- By now the world knows that U.S. military forces for the first time since the onset of the Syrian civil war in 2011 have attacked regime targets. Plenty of the basic facts are known about what transpired about 18 hours ago, but a few important ones are not—at least not in the public domain. For example, we have only a very general Bomb Damage Assessment (BDA) report. This matters because Tomahawk cruise missiles are very accurate if “lite” weapons. Knowing what the four dozen or so missiles hit and missed, deliberately and otherwise, could tell us a lot about why the President, presumably with Secretary of Defense James Mattis’ guidance and concurrence, chose the lesser of three options presented at what has been described as a meeting of considerable length. That, in turn, could tell us if the intention ultimately is to coerce the Russians into coercing the Syrians to stop doing monstrous things to their own people, and possibly coercing them to support a compromise political settlement to the war; or if it’s just an Eff-You gesture designed only to relieve the sudden pressure of moral unction that unexpectedly came upon our new Commander-in Chief—who seemed to lurch from coldblooded Randian to “Godtalk” invoker of the American Civil Religion in the wink of an eye. In other words, knowing more about the target set would tell us whether there is any political strategy attached to the use of force, or not. Probably not.

- It is time for the Canadian government to conduct a holistic review of Canada’s national security complex. The Defence Policy Review is floundering as a consequence of an uncooperative world, Canada’s domestic security institutions require legislative empowerment, and the election of Donald Trump has placed increased pressure on Canadian security and defence. Securing the U.S.’s northern border is a no-fail mission for Canada as peace and prosperity depend upon it. However, this must be done within Canadian security norms and values. Only a ground-up examination of the Canadian national security system will elicit a comprehensive understanding of the current deficiencies that will allow focused alignment of government objectives, policies and public funds. Crisis management requires a strategic plan with clear objectives from which to conduct concurrent and coordinated activities. The Trudeau government has the team in place; now, it needs a new National Security Policy statement to assist in “lead turning” an unconventional U.S. administration steadfast in its stance over national security.

- The arrangement between the United States and Russia over southern Syria represents a test, both for the chances of jumpstarting a coordinated process between the world powers over a future settlement in Syria and for the relations between them on other contested issues. Israel was not mentioned in the context of the ceasefire arrangement, but it has scored several achievements. Nonetheless, Israel is likely to confront an attempt by President Assad to advance forces to southwest Syria and the Golan Heights. Because Assad’s forces rely on help from Iran’s proxies – Shiite militias and Hezbollah – Israel may have to fulfill a counter-threat if any of the red lines it announced are crossed.

- In May 2017, negotiators at the United Nations introduced a draft convention to prohibit the possession of nuclear weapons, as a way to hasten progress toward eventual nuclear disarmament, as called for in the Nuclear Non-Proliferation Treaty (NPT). All the nuclear-armed states except North Korea have boycotted the negotiations, along with many U.S. allies. Unfortunately, the good motives behind the treaty do not mean it will enhance international security, prevent nuclear proliferation, or facilitate actual nuclear disarmament. It may even have unintended consequences that make these goals harder to achieve. Yet there are steps that nuclear-armed states could take, perhaps nudged along by their allies, to help heal rifts that the proposed ban treaty has highlighted.

Tabler argues that Syria remains de facto partitioned, making the establishment of safe zones in non-Assad-controlled areas the Trump administration's most expedient course of action. Negotiations on arms control have proceeded in times of both good and difficult relations. At times, progress on arms control has helped drive a more positive over- all relationship between Washington and Moscow. At other times, differences over arms control and related issues have contributed to a downward slide in rela- tions. The next president will take office in January 2017, when the overall U.S.-Russia relationship is at its lowest point since the end of the Cold War.

- Cyberwar is everywhere - in the media, in the military, among politicians and in academia. It is the new weapon of mass discussion. But there is no such thing as cyberwar. This observation, however, does not render cyberattacks unimportant. The article revisits the debate on Carl von Clausewitz's On War (1832), and examines the utility of cyberattacks as a tool in future war. In doing so, the article not only targets the misunderstandings and exaggerations prevalent in the literature, but demonstrates that Clausewitz's On War, albeit being two centuries old, is a valuable analytical lens in making sense of the relationship between cyber attacks and war. Drawing on the Clauzewitzian trinity, the article finds that cyber attacks can be useful tools in warfare, particularly in the initial stages of war. They are easily deployable and have already proven capable of causing physical damage. However, the article argues that cyber attacks remain inferior to conventional military weaponry, ultimately rendering cyberwar — understood as a war fought primarily through cyberspace — unlikely.

The Iran nuclear talks are set to resume in Vienna today, with the aim of reaching a long-term agreement to succeed the first-step "Joint Plan of Action" (JPOA). Negotiating an agreement that advances U.S. interests will require the Obama administration to deemphasize political battles in Washington and focus on the larger issues at stake, such as Iran's regional activities and the ultimate fate of the nuclear program. - The new US strategic guidance released in January 2012 represents a hallmark of US President Barack Obama's foreign policy and forms integral part of the so-called “Pivot to Asia”. However, rather than a radical departure from the past, the strategic guidance represents an evolution and extension of US foreign policy towards the region, envisaging the reallocation of American military assets from Europe to the Asia-Pacific. The implementation of the guidance strategy is a long-term and complex process: several challenges, tensions and frictions between the US and regional actors may hamper the implementation of the policy and will require a delicate balancing act in which China will play a key role. On the European side, the US shift should be seen as an opportunity to review the European Security Strategy and elaborate its own strategy towards Asia.

- The lead up to the Iraq War and its conduct has highlighted significant differences in traditional perspectives, capabilities, and methods. While terrorism has been America's central fixation since 9/11, Europe still sees terrorism as one of several important threats today, with proliferation of weapons of mass destruction, failed states, regional conflicts, and organized crime among other top tier threats. The U.S. possesses a comparative advantage in intelligence gathering and kinetic strike cabability. This military strength has enabled the U.S. to favor it as its top tool in waging its global war on terrorism (GWOT). On the other hand, Europe's tendency toward employment of troops for nation-building and peacekeeping missions is in line with its strengths and its preferences. Europe countries also favour an extensive consensus building period of diplomatic maneuvering to establish a widely accepted multilateral response to threats, America under the current administration, however, has insisted on remaining.

- This paper presents an analysis of the so-called "Af-Pak" strategy and what it means for the NATO and its International Security Assistance Force (ISAF) mission. Because the role of NATO in the Pakistan portion of the strategy is extremely limited, this paper focuses on the elements directed toward efforts in Afghanistan. It is based completely upon open-source materials.
