  • Abstract: Kazakhstan is one of China’s direct neighbours, and a prominent one by size and border. As the Chinese proverb states, “a close neighbour is more valuable than a distant relative”,[1] hence the importance of Sino-Kazakh ties, especially at a time when Beijing tries to promote its “Belt and Road Initiative” (BRI) across Eurasia. The country has a 1782.75 km-long border with China, and shares much history and people with the former Middle Kingdom. Although data is sparse, it is known that many Uyghurs –the main tribe of Xinjiang, China’s troubled autonomous region – live in Kazakhstan. There are also ethnic Kazakhs living on the Chinese side, in Xinjiang (many of them facing great political difficulties, if not persecutions).

  • Abstract: China’s Belt and Road Initiative (BRI) proposed by President Xi Jinping in 2013 is among the most ambitious global visions promoted by one country. The general goal of BRI is the provision of economic infrastructure worth at least $1 trillion to improve the land and sea routes between Asia, Africa, and Europe. In order to attract additional international investments to finance the initiative, China even created a multilateral bank – the Asian Infrastructure Investment Bank (AIIB) — in 2015. However, China’s ambitious BRI strategy has met considerable criticism from politicians and policy-makers, journalists, analysts, and scholars. These criticisms include accusations of pursuing debt-trap diplomacy to gain concessions from countries participating in BRI. The decision of Sri Lanka in 2018 to lease Hambantota port to China in order to reduce its BRI debt burden is often cited as a prime example. Together with growing Chinese military strength and assertiveness in the South and East China Seas, BRI is being framed as an instrument deployed by China to build up its global dominance.

  • Abstract: Please join the Atlantic Council’s Asia Security Initiative, housed within the Scowcroft Center for Strategy and Security, for a public panel discussion on forward-looking recommendations for the future of US-China relations and US strategy towards China. How should the United States and its allies work together to respond to China’s ongoing rise? What are the advantages and limits of the current US approach? Ultimately, can the United States and China be both strategic competitors and, at least in some areas, strategic cooperators at the same time? The Scowcroft Center for Strategy and Security works to develop sustainable, nonpartisan strategies to address the most important security challenges facing the United States and the world. The Center honors General Brent Scowcroft’s legacy of service and embodies his ethos of nonpartisan commitment to the cause of security, support for US leadership in cooperation with allies and partners, and dedication to the mentorship of the next generation of leaders.

  • Abstract: Since its launch in 2013, what China calls “One Belt, One Road” has emerged as the cornerstone of Beijing’s economic statecraft. Under the umbrella of the Belt and Road, Beijing seeks to promote a more connected world brought together by a web of Chinese-funded physical and digital infrastructure. The infrastructure needs in Asia and beyond are significant, but the Belt and Road is more than just an economic initiative; it is a central tool for advancing China’s geopolitical ambitions. Through the economic activities bundled under the Belt and Road, Beijing is pursuing a vision of the 21st century defined by great power spheres of influence, state-directed economic interactions, and creeping authoritarianism

  • Abstract: The conventional narrative is that China is, or will, by 2030, be the largest economy in the world. Based on commonly held expectations historically about prewar Germany, the USSR and Japan, greater humility would not go amiss. It is not preordained that past economic trends will continue, especially in view of a much compromised outlook for both China and the rest of the world in the 2020s

  • Abstract: Could China’s quiet but steadily rising penetration of Central Europe bear risks for the EU? Certainly, Beijing is using the region as a gateway to Western Europe’s markets while including the EU in its “Eurasian” integration project. But a deepening trade triangle of China, Germany, and Central European countries could put other EU countries at an economic disadvantage. Germany must address this risk, carefully balancing national interest and European cohesion.

  • Abstract: This publication breaks down Beijing’s likely top five war plans to understand what may be driving China’s military reorganization and reform campaign. Easton analyzes available Chinese military sources and concludes that China’s primary strategic goal is to take Taiwan using one or more of the People’s Liberation Army (PLA)’s five outlined combat operations, in the 21st century’s foremost flashpoint. He also explains how these five different joint operations could be used to isolate or occupy Taiwan, thwart American intervention in offensive operations against U.S. military units, and repel potential border threats from India in the event of aPLA invasion of Taiwan.

  • Abstract: Russia and China play dissimilar roles in global governance and define their interests in this sphere in divergent ways. While the two states agree on certain international principles and norms, their engagement with global governance differs significantly. These differences pose the most serious long-term obstacle to closer cooperation between Moscow and Beijing

  • Abstract: Xi Jinping Thought is aimed at guiding China both domestically and internationally. The goal is China’s national rejuvenation, which will break the global dominance of Western civilization. The revival must allegedly be led by a strong ideology guided by a strong and charismatic leader: Xi Jinping. Based on the ancient Chinese ideal of “great unity under Heaven”, Xi’s long-term goal for China is the creation of a “community of a common destiny for Mankind”. So far, this idea has no concrete manifestations on the global scale. Through the Belt and Road Initiative, China is building a regional community of common destiny in Central and Southeast Asia. This is both an indirect challenge to the existing “Western” system, and a step in delineating China’s sphere of influence.

  • Abstract: In his first term, Chinese leader Xi Jinping abandoned Deng Xiaoping’s foreign policy dictum of “keeping a low profile.” But China’s activism in the middle of Xi’s first term was still more reactive than creative. However, in the last two years a new phase of diplomacy has emerged, in which all actions are subordinated to China’s unchanging strategic foreign policy goal of regaining its superpower status. This means that China strives to enforce change in the global system, which is dominated by the West.[1] The PRC is already trying to introduce new standards for international relations and promotes its values and principles more aggressively worldwide. There are already examples that Xi is effectively implementing his ideas.

  • Abstract: This year marks the 40th anniversary of China’s reforms and opening up. In four decades, China has learned how to grasp the benefits of globalisation and has become a world economic champion. As the world’s second-largest economy, today China is no longer the factory of the world but an industrial power aiming at the forefront of major hightech sectors, in direct competition with Europe and the US. In sharp contrast with Trump’s scepticism on multilateralism, President Xi has renewed his commitment to growing an open global economy. But how does globalisation with Chinese characteristic look like? Is Beijing offering more risks or more opportunities to both mature and emerging economies? To what extent is China willing to comply with international rules and standards? Is Beijing trying set its own global rules and institutions? Is the world destined to a new model of economic globalisation detached from political and cultural openness?

There is now general anticipation that growth in 2018 will fall slightly compared with that of 2017, but that it will remain stable at 6.5 percent or above. However, there are some factors that could lead to downward pressure on investment and consumption in 2018

  • Abstract: U.S.-China relations have now entered into a new structural phase. Officially, the Americans describe this as a change from 40 years of “strategic engagement” to a new period of “strategic competition.” The precise definition of strategic competition, as an operational rather than a declaratory strategy, has yet to fully emerge. But we would be foolish not to recognize that there has been a fundamental systemic shift in U.S. sentiment toward China

  • Abstract: The emergence of the Arctic as a region of political and economic opportunity adds a new dimension to U.S.-China relations. Despite divergent priorities in the region, there are opportunities for greater cooperation. Both countries experience the physical challenges of climate change while investing in scientific research to gain a better understanding of a transforming Arctic. They both also seek cooperation through the Arctic Council and the International Maritime Organization to promote governance in the region. For these reasons, among others, the United States and China should create a more purposeful dialogue on a range of Arctic issues. U.S.-Sino Relations in the Arctic: A Roadmap for Future Cooperation is the result of fruitful exchanges between American and Chinese experts who addressed a range of issues: the future of Arctic governance, geopolitical factors shaping the Arctic’s future, international maritime issues in the Central Arctic Ocean, future trends in sustainable Arctic development, and new bilateral scientific research initiatives in the Arctic. Through frank and candid exchanges, this report aims to lay the foundation of strong bilateral cooperation between the United States and China in the Arctic.

  • Abstract: The Chinese government has embarked on an effort to reorient its economy from an investment- and export-driven model toward one predicated on a larger role for consumption and market forces. At the same time, China is also experiencing a new normal of much slower economic growth. The economic downturn and concomitant structural shift in China’s economy has already begun affecting its foreign policy. Security, not economics, is becoming one of President Xi Jinping’s—and China’s—top strategic priorities.

  • Abstract: The EastWest Institute has released a new report on U.S.-China relations—"Alternative” Strategic Perceptions in U.S.-China Relations. The report lays out the differing strategic perceptions of the United States and China with respect to some of the most topical and challenging issues on the U.S.-China agenda today. These starkly differing perceptions inform and exacerbate actual policy and fuel mistrust and broad mutual strategic suspicion. By exposing the diverging perceptions of the two countries and bringing those perceptions into the fabric of bilateral discourse more explicitly and honestly, this report creates the basis for a more honest, substantive, constructive, fruitful and mutually beneficial dialogue.

This conference, held in Beijing, brought together a U.S. delegation comprising investment and infrastructure experts—some of whom have advised the Trump administration on infrastructure—with Chinese counterparts from a number of private sector and state-owned enterprises. Discussion throughout the conference focused on the policy priorities of the Trump Administration; the Trump administration’s vision for the development of U.S. infrastructure; the current state of U.S.-China relations; and opportunities, challenges and recommendations for U.S.-China infrastructure cooperation.
