401. Japan’s international peace operations in South Sudan

Abstract:: After the independence of South Sudan from Sudan on 9 July 2011, the Japanese government decided to dispatch its Self-Defence Forces (SDF) to South Sudan under the auspices of the United Nations Mission in the Republic of South Sudan (UNMISS). Despite the post-conflict military clashes in South Sudan, the Japanese government did not withdraw the SDF, but instead, the Abe administration assigned a new mission, the so-called ‘kaketsuke-keigo’ (‘rush and rescue’), to rescue staff of international organisations and non-governmental organisations (NGO) in preparation for possible armed attacks during peacekeeping operations. The new mission can be regarded as Prime Minister Abe’s ‘proactive contribution to peace’ (proactive pacifism) in action, and the policy is congruous with the purpose of ‘human security’ and ‘protection of civilians’. This paper aims to investigate Japan’s contribution to peacekeeping operations in South Sudan and examine associated dilemmas facing the United Nations, the Japanese government, and the Japanese peacekeepers in UNMISS – which need to be overcome for future international peace operations.

402. The African Union's Peace and Security Partnership with China

Abstract:: The China-African Union (AU) peace and security partnership can be positively harnessed in support of peacebuilding processes on the continent. This policy brief urges African policymakers to look beyond the familiar narratives of Sino- African relations as “resource diplomacy.” It notes some of the challenges facing China’s engagement with peace and security issues in Africa, and considers several options for addressing them. The brief also offers recommendations to the AU and African sub-regional organizations on how to optimize the opportunities presented by China’s engagement with Africa to consolidate sustainable peace on the continent.

Abstract:: There is no way to hurt the regime of the DPRK without hurting its people; and there is no way to support the people of the DPRK without supporting its regime. Thus, discussing the effectiveness of sanctions against North Korea demands hard labor in fact-finding and tremendous patience until the desired effects are witnessed. Sanctions are time and energy consuming. In order to curb North Korea’s enthusiasm for long-range missiles and nuclear weapons, the sanctions regime needs to be upgraded.

404. A U.S. Perspective on Bilateral Economic Relations

Abstract:: The past several years have been an era of relative calm in U.S.-South Korean trade and economic relations. The Trump administration, however, has signaled two potential paradigm shifts that could lead to greater tension in the bilateral economic relationship. The first is the president’s relatively negative view of existing U.S. trade policy and willingness to at least threaten the use of measures that historically have been infrequently deployed to correct what he views as its failures. This may affect the future course of the South Korea-U.S. Free Trade Agreement (KORUS FTA), which the administration presumably will scrutinize as part of its examination of relationships in which the United States runs a trade deficit. Second and intimately related, the president has signaled in his statements a willingness to use U.S. security relationships to influence economic relations and vice versa. On both fronts, uncertainty abounds, due in part to existing institutional structures that limit the president’s ability to take new policy directions without, for example, the consent of Congress. The administration’s own lack of clarity on its policy priorities and the possibility that stating seemingly extreme positions may represent a negotiating tactic rather than a policy shift, also cloud the outlook for how the United States will approach the bilateral economic relationship. The uncertainty also reflects the fact that key trade policy officials, including the United States Trade Representative (USTR), have yet to be confirmed.

Abstract:: Although we are only into the first months of the Trump administration, many Koreans recognize that the U.S.-led, market-oriented, liberal international order has been severely shaken. In the background, the rapid rise of China and rather successful economic reforms under Xi Jinping have dramatically reduced its vulnerability and sensitivity to the United States. As one power’s grip is shaken and another’s is energized, two different orders are emerging in East Asia. We accordingly witness a “Clash of Titans,” the fallout from which could be fatal to the security and economy of the Republic of Korea.

406. The ROK–U.S. Alliance and the Third Offset Strategy

Abstract:: The United States relies on its ability to project military power far forward of its shores in defense of national and allied interests. Yet the diffusion of technology, especially long-range and precision-guided munitions, poses profound challenges to this core assumption undergirding U.S. extended deterrence and alliance contingency response. The U.S. Department of Defense is seeking technological and operational innovations to deal with these unfavorable trends, largely through military modernization programs that are designed to preserve the United States’ capacity to deter aggression, dissuade adventurism, reassure allies, and defend allied and national interests in the event of conflict. Most analysis of America’s so-called “Third Offset Strategy” has focused on deploying leading-edge technologies to overcome China’s military modernization programs. Almost nothing has been written about a Third Offset Strategy through the prism of the Korean Peninsula. Yet the Third Offset Strategy can bolster the alliance’s response to North Korea, reinforce deterrence, and support regional security. This paper seeks to fill a gap in the analysis by assessing the emerging U.S. defense programs with respect to North Korea, Peninsula contingencies, and ROK–U.S. alliance cooperation on regional and outof-area security issues.

407. Analyzing Japan’s Role in Korean Security within the Framework of the Quasi-Alliance Model

Abstract:: This paper assesses Japan’s role in Korean security using the quasialliance model. Developed by Professor Victor Cha, the quasi-alliance model to analyze the security relationship between Japan and the Republic of Korea, “two states that remain unallied despite sharing a common ally.” Cha defined the quasi-alliance model as “the triangular relationship between two states that are not allied, but share a third party as a common ally.” A key assumption is that the third state serves as the “great-power protector of the two states, and therefore exit opportunities for the two are limited.” While historical issues affected relations between Tokyo and Seoul, American security policies were the primary determinant of cooperation between Japan and Korea. American policy changes produced distinct “abandonment” or “entrapment” responses within the U.S.-Japan and U.S.-ROK security alliances: shared perceptions yielded cooperation, while differing views produced friction. This paper analyzes America’s East Asia policies during the Bush and Obama administrations to assess Japanese and Korean reactions. Analyzed through the quasi-alliance model, American policies produced asymmetric responses in Japan and Korea, inhibiting security cooperation between Tokyo and Seoul. Diverging views of China exacerbated inherent friction between Korea and Japan. Thus, Japan will play a limited role in Korean security.

408. China and the Middle East: Venturing into the Maelstrom

Abstract:: China’s increasingly significant economic and security interests in the Middle East have several impacts. It affects not only its energy security but also its regional posture, relations with regional powers as well as the United States, and efforts to pacify nationalist and Islamist Uighurs in its north-western province of Xinjiang. Those interests are considerably enhanced by China’s One Belt, One Road initiative that seeks to patch together a Eurasian land mass through inter-linked infrastructure, investment and expanded trade relations. Protecting its mushrooming interests is forcing China to realign its policies and relationships in the region. As it takes stock of the Middle East and North Africa’s volatility and tumultuous, often violent political transitions, China feels the pressure to acknowledge that it no longer can remain aloof to the Middle East and North Africa’s multiple conflicts. China’s long-standing insistence on non-interference in the domestic affairs of others, refusal to envision a foreign military presence and its perseverance that its primary focus is the development of mutually beneficial economic and commercial relations, increasingly falls short of what it needs to do to safeguard its vital interests. Increasingly, China will have to become a regional player in competitive cooperation with the United States, the dominant external actor in the region for the foreseeable future. The pressure to revisit long-standing foreign and defence policy principles is also driven by the fact that China’s key interests in the Middle East and North Africa have expanded significantly beyond the narrow focus of energy despite its dependence on the region for half 1 China has signalled its gradual recognition of these new realities with the publication in January 2016 of an Arab Policy Paper, the country’s first articulation of a policy towards the Middle East and North Africa. But, rather than spelling out specific policies, the paper reiterated the generalities of China’s core focus in its relations with the Arab world: economics, energy, counter-terrorism, security, technical cooperation and its One Belt, One Road initiative. Ultimately however, China will have to develop a strategic vision that outlines foreign and defence policies it needs to put in place to protect its expanding strategic, geopolitical, economic, and commercial interests in the Middle East and North Africa; its role and place in the region as a rising superpower in the region; and its relationship and cooperation with the United States in managing, if not resolving conflict.

409. The Communicative Dimension and Security in Asia-Pacific: A communicative-viewing proposal for reform of the Japanese Intelligence Services

Abstract:: The postwar development of the Intelligence Services in Japan has been based on two contrasting models: the centralized model of the USA and the collegiality of UK, neither of which has been fully developed. This has led to clashes of institutional competencies and poor anticipation of threats towards national security. This problem of opposing models has been partially overcome through two dimensions: externally through the cooperation with the US Intelligence Service under the Treaty of Mutual Cooperation and Security; and internally though the pre-eminence in the national sphere of the Department of Public Safety. However, the emergence of a new global communicative dimension requires that a communicative-viewing remodeling of this dual model is necessary due to the increasing capacity of the individual actors to determine the dynamics of international events. This article examines these challenges for the Intelligence Services of Japan and proposes a reform based on this new global communicative dimension.

410. Expanding Governance as Development: Evidence on Child Nutrition in the Philippines

Abstract:: Citizens in Mexico are trapped in between two illegitimate forces – the drug gangs and their criminal organizations and the police who are supposed to protect them. Through the use of list experiments within the Survey on Public Safety and Governance in Mexico (SPSGM), we measure the pervasiveness of drug gang activity as it pertains to strategies of coercion (extortion) and co-optation (offering help) to ordinary citizens. The list experiments also allow us to provide a mapping of the geography of drug activity and the extent to which not only the drug gangs, but also the police, engages in strategies of coercion. The paper seeks to provide a better understanding of which groups are most vulnerable and where is it that drug gangs have become most embedded in society. Our findings suggest that although narcotraficantes extort citizens the most in high violence regions and the police does so in low violence ones, both forms of extortion are present everywhere in Mexico. This has triggered a spiral of fear: drug gangs signal unambiguously that they are in control and will punish anyone who provides information to the government, while the police can’t credibly signal that they can regain control of the streets. Police corruption is hence an essential part of the story of Mexico’s violence. Ever more fearful citizens have turned to the narcos for help, we demonstrate, and hence many tacitly –or even openly– support them. The paper results suggest that public strategies emphasizing military action and harsh treatment might not affect the social embeddedness that protects drug gangs and criminal organizations. Instead, enhancing citizen trust within communities and shifting the reputation of police forces while improving the adjudication of justice are more likely to strengthen the social fabric.

411. Turkey's Nonnuclear Decisions on Nuclear Issues

Abstract:: Beyond its history of military coups and incomplete civilian oversight of its armed forces, Turkey has struggled with defining an independent international security policy. Its perception of U.S./NATO security guarantees has historically shaped its decision to either prioritize collective defense or seek solutions in indigenous or regional security arrangements. As part its domestic political transformation during the past decade, Turkey has decreased its reliance on NATO, leading to questions among observers about Turkey’s future strategic orientation away from the West. This brief argues that Turkey’s strategic objectives have indeed evolved in the recent past and that this is apparent in the mismatch between the country’s general security policy objectives and the outcomes of its policies on nuclear issues. At present, nuclear weapons do not serve a compelling function in Turkish policymakers’ thinking, beyond the country’s commitment to the status quo in NATO nuclear policy. Since nuclear deterrence is secondary to conventional deterrence, Turkey’s policies on nuclear issues are predominantly shaped by non-nuclear considerations. These decisions, in the absence of careful consideration of nuclear weapons, increase nuclear risks. This brief explores how Turkey could formulate more effective and lower risk nuclear policies than it currently does by employing cooperative security measures and how such a reorientation could strengthen to its overall security policy in the process.

414. Europe Today and What's Next

Abstract:: In many places it is forgotten that Europe, especially the EU, is a veritable success story, as this continent has never before experienced a period such as the past seven decades of democracy, peace and prosperity. Faced with the current challenges, especially the refugee crisis, there has been an increasing tendency among European governments to take unilateral action. This approach cannot be successful, however, as European governments attempt to implement policy prescriptions of the past to solve problems of the present. In fact, we need not less but more Europe—but also a reformed Europe: a European Union with one voice for external policy (common foreign, security and defense policy and asylum and migration policy) and the capacity to overcome its internal turmoil (common economic, budget, and tax policies, and a minimum of a transfer union). We also need a European Union that makes the benefits of globalization available to all people. The European Union is currently experiencing one of its worst crises in its history. Old fault lines that have run through the continent for centuries, once considered overcome, have become prominent once again; new challenges have arisen, especially in the wake of globalization, climate change and new technological developments (the Digital Revolution). The world has seemingly become ungovernable. The proclaimed 1989 “end of history” (Fukuyama) is certainly over, and history has a firm grip on Europe. This, at least since the outbreak of the financial and economic crisis in 2007/08, no longer deniable fact is reflected in the still unresolved crisis in Greece (“Grexit”), the associated Euro Crisis, the British referendum on exit from the EU (“Brexit”), and in the renaissance of geopolitics. The annexation of Crimea by Russia undertaken in violation of international law, the war in eastern Ukraine, as well as state disintegration in Libya, Yemen, Iraq and Syria have made it clear that, from the Caucasus to the Balkans and from Pakistan/Afghanistan via the Middle East to North Africa, extends a “Ring of Fire,”—a term used by former Prime Minister of Singapore Lee Kuan Yew to describe the geopolitical challenges of Europe more than twenty years ago. These long concealed —or ignored—distortions are now breaking out again in the form of “wars of succession,” leaving behind territories plagued by unrest, civil wars, and failed states, and resulting in terrorism and refugee waves now reaching the center of Europe. The resulting “crisis mode,” within which the European Union has been operating for several years now, reached its climax with the result of the referendum conducted in June, determining Britain’s exit from the European Union (Brexit). Aside from the medium and long-term economic implications for the country, Brexit was an earthquake with unforeseeable consequences especially on the political level. Scotland is once again discussing its potential separation from the United Kingdom, the fragile peace funded by the EU in Northern Ireland is threatened by collapse, and in a considerable number of other EU countries—mainly France and the Netherlands—populist and nationalist parties are interpreting Brexit as a signal to seek their salvation in national initiatives.

415. Summits Galore, But (Mostly) Business as Usual

Abstract:: While events in Paris and San Bernardino refocused the international community’s attention on terrorism, it was largely business as usual in Asia, with the normal round of multilateral meetings – the Association of East Asian Nations (ASEAN) Summit, US-ASEAN Summit, East Asia Summit (EAS), and ASEAN Defense Ministers Meeting Plus (ADMM+) in Kuala Lumpur, plus the Asia-Pacific Economic Cooperation (APEC) Leaders Meeting in Manila – going largely unnoticed. A few other summits did attract attention, including the first “Plus Three” (Japan-Korea-China) Summit in three years (which included the first direct one-on-one summit between ROK President Park and Japan Prime Minister Abe) in Seoul and the “non-summit” between Mr. Xi Jinping and Mr. Ma Ying-Jeou who just happen to be the presidents, respectively, of the People’s Republic of China and Republic of China, in Singapore. Chinese actions (and US reactions) in the South China Sea continued to dominate the news, while hopes that Kim Jong-Un was on the brink of behaving were quickly dashed as the new year began. All eyes remain on the Chinese economy and the impact the continuing slowdown there may have on global growth, even as the US pushes forward on the finally completed (but not yet Congressionally-approved) Trans-Pacific Partnership.

416. Official Cooperation, Domestic Challenges

Abstract:: Washington and Tokyo made significant progress on two new initiatives this fall – Japan’s implementation of legislation for the exercise of collective self-defense and the conclusion of negotiations with other participants in the Trans-Pacific Partnership (TPP). With Japanese Upper House elections in the summer and US presidential elections in the fall, trade, military strategy, and US-Japan security cooperation will be part of the political discourse in both countries. Along with the ratification process for the Trans-Pacific Partnership trade deal, two challenges for Washington and Tokyo that will continue into the new year are how to respond to Chinese land reclamation in the South China Sea and how to deal with local opposition to Tokyo’s plans for building a new airfield to replace the Futenma facility on Okinawa. Two challenges to Washington and Tokyo will continue into the new year. The first is how to respond to Chinese land reclamation in the South China Sea. Military leaders from Japan and the US discussed China’s accelerated building in the Spratly Islands, and the Japanese role in a regional response was on the agenda when Prime Minister Abe and President Obama met on the sidelines of the APEC meeting in Manila. The USS Lassen’s freedom of navigation operation near Subi Reef on Oct. 27 was welcomed by Tokyo, but there is no suggestion yet that Japan is willing to conduct similar operations in the South China Sea. The second challenge is far from new, but local opposition to Tokyo’s plans for building a new airfield to replace the Futenma facility operated by the US Marines has risen again. The central government filed a legal suit directed at Okinawa in November, and then Gov. Onaga Takeshi filed his own civil suit against the central government in December. This battle in the courts over new base construction in Oura Bay is the second legal showdown between the prefecture and Tokyo over who has the authority to control decision making on base consolidation in Okinawa.

417. Summitry, Strength, and a Fourth Nuclear Test

Abstract:: The final months of 2015 saw hedging around South Korea’s relationship with China, strong support for the US-ROK alliance in the face of DPRK threats, a US-ROK summit, and heightened concern as North Korea prepared for a fourth nuclear test, which came on Jan. 6. With the US and South Korea watching closely for signs of a missile or nuclear test, North Korea marked the 70th anniversary of its Workers Party on Oct. 10 without incident. The US-ROK presidential summit appeared solid, with a joint statement against the North Korean nuclear and missile threats and shared concern over DPRK human rights violations. The US again took up the issue of DPRK human rights violations at the UN Security Council in December as reports of possible purges in North Korea continued to attract US and ROK attention. The US was pleased in late December by an agreement between South Korea and Japan on “comfort women.”

Abstract:: US relations with Southeast Asia encompassed all three pillars of its rebalance to Asia: military presence, multilateral diplomacy, and economic engagement. Militarily, the freedom of navigation voyage of the USS Lassen past China’s artificial islands occurred while the Department of Defense announced a $425 million five-year military aid program for Southeast Asian states and the White House committed an additional $259 million in military support for Indonesia, Malaysia, and the Philippines. Diplomatic engagements included visits to the region by the president, the secretaries of state and defense, and a number of senior aides to attend multilateral meetings. Commitment to the economic pillar led to the conclusion of negotiations for the Trans-Pacific Partnership (TPP) trade agreement. If ratified by the signatories, the TPP would be the most comprehensive trade and investment arrangement in the world, though a number of obstacles in many of the countries do not portend a quick or easy confirmation.

Abstract:: President Xi Jinping and Prime Minister Li Keqiang led Chinese government officials in responding in measured and moderate ways to regional challenges and criticisms as Beijing defended South China Sea claims and advanced its regional influence. Moderation after a period of strong assertiveness replicates similar shifts in 2013 and 2014. Those shifts turned out to be tactical, lasting a few months each; possibly timed to avoid negative consequences for Chinese leaders facing public acrimony during the APEC, ASEAN and East Asian Summit meetings that occur each fall. Developments in 2015 suggest a more lasting period of moderation, though there is no sign of change in the Chinese positions on various disputes.

Abstract:: 2016 in Korea began with a bang. Though unlikely to be the hydrogen bomb it claims, North Korea’s fourth nuclear test on Jan. 6 makes certain that inter-Korean ties will not get better any time soon. The last four months of 2015 saw disappointingly little progress on the six-point accord reached in late August to improve relations. The sole substantial outcome was a fresh round of reunions of separated families. However, no further reunions have been arranged or even discussed. Civilian exchanges did pick up to a degree, but this remained fairly light traffic, and wholly one-way; no North Koreans were reported as visiting the South. Even though the August accord specified holding high-level talks “at an early date,” such talks did not take place until December, and then only between vice ministers. It was hard to be optimistic that 2016 would prove any better, even before the DPRK detonation exploded such slim hope as might have remained. Clause 1 of August’s accord specified holding high-level talks “at an early date, to improve north-south ties and have multi-faceted dialogue and negotiations in the future.” Such talks did not take place until December, and then only between vice-minister level officials. Far from improving relations or leading to further dialogue, these two days of talks yielded absolutely nothing: no joint statement, nor any schedule to meet again. Predictably each side blamed the other. On this basis it was hard to be optimistic that 2016 would prove any better, even before Jan. 6’s DPRK detonation exploded such slim hope as might have remained.

Meanwhile, maritime issues dominated the policy agenda: China’s natural gas exploration in the East China Sea, incursions into Japan’s territorial waters near the Senkaku/Diaoyu Islands, and China’s land reclamation projects in the South China Sea. History issues also punctuated the period – the September victory parade in Beijing, at UNESCO, and the anniversary of the Nanjing Massacre in December. Nevertheless, there was a general sense that relations were moving in the right direction.

Abstract:: North Korea mixed things up a bit in early 2016, this time starting with a nuclear test – its fourth – and then following up a month later with a missile test/satellite launch; usually the order is reversed. Other than that it was déjà vu all over again, only worse. There were also a number of shorter-range ballistic missile launches and the usual threats (with graphic video), while the prospects for dialogue seemed to dim even further. Meanwhile, Chinese activities in the South China Sea (SCS) are being described by everyone (except Beijing) as further militarization of its artificial islands, as everyone (except Beijing) eagerly awaits the ruling by the Permanent Court of Arbitration in The Hague on a case the Philippines has brought against China’s SCS claims – Beijing has already preemptively rejected the Court’s jurisdiction, so no happy ending appears in store for anyone. The G7 also weighed in on the SCS issue, much to China’s dismay. It’s for certain the G20 won’t (since China is host this year). The AIIB is taking shape, with most worries not being realized. Finally, after eight months of listening to pundits predict that the Trump phenomenon was sure to fade, Donald Trump has become the “presumptive” Republican nominee. His opponent seems likely to be former Secretary of State Hillary Clinton, in what is shaping up to be a battle of the known versus the unknown (and largely unpredictable).

Abstract:: The mid-February ASEAN-US Summit was the Obama administration’s effort to show ASEAN’s central role in the US rebalance to Asia. It was only partially successful. Several new business initiatives were inaugurated to link US and ASEAN entrepreneurs. However, security cooperation hardly advanced. While maritime security was included in the joint declaration, there was no mention of US freedom of navigation (FON) patrols or the South China Sea disputes. In January, the Philippine Supreme Court cleared the way for the Philippine-US Enhanced Defense Cooperation Agreement, allowing US forces rotational access to several Philippine military bases and enhancing interoperability. Washington plans to increase the frequency and “complexity” of FON patrols near the artificial islands built by China, and the US has begun joint patrols with Philippine ships. Washington also announced a Southeast Asian Maritime Security Initiative that includes a $425 million multi-year appropriation for regional capacity to improve maritime domain awareness and patrols.

Abstract:: The China-Russia relationship was both extraordinary and ordinary. On one hand, both sides were visibly, albeit reluctantly, moving toward more security-strategic coordination to offset growing pressure from the US and its allies. On the other hand, they continued to interact with a mix of cooperation, competition, and compromise for interests and influence in a range of areas including trade, investment, and regional development. Neither trend was definitive, given the complex dynamics between the two, as well as their respective relations with others, which are beyond the control of Moscow or Beijing. The asymmetry between “high” and “low” politics in their bilateral ties may be normal, if not necessarily desirable. Nevertheless, the scope, speed, and sustainability of the emerging Sino-Russian strategic alignment deserve careful scrutiny.

Abstract:: When Kim Dae-jung and Koizumi Junichiro visited Pyongyang in 2000 and 2002, their visits facilitated a perception shift toward North Korea in South Korea and Japan. This was a consequence of the two democratic societies expanding and redefining the acceptable boundaries of their national security identities and principles in a changing regional environment. Although the expansion of societal security discourse did not lead extreme ‘revisionists’ to implement drastic strategic policy transformations in either country, it did provoke a ‘mutual security anxiety’ between the South Korean and Japanese publics, as they felt increasingly uncertain about each other's future security trajectory. This mutual anxiety, in which both countries tend to view each other as potential security risk, while overlooking the existence of moderate democratic citizens on the other side, continues to provide a powerful ideational undertone to the bilateral relationship, which contributes to persistent misunderstanding at various levels.

On the Chinese side, Beijing is shifting toward a more proactive foreign policy stance that aims to expand China’s influence in the Asia-Pacific region and around the world. This proactive approach is opening up new opportunities for U.S.-China cooperation in some areas but creating new tension in others. On the U.S. side, Washington is trying to figure out how to deal with a new, more confident and engaged China at a time when U.S. leaders are also realizing that some of the assumptions that guided U.S. policy toward China for decades may no longer apply. It is increasingly unclear whether past U.S.-China interactions can be used as a blueprint for the future, and that is creating a new nervousness. At a time of rising uncertainty, one resource both nations can draw on is a strong cohort of U.S. and Chinese foreign policy experts who have dedicated their careers to understanding and guiding this critical bilateral relationship. Exchanges at the mid-career level are becoming particularly interesting. Today’s mid-career U.S.-China experts have had more opportunities to travel between the United States and China to live, work, and study than any generation before them. Many of these experts are bilingual: The Americans speak Mandarin, the Chinese speak English, and they can communicate in a mix of the two languages to get their points across as clearly as possible. Because they began their careers in an era of unprecedented openness on both sides, many have known one another for years and can debate sensitive issues with a frankness that can be harder to achieve at senior leadership levels.

Abstract:: At the end of the Pacific War, the United States wrote a new constitution for Japan that included an article compelling their defeated adversary forever to renounce war as an instrument of state policy. Today, in response to changing economic and geopolitical realities, Japan had the most effective military forces in Northeast Asia. This paper discusses the reasons for the change and how Japan was able to interpret constitutional pacifism so as to respond to the political necessities created by its confrontational neighbours. The “view from Tokyo” presented in this report will be of interest to Canadians not least of all because it differs from the more familiar “view from Beijing.” Japan today is a stable democracy and a natural trading partner for Canada. Understanding the evolution of Japanese security policy will assist Canadians in understanding the evolution of postwar Japan.

Abstract:: In the post–Cold War period, scholars have considered the Asia Pacific to be ripe for military competition and conflict. Developments over the past decade have deepened these expectations. Across the region, rising military spending and efforts of various states to bolster their military capabilities appear to have created an increasingly volatile climate, along with potentially vicious cycles of mutual arming and rearming. In this context, claims that China's rapid economic growth and surging military spending are fomenting destabilizing arms races and security dilemmas are widespread. Such claims make for catchy headlines, yet they are rarely subject to rigorous empirical tests. Whether patterns of military competition in the Asia Pacific are in fact attributable to a security dilemma–based logic has important implications for international relations theory and foreign policy. The answer has direct consequences for how leaders can maximize the likelihood that peace and stability will prevail in this economically and strategically vital region. A systematic empirical test derived from influential theoretical scholarship on the security dilemma concept assesses the drivers of bilateral and multilateral frictions and military competition under way in the Asia Pacific. Security dilemma–driven competition appears to be an important contributor, yet the outcome is not structurally determined. Although this military competition could grow significantly in the near future, there are a number of available measures that could help to ameliorate or manage some of its worst aspects.

The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

433. Kyrgyzstan: An Uncertain Trajectory

Abstract:: Kyrgyzstan, Central Asia’s only even nominal parliamentary democracy, faces growing internal and external security challenges. Deep ethnic tensions, increased radicalisation in the region, uncertainty in Afghanistan and the possibility of a chaotic political succession in Uzbekistan are all likely to have serious repercussions for its stability. The risks are exacerbated by leadership failure to address major economic and political problems, including corruption and excessive Kyrgyz nationalism. Poverty is high, social services are in decline, and the economy depends on remittances from labour migrants. Few expect the 4 October parliamentary elections to deliver a reformist government. If the violent upheavals to which the state is vulnerable come to pass, instability could spread to regional neighbours, each of which has its own serious internal problems. The broader international community – not just the European Union (EU) and the U.S., but also Russia and China, should recognise the danger and proactively press the government to address the country’s domestic issues with a sense of urgency.

436. The Strategic Duel over Taiwan

Abstract:: The United States and the People’s Republic of China (PRC) are firmly entrenched in what will be a long and intense strategic competition for dominance over the Pacific Rim. American strategists Andrew Marshall, Robert Kaplan, and Aaron Friedberg began foretelling of this great power struggle over a decade ago.[1]. They recognized before anyone else that there are strong forces underpinning the U.S.-China rivalry. The two countries’ political systems and national interests stand in fundamental opposition. This is why, despite Washington’s reluctance to officially admit it, strategic competition between the U.S. and the PRC is unavoidable. The United States, while an imperfect democracy, is an inspiration to people everywhere who yearn for the freedom and dignity that comes from having a representative government, independent legal system, and market economy. In the PRC, on the other hand, power is monopolized by the Chinese Communist Party (CCP), a political organization that is directly responsible for more human suffering than possibly any other regime past or present, anywhere in the world.[2] Numerous State Department reports detail the past and continuing human rights violations occurring under the watch of the CCP.[3] For all its much ballyhooed economic reforms, China’s economy is still largely controlled by massive state-owned corporations, making it a mercantilist country, not a capitalist one.[4] Much of Beijing’s economic power ultimately stems from its remarkable ability to lure foreign business elites with promises of access to its huge market. Once the hook is set, China pockets their investments, steals their intellectual property, and undercuts their market competitiveness.[5] Yet it is not the PRC’s unsavory political or economic practices that will ensure sustained U.S.-China competition over the coming decades, although future American presidents, like Barack Obama, will undoubtedly be tempted to paper over ideological differences for expedience sake. Rather, Beijing’s insecure and aggressive nature is at the root of the problem. In recent years, China has stoked maritime tensions with Japan and the Philippines, both treaty allies of the United States; provoked border clashes with India, a democratic nation and American security partner; and enabled nuclear missile proliferation amongst its friends: North Korea, Pakistan, and Iran.[6] Track records tell a compelling story. 437. China’s Development of Space Warfare and Its Operational Applications

Abstract:: As early as March 2011, the journal Aerospace America featured an article with the title “China’s Military Space Surge,”[1] which warned that there had been a rapid increase in China’s capability to conduct warfare in space. Such capabilities would then in turn threaten and jeopardize the ability of the carrier battle groups of the United States to conduct operations in the Pacific. This article was soon translated into Japanese and published in Space Japan Review. This and other high profile articles highlight the anxieties on the part of the U.S. and Japan about China’s increasing ability to militarize space, and also their concerns about its implications for the peace and security of East Asia and the entire Pacific Asia region. On December 31, 2015 China announced the creation of three new branches of armed forces to be added into the reformed People’s Liberation Army (PLA): Army General Command, Strategic Support Force, and the PLA Rocket Force. While the PLA Rocket Force replaced the old Second Artillery Corps, what is even more intriguing is the mission of the new Strategic Support Force. According to Chinese media, the Strategic Support Force will be responsible for overseeing intelligence, technical reconnaissance, satellite management, electronic warfare, cyberwarfare, and psychological warfare. It is no coincidence that Gao Jin (高津), the newly appointed commander of the Strategic Support Force, is also an expert on rocket science, which has further fueled media speculations that the Strategic Support Force has been created for the purpose of conducting future space warfare.[2] In fact, China has been increasing the focus on the military applications of space since the end of Persian Gulf War in the 1990s. During that war, the United States mobilized dozens of satellites to aid the American-led coalition forces, enabling them to defeat Iraqi forces with extraordinary efficiency and ease. The Persian Gulf War greatly shocked PLA observers at the time, and served as a reminder that the conduct of modern warfare had been transformed by the arrival of a new generation of technology. Chinese military theorists then began to study the concept of “space warfare.” The most influential was Chang Xian-Qi (常顯奇), who categorized space warfare into three distinct phases based on his observations of U.S. planning: the “Entry into Space,” the “Utilization of Space,” and the “Control of Space.” “Entry into Space” is represented by the delivery of a military-purpose spacecraft into its designated orbit path. “Utilization of Space” is to harness the power of existing space assets to aid military operations across the land, naval, and air domains. For example, such power can manifest in the forms of using space sensors to conduct surveillance and gather intelligence for Anti-Access/Area Denial (A2/AD) against potential foes, to provide ballistic missile early warning, satellite navigation and communications, among other purposes. The “Control of Space” phase focuses on establishing “space superiority” with the missions of: (1) increasing survivability of one’s own military satellites and systems; (2) disrupting, sabotaging, or destroying opposing countries’ satellites and their systems when necessary; and (3) directly using space-based weapons to aid in combat operations on the ground.[3]...

Abstract:: Many Western leaders point to the Arctic as a zone of cooperation—and we have observed such cooperation with the formulation of the Arctic Council, joint scientific endeavors, Search and Rescue agreements, and the very recent Arctic Coast Guard Forum—but disputes between Russia and other Arctic nations in regions to the south have raised concerns in certain quarters. While an ongoing struggle for dominance over the Northern Sea Route and Northwest Passage and competing continental shelf claims may reflect these tensions, tit-for-tat military exercises and plans for expanded military infrastructure in the Arctic certainly do. The Russian government recently announced completion of a new military base in Franz Josef Land capable of supporting 150 soldiers, as well as its intention to rebuild six existing airfields. While such a nominal increase in military personnel posted to the Arctic may merely be seen as a posturing act, taken in context with Russia’s recent actions in Europe and the Middle East, it might also be seen as a bold move to project power from a previously overlooked region.

Abstract:: This article analyzes the fundamental challenges perceived by the People’s Republic of China: food security and energy security. They become evident through the higher demand over the domestic production. This relation compels the Chinese Communist Party to establish agreements with other countries to balance the supply and demand. The People’s Republic of China’s tools put in use to secure the agreements are institutional and military. Military tools are necessary to exercise the Chinese sovereignty over the South China Sea, and to keep safe the sea-lanes of communication. Abstract:: In the wake of a highly successful April visit by Prime Minister Abe Shinzo to Washington, the US-Japan relationship seemed poised for a celebration of success in revamping the alliance. Two focal points of alliance policymakers were the Guidelines for US-Japan Defense Cooperation and the Trans-Pacific Partnership (TPP). But over the summer, both of these initiatives came under political scrutiny. Beyond alliance priorities, the US and Japan faced additional dilemmas in how to deal with a more assertive and sensitive China. Artificial island building by China in the South China Sea brought the US and Japan into closer dialogue over regional maritime cooperation. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. Beyond bilateral alliance priorities, the US and Japan faced additional dilemmas, both related to dealing with a more assertive and sensitive China. Artificial island building in the Spratlys and a cyber attack on the US Office of Personnel Management rattled US-China relations, which brought the US and Japan into closer dialogue over regional maritime cooperation. Senior Japanese military leaders began to speak publicly about the possibility of a larger Japanese role in the South China Sea. At the end of the summer, the much-anticipated commemorations of the end of World War II in Japan and China brought heightened sensitivity to the region. The Aug. 14 Abe Statement and Xi Jinping’s speech at the national military parade on Sept. 3, the day of Japanese surrender in China, demonstrated the distance between the two neighbors. Each revealed a new revisionist gaze on their war legacy, and it was hard to ignore the undertones of contemporary bilateral tensions in both leaders’ remarks. Abe chose not to travel to China, although he did not announce his decision until just days before.

Abstract:: The US and ROK marked the 65th anniversary of the start of the Korean War while the region commemorated the 70th anniversary of the end of World War II, which also marks Korean Liberation Day. The US and South Korea conducted annual military exercises mid-August amidst a flare up in inter-Korean tensions. North Korea backed down from a semi-war state and expressed regret over the landmine maiming of two ROK soldiers, as South Korea agreed to silence its speakers along the DMZ, and both agreed to talks aimed at family reunions.

The visits were aimed at sustaining positive political trends, securing an invitation for Abe to visit China, and anticipating issues related to Abe’s August statement commemorating the end of World War II. Meanwhile, China prepared to celebrate the 70th anniversary of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War with a victory parade on Sept. 3. Abstract:: It has become the norm for countries to at least try to avoid undermining the spirit of bilateral celebrations. The general mood enveloping both Japan and Korea – in anticipation of the 50th anniversary of normalization of relations on June 22 – was to accentuate areas where progress was being made while marginalizing issues that are predictably controversial. This translated into some compromise on Japan’s pursuit of gaining inscription for several sites on UNESCO’s World Heritage List, a few exchanges of cultural artifacts, and bilateral talks and meetings on the sidelines of major international conferences. The general mood, however, was decidedly anticlimactic as the 70th anniversary of Korea’s independence from Japanese colonial rule or the defeat by Japan in World War II were not so much an occasion to celebrate how much each country had accomplished, but a reality check on how much the two had yet to achieve. This “glass half empty” sentiment prevented any one event to stand out as a hallmark of bilateral cooperation over the summer.

445. Tales of Two Parades, Two Drills, and Two Summits

Abstract:: In contrast to the inactivity in Sino-Russian relations in the first four months of the year, strategic interactions went into high gear in mid-year. It started on May 8 with the largest military parade in post-Soviet Russia for the 70th anniversary of the Great Patriotic War and ended on Sept. 3 when China staged its first-ever Victory Day parade for the 70th anniversary of its war of resistance against Japan’s invasion of China. In between, the Russian and Chinese navies held two exercises: Joint-Sea 2015 (I) in May in the Mediterranean and Joint Sea-2015 (II) in the Sea of Japan in August. In between the two exercises, the Russian city of Ufa hosted the annual summits of the SCO and BRICS, two multilateral forums sponsored and managed by Beijing and Moscow outside Western institutions. For all of these activities, Chinese media described Sino-Russian relations as “For Amity, Not Alliance.”

Abstract:: The Comprehensive Agreement on the Bangsamoro (2014) marks the first significant peace agreement worldwide in ten years and has become an inevitable reference for any other contemporary peace process. During 17 years of negotiations the government of the Philippines and the Moro Islamic Liberation Front managed to build up a creative hybrid architecture for verifying the ceasefire, supporting the negotiations and implementing the agreements, with the participation of Filipinos and members of the international community, the military and civilians, and institutions and civil society. This report analyses the keys that allowed the parties to reach an agreement and the challenges ahead in terms of implementation. It devotes special attention to the management of security-related issues during the transition from war to peace.

Abstract:: Conventional wisdom is that trade policy is often guided by geopolitical security considerations. A growing body of research addresses the security–trade linkage as a plausible cause for executive negotiations over the Korea–US Free Trade Agreement (KORUS FTA) in 2007. Yet, the approval of a trade deal with the Asian ally by America's legislature in 2011 features not only ‘security ties’ but also ‘electoral connections’. This paper seeks to examine the question of whether alliance relationships would inevitably translate into domestic commitments. Bringing domestic politics into consideration, this article also fills the gap in the literature on Congress-focused research of the KORUS FTA and sheds light on how lawmakers strike a balance between the principle of US foreign policy and the reality of conflicting domestic interests.

Abstract:: Why does the EU promote the OSCE concept of border security in Kyrgyzstan while the OSCE export the EU Integrated Border Management in Tajikistan? To elucidate this paradox, this article lays bare the transnational symbolic struggle between two professional guilds: Finnish and Austro-Hungarian border guard contest for the monopoly over the legitimate definition of means of circulation in Europe, and beyond. In European headquarters, the Fins successfully occupy the forestage of the EU, thereby relegating their Austro-Hungarians competitors to the backstage of the OSCE. On the Central Asian fields, however, the former provide the assistance of the OSCE to Tajikistan, whereas the later deliver the aid of the EU to Kyrgyzstan. This chassé-croisé helps understand why the Tajik strategy of border reform incorporates key elements of the Schengen 4 tiers model, while the Kyrgyz strategy implicitly refers to the cooperative approach put forth by the OSCE.

449. Canada and Asia: Prosperity and Security

Abstract:: Arguably the mid-1990s were Canada’s “Golden Age of Asia”, highlighted by the Team Canada trade visits by Prime Minister Jean Chretien and the provincial Premiers to China, India, Pakistan and Japan, as well as to Indonesia, Malaysia, the Philippines, Vietnam and Thailand. At the same time Canada played a prominent role in Asian security matters. This included Canadian expert participation in multilateral discussions on the South China Sea and in the North Pacific Cooperative Security Dialogue, a Canadian initiative. That particular Golden Age culminated with the Government proclaiming 1997 as “Canada’s Year of Asia Pacific”. Trade statistics indicate that Canada has once again rediscovered Asia, at least in terms of commercial prospects. What is less clear, however, is Canada’s commitment to the security and stability challenges that Asia continues to face. Notwithstanding all of the positive indicators of economic success in the Asia-Pacific region and all of the incentives for even greater prosperity within a predictable and peaceful environment, there are still many instances of potential military conflict that could jeopardize Asia’s economic successes. While Canada has considerable economic interests in Asia Pacific, its security record there is modest. Now, when China is our number two trading partner and Japan is number three, when we have our first Asian Free Trade Agreement, when we are looking to closer economic ties with the Asia-Pacific region, it would make sense for Canada to contribute more substantially to Asia Pacific’s long-term stability and security architecture. It has in the past. Canada has expressed its desire to join the East Asia Summit and the ASEAN Defence Ministers Meeting Plus Forum. It appears, however, that ASEAN is still not quite convinced of Canada’s commitment to Southeast Asia, or to Asia, and continues politely to stall until such time as Canada can show a serious, long-term track record of participation in ASEAN strategic and security priorities. The Asian way requires frequent and consistent face-time. Relationships matter. The regular message from polite ASEAN interlocutors remains the same: where is Canada? From the late 1980s and to about 2006, Canadian academic experts were closely involved in all relevant Asian fora, including the Pacific Economic Cooperation Council, the Council for Security Cooperation in Asia Pacific and the North Pacific Cooperative Security Dialogue. The Canadian Consortium on Asia Pacific Security, a group of some one hundred researchers across Canada, was highly active in Track II diplomacy (informal, non-governmental and unofficial) on Asian security issues. This included Canadian Law of the Sea experts who addressed South China Sea issues, a ten-year effort co-hosted and funded by Indonesia and CIDA. Government of Canada funding for this type of work, however, has dried up. All current Canadian Track II efforts are funded by private institutions. Just when China is taking an aggressive stance in the South China Sea, Canada is absent. Canada must demonstrate a stronger and more consistent commitment to Asia that goes well beyond the economic-commercial dimension. It must include a robust defence and security dimension. Canada has, for now, chosen to emphasize a mercantile foreign policy. Such an approach, however, must not ignore the need for a strong defence policy anchored within a vigorous foreign policy that is able to meet the challenges of the twenty-first century. This applies to Canada’s approach to the Asia-Pacific region as much as to the rest of the world. Neither a “Global Markets Action Plan” nor a separate “Canada First Defence Strategy”, both formulated in a policy vacuum, is sufficient. There is a serious need for a Foreign Policy and complementary Defence Policy review, one where the Asia-Pacific region will be prominent.

Abstract:: This paper focuses on the governance of the security sector in situations of armed conflict and the role of effective governance in conflict management. Specifically, it seeks to examine whether the security sector has helped to advance conflict management objectives in Mindanao, or whether their activities have aggravated the situation. It critically examines the role of the core security sector, namely, the armed forces, the police and the auxiliary forces, the use of which was expanded during the Arroyo administration. Beyond that, it highlights the impact of those elected politicians with authority and oversight over the armed units. The paper uses Maguindanao, a province in Mindanao in the southern Philippines, as a case study.
