2. The impact of regional dynamics on US policy toward regional security arrangements in East Asia

- This paper examines American policy regarding regional security arrangements (RSAs) in Asia. It argues that it is American perceptions of regional interest in such RSAs and of the compatibility of the goals of regional partners with those of the United States, which eventually shape American policy. After discussing the potential value and cost of RSAs, it suggests that actual policy choices are shaped largely as a reaction to regional states' motivations and policies. Since in Asia, there was limited functional pooling effect to be gained from RSAs, changes in American policies reflected much more a reaction to changes in regional interest in such arrangements. This interaction is demonstrated through a review of post-Cold War developments regarding US RSA policy, distinguishing between the early years of transition to unipolarity and the erosion of unipolarity since the late 1990s. These are also compared to earlier American policy regarding RSAs during the Cold War.

- This article aims to explain the evolution of Turkish foreign policy through the search for a foreign policy role concept. It will argue that the AK Party government has already adopted two different foreign policy role concepts. Thus, the changes in Turkish foreign policy can best be characterized as the adoption of a foreign policy role with many traits of civilian power (2002-2005), subsequent limited change (2005-2010) and the adoption of a regional power role (from 2010 on).

- The US-UK special relation has always been an attractive and important issue in international relations. The pro-American tendencies of the British and their partnership with American policies as opposed to being willing to more clearly align with the EU and other European countries, have raised various questions in the minds of scholars. Now, considering that David Cameron's Premiership is coming to an end and the next year's election in the UK and also the different challenges which Barack Obama faced in foreign affairs during his presidency along with his declining popularity in the US, this paper is going to find out whether the Anglo-American special relations have already came to an end or not. At the end, the Anglo-American dispute over Iran would be also examined. The Constructivism theory of international relations has been used here to analyze data which have been gathered from library sources and various other internet resources. It is concluded that the Anglo-American special terms which started after the Second World War and were deepened in the Cold War, have lost its strength in one way or another – especially after Bush-Blair era- and is waiting for a new shape with the change of British Premiership.

- The relation between the Islamic East and the American and European West is potentially an important concept in discussions about religious coexistence. The domination of a discourse in opposition with coexistence can be a major obstacle in the formation of peace and the relations between the two worlds. The political discourse between the West and the Islamic world, though not always the same during time has been based on three main concepts of authorization, ethnocentrity, supremacy, well after the modernity. In other words, the West has exhibited a different, negative image of Islam, while presenting liberalism as the best model culture. The universalization of such a model has been pursued through modernity and technical ability. The discourse has been the hegemon for a long while. Even the East acknowledged it and developed the center - margin model of coexistence based on Wallerstein's theory, which gradually turned into the Islamic rival discourse. The political Islam tried to improve a social and political identity by rejecting the western discourse. After September 11, both discourses tended towards fundamentalism, and rivalry and confrontation replaced coexistence. In fact, a second Cold War was developed between the West and Muslim World. It seems that such a dialogical, polarized condition would not be apt to maintain any effective discourse. In this article, the elements and processes in the formation of such a discourse, and the effects on the existing challenges would be explained.

- Recent Obama administration defense budget requests and proposals all fall within a narrow range of possible expenditures for the 2013-2023 period. All have kept the Pentagon's base budget above Cold War spending peaks. The President's 13 April proposal is no exception. It is a modest step that, at best, aims to retract future budget plans by 6.5 percent or $400 billion. The resulting average annual Pentagon base budget f or 2013-2023 would be close to today's level in real terms. The President's slice into non-security discretionary spending plans is audacious by comparison, reversing the proportionately suggested by his Fiscal Commission, and increasing the proportion of discretionary spending allocated to the Pentagon. The President's proposed new constraints on Pentagon budget growth hardly risk America's role in the world, as some contend, and by themselves do not necessitate a strategic review. Still, the President's launch of a such a review is a welcome development. It can help return America' s military posture to a reasonable and sustainable footing – provided that it elicits broad debate, solicits alternative viewpoints, and reaches beyond a $400 billion crease in the Pentagon's future budget plans.

The broad assumptions of most analyses of world politics since 1989—that the major and middle powers of the world are agreed on a set of shared interests, that globalization has created a positive-sum context in which all can benefit at the same time, that a sort of modern alliance of likeminded states opposed to major conflict and other annoyances such as terrorism and environmental degradation will work to preserve stability—may be breaking down. The “international political system has . . . entered a period of dangerous instability and profound change,” he writes, which will fracture the foundations of the positive-sum, like-minded-powers world.

- The United States has to deal with a very different Turkey today than the Turkey during the Cold War. The disappearance of the Soviet threat has reduced Turkey's dependence on the United States for its security and deprived the U.S.-Turkish security partnership of a clear unifying purpose. At the same time, Turkey's geographic role and interests have expanded. Turkey now has interests and stakes in various regions it did not have two decades ago. It is thus less willing to automatically follow the U.S.'s lead on many issues, especially when U.S. policy conflicts with Turkey's own interests. This does not mean that Turkey is turning its back on the West or the United States. Turkey still wants—and needs—strong ties with the United States. But the terms of engagement have changed. Ankara is a rising regional power and is no longer content to play the role of junior partner.

- While post-Cold War generation Americans are more sober in assessing Russia, the next Russian generation (those under 35) is in some ways more problematic. Russian youth are much more entrepreneurial and politically engaged than their elders, but also more skeptical of the US and more comfortable with intolerant nationalism. The Kremlin is also reinforcing some of the more worrying trends among Russian youths. There is no going back to the Cold War, but the coming of the new generation does not portend smooth sailing, unless current officials can figure out ways to fundamentally alter the nature of a relationship still dominated by mutual distrust.

- Although in the past decades the study of international relations (IR) has become much more sensitive to questions of culture, identity and movement, racism has remained an under-theorised area. The marginalisation of race in IR has become much more striking in the 1990s because of the renewed interest in migration and other intercultural exchanges as 'security threats', as well as the emergence of nationalism and putatively 'ethnic' conflict as a central basis of strife in the post-Cold War era. This article is an attempt to discuss new forms of racism in international relations with particular reference to American policy responses to September 11. Drawing from the work of Etienne Balibar, we argue that a contemporary neo-racism, a kind of 'racism without races', grounded in ambiguity and contradiction, is present in international relations simultaneously as a problem of knowledge and as a problem of political practise. Our aim is to contribute to the strategic movement of international relations theory from a conception of race as a marginal category in IR to one that is more fully theorised, including its history and present role in constituting the discipline and its relationship to power, hierarchy and inequality.

- The Iraq war has been one of the most significant events in world politics since the end of the Cold War. One of the first preventive wars in history, it cost trillions of dollars, resulted in more than 4,500 U.S. and coalition casualties (to date), caused enormous suffering in Iraq, and may have spurred greater anti-Americanism in the Middle East even while reducing potential threats to the United States and its allies. Yet, despite its profound importance, the causes of the war have received little sustained analysis from scholars of international relations. - This article discusses the political thoughts of conservatives. What makes their thoughts distinctive is their understanding of the state of the nation: the Japanese people are degenerating. Especially they worry about the youth. Horrendous juvenile crimes, bad manners, school bullying, and declining academic capabilities force them to paint Japan's future gloomily. Conservatives believe that the taproot of these social problems is a lack of morality: they have lost the will to tell what is right or wrong. They believe that morality is possible only when people embrace tradition and history. However, the Japanese cannot have pride in their history and country because of public discourse propagated by America's occupation policies and leftist ideologies. They also believe that public schools must concern not only on students' knowledge but also on their moral characters, such as the will to live. To raise pupils and students with moral characters, family must get involved along with schools.

- Since the early days of the Cold War, the United States has restricted the export of certain advanced technologies and the sharing of sensitive scientific and technical information with foreign nationals. Initially, these restrictions were justified on the grounds that the Soviet Union and its Warsaw Pact allies were engaged -- through fronts, third parties, and outright espionage -- in a systematic effort to buy or steal information, technology, and equipment developed in the West that they could then use in their own military systems. Because Soviet industry could not design or produce certain high-tech products, such as personal computers or sophisticated machine tools, the Soviets were forced to obtain them by other means. By successfully denying technology to the Soviet Union, the United States enabled NATO to maintain a strategic and tactical advantage without having to match the Warsaw Pact nations' troop strength in the field. Yet 20 years after the fall of the Berlin Wall and long after the Soviet Union ceased to exist, the same system of export controls remains in place. It has only become more arcane and ineffective with time. U.S. export controls have survived largely because of outdated "fortress America" thinking -- the view that the United States is the primary source of most militarily useful scientific ideas and products and that it can continue to deny technology to potential adversaries without seriously damaging the global competitiveness of U.S. companies or, in the end, jeopardizing national security. In an earlier era, when the United States was far more economically and technologically dominant, the costs associated with a technology-denial strategy were easier to absorb. But in today's highly competitive world, the business lost due to export controls poses a threat to the well-being of key U.S. industries; estimated losses range as high as $9 billion per year.

- The US national security state was fashioned at the beginning of the Cold War to contain the global threat of the rival superpower, the Soviet Union. However, this security framework did not wither away with the end of the Cold War and the disintegration of the USSR. The events of September 11 starkly exposed the limitations of a state-centric approach to international security in a globalizing world. But the Bush administration falsely assumed that the traumatic events of 9/11 came out of a clear blue sky, and that a rejuvenated national security state would eventually overwhelm the 'new' threat of terrorism. The dangers of persisting in this direction were shown by the US-led invasion of Iraq. Far from closing the gap between the US approach to security and the operation environment of a post-Cold War world, Bush's war on terror undermined the international reputation of the US and presented the American taxpayer with a huge and probably unsustainable burden. All this highlighted the need for a more multilateral direction in US security policy in the post-Bush era. Such an approach would not only correspond better to the realities of today's interconnected world, but also serve as a buffer against the extension of the power of government that had been witnessed in America during the Bush years.

28. Coming face to face with bloody reality: Liberal common sense and the ideological failure of the Bush doctrine in Iraq

- A conventional technocratic wisdom has begun to form that blames the failure of the US led invasion of Iraq on the small number of American troops deployed and the ideological divisions at the centre of the Bush administration itself. This paper argues that both these accounts are at best simply descriptive. A much more sustained explanation has to be based on a close examination of the ideological assumptions that shaped the drafting of policies and planning for the aftermath of the war. The point of departure for such an analysis is that all agency, whether individual or collective, is socially mediated. The paper deploys Antonio Gramsci's notion of 'Common Sense' to examine the Bush administration's policy towards Iraq. It argues that the Common Sense at work in the White House, Defence Department and Green Zone was primarily responsible for America's failure. It examines the relationship between the 'higher philosophies' of both Neoconservatism and Neo-Liberalism and Common Sense. It concludes that although Neoconservatism was influential in justifying the invasion itself, it was Neo-Liberalism that shaped the policy agenda for the aftermath of war. It takes as its example the pre-war planning for Iraq, then the disbanding of the Iraqi army and the de-Ba'athification of the Iraqi state. The planning and these two decisions, responsible for driving Iraq into civil war, can only be fully explained by studying the ideology that shaped them. From this perspective, the United States intervention in Iraq was not the product of an outlandish ideology but was instead the high water mark of post-Cold War Liberal interventionism. As such, it highlights the ideological and empirical shortcomings associated with 'Kinetic Liberalism'.

Since September 11, 2001, according to a number of neo-conservative commentators, America has been fighting World War III (or IV, if you like to give the Cold War a number). For more than six years, these commentators have repeatedly drawn parallels between the "War on Terror" that is said to have begun in September 2001 and World War II. Immediately after 9/11, Al Qaeda and other radical Islamist groups were branded "Islamofascists". Their attack on the World Trade Center was said to be our generation's Pearl Harbor. In addition to coveting weapons of mass destruction and covertly sponsoring terrorism, Saddam Hussein was denounced as an Arab Hitler. The fall of Baghdad was supposed to be like the liberation of Paris. Anyone who opposed the policy of pre-emption was an appeaser. And so on.

- The so-called “special relationship” has been a fixture of international relations since at least 1940, but it seemed of declining significance during the 1960s and 1970s. It has nevertheless been revived, even refounded, since then; and it has served as the strategic base on which a new Anglo-American vision of the world has been articulated. At the core of the new connection, and the vision to which it gave rise, is a strong preference for the market and a set of foreign and domestic policies that privilege markets and see their expansion as critical to peace, prosperity and the expansion of democracy. This essay examines the origins of this new paradigm as a response to a set of interrelated crises in the 1970s, its elaboration and application during the 1980s under Reagan and Thatcher, its curious history since the end of the Cold War, and the way it evolved into the failed policies of the post-9/11 era.

- Contrary to popular belief, the number of conflicts and the number of casualties, refugees and displaced persons resulting from them has fallen dramatically since the end of the Cold War. Previously, with neither superpower wanting a dispute to be settled to its disadvantage, conflicts dragged on indefinitely or were permanently frozen. After 1989, dynamics changed and international interventions began to pursue more far-reaching objectives: to disarm combatants, promote civil society, restore the economy, etc. Nation-building thus replaced inter-positional peacekeeping as the dominant form of international intervention with such missions becoming larger, longer and more frequent. The UN's success rate, as measured in enhanced security, economic growth, return of refugees and installation of representative governments meets or exceeds that of NATO- and EU-led missions in almost every category. It is time, therefore, for Western governments, militaries and populations to get over their disappointment at the UN's early failures and begin once again to do their fair share in these efforts.

- U.S. efforts to develop an independent media sector abroad are a relatively recent phenomenon. Both public and private funders have supported journalism training since World War II, but some of the most significant opportunities to develop the independent media sector came after the fall of the Berlin Wall in 1989 and the collapse of the Soviet Union in 1991. Since most media in Eastern European countries and the former Soviet republics were controlled by the state during the Cold War, the fall of communism spurred American interest in developing free and independent media in these countries as a building block toward transparent and democratic societies.

- America's unique position of power in the post-Cold War era has often inspired comparisons to that of Rome during the rule of Augustus. But the security policy adopted by the United States, especially since the 9/11 attacks, calls to mind a different ancient place and personage: Pyrrhus (318 - 272 B.C.E.), king of Epirus, a Hellenistic realm that comprised what is now northwestern Greece and southern Albania. Plutarch memorializes Pyrrhus as a “great man of war” – but also a fool. Although he waged successful campaigns against Macedonia, the Romans, and others, Pyrrhus was unable to preserve his gains, which came at great cost. In the end, his martial ambitions won him and his kingdom nothing but ruin and disapprobation. He is remembered today in the phrase “Pyrrhic victory”– meaning any victory not worth its cost.

- This study examines the formation, evolution and consequences of the US-Japan post-war security relations. Since the end of World War II, the close US-Japan security relationship has benefited both nations. Japan relies on the US for protection from outside attacks by either conventional or nuclear forces. In turn, under the terms of the security treaty, Tokyo lends military bases on Japanese soil to American forces. In this context, Japan has been able to concentrate on rebuilding its economy with relatively little concern for its own defense. But both Tokyo and Washington have begun to reassess their security requirements in view of changing global threats in the post-cold war era.

- During the Cold War, European-American relations were often marked by differences over tactics, but we did share for the most part a strategic goal that was to be achieved on the basis of the twin principles of deterrence and détente. Yet there are some that would argue that this past year has been different; that the transatlantic rift goes deeper and will last longer. If the Americans and Europeans cannot find common ground in certain regulatory areas, it may be that we will agree to disagree on the use of GMO's, technological standards, or Anti-trust legislation. This could lead to more competition but also to duplication in an increasingly interwoven global market. Yet, because we face a vastly more complicated environment today than during previous years — full of threats and opportunities — it will remain a challenge for the coming decade to strategize as to how transatlantic political policy problems can best be dealt with.

Economically and politically, however, it is a fact of life that the United States must engage the post-Cold War world with a smaller, more cost-efficient intelligence capability than the 13-organization, $28-billion-dollar intelligence apparatus of today. - Germany's foreign economic policy places enormous weight on formal European institutions. In contrast, Japan has not had an institutionalist orientation in regard to its East Asian neighbors. This paper addresses the question of why Germany and Japan differ so greatly on this issue of regional economi. institutions. It suggests that the differences observed in German and Japanese interests in regard to such arrangements constitute a puzzle if they are examined from the perspective of liberal ideas about the functional bases of international collaboration, or from the viewpoint of realist propositions about hegemony and cooperation and about the impact of polarity on state preferences. The paper also puts forward a realist-inspired analysis (focusing on American power in the post-Cold War era as well as American national strategy in the early years of that conflict) that might help account for the strong German bias in favor of regional economic institutions and the equally pronounced Japanese aversion to date for such arrangements.
