2. The Woman Suffrage Movement in America: A Reassessment, Corrine M. McConnaughy

Abstract:: Previously, women's historians have endeavored to keep women central in the story of personal politics. Corrine M. McConnaughy, however, focuses on the inner workings of state legislatures that have had the most power to define the electorate, and shows that analysis of partisan politics in state legislatures fills the gaps in previous histories without pushing women out of women's history. Women's ability to build coalitions with groups outside of their initial identity group, which took considerable effort, began to bear fruit by the early 1900s. She describes two scenarios under which male state legislators considered expanding the voter base to include women: strategic enfranchisement and programmatic enfranchisement. The former implied that a major political party would find it advantageous to add women voters to the rolls. Abstract:: At this 60th Anniversary of Brown v. Board of Education, Jeffrey D. Hockett offers us a new interpretation of the dilemmas, debates, and deliberations that members of the Court engaged in on their way to this decision. Hockett challenges conceptualizations of the decision in Brown as emerging purely from any one set of motives and that it can be analyzed through only one theoretical or methodological lens. Instead, he argues through painstaking review of the discussions between the justices about the case and early drafts of opinions that different justices were swayed by different arguments, took into account different considerations, and made different compromises. Abstract:: In the past three decades, Chinese Iranian and Middle East Studies have become more and more systematic, which is reflected not only in the great volume of publication, but also in the varied research methodologies and the increase in Iranian and Middle East academic journals. The development of Chinese Middle East studies have accelerated in particular after Arab Spring revolutions and the political changes in the Middle East (2000- 2013). Research institutes evolved from state-controlled propaganda offices into multi-dimensional academic and non-academic entities, including universities, research institutes, military institutions, government offices, overseas embassies and mass media. At the same time, publications evolved from providing an introduction and overview of Iran and Middle Eastern states to in-depth studies of Middle East politics and economics in three stages: beginnings (1949- 1978), growth (1979- 1999), and dealing with energy, religion, culture, society and security. The Middle East-related research programs' funding provided by provincial, ministerial and national authorities have increased and the quality of research has greatly improved. And finally, China has established, as well as joined, various academic institutions and NGOs, such as the Chinese Middle East Studies Association (CMESA), the Asian Middle East Studies Association (AMESA) and the Arabic Literature Studies Association (ALSA). However, Chinese Middle East Studies remain underdeveloped, both in comparison with China's American, European, and Japanese studies at home, and with Middle East studies in the West.

Abstract:: Secularism and Religion-Making Recent scholarship in the sociology of religion has produced fresh perspectives on the understanding of religion and its inter-relationships with society. Largely influenced by post-structuralist social theory, these new perspectives call for a re-evaluation of existing theoretical and methodological approaches as well as empirical analyses, as reflected in the oft-used terms to describe their projects, including “rethinking,” “imagining” religion and its “invention” and “manufacturing” a là “invention of tradition”. The term “religion-making” is one such concept that questions the traditional ways of studying religion (and its constitutive other, secularism). It refers to the reification by political and intellectual actors (with different motivations) of a religion (its beliefs and practices/rituals) based on certain taken-for-granted (binary) concepts, such as the religious/secular divide, within the discursive field of world religions. The collection of articles edited by Markus Dressler and Arvind-Pal Mandair brings together eleven theoretically-informed and empirically-focused studies on religion-making in different socio-historical contexts. It fits nicely, and contributes to, the above-mentioned recent trends in the sociology of religion and secularism. A strong trend within this scholarship is a critique of the “secular critique” of the Enlightenment-inspired secularization theory, which also implies a critical re-evaluation of the (secularist) notion of a clear-cut distinction between the religious and the secular. This is also a common theme among the articles brought together in this edited volume: each study questions from a post-structuralist angle (but focusing on a different aspect of) the assumption of the 'boundedness' of “religion” and “secularism” and their opposition to one another. The theoretical aim of the volume, according to the editors, is to problematize this dichotomous assumption and demonstrate instead the codependency of “secular” and “religious” discourses. Its empirical aim is to “examine the consequences of the colonial and postcolonial adoption of Western-style objectifications of religion and … the secular, by non-Western elites” (p. 3), but it also contains cases of Western actors. Moreover, the editors' lengthy Introduction contains a useful discussion on the philosophical foundations (from Kant to Heidegger, from Hume to Hegel) and current manifestations (in Taylor, Habermas etc.) of the epistemological hegemony of the religious/secular dichotomy and of the “universalization” of the concept of religion out of Western Christianity. The analyses contained in the volume address the processes of religion-making at three different levels. First, “religion-making from above” refers to the discursive strategy of reifying religion(s) from powerful positions rendering them an instrument of governmentality. This is often undertaken by nation-states in their efforts to reframe existing religious traditions in a docile manner. As the editors note, this strategy is also applied by individual political actors, intellectuals and NGOs, as exemplified by the famous American think-tank RAND Corporation's call for “rebuilding Islam” in a manner that would not constitute a threat to American interests worldwide. The same advice was reiterated in 2004 by Daniel Pipes, a member of the Zionist lobby in the US who was close to the Bush administration, who argued that the ultimate goal of “the war on terror” was “religion-building,” implying the neocon elites' desire to “civilize Islam” (p. 22). These examples show not only the fact that the notion of religion-making from above is extremely relevant to current global geo-politics but also a paradigmatic symptom of the secular-liberal hegemony over religion in Western imagination: all religious traditions are encouraged and/or forced to “fit in” the existing socio-political structures in the form of “protestantization” –i.e. becoming an a-political, “modernized”/secularized and docile religion with no agenda for change in the status quo. Therefore, this hegemonic secular discourse does not so much aim to cleanse the public sphere and politics from religion as to make the latter fit in with the existing system and, if possible, function as a source of legitimization for hegemonic powers.

Bush in seeking to combat the war on terror, followed by President Barack Obama's efforts in attempting to overcome Congressional inaction by pursuing major policy initiatives through executive order, have again brought into focus the question of whether presi¬dential power has expanded to the point where, in Arthur Schlesinger's famous coinage, the United States now has an Imperial Presidency. To hear some tell the story, Presidents Bush and Obama have taken presidential power to new heights, thereby endangering constitutional limits on separation of powers. To hear others, the actions of these presidents have been fully consonant with those of their predecessors and present no new threat to the constitutional system of checks and balances.

Henig's central theme is that local, single‐purpose governance-a hallmark that has made education "exceptional" by comparison to other realms of public policy-has been giving way to general-purpose governance, sometimes through mayoral control, but mainly through a shift to state and national decision arenas. With this ongoing shift in governance, he argues, education is being plunged into the same governance mix with other public policies, and this change has consequences for power, politics, and reform.

Abstract:: Undertaking research on the political economy of sanctions in Iran covers a wide area of study. In a research project, relevant data and key questions can be collected in order to organize them methodologically and write a book on this issue. In this article, within the conceptual framework of political economy, interactions of a few variables involved in the sanctions on Iran are studied. First, the article explores the immoral aspect and consequently illegal aspect of sanctions as an American policy tool to coerce Iran's behavior regarding its legal right of nuclear enrichment. Then the article sheds light on economic impacts of the sanctions through examples. It also discusses political impacts of the sanctions and practical experience of how Iranians tackle these restrictions. It finally proposes an alternative way to change this hostility dominated environment of the Iran-US relations. This article concludes that As sanctions remain over a prolonged period they tend to become even less effective in achieving their political objectives; the sanctioning countries consequently tend to impose additional, more extensive sanctions, which only promotes further radicalization in both the sanctioned and sanctioning countries. The only way to stop this vicious cycle is for both sides to negotiate in good faith and with open minds.

14. A People of War or Peace? Americans' Attitudes Towards the Use of Military Force Abroad in Terrorist and Conflict Situations

Abstract:: This exploratory research presents the results of a March 2011survey of a random sample of 217 adults on their attitudes towards the use of force as a foreign policy alternative. This research note examines the social characteristics of those people who are more or less likely to support intervening in hypothetical foreign conflicts in situations in which the United States' national interests may or may not be at stake. The research reported here was aimed at answering several questions including: are there some demographic groups who are more likely to support intervening in foreign conflicts even when U.S. national interests are not necessarily at stake? I find that dispositional preferences interact with opinion about the geopolitical situation to determine whether military force is an acceptable option. The survey incorporates various foreign pol icy and terrorist scenarios. Findings include the following: I support the findings of others in that Democrats, liberals, and women are less likely to support military force as a foreign policy option. Using multivariate regression analysis it was also found that certain respondent dispositions, such as "value placed on human life," were more likely to constrain policy preferences. I also find conflicting support for the casualty hypothesis. In general the more casualties mentioned in a scenario the les s likely Americans are to support the use of force, with a notable exception here among "hawks". I also find this is true for civilian casualties.

"Coming soon," the sign in the papered-over window reads, "Dunkin' Donuts." Hurried Washingtonians will soon be able to get their calorie fix for a tenth of the time and money spent. Maybe not so good for them in the long run, but John Maynard Keynes told us what happens in the long run. This, in miniature, is the choice the United States faces on energy and climate change. Fossil fuels are convenient, cheap, plentiful and, in the long run, deadly. Renewable energy-from the sun and the soil, the wind and the waves-is comparatively expensive, hard to produce and healthy. Mankind has chosen the cheap and plentiful path for the past two hundred years, burning coal, oil and gas and spewing the trash into the atmosphere. In May, the level of carbon dioxide in the atmosphere surpassed four hundred parts per million, the highest level in three million years. The planet teeters on the cusp of calamity. Science says it's time to switch to salads.

Abstract:: This article consists of a critical discourse that examines the meteoric rise of Barack Obama within the context of international and domestic race relations. The article explores the impact of American racism on domestic and foreign affairs, in addition to providing contrasting viewpoints on the significance of Obama's election to the presidency. The article utilises the Obama phenomenon to assess US perceptions of the North–South divide, race, ethnicity, religion and anti-Americanism, in addition to unpacking the controversy surrounding Rev. Jeremiah Wright's characterisations of American power. The Obama campaign's post-9/11 context will be used to ascertain whether conservative efforts to associate Obama with Islam represent a conservative backlash that represents an ethnocentric re-articulation related to race, religion and the War on Terror, followed by an assessment of whether the Obama phenomenon is indicative of the perfectibility of US democracy, which would justify the exportation of American values. The article will engage in an interdisciplinary discourse grounded in political science, history and IR to provide the depth of knowledge and theoretical competency to frame the discussion in a historical and contemporary context that acknowledges Obama's relevance to domestic and international politics.

Abstract:: This article addresses two questions. It begins by comparing the 2008 Democratic presidential nomination contest with the 1980s campaigns of Jesse Jackson. It examines the different background and personalities of Obama and Jackson, together with an analysis of what has changed in US political life in the intervening decades, in an attempt to understand why Obama succeeded where the earlier Jackson campaigns failed. The second part of the article analyses the subsequent general election with a view to determining whether Obama's defeat of John McCain should be seen as a result of a unique set of political circumstances, or evidence of the increasing irrelevance of race in US electoral politics. In particular, this discussion assesses the validity of the claims made by some commentators that Obama's victory marks the beginning of a new 'post-racial' era in American political life.

Abstract:: Imagine you are touring America—not its landscapes or buildings, but its intellect and soul. You have two guides. Both are practiced speakers who walk quickly from site to site, dazzle you with their commentary on a variety of subjects, and mix their personal views with statistical profiles. Such an experience awaits those who tour a dark facet of the history of American culture through two books: Richard Hofstadter's Anti-intellectualism in American Life and Susan Jacoby's The Age of American Unreason. Each author focuses on the social and political phenomenon of “anti-intellectualism.” For our purposes, that phenomenon may be defined as social and political opposition to the practice of applying broad abstractions—usually learned from philosophers—to social issues. The two authors maintain that the application of such abstractions by intellectuals poses a threat to the social and political ambitions of some individuals (creationists and populists being classic examples), provoking their antipathy toward both the intellectuals' ideas and the intellectuals themselves. The elder guide in this case is Hofstadter, a history professor writing in the late 1950s. His purpose is “to shed a little light on our cultural problems.” [W]hat I have done is merely to use the idea of anti-intellectualism as a device for looking at various aspects, hardly the most appealing, of American society and culture. Despite the fringes of documentation on many of its pages, this work is by no means a formal history but largely a personal book, whose factual details are organized and dominated by my views. (AAL, p. vii) The heart of Hofstadter's book is parts 2–5, which cover what Hofstadter considers to be the main homes of anti-intellectualism in America: religion, politics, business, and education. The order of the four core parts and of the discussions within each part is generally chronological. In the first of part 2's three chapters, “The Evangelical Spirit,” Hofstadter focuses on what he holds was the anti-intellectualism lurking in the culture at the time of our nation's founding: The American mind was shaped in the mold of early modern Protestantism. Religion was the first arena for American intellectual life, and thus the first arena for an anti-intellectual impulse. Anything that seriously diminished the role of rationality and learning in early American religion would later diminish its role in secular culture. The feeling that ideas should above all be made to work, the disdain for doctrine and for refinement in ideas, the subordination of men of ideas to men of emotional power or manipulative skill are hardly innovations of the twentieth century; they are inheritances from American Protestantism. (AAL, p. 55) This passage is typical of both the virtues and vices of our elder guide's style. It flows well and offers interesting observations, but at the end of the passage the objective reader must stop and ask himself, “What exactly did Hofstadter just say?” For example, readers might not understand (until later in the book) that “made to work” is an oblique reference to the anti-intellectual notion that ideas are acceptable only where they apply immediately to everyday concerns, that is, “practical” in a way that excludes theories and other forms of integration. From that nebulous opening, our tour guide proceeds to do what he does best, which is narrating a flow of events accompanied by specific dates as well as names of persons, places, and publications that conveyed the views of intellectuals and their foes, the anti-intellectuals. The core of the book is not a philosophical analysis of anti-intellectualism or a history of the idea of anti-intellectualism. It is a social history, specifically a history of the struggle between various social and political groups wherein one side attacks the other side's intellectualism—as when Christian fundamentalists rejected Darwin's scientific theory of evolution in favor of a direct reading of the Bible's account in Genesis…

25. Delivering on US Climate Finance Commitments

Abstract:: At the United Nations climate change conference in Copenhagen in 2009 and Cancun in 2010, the United States joined other developed countries in pledging to mobilize $100 billion in public and private sector funding to help developing countries reduce greenhouse gas emissions and adapt to a warmer world. With a challenging US fiscal outlook and the failure of cap-and-trade legislation in the US Congress, America's ability to meet this pledge is increasingly in doubt. This paper identifies, quantifies, and assesses the politics of a range of potential US sources of climate finance. It finds that raising new public funds for climate finance will be extremely challenging in the current fiscal environment and that many of the politically attractive alternatives are not realistically available absent a domestic cap-and-trade program or other regime for pricing carbon. Washington's best hope is to use limited public funds to leverage private sector investment through bilateral credit agencies and multilateral development banks.

26. The Case for Gridlock

Abstract:: In the wake of the 2010 elections, President Obama declared that voters did not give a mandate to gridlock. His statement reflects over a century of Progressive hostility to the inefficient and slow system of government created by the American Framers. Convinced that the government created by the Constitution frustrates their goals, Progressives have long sought ways around its checks and balances. Perhaps the most important of their methods is delegating power to administrative agencies, an arrangement that greatly transformed U.S. government during and after the New Deal. For generations, Progressives have supported the false premise that administrative action in the hands of experts will realize the public interest more effectively than the constitutional system and its multiple vetoes over policy changes. The political effect of empowering the administrative state has been quite different: it fosters policies that reflect the interests of those with well organized power. A large and growing body of evidence makes it clear that the public interest is most secure when governmental institutions are inefficient decisionmakers. An arrangement that brings diverse interests into a complex, sluggish decisionmaking process is generally unattractive to special interests. Gridlock also neutralizes some political benefits that producer groups and other well-heeled interests inherently enjoy. By fostering gridlock, the U.S. Constitution increases the likelihood that policies will reflect broad, unorganized interests instead of the interests of narrow, organized groups.

Abstract:: One possible outcome of the economic crash of 2008 was that the majority or mainstream members of a society would direct their anger and fear against the minority or marginal members of their society. Commentators on television or the radio would claim, "it's all the fault of the immigrants!" or "if we didn't hand over so much of our tax dollars to the poor, the economy would not have deteriorated so much," or "social benefits to African Americans [or German Turks] have distorted the housing market." Citizens would come to believe these assertions, politicians would echo them – and the upshot would be not only a deteriorating national and international economy but also increased hostility and fear among racial, ethnic, or nationality groups in a country. Social solidarity would decline, perhaps irrevocably.

Abstract:: Georgia is a multilingual and multi-ethnic society. A large number of minority languages are spoken in Georgia, including Abkhazian, Ossetian, Azeri, Armenian, Russian, Ukrainian, Kurmanji (Kurdish), Chechen (Kist), Ottoman Turkish, Pontic Greek, Syriac, Avar, Tsova-Tush and Udi. In addition, four distinct languages are spoken by the majority Georgian population -- Georgian, Megrelian, Svan and Laz -- although these are basically vernacular languages that are not normally written. According to Article 8 of the Georgian constitution, the official state language is Georgian, and in Abkhazia, also Abkhazian. Most minority languages are spoken only in certain regions of the country.

33. Internal Enforcement: The Political Economy of Immigration

Abstract:: Over the past several years, Americans have become more aware and more vocal regarding the number of illegal aliens who have taken up residence in the United States. While this issue—and a resolution of this issue—is still being debated, many have questioned why current enforcement efforts are so lax. The focus of this paper is on the government agency responsible for the enforcement of our immigration laws, and in particular how the actions of this agency are influenced by political interests. This paper fills a gap in the literature-to-date by examining the enforcement of immigration laws within the interior of the nation. While other studies put border enforcement efforts in a political framework, this analysis is the first, to the authors' knowledge, to place interior enforcement within the interest-group theory of government framework. Our findings indicate that pressure groups shape the pattern of enforcement that emerges. Despite polls that indicate a majority of Americans favoring stricter enforcement, government enforcement agencies charged with this responsibility apparently succumb to the wishes of those that matter most politically.

Abstract:: Turkish media frequently employ the term "White Turks" to describe the Turkish cultural elite. Although Turks are unfamiliar with American-style racial divides, the terms "black" and "white" are widely used to colorcode inequalities in Turkey. The common tendency to distinguish White Turks from Black Turks on the basis of wealth, however, fails to uncover the historical and cultural dynamics that gave rise to these two groups. This essay not only offers a necessary clarification of this popular heuristic device but also proposes a perspective for understanding the current standoff in Turkish politics between the governing Justice and Development Party (AKP, Adalet ve Kalkınma Partisi) and the secular establishment, with their distinct value systems and competing claims to modernity.

Abstract:: This article, based on a book published by SETA, looks at the attitudes of Turkish people towards what is conceived as the West and Western culture. While some polls suggest a deep anti-European and anti-American sentiment in Turkey with a clear opposition to Christianity as the religion of the West, the current survey suggests evidence to the contrary. Survey findings show that there is no anti-Westernism in Turkey based on religion, culture, or civilization. Perception of the West is fragmented and does not lend itself to easy categorizations. There is no animosity towards Christianity. In fact, most participants use a respectful and even venerable language when talking about the Christian religion. While most participants do not feel comfortable with the invasion of Turkish society by Western cultural products, they see no essential conflict between the core values of the two cultures. While the perception of Western religion, culture and civilization is mostly fragmented and reveals considerable diversity, Western politics is uniformly perceived as negative and hostile.

Abstract:: The recent closure case brought against the ruling Justice and Development Party is a direct assault on Turkey's democracy. For this reason, America should not lose the opportunity to swiftly and unequivocally repudiate the establishment's attempts to re-assert control over Turkish politics by undemocratic means. The lack of a concrete resolution on the part of the U.S. in regard to the case has already resulted in a credibility gap. Given America's emphasis on and interest in Turkey's democracy and attendant reform process, a simple re-affirmation of its commitment to citizen's choices in free and fair elections would send a powerful message to a country that is on edge. Instead, Turkey is left with 'friends' who lack credibility and resolve at the worst possible moment. If the ruling party and its leadership are banned from political life, not only will Turkey lose its credibility in the Middle East as the only indigenous Muslim-majority democracy, the United States will also lose credibility in the world theatre for failing to support democracy in Turkey.

The first of a generation of journalists who came to prominence through their personal weblogs, Yglesias now blogs professionally for the Center for American Progress. Heads in the Sand has all the virtues and flaws of the medium Yglesias helped pioneer. It tends toward bite-sized arguments and pith over substance, which leaves some of the chapters with a stapled-together feel. Heads in the Sand gives the impression of a Web journal read straight through, with an extremely thin set of foot-notes substituting for links. Nevertheless, the book is by and large excellent. It is full of wit and erudition, stringing together a series of incisive arguments about politics and foreign policy.

Abstract:: Among partisans of greenhouse gas emissions regulation, the Senate's failure to pass the Warner-Lieberman cap-and-trade bill is often attributed to rampant denial, fueled by diehard political conservatism, energy-company propaganda, and government suppression of evidence on global warming. If so, the solution to the problem is electoral change, exposure of the propaganda, and public education. However, public concern is already so widespread that even leaders of the Southern Baptist Convention have acknowledged the need for action. In this paper, I consider two additional forces that have stymied carbon emissions regulation in developing countries. The first is the perception that costly carbon regulation promoted by the rich will inflict an unjust burden on the poor. The second is hostility to taxation of critical fossil-fuel resources that were developed long before climate risk was identified. My econometric analysis suggests that these same forces have significantly affected senators' votes on Warner-Lieberman. By implication, Congress is not likely to approve cap-and-trade legislation unless Americans with below-median incomes are compensated for expected losses. My analysis supports recent proposals for direct distribution of emissions permit auction revenues to American families on an equal per-capita basis.

Abstract:: With the publication of Jeffrey Tulis's The Rhetorical Presidency, Woodrow Wilson's contribution to a major transformation in the American presidency—and in American politics—came to be recognized. But while Wilson believed that the danger of presidential demagoguery was overrated, forms of demagoguery that he underestimated have undermined the legitimacy of America's presidential democracy, in both its Wilsonian, plebiscitary form; and in the rule by decree to which presidents sometimes turn when their rhetoric does not suffice. The basic problem that Wilson overlooked is the mismatch between effective rhetoric and what can actually be accomplished, even by the most popular of presidents.

Abstract:: This paper reflects on the literature on courts and politics in Europe and the United States. US-American Political Science has dealt for over fifty years with the role of courts and judges as political actors, whereas this perspective has only recently emerged in Europe. The debates differ not only with regard to the number of articles written, but also with regard to their content. This paper discusses the different research perspectives that are being pursued on both sides of the Atlantic. While a major part of the US-American literature investigates the politics of judicial action and the politicization of the legal system, research on European courts confines itself to analyzing the effects of judicial action, often describing them in terms of juridification. Based on a review of the existing literature, this paper suggests that European scholars ought to take crucial assumptions of the US-American research tradition more seriously.

Abstract:: Drawing on results from a survey among members of the Muslim Brothers and the Wasat Party, Emad El- Din Shahin, Professor at the American University in Cairo and Harvard University, looks at changes in Egyptian political Islam and examines the views of mainstream Islamists of the European Union polices and initiatives in the Mediterranean. The discussion focuses on the Muslim Brothers, the country's main opposition force, and the Wasat Party, as purporting to represent an evolving Islamic centrist orientation. Despite their seemingly different orientations, the commonalities between the two groups regarding their views of the EU far outweigh their differences. Their shared Islamic frame of reference and a perceived inconsistency of EU policies in the region largely explain this similarity.

Abstract:: As Democrats took over the United States Congress in January 2007, many trade advocates trembled. Over the past decade, votes on trade liberalization had broken increasingly along partisan lines. Trade promotion authority (TPA)—indispensable for negotiating new trade agreements—passed by just one House vote in December 2001, with just 21 out of 210 Democrats in favor. In July 2006 the Central American Free Trade Agreement—Dominican Republic (CAFTA-DR) won by just two votes, with a minuscule 15 of 202 Democrats voting “aye.” By one accounting, voters in November 2006 had replaced 16 trade-friendly House Republicans (and five similar Senate Republicans) with tradeskeptical Democrats. No seats in either house moved in the free trade direction (Evenett and Meier 2006).

Abstract:: Since September 2001, federal budgets for national security have climbed more than 50 percent in real terms. Unfortunately, much of the added money reflects “business as usual” rather than programs aimed at making the nation safer from today's threats. Compared with past decades, national security spending makes up a relatively small share of the U.S. economy. Nevertheless, with the federal debt growing rapidly and as large numbers of baby boomers approach retirement age, many observers expect future federal budgets to be tight. This article examines broad changes in national security budgets since September 2001. It first reviews the three categories of federal spending for national security. Abstract:: Kennan's thinking and policy prescriptions evolved quickly from the time he wrote the “Long Telegram” in February 1946 until the time he delivered the Walgreen Lectures at the University of Chicago in 1950. His initial emphasis was on the assessment of the Soviet threat. With new documents from the Soviet archives, we can see that the “Long Telegram” and the “Mr. X” article contained both brilliant insights and glaring omissions. After he was appointed by Secretary of State George C. Marshall to head the newly formed Policy Planning Staff, Kennan's thinking evolved from a focus on threat assessment to an emphasis on interests. Believing that the Soviet threat was political and ideological, and not military, Kennan stressed the importance of reconstructing Western Europe and rebuilding western Germany and Japan. The key task was to prevent the Kremlin from gaining a preponderance of power in Eurasia. Kennan always believed that containment was a prelude to rollback and that the Soviet Union could be maneuvered back to its prewar borders. Eventually, the behavior of the Kremlin would mellow and its attitudes toward international relations would change. The United States needed to negotiate from strength, but the object of strength was, in fact, to negotiate—and compromise. It was important for the United States to avoid overweening commitments. American insecurity stemmed from a mistaken emphasis on legalism and moralism. The United States could not transform the world and should not seek to do so. Goals needed to be modest, linked to interests, and pursued systematically. Kennan would have nothing but disdain for a policy based on notions of a “democratic peace.” But the empirical evidence of social scientists cannot be ignored. Should the pursuit of democracy no longer be seen as a value, but conceived of as an interest?

Abstract:: On September 20, amid reports of al-Qaeda plots against local American targets, the people of the strategically important but impoverished Arabian Peninsula state of Yemen go to the polls to elect a president. The president will not be new -- the incumbent Ali Abdullah Saleh, who has been in power for twenty-eight years, is expected to be reelected. Apart from last-minute doubts about the poll caused by the security crisis, the main question is how sweeping his victory will be. The last time elections were held, in 1999, President Saleh polled 96 percent, including the vote of his only opponent, a member of his own political party who said he considered Saleh more worthy. This time the field includes four other candidates. Saleh's main rival is Faysal bin Shamlan, a former oil minister who is backed by an alliance of opposition parties and whom Saleh has linked to an arrested "major terrorist."

Abstract:: The limited objections raised by members of the book trade to the press law at the time of the trial of Madame Bovary serve to highlight some fundamental characteristics and contradictions of liberalism in mid-nineteenth-century France. In general, liberalism in this time and place emphasized commercial freedom and property rights, at the expense of freedom of speech. In contrast to Anglo-American liberals, French liberals readily sacrificed this last freedom in the interest of "order," which was deemed necessary to promote the growth of commerce. As some of the most recent scholarship on the political culture of the Second Empire (and early- to mid-nineteenth-century France more generally) has shown, property, alongside education, was the main priority for liberals. It was only because property and education seemed to require it that freedom of the press eventually became important to French liberals and republicans. Intellectual freedom entered the political culture, for authors and publishers as well as statesmen, only through the back door of economic liberalism.

Abstract:: This article examines this crisis in wine production through the prism of one Languedocien village faced with a decision of utmost economic and social significance. In 2000-2001, the California winemaker Robert Mondavi tried to buy land in the village of Aniane in order to build a winery that would produce wine of exceptional quality. The Mondavi company was already installed nearby in Montpellier as a purchaser of wines to be incorporated into its own blend under the label of Vichon Méditerranée. Its representative, David Pearson, was well acquainted with the local political scene. What Pearson and Mondavi appear to have underestimated, however, was the symbolic significance that would be attached to their attempt to purchase land in Aniane. For the land they wanted to buy was not private but communal, and they weren't ordinary winemakers but representatives of an American-owned multinational corporation.

Abstract:: Why do the French appear as incorrigible anti-Americans? Why is France singled out as a bastion of systematic opposition to US policies? Anti-Americanism can be defined as an unfavorable predisposition towards the United States, which leads individuals to interpret American actions through pre-existing views and negative stereotypes, irrespectively of the facts.8 It is based on a belief that there is something fundamentally wrong at the essence of what is America. This unfavorable predisposition manifests itself in beliefs, attitudes and rhetoric, which may or may not affect political behavior. Is France, according to this definition, anti-American? It is difficult in practice to distinguish between genuine anti-Americanism (disposition) and genuine criticism of the United States (opinion). It is partly because of this definitional ambiguity that France appears more anti-American than its European partners. While it is not clear that the French have a stronger negative predisposition against the US, they do have stronger opinions about America for at least three main reasons: the deep reservoir of anti-American arguments accumulated over the centuries; the simultaneous coexistence of a variety of types of anti-Americanism; and the costless ways in which anti-Americanism has been used for political benefit. This article explores each of these three features in turn, before discussing briefly the consequences of French anti-Americanism on world politics.

They are prevented from creating wealth by predatory political elites that control the state. African political elites use marketing boards and taxation to divert agricultural savings to finance their own consumption and to strengthen the repressive apparatus of the state. Peasants, who constitute the core of the private sector in sub-Saharan Africa, are the biggest losers. In order for Africa to prosper, peasants need to become the real owners of their primary asset—land—over which they currently have no property rights.

Abstract:: The medical field of treating chronic pain is still in its infancy. It was only in the late 1980s that leading physicians trained in treating the chronic pain of terminally ill cancer patients began to recommend that the "opioid therapy" (treatment involving narcotics related to opium) used on their patients also be used for patients suffering from nonterminal conditions. The new therapies proved successful, and prescription pain medications saw a huge leap in sales throughout the 1990s. But opioid therapy has always been controversial. The habit-forming nature of some prescription pain medications made many physicians, medical boards, and law enforcement officials wary of their use in treating acute pain in nonterminal patients. Consequently, many physicians and pain specialists have shied away from opioid treatment, causing millions of Americans to suffer from chronic pain even as therapies were available to treat it.

Abstract:: Over 1975-2003 nearly 200 new constitutions were drawn up in countries at risk of conflict, as part of peace processes and the adoption of multiparty political systems. The process of writing constitutions is considered to be very important to the chances of sustaining peace, and The Commonwealth and the US Institute for Peace have developed good practice guidelines in this area. These emphasize consultation, openness to diverse points of view and representative ratification procedures. But assessing the impact of constitution-writing processes on violence is methodologically difficult, since there are many channels of influence in the relationship. This paper reports on preliminary findings from an ongoing research project into the effects of processes in constitution-writing. Regression analysis is used to control for important contextual features such as differences in income levels and ethnic diversity across countries. A key finding is that differences in the degree of participation in the drafting of constitutions has no major effect on post-ratification levels of violence in some parts of the world, such as Europe, but does make a difference in Africa, the Americas, and the Pacific together.

Today commentators across the political spectrum emphasize America's dominant military capabilities and economic strength. Many observers have also argued that the United States uniquely benefits from the wave of economic liberalization and democratization that followed the end of the Cold War. Joseph S. Nye has coined a catchy phrase, “soft power,” to suggest the importance of being admired, so that “others want what you want.” Nye argued that the United States commanded a lot of soft power. Abstract:: In Political Science, the discipline of IR has been widely regarded as an “American Science” ever since Stanley Hoffman published his renowned essay in 1977. This “American Science” is mainly dominated by a single theoretical approach – that of Neorealism – which relies primarily on the concept of historical recurrence to ground its arguments. Other “new” theoretical approaches which challenge this parochialism, namely feminism, constructivism and Critical Theory, remain outside the “official boundaries” of the field. These boundaries are largely set by the Neorealist agenda and its variations, which rarely diverge from an unquestioned central rationalist-empiricist theme. Thus, with respect to its methodological and epistemological stance, Neorealist theory implicitly views History as a vast field of objective data and primary sources ready to reveal their truth to the social scientist. To test and/or prove the validity of Neorealist theory in the field of International Relations, one must refer to historical data and confront theory with “straight facts”. What I propose to do here is to analyze the ways in which the Neorealist approach to International Relations makes use of history, and subsequently to consider some crucial epistomological and theoretical debates in the field of History that are ignored by Neorealists like Waltz.

Abstract:: Financial arrangements reflect political bargains. Like national labor regimes, the formal and informal rules and relationships governing the allocation of financial resources distinguish one type of capitalist society from another. How firms are financed shapes companies and industries and affects the risks citizens must bear, how they save for retirement, where they work, their job security and ability to buy homes, and the disparity between rich and poor. Leading theories provide increasingly inadequate explanations for changing institutional arrangements in western European finance. They emphasize convergence to global standards and the causal effects of either increased levels of mobile capital or the diffusion of ideas. Or else they describe change within a national trajectory and attribute it primarily to domestic politics, national historical institutions and path dependency. They exclude the possibility of independent regional-level causes. My empirical study of changing financial arrangements for smaller European companies between 1977 and 2003 reveals causes rooted firmly in European Union politics. Neither global forces nor national institutions were primarily responsible for drawing the stock exchanges of Europe into cross-border competition and prompting them to create new US-style markets. Instead, supranational political entrepreneurs, acting with relative autonomy, largely drove this pattern of institutional change. In pushing beyond the international-domestic dichotomy and emphasizing the independent effects of European-level politics, my argument contributes to a growing body of detailed empirical research on the national and global impact of the EU. It also provides more sustained analysis of the causes, mechanisms and effects of adopting US institutional forms outside American borders.

Abstract:: According to polling commissioned by the Lowy Institute, twice as many Australians think that US foreign policy is on the wrong track as think it is on the right track. Many observers argue that the direction of American policy will vary greatly depending on the outcome of the presidential election. Certainly, there are significant differences in style and substance between the two candidates, George W. Bush and John F. Kerry. However the similarities are as striking as the differences. External challenges, in particular the Iraq war and the war against terrorism, and internal pressures have combined to produce something of a convergence between the outlooks of foreign policy makers in both parties. In the event of a Bush victory, the failure of its foreign policy adventurism in the first term would probably make for a more centrist policy in the second term. In the event of a Kerry victory, the realities of the international system and the probable Republican control of the Senate would do the same. Whomever is elected, America is likely to pursue an assertive foreign policy involving the use of military force; there will less gleeful unilateralism and steroid-fuelled pre-emption than we have seen in the past four years, but it will still be a world away from the kind of strategy many observers are anticipating. From Australia's perspective, the fundamentals of our alliance with the US will ensure that it endures regardless of the result on 0 November. However the temperature of the relationship would probably be affected by a Kerry win. Given the task the senator has set himself of strengthening links with allied capitals, the relationship with Canberra would likely be less of a priority for him than for President Bush. On the other hand, the election of a new face in Washington would make other aspects of Australia's diplomatic life easier.

Abstract:: The APEC Business Advisory Council (ABAC) has proposed that the APEC Leaders at Santiago on November 20-21 “agree to further examine the feasibility and potential scope and features of a Free Trade Area of the Asia Pacific (FTAAP).” President Ricardo Lagos of Chile, the host of the APEC summit, has endorsed the concept. I believe that APEC should actively pursue the FTAAP idea. It offers the best prospects of any available strategy for catalyzing a successful outcome of the Doha Round and thus revitalizing the World Trade Organization (WTO). By forging a new transpacific initiative, it can counter the very real risk of disintegration of the Asia-Pacific region that is evident in the progress of Asia-only cooperation on one side of the ocean and a Free Trade Area of the Americas on the other side. It is the best possible device to reenergize APEC's progress toward its own signature trade liberalization goals and thus those of APEC as an institution. It offers a unique win-win-win opportunity that should be seized, beginning at Santiago and then at Pusan a year from now.

Abstract:: Recent work across a wide range of issues in political economy as well as in American, comparative, and international politics tries to explain the inefficient use of power — revolutions, civil wars, high levels of public debt, international conflict, and costly policy insulation — in terms of commitment problems. This paper shows that a common mechanism is at work in a number of these diverse studies. This common mechanism provides a more general formulation of a type of commitment problem that can arise in many different substantive settings. The present analysis then formalizes this mechanism as an “inefficiency condition” which ensures that all of the equilibria of a stochastic game are inefficient. This condition has a natural substantive interpretation: Large, rapid changes in the actors' relative power (measured in terms of their minmax payoffs) may cause inefficiency.

Abstract:: Since the early nineteen-eighties, the new political visibility of Latinos has been referred to as the awakening of a "sleeping giant." Their increased political expression, be it in the form of protest action during civil rights movements or electoral participation, marks a turning point in the integration of Hispanics in the American public sphere. With a growing number of voters, candidates and elected officials, Latinos have emerged on the political scene. The increasingly influential role of pan-ethnic interest groups and new opportunities for political participation created by the development of transnational networks have contributed to the elaboration of this new participative framework. Yet their electoral and political influence remains below the demographic, economic, social and cultural importance of these some 35 million individuals who make up over 12 percent of the U.S. population. Most of the minority groups still encounter major obstacles to political access. These are partly structural, but also internal to the group: not only is it divided over domestic or foreign issues, it is fragmented by national origin, status and generation. The singular nature of immigration from Latin America, the continuity of migratory flows and their diversity, all constantly rekindle divergences over what strategy Latinos should adopt for participating in the public debate. They also highlight the fictional, both functional and dysfunction, nature of ethnic categorization in the United States. The ethnic card may be an instrument of participation, but it can also prove to seriously fetter minorities' entry into politics.

Abstract:: Globalization, understood as "an open market place free of institutional or locational constraints" (Weiss) seems to have taken hold of the Americas - for better or worse. There are currently numerous preferential trade agreements (PTAs) and bilateral investment treaties (BITs) in the region. Yet, how close is this image to reality? Do American countries have the institutional framework required to allow a relatively free flow of goods, services and capital within the region? This paper looks into the institutional structures required for financial and monetary integration, through an analysis of BITs, investment and trade in financial services provisions in PTAs, capital account regimes, exchange rate structures, and the possibilities for debt and equity financing within the Americas. It is an empirically-oriented paper that attempts to assess the degree of compatibility between the current institutional structure governing financial and monetary relations in the Americas, and the possibility of attaining relatively free flow of capital and integrated financial markets in the region.

Abstract:: American global power – military, economic, technological, cultural, and political – is one of the great realities of our age. Never before has one country been so powerful and unrivaled. The United States began the 1990s as the world's only superpower and its advantages continued to grow through the decade. After the Cold War, the United States reduced its military spending at a slower rate than other countries and its economy grew at a faster pace. The globalization of the world economy has reinforced American economic and political dominance. No ideological challengers are in site. More recently, in response to terrorist attacks, the United States has embarked on a massive military buildup. In the recent National Security Strategy, the Bush administration has articulated an ambitious and provocative global military role for the United States in confronting new-age threats. Overall, American power advantages are multidimensional, unprecedented, and unlikely to disappear any time soon. The world has taken notice of these developments. Indeed, the post-Cold War rise of American power -- what might be called the rise of American "unipolarity" -- has unsettled world politics. Governments everywhere are worried about the uncertainties and insecurities that appear to flow from such extreme and unprecedented disparities of power. The shifting global security environment – triggered by the terrorist attacks of September 11th –also has conspired to upset old relationships and expectations. The American invasions of Afghanistan and Iraq have put American power on display and raised far-reaching questions about the use of force, alliances, weapons of mass destruction, sovereignty and interventionism. The world is in the midst of a great geopolitical adjustment process. Governments are trying to figure out how an American-centered unipolar order will operate. How will the United States use its power? Will a unipolar world be built around rules and institutions or the unilateral exercise of American power? This global worry about how a unipolar world will operate – in which the most basic questions about the character of world politics are at stake, namely, who benefits and who commands – is the not-so-hidden subtext of all the recent controversies in America's relations with the rest of the world. The question posed in this report is: how are the major countries around the world responding to American global preeminence? Overall, strategies and policies are mostly still in flux around the world. Responses up to now have been mostly ad hoc. Governments are learning, adapting, negotiating, and reacting – thus it is not possible to identify fixed "strategies of response." This report seeks to help us understand these evolving responses in two ways: first, it will provide conceptual tools to identify and track strategic responses by major states to American preeminence, and second, it will offer some preliminary characterizations of the patterns of response, particularly by Western Europe, Russia, and China. This report might be seen as a sort of "field guide" to global reactions rather than a definitive theoretical and empirical statement on the subject. I begin by offering a summary of the findings. After this, I look at the rise of American unipolar power and the variety of ways that American power is "experienced" around the world. In the next section, I survey the deeper sources and multifaceted character of American unipolar power. Next I explore the limits of the basic strategies of response to concentrated power – balancing, bandwagoning and binding. In the next section, I explore some of the emerging strategies that are appearing among the major countries. Finally, in the conclusion I return to the issue of unipolar power and rule-based order.

Abstract:: The article examines the currently expanding worldwide network of bilateral free trade agreements. Following regional integration in Europe and later the Americas, the process if East Asia has accelerated from 2002. A Distinctive feature of the current stage in the expansion of FTAs beyond geographical regions and into global space, hence challenging WTOs supremacy on inter-continental trade rules. Setbacks in the WTO Doha Round may stimulate a further move towards «global bilateralism». The more such agreements in place, the greater is the incentive for new ones. Even if political obstacles hinder some agreements, the process is currently accelerating. While it is rational for countries to pursue such agreements, they should in parallel work for multilateral trade liberalisation in order to reduce the discriminatory impact of FTAs. This is needed if we are to avoid that «Most Favoured Nation» treatment under the WTO actually becomes «Least Favoured Nation» treatment: Rules that only apply to countries that are left outside the «free trade race».

Abstract:: The Bush administration's plans for post-Saddam Iraq beyond the initial occupation remain uncertain. In developing those plans, the administration needs to take a hard look at the reality of the country. Iraq is not a political blank slate, to be transformed at American will into a democratic, secular, pluralist, and federal state. Instead, it is a difficult country with multiple social groups and power centers with conflicting agendas. Some of these, such as the intelligence and security services, will be replaced with new versions acceptable to the United States and the future government. The top echelons of the military, government ministries, and the Ba'th Party will be eliminated. Other power centers, however, will remain, adding to the problems of reconciling rival ethnic and religious factions as well as internally and externally based opposition elements.

Abstract:: Overshadowed by the surprising failure on March 1 of the Turkish Grand National Assembly (TGNA) to permit the deployment of American forces to open a northern front through Turkey in the likely war with Iraq, and the resulting strains in the US-Turkish relationship, the Cyprus issue has also reached a diplomatic climax. On March 4-5, the Turkish Cypriot leader, Rauf Denktas, who has been under increasing pressure from United Nations Secretary General Kofi Annan, came to Ankara seeking support. Proclaiming himself satisfied with his talks with Turkish leaders, Denktas now heads into a crucial meeting at The Hague on March 10 with Annan and newly elected Greek Cypriot leader Tassos Papadopoulos. The governing Justice and Development Party (JDP), which has been promoting a settlement of the Cyprus problem, now faces the prospect of the collapse of the UN-sponsored efforts as well as additional complications in Turkey's relations with the European Union (EU). However, despite JDP Chairman Recep Tayyip Erdogan's complaints about the difficulties of dealing with the Iraq and Cyprus issues at the same time, he cannot avoid the urgent decisions that will redefine Turkish foreign policy.

Abstract:: Last week's bombing of a coffee shop and car-bombing attack against a Fatah figure in Ein al-Hilweh, a Palestinian refugee camp in Lebanon, are the latest developments in a wave of recent violence in the camp. Al-Sharq al-Awsat has reported no less than nineteen bombings in Ein al-Hilweh since the end of September 2002. Asbat al-Ansar (League of partisans) – a predominantly Palestinian terrorist group based in the camp, with established links to al-Qaeda – is seen as the culprit behind this violence. In an apparent move to ignite heightened Arab-Israeli tensions, the group has destabilized the camp and surrounding areas. Mounting tensions in this long-neglected and impoverished camp could undermine Lebanese stability, aggravate its refugee crisis, and enfeeble America's efforts in the "war on terror."

Egyptian domestic politics, however, will register little, aside from U.S. frustrations over anti-Semitism in the Egyptian press and concern about the status of Egypt's Coptic Christians. Although the regime appears quite stable, having secured a "victory" in its 1990s conflict with violent extremist groups, the state of political reform in Egypt, America's most important Arab ally, merits a closer look. That is because Egypt's long-term economic reform — in which Washington has invested so much — can succeed only if accompanied by meaningful political liberalization.

Abstract:: Since the Left returned to power in 1997, there have been remarkable changes in the debate over the "integration" of immigrant minorities in France. After a long period in which political elites emphasized the challenges associated with minority ethnic cultures and social disadvantage, the spotlight has shifted to the blockages arising from racial discrimination by members of the majority ethnic population. No less remarkably, there has been a significant abatement in the demonization of so-called Anglo-Saxon approaches to the management of ethnic relations, habitually branded by politicians and civil servants as the antithesis of France's "républicain" model of integration. Whereas British and American policies have encouraged "race" awareness in combating both direct and indirect forms of discrimination and have established powerful agencies to assist minorities suffering from unfair treatment, until recently there was a wide consensus in France that "integration" policy could best be served by erasing as far as possible any reference to ethnicity.

Abstract:: Recent events in Latin American and the Carribean, including the election of a former coup leader in Venezuela, the third-term candidacy of Peru President Alberto Fujimori, a coup in Ecuador, and the failed constitutional reform in Guatemala and subsequent election of a party led by retired military officials, have led to serious concerns about the direction of democracy in the region. Americas Program's Council of Presidents and Prime Ministers of the Americas selected the conference topic as an expression of their concern. Held in October 2000 at The Carter Center, the conference addressed the resurgence of populist leaders, the decline of political parties, the need for greater public security, and the many ways the military continues to intervene in Latin American politics.

Abstract:: The classification of current political tendencies in the United States is sometimes confusing. Since the beginning of Ronald Reagan's first presidential campaign, American journalists and scholars have used indistinctly terms like right, conservatism, neoconservatism, ultraconservatism, extreme right, New Right, etc., to define the different political forces behind Reagan's ascent to the White House. This confusion is evident in the work of John Judis. He believes that Kevin Phillips (a conservative scholar), Paul Weyrich (a New Right activist), Irving Kristol (a neoconservative leader), and William Buckley (a traditional conservative), could all be embraced within the term "conservative" without considering any differences in their theoretical and political position.

Abstract:: Many European and American observers of the EC have criticized "intergovernmentalist" accounts for exaggerating the extent of member state control over the process of European integration. This essay seeks to ground these criticisms in a historical institutionalist" account that stresses the need to study European integration as a political process which unfolds over time. Such a perspective highlights the limits of member state control over long-term institutional development. Losses of control result from member state preoccupation with short-term concerns, the ubiquity of unintended consequences, and processes that "lock in" past decisions and make reassertions of member state authority difficult. Brief examination of the evolution of EC social policy suggests the limitations of treating the EC as an institutional "instrument" facilitating collective action among sovereign states. It is more useful to view integration as a path-dependent process that has produced a fragmented but still discernible multi-tiered European polity.
