1. Follow the money: connecting anti-money laundering systems to disrupt environmental crime in the Amazon

Abstract:: Environmental crime became the world’s third most lucrative illicit economy after drug trafficking and smuggling, with estimates of $110 to $281 billion in annual profits. Between 2006 and 2016, environmental crimes grew at a rate of 5% to 7% per year, a pace two or three times faster than that of global GDP growth. Money laundering is part of the criminal machinery that plunders the Amazon Rainforest. The study “Follow the Money: connecting anti-money laundering systems to disrupt environmental crime in the amazon” reveals the need for systems, agencies, and institutions responsible for preventing money laundering to turn their attention to the connections between this illicit practice and environmental crimes. The Igarapé study shows that the money laundering cycle follows three stages before the laundered funds can enter the financial system: placement, layering, and integration. However, not all proceeds from criminal activity are directly laundered into the formal financial system. Thus, informal diversification constitutes the process of moving illegal flows into the informal economy. It is estimated that 30% of the money to be laundered is used to pay the operating expenses of illicit economies. Cash transactions, divided into small amounts and deposited by “money mules,” are used to finance the hiring of precarious labor, accommodations, food, security, transportation, health services, leisure, and machinery, for example. The remaining 70% of illicit proceeds are formally inserted into the financial system. The study also recalls that the World Bank estimated in 2019 that governments lose between 6 and 9 billion dollars in tax revenue each year due to illegal logging. Similarly, other environmental crimes such as illegal mining, especially of gold and diamonds, generate between 12 and 48 billion dollars in revenue. In 2018, Interpol’s Global Illicit Flows Atlas found that illegal logging accounted for a percentage between 15% and 30% of the global timber trade, calculated between 51 billion and 152 billion dollars per year. The illegal logging industry is responsible for up to 90% of deforestation of tropical forests in African countries such as the Democratic Republic of Congo. Combating illicit financial flows is a powerful tool for dismantling illegal economies. It becomes even more relevant when it is identified that illicit financial flows fuel an ecosystem of environmental crime composed of a convergence of environmental and non-environmental crimes, such as corruption, fraud, tax evasion, and others.

3. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

4. Authoritarian Populism as a Response to Crisis: The Case of Brazil

Abstract:: This article demonstrates that the authoritarian populist strategy is most appealing when leaders create a sense of crisis and present themselves as having the only solution. The article underlines three performative methods of how Jair Bolsonaro in Brazil offered simple answers for a crisis and portrayed other political actors as the responsible ones to be removed. Firstly, nativism presents a conservative view on how politics should be structured by perceiving all “non-natives” as threatening. Secondly, messianism, the fetishism of Bolsonaro as a “messiah” who leads the way in the battle between “good” and “evil,” serves to reinforce the support of the Evangelist base against “PT members.” Finally, conspiracism provides an easy way to eradicate ambiguities and helps to fuel an antagonism against the “enemy.”

Abstract:: In his studies on development, international relations and national defense issues, political scientist Hélio Jaguaribe reflected on Brazil’s “autonomy” since the country is inserted in the interstate capitalist system. First approved in 2008, the National Defense Strategy was created with the aim of promoting a modernization of the Brazilian defense structure. This article proposes to understand the meanings of “autonomy” in the strategic thinking of Jaguaribe. In addition, it presents a potential dialogue between his formulations and the guidelines of the National Defense Strategy in its different versions.

Abstract:: This study considers the development and reform of the anti-dumping regime in Brazil as a ratification example of the multilateral trading system proposed by the World Trade Organization (WTO). Brazil's history of leadership in the WTO Rounds, as well as its emergence among users of temporary barriers illustrates the fact that developing countries participate, with some success, in the endorsement and strengthening of the multilateral system itself. Using the WTO Anti-Dumping Agreement (ADA) as a model for its own regulatory framework, this practice ensures that domestic legislation will have greater compliance to international obligations and avoid constraints via the Dispute Settlement Body. Finally, the case of Decree 8,058/2013 highlighted the importance that specialized agents in the middle management of the Ministry of Development, Industry and Foreign Trade (MDIC) have in the management and improvement of the Brazilian public policy.

Abstract:: The article starts from the hypothesis that the COVID-19 pandemic re-evaluates the concept of multidimensional security, which emerged from the 2003 meeting of the Organization of American States. It is argued that, at the level of hemispheric geopolitics, it is in the three most populous countries, under the nationalist and populist leaderships of Donald Trump, Jair Bolsonaro and Andrés Manuel López Obrador, where the pandemic has wreaked the most havoc. The similarities in the initial handling of the pandemic, its minus-valuation, the so-called Fourth Transformation policy and its characteristics, deployed by President López Obrador in Mexico and its effect on the militarization of the country are analyzed as well as the impact of the pandemic on the population and the great economic crisis induced. It is concluded that Mexico is experiencing a "militarization with popular support", and that the pandemic has favored the public image of the military. / El artículo se desarrolla sobre la hipótesis de que la pandemia COVID-19 revalora el concepto de seguridad multidimensional, desprendido de la reunión de la Organización de Estados Americanos de 2003. Se afirma que, a nivel de la geopolítica del hemisferio, es en los tres países más poblados, los liderazgos nacionalistas y populistas de Donald Trump, Jair Bolsonaro y Andrés Manuel López Obrador, donde la pandemia ha causado más estragos. Se analizan las similitudes en el manejo inicial de la pandemia, su minusvaloración, la llamada política de la Cuarta Transformación y sus características, desplegada por el presidente López Obrador en México y el efecto que tiene en la militarización del país; el impacto de la pandemia en la población y la gran crisis económica inducida. Se concluye que México vive una “militarización con respaldo popular”, y que la pandemia ha sido un elemento que ha favorecido a los militares en su imagen pública.

Abstract:: Brazil has been hit hard by the new coronavirus pandemic. In such a context, there has been an increasing transference of decision-making and policy-making power to the military, and the Brazilian national response to COVID-19 has eventually come under military authority. Based on the current debate on the on-going securitization of public health in the world following the outbreak of the new coronavirus, we engage with recent literature in an attempt to demonstrate Brazil’s singular pattern of military interference in public health. It is our hypothesis that in Brazil there is a process of militarization of the responses to the pandemic without, however, a concomitant process of securitization. This is possible because the Bolsonaro Administration combines denialism toward the COVID-19 pandemic with the gradual delegation of key political roles to the military. We claim, finally, that the Brazilian case of military response to COVID-19 offers analytical instruments to study other cases of imbalance in civil-military relations throughout the Global South./La pandemia del nuevo coronavirus ha impactado severamente a Brasil. En este contexto, las fuerzas armadas han recibido sustancial aumento en su capacidad de decisión y de elaboración de políticas públicas de respuesta a la COVID-19. A partir del presente debate sobre la creciente securitización de la salud pública global en tiempos de pandemia, nosotros convocamos a la literatura reciente sobre el tema con el objetivo de demostrar la originalidad del caso brasileño respeto a la interferencia militar en salud pública. Nuestra hipótesis destaca que en Brasil ha existido un proceso de militarización de las respuestas a la pandemia sin que haya un simultaneo proceso de securitización. Ello es posible porque el Gobierno Bolsonaro combina negacionismo respeto a la pandemia con una gradual delegación a los militares de puestos claves en la toma de decisiones. Argumentamos que el caso brasileño ofrece instrumentos de análisis importantes para el estudio de otros casos de desequilibrio de las relaciones cívico-militares en el Sur Global.

10. Rethinking the Regional Security Complex Theory: A South American view between 2008-2016

Abstract:: With this article, we propose to reformulate the Regional Security Complex Theory, by Buzan and Waever, through a South American vision, with the time frame 2008-2016. To this end, we will analyse South America through Argentina, Brazil, and Colombia, and their forms of intra and extra-regional interaction, highlighting the Colombia-United States relations, and the South American Defence Council, of the Union of South American Nations. This article is divided into a first section marked by an understanding of the Regional Complex Theory, in which we present and discuss its theoretical elements and weaknesses, and propose theoretical changes that will guide our analysis. The second section contains information about the South American Complex in the academic view, focusing on the arguments of Buzan and Waever. In the third section, we present the South American Regional Security Complex restructured, as well as the analysis of its dynamics. The central argument of the article is the need to reformulate the Theory in question for a better understanding of the complexities and unique characteristics of South America.

Abstract:: How do Brazil’s defence documents incorporate natural resources and critical infrastruc- ture as political and strategic components of the national energy security framework? After present- ing the contemporary international landscape on the subject, which is marked by rising powers and geopolitics, the paper explains the theory and the conceptual foundations that support the claim of a securitization movement on natural resources and critical infrastructure that relates to energy se- curity in response to the absence of existential threats to Brazil. Following this effort, the text reflects upon and analyses how the matter has developed from 2005 to 2016 in Brazilian defence policies and in national defence strategies. By applying securitization theory to the case study, the final re- marks imply the need for a reflection on the importance of incorporating the geopolitics of natural resources and critical infrastructure related to energy security in defence thinking.

Abstract:: International Security developed after the World War II, under the aspect of state protection. Traditional security currents have developed their theories in a Cold War environment, thus, there are epistemological elements of Rationalism and Positivism (Barrinha 2013; Lasmar 2017). The goal of this study is to observe the influence of diplomacy on international controversies, analyze real situations where diplomacy influenced the mediation choice and the armed conflict choice, and finally, deepen the knowledge of the consequences of war and mediation. The article has its theoretical framework on Post-Structuralism, characterized by Lasmar (2017) by the conditioning of the human being as meaning and attributor of the facts (social construction). In the International Security sphere, Post-Structuralism must nominate the threat or the protection as also the means for this. Therefore, it can expose the hidden intentions in the act of political construction (including political speech). The authors and researchers Christer Jönsson and Karin Aggestam question the preference of the states for mediation or war, and, given that, we intend to contribute with analysis under the diplomatic prism. Thus, we can align the revisited theory to the diplomatic actions, collaborating with the international security system.

13. Pacifying Police Units and private interests in Brazil

Abstract:: This article analyzes a concrete policy in the framework of Brazilian Public Security: the Pacifying Police Units (UPPs). It describes this policy and justifies, through an ethnographic case study, how the so-called “pacification of the favelas” articulates a logic of neoliberal urbanism and police infrastructure, understanding the residents of the favelas as potential consumers of their services. The article contextualizes the UPPs model as a paradigmatic case of public security in Latin America in which the discourse of violence/pacification is the main catalyst for private investments. More specifically, the article demonstrates how private companies resort to proximity conflicts mediation as a way of avoiding the judicialization of conflicts with the residents after the “Pacification”. With this case, we expect to illustrate the patrimonialism and clientelism that shapes the Brazilian State and its ambiguous relationships between private and public interests.

Abstract:: The purpose of this study is to identify the main features of the US discourse regarding the Tri-Border Area between Argentina, Brazil, and Paraguay through the analysis of 16 editions of the Patterns of Global Terrorism and of the Country Reports on Terrorism published from 2001-2016. Securitization theory is applied to explain the use of speech acts as movements to securitize the region. After employing NVivo to measure the frequency of words, a strong link between the rise of the financial semantic field and clashes in the Middle East were observed. The fact that the reports had a special emphasis regarding legislation on terrorism in the three countries was also detected.

Abstract:: The global pandemic known as the novel Coronavirus Disease 2019 (COVID-19) has been wreaking havoc upon the world since it was first detected in Wuhan, China, at the end of December 2019. The disease rapidly spread to all provinces in China, as well as a number of countries overseas, and was declared a Public Health Emergency of International Concern by the Director-General of the World Health Organization on 30 January 2020. The Congressional Research Service (CRS) contends that the COVID-19 pandemic is having widespread economic, social, and political effects on Latin America and the Caribbean, a region with strong economic and political ties to the United States. Brazil has been particularly hit hard by COVID-19. It has become a global epicenter for the disease with the second most COVID-19 positive cases in the world after the United States. Brazil’s President Jair Bolsonaro announced July 8, 2020, that he had contracted the virus.

Abstract:: Security forces are key actors in transitional justice, with the ability to hamper or upend the process. While concerns have often centred on their possible violent responses to transitional justice, security forces are generally more likely to mobilise more discrete forms of resistance. Drawing on transitional justice experiences in Brazil, Chile, Sierra Leone and Uganda this policy brief identifies six types of resistance strategies used by security forces: threatening violence, obstructionism, de-legitimation, strategic cooperation, disengagement and appropriation. It also examines which contextual factors may influence which strategies the security forces are more likely to pursue.

Against the backdrop of China-US geopolitical rivalry, China’s more assertive foreign policy under Xi Jinping has often been perceived as a threat by other nations. However, one of the key messages conveyed by Chinese official documents and narrative is the peaceful nature of China’s military ascent, based on a defensive modernization of its armed forces – even though a less conciliatory tone is adopted in regard to Chinese core interests, especially concerning territorial integrity. The speakers at the meeting were Senior Research Fellow at the Center for China and Globalization (CCG) Andy Mok; the Brazilian Army Attaché to People’s Republic of China for bilateral exchange Col. Abstract:: Research that focuses on security systems in South America usually identifies the existence of two regional security subsystems: one in the Andean countries of the North, with more traditional characteristics such as militarized tensions at the borders and intense drug trafficking problems; and a second one located in the Southern Cone, with security and integration regimes, which could qualify as a security community. This is what we call a dualistic view of security. This paper challenges this thesis to show that contemporary developments and concerns about the purchase of sophisticated weaponry by some South American countries, especially Chile, Venezuela, and Brazil in the first two decades of this century are critical points for the idea of a permanent (democratic) peace zone located only in the Southern Cone. In fact, arms purchases transform the South American region into a single regional security complex with tensions and militarized representations in both the Andean system and the Southern Cone.

Abstract:: The article discusses the interconnections between the participation of the Brazilian military in peace missions and civil-military relations in the country. For its elaboration a bibliographical revision and the collection of primary sources, like governmental documents, articles published in newspapers and magazines and interviews were realized. It is concluded that, instead of contributing to the improvement of the articulation between foreign policy and defense policy, the Brazilian participation in peace operations has been instrumentalised by the political class and indirectly contributing to the militarization of public security and the policialization of the armed forces.

Abstract:: Existing research on security governance in South America functions on dichotomous lines. Analysis of Brazil’s security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil’s regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.

Abstract:: Given Brazil’s regional prevalence, its low, late and soft investment in regional security governance appears puzzling. We approach the puzzle through an analysis of contextual features, institutional overlap and policy networks, especially regarding nuclear energy and the environment. Abstract:: The international system is returning to multipolarity—a situation of multiple Great Powers—drawing the post-Cold War 'unipolar moment' of comprehensive US political, economic and military dominance to an end. The rise of new Great Powers, namely the 'BRICs'—Brazil, Russia, India, and most importantly, China—and the return of multipolarity at the global level in turn carries security implications for western Europe. While peaceful political relations within the European Union have attained a remarkable level of strategic, institutional and normative embeddedness, there are five factors associated with a return of Great Power competition in the wider world that may negatively impact on the western European strategic environment: the resurgence of an increasingly belligerent Russia; the erosion of the US military commitment to Europe; the risk of international military crises with the potential to embroil European states; the elevated incentive for states to acquire nuclear weapons; and the vulnerability of economically vital European sea lines and supply chains. These five factors must, in turn, be reflected in European states' strategic behaviour. In particular, for the United Kingdom—one of western Europe's two principal military powers, and its only insular (offshore) power—the return of Great Power competition at the global level suggests that a return to offshore balancing would be a more appropriate choice than an ongoing commitment to direct military interventions of the kind that have characterized post-2001 British strategy.

Abstract:: Brazil is a puzzling new player in the global system. Emerging as a complex international actor, it has come to be seen as a significant economic competitor and dynamic force in world politics. But transformational changes in the economic and political realms have not been accompanied by advances in military power. While Brazil has entered the world stage as an agile soft power exercising influence in setting global agendas and earning a seat at the economic table of policymakers, its military capacity lags. The national security strategy announced under President Luiz Inácio Lula da Silva in 2008 intended to redress this power gap. Abstract:: In the wake of the Cold War, regional democratization and economic liberalization were supposed to usher in an opportunity to build a common hemispheric security agenda, designed to unite the United States and Latin America in collaboration against the "new" security threats posed by organized crime and violent nonstate actors. Two decades later, the threats remain much the same, yet the hemispheric security agenda has fragmented, replaced in part by projects designed to build specifically South American regional institutions. As some scholars predicted, heterogeneous threat perceptions across the region, differences over democratization, and tensions over the effects of free trade and market liberalization have confounded the effort to build a hemispheric security agenda. Yet the efforts by former President Hugo Chávez of Venezuela to radically transform the regional security order by building a Bolivarian alliance of states as an explicit counterweight to U.S. power have also fallen short. Instead, Brazil's ascent as a global economic power and the growing prosperity of the region as a whole has created an opportunity for Brazil to organize new mid-range political institutions, embodied in the Union of South American States (UNASUR), that exclude the United States yet pursue a consensual security agenda. This emerging regional order is designed by Brazil to secure its leadership in South America and allow it to choose when and where to involve the United States in managing regional crises. Yet, Brazil is finding that the very obstacles that confounded hemispheric security collaboration after the Cold War still endure in South America, limiting the effectiveness of the emerging regional security order.

Abstract:: As the presence of Western states in UN peacekeeping operations (PKOs) has gradually decreased, new states have been filling the resultant void, although these operations remain wedded to Western ideas and standards of how such interventions should be carried out. However, as emerging powers like Brazil are now taking the lead on the ground, the question that this report seeks to shed light on is how this is starting to affect the way in which the UN carries out its PKOs. It assesses the Brazilian military lead in MINUSTAH in Haiti against the backdrop of the so-called “pacification” strategy currently employed in the favelas of Rio de Janeiro. It shows that rather than being a “transmission belt” for a traditional Western model of military intervention, Brazil's lead in MINUSTAH has had an added value, building on Brazilian experience with urban conflict, which is an area with which the UN and Western states are unfamiliar. In fact, several states, including the U.S., have started to look to Brazil when developing and adapting concepts for urban and anti-crime operations. This shows that as Brazil has become a more active participant in UN PKOs, it has also gradually begun to set the agenda for how the UN runs such operations.

Abstract:: When a Goldman Sachs executive introduced the ‘BRIC’ (Brazil, Russia, India, China) acronym in 2001, it was an innovative move, since continued success could not be taken for granted for all of the countries: only China and India had sustained high growth in the 1990s. Time has shown that the bet was a safe one: the BRIC constellation has been a rising star. In 2010, the category expanded to BRICS with the inclusion of South Africa, thereby covering all the major developing continents. BRICS is still in the making as an institution, but it may be here to stay, with annual summits held since 2009 and a stronger role in global governance through the G-20. In the geopolitics of energy, the BRICS play several roles, with increasing weight and significance. As large nations with rapid growth, the BRICS are increasingly important as suppliers or consumers of energy (Chapter 1). As emerging economies, they are part of a broader process of reallocation in the world economy, with a ‘New World Order’ emerging and energy affected via GDP growth, new trade patterns and transport-related energy demand (Chapter 2). In this emerging new order, the BRICS are also challenging the old powers in the field of security, and Chapter 3 examines the related implications for energy. While the old world was – at least in the economic field – a ‘hub-and-spoke’ system with Western Europe and North America at the core, a new pattern is emerging with increasing interaction along the rim. As an illustration of these new patterns, Chapter 4 examines the role of China and India in Africa, with the focus on energy and governance. With respect to timing, the focus on the giants rather than the dwarfs may have been a product of its era: Until 1980, there was broad development among poor nations, but the last two decades of the 20th century were a story of two tracks: a minority of important developing nations forging ahead and succeeding, and a large number of failures, especially in Africa. Perhaps that was why G-77 was no longer so much fun, and the rise of the giants seemed a more appealing concept. BRICS are large middle-income countries on the way up. The group is perceived, and perceives itself, as a symbol of development and the emerging world, challenging the ‘old world’. Is this perception true? has there really been a ‘decline of the West’? and have the BRICS been leading this change?

Abstract:: Gradually and firmly over the past 15 years, Brazil has consolidated a stable democracy, broken free from macroeconomic instability, and taken remarkable steps toward alleviating poverty and reducing a historically high level of income inequality. The country that welcomed Dilma Rousseff as its new president on January 1 is also the country that will host the 2014 World Cup and the 2016 Summer Olympics. Ms. Rousseff has a chance to push Brazil further along the road to development. To get there, she must maintain the achievements of the past and persevere in making the changes that Brazil needs. The opportunities are big—so are the challenges. Brazil's political, economic and social advances have paved the way for the development of a large consumer market. This puts the country in a position to benefit from today's global marketplace. Consumer spending in advanced economies is flattening out. At the same time, with their large potential consumer markets, emerging markets are becoming “consumers of last resort,” attracting an increasing share of global resources. Brazil is one of them. A new, larger middle class is now emerging. From 2003 to 2009, about 35.7 million people joined Brazil's middle-class income bracket. By 2014, Brazilian economists and business leaders estimate that another 30 million will have made that move. This development will have far-reaching implications for businesses, but also for society as a whole. Investment is very likely to rise in the years ahead. New projects now follow the expected consumer patterns of this new middle class. Investment is spurred by macroeconomic stability and other developments that have increased confidence and enabled a slow but steady decline in real interest rates. This has lowered the cost of capital and stimulated credit and capital markets. Investments will also increase for more specific reasons. First, the new deepwater oil fields will require vast financial resources and new technology, allowing Brazil's oil production to double by 2020. Second, pent-up demand for housing will be a catalyst for investment, since a significant number of Brazilians still live in sub-standard homes. Third, the World Cup and Olympics will require investments on a considerable scale. Preparing for these large sports events will benefit diverse sectors of the economy, through spending on ports and airports, urban transportation, sports facilities, hotels, telecommunications, energy, and security. Tourism is likely to benefit during the games, and also afterward. Nevertheless, with public and private domestic savings at their current low levels, Brazil will need to continue tapping external savings to finance growth. That means a larger current-account deficit and an exchange rate appreciated by capital inflows. Brazil will have to make the most of its available resources. It will be essential to create an environment that is conducive to private sector saving and investment. Ensuring stable macroeconomic conditions is critical. Remaining market-friendly in a well-regulated environment is also crucial for healthy and abundant financing. A well-established institutional design for regulatory agencies, which instills the necessary confidence that the private sector can undertake major, long-term projects, is indispensable. A great deal can be achieved through small but focused changes, instead of ambitious but often unrealistic regulatory agendas. The advance in credit regulation in Brazil is one such example. Developing a deeper market for private, fixed-income securities is important, but there needs to be a liquid secondary market, so that families have more confidence in extending the maturities on their investments. Abstract:: In the course of the last decade, the IBSA states (India, Brazil, South Africa) have increased their weight in the shifting global order, particularly in economic affairs. Can the same be said about the IBSA states' position in the international security hierarchy? After locating the IBSA coalition in the shifting world order, we analyze its member states' willingness and capacity to coordinate their security policies and build a common global security agenda. In addition, we explore the state of and perspectives on bi- and trilateral collaboration initiatives on defense and armaments between India, Brazil and South Africa. A key reason for the mostly modest results of global security agenda coordination and cross-regional defense collaboration is that the prevailing security concerns of each country are located at the regional level. Therefore, the starting point of an assessment of the prospects of IBSA's security cooperation and its potential impact on the strategic global landscape has to be a comparative evaluation of the regional security environments, focusing on overlaps and potential synergies between the national security policies of the three state actors.

Abstract:: Few matters generate as much consensus in international affairs today as the need to rebuild the world geopolitical order. Everyone seems to agree, at least in their rhetoric, that the makeup of the United Nations Security Council is obsolete and that the G-8 no longer includes all the world's most important economies. Belgium still has more voting power in the leading financial institutions than either China or India. New actors need to be brought in. But which ones? And what will be the likely results? If there is no doubt that a retooled international order would be far more representative of the distribution of power in the world today, it is not clear whether it would be better.The major emerging powers, Brazil, Russia, India, and China, catchily labeled the BRICs by Goldman Sachs, are the main contenders for inclusion. There are other groupings, too: the G-5, the G-20, and the P-4; the last -- Brazil, Germany, India, and Japan -- are the wannabes that hope to join the UN Security Council and are named after the P-5, the council's permanent members (China, France, Russia, the United Kingdom, and the United States). Up for the G-8 are Brazil, China, India, Mexico, and South Africa. The G-8 invited representatives of those five states to its 2003 summit in Evian, France, and from 2005 through 2008, this so-called G-5 attended its own special sessions on the sidelines of the G-8's.

Abstract:: This report summarises the analysis from a consultation of specialists on Latin America and the Caribbean applying the concept of sustainable security at a regional level. Hosted by Oxford Research Group (ORG) and the Norwegian Peacebuilding Centre (Noref), the recommendations include: Addressing political fragmentation in order to provide the capacity to respond effectively to the security challenges of climate change, militarisation and increasingly marginalised populations. A number of regional powers - particularly Brazil - are well placed to provide leadership but it would require a national consensus on a regional leadership role at a time when Brazil's focus is on developing a stronger global role; Initiatives such as the South American Defence Council should be given top priority in foreign and defence policies and their institutionalisation should be adequately funded and supported by all member states; New policy options are needed in the short-medium term to combat increasing environmental stresses and resource depletion; States across the region need to regain public confidence in relation to their ability to meet the security needs of their populations without resorting to military force. This will need to include steps to de-militarise the police, intelligence agencies and policies to limit the general remit as well as specific missions of the armed forces; Over the next 5-10 years, a radical shift towards sustainable approaches to security will be hugely important. If there is no change in thinking, security policies will continue to be based on the assumption that an elite minority can maintain its position, environmental problems can be marginalised, and the lid can be kept on dissent and insecurity.

Abstract:: The United Nations Security Council (UNSC) passed the fourth round of sanctions on the Islamic Republic of Iran on June 9, 2010. Turkey, along with Brazil, voted in opposition to sanctions while Lebanon abstained from the vote. Turkey and Brazil's votes were particularly critical because they demonstrated a lack of unity within the international community. The rationale behind Brazil and Turkey's votes derived from the fact that the nuclear swap deal signed by Iran is, so far, the only concrete deal. It represents the only legal basis that the international community can build upon and hold Iran accountable. Although both countries' “no” votes were consistent with their diplomatic efforts, many analysts are criticizing Turkey in particular for not voting with its traditionally strong allies such as the US. Turkey's vote against the new round of sanctions represents an important milestone not because Turkey is abandoning its long-time allies but because Turkey is learning to make its own foreign policy calculations and decisions.

Abstract:: China has challenged the United States on multiple policy fronts since the beginning of 2009. On the security dimension, Chinese ships have engaged in multiple skirmishes with U.S. surveillance vessels in an effort to hinder American efforts to collect naval intelligence. China has also pressed the United States on the economic policy front. Prime Minister Wen Jiabao told reporters that he was concerned about China's investments in the United States: “We have lent a huge amount of money to the U.S. Of course we are concerned about the safety of our assets. To be honest, I am definitely a little worried.” The head of the People's Bank of China, Zhou Xiaochuan, followed up with a white paper suggesting a shift away from the dollar as the world's reserve currency. China's government has issued repeated calls for a greater voice in the International Monetary Fund (IMF) and World Bank. To bolster this call, Beijing helped to organize a summit of the leaders of Brazil, Russia, India, and China (BRIC) to better articulate this message.

Abstract:: This is the second Chaillot Paper in a series exploring the various strands of a global topic: multilateralising multipolarity. Through the essays collected in the first study, we set out to assess the scope of change in the international system and how EU action could best be suited to bringing about a multilateral order. After the fall of the Berlin Wall brought about the end of bipolarity, the world has changed no less dramatically since the 1990s witnessed the Balkan wars and the first EU military crisis-management operations. Basically, the post-Cold War 'unipolar' world turned 'multipolar', and as a result the West can no longer tackle global issues – made more pressing indeed due to this very transformation – on its own any more than it can deal single- handedly with regional crises. The comparative analysis of the strategic vision of Brazil, Russia, India, and China, the so-called BRICs, showed that the best policy mindset for the European Union, contrary to some suggestions, was not to try to become a normal hard-power player. It further concluded that, in a multi- polar world, this was simply not a viable option. For the European Union to survive and to influence the outcome of the international order, it must succeed in giving a multilateral dimension to the current multipolarity; in other words, Europe must be able to define together with other world and regional powers the norms and rules that are needed to drive concerted efforts to stay clear of some future clash of competing unilateralisms.

As the primary rule makers and enforcers, governments have a responsibility to ensure the effective regulation of markets, protection of citizens and enforcement of laws. Abstract:: In Latin America and the Caribbean, the end of the Cold War coincided with transitions to democracy in Brazil and the Southern Cone, and the peaceful resolution of armed conflict in Central America. These developments, along with the intensification of globalization processes worldwide, inaugurated a hopeful era of “democratic peace” or “no war” suggesting a decreasing importance for traditional security matters. Although a series of bilateral border disputes continue to simmer in the region, the most intransient ones have been resolved. Indeed, since the 1995 war between Peru and Ecuador, interstate conflict has been all but erased, and military competition has been reduced dramatically. With the exception of Colombia's entrenched civil war and Haiti's faltering state, internal conflicts characterized by significant episodes of political violence have also become a distant memory.

Abstract:: Spurred by world events, energy security has vaulted to the top of the US political agenda. Concerns about supply interruptions and rising prices sped approval of an energy bill which Congress had in the works for nearly five years. Moreover, the growing prominence of the nation's energy challenges, drew special attention from President Bush in his 2006 State of the Union Address, sparking a renewed search for viable alternative fuels. Of those, ethanol is receiving the lion's share of attention. This paper will argue that the new US focus on energy alternatives will undoubtedly impact the ethanol and agriculture markets. However, this discussion will also advance the notion that a key element of an effective ethanol strategy from both cost and environmental perspectives lies in forging technological and open trading relationships in the Western Hemisphere, particularly with Brazil and Canada.

Abstract:: The argument of this paper is that there is nothing new about the political connection made between development and security. This has characterized US relations with Latin America grounded in the Monroe Doctrine (giving the US right to intervene) that dates back to 1823. The focus here is on the 1960's, the aftermath of the Cuban Revolution, when the securitydevelopment complex was put firmly in place through the build-up of the region's armed forces militaries and an aggressive, anti-communist ideology under the aegis of the US military. In this context, the paper revisits a visionary paper written by the Brazilian economist Celso Furtado in 1966 when in exile, giving his (Latin American) analysis of the securitydevelopment complex and need to react against US economic hegemony, an important strand in dependency theory.

Abstract:: Within a day of arriving at the United Nations John Bolton, the former lobbyist for Taiwan and advocate for one permanent seat on the Security Council, the United States, had cut a deal with the Chinese representative. China wants to stop an additional permanent Security Council seat for Japan. The United States had promised Japan its support in return for its loyalty over Iraq, but hated Germany more than it loves Japan. So the two agreed to thwart the attempt by the G-4 (Brazil, Germany, India, and Japan), to secure permanent seats during the current reform proposals.

Abstract:: This paper analyzes the conditions in which the governments of Argentina and Brazil founded security institutions in the early 1990s, while they were democratizing. Civilian leaders in both countries established institutions and sought international participation deliberately to achieve civilian control and gain leverage over the military establishment, whom they sorely distrusted. The need to stabilize civil-military relations at home was therefore the prime motivating force behind the emergence of security institutions in the Southern Cone. Three mechanisms were at work: omnibalancing, policy handling, and managing uncertainty. These mechanisms are derived from three different schools of thought: realism, organizational-bureaucratic models, and theories of domestic political institutions. Besides explaining the sources of nuclear bilateral cooperation, this argument also serves as a critique of two prominent theories in international relations that attempt to explain cooperation and peaceful relations among democracies: neoliberal institutionalism and democratic peace theory.

58. Colombia and its Neighbours: The Tentacles of Instability

Abstract:: While the Colombian armed conflict has deep roots in history, increasingly it is fuelled by the inflow of weapons, explosives and chemical precursors and financed by an outflow of drugs. The tentacles of instability criss-cross the 9000 kilometres of land and water that separate Colombia from and link it to its five neighbours, Ecuador, Peru, Brazil, Venezuela and Panama. Those borders are largely uncontrolled, and the Colombian government has stepped up its demands for fuller regional cooperation. The neighbours are greatly reluctant, partly because of internal crises and partly because of their view of the conflict. Yet, Colombia needs more help from them to make progress in ending that conflict, while peace in Colombia would give them a better chance to solve their own serious domestic problems.

Abstract:: As Brazil implements its System for Vigilance of the Amazon (SIVAM), the country's leadership continues to tout the system as a major effort towards achieving its national security objectives—especially (a) preserving the countr y's sovereignty over its territories in that tropical forest region; (b) assisting in Amazon law enforcement, particularly in deterring illegal flights associated with contraband and narco-trafficking; and (c) providing environmental information aimed at promoting sustainable development and the preservation of natural habitats in the Amazon. But while official arguments promise SIVAM will contribute to all three objectives, the lack of: (a) transparency in the program's development and implementation; and (b) greater participation by non-official organizations in how SIVAM will gather, process, and disseminate information threatens the environmental and human security value of the system.

61. Defiant Again: Indigenous Poeples and Latin American Security

Abstract:: The cycle of Indian rebellion and government repression that characterized the first centuries of contact between European and Amerindian peoples cannot yet be consigned to the history books. The eruption of an armed movement in southern Mexico, comprised primarily of destitute Maya Indians, as well as smaller demonstrations of resistance in Brazil, Ecuador, and elsewhere speaks eloquently to this fact. While the majority of conflicts between the estimated 40 million indigenous peoples in Latin America and the societies in which they live are now played out in the political arena, security issues continue to generate violent interethnic conflict. Since the Conquest, the interests of indigenous communities usually have conflicted with national governments' security policies. These include a dimension explicitly intended to control the autonomous tendencies of indigenous communities, suppress Indian political organizing, and erase the independent identity of Indian nations.
