explain why the effectiveness of Donald Trump’s appeals to trade resentments surprised many observers.

1009. Inflation? It’s Import Prices and the Labor Share!

Abstract:
Recognizing that inflation of the value of output and its costs of production must be equal, we focus on a cost-based macroeconomic structuralist approach in contrast to micro-oriented monetarist analysis. For decades the import and profit shares of cost have risen, while the wage share has declined to around 50% with money wage increases lagging the sum of growth rates of prices and productivity. Conflicting claims to income are the underlying source of inflationary pressure. Inflation affects income (labor’s spending power) and wealth. Monetarist theory around 1900 concentrated on the latter (Bryan and the “Cross of Gold)” leading to the standard Laffer curve. It was replaced by the Friedman-Phelps model which has incorrect dynamics (labor payments do not fall during an expansion – they go up). Samuelson and Solow introduced a version of the Phillips curve that violates macroeconomic accounting. Rational expectations replaced Friedman but was immediately falsified by output drops after the Volcker shock treatment around 1980. There followed a complicated transition from rational expectations to inflation targeting, anchored by economists’ misunderstanding of the physical meaning of ergodicity and ontological blindness. It did not help that the real balance effect is irrelevant because money makes up a small part of wealth. Rather than issuing veiled threats of disaster if its policy advice is not followed, the Fed now announces inflation targets which it cannot meet. Contemporary structuralist theory suggests that conflicting income claims set the inflation rate. Firms can mark up costs but workers have latent bargaining power over the labor share that they can exercise. Import costs and policy repercussions complicate the picture, but a simple vector error correction model and visual analysis suggest that money wages would have to grow one percentage point faster than prices plus productivity for several years if the Fed is to meet a three percent inflation target. The results pose a Biden policy trilemma: (i) the only path toward a more egalitarian size distribution of income is through a rising labor share (money wage growth exceeds price plus productivity growth), (ii) which would provoke faster inflation with feedback to rising interest rates, and (iii) the resulting asset price deflation likely facing political resistance from Wall Street and affluent households.

Progress in artificial intelligence and related forms of automation technologies threatens to reverse the gains that developing countries and emerging markets have experienced from integrating into the world economy over the past half century, aggravating poverty and inequality. The new technologies have the tendency to be labor-saving, resource-saving, and to give rise to winner-takes-all dynamics that advantage developed countries. We analyze the economic forces behind these developments and describe economic policies that would mitigate the adverse effects on developing and emerging economies while leveraging the potential gains from technological advances. We also describe reforms to our global system of economic governance that would share the benefits of AI more widely with developing countries.

1011. The Erroneous Foundations of Law and Economics

Abstract:
The fundamental originating principle of law and economics (L&E) is that legal decisions should be (and are) based on maximizing efficiency. But L&E proponents do not define “efficiency” in the way agreed to by most economists, as Pareto Efficiency. A Pareto optimal condition is obtained when no one can be made better off without making someone worse off. Pareto Improvements are win-win changes where no losers exist. In the judicial system, however, there are always winners and losers, because under Article III § 2 of the Constitution a legal case does not exist unless there is a justiciable “case or controversy” in need of resolution. Unable to use Pareto Efficiency, L&E scholars have been forced to adopt alternative definitions of efficiency. Most L&E scholars claim to define “efficiency” based on the work of Kaldor and Hicks, but (perhaps unwittingly) instead use a definition of “efficiency” derived from the 19th century idea of consumer surplus, which encompasses L&E notions such as “wealth maximization,” and “consumer welfare” in antitrust. Neither of these alternative definitions is viable, however. Outside of L&E, the Kaldor-Hicks approach has long been recognized to be riddled with logical inconsistencies and ethical failures, and the surplus approach is even more deficient. Remarkably, virtually none of the numerous L&E textbooks even hint at such problems. Critically, all definitions of efficiency improvements in economics are biased in favor of wealthy individuals or firms, either because they are dependent on the status quo ante distribution of assets, or because they bestow large advantages on parties with political influence or who can afford to bring lawsuits quickly. Many L&E practitioners treat efficiency improvements instead as being objectively good, an error revealing that L&E is primarily motivated by its neoliberal policy agenda.

1012. How the United States Can Support Nascent Political Parties

Abstract:
Supporting democracy and human rights overseas is front and center in the Biden administration’s foreign policy. The White House has committed to hold a “summit for democracy” this year, vocally condemned human rights abuses by China, and called for budget increases in foreign assistance and diplomacy critical to execute its democracy agenda abroad. As the Biden team designs this agenda, it will take stock of existing democracy assistance approaches and toolkits to make sure they address the current landscape of threats (i.e., a rise in Russian and Chinese malign influence) and changing needs of democracy partners on the ground (i.e., training on new technology). One area that is in desperate need of an update is how the U.S. helps strengthen political parties abroad, something it has done since the 1980s. The U.S. approach to supporting parties has not kept pace with the evolution of these organizations over the last ten years. Increasingly, political parties are taking novel forms that arise from so called “people power” movements and often focus more on mobilizing voters than formulating policy. One of the four most common types of parties today are those that emerge from mass protest movements and widespread latent dissatisfaction with traditional parties. Examples include the Five Star Movement in Italy, the Union to Save Romania, the New Conservative Party in Latvia, and Semilla in Guatemala. Getting support to this party type ‘right’ is important because many of the countries where these entities are emerging matter for U.S. interests. In both the Czech Republic and Slovakia – NATO allies on the front line of countering Russian and Chinese influence – new, anti-establishment parties are running the government, as traditional parties have struggled with accusations of corruption and failure to meet citizen needs. In Mexico and Brazil, both major strategic partners of the United States, emergent political organizations have taken power. In Iraq, citizens protesting government corruption and inefficiencies have formed several new parties to contest the October 2021 elections and challenge the political establishment. Yet in these and other contexts, the United States lacks an approach to structure its support of such nascent parties. Here, we outline recommendations for selecting which parties to support and then a framework to maximize effectiveness of U.S. assistance to them.

Abstract:
Solidarity has become a global and regional buzzword in the fght against Covid-19. As a result of the unequal and shifting disease burden and resource scarcity among countries, solidarity has manifested itself in various forms depending on the national and regional contexts and disease situations. Politicians worldwide have called for solidarity, which has taken many shapes and forms. At the nation- al and sub-national level, Covid-19 has prompted calls for communal solidarity. Solidarity, at the EU level, has often been used as a synonym for intra-EU coordination and assistance between member states as well as safe- guarding the welfare of EU citizens. In the global arena, UN and WHO leadership has been pushing for global sol- idarity to highlight the global nature and scope of the crisis, simultaneously alluding to the uneven distribu- tion of vaccines and the embedded systemic injustices in global health governance. Tis mosaic of solidarities difers from the normative ideal. In this Briefng Paper, we explore the diferent types of pandemic solidarities to understand the political dis- course during the frst year of the Covid-19 pandemic. We analyze the solidarity rhetoric of the high political leadership as well as key solidarity initiatives at three diferent governance levels: global (UN), regional (EU), and national (case Finland) to see how solidarity has been defned, in which context, and to what ends. Compared to other types of emergencies, pandemics are in a league of their own. One key characteristic of a pandemic emergency is the anxiety connected to the processes of contagion, infection, and spread. As the term ‘pandemic’ signifes, the frst line of defence at the local level has failed, as happened in the initial stage of Covid-19. Whereas natural catastrophes are usually lo- cally contained without additional concerns stemming from the fear of spread, pandemics are, to a degree, an- ti-humanitarian by their very nature. Tey usually lead to a knee-jerk reaction to step back and bufer oneself to prevent the harm from spreading.1 From this per- spective, pandemic solidarity is far more limited and qualitatively diferent. Instead of compassion for distant. others, a nearest-and-dearest approach can ensue. Tis Briefng Paper argues that lower levels of soli- darity should act as enablers for better pandemic gov- ernance at the global level. Until now, the impact of na- tional and regional solidarity has been relatively bleak. Calls for solidarity can act as empty signifers or merely as political rhetoric that is not tied to any concrete efort or action. To shed light on the meanings of solidarity, it is important to identify and distinguish the operative nature of solidarity, or lack thereof, in various contexts.

Abstract:
Conflict-related damage to the environment has become widespread and causes sustained harm to public health, ecosystems, and peacebuilding. The International Law Commission (ILC) will finalize its work on new principles for the protection of the environment in relation to armed conflict (the PERAC principles) in 2022. The International Committee of the Red Cross (ICRC) published an updated iteration of its Guidelines on the Protection of the Natural Environment in Armed Conflict in 2020. International momentum is gathering for states to implement these frameworks. However, independent mechanisms to monitor the implementation are currently lacking. The international community and civil society actors need to ensure transparent monitoring mechanisms that enable stakeholders to pressure states into compliance.

Abstract:
Armed conflicts around the world have continued largely unabated, irrespective of the global pandemic. Despite influencing conflict-affected contexts, the pandemic has not (thus far) been a gamechanger regarding conflicts. Both non-state and state actors have tried to seize opportunities stemming from the pandemic measures for their own benefit. This, along with changes in the footprint of peacebuilding efforts, has threatened human security. In the long term, socioeconomic repercussions of the pandemic pose the gravest threats to peace. The socioeconomic fallout can induce conflict by undermining the social contract and social cohesion, particularly in contexts with conflict legacies, deep inequalities, and high external economic dependencies. The EU has multiple tools that it can deploy in its external action to mitigate the conflict-inducing repercussions of the pandemic. Taking preventive action requires a long-term perspective, even amidst the unfolding crisis.

Abstract:
As economic policy has become a key strategic means in great-power rivalry, states are attempting to control the economic networks that connect the world. By instrumentalizing businesses they change the risk picture for both public and private companies. The securitization of the economy entails a first source of new risk as states attempt to strengthen their control of companies in sectors considered strategic and security-sensitive. Another source of risk stems from the balkanization of the global economy, whereby it would disintegrate into separate spheres of economies decoupled from each other. The competition for control of the global standard-setting regimes constitutes an emerging area of such risk. A final source of risk is the weaponization that accelerates the use of sanctions and export controls. It entails more barriers for companies and puts pressure on the rules-based international system. A novel concept of ‘geoeconomic risk’ is therefore needed to identify, assess and mitigate these new uncertainties associated with the repurposing of the global economy.

1017. Looking Beyond England: Slavery, Settler Colonialism and the Development of Industrial Capitalism

Abstract:
This paper examines the debates surrounding industrial capitalism’s origins, critiquing the Eurocentrism in the Political Marxist approach. Instead, using a dialectical framework, I argue that the transition from agrarian to industrial capitalism in Britain required the existence of slavery and settler colonialism in the New World. The reason for this is threefold: Firstly, the removal of surplus populations either to colonies or domestically by employing them in colony- related industries was necessary to avoid stagnation in capitalist development. Secondly, the cheapening of basic commodities leading to a reduction in wages (i.e. relative surplus value extraction) in Britain necessitated enslaved labour in the New World. Thirdly, British industrialisation itself required settler colonialism and slavery because of: 1) the importation of slave-produced raw materials that were manufactured in Britain, 2) the exportation of manufactured products to settler colonies in the Americas, 3) the investment into industry by slaveowners and 4) the credit provision by banks that were tightly linked to the slave trade. I, therefore, conclude by suggesting that taking seriously the links between capitalism and slavery/colonialism could unify post-colonialism and Marxism by demonstrating the interconnectedness between post-colonialism’s principal object of analysis – colonialism – and Marxism’s main object of analysis – capitalism.

Abstract:
The global transition away from carbon will fundamentally alter the EU’s dependencies on energy, raw materials, and new technologies. The bloc needs to manage these dependencies while maintaining the fragile consensus between member states on the European Green Deal and fulfilling its ambitions for global climate leadership. The EU should help deliver a green grand bargain by making use of all its sources of economic, multilateral, and soft power. The bloc should reframe the international debate on energy security to focus on clean energy resources and efficiency, engaging in the market reforms needed to incentivise this shift. The EU should make every effort to reassure countries in the global south that the green transition will not leave them behind. The Global Gateway provides a strong framework for doing this – as would an EU Co-innovation and Green Tech Diffusion Fund. The EU also needs to place European sovereignty at the centre of its internal narrative on the European Green Deal. This could help win support for the agreement from member states that are concerned about the economic and social effects of the green transition.

When the coronavirus broke out in 2020 the whole world literally came to a pause. The pandemic overshadowed all other major problems and started to shape relations between states. Climate change suddenly disappeared from the international agenda. However, the effects of the global climate crisis are showing faster and more severely than ever before: wildfires in Australia, extreme weather events in Asia, tornado’s in America, a melting Arctic... Secondary effects like climate migration and conflicts have become visible as well. This crisis is more urgent than ever. The COVID-19 crisis has shattered our economies, but lockdown measures taken by almost all governments have had a positive impact on the emission of greenhouse gases. The world took a step forward, even if unintended, towards the goals set in Paris in 2015. COVID-19 has taken away a lot from the world, but it may also have created a momentum to continue this downward trend and make it structural. Even the world’s great powers will have to integrate the green transition in their COVID-19 economy recovery plans in order to not fall off the wagon. But will only a green great power remain a great power?

It is undeniable that transitional justice has developed into a dynamic field of research and practice. At the same time, it remains a highly contested field that is subject to heated debates about the precise nature, scope, legitimacy and effectiveness of the ‘transitional justice project’. The global energy transition from fossil fuels to cleaner energy will profoundly affect the global economy. It will limit how much greenhouse gases humanity emits and hopefully avoid catastrophic global warming. This transition will, however, also have a profound effect on state-owned national oil companies (NOCs). NOCs—in which the government is the sole or the dominant shareholder—produce half of the world’s oil and gas, and invest 40 percent of the capital in the global oil and gas industry. They are also important for millions of citizens in the developing countries where many NOCs operate. This report explores the risks the energy transition brings for NOCs and governments reliant on oil revenues. With the pace of energy transition uncertain, the authors of this report offer a warning to governments and NOCs as they consider their future investment plans.

Corruption in the extractive industries represents one of the main obstacles to ensuring that natural resources contribute to sustainable development. The heightened corruption risks across the sector are well documented, with many of the most prominent global corruption cases in recent years involving actors in oil, gas and mining. High-profile corruption scandals have occurred in several EITI countries. In Colombia, a former EITI supporting company has faced investigations over alleged illegal political campaign financing. Two large oil companies and their executives face criminal trial in Italy over a controversial oil deal in Nigeria. In Iraq, a “fixer” company bribed officials to help its clients secure oil industry contracts. EITI reports are silent on these and many other alleged cases of corruption. This has raised critical questions, particularly among civil society actors and academics, about the relevance of EITI in addressing the sector’s most pressing challenges. Although EITI reports rarely speak directly about corruption, they are nevertheless an important resource for anticorruption actors. As the EITI considers how it can more effectively play a role in addressing corruption, the authors of this report aim to shed light on how EITI’s current reporting can help oversight actors understand and address corruption risks. The authors identify best practices in how EITI countries disclose corruption-related information, highlighting the strengths and weaknesses of the initiative and providing insights that can help EITI maximize its relevance to future anticorruption efforts. Based on a review of EITI documents from 17 countries, the authors identify trends in how reporting presents corruption-related information.

1024. Stuck in the Past: Lessons on Emissions for Developing Oil Producers

As much of the world slowly moves into a low-carbon future, a group of countries are firmly stuck in a fossil-fuel past. These are mainly countries rich in fossil fuel resources. This is not only a problem for the global target to limit the emissions of greenhouse gases, but it puts these countries under a “carbon curse”. Under this curse, people pay more for energy, might be locked out of trading opportunities with countries with carbon taxes, and breath dirtier air. These fossil fuel-rich countries provide a lessons for developing countries with fossil fuels that are still to industrialize. These are countries that still have time to change direction to avoid being stuck in the past, and move into a more prosperous and cleaner future. Key messages Most economies are slowly decarbonizing, but the economies of high-income, fossil fuel-rich countries are not. This is the case whether examining production- or consumption-based emissions. Low-income, fossil fuel-rich countries can learn from the experience of wealthier fossil fuel-rich countries. Remaining on their current path could mean that low-income, fossil fuel-rich countries could face high energy costs, exclusion from export markets, and failure to meet future climate commitments.

The pathway to net-zero emissions will be a fraught one for many petroleum-dependent countries. Radical policy action is necessary to decarbonize the global economy , with significant economic implications for countries dependent on oil and gas revenues. The Intergovernmental Panel on Climate Change has warned that global warming will exceed 1.5 and even 2 degrees Celsius without deep emissions cuts. At the same time, the International Energy Agency has proposed a freeze on new development approvals for oil and gas fields from 2021 if we are to limit the global temperature rise to 1.5 degrees Celsius. Current and emerging producers may want to go beyond merely reacting to foreign governments’ or international oil companies’ evolving climate policies – they may seek to proactively decarbonize and build climate resilience in their own petroleum sectors. Yet the long-term contracts governments sign with companies for petroleum exploration and production may significantly limit this flexibility for decades. Have producer countries begun to modify petroleum contract terms in response to climate change and energy transition risks? To explore this, the author of this briefing reviewed 34 contracts and model contracts from 11 countries, signed or issued since the Paris Agreement. This review focused on stabilization, arbitration, and force majeure clauses. The contracts reviewed do not yet indicate a shift in these clauses to respond to climate change risks, and the need for government flexibility to take climate policy action. Producer governments should reconsider traditional contract clauses and assess and adapt their petroleum sector legal framework to address energy transition and climate change risks.

Compliance with international humanitarian law (IHL) is recognized as a critical benchmark for assessing the acceptability of autonomous weapon systems (AWS). However, in certain key respects, how and to what extent existing IHL rules provide limits on the development and use of AWS remains either subject to debate or underexplored. This report aims to help states form and express their views on the legal provisions that already do, or should, govern the development and use of AWS, particularly with respect to the required type and degree of human–machine interaction. It maps (a) what limits IHL already places on the development and use of AWS; (b) what IHL demands from users of AWS to perform and satisfy IHL obligations, whether the obligations are of a state, an individual or both; and (c) threshold questions concerning the type and degree of human–machine interaction required for IHL compliance. In its findings and recommendations, the report does not pre-judge the policy response that should regulate AWS. Instead, it aims to provide an analytical framework for states and experts to assess how the normative and operational framework regulating the development and use of AWS may need to be clarified and developed further.

The rate at which states are joining the 2013 Arms Trade Treaty (ATT) has naturally slowed. Universalization efforts have been carried out through a variety of different frameworks, both within the ATT regime—including the Working Group on Treaty Universalization (WGTU), a sponsorship programme and the Voluntary Trust Fund (VTF)—and by the United Nations, regional organizations and civil society. Universalization of the ATT contributes to the development of standards and norms in the international arms trade. If a party flouts the treaty’s require­ments, it undermines the treaty and makes universal­ization less meaningful. Thus, universalization means both expanding the number of states parties and ensuring that they live up to their obligations. The third SIPRI Lecture, which was held virtually on 24 May 2021, was delivered by HE Dr Madeleine Albright and focused on the theme of ‘Democracy in a Post-Covid World’. The lecture highlighted ways in which the Covid-19 pandemic and its aftershocks have transformed the world. It also stressed the importance of placing democratic values and international cooperation at the centre of any post-pandemic strategy to create a more secure, stable, healthy and prosperous world.

Additive manufacturing (AM) has become an attractive production technology for the aerospace sector, particularly in the area of missiles, space launch vehicles and uncrewed aerial vehicles (UAVs). Modern AM techniques—often referred to as 3D printing—create objects from feedstock materials such as metallic powders by building them up from the first to the last layer in an iterative process of depositing and fusing layers of material. AM is being used to produce a growing range of components for missiles and UAVs. AM has been recognized to pose a growing proliferation threat and a challenge to existing export controls. The Missile Technology Control Regime (MTCR) has been discussing AM since at least 2013 and seeks to update and harmonize the export controls of the participating states to mitigate the risks posed by AM and ensure the effectiveness of export controls. The export controls prescribed by the MTCR and some of the other regimes already create controls on AM. However, many of these controls are based on overlaps rather than control list items that cover AM by design and may not ensure adequate coverage. This report provides a short introduction to modern AM techniques and describes a range of specific applications of AM in missiles and other delivery systems. It discusses the proliferation risks posed by AM and the engineering and organizational considerations that have to be weighed against the technical capabilities of AM. It analyses the application of export controls to AM, primarily under the MTCR, by discussing controls on AM production equipment; feedstock materials; transfers of technology and technical assistance; and catch-all controls. The report concludes by outlining key measures through which the MTCR could strengthen its efforts to address AM and the proliferation risks and challenges to export controls it poses.

United Nations Security Council Resolution 1325 (2000) on Women, Peace and Security stresses the importance of women’s full and equal participation in all efforts towards maintaining and promoting peace and security, including peace operations. More than 20 years after the resolution was adopted, some progress has been achieved in improving women’s representation in multilateral peace operations, but there are still gaps to fill. Specific achievements include the UN and the Organization for Security and Co-operation in Europe (OSCE) launching gender parity strategies and establishing specific targets for women’s participation in their respective personnel. At the same time, the European Union (EU) affirmed its political commitment by increasing women’s representation in Common Security and Defence Policy (CSDP) missions. This booklet provides a data-driven analysis of UN peace operations, OSCE field operations and EU CSDP missions and operations. It uses data visualizations to provide annual snapshots and averages of women’s representation in leadership roles, overall personnel numbers and member state contributions. The booklet supports the efforts of multilateral organizations and their member states to increase the representation of women in peace operations. Having a richer, data-oriented picture of women’s participation in peace operations will help multilateral organizations to identify gender-parity strategies. Finally, it enhances transparency and provides insights into recent trends and developments in peace operations.

World military expenditure in 2020 is estimated to have been $1981 billion, the highest level since 1988—the earliest year for which SIPRI has a consistent estimate for total global military spending. World military expenditure in 2020 was 2.6 per cent higher in real terms than in 2019 and 9.3 per cent higher than in 2011. The global military burden—world military expenditure as a share of global gross domestic product—rose by 0.2 percentage points in 2020, to 2.4 per cent. This increase was largely due to the fact that most countries in the world experienced severe economic downturns in 2020 related to the Covid-19 pandemic, while military expenditure continued to rise overall. This Fact Sheet highlights the regional and national military expenditure data for 2020 and trends over the decade 2011–20. The data is from the updated open-access SIPRI Military Expenditure Database, which provides military spending data by country for the years 1949–2020.

Failing food systems and the resultant increasing world hunger are among the most pressing issues of our time. With 155 million people acutely food insecure and nearly 30 million people on the verge of starvation in 2020, the world is far off track to achieve the United Nations’ Sustainable Development Goal 2 (Zero Hunger) by 2030. Violent conflict remained the main driver of global hunger in 2020. Conflict has a direct negative impact on food systems and resultant levels of food security. Moreover, heightened food insecurity may create grievances that can escalate into instability and violent conflict. The increases in both acute food insecurity and violent conflict demand urgent and decisive action. The objectives of this three-part policy paper series are to emphasize the urgency of addressing the relationship between conflict and food insecurity and to point out existing opportunities to do so. This paper, the first in the series, aims, firstly, to inform policymakers of the intricate relationships between food security and violent conflict, secondly, to alert policymakers to the potential ability of food systems to contribute to peace, and then to highlight the action required to enhance this potential. The paper concludes with four recommendations intended to help guide more effective preventative and mitigating action to limit (and ultimately avoid) the long-term adverse consequences of violent conflict for food security and exploit food security’s potential to foster peace.

Abstract:
It matters if public policies succeed in solving societal problems, but a dominant narrative holds that policies fail ‘often’. A large-sample study discussed in this paper suggests that this is not accurate, however. The most common policy result in this study is more ambiguous—what I call ‘successful failure’. Such result is achieved when a policy delivers enough low-level, short-term product to promise success, but ultimately (and repeatedly) fails to contribute to sustained highlevel, long-term impact (addressing the problems citizens care about). Such ‘successful failure’ is endemic to public policy work, and a more pernicious result than outright failure: It allows policy design and implementation actors to associate with incomplete near-run success but insulate themselves from future failure (which they blame on factors and actors beyond their control) and simultaneously enjoy repeated demand for work (because problems are never really solved.

Abstract:
In the twentieth century, humankind made phenomenal steps to increase food production. But today, complex and interrelated issues drive an increase in food insecurity globally, and propel conflict, migration, and human insecurity. Nearly a billion people, at a minimum, are malnourished or suffer the pains of hunger—while the world wastes a third of food produced. This pain, or the fear of it, drives political instability and conflict as people seek reliable access to food. Adverse climate events, poor resource management, disease outbreaks, breakdowns in distribution, and profit-driven research and development, among other factors, have led to structural imbalances and inequities in the food system, which limit consistent access to nutrition for an increasing number of people. In spring 2021, the Institute for the Study of Diplomacy convened a series of working group meetings with participants representing academia, think tanks, government, international organizations, NGOs, and the private sector. The group mapped out the current state of global food systems, discussed the relationship between hunger and conflict, and sought ways to establish food security as a means to promote stability and end conflict. Ultimately, an end to food insecurity requires three strands of policymaking: re-envision food security as a basic human right; re-think universal food security as a core component of stability and peace; and reform the global food system and distribution networks to address these shifts. Governments, NGOs, international organizations, and the private sector have already provided a foundation, but it is not yet sufficient to address the issue moving forward.

he world is on the cusp of a revolution in quantum technologies. Countries and private investors around the world are deploying hundreds of millions of dollars to advance research and develop quantum technologies for defence and commercial applications. This interest is driven by what quantum technologies can do relative to their “classical” counterparts. Quantum technologies function by harnessing the key characteristics of the theory of quantum mechanics, including superposition, entanglement and uncertainty. The resulting technologies are expected to be diverse and far reaching. For example, quantum computers are expected to overcome most “public key encryption” systems, presaging a radical change in cybersecurity. Given its aptitude for navigating complexity, quantum tools are expected to shave years off the time to market for medicines. Secure, efficient communications among drones and other autonomous vehicles will underpin safety and operational effectiveness in the crowded skies of the future. Of course, these nearer terms examples will be joined by applications barely yet imagined as the technology matures.

Abstract:
This paper analyzes the ways in which the expatriate Syrian business community engages in philanthropic activities to provide help to its fellow countrymen in host countries. Why and how did this group of people, after experiencing the brutal war and losing their assets and families, decide to provide a giving hand to others after relocations? And why did some others not? The mainstream media and reports usually describe the refugees as aid receivers who are disadvantaged or resourceless. However, from the case of the expatriate Syrian businesspeople who fled from Syria to its neighboring countries due to the conflict back home, there are various groups of Syrian philanthropic organizations funded by those businesspeople to give help and aid to other Syrians in the host countries. Their philanthropic aid is not limited to material goods, but also includes religious courses, education, and employee training. The paper argues that although refugees are usually considered to live in a poor or weaker position, the economically strong members (mostly businesspeople) among them can bring positive effects to the difficult humanitarian situations.

In the post-modern era, the mobilization of previously large masses has been replaced by micro-groups dominated by new and distinct identities. As a result, the analysis and predictability of electorate behavior have decreased. The political decision-making processes of individuals have therefore been subjected to detailed analyzes. Emotions have become a significant subject of political psychology in terms of their effects on the political decision-making process of individuals. Emotions have also become an important topic in political psychology. Researches revealed that emotions have important effects on thoughts and decision-making processes. In this context, the article primarily aims to draw a rational framework on this subject by including modern “emotion” definitions and the impacts of people’s emotions on political decisions. Afterward, the article investigated the effect of negative emotions on political decision-making. In this context, anxiety, fear and anger are emphasized by using a descriptive approach. The article argues that negative emotions that are anxiety, fear, and anger, in particular, have positive contributions to the political decision-making process of individuals.

Abstract:
Organizational culture tries to understand human behavior by analyzing thoughts, attitudes, and behaviors. The main purpose of research on organizational culture is to understand organizational functioning and organizational behavior better. The main purpose of this study is to examine the experiences of faculty members working at a state university regarding the changes in organizational culture during the pandemic process. It is qualitative research in terms of research method, and the case study design, one of the qualitative research designs, was used in the research. The research was carried out with a study group of 16 academics and administrative staff working in different units of universities. Observation and semi-structured interview techniques were used as data collection tools in the research. The collected data were analyzed with the transfer of observations and qualitative content analysis. According to the analysis findings, the participants' opinions on the change in organizational ethnography during the pandemic process indicate a significant change in this process's organizational attitudes and behaviors. Analysis findings reveal that a traumatic change such as a pandemic causes various uncertainties and resistances in the organizational field. It is understood that organizational support is essential for constructing a flexible organizational culture suitable for the conditions of this process to eliminate job dissatisfaction and loss of motivation caused by the pandemic.

Following the II. World War, there was a huge devastation and without state intervention it was not probable to reconstruct infrastructure and reinvigorate industry. Under these conditions in order to rejuvenate the economy and heal the havoc of the war, state intervention was pleased by large parts of society. Keynesian-Weberian structures accordingly were associated with development until mid 1970’s but in that time Weberian large bureaucracy was connected with poor performance, inefficiency and financial deficit. The proposals to rehabilitate the illnesses of Keynesian Weberian state were based upon neo-liberal principles and called New Public Management which became vogue in Europe and suggested to limit the boundary of state activities. One of its concrete outcome is huge transfers of state owned assets and public services to the private sector. Following the privatization and pervasion of the market, the boundary between public and private blurred which created a growing suspicion upon the violation of public interest on the part of citizens. This article aims at contributing to understand the nature and principles of both sides upon major areas.

Social innovation is built within a collaboration of different origin stakeholders like public sector, social sector, people, and private sector. In spite of the substantive studies in the literature for the point of view of the first three players, there seems to be a gap to represent the standing point of the companies within social innovation arena, their contributions and their expectations. For profit companies deserve an important role in social innovation scheme with their capacity to offer sustainability and scalability to any project. On the other side, companies can enjoy benefits from a social innovation project as well. The study investigates one of these benefits, corporate reputation enhancement. The study also compares the impact of social innovativeness on corporate reputation to the impact of product innovativeness on corporate reputation, and analyzes the correlation between social innovativeness and product innovativeness within a company. Taking the consumers as the stakeholder in question, the results show that the social innovativeness of a company will positively influence the corporate reputation, and this effect may even surpass the impact of the product innovativeness. Additionally, consumers correlate social innovativeness with product innovativeness, and it is foreseen that the companies having the ability to develop socially innovative projects are also innovative in developing new products or services.

Among demographic events (birth, death, and migration), migration is notably the most volatile component to forecast accurately. Accounting for forced migration is even more challenging given the difficulty in collecting forced migration data. Knowledge of trends and patterns of forced migration and its future trajectory is, however, highly relevant for policy planning for migrant-sending and receiving areas. This paper aims to review existing methodological tools to estimate and forecast migration in demography and explore how they can be applied to the study of forced migration. It presents steps towards estimation of forced migration and future assessments, which comprise: (1) migration flows estimation methods using both traditional and nontraditional data; (2) empirical analysis of drivers of migration and migration patterns; and (3) forecasting migration based on multidimensional population projections and scenarios approach. The paper then discusses how these demographic methods and tools can be applied to estimate and forecast forced migration.

Globally, large numbers of children and adolescents are displaced by armed conflict, which poses significant threats to their mental health, psychosocial well-being, and protection. Although humanitarian work to support mental health, psychosocial well-being, and protection has done considerable good, this paper analyzes how humanitarian action is limited by excessive reliance on a top-down approach. Although the focus is on settings of armed conflict, the analysis offered in this paper applies also to the wider array of humanitarian settings that spawn increasing numbers of refugees globally. Top-down approaches, which are driven by outside experts and practitioner agencies such as NGOs, do too little to support children’s and adolescents’ cultural identity, voice, and agency. Since top-down approaches privilege outsider conceptualizations of the problems and the indicated interventions, they tend to marginalize or weaken indigenous cultural understandings of the problems facing children and adolescents and of cultural practices that could support them. This leads to poorly contextualized programs that quietly undermine children’s and adolescents’ cultural identity and dignity. Also, the adults who lead top-down approaches do too little to learn from the voices and lived experiences of children and adolescents. Although top-down approaches frequently encourage “child participation”, they tend to do so in a manner that is limited or even tokenistic, as children and adolescents are implementing partners rather than agents who have significant power and could help to make contextually relevant decisions about program priorities and approaches. Humanitarian work to support children’s and adolescents’ mental health, psychosocial well-being, and protection would be strengthened by complementing top-down approaches with more grounded, bottom-up approaches that feature children and adolescents’ cultural identity, voice, and agency. The paper outlines diverse, evidence-based methods and approaches for doing this, and calls attention to four priorities: cultural humility and reflexive practice; learning from the voices and lived experiences of children and adolescents; enabling the agency of and collective action by children and adolescents; and localizing aid by sharing greater power and funding with local stakeholders, including children and adolescents.

Abstract:
Modeling and Simulation (M&S) is a relatively unused research approach in forced migration studies. In most of its application areas, M&S is applied in several broad thematic policy-oriented topics: predicting human movement, humanitarian logistics, communicable diseases, healthcare, policing, and economics. More recently, there has been increased use of M&S in predicting human movement and health impacts resulting from climate change. Computer modeling has benefits for both policy and theoretical advancements in the field. M&S is often associated as a predictive tool that appeals to policymakers and planners. But M&S has many other significant benefits. For policymakers and planners, M&S provides a simulated environment to explore “what-if” scenarios. These scenarios can be adjusted to reflect different assumptions and conditions in the field. M&S can provide a means for translating interpretivist research findings—themselves rich in descriptions of actors, relationships, and dynamics—into visual artifacts that can communicate results to policymakers. It also can help to test the assumptions of theoretical findings, explore generalizability to other cases and conditions, and inform future data collection efforts. On the other hand, because models can take a long time to construct and test, they cannot provide rapid insights about evolving situations to inform decision-making at the onset of a new emergency. Data dashboards, the staple of modern humanitarian operations, are better for identifying emergent needs and tracking efforts. However, modeling what we know from one situation allows us to use those insights in systematic and strategic ways to improve operations for the future. M&S can also provide researchers with an additional tool that allows improved integration of multiple data types and sources. These data, assumptions, and theoretical constructs can be linked together in a complex, nonlinear, dynamic system that can then be set in motion to see if the simulated world reveals phenomena that are witnessed in the real world. But interdisciplinary communication and collaboration is hard and finding modelers who value interpretivist research can be even harder. M&S is not a silver bullet but provides a unique approach that incorporates dynamics and is becoming increasingly accessible to policymakers, practitioners, and academics, including those without computer programing experience. For policy, it is important to invest the time and resources to develop simulation models—from simple to complex—that help when planning for the evolution of events, or for the next event. Models of current refugee situations should inform where to concentrate efforts to advance durable solutions and how to plan for potential scenarios of return to countries of origin. Policymakers must recognize the long-term value of modeling what we know now to use later. Researchers of migration should become familiar with M&S paradigms so they can become part of the model design, development, and testing phases—at least part of the conversation. Better integration of migration scholars in design and development has the potential to strengthen models for policymaking, but perhaps more importantly, to strengthen the field by serving as an extra tool for testing theories, assumptions, and generalizability of findings to other locations and situations.

Abstract:
Migration research poses particular ethical challenges because of legal precarity, the criminalization and politicization of migration, and power asymmetries. This paper analyzes these challenges in relation to the ethical principles of voluntary, informed consent; protection of personal information; and minimizing harm. It shows how migration researchers — including those outside of academia — have attempted to address these ethical issues in their work, including through the recent adoption of a Code of Ethics by the International Association for the Study of Forced Migration (IASFM). However, gaps remain, particularly in relation to the intersection of procedural and relational ethics; specific ethical considerations of big data and macrocomparative analyses; localized meanings of ethics; and oversight of researchers collecting information outside of institutional ethics boards.

As a science, however, economics is not doing so well. The questions addressed by all those articles seem to be getting smaller and smaller. One of the main topics highlighted in the field of economic policy applications is the impact of taxation on labor. In an era in which macroeconomic stability, technological change, and globalization pressure the job market, there exists no strong consensus in the literature on how exactly taxation influences growth, choice between work and leisure, share of income attributed to labor, or participation in different job market segments. This article focuses on employment levels and uses the results of the World Economic Forum (WEF) Executive Opinion Survey (EOS) between 2013 and 2017 to bypass several challenges often faced in the literature. By doing so, we complement the insights of the existing literature by establishing that, in institutionally mature countries, taxation that is deemed by a survey of business executives to pose a disincentive to work reduces employment.

Robert Banks Jenkinson, 2nd Earl of Liverpool (“Liverpool,” 1770–1828) was UK prime minister over the period 1812–1827. His achievements were remarkable. He designed the financial attrition strategy that defeated Napoleon; led the United Kingdom through the turbulence of the takeoff stage of the industrial revolution; inherited a daunting fiscal situation that included a debt/​GDP ratio of well over 200 percent, and implanted the austerity measures needed to put this ratio onto the path that led to later Victorian levels; reformed the currency; pushed through the return to the gold standard; promoted both the Corn Laws and free trade; successfully managed the 1825 financial crisis, the worst in over a century; and pushed through subsequent reforms that put the UK banking system onto a stable trajectory that lasted into the late 20th century.

Two hundred forty‐​five years after the publication of Adam Smith’s An Inquiry into the Nature and Causes of the Wealth of Nations, economists continue to debate the causes of disparities in wealth among the countries of the world. Some scholars focus on the role of climate, natural resources, proximity to markets, or access to technology. Others study human capital, capital accumulation, the use of comparative advantages and economies of scale, and institutional and legal frameworks. We believe that another factor must be considered as well: the economic attitudes and causal beliefs (henceforth, “mentality”) of the population. While a growing body of research shows a clear association between economic growth and the institutions of economic freedom, those institutions can be quite fragile if the population does not have a clear understanding of what makes a country prosperous. To measure popular attitudes toward economic values, we have created the Global Index of Economic Mentality (GIEM).

The advent of the Covid‐​19 pandemic has witnessed a strong uptick in paper currency demand across advanced economies, even as contactless methods surged ahead of cash in payments. This article explores these two contrasting phenomena, which are in fact continuations of much longer‐​term trends. The use of cash, while still important for small in‐​person transactions, has been declining as a share of overall consumer payments for decades, thanks to a steady stream of innovations including credit cards, debit cards, electronic transfers, and smartphone payment apps. For example, in the United States, paper currency accounted for 26 percent of the number of consumer payments in 2019 but only 6 percent in value terms, down from 40 percent and 14 percent, respectively, in 2012. Meanwhile, U.S. dollars in circulation have increased from $1.1 trillion in January 2012 to $1.8 trillion in January 2020, exploding to $2.1 trillion in December 2020. The same pattern remains if one excludes foreign holdings (50–60 percent of the total) and is found in most other advanced economies as well. Some argue that soaring currency demand contests the view that the world is headed to a cashless future, or even a “less‐​cash” society (see Bech et al. 2018; BIS 2020).

In January 2021, a curious event in the stock market caught the attention of the media, regulators, and the public. A well‐​known struggling company dominated the headlines, not for its business model, but for the meteoric rise of its stock price. GameStop Corp. started the year trading around $19.00 a share, a pretty robust share price for a company that had been trading below $5.00 as recently as August 2020. Yet, by the end of January, GameStop’s shares were trading at over $300, at one point hitting a high of $483. GameStop’s stock price has receded from those meteoric highs, but, as of late May, it continues to trade between $160 and $180 a share.

Following the 2007–2008 global financial crisis (GFC) and subsequent sovereign debt crisis in Europe, there has been a renewed interest in exploring the relationship between government debt and economic growth. One of the cornerstone studies on the subject that triggered an emergence of new literature was Carmen Reinhart and Kenneth Rogoff’s “Growth in a Time of Debt” (2010), which became widely cited and influential among commentators, academics, and policymakers in the debate surrounding austerity and fiscal policy in debt‐​burdened economies. Using trade to help fight the COVID-19 pandemic and to otherwise support global health must move to the top of the WTO agenda, with the aim of finalizing new rules to support trading for health care goods by the time of the next WTO ministerial conference in Geneva in late November 2021 — and ideally, sooner.

For instance, Aristotle moved from Northern Greece to Athens to attend Plato’s Academy and then to Macedonia to tutor a young Alexander the Great. More recently, the United States has emerged as a hub for foreign talent, playing an outsized role in the global knowledge network of scientific activity in recent decades. However, the recent introduction of restrictive immigration policies in the United States may adversely impact scientific activity. While studies have examined the potential negative impact of restrictive U.S. immigration policies on U.S. competitiveness in science and innovation, there has been less focus on understanding how U.S. immigration barriers may in turn impact scientific activity globally. In this context, our work studies the impact of U.S. immigration barriers on global knowledge production and examines which policy actions are more likely to help advance the global knowledge frontier.

Many recent government and corporate policies aimed at reducing a variety of negative externalities include regulations that ban the provision of externality‐​generating products. However, these policies often ban only a narrow subset of products associated with the underlying externality. For example, the U.S. Department of Justice banned bump stocks, which assist in rapid‐​fire shooting, after a Las Vegas mass shooting rather than placing stricter regulations on all assault weapons. Future of Construction gives forecasts for global construction to 2030 as well as perspectives on climate related challenges for the construction industry. Global construction output in 2020 was US$10.7 trillion (in 2017 prices and exchange rates) and we expect this to grow by 42% or US$4.5 trillion between 2020 and 2030 to reach US$15.2 trillion. The Global Construction industry is set to be a global engine for economic growth and recovery from COVID. Shorter term, global construction output is expected to reach US$13.3 trillion by 2025 – adding US$2.6 trillion to output in the five years from 2020. Asia Pacific will account for US$2.5 trillion of growth in construction output between 2020 and 2030, up by over 50% to become a US$7.4 trillion market by 2030. Construction output in North America will grow by 32%, or US$580 billion from 2020 to 2030, to US$2.4 trillion in 2030. Western Europe is forecast to grow by 23% between 2020 and 2030 and is expected to push up construction output to US$2.5 trillion in 2030. Average annual growth in construction of 3.6% per annum over the decade to 2030 will be higher than manufacturing or services.

The global ferry industry comprises companies that own or operate vessels that transport passengers, goods and vehicles over short sea and inland routes. Ferries provide vital connections which enable all types of journey, whether that be local trips to work, study, visit others, or access amenities, or longer trips for business or tourism. Ferries also facilitate trade within and across national borders. Ferries therefore play a pivotal role as an economic and social enabler. As they do so, they sustain significant economic activity in their own right, both directly through the income and employment they support, and through wider supply chain and worker spending effects which benefit other parts of the economy. In this study, commissioned by Interferry, we assess the economic footprint of the global ferry industry. Our modelling suggests the global ferry industry could have supported $60 billion in GDP and 1.1 million jobs globally in 2019.

This has helped drive an observed urbanto-rural shift in tourism. • Pandemic Resilience – Throughout the pandemic, Airbnb supported travel to both rural and urban locations within the EU27. Despite the significant fall in travel over the pandemic period, Airbnb’s travel fell less than the industry average, indicating pandemic resilience on the part of Airbnb.

Adjustment costs are a central bottleneck of the real-world economic transition essential for achieving the sizeable reduction of greenhouse gas (GHG) emissions set out by policy makers. Could these costs derail the transition process to green growth, and if so, how should policy makers take this into account? I study this issue using the model of directed technical change in Acemoglu, Aghion, Bursztyn, and Hemous (2012), AABH, augmented by a friction on the choice of scientists developing better technologies. My results show that such frictions, even minor, materially affect the outcome. In particular, the risk of reaching an environmental disaster is higher than in the baseline AABH model. Fortunately, policy can address the problem. Specifically, a higher carbon tax ensures a disaster-free transition. In this case, the re-allocation of research activity to the clean sector happens over a longer but more realistic time horizon, namely around 15 instead of 5 years. An important policy implication is that optimal policies do not act over a substantially longer time horizon but must be more aggressive today in order to be effective. In turn, this implies that what may appear as a policy failure in the short-run | a slow transition albeit aggressive policy | actually re ects the efficient policy response to existing frictions in the economy. Furthermore, the risk of getting environmental policy wrong is highly asymmetric and `robust policy' implies erring on the side of stringency. Details

It is important to dedicate substantial parts of the global land supply to public good uses in the 21st century, for purposes of climate change management and biodiversity provision. But will it also be possible to meet the food requirements of 12 billion people while doing so? Using a macroeconomic model (MAVA), we demonstrate that it may be possible to provide both for food security and environmental services in the long run. We first show that it may be possible to provide for food security with very substantial constraints on the amount of land used in agriculture with relatively minor welfare losses. We then show that global policies that reallocate labour across sectors of the economy may have the capacity for directing the economy toward reduced reliance on land in agriculture. Focusing on education, research and development, and fertility costs may be the best way to meet these combined goals. Details

In recent years, a burgeoning literature has explored the strategic advantages of using nonviolent resistance to achieve positive political outcomes, such as regime change and democratization. Yet, despite one-fifth of largescale nonviolent campaigns occurring during the course of a civil war, we know little about the affect nonviolent resistance might have on the transformation of armed conflict. Bringing together the previously isolated literatures on nonviolent resistance and peacebuilding, this manuscript explores how nonviolent resistance can aid peacebuilding efforts that transform ongoing armed conflict, using data on all civil wars episodes since 1945. The finding show nonviolent resistance does have a positive impact on the resolution of armed conflict, with evidence deriving from a Large-N statistical analysis, out-of-sample prediction and structured-focused case studies.

Does the pandemic foreshadow a more sustainable order of time? Can the crisis allow for a departure from the capitalist time regime? This article looks at the Covid-19 pandemic and respective state interventions from a perspective inspired by the sociology of time and eco- nomic sociology. It shows that the social and economic disruptions attributed to the pan- demic can be understood as the result of a collision of opposing temporal logics. In order to contain the pandemic, the state initially enforced ways of dealing with time that contradict the capitalist time regime and its major principles – commodification and rational use of time, acceleration, and appropriation of the future. This “return of the state” as a power governing its citizens’ time does not, however, in itself imply a “new temporal order” that goes beyond the current state of emergency. The article shows that those state interventions intended not to contain the virus but to mitigate its social and economic consequences can often be understood as attempts to mediate between different temporal logics and cushion their collision. They essentially facilitate a “return” to the capitalist time regime and thus perpetuate time-related inequalities.

This paper presents a framework for simultaneous estimation and modeling of nonlinear, non-Gaussian state-space systems. In the proposed approach, uncertainty in motion model parameters is incorporated to avoid overconfidence in state prediction and better account for modeling inaccuracies. The additional original contribution of a model correction stage improves nonlinear model parameter estimates in order to enhance the accuracy of state estimation. The presented nonlinear/non-Gaussian Simultaneous Estimation And Modeling (SEAM) approach was compared with contemporary estimation techniques using a Monte-Carlo simulation study. This study showed that the proposed method successfully reduces estimation error relative to existing approaches even when substantial model parameter uncertainty and multi-modal sensor noise are present. The framework has potential use in a wide range of applications where state-space estimation is employed, including robotics, signal processing, and controls.

1084. Buying and selling extremism: New funding opportunities in the right-wing extremist online ecosystem

As mainstream social media companies have increased their scrutiny and moderation of right-wing extremist (RWE) content and groups, there’s been a move to alternative online content platforms. There’s also growing concern about right-wing extremism in Australia, and about how this shift has diversified the mechanisms used to fundraise by RWE entities. This phenomenon isn’t well understood in Australia, despite the Australian Security Intelligence Organisation (ASIO) advising in March 2021 that ‘ideological extremism’ now makes up around 40% of its priority counterterrorism caseload. Research by ASPI’s International Cyber Policy Centre (ICPC) has found that nine Australian Telegram channels that share RWE content used at least 22 different funding platforms, including online monetisation tools and cryptocurrencies, to solicit, process and earn funds between 1 January 2021 and 15 July 2021. Due to the opaque nature of many online financial platforms, it’s difficult to obtain a complete picture of online fundraising, so this sample is necessarily limited. However, in this report we aim to provide a preliminary map of the online financial platforms and services that may both support and incentivise an RWE content ecosystem in Australia. Most funding platforms found in our sample have policies that explicitly prohibit the use of their services for hate speech, but we found that those policies were often unclear and not uniformly enforced. Of course, there’s debate about how to balance civil liberties with the risks posed by online communities that promote RWE ideology (and much of that activity isn’t illegal), but a better understanding of online funding mechanisms is necessary, given the growing concern about the role online propaganda may play in inspiring acts of violence as well as the risk that, like other social divisions, such channels and movements could be exploited by adversaries. The fundraising facilitated by these platforms not only has the potential to grow the resources of groups and individuals linked to right-wing extremism, but it’s also likely to be a means of building the RWE community both within Australia and with overseas groups and a vector for spreading RWE propaganda through the engagement inherent in fundraising efforts. Global economic integration has enabled the spread of ideas, products, people and investment at never before seen speed. International free trade has been a goal of policy-makers and academics for generations, allowing and fostering innovation and growth. We saw the mechanism shudder in 2008 when the movement of money faltered; the disruption brought about by COVID-19 has seen a much more multi-dimensional failure of the systems by which we share and move. The unstoppable conveyor belt of our global supply chain has ground to a halt. This time, what will we learn? ASPI’s latest research identifies factors that have led to the erosion of Australia’s policy and planning capacity, while detailing the strengths of our national responses to recent crises. The authors recommend an overhaul of our current business and trade policy settings, with a view to building an ‘agenda that invests in what we’re good at and what we need, values what we have and builds the future we want.’ The authors examine the vulnerabilities in Australia’s national security, resilience and sovereignty in relation to supply chains and the intersection of the corporate sector and government. Major advances in technology have always been disruptive. But when they occur against a backdrop of great power competition, the stable development and deployment of these technologies becomes fraught. Few have grasped the enormity of the disruption coming our way as more and more new technologies – from increasingly sophisticated surveillance to quantum and biotechnologies – are deployed across the world. While governments grapple with foreseeing the full impacts and setting policy direction, there’s a growing realisation that emerging and critical technologies will be extraordinarily important for societies, economies and national security. We launched The Sydney Dialogue to support a more stable roll-out of the next wave of transformational technologies. It is a forum allowing for frank debate about the rapidly changing strategic landscape, and a space for governments, business and civil society to come together to focus on solutions, cooperation and policy options. The Sydney Dialogue came about because we saw big gaps in forums on technology, especially in the Indo-Pacific. There were industry events that showcased the latest technical advances and products, but they tended to eschew policy debates, and did not encompass government and civil society. There were important government multilateral discussion and policymaking forums, but these usually lagged well behind technological advances, and because they were primarily for governments, key global players – including those making the technology – weren’t part of the discussion. And there were excellent civil society initiatives, but these often focused on individual topics that were only one piece of a larger puzzle. Few of these initiatives focused on or resonated in the Indo-Pacific – the region that incubates much of the world’s technological innovation and has become a hotbed of strategic technological competition. These gaps drove us towards a dynamic where all the key actors were speaking past one another, while rarely all being in the same room. Tech companies are developing and deploying products that are revolutionary and hugely disruptive. A decade later, governments are scrambling to retrospectively legislate to address issues they did not foresee, and civil society is critiquing from the sidelines. Right now, three major problems must be addressed to ensure the stable development of advanced technologies. First, there’s the large lag between the deployment of new technologies and regulation governing them. With social media, this lag was about a decade. As we’ve seen, this doesn’t lead to good outcomes for individuals, or for societies. Second, there’s a delay between states’ use of new technologies and their consideration of the ethical questions raised by its use. Examples of this can be seen in the global surveillance industry, which has allowed its products to support some of the most egregious human rights abuses of our times. Third, a tense relationship between governments and technology companies is playing out around the world. The negative dynamic that has taken hold is hindering progress and genuine cooperation, leaving democracies at risk of being left behind. The Sydney Dialogue seeks to fill a gap and contribute towards these big challenges. By bringing world leaders, tech company CEOs and the world’s top civil society voices together for an annual dialogue, we hope the roll-out of the next wave of revolutionary technologies over the coming decade can be better managed. This collection of striking essays from some of the world’s top strategic thinkers from across business, government and civil society is a fitting way to start this dialogue. It explores timely debates at the forefront of technology and examines points of crisis and tension in the nexus of society, government and technology. Crucially, it offers innovative ideas to solve these challenges and bring about a brighter, fairer Indo-Pacific. The following pieces bring us all a much-needed dose of optimism and show that in many cases, the solutions already exist – we just need to work together to bring them to life.

A rainbow of colors currently dominates almost every conversation on the transition to a low-carbon economy: green, grey, blue, turquoise, pink, yellow[1] - an ever-increasing palette to describe the same colorless, odorless, and highly combustible molecule, hydrogen. The only difference is the chemical process used to produce it. The colors of hydrogen are crucial for the energy transition because each production pathway generates different amounts of greenhouse gas emissions. For example, while grey hydrogen, produced from fossil fuels, yields up to 20 tons of carbon dioxide per ton of hydrogen, green hydrogen, produced from renewable energy sources like solar and wind, yields no emissions. Furthermore, although these colors all refer to the same molecule, production costs differ: green hydrogen remains substantially more costly today. With aggressive development and deployment of electrolyzers and other hydrogen technologies at scale, green hydrogen could become cost-competitive with blue hydrogen, produced from natural gas with carbon capture, by 2030 in many countries.[2] Overall, the rate at which green hydrogen costs decrease will also depend on government policies and incentives, such as carbon pricing and tax credits. Therein lies a critical challenge for the successful transition to a low-carbon economy. As energy systems increasingly evolve from centralized to decentralized, from “grey” to “green,” stakeholders will need to efficiently account for and track emissions and green molecules in a transparent, secure, and standardized way, and must be able to do so along value chains from production to consumption.

Abstract:
This article considers the situation of those who apply for a determination of their status as a stateless person but could, nonetheless, be nationals of the state in which they apply. Cases of in situ statelessness provide the most opportunity for the identification of these situations. After having identified 23 formal Statelessness Determination Procedures (‘SDP’) adopted as of 2020 from 23 countries, it is conclusive that these norms presume the applicant is foreign. However, eight countries have been mapped with safeguards in their SDP norms recognising the possibility that there could be identified applicants who may be nationals and what to do in cases of doubt. These safeguards are adopted by four countries in the Americas (Costa Rica, Panama, Paraguay and Argentina) and four countries in Europe (Georgia, Moldova, Ukraine and Turkey). These constitute good practices that should be taken into consideration by further SDP norms adopted in the future, modifications of current SDP norms and statistics. This issue constitutes a ‘red flag’ for raising awareness of discriminatory state policies that assume stateless applicants are foreign and should receive second-class citizenship (naturalization), rather than refer the case to the corresponding national civil registry authorities and facilitate the access to nationality. The objective of this article has not yet been analysed by doctrine or the United Nations High Commissioner for Refugees.

Opening the discussion about epistemology in statelessness research, this commentary advocates for a stateless standpoint epistemology grounded in experiences of the stateless, their collective intersubjectivities and their inalienable epistemic agency. By interrogating how and what knowledge is produced on the issue, I argue that stateless standpoint epistemology is an invitation to realign our knowledge of statelessness vis-à-vis the accepted citizenist modes of knowledge. While such an epistemology may need time to take its legitimate place within statelessness research, the mission can start already by acknowledging the epistemic agency of the stateless, supporting emerging stateless researchers and denouncing extractive research practices that render naturalised knowledge on and about the stateless. This recognition is needed at all levels of research carried out with the stateless, not only for the significant and transformative role that thestateless standpoint epistemology can play, but also for research to be truly a venue for epistemic justice in the face of the injustice created by world structures of citizenship.

Abstract:
In this article I critically examine an art-based approach to statelessness in institutional settings, to show how art can produce alternative insights on statelessness. Drawing from ethnographic observation, I show how an art-based approach tries to go beyond the predominant legalistic and political frames and representations of statelessness, but stay married to the same legal and political discourses. I found the art-based approaches observed do not subscribe to the idea that statelessness is only a legal anomaly and instead emphasise the creation of empathy for stateless individuals or groups. This humanises statelessness by showing their human vulnerability and creatively recognising their hope and agency. Regardless, artistic approaches can struggle to challenge the legalistic and political nature of the problem. It remains a question whether such approaches are appropriately promoting the views, perceptions and feelings of stateless persons themselves, as their participation in creating such art projects are minimal. As such, I argue for an ‘ethnographic turn in art practices’, which can ensure the participation of stateless people in the process of creating and demonstrating art. I believe this ‘turn’ could play a crucial role in the development of statelessness studies.

The COVID-19 pandemic has sparked controversies over health security strategies adopted in different countries. The urge to curb the spread of the virus has supported policies to restrict mobility and to build up state surveillance, which might induce authoritarian forms of government. In this context, the Copenhagen School has offered an analytical repertoire that informs many analyses in the fields of critical security studies and global health. Accordingly, the securitisation of COVID-19 might be necessary to deal with the crisis, but it risks unfolding discriminatory practices and undemocratic regimes, with potentially enduring effects. In this article, we look into controversies over pandemic-control strategies to discuss the political and analytical limitations of securitisation theory. On the one hand, we demonstrate that the focus on moments of rupture and exception conceals security practices that unfold in ongoing institutional disputes and over the construction of legitimate knowledge about public health. On the other hand, we point out that securitisation theory hinders a genealogy of modern apparatuses of control and neglects violent forms of government which are manifested not in major disruptive acts, but in the everyday dynamics of unequal societies. We conclude by suggesting that an analysis of the bureaucratic disputes and scientific controversies that constitute health security knowledges and practices enables critical approaches to engage with the multiple – and, at times, mundane – processes in which (in)security is produced, circulated, and contested.

This paper identifies changes in the center-periphery structure due to transformations in capitalism since 1970. In its new configuration, capitalism not only altered center-periphery relations but also exerted impact upon peripheral units that affect the system structure itself. This paper aims to apply Ruggie’s famous critique of Waltz in International Relations to analyse global capitalism and show how the changes in the center-periphery cleavage is affecting its systemic reconfiguration in the 21st century. This research identifies the boomerang effect as a new systemic element, that is, as a byproduct of the interaction of units of the global capitalist system in the 21st century.

This article presents a broad assessment of Chinese personnel deployments to peacekeeping operations (PKOs) for the past three decades (1990-2019). To this end, an original dataset was built with data collected from the UN Department of Peace Operations. The following four indicators were considered in the analysis: (i) total personnel contribution per year; (ii) personnel contribution per mission; (iii) personnel contribution in relation to the mission’s total contingent; and (iv) personnel in a given mission in relation to the total personnel dispatched by China that year. Generally speaking, UN missions in Liberia (UNMIL) and South Sudan (UNMISS) have been the main destinations of Chinese peacekeepers in the 21st Century, while Cambodia (UNTAC) was by far the only place where China got deeply involved during the 1990s. In addition to displaying descriptive data, the paper also briefly analyses Chinese engagement in these operations.

For some time now a leading cause of debate among IR scholars has been the so-called Liberal International Order (LIO) and its assumed crisis. This article pierces this debate from a critical perspective asserting that different conceptions and analytics of power allow diverse questions on and diagnoses of liberalism in the global realm. With this objective, it confronts Ikenberry’s conception of LIO with the Foucauldian notion of liberalism. This is done by identifying the conception of power that underlies each notion of liberalism, assuming the former as performative. This way, it first defines two different conceptions of power: sovereign and governmental. Second, it links Ikenberry’s conception of LIO with the sovereign conception of power and points out the political and analytical effects of this relation, mainly, the hierarchical character of LIO and the consequent desire for a West-led world. Third, it develops Foucault’s conception of liberalism linked to governmental power and establishes some of its political and analytical effects: the importance of a heterarchical notion of power focused on the dimension of subject and subjectivity for the analysis of the present, and the political need to reflect on our practices of freedom.

Gender-sensitive indicators help provide nuanced and complete contextual information to strengthen the systems’ predictive capacity, but their integration has been infrequent and inconsistent. Overlooking gender in early warning risks ignoring gender norms or behaviors that contribute to violence. It further risks formulating policies and responses that do not account for the differential needs and experiences of women, men, girls and boys. Simply put, we must integrate gender in early warning systems, and the alternative is dangerous.
