October 2021 will mark the 20th anniversary of the U.S. war in Afghanistan. The United States currently finds itself at an inflection point, as it determines whether to withdraw its remaining troops by May 1, as required by a 2020 agreement with the Taliban, or to remain militarily involved in the conflict. The Biden administration should take the following steps to best support a negotiated settlement to end the war, while also bringing U.S. troops home.

The disastrous event of 9/11 changed the Political and Security dynamics of the world. The event of 9/11 provided a chance for India to enter into Afghanistan. Afghanistan attracts the world powers due to its strategic importance. Afghanistan is a gateway to the energy rich Central Asian Republics. India’s involvement in Afghanistan is quite realistic. India had never established cordial relations with the Taliban regime in Afghanistan. The event of 9/11 gave India a chance to establish cordial relations with the Afghan political government. India participated in the Bonn Conference and announced its support for the people of Afghanistan in the reconstruction of the country. India enjoyed its best relations with the governments of Hamid Karzai and Ashraf Ghani in Kabul. India enhanced its ties with Iran to secure its interest in Afghanistan and to counter Pakistan. India and Iran have some common interests in Afghanistan. New Delhi has invested a big amount in various sectors in Afghanistan to enhance its influence in Afghan society. India has worked hard to facilitate Afghan Nationals to boost its soft power. India now influences the internal politics of Afghanistan. The world considers India a major market in South Asia. India’s presence in Afghanistan has always been a source of worry for Pakistan. Pakistan considers India’s presence in Afghanistan a threat to its National Security. Pakistan thinks India should work for the betterment of Afghan people but she should avoid using Afghan soil against Pakistan. Pakistan has already suffered a lot due to the disturbance in Afghanistan. Peaceful Afghanistan is in the favor of South Asia and for the Global Powers. This paper focuses on the Indian presence in Afghanistan and India’s role to bring peace in Afghanistan.

Abstract:
Over the years, the Taliban have overwhelmingly grown in influence and their stature is being well recognized; exerting more pressure on Washington’s future orientation in Afghanistan. Amidst the backdrop of transitions taking place in Afghanistan’s political landscape, the foreseeable future has, ostensibly, rekindled the prospects of peace. Although peace process is gradually moving further, yet both sides are reluctant to compromise on each others’ terms. Since the assumption of power, President Trump’s approach to Afghanistan has been oscillating in consulting varying options to bring the Taliban to their terms rather to indulge, in true spirits, in a widely acknowledged political framework for peace. These chosen policy actions posit more challenges and less opportunities for peace in war-ridden Afghanistan. The emergent scenario requires a comprehensive, well-crafted and compromising structure to be devised, featured with inclusiveness of all stakes and issues involved in this prolonged conflict. Evaluating and analyzing President Trump’s strategic policy toward Afghanistan, this paper aims to explore the manifesting failures and grey areas of Trump’s Afghan strategy and also attempts to provide strategic foresight while considering the framework of endgame in Afghanistan.

Abstract:
To provide evidence about which programs best foster stability in fragile and conflict-affected areas we systematically review the relationship between stabilization programming and a broad range of outcomes in Afghanistan. Following a pre-analysis plan, we reviewed 89 existing studies from government, policy think tanks, and academic journals from over 15 years and statistically analyzed data from a range of sources from 2009 to 2015. While we compile a relatively comprehensive set of data, our analysis is based on a subset of stabilization programming the lack of a central repository of reliable data on program spending limited the analysis—because data were kept in disparate locations and never consolidated our quantitative analysis. Overall, we find that some stabilization programming is correlated with small, short-term improvements in support for the Afghan government, perceived access to health care, and economic activity despite the fact that these programs typically targeted more violent areas. We note that the size of this effect was small relative to the overall trends in key security, economic, and attitudinal outcomes over the same period and does not necessarily indicate a direct causal impact of these programs. This positive correlation was primarily observed for relatively low dollar programs (which in some cases were conducted over large parts of a region or country). Qualitative evidence suggests this may be because these smaller programs are easier to administer and less susceptible to corruption. These effects were not sustained beyond one year, suggesting limited scope for long-term or sustainable changes. The lessons our analysis suggest that modest programs with bounded expectations on the size and duration of impact must be included in considerations of future stabilization efforts. We also recommend that future programs collect higher quality data, coordinate their evaluation efforts among donors, plan ahead by building in reporting requirements, and make effective use of new technologies to be facilitated programming that is more adaptive to the conditions on the ground. As these best practices are incorporated, policymakers and implementers can enable better design and implementation of stabilization projects in conflict-affected areas in the future.

This article investigates whether international law prohibits the prosecution of children for war crimes and, if it does not, whether it should do so. In particular, the interplay between restorative and retributive post-conflict justice mechanisms, on the one hand, and juvenile rehabilitative justice mechanisms, on the other, is discussed in detail. The article suggests that in certain, narrow, circumstances children having committed war crimes should be prosecuted.

Abstract:
War since 1979 and the reconstruction of the state under Western tutelage since 2001 have led to a simplification of the identity of Afghan society, through an invention of ethnicity and tradition – a process behind which the control or the ownership of the political and economic resources of the country are at stake. Hazarajat is a remarkable observation site of this process. Its forced integration into the nascent Afghan state during the late nineteenth century has left a mark on its history. The people of Hazara, mainly Shi’ite, has been relegated to a subordinate position from which it got out of progressively, only by means of jihad against the Soviet occupation in the 1980s and the US intervention in 2001, at the ost of an ethnicization of its social and political consciousness. Ethnicity, however, is based on a less communitarian than unequal moral and political economy. Post-war aid to state-building has polarized social relations, while strengthening their ethnicization: donors and NGOs remain prisoners of a cultural, if not orientalist approach to the country that they thereby contribute to “traditionalize”, while development aid destabilizes the “traditional” society by accelerating its monetization and commodification.

For at least a generation, conflict resolution has been predominantly the domain of international development practitioners seeking to use their skills and tools to avert war and reduce the suffering of civilian populations. More recently, the U.S. military added similar exercises to its planning efforts, primarily for the strategic purpose of reducing its own potential future deployments around the world. Working occasionally in parallel and at other times seemingly at cross-purposes, the military, donors and non-governmental organizations have begrudgingly come to accept that in any given crisis each can play a role. The nature and extent of each actor’s role depends on the circumstances and the severity of the situation. As the military concludes the longest war in U.S. history in Afghanistan, and as pressure mounts to intervene in additional conflicts in the Middle East, it is worth examining what role development can play in reducing that pressure, who should be responsible for providing that assistance, and what form it should take. The Human Terrain System embedded civilians primarily in brigade combat teams (BCTs) in Iraq and Afghanistan between 2007 and 2014 to act as a collection and dispersal mechanism for sociocultural comprehension. Set against the backdrop of the program’s evolution, the experiences of these social scientists clarifies the U.S. Army’s decision to integrate social scientists at the tactical level in conflict. Based on interviews, program documents, material from Freedom of Information Act requests, and secondary sources, this book finds a series of limiting factors inhibiting social science research at the tactical level, common to both Iraq and Afghanistan. Complexity in integrating civilians into the military decision-making cycle, creating timely research with a high level of fidelity, and making granular research resonate with brigade staff all contributed to inhibiting the overall effect of the Human Terrain System. Yet, while high operational tempo in contested spaces complicates social science research at the tactical level, the author argues that there is a continued requirement for a residual capability to be maintained by the U.S. Army.

Youth recruitment into extremist groups in Afghanistan continues to be a major source of group building. In field studies and interviews conducted in three provinces to elicit views on extremist groups, both violent and nonviolent, and factors thought to induce youth to join such groups, violent extremist groups emerged as unpopular and mistrusted, being perceived as un-Islamic and controlled by foreign powers. Nonetheless, the activities and ideologies of such groups have not been effectively countered by the government of Afghanistan, civil society, or the international community. Programs to counter extreme violence should emphasize the Islamic basis of Afghan civil law, accommodate local differences, and be conducted in partnership with moderate voices and youth, with international organizations remaining in the background

Russia's current and foreseeable policy towards Afghanistan is multi-vectored, complex and shows, at times, signs of incoherence. Russia views developments in Afghanistan as a strategic challenge and is expressing growing concern over the country's prospects for stability after the withdrawal of ISAF forces by the end of 2014. Russian decision-makers fear that a security vacuum emerging after the withdrawal could destabilise Central Asia and have a negative impact on Russia itself. At the same time, Moscow is concerned with Western military presence in the region, which it regards as interference in its neighbourhood. At tactical level, Russia also sees the situation in Afghanistan as an opportunity to secure its interests both regionally (consolidating its influence in Central Asia) and more widely (in terms of its relations with NATO).

Abstract:
The Afghan Taliban Movement has publicly rejected the legitimacy of the April 2014 elections. The Taliban's military leadership has issued instructions to officials and commanders to disrupt the elections but has left field commanders with wide discretion on how to go about doing so. Many in the Taliban follow the electoral contest closely and comment on developments in terms very similar to how they are described by the political and educated class in Kabul. However, the anti-election sentiment in the Taliban leaves no scope for any faction to cooperate with the process. The Taliban will likely be able to intensify violence approaching the election, but not sufficiently to derail the overall process.

There are doubts whether the exit of a majority of foreign forces from Afghanistan will help the return of peace to that country. Unlike in the case of the SU withdrawal from Afghanistan in 1988, conditions today are more dangerous, and it will be a miracle if the withdrawal is peaceful. The main reason for this is the absence of any reconciliation with the Taliban. This report identifies a minimum set of policies and measures that need to be implemented before successful multiple transitions in Afghanistan can occur. However, the overall picture is not positive, and it is not certain that peace will prevail after foreign troops leave Afghanistan.

Afghanistan's Provincial Councils (PCs) represent one of the best hopes for the future of local democracy in Afghanistan. Yet since their shaky formation in 2005, they continue to be overlooked by international actors preferring to interact with parliamentarians, ministers and appointed governors. The significance assigned by Afghans to winning PC seats has steadily increased over the last decade. Indeed, for many, the April 5 PC elections will do more than the presidential poll to determine whether democratic practices continue to take root in local politics. PC elections offer a chance to build local, personal ties and accountability mechanisms connecting to increasingly centralized government resources, and, in particular, an opportunity for a new generation of young, motivated Afghans to begin their political careers. As the locally-visible manifestation of the Afghan political system, PCs are the immediate face of democracy—or a lack thereof—for many Afghans. In 2009, with most news stories covering the widespread fraud in the presidential contest, the uproar over the fraud and delay throughout the PC polling process rarely received coverage on newspaper front pages. Yet those problems contributed significantly to people's sense of alienation and disillusionment with their country's political actors and electoral institutions. In spite of these experiences, Afghans are once again preparing to go to the polls. Voters, candidates, parties and local organizations are putting greater emphasis than ever on the process of provincial council polling—expressing concern about the prospects for fraud, mobilizing around their candidates and campaigning in earnest. If due attention to the process is not paid by the Independent Election Commission (IEC) and by international agencies, popular participation in future elections could drop. Prospects for Afghan democratization will depend much on how these and future provincial-level elections are conducted.

Afghanistan's democratic development has taken place within the tight embrace of international support and the conception of "free and fair" elections that comes with it, but Afghan and inter-national views on what to expect from elections have diverged in the past, leading to a deepening of distrust between the Karzai-led Afghan government and the international community. The run-up to the 2014 presidential elections has been shaped by this distrust. Nonetheless, with the breakdown of the reconciliation effort with the Taliban and uncertainty about the result of the transition process due to President Hamid Karzai's unexpected refusal to sign the Bilateral Security Agreement (BSA), the April 5 election is the only remaining opportunity for a political resolution of the continuing crisis in Afghanistan. A more complete understanding of the 2009 elections—how they were and were not a disaster—can help to narrow the gap between Afghan and international expectations; and an understanding of some of the changes that have occurred in Afghan society since 2009 can offer reason for optimism that the election will at the least create space for political elites to address the root causes of the crisis.

A piecemeal approach to disarmament, demobilization and reintegration (DDR) in Afghanistan, with four DDR programs since 2001 each targeting specific groups, has yielded limited results, mostly due to an extremely adverse political environment. Comprehensive DDR is unlikely to work without a settlement that includes all armed groups. The success of such a deal would in turn hinge on the successful reintegration of commanders and fighters. Sequencing DDR in the conventional way may not work; reintegration might better precede disarmament.

Two recent events involving foreign fighters show the radicalizing influence of the war. With the support to bolster Syria's more secular rebel forces at times inconsistent and tepid, the lack of an alternative has accelerated a natural gravitation towards extremist elements. It will be hard to know which returnees pose a threat, and harder still to deal with them. Given that the number of foreign fighters already exceeds those that went to Afghanistan, government resources will be severely strained to monitor all returnees and will have to rely on the help of local communities.

With large increases in Afghan opium cultivation and production in 2013 and 2014, there is a risk that resulting frustration may give rise to a search for extreme but unproductive solutions. There are no easy solutions to the illegal narcotics problem. The proposal that Afghanistan could shift to licensed production of opium for pain medications will not work. Due to severe problems with governance, rule of law and security, opium licensing in Afghanistan would be subject to extremely high leakages. Afghanistan's comparative advantage in supplying the illicit market means that it would likely expand cultivation to meet demand in both markets. Afghanistan is a high-cost producer of opium, and prices for licensed opium are much lower than on the illegal market, so profits might well be marginal or even negative. Existing producers of licensed opiates— Australia, Turkey, India, France and others—would strongly oppose any move to let Afghanistan become a competitor on the licensed market. Even if a more liberalized market for opiates is envisioned, technological advances and modern techniques in other countries mean that Afghanistan could not be a competitive producer.

Pakistan's relations with Afghanistan have been largely characterised by mutual mistrust and devised through a narrow security prism. While it will require considerable effort to end deep-seated animosity, both countries share close ethnic, linguistic, religious and economic ties. Longstanding Afghan migration to the territories that now compose Pakistan makes them an integral part of Pakistani society. Yet, military-devised interventionist policies, based on perceived national security interests, including support for Afghan, mainly Pashtun, proxies, have marred the relationship. The incoming Afghan President Ashraf Ghani Ahmadzai has offered to expand bilateral ties, providing Islamabad fresh opportunities to improve the relationship. Prime Minister Nawaz Sharif has responded positively, but the Pakistani military and civilian leadership's preferences toward Kabul are diverging further as Afghanistan's transition draws closer. By recalibrating relations toward economic ties and seeking solutions to the presence of millions of Afghan refugees on its soil, Pakistan could engage more constructively with its neighbour.

Foreign-backed funding for education does not always stabilize a country and enhance its statebuilding efforts. Dana Burde shows how aid to education in Afghanistan bolstered conflict both deliberately in the 1980s through violence-infused, anti-Soviet curricula and inadvertently in the 2000s through misguided stabilization programs. She also reveals how dominant humanitarian models that determine what counts as appropriate aid have limited attention and resources toward education, in some cases fueling programs that undermine their goals. For education to promote peace in Afghanistan, Burde argues we must expand equal access to quality community-based education and support programs that increase girls' and boys' attendance at school. Referring to a recent U.S. effort that has produced strong results in these areas, Burde commends the program's efficient administration and good quality, and its neutral curriculum, which can reduce conflict and build peace in lasting ways. Drawing on up-to-date research on humanitarian education work amid conflict zones around the world and incorporating insights gleaned from extensive fieldwork in Afghanistan and Pakistan, Burde recalculates and improves a popular formula for peace.

In Afghanistan, the social upheaval resulting from thirty-five years of war has created widely differing narratives of the conflict as various communities and political factions have reconstructed events through the lens of their experiences. Extensive dislocation of large segments of the population and poor communication throughout the war years meant that Afghans often had no way of knowing what was happening in different parts of the country. Although the war had several phases, earlier transitions—such as the collapse of the Najibullah government in 1992—failed to provide an opportunity for investigations into past human rights abuses because the conflict was ongoing. As a consequence, documentation remains thin. Conditions have made it difficult for human rights groups to function; additionally, many records have been either lost or destroyed. Since 2001, a number of initiatives were launched to investigate and document war crimes and human rights abuses. The relative openness of this period provided increased opportunities to document ongoing abuses occurring in the context of the Taliban insurgency and counterinsurgency effort. The most ambitious components of transitional justice, as envisioned by Afghan organizations and their international partners, however, appear to be indefinitely stalled given the failure of electoral vetting and the silencing of an Afghanistan Independent Human Rights Commission report that would have mapped all abuses in the three decades of conflict. No single report or archive can provide a definitive truth about the past. Such an archive, however, can serve, however imperfectly, as vital evidence in the effort to understand the complex array of factors that have played a part in conflict. Better documentation and access to other narratives could provide a counterweight to narrow or politically motivated interpretations of past events that could seed future conflict.

Afghanistan forced NATO to undergo a long adaptive process to be able to operate in an unprecedented and harsh strategic theater. It differed fundamentally from NATO's previous peacekeeping missions in the Balkans because the traditional division of labor between civilian and military efforts could not be maintained in practice. The UN state building agenda (Afghanistan Compact) tied NATO specifically to the security pillar throughout the country, which proved to be a gross underestimation of the actual resources required for such an effort. NATO contributors initially preferred a "light footprint" approach with a limited number of boots on the ground to avoid repeating the Soviet Union's negative experience. It proved inefficient, however, and warlords and power brokers did not demobilize and arbitrate disputes through Western-style elections and centralized institutions.

In a way, one could consider Norway a typical example of a small International Security Assistance Force (ISAF) partner in Afghanistan, with 400 troops at its disposal and responsible for one of the 26 provincial reconstruction teams (PRT). Norway is a signatory to the Atlantic Pact and a staunch North Atlantic Treaty Organization (NATO) member. At the same time, the people and the government of Norway — like those in many European countries — share reservations about the extraterritorial use of military force. They consider Norway to be a "peace-nation," a small state without strategic global interests. Norwegian foreign policy favors the multilateral institutional approach, providing stability and predictability through the United Nations (UN). The government of Norway has to balance military needs with civilian demands for humanitarian aid and the support of human rights — in particular women's rights. In Afghanistan, Norwegian civilian aid priorities included the strengthening of Afghan governance capacities, rule of law, education, and rural development.

Crisis stability—the probability that political tensions and low-level conflict will not erupt into a major war between India and Pakistan—is less certain in 2013 than at any time since their sequential nuclear weapons tests of 1998. India's vast and growing spending on large conventional military forces, at least in part as a means to dissuade Pakistan's tolerance of (or support for) insurgent and terrorist activity against India, coupled with Pakistan's post-2006 accelerated pursuit of tactical nuclear weapons as a means to offset this Indian initiative, have greatly increased the risk of a future Indo-Pakistani military clash or terrorist incident escalating to nuclear exchange. America's limited abilities to prevent the escalation of an Indo-Pakistani crisis toward major war are best served by continuing a significant military and political presence in Afghanistan and diplomatic and military-to-military dialogue with Pakistan well beyond 2014.

More than a decade after the United States and allied troops began military operations in Afghanistan, the country remains a major conflict zone. Afghanistan's continuing instability constitutes the largest security issue in the region. The country's role as the center of global opiate production contributes heavily to this instability. The grave social, economic, political, and security implications of the trafficking of the Afghan opiates extend beyond the regions of South, Southwest, and Central Asia. The opium economy in Afghanistan has become deeply entrenched and shows no signs of declining. Inside Afghanistan, narcotrafficking contributes to insecurity and feeds corruption, warlords, and insurgents. All this vastly complicates the prospects of the Afghan central government consolidating its power and effectively governing. Compounding these issues is the scheduled withdrawal of NATO forces from Afghanistan in 2014 and the ongoing drawdown of U.S. troops.

The Liechtenstein Institute on Self Determination at Princeton University convened a special Colloquium, “Diplomacy from the Mediterranean to the Hindu Kush: A Holistic and Proactive Approach” in Triesenberg, Principality of Liechtenstein, April 19-22, 2012. The colloquium brought together over seventy participants, including senior representatives, experts, academics, and civil society representatives from Austria, Azerbaijan, the European Union, Germany, Georgia, France, Iran, Israel, Liechtenstein, Russia, Qatar, Switzerland, Syria, the United Kingdom, and the United States. Participants engaged in both plenary and working group discussions about ways to address the four key issues: crisis diploma - cy with Iran; the ongoing crisis in Syria; Afghanistan in transition; and preventing the escalation of crises in this macro region. This was the third LISD-sponsored colloquium on developments in the Mediterranean to Hindu Kush region since the Arab Spring. The colloquium was off the record according to Liechtenstein Colloquium rules, and was financially supported by LISD, The House of Liechtenstein, the Government of the Principality of Liechtenstein, and the SIBIL Stiftung in Vaduz. The Women, Peace, and Security agenda of the United Nations Security Council is considered one of the landmark achievements in its thematic work. In its resolution 1325 (2000), the Council addressed for the first time the impact of armed conflict on women and recognized the under-valued and under-utilized contributions women make to conflict prevention and peace processes. The thematic work initiated by resolution 1325 has been reinforced and expanded by follow-up resolutions 1820 (2008), 1888 (2009), 1889 (2009), and 1960 (2010), which together form the Women, Peace and Security agenda of the Council. At the same time, integrating this agenda into the country-specific work of the Council has proven very challenging, despite the Security Council's continued political recognition that gender is indeed central to lasting and sustainable peace and security. The implementation of the WPS agenda on the ground is thus lagging far behind the ambitious conceptual framework that the Council has created over the past decade.

Plagued by factionalism and corruption, Afghanistan is far from ready to assume responsibility for security when U.S. and NATO forces withdraw in 2014. That makes the political challenge of organising a credible presidential election and transfer of power from President Karzai to a successor that year all the more daunting. A repeat of previous elections' chaos and chicanery would trigger a constitutional crisis, lessening chances the present political dispensation can survive the transition. In the current environment, prospects for clean elections and a smooth transition are slim. The electoral process is mired in bureaucratic confusion, institutional duplication and political machinations. Electoral officials indicate that security and financial concerns will force the 2013 provincial council polls to 2014. There are alarming signs Karzai hopes to stack the deck for a favoured proxy. Demonstrating at least will to ensure clean elections could forge a degree of national consensus and boost popular confidence, but steps toward a stable transition must begin now to prevent a precipitous slide toward state collapse. Time is running out.

War is fundamentally a clash of organizations. Organizations provide the vital mechanisms that mobilize and convert resources into combat power as well as applying that combat power against the enemy. This is true not only of conventional militaries, but also of insurgent and terrorist groups. Organizational capacity is thus a crucial determinant of success in conflict. Stephen Biddle, for example, attributes heavy causal weight for success in modern conventional military conflict to the relative capacity of military organizations to employ a set of techniques he terms “the modern system.” Philip Selznick argues that organization is equally crucial for success in political combat, where subversion of other organizations is as important as brute force.
