After long and awkward negotiations, on November 19, 2009, the heads of state and government of the European Union finally nominated Catherine Ashton as the Union's new High Representative for Foreign Affairs and Security. The next day an Internet user nicknamed ''hoeckt'' posted the following comment on a popular German news site: This morning I listened to an interview with [Ashton] on B5 [radio station] and was flabbergasted. She has already understood how they work at the EU level. She wants to do diplomacy the silent way, which to me means that there will be no transparency; nobody will know what she is doing, and how. And hence nobody will be able to judge success or failure of her actions.

4105. Unwilling and Unable: The Failed Response to the Atrocities in Darfur

Abstract:
Starting in mid-2003, the government of Sudan responded to an armed rebellion in the western state of Darfur with a massive campaign of killing and expulsion carried out both by regular army troops and by a proxy force known as the Janjaweed. United Nations (UN) sources estimate that this orchestrated effort led to the death of at least 300,000 people, while over two million were forcibly displaced. Extensive documentation by the UN, human-rights organizations and the media leaves no doubt that the Sudanese government and the Janjaweed committed war crimes and crimes against humanity, and did so over a period of many years. Yet all attempts to stop the killing, whether by neighbors, regional organizations, Western states or the UN Security Council, proved ineffective. In 2005, states-including Sudan-unanimously agreed that they had a responsibility to protect populations from mass atrocities; but this abstract commitment has had little effect on the Sudanese government or on other UN member states who had made this pledge.

Abstract:
Following the dissolution of the Soviet Union, the Caucasian-Caspian region has become a stage for the collision of opposing foreign security and energy policies. After 16 years of a very fragile ceasefire, the peace process between Azerbaijan and Armenia over the disputed region of Nagorno-Karabakh continues to depend not only on the attitudes of the conflict parties, but also and perhaps even more on the re-organization of the region at the political, security and energy levels. Three main developments can affect the prospects for conflict resolution in Karabakh: the parties' growing frustration with the OSCE Minsk-Group mediation; the US-brokered Turkish-Armenian rapprochement and the deterioration in US-Azeri relations; and finally, Russia's resurgence in the region. These three inter-related factors could result in a new regional scenario marked by the emergence of an energy triangle between Azerbaijan, Russia and Turkey, which in turn could impact on the destiny of Nagorno- Karabakh.

Global terrorism, irregular migration, proliferation of WMDs and piracy are all issues currently included in the EU's Mediterranean maritime security agenda. Due to the peculiar nature of these threats, the European Security Strategy claims that multilateral action is the most effective way to deal with these security threats. The involvement of regional and non-regional influential actors - both state and nonstate actors - is deemed crucial. Therefore, this analysis illustrates Mediterranean institutionalised security cooperation within many regional fora: EMP/UfM, NATO Mediterranean Dialogue, the Western Mediterranean Dialogue. Finally, some concrete actions are suggested for the EU to play an effective role.

Abstract:
This report summarises the analysis from a consultation of specialists on Latin America and the Caribbean applying the concept of sustainable security at a regional level. Hosted by Oxford Research Group (ORG) and the Norwegian Peacebuilding Centre (Noref), the recommendations include: Addressing political fragmentation in order to provide the capacity to respond effectively to the security challenges of climate change, militarisation and increasingly marginalised populations. A number of regional powers - particularly Brazil - are well placed to provide leadership but it would require a national consensus on a regional leadership role at a time when Brazil's focus is on developing a stronger global role; Initiatives such as the South American Defence Council should be given top priority in foreign and defence policies and their institutionalisation should be adequately funded and supported by all member states; New policy options are needed in the short-medium term to combat increasing environmental stresses and resource depletion; States across the region need to regain public confidence in relation to their ability to meet the security needs of their populations without resorting to military force. This will need to include steps to de-militarise the police, intelligence agencies and policies to limit the general remit as well as specific missions of the armed forces; Over the next 5-10 years, a radical shift towards sustainable approaches to security will be hugely important. If there is no change in thinking, security policies will continue to be based on the assumption that an elite minority can maintain its position, environmental problems can be marginalised, and the lid can be kept on dissent and insecurity.

Abstract:
This monograph examines the dynamics of China's energy security dilemma and the role of the People's Liberation Army Navy (PLAN). Following this, PLAN development is discussed, and its future role in regional security is hypothesized. This report argues that it is domestic market inefficiencies and poor management practices that pose the greatest threat to China's energy security. Further, less and less of Chinese energy imports are making their way to the country by sea; thus the PLAN actually has a minimal role to play. Given these realities, Chinese fears of a naval blockade that deprives it of energy supplies as well as American confidence that this is a realistic strategic option in the event of hostilities are implausible. In addition, Beijing's desire to develop aircraft carriers and other high-tech naval capabilities combined with its contribution to the anti-piracy mission in the Gulf of Aden have led many analysts to erroneously conclude that China seeks to engage in global power projection like the United States. However, the focus of the PLAN will remain regional and on asymmetric capabilities, namely, the effective use of submarines and other undersea devices that ultimately seek to deter American and possible Japanese involvement in a conflict over Taiwan and/or in the South China Sea, such as the Spratly Islands, which China views as inalienable parts of its territory. Although China's interests are expanding and becoming more international in nature, recovering from the century of humiliation and ensuring domestic legitimacy remain the top priorities of China's leadership.

The United States is being outmaneuvered in the international forums that will determine the future of the Internet. Led by Russia and China, nondemocratic regimes are organizing into a united front to promote a vision of the Internet that is tightly controlled by states. That vision is increasingly attractive to many Western nations wrestling with interrelated threats of cybercrime, industrial espionage, and cyber warfare. The United States must actively combat these threats while it works to protect U.S. national interests in the preservation and extension of the Internet as a platform for increased efficiency and economic exchange. Protecting this interest requires far more extensive engagement within Internet governance forums to shape the future of the network in a way that addresses security concerns without resulting in a cure that is worse than the disease.

Mission in the Central African Republic and Chad has been reduced to 1,900 as of October 15, 2010. It will withdraw completely by December 31, 2010. There are concerns about the capacity of the Chadian security forces to adequately protect the population.The government of Chad and the international community must work to ensure the security of the population and humanitarian workers.

Abstract:
On May 20, 2010, USIP and the International Peace Institute brought together some of Chad's national, regional and international stakeholders to discuss Chad's democratization, the regional security dynamics and the management of the oil sector.Electoral reform, as called for in Chad's 2007 "August 13 Political Agreement," has been poorly implemented, endangering the credibility of the upcoming February legislative elections. Improvements in regional security prompted the Chadian government to request the departure of the United Nations Mission in the Central African Republic and Chad (MINURCAT), which was charged with securing and providing humanitarian relief along the Chad-Central African Republic border. However, many question if Chadian forces can fill the security gap. Oil exports have significantly increased Chad's budget, with most of these gains being invested in the military. The improved regional security provides an opportunity to invest in sectors such as education, health care, and development, which have been neglected.

This paper hypothesizes that analyzing the geo-economic and energy security characteristics of gas supplies to Europe may help in understanding the features of regional and international relations with regard to selected countries. The paper highlights the significance of natural gas in the New Energy Order, and points to the importance of supply security for the EU. It looks at Russia, Azerbaijan, Turkmenistan, Kazakhstan, Iran, Iraq, Egypt, Libya and Algeria as suppliers and Turkey as a transit country in an emerging gas corridor to Europe. It examines supply-side opportunities, which promote new fields of international cooperation based on gas trade, and addresses certain restraints that may reduce the likelihood of further regional cooperation. Economic and geographic factors create new opportunities for regional trade and international relations. This geoeconomic aspect, however, takes place with international security issues varying from case to case.

The United Nations Security Council (UNSC) passed the fourth round of sanctions on the Islamic Republic of Iran on June 9, 2010. Turkey, along with Brazil, voted in opposition to sanctions while Lebanon abstained from the vote. Turkey and Brazil's votes were particularly critical because they demonstrated a lack of unity within the international community. The rationale behind Brazil and Turkey's votes derived from the fact that the nuclear swap deal signed by Iran is, so far, the only concrete deal. It represents the only legal basis that the international community can build upon and hold Iran accountable. Although both countries' “no” votes were consistent with their diplomatic efforts, many analysts are criticizing Turkey in particular for not voting with its traditionally strong allies such as the US. Turkey's vote against the new round of sanctions represents an important milestone not because Turkey is abandoning its long-time allies but because Turkey is learning to make its own foreign policy calculations and decisions.

Tectonic changes are not occurring only in the world financial system, trading and investment, geopolitics, and technology; a fundamental transformation is also underway in the global energy system. Abstract:
Energy security has become an important international issue amid concerns about supply and transportation security from the Caspian region to Europe. An assessment of Turkmenistan's natural gas and the transit county of Azerbaijan indicates that the risks of disruption on supply and transportation could be minimized. With a growing significance of global gas demand and trade, gas security is becoming an increasingly important and there is a need to arrange cooperation between the Caspian Sea neighbor countries. The article examines Turkmenistan as a natural gas supplier and Azerbaijan as a transit country and also clarifies the role of Turkey as an energy hub country in the Eurasian energy environment. The authors suggest that the key question of the Caspian region is not the gas extraction itself but its transportation to markets. Therefore, it examines the diversification of Turkmenistan's transport options, especially with China. The research also provides an energy profile of Turkmenistan and possible scenarios for Caspian natural gas export through Azerbaijan, Russia and Turkey.

Exerting influence in the wider Black and Caspian Seas region is becoming a crucial element in Russia's current geopolitical strategy. Energy and security are two of Moscow's primary concerns relating to the region. Turkey, the EU, and the United States, as well as international energy companies will have to be aware of the operational instruments which Moscow has been deploying as part of its geopolitical strategy in the region, which include: 1) inserting itself into the domestic political affairs of its post-Soviet neighbors; 2) simultaneously acting as a crisis mediator/peacekeeper and fostering regional tension to provoke further crisis; 3) behaving as the regional “strong man” in the name of protecting Russian minorities; 4) strengthening energy ties with other former-Soviet Republics in the region; and 5) striking bilateral commercial deals with select Western corporate partners and governments. The deployment of such instruments will ensure that Moscow's approach to regional geopolitics will remain purposefully unpredictable and full of intrigue, and will invariably continue to take other regional actors by surprise.

Today, energy security is an important domestic and foreign policy matter and states are looking for alternative energy sources more vigorously than ever before. Using the “Heartland Theory” of British geographer Halford Mackinder to evaluate the theoretical claims that the convergence of foreign policy and energy security is driving competition for influence in the world, we examine the “competition” among the powerful political actors in the Caspian. Our findings suggest that the need for a continued source of energy has shifted national energy security policies from purely military affairs to prioritizing stable oil markets and has created potential roles, especially for powerful regional actors. After our review of the historical and present competition over Caspian energy sources, we analyze the effects of growing internationalization and securitization of global energy issues for Turkey and the possible implications of different foreign policy options Turkey is likely to pursue in the region.

SUKHUMI—The land between Georgia and this breakaway region represents a tense coda to a short war and a tenuous peace, a tribute to the fragile nature of such territories. Here, the frontier post is considered an international border by the Abkhaz and is patrolled by Abkhaz troops. Russian forces are camped nearby. After Russia and Georgia's brief war in 2008, Moscow recognized Abkhazia and South Ossetia's declarations of independence. Since then, Abkhazia and South Ossetia have, with the Kremlin's support, lobbied for others' recognition but have, for the most part, failed. The territories are internationally isolated and increasingly dependent on Russia for security, hence the Russian troops. A steady stream of tired residents from Gali, an ethnic region on the Abkhaz side of the checkpoint, cross this frontier with shopping bags filled with goods for trade. By an unfortunate confluence of geography and politics, they are caught in between.

Abstract:
This paper discusses the uneasy role of chiefs within three cycles of security and justice reform in Sierra Leone during the past decade. Interaction has been indirect, by default or marginal, and always hesitant. This has been the case, even though chiefs constitute the most important governing institution in Sierra Leone's rural communities. One of the key tensions, I argue, has been the tendency to cast chiefs as state or non-state, respectively, or even as a hybrid between the two. However, as illustrated in this paper, while they are formally and discursively tied into a 'state system' in the Constitution and in legislation, they are subjected to limited oversight, and therefore govern in relative autonomy. A new program, designed in 2010, might help to transcend the state-non-state dichotomy and prepare the ground for a more productive way of engaging chiefs that do not fit into either a state or non-state category. This is done by focusing on which actors are actually providing security and justice, rather than who donors would prefer did it, i.e., the state.

High-level US efforts to convince Burma's military government to open its political system to the democratic opposition and release political prisoners prior to scheduled 2010 elections accelerated this quarter. President Obama, Secretary of State Clinton, and Assistant Secretary of State Campbell all weighed in during meetings in Burma and at the first ASEAN-US summit in Singapore after the annual APEC leaders meeting. The ASEAN states welcomed the first US summit with all 10 members. Secretary General Surin Pitsuwan noted that President Obama's praise for ASEAN's key role in Asian international organizations debunked claims by some that ASEAN is no longer the centerpiece of the region's architecture. Singapore's prime minister insisted that the US continues to be Asia's “indispensable” player despite the rise of China and India. Prime Minister Hatoyama Yukio moved to implement his domestic policy agenda with an eye toward the Upper House elections this summer but watched his approval rating fall as he and members of his ruling Democratic Party of Japan (DPJ) were beset by political fundraising scandals. The impasse over the relocation of Marine Air Station Futenma continued to dominate the bilateral agenda and alternative proposals put forth by the Hatoyama government failed to advance the discussion. Concerns about barriers to US exports and the restructuring of Japan Post emerged in commentary by the Obama administration and congressional leaders but a joint statement highlighting cooperation on the Asia-Pacific Economic Cooperation forum (APEC) reinforced the economic pillar of the relationship. The Toyota hearings in Congress were covered extensively by media in both countries but did not have an immediate impact on US-Japan relations. However, the recall issue and other developments point to potentially negative perceptions that could cloud official efforts to build a comprehensive framework for the alliance over the course of the year, the 50th anniversary of the 1960 US-Japan Security Treaty.

The sinking of the Cheonan remained the predominant issue in the US-ROK relationship as both countries spent the quarter coordinating and undertaking punitive measures against North Korea for its alleged attack on the ship. The UN Security Council adopted a Presidential Statement condemning the attack but did not directly blame North Korea. The US and the ROK held their first “Two-plus-Two” meeting in Seoul where Secretary of State Hillary Clinton and Secretary of Defense Robert Gates met Foreign Minster Yu Myung-hwan and Minister of National Defense Kim Tae-young. While countries reopened their dialogue channels in the hope of resuming the Six-Party Talks, there remain many challenges and uncertainties that make the future direction of the Talks unclear. Several issues remain to be resolved on the KORUS FTA while negotiators are expected to hold a ministerial meeting soon to strike a deal. The Chicago Council on Global Affairs released a report on US attitudes toward South Korea that highlighted public support for trade agreements, including the KORUS FTA, is lukewarm. Among those who viewed fair trade as critical for US interests, support for KORUS was much stronger.

China reaffirmed its traditional friendship with a revamped leadership in Pyongyang that emerged from the historic Workers' Party of Korea (WPK) conference that re-elected Kim Jong-il as party and state leader. Kim Jong-il visited Northeast China, holding his second summit with President Hu Jintao this year. Immediately after Pyongyang's party conference, Secretary of the WPK Central Committee Choe Tae-bok led a senior party delegation to Beijing to brief President Hu and other officials. Meanwhile, China-ROK relations remain strained following the March 26 Cheonan incident, marking the lowest point in bilateral relations since diplomatic normalization in 1992. The third China-ROK high-level strategic dialogue was held in Beijing. China and South Korea also held their first preliminary round of free trade agreement talks. Beijing promoted resumption of the Six-Party Talks, sending Special Representative for Korean Peninsula Affairs Wu Dawei to meet counterparts in Pyongyang and Seoul.

The two highlights in Japan-Korea relations during this quarter are Prime Minister Kan Naoto‟s apology to South Korea for Japan‟s colonial rule, and the appointment of Kim Jong-un, as vice chairman of the Workers‟ Party Central Military Commission and military general in the Korean People‟s Army. While these developments hold the promise to potentially change the security landscape of Northeast Asia, Prime Minister Kan‟s first full quarter in office reveals that Japan‟s North Korea policy is likely to continue along the lines of previous Japanese administrations, at least for now: an unfavorable attitude coupled with hostility and inaction. Pyongyang‟s attitude toward Tokyo, too, changed little and remained more or less predictable – it denounced Prime Minister Kan for apologizing only to South Korea, criticized Japan for “shamelessly” wanting a permanent seat at the UN Security Council, and demanded compensation for all of Japan‟s past wrongdoings. Japan-South Korea relations appear to be moving closer, although whether Kan‟s apology will truly change anything remains to be seen. Japan keeping a watchful eye on North Korea‟s succession At the quarter‟s end, the Japanese government remained noncommittal but is apparently paying close attention to the North Korea‟s power transition dynamics for signs of whether there is any possible impact on the North‟s stance on either the abduction issue or its nuclear and missile programs. The Japanese media closely followed news about Kim Jong-un‟s appointment as a vice chairman of the Central Military Commission in the Workers‟ Party, which took place a day before the party‟s conference selecting “supreme leadership body.” With no prior military title, little is known about Kim Jong-un, but his new position means that he is responsible for directing North Korea‟s army and for formulating the party‟s military policies. Along with Kim Jong-il‟s sister Kim Kyong-hui‟s promotion to a Central Committee‟s Political Bureau member and her husband Jang Song-taek‟s nomination to the number two position on the National Defense Commission, it appears that a hereditary power transfer may be underway in Pyongyang. The Japanese government made no immediate official comment, but Prime Minister Kan said on Sept. 28 that Japan will “carefully monitor the situation inside North Korea.”

Recent reporting by the NATO Training Mission in Afghanistan (NTM-A) and the Department of Defense provides added insight into how the course of the fighting tracks with the development of Afghan security forces. The metrics in this analysis are not a substitute for reading the detailed Department of Defense reporting on Afghan force development available in the publications section of DoD's web site at defenselink.gov, or the new NTM-A report, "Year in Review, November 2009 to November 2010." They do show, however, that there is now a far more credible prospect that Afghan forces will be ready for transition in 2014, and capable of largely assuming responsibility for security operations. The one critical caveat is that these efforts must continue to be properly funded, and that NATO has not yet obtained anything like the quantity and quality of trainers and partners it needs to win. These metrics make it clear that this is a the highest single priority for added military contributions from NATO countries, and that current assets meet less that 40% of the requirement needed by mid-2011.

The absence of consensus, and therefore of policy, on how to balance privacy with the need for government cybersecurity measures, has led many to contemplate intelligence oversight practices as a possible model for oversight in the cybersecurity realm. Reliance on intelligence privacy oversight practices for cybersecurity might allow us to duck the hard work of developing appropriate cybersecurity policy, but it would not in the end further cybersecurity for the nation. A better approach would be to adopt the purely structural aspects of Executive Order 12333, developing a parallel executive order tailored to the distinct goals and operational drivers of cybersecurity. Such a document would establish basic guidelines for policy governing cyber mission, frame cybersecurity oversight processes, and mandate the development and approval of procedures to implement them.

Europe faces a paradox with respect to coal supply security. On the one hand, coal is a reliable fossil fuel, with ample reserves available from a large number of producers. Globally, coal use has risen at a rate of 4.9% annually in recent years (WCI, 2010). Yet on the other hand, Europe's climate policy objectives will not allow continued use unless this 'dirtiest' of all fossil fuels can be transformed into a 'clean' one, e.g. via new carbon capture, transport and storage (CCTS) technology. CCTS, however, this requires substantial technological advances for application in the medium and long term (MIT, 2007). The Intergovernmental Panel on Climate Change (IPCC, 2005) concludes that CCTS can contribute 15-55% of the cumulative emissions reduction effort through 2100, and assumes a major role in a portfolio of the low carbon technologies needed to mitigate climate change. According to the International Energy Agency (IEA, 2008), CCTS is "the most important single new technology for CO2 savings" in both power generation and industry. However, the IEA's 2009 'Blue Map' scenario also states that 100 carbon capture plants, a minimum of 10,000 km of pipelines and storage of 1.2 GtCO2 are required for CCTS to become a serious abatement technology by 2020. We are nowhere close to these and might never get there.

Despite its alleged inconsistency, the foreign policy of the European Union was successful with the enlargements of 2004 and 2007. The enlargements resulted in an increased number of EU members with important votes in qualified majority voting (QMV) and crucial influence over the unanimous decision-making. Meanwhile, the Lisbon Treaty is meant to foster greater cooperation among the member-states and make the EU speak with one voice in terms of foreign policy. This article analyses the political and institutional dynamics in the EU foreign policy decision-making process after the enlargements and in the wake of the Lisbon Treaty. Focusing on the Common Foreign and Security Policy (CFSP), the article tracks the dynamics in the CFSP evolution and identifies the potential impact the Lisbon Treaty may have on the consistency and coherence of EU foreign policy. The findings show that contrary to predictions the enlargements did not have negative effects on the institutional or political dynamics of the CFSP. However, the Lisbon Treaty, by introducing new institutions and responsibilities as part of creating more efficient institutional framework, has instead created confusion and institutional competition.

This paper summarises the findings of work package 5.3 of the SECURE project, with regard to the role of carbon capture, transport and storage (CCTS) for the future European supply security of coal. The real issue in European supply security with respect to coal is the absence of an economically and politically sustainable use of coal for electricity, liquefaction, gasification, etc. Whereas earlier papers delivered for work package 5.3 on the coal sector indicated that there are few risks to the European energy supply of (steam) coal, there is an implicit supply security threat, i.e. that coal will no longer be an essential element of European energy supply because the CCTS rollout will be delayed or not be carried out at all. This thesis is substantiated in this subsequent paper, with more technical details and some case study evidence.

In 1909 Foreign Secretary Sir Edward Grey, Viscount Grey of Fallodon, prophesied the outbreak of World War I when he declared that the naval arms race between Britain and Germany had become the most important single factor increasing tensions and the risk of war in Europe. The judgement captures the kernel of disarmament: certain types of weaponry are inherently so destabilising to international peace and security that they should preferably be removed from the military arsenals. Disarmament became a major objective of the League of Nations in the 1920s and 1930s. Under the Charter of the United Nations it is a responsibility of the General Assembly (Article 11) and the Security Council (Article 26). Today, as in the past, disarmament is one of the policy options available to governments to enhance national security. Barring a decision to unilaterally renounce a particular weapon category or coercive destruction of military equipment following defeat in war, it forms an integral part of cooperative security that aims for stability, predictability and transparency in international relations based on equal rights and obligations for all parties concerned.

The presidency of the Council of the European Union is still alive and rotating, albeit in a somewhat modified form, after the entering into force of the Treaty of Lisbon on 1 December 2009. At the same time as the prerogatives of the Council presidency were decreased in number by the new treaty, it was overshadowed by two new political figures with presidential mandates–the President of the European Council and the High Representative of the Union for Foreign Affairs and Security Policy. The post-Lisbon role of the Council presidency was tentatively deemed politically unimportant and limited to administrative assistance only. After a year with the Treaty of Lisbon in place, a more nuanced analysis of this new role is, however, justified.
