Abstract:
As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

The Hamas-Israel war has derailed but not destroyed the trend towards regional de-escalation and integration. Hamas’ “success” has revived fears in the region of a Muslim Brotherhood resurgence and led aspiring regional powers to compete to steer the Muslim world’s attitudes and responses to the crisis . Egypt and Jordan, Israel’s peace partners, face particular domestic challenges that both constrain and incentivize engagement in the crisis. Egypt’s strategic interests have led to a discreet, but more active role, while Jordan’s domestic pressures have led it to keep the crisis at arm’s length. The United Arab Emirates and other conservative Arab states emphasize the need to prevent escalation, to limit civilian deaths, and to implement an immediate ceasefire, and at least publicly, minimize the relevance of “who started” the war.

Despite several attempts for decades to reach at a political solution between Israel and Palestine, Netanyahu and his supporters offer nothing but permanent oppression while Hamas has resorted to terror. Each party refers to their rights: The right to defend versus the right to self-determination. This attitude has resulted in an escalation of tensions over time that led to a massive loss of life since October 7, 2023, when Hamas killed 1,200 Israelis and Israeli forces have so far killed 11,000 mostly civilians in Gaza. If there is a solution, it can be none other than a political one agreed between the two parties and be supported by an evenhanded approach by the international community within the confines of international law.

On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Throughout the fifteen years that following the 2011 withdrawal from Iraq, each American presidential administration has experienced domestic calls to leave the Middle East. However, each time these voices grew louder, a new regional variable emerged that compelled the American administration to return to its traditional role dictated by urgent strategic security and economic interests. After the withdrawal from Iraq, a strategic vacuum led to the emergence of and fight against ISIS, with the deaths of thousands both locally and internationally, and millions from the region displaced. The U.S. military was forced to return to the region to contribute to the efforts to eliminate ISIS. When this goal was declared completed, new regional threats emerged in the form of Iran and its weapons, which threatened not only America’s allies but also the free flow of global oil supplies. While the Biden administration thought this problem could be resolved through a package of incentives and agreements with Iran, the war in Gaza has emerged to confirm once again the error of U.S. assessments that contend that this region is no longer important to America’s strategic interests. According to the third section of the U.S. National Security Strategy document signed by President Biden in October 2022, America's top priority on the global stage is to surpass China, followed by limiting Russia's influence. The national security priorities also include combating terrorism in the Middle East.

12. Why China Is Taking Sides Against Israel—and Why It Will Likely Backfire

When news broke of the Hamas attack on Israel last month, the silence from Beijing was conspicuous amid the din of international statements. When the government finally addressed the conflict at a press conference the day after, its words were remarkable for being unremarkable. An unnamed Foreign Ministry spokesperson expressed “deep concern,” called on “relevant parties to remain calm, exercise restraint, and immediately end the hostilities,” and lamented the “protracted standstill of the peace process”—a diplomatic endeavor in which Beijing has never shown more than a passing interest. The wording was nearly identical to China’s reactions during past Gaza conflicts, despite the fact that the circumstances were radically different. Because the brief remarks failed to condemn Hamas or even recognize the scale of the horrors that occurred on October 7, Israeli commentators interpreted them not as neutral, but as hostile. Beijing soon confirmed that interpretation. On October 14, Foreign Minister Wang Yi asserted that Israel’s actions went “beyond the scope of self-defense” and demanded that it stop imposing “group punishment” on Palestinians, while still refusing to condemn Hamas. Chinese media have likewise presented the war as one of Israeli aggression—despite being heavily censored, their early reports were rife with anti-Semitic, anti-Israel commentary claiming that Hamas was defending the two-state solution, even though the group’s past and present actions are patently bent on destroying the Israeli state. Notably, the strident tone in online Chinese commentary moderated in the run-up to President Xi Jinping’s November 15 meeting with President Biden, underscoring the government’s well-established influence over such messaging. This approach is a stark departure from Beijing’s past impassivity toward Middle East conflicts, in which Chinese officials had usually sought to avoid entanglement. Rather, it reflects the government’s new inclination to use far-flung conflicts as opportunities to undermine the United States and score points in the “Global South.” Yet it could also hold longer-term consequences for China, particularly regarding the government’s three-decade effort to improve relations with Israel. In addition, using the current crisis to take potshots at Washington may constrain Beijing’s ability to project impartiality in other regional conflicts.

13. New Poll Sheds Light on Saudi Views of Israel-Hamas War

AWashington Institute poll conducted from November 14 to December 6, a nationally representative sample of 1,000 Saudi citizens measured how Saudi attitudes have shifted due to the Israel-Hamas war. According to responses, the Saudi popular attitude towards the outcome of the war is clear: the overwhelming majority (91%) express agreement with the statement that “despite the destruction and loss of life, this war in Gaza is a win for the Palestinians, Arabs, and Muslims.” And as for the role of the broader Arab world, almost all (96%) agree with the proposal that “Arab countries should immediately break all diplomatic, political, economic, and any other contacts with Israel, in protest against its military action in Gaza.” Polling during a war is likely to produce more volatile results as circumstances shift quickly on the ground—during the current polling period, for instance, the Israel-Hamas war had several major shifts, including a temporary ceasefire from November 24-30 and the subsequent expansion of Israel’s incursions into southern Gaza. However, comparisons with Saudi polling fielded in August can help provide a barometer as to just how sharply this conflict has, at least temporarily, shifted certain attitudes, and how little it has moved others. While Hamas as a movement remains unpopular among the majority of Saudis—in contrast to a new trend of widespread popular support in countries like Lebanon, Jordan, and Egypt—just 16% of Saudis say that “Hamas should stop calling for the destruction of Israel, and instead accept a permanent two-state solution to the conflict based on the 1967 borders.” Nor do most believe that Hamas’s attack on October 7 targeted Israeli civilians—the overwhelming majority of Saudis (95%) responded that Hamas did not actually kill civilians when asked about whether they believed the Hamas killing of civilians was against Islam. This view is widespread across the eight countries polled by TWI, and similar results appear in a recently released poll of Palestinians from PSR. There, the overwhelming majority reported that they had not seen any videos of Hamas members committing atrocities, and only 10% of Palestinians (17% of Gazans and 5% of West Bankers) stated that they believed that Hamas committed war crimes in the current war, in comparison to 95% who say the same about Israel. While the majority of Saudis continue to express a negative opinion of Hamas, the Israel-Hamas war has generated a significant boost in its popularity. There has been a thirty point shift in positive attitudes towards Hamas, from just 10% in August to 40% in November/December. Responses in the most recent poll, alongside those in 2014 and 2021, demonstrate the increased popularity Hamas achieves among some Saudis during or in the immediate aftermath of conflict between Hamas and Israel, along with its likely disappearance over time. In the aftermath of the 2021 Hamas-Israel conflict, for instance, five years of steadily decreasing popularity in Saudi Arabia suddenly reversed, though just to a quarter (23%) of the total population.

15. Syrians' Reactions to the First Weeks of Israel-Hamas War

When the al-Qassam Brigades—the military wing of Hamas which the United States classifies as a terrorist organization—launched their al-Aqsa Flood operation, Syrians were already on edge. They had been following news of peaceful protests that have been taking place for almost two months in the Suwayda Governorate, which is majority Druze, as well as in other Syrian governorates. Protestors have called for the end of the Assad regime, the release of tens of thousands of prisoners, and the implementation of UN resolutions on Syria. Meanwhile, the Syrian regime and Russian aircraft have carried out daily bombings on civilians in Idlib and the surrounding countryside, which have displaced more than 100,000 Syrians. The Syrian Network for Human Rights stated that the Assad regime and Russia’s attacks on northwestern Syria have resulted in around 45 civilian deaths including 13 children, 9 women, and 3 humanitarian aid workers. They said that 51 critical facilities had also been targeted during October 2023. Al-Aqsa Flood also comes at a time when Syrians in regime-controlled areas face increasingly difficult living conditions. Concurrently, the International Court of Justice is beginning initial proceedings for Canada and the Netherlands’ case against the Assad regime for crimes of torture. The response to events in Israel and Gaza have not been monolithic; reactions have varied significantly depending on factions’ alliances and proximity to the conflict. On the one hand, there is widespread disillusionment with actors claiming to liberate Palestine, a reflection of how groups like Hamas failed to support the Syrian people’s revolution against the Assad regime. However, Syrians as a whole empathize with Palestinians and reject the killing and forced displacement of Palestinians and destruction of their homes. Simultaneously, Syrians have not forgotten the crimes that the terrorist organization Hezbollah has carried out against them in support of the regime, as well as Hamas’ backstabbing in trying to reestablish ties with the Assad regime. Hamas' close ties with Iran, the main backer of the Damascus government, are another source of anger in anti-regime circles.

On October 26, the European Council adopted a new set of conclusions relating to the war in Gaza. Notably, these reiterated condemnation of Hamas, Israel’s right to defend itself in line with international law, calls to release all hostages, concern for all civilian lives, the need to ensure humanitarian access to Gaza, and a commitment to achieving a two-state solution to the Israeli-Palestinian conflict. Earlier European dissonance regarding the Gaza conflict thus appeared to be replaced by clearer communication. But European unity could soon be tested again, including on humanitarian messaging, which is less easily consented upon than meets the eye. More broadly, whereas the war in Ukraine had given rise to optimism about the emergence of a “geopolitical Europe”—a European Union capable of defining common strategic international objectives and deploying concrete operational means to achieve them—events following the Hamas attacks have exposed divisions within European institutions and highlighted the absence of a clear strategic approach in the southern neighborhood, potentially undermining the ability to achieve such objectives.

In The Problem of Democracy: America, the Middle East, and the Rise and Fall of an Idea, author Shadi Hamid explores what he describes as the ‘democratic dilemma,’ the U.S. desire for democracy in theory but not in practice. Hamid cites the rise of Islamist parties during a wave of democratic elections across the Middle East, which he argues produced outcomes the U.S. was not intending, such as the empowerment of Hamas in Gaza following the 2006 Palestinian elections. Reviewing the lessons learned from the past two decades of U.S. policy in the Middle East, Hamid proposes ‘democratic minimalism’ as a new approach to democracy promotion. Instead of viewing democracy as a tool to usher in liberalism, economic development, and cultural progress, Hamid argues that democracy as an end in of itself should be prioritized over other liberal values. Three months ago, the most far-right government in the history of Israel was sworn in by the Knesset under the leadership of Benjamin Netanyahu. Notably, Itamar Ben-Gvir, the Kahanist leader of Jewish Power and former convict for racist incitement, has been appointed the head of the newly created Ministry of National Security.[1] Additionally, Bezalel Smotrich, leader of the settler-based Religious Zionism party, has been given major control over the administration of the occupied West Bank as the head of the Finance Ministry.[2] The new government has spurred a nationwide mobilisation in Israel, as many criticise the proposed judicial reform aimed at curtailing the Supreme Court’s power to exercise judicial review of legislation, giving the government control over judicial appointments and granting the Knesset the power to override the Court’s rulings. After weeks of protests – mainly attended by secular liberal Jewish Israelis[3] – the reform has been put on hold as part of a coalition agreement which includes the establishment of a National Guard led by Itamar Ben-Gvir and tasked with handling “Arab unrest”, thus anticipating even more state-sanctioned violence on Palestinians.[4] In fact, the number of Palestinians killed in 2023 is already set to surpass last year’s data, with at least 95 deaths since January.[5] This record in violence has been characterised by near-daily raids carried out by the Israeli military across the occupied West Bank, particularly in Jenin, Nablus and Jericho, aiming at curbing the resurgence of Palestinian armed resistance to the occupation.[6] In the same time span, at least 16 Israelis have been killed.[7]

This essay considers the place of the Gaza Strip in the broader Palestinian context. Israel’s determination to separate Gaza from the West Bank since the signing of the Oslo Accords and its subsequent withdrawal from the territory in 2005 resulted in a process that culminated in the buildup of a Palestinian military front reminiscent of that established by the Palestine Liberation Organization in south Lebanon in 1975–82. In both instances, the military front appears to serve as a Palestinian counterstrategy to achieve linkage. Palestinians demonstrated their determination to break the isolation of Gaza in the war of May 2021 that was accompanied by mass mobilization across and outside Mandate Palestine. The essay probes the question of whether we are witnessing the consolidation of a Gazan military front and points to the minimal political conditions necessary for such a development to advance the liberation struggle.

This study argues that al-Sisi regime has been haunted by the January 25 uprisings as a potential recurrent threat to the state survival during the formulation of national and foreign politics. In the aim of boosting its international legitimacy before Western allies, especially the US, the regime has capitalized on political instabilities in Gaza as a means to ensure its security grip on power without incurring foreign allies’ critics for human rights violations. How did al-Sisi regime mobilize Gaza as a means for bolstering its international credibility before Western bailers and shunning off the January 25 security ghost? In answering this question, this study refers to haunted politics in foreign policy-making as an informative perspective about the impact of traumatic events on ruling regimes’ interpretation of incidents, convocation of memories, recreation of meanings, and subjugation of citizens. Unlike Mubarak’s limited support for the Palestinian cause and Morsi’s exclusive ties with Hamas, al-Sisi adopted a balanced approach toward Gaza in the aim of counterbalancing the US reservations over the regime’s human rights violations since 2013.

Al Jazeera and Al Arabiya, both state-sponsored media, are emblematic of how these narratives are formed in the MENA region. In contemporary conversations around Israel/Palestine, the Gaza Strip is construed as a state of exception, rendering the territory either hypervisible or entirely invisible. Through the prism of the Covid-19 pandemic and Israel’s possible de jure annexation of portions of the West Bank, this piece argues that rather than being exceptional, the Gaza Strip represents the very embodiment of Israeli settler colonialism in Palestine. Its isolation and de-development constitute the endpoint of Israel’s policies of land theft and Palestinian dispossession. This endpoint, referred to as Gazafication, entails the confinement of Palestinians to urban enclaves entirely surrounded by Israel or Israeli-controlled territory. The Trump plan, otherwise known as the “deal of the century,” along with the Covid- 19 crisis, have inadvertently exposed the reality of Gaza as an enclave of the one-state paradigm.

The economy of Palestine is led to a recession and has had serious ramifications–mostly in a time of COVID-19 as a result of the strict adherence and concrete actions instituted by the government to help avert the disease from spreading in the enclave. However, the consequences of COVID extend to correlate the future of Palestine, not by affecting its individuals and governments only, but also all its sectors due to the loss of income for thousands of citizens. According to World Bank studies, in comparing with 2019, which witnessed difficult economic conditions for several reasons, including the Palestinian fiscal revenue leakage and the suspension of American aid, the economy might get down this year by 7.6% if Palestine returns gradually to normal and by 11% if the tough restrictions continue to be imposed.

Since the Palestinian division occurred in June 2007, the Gaza Strip has become a geographical area with a political and legal context different from the West Bank. The Gaza Strip is a small area in size, but a large one in problems. It is under the rule of Hamas, which is not recognized in the Arab world, nor internationally. After Hamas took control of the Strip, Israel imposed a comprehensive blockade and exposed it to four, long, destructive wars and dozens of smaller armed confrontations over 14 years. The policy of the suffocating blockade enforced by Israel, as well as the repeated wars and military attacks, have created an unprecedented humanitarian crisis and resulted in massive destruction of infrastructure and all economic sectors and activities.[1] The Gaza Strip is supposedly part of the territory of the Palestinian Authority (PA) and the future state, according to international resolutions and the Oslo Agreement signed between the PLO and Israel. However, as it is not geographically connected to the remaining Palestinian territory, and, since the Palestinian division in 2007 that brought it outside the control of the PA, and the failure of attempts at reconciliation and unity, the question is again raised: ‘What is the future of the Gaza Strip within the next five years?’

This article focuses on relations between Israel and Qatar, analyzing them in historical context, in the context of Qatari foreign policy and in terms of their potential and the limitations imposed by the Israeli-Palestinian conflict. The article describes the shift from a mutual conception of hostility to unusual cooperation over the Gaza crisis. While Israel aspires to avoid additional rounds of violence with Gaza, Qatar seeks to strengthen its regional role as a mediator, and mutual interests converge into joint activity to avert an additional military clash between Hamas and Israel. The cooperation between the states illustrates how the Palestinian issue can leverage regional cooperation. At the same time, the untapped diplomatic, economic and civilian potential of Israel-Qatar relations points to the limitations imposed by the ongoing Israeli-Palestinian conflict.

Since President Abdel Fatah a-Sisi’s rise to power in 2014, Israeli-Egyptian ties have been marked by defense-strategic cooperation. This is based on the shared perception of Iran and radical Islamist terror organizations as a threat, and the common interest in managing the Palestinian issue, in general, and specifically the Gaza arena. In the inherent tension between ideology and national interests, Egypt continues to strive for an agreement between Israel and the Palestinians (Fatah, Hamas and the other Palestinian factions) and seeks to bring about internal Palestinian reconciliation beforehand (between the leaderships in Ramallah and Gaza). Turkey now controls a long stretch of Syrian territory along its southern border that hosts nearly four million people, most of them Sunni Arabs. The challenges for Turkey there include a difficult balancing act with Russia, the huge financial costs of direct rule, the presence of radical Islamist factions, and the lack of a modus vivendi with the Kurds. Turkey faces the risk of the “Gazafication” of the area – the emergence of a militarily controlled territory that is perennially poverty-stricken and unstable. EU member states can find ways to cooperate with Turkey to support stabilisation in parts of the safe zone, without violating their interests and core principles. They should single out the Euphrates Shield Zone for stabilisation work, on the understanding that other areas captured from the Kurds are politically sensitive for European governments and voters alike. Europe should aim to strike a grand bargain with Turkey: in return for targeted European reconstruction aid to the safe zone, the country would lift its veto on stabilisation in Kurdish-controlled areas, allow trade between these zones, or agree to Kurdish participation in the UN-led political process on Syria.

Abstract:
Israeli and Palestinian experts and activists – together with international diplomats – gathered on 31 October 2018 at the UN Headquarters in Jerusalem for a civil society roundtable discussion on “Regional Opportunities in Support of Current Efforts to Improve the Situation in Gaza.” The event, attended by some fifty participants, was initiated and convened by Mitvim - The Israeli Institute for Regional Foreign Policies and Israel-Palestine Creative Regional Initiatives (IPCRI). It included an opening address by UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov and explored how various regional actors can help improve the situation in Gaza, without jeopardizing chances for a broader Israeli-Palestinian peace agreement. It also identified recommendations and possible courses of action. The event was held in cooperation with FriedrichEbert-Stiftung, the Foreign Ministry of the Netherlands, IEMed, and the EuroMeSCo Network. This paper summarizes the discussion.

The Mitvim Institute 3rd annual conference provided an annual assessment of Israel's regional foreign policies. It was held in Tel Aviv on 14 November 2019, in cooperation with the Friedrich-Ebert-Stiftung. The conference included sessions on Israel's ties with its adjacent regions – moderated by Dr. Nimrod Goren, and participated by Amb. (ret.) Michael Harari, former Member of Knesset (MK) Ksenia Svetlova, Dr. Ido Zelkovitz and Dan Catarivas – and on the quest for IsraeliPalestinian peace in Israeli statesmanship – moderated by Yael Patir and participated by Dr. Lior Lehrs, Dr. Dahlia Scheindlin, Kamal Ali-Hassan and Nadav Tamir.
