1. Syria returns to the Arab League

Abstract:
The decision to restore Syria’s membership in the Arab League (AL) is aimed at Arab states gaining greater control over the situation in the region and reducing external influence, including that of the West. Although the AL imposed a number of obligations on Syrian leader Bashar al-Assad, such as holding elections, it is doubtful whether the League can enforce them. The organisation’s decision to normalise relations with Syria will be used to undermine the effectiveness of the sanctions in counteracting violations of international law, also in the context of the Russian aggression against Ukraine.

Following the 2022 World Cup, POMEPS partnered with Georgetown University-Qatar’s Center for International and Regional Studies—which has had a long-standing interest in studying sports and politics in the MENA region, and most recently completed a multiyear project on the World Cup—to bring together a group of scholars from the Middle East, Europe, and the United States to explore the deep interconnections between football and politics in the Middle East. We invited scholars from a wide range of perspectives, making sure to include contributions focused not only on the Arab world but also on Iran and Turkey. The essays in this collection offer a rich and varied window into these multidimensional politics, from the local to the global and from the historical to the contemporary. They offer a tantalizing glimpse into the possibilities for future research.

Gamal Abdel Nasser, who ascended to power via a military coup, espoused socialist-oriented facets of Arab nationalism after he assumed government. For Nasser to effectively disseminate Arab nationalism beyond the confines of national boundaries, he needed to possess potent political propaganda instruments. During the era of Nasser, radio broadcasts and musical compositions emerged as very influential means of propaganda, prompting substantial investments in financial and material resources. Umm Kulthum's vocal prowess emerged as particularly prominent in endorsing Nasser's Arab nationalism endeavour, surpassing the contributions of other artists whose vocal abilities were employed. This study aims to examine the dissemination of Nasser's Arab nationalism during the 1950s and 1960s, employing propaganda tactics such as Umm Kulthum's vocal prowess and the Voice of Arabs radio. This paper examines the various dimensions of Umm Kulthum's contribution to disseminating Arab Nasserite nationalism by focusing on five key aspects. Firstly, it explores the utilisation of soft power as a means to disseminate political ideals and foster a shared sense of identity. Secondly, it delves into the role of Nasser's nationalism and radio broadcasts in this process. Thirdly, it investigates the radio as a tool for political propaganda in support of Nasser. Fourthly, it analyses Umm Kulthum's instrumental role in promoting Nasserite Arab nationalism. Lastly, it assesses the impact of Umm Kulthum's vocal prowess on the proliferation of Nasserite nationalism throughout the Arab world.

4. New Approaches to Oral Histories in the Arab World

Abstract:
In a region known for oral traditions, epic ballads and folktales passed down for decades before being written, historians, anthropologists and activists in the MENA are discovering new challenges and opportunities in the multi-disciplinary field of oral history. Some are looking to decolonialize and democratize the archive, some are documenting experiences of war and social transformation, others are gathering stories as intangible historical artifacts in the absence of written records. Oral history projects are contributing to complex and nuanced narratives from Sudan to Yemen to Iraq, while strengthening connections with diasporic communities. Digital technologies have expanded possibilities for recording, archiving and transcribing interviews with Palestinian nakbah survivors, Nubians constructing new identities, and Syrians fleeing a war zone. The days of dusty audiotapes stored in private archives, or left in closets after dissertations are done, are shifting. Histories of Egyptian Copts and Lebanese Jews are being shared on the internet, and first-person accounts of slavery and servitude in the Arab Gulf are making their way into museum exhibits. As oral history practices become more popular across the Arab world, from the archives to NGOs to student research projects, what are the challenges and risks from the digital space and how will they be considered?

Almost a decade ago, MAAS faculty from across disciplines began to notice, in their teaching about politics, economics, society, and culture, that many of our students came to the study of the contemporary Arab World with a limited sense of the genealogies of the challenges facing the region today. They felt that, while the Arab people, like all people, are not hapless victims of the past, those studying the region cannot afford to ignore the ways in which the world today has been shaped by complex forces of history, especially since these forces—for better and for worse—can both expand and circumscribe present possibilities, as well as the ability to imagine different futures. In seeking ways to help our students develop thinking about current issues that bring the richness of historical context to bear, MAAS faculty designed the historical survey course ARST 500 and launched it in 2014. We created the course not only to challenge simplistic “presentism,” whereby the past is viewed solely through the distorting lens of contemporary concerns and projects, but also to study history as a path to analyzing the deep roots of the issues we confront in the world today—many of which originated in former times when different political arrangements and world views held sway.

Following years of high spending without developing a solid revenue base or adequate emergency reserves, public debt levels have skyrocketed, and governments’ balance sheets have struggled to cope with waves of crises and their required responses. In June of 2021, the Biden administration announced that it would be establishing the fight against corruption as a core concept in US national security and a pillar of its foreign policy.1 The following December, it launched the “US Strategy on Countering Corruption” as a “whole-of- government” initiative to, among other objectives, curb illicit financing, hold corrupt actors accountable, and improve diplomatic engagement and leverage foreign assistance in the pursuit of its policy goals.2 With the United States the premier actor in international politics and influence, the administration set out to formulate strategies, lay down markers, and implement policies that can help at least make a dent in the scourge of corruption around the world. Today, the task of fighting international corruption must include the countries of the Arab world, most of which are close political, economic, and strategic partners of the United States. Corruption in the region is eroding what little is left of social and political stability. From bribery to influence peddling, and from the use of public and official power for private gain to interference with the judiciary, the region’s corruption requires diligent internal and international efforts to address it. Democracy and economic development depend first on the striving of the region’s populations to ensure and protect their human rights, but also on an active role played by the United States government and its many institutions.

Abstract:
In October 2018, Carnegie published a report calling for fundamental educational reform in the Arab world and arguing for the need for that reform to move “from schooling to learning” in order to “serve the needs of pluralistic societies and foster the development of active, responsible citizens who are empowered to deal with complexity and advance constructive change.”1 The report gave a number of recommendations encompassing the different fields within which education takes place: the school, the state, and the society at large. This paper, with many of the authors of the first report participating again, attempts to go in further depth about the findings of the first report. It is evident that Arab governments still see education reform as a top-down effort that continues to perpetuate power relations and authoritarian thinking, sidelining critical and creative thinking among students. The paper places special emphasis on several reform efforts that are being implemented across the Arab region, many in a bottom-up approach that attempts a collaborative approach with governments but is not held hostage to old authoritarian thinking. Rather than simply admiring the problem, the paper attempts to highlight several experiences taking place within different Arab educational systems, not so much because these experiences are necessarily transportable but rather to point out that together with the challenges, there are also successes that can be built on. Consistent with Carnegie’s strategy of working with experts from the region, the paper has once again drawn on the practical experiences of experts from the Qatari, Jordanian, and Egyptian educational systems as well as from the regional, bottom-up experience of the TAMAM project, led by the Arab Thought Foundation and the American University of Beirut and spanning eight different countries. Under the able coordination and facilitation of Nathan J. Brown, these experts have authored a document that I hope will further contribute to the debate on education reform in the region—and help push it forward. I want to acknowledge the Asfari Foundation for their generous financing of this project, and hope that policy recommendations in this paper will help guide future education policies in the Arab world.

The COVID-19 pandemic is shaking Arab countries hard at a time when the region is already under great pressure. The responses of Arab states to the threat of the coronavirus, added to the uncertain international context generated by the pandemic, is aggravating existing problems in the Middle East and the Maghreb. This current global emergency and its ramifications has the potential to turn socioeconomic challenges into political crises and intensify demands for change that have spread through multiple countries in the region over the past decade. Until an effective vaccine against the pandemic is made available and widely accessible, the economic and social costs of the drastic restrictions being imposed by Arab governments during the successive waves of the pandemic may be overwhelming and, ultimately, unbearable.

Israel’s Relations with Arab Countries: The Unfulfilled Potential examines relations between Israel and seven key Arab states – Egypt. Jordan, Saudi Arabia, the UAE, Qatar, Morocco and Iraq – against the backdrop of the changes sweeping the Middle East over the past decade. The researchers mapped out the potential for cooperation with each state based on shared interests, challenges and opportunities, and on the abilities, strengths and needs of Israel and those states. The researchers described existing diplomatic, security, economic and civilian cooperation – relying on open source material, their expertise in the arena and interviews they conducted. The studies found that despite progress in cooperation between Israel and Arab countries, and notwithstanding certain growing normalization with specific Middle Eastern countries, the strategic-diplomatic, economic, social, civilian and cultural opportunities are significant and far greater than their current level. There is wide-ranging, unfulfilled potential in Israel’s relations with Arab countries, and it is more evident now than it was in the past. The ongoing Israeli-Palestinian conflict and absence of significant progress in resolving it constitute the main obstacle to tapping the potential for cooperation between Israel and the Arab world, capping relations with a glass ceiling. In formulating its policy and actions in the region, Israel should learn the lessons of the past. It must take into consideration current realities and limitations, existing interests and processes. Just as important, it must also shape its actions, assessing and choosing from among various alternatives with a view to the future potential and tremendous promise they hold out. We hope this publication helps those interested in sketching the current complex picture and the potential that lies in relations between Israel and major Arab countries, and paves the way to expanded cooperation and normalization between Israel and its neighbors in the Middle East. As the studies in this publication indicate, the potential for regional cooperation is great and its realization also depends on progress towards Israeli-Palestinian peace.

Abstract:
One of the effects that Gulf Arab countries extend to the entire Middle East is that of stabilization through financial assistance. Huge oil export revenues are transformed into financial aid and funneled into neighboring Arab countries. The Middle East and North Africa region (MENA) is known throughout the world as a region where no progress has been made in democratization. Thus, if financial assistance from the Gulf Arab countries is stabilizing the systems of neighboring countries, it suggests that the Gulf Arab countries are hindering democratization in MENA. Such concerns can be traced back to Beblawi (1987) but have never been demonstrated. In this paper, official development assistance (ODA) statistics and democratization indicators will be used to conduct a preliminary analysis of the effects of financial assistance provided to MENA by the Gulf Arab countries in curbing democratization.

14. Arab Youth Futures: No Lost Generation

Young Arabs (those aged between 15 and 35) are often seen as a generation beset by hopelessness, stuck between dreams of emigration and the reality of violence and unemployment. This impression does not come out of nowhere: the last decade took a heavy toll on this generation – it was during their childhood and adolescence, between 2013 and 2019, that the region suffered the highest number of terrorism casualties, that three wars interrupted the education of 13 million children and that riots and repression led to economic losses of $600 billion following the Arab Spring. But how much does this generation feel that they can change matters and create a better future? Answering this question was the main objective of a survey co-organised by the EUISS, the Italian Ministry of Foreign Affairs and the Arab Research and Advocacy Bureau. Conducted in Egypt, Libya, Morocco and the West Bank of the Palestinian Territories between January and April 2021, the survey was based on qualitative focus-group discussions and interviews with young urban dwellers, allowing for a deeper understanding of how this generation truly feels about the future. The selected countries were chosen because access to them was most feasible in terms of financial resources and political stability. The survey asked about a sense of agency – the feeling of mastering one’s own fate–, about the respondents’ general disposition towards the future – whether characterised by optimism or pessimism – and about their key grievances. The results belie the perception that young people in the region have a negative vision of the future, instead highlighting a determination to live more independent autonomous lives, a relative optimism (unusual in younger generations – optimism is normally a feature of older age groups), and concerns over issues that will be of particular importance in their future, such as healthcare and political representation. This shift in attitudes towards the future may be ascribed to a combination of several factors: longer life cycles, education, digital connectivity, the Arab Spring and its aftershocks have all spawned a generation that want to be in charge of their own lives rather than passive spectators of events beyond their control. This means that regional governments, and Europeans wishing to assist them, will have to provide the space and opportunity for this generation to realise their ambitions. The Brief first analyses the survey findings on agency and optimism, then takes a look at the most important grievances, and concludes with policy implications.

A survey of how regional media outlets discussed the congressional impeachment process and its potential ramifications on the 2020 presidential election. Across the Middle East, the story of President Trump’s impeachment and subsequent acquittal received secondtier coverage compared to regional or local issues. Many Arabic-language websites and newspapers translated and republished Western articles as opposed to creating their own content on the issue, such as Al Jazeera publishing a translated version of a Guardian editorial. Moreover, the bulk of the articles just explained the facts or process of impeachment rather than expounding on its significance. Some celebrated the idea that there is a mechanism for peaceful removal of a leader. Most commented on the unlikelihood of Trump’s removal and how America is facing unprecedented polarization. Those articles that did offer their own editorial content were split on whether impeachment will help or hurt Trump’s election campaign. Publications in the Gulf states tended to portray impeachment as an act of “political vengeance” by Democrats against Trump, “who won despite their opposition” (Sky News Arabia). Most Gulf papers posited that Trump will ultimately benefit in the 2020 election “after proving his innocence before the Senate” (Al Seyassah). Yet Qatari coverage deviated from the general Gulf trend. For example, one Al Jazeera article asserted that the impeachment case against Trump “is simple, and established not only by officials speaking under oath, but by his own words and actions.” Egyptian newspapers were more split on how impeachment will affect the election. Anti-American outlets in Syria suggested it will hurt him, with Al Baath noting “all data indicate that Trump’s hope for a return to the White House have faded.” Lebanese publications tended to take a more neutral view. The Hezbollah-controlled newspaper Al Akhbar wrote that the prospect of impeachment weakening Trump’s electoral campaign “is similar to that of his potential main rival,” arguing that Joe Biden was also tainted by the process. Most Iranian media tended to copy Western sources, but two themes prevailed among outlets offering original content: portrayal of impeachment as a scandal that has tainted Trump’s presidential legacy, or neutral analysis of how impeachment may or may not harm his reelection chances. A few analytical pieces suggested that he might be able to transform the scandal into an asset for his campaign, since it may “lead to more popularity among the middle class.” While most Iranian articles leaned against Trump, few appeared to praise Democrats. Turkish articles generally depicted impeachment as a “gift” to Trump’s campaign. SETA, a think tank that supports President Recep Tayyip Erdogan, claimed that what “hasn’t killed Trump will make him stronger.” Sabah News, another pro-Erdogan source, wrote that impeachment will “unite Republican senators and members of the House of Representatives around him.”

From the outset of the protest events in Tunisia, Egypt, Yemen, Libya and other countries, many people in the world began using the term “Arab spring” to describe the sequence of events in the various locations. The term was based on the term “theSpring of Nations,” that refers to a wave of national revolutions in Europe in the mid-19th century. It seemed to take a little longer for the term to penetrate the Israeli discourse on the subject and even when it did many hesitated to accept it and had reservations about its positive and optimistic connotations. For instance, Minister of Strategic Affairs Moshe (Bogie) Yaalon stated that “the event is dramatic and historic and will be given a name, but not the Arab spring.” Former Mossad chief Meir Dagan also opined it was a mistake to use the term “Arab spring” and explained that “whoever coined the phrase drew it from events that occurred in Europe in 1848, when liberal ideas proliferated in the world. The truth is there is no liberal message.” Former head of military intelligence Amos Yadlin said “we understand today that the pair of words ‘Arab spring’ did not describe correctly the phenomenon that rocked the Middle East in 2011.” The Israel Defense Forces’ intelligence branch discussed the issue and decided that the term “Arab spring” was unsuitable and decided to use the term “upheaval” as the official term describing the events.4 Many other people in Israel, as shall be described below, began using the terms “Arab winter” or “Islamic winter” as terms to challenge the original term and express a negative reading of the events. This article wishes to present an analysis of the Israeli discourse following the Arab Spring events as articulated by different parties in diverse forums of conversation. The article analyzes the public and media conversation in Israel and includes an analysis of statements, articles and public opinion surveys and refers to different players (politicians, public figures, journalists and military commanders) and different issues and questions that have arisen as part of the conversation on the subject.

Abstract:
The Trump Peace Plan follows a familiar American pattern of using economic tools to promote regional peace in the Middle East. This paper puts the recent plan in its appropriate context. More specifically, earlier American strategies of economic peacemaking built on three intellectual approaches: The notion of “commercial peace”, which promises peace by way of economic interdependence; the notion of “capitalist peace”, which focuses on the central and primary role of building market economies within individual states in the region; and the notion of “economic statecraft”, which focuses on the direct use of economic carrots and sticks to push regional actors to make certain policy concessions. The paper explores how these policies have played out over time in US policy in the Middle East, and points to the limits of using economic statecraft to coerce actors into peace.

Abstract:
This article reviews the changed attitudes of Arab states (especially the “core” states of the Middle East) toward the Jews from the turn of the millennium to the present. It places these changes in a broad diplomatic context, which also relates to improved ties between Israel and Middle Eastern states and these states’ strengthening alliance with the US. The article presents the difficulties of Arab regimes and societies in differentiating between Jews and Israel, briefly describes widespread manifestations of anti-Semitism in the second half of the 20th century in Arab culture and media, and reviews the changing geopolitics and awareness in Arab states that have affected the development of interfaith discourse between Jews and Muslims. The article argues that a significant turnaround has occurred over the past two decades in the attitude of Arab regimes toward the Jews by virtue of the geopolitical changes in the Middle East and a desire to project enlightenment and modernity to the West. The resulting increased Jewish-Muslim dialogue could imbue future Israeli-Palestinian negotiations with an added dimension and contribute to their success.

The Palestinian issue serves as a legitimizing factor for Israeli-Arab cooperation, and the occupation remains an obstacle to accomplishing regional stability. Civilian cooperation between Israel and Arab states takes place on various levels and in different fields despite the ongoing Israeli-Palestinian conflict that often prevents and always challenges the establishment of full, normal relations between the citizens of Israel and the region. This paper is intended to serve anyone seeking to promote Israel-Arab normalization, peace and cooperation, by spotlighting the wide array of existing civilian relations and trying to learn from experience for the sake of expanding future cooperation. Learning from experience is important both in order to efficiently and effectively advance regional cooperation toward peace, and also to advance existing cooperation, especially given its potential for offering better conditions for a political-diplomatic process. The potential for regional cooperation does not rely only on formal diplomatic, security and economic agreements between states, but also on ties between civilians. Aglobalized world has meant that international media reactions to a policeman’s brutal killing of George Floyd, an unarmed black man, and the subsequent protests have been swift and comprehensive. Responses within the Arab media have shifted between attempts to explain to readers sociological fault lines and structural racism in the United States and pointed takes on what these protests might mean for the upcoming election—with the underlying question of what it might mean for the region. From a political perspective, images of protests are also shaped by the Arab governments’ responses to the Arab spring, when pro-democracy protests were crushed in many Arab states. Notably, and in contrast to media responses, there has been a shortage of statements from government officials, with Palestinian officials being the exception. While this silence can in part be attributed to the fact that the current protests in the United States are purely a domestic issue, it is also important to note that numerous state-aligned media outlets have offered characteristic viewpoints of their respective countries, suggesting an interest in indirect messaging on the protests without explicit comment.

There has been a large number of challenges to undemocratic regimes in the Middle East by their populations due to the denial of their participation in decision-making processes. Among many factors, Islamic faith and ruling are regarded to have more role in political conflicts than others. Particularly, the idea that Islam and democracy are not compatible with each other has prevailed and led to the neglect of other reasons in debates. This study analyzes the reasons for democracy deficit in the region such as the environment of mistrust abetting governments to abandon basic human and political rights, hydrocarbon revenues that make regimes independent from populations, the prevalent role of tribalism in government structures which is inherent to traditional Middle Eastern politics, the lack of civil society and the effect of Islam. The study asserts that the role of Islam is unfairly exaggerated since it does not offer a certain political system. Besides, such approaches also underestimate the strong damages other reasons cause. By analyzing the impact of Islam on governance, its use as a tool by political and anti-political Islamists as well as its compliance with democracy, this research aims to reveal to what extent Islam can be attributed to the democracy deficit of the region.

Ties with the EU are a strategic asset for the State of Israel. Europe is Israel’s largest trading partner, a source of political and defense support (despite disagreements), an anchor of shared norms and values, a partner in cultural creation, and a central collaborator in research and development. The importance of these ties obliges Israel to invest attention and resources in preserving and even deepening and expanding them. Done right, Israel could leverage the tremendous potential of its ties with Europe for the improved wellbeing of its citizens and for its international standing. However, in recent years, the Israeli government has been leading a negative campaign against the EU. It has been criticizing the EU for being anti-Israel, while making efforts to increase divisions between EU Member States in order to limit the EU’s capacity to play a role in the Israeli-Palestinian issue. Toward the formation of a new Israeli government in late 2019, this article presents ten guiding principles for an improved Israeli foreign policy toward the EU, based on the work of a Mitvim Institute task team.

In the second issue of our 20th volume, the critical diplomatic roles from grassroots advocacy to international negotiations are explored. Nahla Valji and Pablo Castillo open this issue, arguing for the importance, and ultimate necessity, of gender parity for the success of the United Nations’ peace and security efforts. This article discusses the great need for gender parity both within the UN system as well as within its advocacy on the ground. Following, Tanya Ansahta Garnett and Kari Øygard offer a case study on women’s roles in peacebuilding and civic engagement in post-conflict Liberia. They discuss whether or not women’s participation and representation is an effective strategy towards meaningful long-term change. Lina Abirafeh then examines the widespread issue of genderbased violence in the Arab region by outlining several case studies. Abirafeh then considers how it continues to withhold women’s political and legal progress in the region. Changing gears, Catherine Tinker and Renata Koch Alvarenga then survey the successes and continued drawbacks to gender equality in climate finance, offering a call to action for quicker implementation of a genderresponsive approach to mitigating the effects of climate change. Rachel Clement and Lyric Thompson conclude this issue by discussing the theory behind a feminist foreign policy and what it will take to move beyond the definition to a comprehensively feminist approach to foreign policy that is engrained in all sectors of diplomacy while also elevating traditionally unheard voices.

The Arab region is a diverse grouping of 22 countries in the Middle East and North Africa. Despite a range of economic, political, and security configurations, the one commonality is the region’s poor standing in terms of gender equality, ranking lowest in the world on both the 2018 Global Gender Gap Report and the Women, Peace, and Security Index.1 The World Economic Forum (WEF) found that, despite progress in closing the gender gap across the region in 2018, it nonetheless remains the world’s least gender-equal region.2 It will take the Middle East and North African economies “153 years to close the gender gap at the current rate of change,” the report stated.3 While Tunisia topped the region for gender equality, ranking 119 globally; the UAE ranked 121 with the gender gap closed at 64.2 percent;4 Saudi Arabia ranked 141 with a 59 percent gender gap rate, showing “modest progress,” with improvement in wage equality and women’s labor force participation; and Lebanon ranks third to last in the region, ahead of only Syria and Yemen. As such, social indicators are not promising – and not progressing. Patriarchal societies, growing conservative movements, and lack of political will to advance and achieve gender equality together are building a foundation to foment a backlash against women’s rights and freedoms. Gender inequality exists in many forms and can be found in the realms of health, education, economics, and politics. However, gender-based violence remains the most egregious manifestation of inequality and entrenched patriarchy in the region. No country is immune to gender-based violence; one in three women and girls worldwide will experience some form of gender-based violence in their lifetime.5 The Arab region is no exception. Ending gender-based violence has proved to be an intractable human rights challenge partially due to its prevalence across all socio-economic and cultural groups. This violence takes many forms – sexual, physical, emotional and economic. Globally, intimate partner violence is the most common form of gender-based violence.6 Labeling gender-based violence when it occurs remains a challenge. An inability to identify it makes it extremely difficult to legislate against and eradicate. For instance, in many countries worldwide, sexual harassment, marital rape, and coerced sex are not considered violence. This is not to mention verbal harassment, which is also not considered a violation of women’s rights and bodily integrity.

Since 9/11 the United States has struggled with how to respond to the challenges posed by ungoverned spaces in the Middle East, from which terrorist attacks and destabilizing mass refugee flows emanate. The collapse of state authority in Iraq, Syria, Yemen, and Libya has created security vacuums that extremist groups such as the Islamic State of Iraq and Syria (ISIS) and al Qaeda have used to develop local presence, to organize, and eventually to conduct attacks both inside these countries as well as in Europe and the United States. Meanwhile, the refugee flows that have resulted from these conflicts have put tremendous pressure on neighboring countries and also caused a massive wave of refugees into Europe. The question facing the United States and other Western allies is how to deal with these challenges without getting sucked into complex and costly civil wars that the United States has little ability to end on its own. Full-scale American-led counterinsurgency, stabilization campaigns, or other resource-intensive nation-shaping interventions attempted in Afghanistan and Iraq have proven to be unsustainable models given the high costs, indecisive outcomes, and lack of political support at home. However, completely withdrawing U.S. forces and counting purely on intelligence collection to monitor threats and local partners to address them has been ineffective, as this approach leaves the United States vulnerable to attacks. The most successful effort the United States has launched to deal with these challenges in recent years has been the counter-ISIS campaign in Iraq and Syria, where it has succeeded in protecting U.S. interests at a reasonable cost by working “By, With, and Through” local actors. Improving the performance of local governments, local administration, village councils, and municipalities in Arab conflict zones face a set of challenges. The most prominent among these challenges are the continued internal armed conflicts with regional dimensions, strengthening the legitimacy of certain political regimes, power struggle between central and local governments, growing partisan and political disputes, severe destruction in areas controlled by terrorist organizations, and the growing fiscal deficits of local councils. On one hand, the fiscal deficits have increased amid a low level of donor support, poor development of councils’ resources, and the enduring conflict between the legitimate government and armed militias. The influx of irregular migrants have also imposed a double burden on already overstretched local bodies.

This study examines shifts in governmental religion policy and societal discrimination against religious minorities in Muslim-majority states after the Arab Uprisings by using the Religion and State round 3 (RAS3) dataset for the years 2009-2014 and by focusing on 49 Muslim-majority countries and territories. We build on threads of literature on religious pluralism in transitional societies to explain the changes in governmental religion policy and societal discrimination against religious minorities after the Arab Uprisings. This literature predicts a rise in all forms of discrimination in Arab Uprising states as compared to other Muslim-majority states, and an even more significant rise in societal religious discrimination since societal behavior can change more quickly than government policy, especially at times of transition. The results partially conform to these predictions. There was no significant difference in the shifts in governmental religion policy between Arab Uprising and other Muslim-majority states, but societal religious discrimination increased substantially in Arab Uprising states as compared to non-Arab Uprising states. Understanding the nature of religion policies and religious discrimination provides further opportunities to unveil the dynamics of regional politics as well as conflict prevention in the region.

The paper begins with a review of the stages of Syrian emigration to the Arab oil-producing countries, before and after the outbreak of the Syrian revolution, as well as the trends of Syrian emigration to the Gulf states, and size of Syrian immigrant communities in each. Despite the lack of sources on the number of Syrians in these countries, and the lack of accuracy of the sources that are available, the paper estimates the number of Syrians in these countries at fewer than 600,000 immigrants in 2011. The figure rose to between one million and 1.5 million across years of conflict. About 14% of these work in the top professions, and 11% as specialists and technicians. The study also examines the characteristics of the Syrian emigration to the Gulf states (the temporary nature of the immigration, the difficulty of organization, and having to work in other areas of specialties than their own, etc.). The study concludes with the presentation of the most important results of a questionnaire in which seven Syrian elites took part.

Inspired by a seventh-century model, a new “souq” at CCAS brings together thinkers and scholars to discuss current regional events within their historical and global context. During the fall semester, the CCAS launched a new roundtable discussion series called “Souq Al-Fikr”, meaning “marketplace of ideas.” The title of the monthly series is a play on the name “Souq Okaz”, a market in what is current-day Saudi Arabia where Arab leaders from across the peninsula gathered during the sixth, seventh, and eighth centuries to discuss politics and culture, and—most famously—to host poetry competitions. Although many important historical developments can be traced to Souq Okaz, one of the most notable is the formalization of the rules of Arabic grammar and syntax.

The EU holds regular summit meetings with key partner countries such as the US, China and India and with various regions, notably Africa, Latin America and Asia. But there is one major region that has been conspicuous by its absence from the summit agenda. I refer, of course, to the Arab world, which is an odd omission to say the least, given the host of common challenges that preoccupy both the EU and this region. For years, a number of EU member states, and virtually all those on the Arab side, have pushed for such a meeting, or at least did not obstruct it, but it was only last December at the EU-Arab League Foreign Ministers’ Cairo meeting that a consensus in favour of a summit was found, and a commitment made to “work towards” it. Since then, the idea has been endorsed by the LAS (League of Arab States) annual summit, and there have been some working-level exchanges, with a date sometime next year in mind. But preparations have yet to get underway. Without greater impetus now, there is little chance of it taking place in 2018, given the lead time needed to ensure that the 50 countries involved (28 plus institutions on the EU side and the 22 Arab League member states) are properly represented at Head of State and/or Government level. Why the delay? Clearly, new schisms have appeared in recent months on the Arab side, namely the crisis over Qatar, which affects both the GCC (Gulf Cooperation Council) countries and most of the rest of the LAS, which is split on the Saudi-led initiative to isolate Doha. There may also be some doubts on the EU side about the prospects for a good turnout, given ‘summit fatigue’ and domestic distractions such as Brexit. And it certainly won’t be easy for either side to come up with meaningful political messages on the most important issues, and there is a risk that it will degenerate into a talking shop, albeit an elevated one.

This first paper in the DCAF-STRATIM paper series by Suat Kiniklioglu analyses the development of Turkey's policy towards Syria since the start of the Arab Uprisings. It illustrates the factors which contributed to the shift in Ankara's foreign policy focus towards Syria; from its role as the strongest advocate for regime change, to the sole focus on the prevention of a Kurdish consolidated geographical and political entity in Syria. The author describes how Recep Tayyip Erdoǧan and Ahmed Davutoǧlu saw the Arab Uprisings as a unique Turkish moment that could allow the country to regain its long-lost international grandeur. Ankara detected that the Muslim Brotherhood was on the rise in the region. In Tunisia, the Ennahda Movement; in Egypt, the Muslim Brotherhood (Ikhvan); and in many other Middle Eastern countries - including Syria - Ikhvan-affiliated movements were on the march.€ The author concludes that, contrasting with the initial enthusi­asm about a "Turkish Moment" when the Arab Uprisings erupted, Ankara will have to settle, it seems, for a much more modest outcome than originally envisaged in 2011.

In this fifth year anniversary of the Arab revolts or “Arab Spring,” we might ask ourselves “what has changed in the region?” Given the conflicts raging in the Arab world as we speak, many have concluded that the revolts failed, or that rather than bringing “progress” they have pushed us back—entrenching authoritarianism, displacing millions, exacerbating sectarian differences, etc. But such conclusions reflect a short view of history and a truncated understanding of change. Oh, I just loved The Kite Runner,” people in North America sometimes tell me when I explain what my research is about: the translation and circulation of Arabic novels in English. In these cases, the individuals, who are not usually scholars or students of Arabic or the Arab world, go on to explain how much they enjoyed Khaled Hosseini’s novel, how they felt it helped them to learn about life in Afghanistan and what it was like to grow up there. In some ways, The Kite Runner is quite far from my research topic, given that the novel was written in English, was not translated from any language, and that the author had been living in the United States for decades prior to writing it. Not to mention that Arabic is not the language of Afghanistan, and although it is part of the Muslim world, Afghanistan is not generally considered part of the Arab world. Thus, linking Afghani literature with literature of the Arab world may rely on collapsing regional, linguistic, and cultural differences under the undifferentiated sign of Islam.

Reflections on the problem of sectarianism in the wake of the Arab Revolutions from CCAS’ inaugural American Druze Foundation Postdoctoral Fellow. Why has Sunni-Shi’i sectarianism become the leading issue of debate in Middle East politics over the last few years? Led by rival Sunni and Shi’i theocracies, Saudi Arabia and Iran respectively, the region seems to have fallen into opposing camps in a sectarian cold war. Along the fault-lines in Iraq, Syria, Yemen, and Bahrain, Sunnis and Shi’is are fighting for supremacy, backed and incited by coreligionists across the region. The Middle East is in a lamentable state, but this is not— despite what we are increasingly told by news media and political leaders—its natural state. The Middle East’s problems are not “rooted in conflicts that date back millennia,” the excuse President Obama used to explain away foreign policy failures in his final State of the Union address. Phrases like “ancient conflict” or “deep-rooted hatreds”—heard more and more commonly—do not explain the actions of our contemporaries in the Middle East any more than they do yours or mine. And they certainly don’t explain why sectarianism, which emerged as a central feature of regional politics only in the past decade, is so new.

After four years of being unable to travel to see my home and family in Damascus during what Syrians refer to as “The Crisis,” I am now visiting them for the third time in recent months. The political chaos that swept the country between 2011 and 2015 created high levels of uncertainty about who might be perceived as a threat to the regime, while the deteriorating security conditions elevated the risk of kidnapping and blackmailing. Although for an outsider, the situation does not seem to have become any safer, Syrians, particularly in Damascus, have learned to adapt to the current situation and find a sense of stability in the chaos.

The number of people in need as a result of the conflict in Syria continues to rise, but the international aid response has failed to keep up. The donor conference in London on 4 February 2016 is another opportunity to reverse that trend and put Syrian civilians first. Oxfam is calling for rich states to commit to fully funding this year’s Syria crisis response appeal and to resettle 10 percent of all registered Syrian refugees by the end of 2016. Oxfam has developed indicators to determine the fair level of commitment that each wealthy country should make to the appeals in 2016 to alleviate the suffering of those affected by the Syria crisis.

Proliferation and intensification of coercive force in the Arab world since 2011, combined with apparent decay of Arab states, seems at first glance to run counter to the implicit predictions of two relevant bodies of literature. The modernization school, which emerged as Arab states were becoming independent in the 1950s, held that Arab militaries were state builders—mobilizing, integrating, and organizing their societies to face development challenges, including that of inter-state war. More or less simultaneously, European-focused historical sociology, led by Charles Tilly, made the case that war making, requiring as it does increased domestic extraction coupled with subordination to central authority of internal rivals, was the engine of state making. And indeed, the historical trajectory of the Arab world for some half a century up until 2011 seemed to substantiate both views, as militaries and states grew in tandem under the ever present threat of war.

The term “post-colonial” has presented a seminal problem for historians of the 20th century Middle East. As this essay will detail, debates over the term have provided an important axis around which discussions of political identity revolve. Following World War Two European power in the Middle East crumbled and a number of post-colonial states emerged. These states often justified their existence in terms of ideologies that were tied to specific post-colonial, political identities. Endless debates have occurred over how much emphasis to put on the post-colonial nature of these states and their political identities. In this essay, I will discuss whether a state’s status as post-colonial matters. If so, how? And what are the consequences? Following a general discussion of debates over post-colonialism, will look more closely at three case studies: Egypt, Iraq, and Iran.

Abstract:
In the 11 months since President Barack Obama committed the United States to “degrade and ultimately destroy” the so-called Islamic State of Iraq and al Sham (ISIS), the group has expanded its international reach, metastasized to form offshoots across multiple regions, and increased its perceived momentum. Although U.S. government officials cite a reduction in the overall size of the group’s sanctuary in Iraq and Syria and the killing of thousands of ISIS fighters, the fall of Ramadi and much of Anbar province to the Islamic State served as a wakeup call that current efforts to counter ISIS are not adequate to the task.2 Meanwhile, the threat posed by the terrorist group to Americans at home and abroad appears to be growing as ISIS-inspired individuals conduct attacks targeting Westerners around the globe, including here in the United States.

The Yemen conflict has had a catastrophic effect on its people, with specific impacts on already-vulnerable women and girls. But political talks about Yemen’s future have almost exclusively been conducted by male politicians and combatants. This contrasts with the 2011 uprising, when women helped set Yemen on a path towards political reform. However, the 2011 peace initiative which followed the uprising lacked inclusivity and proved to be unsustainable. The forthcoming talks about Yemen’s future must not repeat these flaws. Ensuring women have a meaningful voice in the peace process increases the likelihood that its outcomes benefit the majority of Yemenis and enjoy their support.

As a member of the Council of American Ambassadors, I have written before in CAA publications on Syria and radicalism in the Levant—once in September of 2013,1 and again in September of 2014.2 Nearly a year later, I am disheartened to see that US leadership continues to be timid in its struggle with the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) and Syria, in spite of our warnings and prediction that if the United States didn’t define and lead the effort in this fight, radical elements would take over against our interests. This didn’t have to be the case and doesn’t have to be in the future. However, the problem cannot simply be wished away and we can’t wait two long years for a new administration to take action.

Change is many things if not inevitable. It has become a pervasive part of everyday life, yet it defies description or analysis at its most basic level. While many see change as destructive, its presence means that people must continually evolve, adapt, and innovate to meet tomorrow’s challenges. This issue of the Marine Corps University Journal highlights the concept of change in all its forms. Even as recent regional events in the Middle East have challenged the individual governments of the Gulf Cooperation Council, the United Arab Emirates (UAE), Qatar, and Saudi Arabia have been the most active in reshaping their existence in the wake of the Arab uprisings. In this issue’s lead article, Christopher Steinitz and William McCants posit that, for the United States, understanding the goals and motivations of these Gulf states remains key to effective international relations. At the regional level, Gulf states are in accord on the need to prevent instability even as their perspectives on the most dangerous threats vary as developments occur. At the global level, Gulf states hope to internationalize the security of the region by keeping the United States engaged and active in the area. While the UAE, Qatar, and Saudi Arabia are similar in many ways—particularly in their heritage, culture, language, political systems, and economies—their differences highlight the disparity of their goals, strategies, and approaches to foreign policies. While the United States should endeavor to avoid appearing biased toward a single Gulf state, it should actively support a common purpose with its allies for Syria and Egypt. Appearances suggest, however, that the issues with these two Arab states will not end until the UAE, Qatar, and Saudi Arabia move in the same direction.

The self-proclaimed Islamic State is a hybrid jihadist group with a declared goal of establishing a “lasting and expanding” caliphate. Its strategy for survival and growth blends military, political, social, and economic components. Yet the U.S.-led international intervention against it has largely been limited to air strikes. The Norwegian Nobel Committee awarded the Tunisian National Dialogue Quartet, a civil society group comprising the Tunisian General Labor Union; the Tunisian Union of Industry, Trade, and Handicrafts; the Tunisian Human Rights League; and the Tunisian Order of Lawyers the 2015 Nobel Peace Prize on Friday, October 9, 2015 "for its decisive contribution to the building of a pluralistic democracy in Tunisia." In a new Atlantic Council Issue Brief, "Tunisia: The Last Arab Spring Country," Atlantic Council Rafik Hariri Center for the Middle East Senior Fellows Mohsin Khan and Karim Mezran survey the successes of Tunisia's consensus-based transition and the challenges that lie ahead. "The decision to award this year's Nobel Peace Prize to Tunisia's National Dialogue Quartet is an extremely important recognition of the efforts made by Tunisian civil society and Tunisia's political elite to reach a consensus on keeping the country firmly on the path to democratization and transition to a pluralist system," says Mezran. With the overthrow of the authoritarian regime of President Zine El Abedine Ben Ali in 2011, Tunisia embarked on a process of democratization widely regarded as an example for transitions in the region. The National Dialogue Conference facilitated by the Quartet helped Tunisia avert the risk of plunging into civil war and paved the way for a consensus agreement on Tunisia's new constitution, adopted in January 2014. In the brief, the authors warn that despite political successes, Tunisia is hampered by the absence of economic reforms. Facing the loss of tourism and investment following two terror attacks, Tunisia's economy risks collapse, endangering all of the painstaking political progress gained thus far. Unless the Tunisian government moves rapidly to turn the economy around, Tunisia risks unraveling its fragile transition.

Religion was a pillar of pre-modern political identity in the Middle East, arising out of Muslims’ understanding of Islam’s foundational moment and state institutions that developed with the spread of Islamic Empire. Beginning at the turn of the 19th century, European colonial powers and indigenous reformers questioned the centrality of religious identity; instead, it was to be the nation that defined the political community. Since then, the nationalist project has permeated 20th century ideological conflicts in the region, equally shaping the claims of secularists and Islamists. Today, advocates of religious change refer back to early Islamic history as they seek to place religious over national identity, yet they, like their competitors, are unmistakably shaped by the secular nationalist project.

The 26th Arab League Summit, held in Sharm el-Sheikh, Egypt, came amidst a series of divisive crises in the Middle East and North African region: in Yemen, a Saudi Arabian-led coalition initiated a campaign of airstrikes to counter the advance of the Houthi rebellion; in Libya, a multiparty civil war continues between rival governments and Islamist-oriented groups; in Syria, the civil war enters its fifth year, prolonging the conflict and adding more parties; and in Iraq, the government leads an offensive against the Islamic State in Iraq and Syria (ISIS), to regain territory which was seized by the group in the Summer of 2014. Meanwhile, Iran also has an alleged role in the crises in Yemen, Iraq, and Syria, which was referenced during the Summit. In addition to these issues, the agenda of the Arab League Summit also aimed to monitor the implementation of past recommendations, express support for Palestine and Somalia, and discuss ways to combat extremist groups.

The 2011 popular uprisings in the Arab world brought much hope that democratic change was dawning. Five years later authoritarianism, exclusive ethno-nationalism and extreme ideologies dominate the region. Fair-minded normalcy in Iraq, Syria, Yemen and tribal Libya, and in the region as a whole, is beyond reach in any foreseeable future because democratic transformation requires profound behavioural changes by the protagonists. The question then is whether there is anything that Western countries can do on a human scale to alleviate the suffering generated by this tragic situation. A realistic and pragmatic approach, governed by our capabilities, is a sine qua non. If we content ourselves with limited goals, as with supporting states at risk and refugee relief, we may just salvage something. Disempowering cult behaviour is beyond the art of the possible.

We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. On the occasion of the Annual Summit of the Strategic Studies Network (Bangkok, 23-25 February 2014), several EuroMeSCo researchers participated in the kick off meeting of the Working Group “The Arab Spring in Comparative Perspective”. This group, lead by the European Institute of the Mediterranean (IEMed) will involve over 20 EuroMeSCo researchers, who will work throughout the year with the aim of publishing a joint volume on comparative perspectives of the transitions in the Arab world. The Working Group is structured around two main blocks: “Internal changes in transition processes: What priorities?” and “External actors and regional integration”. It consists of a total of 6 working packages, each of them lead by two EuroMeSCo researchers. The topics to be explored are: State building processes and reforms, security sector reform, the role of religion in transitional processes, socio-economic reforms, the role of the European Union in supporting democratic transitions in the Southern Mediterranean and regional integration.

Coalition airstrikes are intended to blunt the momentum of the self-declared Islamic State (IS) and provide time for a popular Sunni uprising that might never happen given the understandable lack of trust among all sides The Sunni Awakening that helped diminish the precursor group to IS in 2006-2009 is the successful outlier in Iraq's history of tragic uprisings; and it will not likely be replicated since the conditions that allowed it to succeed no longer exist To that end, one of the foundational assumptions of the effort to dismantle IS-that the Sunni tribes will soon rise up and oppose IS in a second Awakening-is built on uncertain ground Sunni tribal leaders realize there won't be anything near 2007-levels of support (material, financial, training) if they oppose IS en masse, and after gaining next to nothing politically after the first Awakening, there is no trust in a different outcome for any second Awakening Reports of a failed Sunni uprising in eastern Syria are additional disincentives for both Syrian and Iraqi Sunni populations to fight IS, and additional incentive to wait and see what external factors will emerge to change the status quo.

With apparent heavy losses in Kobani, Syria, the so-called Islamic State (IS) is stepping up efforts to ignite the one fight it wants above all: a full sectarian war with Iraq's Shi'a population IS will likely accept serious losses, as long as it can claim to be the Sunni extremist vanguard in the fight against the Shi'a; this means the group will focus on high-profile and high-casualty attacks against Shi'a symbols and populations With the February 2006 bombing the 'Golden Mosque' in Samarra, Abu Mus'ab al-Zarqawi finally got the fight he was looking for against the Shi'a and in doing so moved the IS precursor group AQI further up the list of the most feared and capable Iraqi extremist groups The new government of Prime Minister Haydar al-Abadi will be pressured to overreact to IS attacks and to let loose the Shi'a militia that battled with both Sunni extremists and innocents alike eight years ago; a heavy-handed sectarian response will be a disaster for the country, even if it is asking a great deal for those being attacked to show restraint.

Wael B. Hallaq boldly argues that the "Islamic state," judged by any standard definition of what the modern state represents, is both impossible and inherently self-contradictory. Comparing the legal, political, moral, and constitutional histories of premodern Islam and Euro-America, he finds the adoption and practice of the modern state to be highly problematic for modern Muslims. He also critiques more expansively modernity's moral predicament, which renders impossible any project resting solely on ethical foundations. The modern state not only suffers from serious legal, political, and constitutional issues, Hallaq argues, but also, by its very nature, fashions a subject inconsistent with what it means to be, or to live as, a Muslim. By Islamic standards, the state's technologies of the self are severely lacking in moral substance, and today's Islamic state, as Hallaq shows, has done little to advance an acceptable form of genuine Shari'a governance. The Islamists' constitutional battles in Egypt and Pakistan, the Islamic legal and political failures of the Iranian Revolution, and similar disappointments underscore this fact. Nevertheless, the state remains the favored template of the Islamists and the ulama (Muslim clergymen). Providing Muslims with a path toward realizing the good life, Hallaq turns to the rich moral resources of Islamic history. Along the way, he proves political and other "crises of Islam" are not unique to the Islamic world nor to the Muslim religion. These crises are integral to the modern condition of both East and West, and by acknowledging these parallels, Muslims can engage more productively with their Western counterparts.

Impelled by one thousand years of anti-Muslim ideas and images, the West has failed to engage in any meaningful or productive way with the world of Islam. Formulated in the medieval halls of the Roman Curia and courts of the European Crusaders and perfected in the newsrooms of Fox News and CNN, this anti-Islamic discourse determines what can and cannot be said about Muslims and their religion, trapping the West in a dangerous, dead-end politics that it cannot afford. In Islam Through Western Eyes, Jonathan Lyons unpacks Western habits of thinking and writing about Islam, conducting a careful analysis of the West's grand totalizing narrative across one thousand years of history. The conference organized jointly by the Finnish Institute of International Affairs, the Tampere Peace Research Institute and the EuroMeSCo research network sought to contextualize the on-going transition processes in the Arab world and to share Nordic experiences and models of democratic governance with countries in transition. To this end the conference considered the potential role of the “Nordic model” as a template and comparator for change in the Arab world and reflected on possible avenues of dialogue and cooperation between the Nordic and Arab countries. The conference also highlighted the need for greater attention and analysis of the problems and issues involved in regional transition processes amongst Nordic countries.

By consulting the work of well-known and obscure al-Qaeda theoreticians, Michael W. S. Ryan finds jihadist terrorism strategy has more in common with the principles of Maoist guerrilla warfare than mainstream Islam. Encouraging strategists and researchers to devote greater attention to jihadi ideas rather than jihadist military operations, Ryan builds an effective framework for analyzing al-Qaeda's plans against America and constructs a compelling counternarrative to the West's supposed "war on Islam." Ryan examines the Salafist roots of al-Qaeda ideology and the contributions of its most famous founders, Osama Bin Laden and Ayman al-Zawahiri, in a political-military context. He also reads the Arabic-language works of lesser known theoreticians who have played an instrumental role in framing al-Qaeda's so-called war of the oppressed. These authors readily cite the guerrilla strategies of Mao, Che Guevara, and the mastermind of the Vietnam War, General Giap. They also incorporate the arguments of American theorists writing on "fourth-generation warfare." Through these texts, readers experience events as insiders see them, and by concentrating on the activities and pronouncements of al-Qaeda's thought leaders, especially in Yemen, they discern the direct link between al-Qaeda's tactics and trends in anti-U.S. terrorism. Ryan shows al-Qaeda's political-military strategy to be a revolutionary and largely secular departure from the classic Muslim conception of jihad, adding invaluable dimensions to the operational, psychological, and informational strategies already deployed by America's military in the region.
