Elections in Greece come less than three months after the deadly head-on train collision at Tempe in the north of the country that killed 57 passengers. The incident on 28 February triggered demonstrations against the government of Prime Minister Kyriakos Mitsotakis, chastising him for initially blaming the collision on “tragic human error.”1 The unrest that followed caused the government to delay announcing the election date, which had been anticipated in April. Due to a new voting law, the elections will be held under a proportional representation system, wherein the leading party needs to secure at least 46% to have a chance to win absolute majority in parliament. However, this percentage has not been reached in the last three decades,2 making a clear victory on 21 May unlikely.

Sanctions are meant to coerce political adversaries through economic measures. However, evidence for their effectiveness is scarce. In this paper we assess the impact of sanctions on a democracy — France — by studying the electoral consequences of the sanctions and countersanctions imposed between Russia and Western countries. Contrary to most of the existing literature we find clear evidence for exposure to the sanctions to cause an increase in the vote share for pro-Russian (and far-right) candidates during the French 2017 presidential election. Locally, the impact on voting is substantial. Back-of-the-envelope calculations indicate that about 16,300 votes for the main far-right candidate can be directly attributed to the sanctions’ impact. This is the total number of votes cast in a medium-sized French city. It is however not nearly enough to have affected the outcome of the election at the national level.

Turkey-EU relations are affected by Russia’s war on Ukraine and its consequences for the EU’s place in the world. Another major factor is Turkey’s presidential and parliamentary elections held in May, which are defining the prospects for the country’s democratic future and its foreign policy. The second round of the presidential election took place on 28 May. The re-election of President Erdoğan indicates that the unilateral foreign policy and strained relationship with the West is likely to continue, although there is a chance of a short-term burst of cooperation due to Turkey’s economic troubles. There are increasingly divergent views about Turkey in the West, and the EU’s future relationship with Turkey needs to accommodate these different conceptualizations of the country as a state actor. The EU needs to be flexible in the coming months and to find ways to engage with Turkey in a more fruitful manner, irrespective of the election results.

The EU is facing a make-or-break moment in terms of whether it is willing to pay the costs – both financial and political – of moving forward with decarbonisation at the speed and according to the model it has set out in the European Green Deal. Ahead of the European Parliament elections and several national elections in 2024, European policymakers need to convince voters that keeping the green transition on course is in their interests at a time when many are concerned about the rising cost of living. Policymakers should focus on energy sovereignty; how the green industrial transformation can help their country’s economic competitiveness; and the role that EU-level financial support can play in a just transition, alongside the risks of climate change, as persuasive reasons to advance the European Green Deal. These arguments resonate to different degrees in different capitals. Significant green funding in the next EU budget and a stronger Strategic Technologies for Europe Platform would help maintain the consensus on climate action. The EU stands to benefit from being a global green leader, but it needs to rapidly adapt its policy instruments to the changed geopolitical circumstances.

A lot has changed since Boris Johnson celebrated ‘smashing’ the 2019 election. Since then, we’ve faced a global pandemic, two wars, and spiralling inflation and interest rates. Britain has lived through a tumultuous period. The same period saw Labour choose a new leader, whilst the Conservatives elected two. ‘Levelling up’ became the latest buzzword. ‘Partygate’ was followed by a series of allegations about impropriety at the top of government. Nineteen by-elections took place, for reasons ranging from resignations to recall petitions. As the cost-of-living crisis worsened, voter concern about the economy rocketed, whilst interest in Brexit declined. As we approach the next general election, understanding what the public makes of these developments, and how opinion and voting behaviour has shifted since December 2019, is crucial. This new UK in a Changing Europe report brings together over 45 of the UK’s top public opinion experts. They analyse both short and long-term trends that have shaped public attitudes and voting behaviour and will continue to do so in the run up to the next general election and beyond. The October 15, 2023 Polish parliamentary election will not be fair. The country’s last fair election was in 2015, when the ruling Law and Justice Party (PiS) came to power and promptly set about undermining constitutional governance. Since then, the weakness of Poland’s rule-of-law system has enabled PiS to amend electoral law, reshape the media environment, exploit state-owned companies and other resources—including public funds—and engage in other autocratic subversions to tilt the playing field in Polish elections in favor of the ruling regime. However, the degree of unfairness in this election will hinge on actions taken by Polish authorities. The authorities should: Stop diverting state resources into media enterprises and political messaging campaigns meant to support PiS candidates, Commit to renewing the licenses of independent media outlets such as TVN, Stop using arbitrary fines to harass and weaken independent media outlets, Stop using the system for disciplining judges as a weapon against those who do not display loyalty to the PiS regime, Implement judgments of European tribunals, and ensure that rulings on the integrity of the election come from independent and impartial bodies. While the US government has struck the right tone in recent values-based remarks about the importance of electoral fairness, the message has not broken through a policy environment that is crowded on two levels. Most importantly, many experts and officials in Warsaw believe that the United States is reluctant to pressure its strongest ally in supporting Ukraine in its war against Russia—the Polish government—on matters of electoral fairness. But even if the United States is genuinely committed to pressing for electoral fairness in Poland, there are so many areas of democratic backsliding in the country that it is not clear which concrete threats are priorities for the United States. At every available opportunity, Poland’s allies should publicly reiterate the importance of respecting shared democratic values by holding fair elections. Privately, diplomats should warn Warsaw that crossing red lines around the four most consequential risks to the integrity of the upcoming Polish election would trigger unified public rebukes from NATO allies.

Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society. As terrorists hone their skills to operate lethal drones, use biometric data to target innocents, and take advantage of the chaos left by pandemics and natural disasters for nefarious purposes, NATO forces must be prepared to respond and prevent terrorist events before they happen. Big-data analytics provides potential for NATO states to receive early warning to prevent pandemics, cyberattacks, and kinetic attacks. Hypersonic weapons are actively being used on the battlefield, and satellites have been targeted to take down wind farms and control navigation. This handbook is a guide for the future, providing actionable information and recommendations to keep our democracies safe today and in the years to come.

11. Covidocracy in the Election Process – An Analysis of the Pandemic Narrative Serving the State Capture

In this analysis, the predominant narratives of the pandemic shall be explored, as well as the ways they have impacted the state capturing process in the period from the second half of 2021 till 3 April 2022, when the general and presidential elections took place in Serbia. The crisis caused by the COVID-19 pandemic denuded the authoritarian tendencies in Serbia, both in the state and in the society, making visible the size and scope of state capturing. To what extent this process has set in may be best visible by the way the institutions and authorities have made decisions during the pandemic management, as well as by the decision they have taken. It has been 26 months since the first infection case was registered in Serbia and since the two-month long state of emergency was introduced. Ever since, decisions have been taken towards reducing the virus spread, but also disregarding the opinions of experts in this field (epidemiologists, virologists and immunologists). The decisions were made depending on the ruling elite’s political interests. For the first year and a half after the outbreak, the mainstream discourse imposed by the authorities was that the state and the society were at war. All the elements of war discourse were noticeable in the statements of public officials, even experts – there is an enemy out there whom we must beat (the virus), emergency measures like curfew were introduced, the story of doctors like frontline warriors was imposed, and allies were also chosen for this war. The narrative of war like predominant discourse of fighting the pandemic provided legitimacy for the highest officials to take the crucial decisions in countering the pandemic – precisely this enabled the President of the Republic or the Prime Minister to take and communicate the most important decisions regarding this “war”, while experts were placed at the margins of decision-making. Finally, the top officials are competent for declaring victory at war, and the ruling party declared the victory over the pandemic twice, both times on the eve of elections – first time in May 2020, and second in March 2022. However, during the autumn 2021, the narrative of war as the prevalent one during the pandemic was replaced by quiet and silence, the story of the pandemic was pushed to the margins, which was particularly evident in the April 2022 pre-election period.

President Emmanuel Macron’s coalition fell well short of an absolute majority in the National Assembly (289 required of the chamber’s 577 seats). For both radical right-wing and left-wing voters, the limitation of the president’s power was of more importance than ideological differences. As a result, Marine Le Pen’s National Rally saw an unprecedented result, becoming the main opposition party. In the most likely scenario of a coalition with Republicans or moderate left and right politicians, the presidential camp, as the greatest political force in the Assembly, will seek to continue the current foreign policy and retain its representatives in key ministries.

Apart from benefits, internet voting security is most frequently discussed by opponents and supporters of this form of electoral participation. Although this voting method is not available in Poland, the debate on the implementation of i-voting appears in each election. The COVID-19 pandemic showed a great need to implement additional remote voting methods in the elections, and increasingly more countries are considering the introduction of i-vote in the future. Although there is no plan for the nearest future in Poland, citizens' opinions suggest that this voting procedure would meet many of its users. The paper's main aim is to analyse Poles' opinions about the risks and benefits of internet voting. The results of our own studies are based on a survey among Poles regarding their views on internet voting. The main goal is to verify if Poles more often highlight the benefits than risks of i-voting, and if the opinions about risks and benefits of i-voting differ depending on respondents’ sex, age, education and domicile.

The article analyses political opposition toward the date of presidential elections and conducting them in the correspondence form on May 10, 2020, in Poland. The study is embedded in the theories of quasi-militant democracy and the emergence of social movements. The method used in the study is the qualitative analysis of media messages of the main news websites in Poland. Mainly in terms of the activity and arguments of citizens against the elections in the form of correspondence. The presidential elections revealed the imperious relationship between the government and citizens in Poland’s becoming quasimilitant democracy. The emphasis was on the elements regarding the organisation of elections on May 10 that could impact a social movement’s emergence. The most significant role in stopping the May 10 elections was played by institutional opposition in the form of local self-governments’ civil disobedience and the Senate’s action, which efficiently blocked the party’s initiative. The article accounts for how election matters determined the social mobilisation and activity of the new social movement. This paper’s main finding is that institutional opposition may prevail over the social one in the pandemic.

Should the polling prove accurate, Italy will soon be governed by its most radical right-wing government since World War II. Come 25 September, a coalition of political parties – dominated by the hard-right and anti-migrant Brothers of Italy party (Fratelli d’Italia – FdI) and Matteo Salvini’s League (Lega) – appears poised to secure a clear, if not resounding, majority in parliament. This will return Italy to a right-wing government, the first since Silvio Berlusconi’s centre-right coalition collapsed amidst the risk of Italian bankruptcy back in 2011. Despite its neo-fascist roots, heading the polls with about 25 per cent of the vote is Giorgia Meloni’s FdI, the frontrunner to become the country’s first female premier and first far-right head of government in Italy’s Republican history.[1] Salvini’s League and Silvio Berlusconi’s Go Italy (Forza Italia) party are the other major members of the right-wing coalition, whose impact if elected will reverberate far beyond Italy. For Europe, the polls are another indication of the spread of hard-right conservativism, following the French National Front’s electoral gains over the past few years and the recent victory by the Sweden Democrats this September.

Following the collapse of Mario Draghi’s national unity government in July, Italy is set to elect a new parliament on 25 September 2022, the first general election since 2018. Grappling with a myriad of socio-economic and energy challenges, the next government will face significant hardship in turning the tide, with Italy widely expected to be governed by a right-wing conservative government at a time when all indications point to Italy moving into recession in 2023. A conservative coalition of far- and centre-right parties, led by Brothers of Italy (Fratelli d’Italia – FdI), the League (Lega) and Go Italy (Forza Italia) party, is expected to win a significant majority of seats in parliament. While Russia’s invasion of Ukraine and the ensuing inflation and energy crisis have dominated the electoral campaign, other issues should not be overlooked, not least in light of their impact on domestic politics as well as broader Italy–EU relations.

This research aimed to analyze the Albanian parliamentary elections held in 2013, 2017, and 2021 in order to evaluate the process of development of representative democracy in Albania, one of the post-communist countries of the Western Balkans. The analysis was based on assessing the dynamics of the Electoral Integrity Index (PEI) as a quantitative indicator that reflects the level of fulfillment of international standards for democratic elections. The PEI was evaluated using the average perception values for 11 indicators reflecting the election process. Based on the value of the PEI2013 (54.1 scores), PEI2017 (53.3 scores), and PEI2021 (57.7 scores), the parliamentary elections in Albania were considered as processes that do not exceed the ‘moderate’ level. The non-significant difference between 2013, 2017, and 2021 PEI (p>0.05) demonstrated low progress in developing democratic performances in Albanian society.

The Macedonian election rules, i.e. the setting of the electoral system, produce a double effect, an effect on the voter, and an effect on the party system. Therefore, each change in the electoral regulations would not only alter the voters’ comportment but also impact the political parties. Considering these effects, the paper aimed to compare the attitudes of the citizens and political parties regarding the electoral legislature (both for the parliamentary and local elections); and produce adequate electoral solutions as a corrective for the detected shortcomings of the current regulations. The paper relied on content analysis of theoretical literature and research, empirical qualitative research based on citizens’ focus groups from each region in Macedonia, questioned political parties, and additional data analysis. The ultimate findings propose a way to promote the equal value of each vote, proportional regional representation, and MPs' accountability at the parliamentary elections. For the local elections, the proposed solution referred to reducing the election cost, the possibility of political bargaining, and preserving the legitimacy of elected mayors.

Even while we are suffering from the COVID-19 pandemic, cyclical events arrive mercilessly as scheduled. While some of them are held virtually (i.e., online), some cannot be completely virtualized, at least as of now, including national elections. A major risk in holding an election during a pandemic is the increase of contagion due to the gathering of people in polling stations and campaign events. The opposite direction of causality, that is, from contagion to voter turnout, is another serious, but much less recognized, risk, because voters may refrain from voting due to health concerns. This Brief reviews some of the empirical studies on the relation between the prevalence of COVID-19 and voter turnout in recent elections in Europe and Korea. It also discusses their implications for election administration during pandemic.

Rarely has an election outcome in Germany been as uncertain as it is today. Berlin’s future policy towards Ankara, and not at least the related refugee issues, especially following the recent developments in Afghanistan, will be one of the topics future coalition partners will need to agree on. The election manifestos of the political parties provide an important source for analyzing the political views of the political actors. All parties criticize the dire situation of human rights and the rule of law in today’s Turkey. While CDU/CSU and the far-right AfD reject a Turkish membership in clear terms, the other parties are less outspoken in this point. Potentially the most consequential divergence as reflected in the electoral programs relates to Germany’s arms export policy and the EU Refugee Agreement of 2016. Unlike the other parties, both the Greens and “Die Linke” want to terminate the migration deal as well as the export of German arms to Turkey.

What challenges the new American administration will face in the Balkans, and how should it approach them? Read in the latest analysis of BCSP researcher Vuk Vuksanović. When Joseph Biden defeated Donald Trump in the 2020 US presidential elections, the Balkan countries were not neutral on that race. Serbian President Aleksandar Vučić made a failed bet on Trump, hoping that under Trump, he will get a less painful settlement of the Kosovo dispute and an opportunity to finally make Belgrade a partner of Washington, after several decades. Vučić still congratulated Biden for his win alongside several other Balkan leaders who were probably happier about Biden’s win than him. US foreign policy towards the Balkans under Trump has been marked by transactional logic and disdain towards the European Union, best symbolised in the economic normalisation agreement between Belgrade and Priština brokered in September 2020 by Trump. Many policy hands, including Nicholas Burns, former US diplomat and one of Biden’s advisors, now expect that Biden will display US leadership in the region while cooperating closely with the European Union. The US foreign policy will have to deal with three sets of challenges: the unresolved Kosovo dispute, democratic backsliding in the region, and the presence of non-Western powers like Russia and China. While US power is a necessary element in resolving these challenges, the Biden administration will not be able to offer quick fixes.

The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.

Abstract:
The agreement of the round table signed on April 5, 1989, resulted in the creation of the government of Tadeusz Mazowiecki (September 12, 1989) and the end of communist rule in Poland. However, it should be pointed out that the agreement of the round table is currently often criticized. It is claimed, among other things, that the agreement was a form of “unification of the elite” (the term Jack Kuroń) to obtain financial and political benefits. As a result, the mixed communist-solidarity elite has taken over power in the country, guided solely by their own interests. It is also stressed that the contract has enabled the Communists to retain enormous influence in the special services, state administration, various institutions, the economy, and finance. On the other hand, these irregularities have been attributed to the solidarity elites who consider the round table agreements to be persistent. Other parts of the solidarity elite treated the round table exclusively as tactical action to take power away from the Communists.

Election campaigns in the age of social media are rapidly changing their character. Due to the declining party loyalty of voters, once stable constituencies have become increasingly volatile and the importance of campaigning has increased. Parties are now thought to be more likely than in the past to opt for negative campaigning. This paper examines the postings that parties or top candidates made on the social media sites Facebook and Twitter during the 2019 National Council election campaign. The results suggest that - at least on social media sites - the cost-benefit analysis of the parties might turn towards negative campaigning, as the average popularity of negative campaigning posts was higher than those that were not tagged with negative campaigning.

This paper is focused on the Albanian electoral system, its total inclusion approach, protection and promotion of gender characteristics, historical and legal developments on the gender quotas necessity, the comparison in time and space, the barriers and opportunities to promote gender politics in public and social area in Albania. The methodology will consist of a comparative analysis of legislation, the international legal framework, recommendations of international institutions, policy papers on identifying the causes why higher gender representation in politics produces estimated results in the public area, social and economic development. Analysis of the circumstances, historical periods, social and economic impact in legal amendments would be another methodology component. Gender quotas provide a critical minority of women, from 20% to a gender balance of 50%, either as an education of the community to face with real gender balance in common life.

40. Local David Versus Global Goliath: Populist Parties and the Decline of Progressive Politics in Italy

This paper analyzes the role of local spending, particularly on social welfare, and local inequality as factors in the Italian political crisis following the adoption in 2011 of more radical national austerity measures. We employ two different methods. First, we develop an original database of municipal budgets. There we show that even the lowest level of social welfare spending, that offered by Italian municipalities, though also hit by austerity, was still able to moderate this national shock. We test three operationalizations of local spending: aggregate current expenditures, aggregate current expenditures on social services, and current expenditures disaggregated by function. We show that municipal current expenditures, particularly on social spending, significantly affected the post-2011 share of votes for the progressive coalition. The results also show that social spending, especially on education, significantly moderated the combined effect of national austerity and the economic crisis on voting for populist radical right parties, while no significant results appeared for populist parties in general. Local inequality appears to significantly enhance vote shares of populist radical right parties and populist parties in general. We caution that, although significant, the effect is not strong: that local policy and economic conditions can moderate national shocks but cannot reverse them. The second analysis relies on survey data to ascertain the individual-level mechanisms behind the role of local welfare. The paper argues that local economic inputs influence voters’ position on non-economic issues. Our results, however, do not identify any significant individual-level channel of transmission, be it cultural or economic.

In the opinion surveys leading up to the elections, the same three biggest parties as in April enjoy support somewhere between 16 and 23 percent each, with another three-four trailing far behind and one hovering just at the 4 percent threshold. Few observers believe that the outcome will differ much from that produced on April 4th, which distributed 240 parliamentary seats among six parties. Ostensibly, the main problem in current Bulgarian politics arises from the unnecessarily sharp disagreements and mutual recriminations among the leaderships of the three main parties competing for power, aggravated during electoral campaigns. When the results were in, each of the three parties decided to reject cooperation with the other two and thereby precluded the establishment of a government tolerated by the parliamentary majority. The two top contenders are Boyko Borisov’s center-right GERB party, which has ruled the country almost uninterruptedly since it garnered 40 per cent of the popular vote in mid-2009, and There Is Such a People (Ima takav narod or ITN), run by TV personality Slavi Trifonov. The electoral campaigns ahead of either poll have largely revolved around Trifonov’s sweeping accusations of corruption directed at Borisov and his party, with the ongoing pandemic and the country’s weak economic performance featuring as issues more in the periphery. The corruption charges were also directed at the third frontrunner, the Bulgarian Socialist Party (BSP) with roots in the old communist elite. After Trifonov’s ITN party had reiterated that it would under no circumstances work with the BSP, two of the smaller parties with anti-corruption platforms similarly refused even initial consultations. From that point on the BSP was out of options as well. At a deeper level Bulgaria’s troubles stem from being a relatively small country with the lowest GDP per capita in the European Union (EU), frequently exposed to cross-pressures from Brussels, Moscow, Ankara, Washington DC and Berlin. This especially applies to the energy sector, where the country’s geographic location in the corner of southeastern Europe makes it a significant player. While the EU and NATO have repeatedly urged Sofia to align with collective approaches designed to reduce the continent’s reliance on individual providers, Russian energy corporations have skillfully utilized regional relationships and ties to Bulgaria’s political class to assertively negotiate terms that above all are favorable to Moscow. Germany, a sponsor of the Nord Stream I-II pipelines, has not been in a position to object.

A new poll conducted by the European Council on Foreign Relations shows that EU citizens view Germany as a trustworthy, pro-European power. Angela Merkel’s approach of searching for compromises between competing interests is a major source of Berlin’s positive image. Pluralities in all countries polled would support her in a hypothetical election for president of Europe if her opponent was Emmanuel Macron. Merkel’s rule has reduced neighbours’ fear of German dominance. Most Europeans do not believe a German heading the European Commission is a bad thing. And significant numbers trust Berlin to lead the EU, especially on financial and economic issues and democracy and the rule of law. Paradoxically, to fulfil many Europeans’ expectations, Berlin will need to revise the principles of Merkelism that created this trust. Germany will need to do this to successfully lead the EU in tackling the two greatest threats facing it: a weakening of the rule of law inside the EU, and a failure on the part of Europe to defend its interests in the world.

Palestinian elections are on track to take place during the coming months – for the first time in over a decade. The EU and the US have a decisive role to play in ensuring the electoral process succeeds. In doing so, they can support Palestinian political renewal and improve prospects for a sustainable peace agreement with Israel. Within Hamas, moderates have gambled on elections. The movement – along with Fatah – is looking for new avenues for political engagement given the increasingly inauspicious regional and international context. The EU and the US must: commit to respecting the outcome of the Palestinian elections; persuade Israel to support a free, fair, and inclusive process; and pursue a constructive relationship with any new government that pledges respect for democracy, human rights, and international law.

As this fifth edition was being finalized, all eyes were on Germany. In the September federal elections, Germans decided not only about their next government, but also about the future of one of the biggest and economically most powerful countries in Europe. International interest in the outcome of the elections and Germany’s next government was high and the German capital full of correspondents. Meanwhile, foreign policy and the future of Germany’s role in the world played only a marginal role in the campaign. Although it is not unusual that voters and the media are more interested in the chancellor candidates’ positions regarding tax policy than their stance on relations with China or defence spending, the gap between international expectations and German self-perception was striking. Attentive readers of The Berlin Pulse are already familiar with this gap. Since 2017, our representative survey of German attitudes towards foreign policy shows that a majority of Germans prefer restraint over stronger international involvement. This attitude of the German public does not easily change one way or the other. Even a foreign policy earthquake like the debacle in Afghanistan did not have a notable impact. This edition of The Berlin Pulse ‘minds the gap’ by letting international decisionmakers and experts have a say about their expectations of post-Merkel Germany and by juxtaposing their positions with German public opinion. It also looks at the international implications of two megatrends: the digital transformation and climate change. As Cédric O and Marietje Schaake argue in the second chapter, German and European political inaction in the digital sphere would be disastrous for democracies around the world. While municipal elections are of less importance than national ones, the study of local election communication shows that there are cases when political actors frame them as first-order elections. In 2019, the opposition managed to challenge the ruling Fidesz-KDNP alliance in Hungary, and gained mayoral offices in strategically important places. In the campaign, PM Viktor Orbán’s party stressed the importance of local elections, utilizing a complex conspiracy theory. They argued that the stakes were high because Hungary’s sovereignty was at risk. In this article, I evaluate the findings of a content analysis conducted on 86 speeches that were performed as part of the ruling party’s election campaign with a special focus on topics and character remarks.

Abstract:
The cycle of defeat and recovery begins in 1979 with Labour’s ejection from office following the economic and political crises of the 1970s.2 The party’s defeat was traumatic, if not unexpected. The Prime Minister, Jim Callaghan admitted: ‘There are times, perhaps once every thirty years, when there is a sea-change in politics. It then does not matter what you say or what you do. There is a shift in what the public wants and what it approves of. I suspect there is now such a sea- change and it is for Mrs. Thatcher’. The loss of office was as nothing compared with the harrowing events of the decade that followed. Labour suffered a further three consecutive defeats. In 1981, the party was almost obliterated by the breakaway Social Democratic Party (SDP), threatening to end Labour’s grip on the centre-left vote. Only the First- Past-the-Post electoral system saved Labour as the dominant force on the Left of British politics. Even so, the party remained bitterly divided. The leadership spent years embroiled in internal factional disputes, such was its determination to destroy the hard Left entryist Militant Tendency. Since the 1950s, Labour was weakened by recurrent intra-party conflict. Most notable were its divisions over Europe, fundamental ideological disagreements about the role of the state in the economy, and the primacy that should be accorded to nationalisation and public ownership in the party’s programme.

Abstract:
Based on international standards and good practices adopted worldwide, the International Foundation for Electoral Systems (IFES) applies its Technical Election Assessment Mission (TEAM) methodology to assess electoral environments. Using the TEAM model in Serbia, IFES assessed core areas of the electoral process — analyzing both the legal and regulatory framework and implementation practices — to provide technical support and recommendations for stakeholders and interested parties to strengthen electoral transparency and integrity. The report’s analysis and recommendations are designed to be addressed through the election reform process and relevant institutions, but also with tailored interventions facilitated by IFES, such as training, capacity building, civic awareness-raising and advocacy.
