A debate over the nature of the China-Russia relationship has raged for almost two decades. One side believes the two are strategic partners; the other believes their ties are an “axis of convenience” lacking depth. Understanding the true nature of their relationship is of vital importance to U.S. national security. A true strategic partnership represents a grave threat; less robust ties between the two give the U.S. more latitude in dealing with them. We can gain a deeper, more nuanced understanding of China-Russia ties by observing how they interact in regions of the world where they both have important interests at stake. Four regions emerge as key here: Central Asia, Africa, Eastern Europe, and East Asia.

Abstract:
The US ambassador to South Africa recently accused South Africa of shipping arms to Russia. The ambassador was criticized by some—including the South African government—for breaking with diplomatic protocol by so openly condemning his host government. However, maintaining an effective working relationship does not mean that a diplomat must never say or do anything that the host country might not like. Far from it. Effective diplomacy is built on trust, honesty, and respect, and the diplomat who never disagrees or who comes across as a sycophant, will be neither trusted nor respected. On the other hand, a diplomat who is consistently honest, but who strives to be polite and considerate, might not be universally liked, but will earn respect.

The alliance between the PGA Tour and Saudi Arabia’s Public Investment Fund (which is chaired by Crown Prince Muhammad bin Salman and includes the LIV Golf league) is a strategic victory for Saudi Arabia, which has sought a more integrated presence in global and Western institutions. The merger opens up serious commercial leverage for Saudi Arabia, including control over the PGA Tour’s lucrative licensing operation. The deal has resolved a year-long legal dispute between the two organizations, but questions will be raised about the PGA Tour’s nonprofit status as well as monopoly issues that are being investigated by the US Congress.

Water and climate change will be at the center of Iraq-Turkish relations for years to come. There is a mismatch of priorities on the Turkish and Iraqi sides, with security constituting the most urgent element for Turkey and water/environment for Iraq. Iraq lacks effective pressure cards against Turkey, while Ankara can successfully weaponize water against Iraq, particularly in the short and medium run. A holistic approach that integrates the questions of trade, energy, security, and water can best help assuage Iraq’s water needs in dealing with Turkey.

3406. Autonomy Curbed? Kurdish Oil Exports Hit Snags from Turkey and Baghdad

For the past three months, the Kurdish region in northern Iraq and its government, the Kurdish Regional Government (KRG) have been facing one of the most serious challenges in the two decades of its formal existence. The pipeline through which it exports some 400,000 barrels of oil a day (b/d) – 10 percent of the overall Iraqi exports and 0.5 percent of global production – has been closed since March 25, at an estimated cost of close to a billion dollars a month (approximately $30 million daily). The KRG has depended on income from oil exports for some 80 percent of its budget. The stoppage came after a decade-long arbitration between the Government of Iraq (GOI) and Turkey by the Paris-based International Chamber of Commerce was decided in March in Iraq’s favor. Turkey was ordered to cease loading Kurdish oil without GOI supervision, and to pay Baghdad $1.5 billion in owed fees (Baghdad had demanded $30 billion). Baghdad had claimed that use of the pipeline from northern Iraq to the port of Ceyhan in Turkey by the Kurds without GOI consent was in violation of a bilateral agreement between the two countries from 1973, the annex of which states Turkey would only buy oil from Iraq’s state-owned oil marketer.

3407. Biden’s Middle East Balancing Act: Iran’s Nuclear Program and Saudi-Israeli Ties

This summer, the Biden administration decided to negotiate a temporary deal with Iran involving the release of American prisoners held by the Islamic Republic in exchange for the release of some of the funds that were held by the United States as part of the economic sanctions on Tehran. The White House expects that this package deal will open the road to talks with Iran on its nuclear program. The outline of a deal would include a pause in the accumulation of enriched uranium and an Iranian pledge not to produce weapons-grade fissile material, in exchange for the removal of US economic sanctions. But any diplomatic deal between Washington and Tehran raises fears among two of America’s allies in the region, Saudi Arabia and Israel, that regard Iran as an existential threat. From that perspective, a US-led process of normalizing the relations between Riyadh and Jerusalem could help contain Iran and reinforce the American pledge to strengthen the alliance with Saudi Arabia and Israel.

Abstract:
Recent gains by Russian disinformation in Africa make up one of the quickest propaganda victories in history. Wagner Group-Kremlin narratives work to Russia’s material advantage, and to Africa’s strong disadvantage. Understandably, Western governments are skittish toward employing underhanded tactics to counter Russian lies. An alternative to inaction could be to marry Western government resources with the work of non-governmental organizations in Africa and elsewhere. As is sometimes said about climate change, it may already be “too late” to mount efforts to remedy the situation. But that is hardly a reason for doing nothing.

The core of Wagner leadership was effectively decapitated with the deaths of Yevgeny Prigozhin and Dmitri Uktin, but the group’s fingerprints won’t disappear quickly. Although the Kremlin may attempt to appoint new leadership, semi-nationalize Wagner, or attempt a full takeover, a Wagner descendant organization will continue causing problems for the West. The Wagner model of weaponizing private military companies to use as a foreign policy tool, will continue as well. U.S. and European authorities should avoid complacency by intensifying efforts to counter Wagner and its employees, so that Wagner members cannot slip into anonymity amidst Russian gray zone warfare.

The US-Armenia “Eagle Partner” joint military exercise from September 11–20 may signal the beginning of a shift in the foreign policy direction of Armenia, historically a close ally to Russia. Armenia has been growing frustrated at the lackluster response of the Collective Security Treaty Organization to its appeals for assistance in the deepening conflict with Azerbaijan. However, it would be difficult to imagine a wholesale change in the geopolitical orientation in Yerevan, given the strong military, economic, energy, and cultural ties between Armenia and Russia.

After Russia’s withdrawal from the Treaty on Conventional Arms Forces in Europe (CFE Treaty) formally enters into force on November 7, 2023, the remaining twenty-nine member states need to decide whether they want to keep the Treaty or dissolve it for good. The CFE Treaty no longer corresponds to the present state of European security, but its transparency and verification regime can still provide limited security advantages for NATO members and strengthen deterrence. A formal dissolution of the Treaty would undermine Western normative commitments to military transparency. In the long run, it could lead to a loss of expertise on how to conduct inspections and information exchange, which might become relevant again in the context of ending Russia’s war against Ukraine.

3413. Hamas Allegations Threaten Another Breakdown in US-South Africa Ties

A reported call between South African Minister Naledi Pandor and Hamas Leader Ismail Haniyeh has renewed concerns that the African National Congress and government of South Africa are undermining US national security and foreign policy in the Middle East. This incident comes quickly on the heels of a springtime allegation that the African National Congress and South African government undermined US national security and foreign policy with respect to the Russian invasion of Ukraine. Over the summer, members of Congress called into question the eligibility of South Africa for trade benefits under the African Growth and Opportunity Act (AGOA) and its suitability to host the AGOA Forum. This was in response to the prior allegation that South Africa transferred arms or enabling technologies to Russia. Prior to next month’s AGOA Forum, there is an expectation that the AGOA eligibility determinations for 2024 will be delivered to Congress. This sets the stage for another potential showdown over the AGOA eligibility of South Africa and its suitability to host the AGOA Forum. At this stage, it is unlikely that South Africa will be deemed ineligible for AGOA trade benefits or removed as the host of the AGOA Forum. However, a political debate over its AGOA eligibility could cast a long shadow over the event and lead to another breakdown in the strategic partnership between South Africa and the United States. The White House will want to avoid both of those outcomes.

Iran has provided training, equipment, and financing to Hamas over the years, vastly improving the terrorist organization’s capabilities, evidenced by the cross-border attack into Israel on October 7 that resulted in more than 1,400 killed. The unification of Iran’s network of proxies under the purview of the Islamic Revolutionary Guard Corps Quds Force Commander Esmail Qaani has been a force multiplier and cemented Iran’s “unity of fronts” strategy as the most effective means of encircling Israel. Israel has declared its intention to destroy Hamas completely, but any attempt to do so will come at an extremely high cost and could spur other Iranian proxies like Hezbollah to join the fray, prolonging the conflict and increasing the likelihood of a region-wide conflagration.

The Hamas-Israel war has derailed but not destroyed the trend towards regional de-escalation and integration. Hamas’ “success” has revived fears in the region of a Muslim Brotherhood resurgence and led aspiring regional powers to compete to steer the Muslim world’s attitudes and responses to the crisis . Egypt and Jordan, Israel’s peace partners, face particular domestic challenges that both constrain and incentivize engagement in the crisis. Egypt’s strategic interests have led to a discreet, but more active role, while Jordan’s domestic pressures have led it to keep the crisis at arm’s length. The United Arab Emirates and other conservative Arab states emphasize the need to prevent escalation, to limit civilian deaths, and to implement an immediate ceasefire, and at least publicly, minimize the relevance of “who started” the war.

3416. Australia and India’s New Military Bases: Responses to China’s Naval Presence in the Indian Ocean

Australia and India have built and expanded military bases in and around the Indian Ocean in anticipation of a larger Chinese naval presence in its waters. Most of the construction has focused on creating the capacity to monitor the three main passages into the ocean through the Indonesian archipelago, namely the Malacca, Lombok, and Sunda Straits. India has established two new naval air stations in the Andaman and Nicobar Islands and boosted its maritime patrol forces at others nearby. Australia is working to establish a military base in the Cocos (Keeling) Islands and is beefing up its Stirling naval base near Perth to support and sustain nuclear-powered attack submarines.

3417. Using Taxation to Fund Military Spending

Abstract:
World military expenditure is on the rise. To fund their increases in military spending, options available to governments include tax, debt or revenue from natural resources. Each form of financing has its consequences, economic, political or social. Tax is the prevalent source of finance for governments. The use of tax, and the choice among different types of tax, can have an impact on income inequality and economic growth, among other things. However, no scholarly attention has yet been paid to the use of taxation to fund military spending. Using statistical analysis combined with in-depth case studies sheds light on this use of taxation. The findings—based on data for 100 countries between 1990 and 2020 and reinforced by detailed case studies on Burundi and Ukraine—show that countries in conflict tend to resort to indirect taxation to fund military expenditure. This is particularly true for low-income countries and for countries with an autocratic regime. This association can be consequential, considering the accumulated evidence on the impacts of indirect taxation on income inequality.

The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

Unprecedented global turbulence in 2022 has demonstrated the need to pay increased attention to naval operations. Enhanced military capability allows naval power projection far beyond home waters. New threats and challenges are emerging from technological advances and new applications, not least the vulnerability of warships and naval facilities to cyber intrusions and cyberattacks. As states implement the programmes they need to protect and promote their interests at sea, there is also likely to be an increase in the number of close tracking incidents. How effective current risk reduction mechanisms will be at dealing with incidents at sea is unclear. This Insights Paper provides a preliminary assessment of the existing mechanisms and suggests areas for further improvement.

NewSpace is changing the nature of the space industry, exacerbating missile proliferation risks and posing challenges for the effective implementation of export controls. NewSpace companies develop, test, produce, use and market missile-related emerging and dual-use technologies, including small and micro launchers. One of the measures states can take to address these developments is to step up targeted outreach to NewSpace actors, raising awareness of such risks to strengthen compliance with export controls and foreign direct investment (FDI) screening mechanisms. Key elements of an effective outreach strategy for the NewSpace sector include tailored use of established outreach tools, mapping stakeholders, incentivizing participation in outreach activities, consistently engaging with launch vehicle manufacturers, inter-agency cooperation and raising awareness of FDI-related risks. The Missile Technology Control Regime, the Hague Code of Conduct and the Wiesbaden Process provide multilateral forums through which states can begin sharing experiences and develop good practices for outreach to the NewSpace industry.

3421. Five Urgent Questions on Ecological Security

The increasing pressure of ecological disruption on people and on security means that ideas and policy on peace and security must increasingly address the need for ecological security. This paper poses five research questions concerning: (a) amplification of antimicrobial resistance (pathogens that are increasingly drug-resistant); (b) the physiological consequences of pollution; (c) the loss of nature’s contribution to people’s well-being; (d) local and regional ecological tipping points; and (e) detrimental organisms and processes that thrive in the rapidly changing planet. Each question has a human health dimension, with likely socio-economic impacts and effects on behaviour, as well as potential effects on security and political stability. Understanding these issues is essential if appropriate responses are to be developed. More research is needed in both the natural and the social sciences, with interdisciplinary work that is in close contact with the policy world. The situation is urgent and policy responses cannot wait until all the answers are known and uncertainty has been fully eliminated.

This paper focuses on countries under extended nuclear deterrence arrangements, or ‘umbrella’ states. The paper explores the ways in which umbrella states both in the Asia-Pacific region and in Europe have supported prevailing nuclear deterrence practices or distanced themselves from such practices. While there is a tendency for these countries to side with their nuclear-armed patron on matters related to nuclear weapons and nuclear disarmament norms, at times they have taken steps away from the allied mainstream position by advocating for anti-nuclear weapon policies. As long as extended deterrence has a nuclear dimension, allies will need to balance between normative pressures to support nuclear disarmament and alliance commitments that require at least passive support for nuclear deterrence practices.

3423. Russia’s Military Expenditure During Its War Against Ukraine

This SIPRI Insights paper is devoted to an analysis of military spending by the Russian Federation during its war against Ukraine, and the sources of funding for that spending. Russia’s total military expenditure has increased since its full-scale invasion of Ukraine in February 2022, but not dramatically. Despite difficulty in accessing information on budget spending, total budgeted military spending in 2023 can be estimated at 6648 billion roubles. This represents 4.4 per cent of forecast Russian gross domestic product. While military spending in early 2023 seemed to accelerate beyond the budgeted amount, the rate of spending can be shown to be similar to that in early 2022 and does not suggest any unusual surge. The Russian government is attempting to restrain spending on the war to minimize the domestic impact and enable the pursuit of policy goals set before the invasion. The Russian economy can afford this level of spending notwithstanding severe sanctions, while leaving open the possibility of increased war-related funding if the government considers it necessary in the future.

3424. Integrating Gender Perspectives into International Humanitarian Law

International humanitarian law (IHL) aims to limit the impacts of armed conflict through rules and protections. However, while IHL seemingly accords protection to ‘all persons’, it may fail to do so, especially on the basis of gender. In turn, failure to include gender perspectives in IHL can result in inaccurate assessments of civilian harm. This paper explores the missing gender perspectives in IHL and proposes that they be integrated with intersectional considerations. The paper first examines inherent gender bias in the wording of certain IHL rules, highlighting several issues including gender essentialism, limited distinction between sex and gender, and the need to overcome a binary approach to gender to ensure adequate protections for the LGBTQIA+ community. The paper also examines key rules of IHL which are particularly sensitive to bias in interpretation and application, including certain rules on weapons, the rules guiding the conduct of hostilities, and obligations to provide legal advice and legal training to the armed forces. Finally, the paper concludes with action points to more effectively integrate intersectional gender perspectives into IHL.

The crossover between cybercrime and cyberwarfare has intensified in recent years, particularly against the backdrop of the ongoing conflict in Ukraine and mounting tensions between China, Russia and the United States. This paper delves into specific cyber incidents that employ cybercrime tactics with cyberwarfare objectives, allegedly involving Chinese, Russian or US actors. It examines responses within and among the private sector, the public sector and international forums. Although not directly involved in all of the cases, the European Union (EU) was impacted in a variety of ways, including as a result of spillover effects and intentional targeting. Drawing on an examination of cyber incidents, this paper highlights how emerging trends in actors, means and responses present escalatory risks for the EU and emphasizes the pressing need to bolster cybersecurity measures.

3426. Mapping Pathways for Peace through the Composition of Official Development Assistance

Mapping the changing composition of official development assistance (ODA) against peace and conflict patterns in recipient countries over time can enhance the understanding of how pathways to peace look like in practice. This working paper presents empirical findings from more comprehensive research into the composition of ODA across aid recipient countries in the period 1990–2020. ODA is broken down into humanitarian, development and peacebuilding aid components. While development assistance is found to dominate across all types of country contexts, and the humanitarian share tends to be larger during conflict, peacebuilding assistance varies by conditions in countries. Post-conflict countries that avoid conflict relapse receive significantly higher shares of peacebuilding aid compared to post-conflict countries that relapse. A ternary graph is introduced to strategically track the composition of the total ODA envelope at the country level during different time periods. The findings suggest that a more effective future deployment of ODA for the advancement of peace and stability is possible.

This policy brief analyses current initiatives and ways forward to address the nexus between climate change, peace and security within the European Union’s (EU) foreign, security and defence policies. Considering Sweden’s reputation and credibility in advancing international cooperation on climate security and in light of the 2023 Swedish presidency of the Council of the EU, there is an opportunity to address the current lack of alignment between the climate and conflict-sensitizing work of the European External Action Service (EEAS) and the climate adaptation and mitigation work of the European Commission. Closer collaboration between the EEAS, the European Commission and EU member states to align resources and tools would allow for a qualitative leap forward by fostering actions that are preventative rather than reactive to climate-related security risks in the short to medium term.

3429. Verifying Nuclear Disarmament: Lessons Learned in South Africa, Iraq and Libya

Inspections in the 1990s and early 2000s in South Africa, Iraq and Libya were designed to discover the details of nuclear weapon programmes and destroy any remnants. As the global norm against nuclear weapons strengthens, the international community may once more require verification of a state’s denuclearization. But success in the three earlier cases does not guarantee success in the next similar task—any future inspection mission must learn from the lessons of the past. This report draws on the unique experience of Robert E. Kelley, a participant in all three past denuclearization efforts. In it, he gives an account of the unique scale and circumstances of each investigation and the different tools and approaches required. By publicly documenting and comparing obstacles and successes in the three cases for the first time, this report gives meaningful and practical insight into the difficult work of disarmament and its verification. It is an essential resource for future inspectors—and all others interested in what real disarmament looks like on the ground.

Abstract:
In May 2023, European Union (EU) member states adopted a new compact to further strengthen the EU’s civilian Common Security and Defence Policy (CSDP). The new Civilian CSDP Compact succeeds the compact established in 2018 and is in line with the 2022 Strategic Compass for Security and Defence, in particular its objective to increase the EU’s ability to act whenever crises emerge. While most stakeholders agree that the old compact was a worthwhile initiative, EU member states under-delivered on the commitments to increase national contributions and raise the number and share of seconded personnel in civilian CSDP missions. The new compact doubles down on these commitments—not only by renewing them but also by refining them, and by raising the level of ambition when it comes to capability development and increasing women’s representation. Among other things, this has implications for the review process of the new compact, which this paper recommends that the European External Action Service and EU member states consider before setting the process in motion.

3431. Bankrupting Iran’s Empire of Terror

Hamas’s surprise attack on Israel has left thousands of innocent people dead, set the stage for a bloody and protracted conflict in Gaza, and precipitated a crisis that threatens to engulf the Middle East in a devastating new conflict. To prevent further escalation, the United States needs to act swiftly to intensify economic pressure on the Islamic Republic of Iran and dismantle its terrorist financing networks. Though Iran has denied any involvement, Hamas could not have planned an operation of this scale without critical support from its chief state sponsor. Iran’s Islamic Revolutionary Guard Corps (IRGC) has devoted enormous resources to building up proxy terrorist organizations in order to encircle Israel. According to a 2020 US government estimate, the IRGC provides as much as $700 million to Lebanese Hezbollah and $100 million to Hamas and other Palestinian groups each year. So far, this strategy appears to be working. Hezbollah, the IRGC’s most powerful terrorist partner, is poised to attack from the north, while other Iranian proxies threaten Israel from within Syria and elsewhere. Israel’s newly cordial relations with its Arab neighbors—including its nascent détente with Saudi Arabia—hang precariously in the balance. President Joe Biden’s immediate response to the attacks rightly focused on delivering Israel the political backing and military assistance that it urgently needs. But as the overseer of the global financial system, the United States can also deploy its unique capabilities to constrict the Islamic Republic’s revenues and shut down its global terrorist financing networks. Whether the United States succeeds in doing so will shape events far beyond the Middle East. This conflict is not just another flare-up in a long-troubled region. It reflects an ongoing global realignment wherein powerful adversaries test American strength and resolve with growing coordination and assertiveness. As Russia wages war in Ukraine and Beijing watches carefully, the stakes call for nothing less than a major US endeavor to bankrupt the Islamic Republic’s empire of terror once and for all.

3432. Raising AUKUS’s Second Pillar: Integrating Uncrewed and Other Emerging Technologies into the Australian Defence Forces

The Australian Defence Force (ADF) is aggressively pursuing a diverse array of uncrewed air, surface, and undersea systems to address capability gaps in today’s force and exploit emerging opportunities in new technology. Thus far, these efforts have yielded a few programs that have transitioned into operational use, consisting predominantly of uncrewed air vehicles (UAV) that support intelligence, surveillance, and reconnaissance (ISR) operations. ADF concepts tend to constrain uncrewed system use cases by treating them as extensions of crewed platforms or units, such as the Royal Australia Air Force (RAAF) Ghost Bat program.1 These manned-unmanned teaming (MUM-T) concepts generally exploit the systems-level characteristics of uncrewed vehicles to provide crewed units with greater reach or persistence, as figure 1 summarizes. Because they do not carry human operators, strategists can consider even relatively expensive uncrewed vehicles attritable, and forces may lose these vehicles to combat or other exigencies with little regret.2 Uncrewed systems can operate for extended periods in severe environments or circumstances, such as space. And without human operators, uncrewed vehicles can be less expensive than their manned counterparts due to fewer requirements for life support, protection, live training, or multi-mission capability.

Since Russia invaded Ukraine for the second time in eight years, Russian troops have ravaged Ukraine’s cities, raped its women, and stolen its children. Russian missiles and Iranian drones strike Ukrainian cities daily, often hitting civilian targets. Russia is the aggressor. Ukraine is the victim. For Americans who believe in respect for national borders, the primacy of national sovereignty, and the right to self-defense, support for Ukraine is natural. Ukrainians are not asking for, nor do they want, US troops to help them fight Russia. All they ask for is the resources required to give them a fighting chance. Meanwhile, Russia is among America’s top geopolitical adversaries. As former Secretary of State and Hudson Distinguished Fellow Mike Pompeo said last week, a Russian victory “would be felt well beyond Ukraine’s borders, including by strengthening a Russia-China-Iran alliance that aims to weaken the US and our allies across the globe.” As Congress debates additional support for Ukraine, detractors will spread false and misleading information. It is important to understand the facts.

3434. Why Overbroad State Library Ebook Licensing Bills Are Unconstitutional

There has been a coordinated push over the past few years for states to enact legislation that would regulate the marketplace for licensing copyrighted ebooks to public libraries. The supporters of these bills argue that publishers offer ebook licenses that are too costly and restrictive, making it difficult for libraries to provide adequate access to their patrons. The gist of these complaints is that the market for digital ebooks should mirror the one for physical books, in which libraries pay the same price as everyone else and set their own rules for making loans. In essence, they want states to step in to remedy the perceived disparity with ebooks, which they blame on the allegedly abusive trade practices of publishers. But the reality is that publishers treat the two markets differently because they are fundamentally different, and there is nothing abusive about it. Moreover, publishers are merely doing what federal copyright law encourages them to do, and states are powerless to enact overbroad laws that would unconstitutionally punish them for doing so. While these concerns with the ebook licensing marketplace may be relatively new, the legal issues presented by the proposed state regulations to address them are not. Many states already have laws on copyright licensing in other contexts, and the extent of a state’s limited capacity to regulate in this area has been long-settled by the courts. Nevertheless, supporters of the new ebook licensing bills appear uninterested in the clear legal implications of their favored policy position. Shortly after the first such ebook law went into effect in Maryland, a federal district court struck it down as unconstitutional because it forced publishers to grant licenses. Other states have since moved forward with new ebook legislation based on the model text provided by Library Futures, a policy organization, that purports to solve the constitutional issue by merely dictating the terms of the licenses. However, Library Futures makes no real effort to defend the legality of its proposed legislation, and the truth is that it suffers the same constitutional defect. This policy memo explains how federal copyright law supersedes and limits state laws that regulate the licensing of copyrighted works. While states can validly target certain abusive conduct related to the manner in which copyright licenses are negotiated, federal law is clear that states cannot cross the line by dictating the terms of such licenses when they directly implicate the exclusive rights secured by the Copyright Act.

A recent wave of private investment in space creates new opportunities for government agencies to benefit from commercial innovation. Leaders of national security space acquisition organizations regularly express their intention to first buy commercial space capabilities and build government space systems only when they must.1 However, achieving greater use of commercial space services requires overcoming barriers that have thus far prevented the government from fully benefiting from private sector funding and creativity. This report assesses the increasingly wide range of commercial space services available to government agencies, identifies obstacles hindering greater use by the US government, and makes recommendations for overcoming them.2 While the report focuses on the US government use of commercial space services, its analysis and recommendations are relevant for governments of other space-faring nations.

While Ukraine, Gaza, and climate change will feature heavily on the agenda during Australian Prime Minister Anthony Albanese’s visit to Washington, DC, the most important and enduring issue between the two countries is progressing AUKUS (Australia–United Kingdom–United States) as the key ANZUS (Australia–New Zealand–United States) contemporary alliance initiative. If the AUKUS arrangement stalls and fails to have a meaningful impact on the strategic and military balance of power, then America’s regional allies and partners will lose faith that a reinvigorated American-led alliance system can serve as a check on Chinese power. America’s slow progress to reform the International Traffic in Arms Regulations (ITAR) is an immense frustration for Australian and American proponents of AUKUS. However, concerns regarding inadequate investment in the American military industrial base are reasonable and legitimate. Australian defense policy is underfunded and lacks urgency despite defense analysts’ assessment that the strategic environment is rapidly deteriorating. Australian underperformance will increase skepticism of AUKUS in both countries. Both countries need to undertake much more detailed scenario planning and commit to the agreed sharing of burdens and responsibilities to deter or defeat China.

3437. Rewriting the Future of America’s Maritime Industry to Compete with China

For decades, companies outside the United States have dominated the international commercial shipping and shipbuilding industries. At various times since World War II, Japan, Korea, and certain European countries have been able to leverage their export-driven manufacturing economies and government support to become world leaders in commercial shipbuilding and major players in international shipping. The People’s Republic of China (PRC) has taken that strategy to a new level and now produces more than half the large commercial ships delivered annually, controls scores of seaports in dozens of foreign countries, and owns almost one-fifth of the global commercial fleet. American commercial shipbuilders and US flag shipping companies have long faced fierce headwinds in international markets and have seen support from the US government dwindle. The US reset its maritime policies in the 1990s when America was the sole superpower and the security benefits of a robust commercial maritime industry were in doubt. By the end of 2022, Americans owned only 3 percent of the 55,000 ships in the global commercial fleet, including just 178 large US flag cargo ships, 85 of which are committed to international trade (see tables 1 and 2 below for a breakdown of US and global commercial fleets). The emergence of the PRC as a challenger to America’s global leadership has forced sweeping changes in US policy and spending priorities to boost America’s economic and military security. This report recommends that the US reform its policies governing America’s commercial maritime industries because shipping and shipbuilding are core components of national power. These industries remain especially crucial in the twenty-first century, as international trade is more important to a healthy American economy today than ever before. Yet Americans have almost no control over the maritime logistics systems that feed the US economy. The pandemic-induced supply chain crisis showed how much damage can be done when those systems break down.

3438. The Missing Pieces of a Kerch Bridge Strike: Give Ukraine What It Needs to Isolate Crimea and Gain the Initiative

The war in Ukraine is at a critical juncture both on the ground and in the capitols of Ukraine’s main supporters. Aid to Kyiv is now a point of contention in the United States Congress, which had to remove Ukraine support from a short-term funding package to avoid a government shutdown. Overseas, China’s intensified aggression toward its neighbors and Hamas’s terror campaign against Israel are beginning to stretch US attention and resources across multiple theaters. With half of Ukraine’s post-invasion military and humanitarian assistance coming from the United States, softening support in Washington could cause other North Atlantic Treaty Organization allies to pare back their contributions as well. To sustain US and NATO support and put Russia on the defensive going into winter, Ukraine’s military will need to change the dynamics of a counteroffensive that has been slow to retake Russian-held territory. Cutting off Crimea from Russia and forcing Moscow’s troops to protect an isolated peninsula is the kind of change that would prove Ukraine is able to win the war, rather than merely fight to a draw. With the “land bridge” across southern Ukraine already under attack, the Kerch Strait bridge carries much of the ammunition and supplies going into Crimea. If the bridge were impassable, Russia would need to redouble its efforts to defend southern Ukraine, drawing troops away from the east and north and potentially enabling Kyiv to make more rapid gains along those fronts before winter. Ukraine has already attacked the Kerch Bridge several times during the war, with air-launched missiles, drone boats, and semisubmersibles. The most successful strike, via a truck bomb, damaged the bridge but did not stop its use. Eliminating the 12-mile-long span as a factor in the war will require a sustained series of long-range strikes structured to defeat Russian defenses and supported by a few new pieces of Western military hardware.

Southeast Asia is not just the swing sub-region in the Indo-Pacific but also the soft underbelly of the region—the area most susceptible to Chinese coercion, influence, and expansion. Except for Vietnam, Southeast Asian states have strong fence-sitting tendencies and are reluctant to properly balance and counter Beijing due to their proximity to China, smaller size, limited capabilities, and economic integration with and reliance on China. They are also constantly fearful that the US and its allies will abandon and leave them to fend for themselves against a hostile China. This means that while one can identify pockets of creative and proactive thinking in this sub-region, the prevailing inclinations of the region’s countries are to never back a side before the result is obvious, do the minimum when it comes to burden sharing, and receive maximum economic and security benefits for minimum risk, price, and commitment. In short, they are often inclined toward free riding. It is easy for the US and its allies to become frustrated with Southeast Asian states that give the impression they are seeking various forms of “strategic welfare.” The more constructive approach is to understand their domestic and external vulnerabilities and work within these.

3441. Time to Recalibrate America’s Middle East Policy

Our understanding of reality in the Middle East has changed significantly in the last seven years. At a conference on US-Israel relations in 2016, then Secretary of State John Kerry highlighted, now famously, the impossibility of Israel making peace with the Gulf states. In an obvious reference to Israeli Prime Minister Benjamin Netanyahu and his associates, Kerry said, “I’ve heard several prominent politicians in Israel sometimes saying, ‘Well, the Arab world is in a different place now. We just have to reach out to them. We can work some things with the Arab world, and we’ll deal with the Palestinians.’” Kerry dismissed Netanyahu’s thesis with total certainty: “No. No, no, and no. I can tell you that I’ve talked to the leaders of the Arab community. There will be no advanced and separate peace with the Arab world without the Palestinian process and Palestinian peace. Everybody needs to understand that. That is a hard reality.” Just two years later, Netanyahu refuted Kerry’s view of reality by, with the help of President Donald Trump, signing the Abraham Accords with Bahraini Foreign Minister Abdullatif bin Rashid Al-Zayani and Emirati Foreign Minister Abdullah bin Zayed Al-Nahyan. But the flaws that Trump and Netanyahu revealed were not Kerry’s alone. Nor were the flaws limited to thinking about Arab-Israeli relations. Trump and Netanyahu were attacking the entire strategic belief system of the Obama administration, which had identified reconciling with Iran and brokering a Palestinian-Israeli peace as the two top priorities of the United States in the Middle East. In the Trump-Netanyahu conception, the Abraham Accords were the cornerstone of a regional alliance that aimed not just to improve relations between Israel and its neighbors but also to contain Iran militarily and to prevent it, through the application of hard power, from acquiring a nuclear weapon. With a Middle East staff consisting almost entirely of veterans of the Obama administration, the Biden administration intended to prove the utility of Obama’s effort to reconcile with Iran. It therefore rejected the Trump-Netanyahu view of the accords as a key component of an Iran-containment strategy. However, the accords have fashioned a new “hard reality” of Arab-Israeli coordination that the administration cannot ignore. That reality includes formal Israeli representation at US Central Command, the military’s combatant operations command responsible for, among other things, deterring Iran. In other words, beneath the umbrella of the United States military, the Israeli military and its Arab counterparts are now liaising daily. Weren’t Trump and Netanyahu pursuing this outcome? The simple answer is no. To prevent trilateral military cooperation among the Arab states, Israel, and the United States from turning into a coalition designed to pressure Iran regarding the aggression of its proxy forces and the expansion of its nuclear weapons program, the Biden administration instructed CENTCOM to focus exclusively on defensive measures and integrated missile defense, and to avoid any offensive countermeasures against Iran. But defending against an aggressor with only a shield is impossible. Arming oneself with a sword is also necessary. Enter Raphael BenLevi, the director of the Churchill Program for Strategy, Statesmanship and National Security at the Argaman Institute of Tikvah Fund Israel. BenLevi is at the forefront of a new generation of foreign policy strategists in Israel who have come of age in an era when what seemed like a “hard reality” to the generation of John Kerry is now obviously history. In this article, he lays out a strong case for the potential of the kind of trilateral cooperation to which the Biden administration, under the weight of stale ideas, has turned a blind eye.

Abstract:
Within days of taking office, China’s new foreign minister, Qin Gang, was on a plane to his country’s main African client: Angola. Landing in Luanda on January 12, Qin Gang was ostensibly bringing a gift—a $250 million loan to help Angola expand high-speed broadband. Some gifts, however, are not what they seem, and some of the recent financial gifts from Chinese sources have been toxic. Soon after Qin visited Angola, US Treasury Secretary Janet Yellen traveled to three African countries but skipped Angola, possibly because of its checkered history with Chinese development assistance. The case of Angola raises questions about the extent and nature of Chinese loans and infrastructure aid to a growing number of African nations, as well as the consequences of such loans on those countries’ relations with the US.

With Russia’s large-scale invasion of Ukraine in February 2022, there is a new geopolitical reality in the Black Sea region. Following the capture of the Ukrainian city of Mariupol in May, Russia has effectively turned the Sea of Azov into a Russian lake and is also seeking maximum control of the Black Sea. Turkey has reminded the world of Ankara’s regional importance by closing the Turkish Straits to the belligerent parties’ vessels (in practice the Russian Navy, except for the platforms home-ported in the Black Sea), which it carried out under authority granted by the 1936 Montreux Convention. Despite the overwhelming odds, Ukraine has been able to deliver significant blows to the Russian Navy—most sensationally by sinking the Black Sea Fleet’s flagship Moskva missile cruiser and by striking Russian platforms with unmanned surface combatants in October. Black Sea geopolitics is a complex phenomenon. Any comprehensive regional political-military policy must therefore offer a multidomain strategy. This report will focus on the maritime agenda. Future reports will present findings on air warfare and land warfare trends in the broader Black Sea region.

This week’s news that Russia will suspend participation in the New START nuclear treaty follows the State Department’s January announcement that Russia is in breach of New START and its obligation to allow inspection activities on its territory. Since the Cold War, the United States has led efforts to promote nuclear non-proliferation and to create a transparent and stable dynamic between Moscow and Washington regarding our nuclear weapons forces. But the Russians have repeatedly demonstrated a willingness to violate the terms of our agreements. While the United States has sought to decrease our reliance on nuclear weapons in our military strategies, Russia has gone the other way. Russia is developing, testing, and fielding new delivery systems within traditional categories like road-mobile and silo-based intercontinental ballistic missiles. But it has also developed novel systems like nuclear-capable hypersonic glide vehicles that raise questions about their intent. And its large arsenal of non-strategic nuclear weapons remains outside the bounds of any treaty. As we’ve seen in Ukraine, Russia uses the threat of nuclear employment to coerce nations in wars of aggression that Russia has chosen. Moscow appears to have lowered the nuclear threshold. The best path for peace is for the United States to maintain credible deterrence options. This provides incentives for our adversaries to engage in diplomacy.

3445. Transparency and Accountability: US Assistance to Ukraine

Americans are raising questions about the tracking and oversight of aid to Ukraine. Russia has long sought to dominate Ukraine, and wherever Russia hooks its tentacles, corruption naturally follows. By helping Ukraine defeat Russia on the battlefield, the United States can strike a major blow against corruption in Europe. In the meantime, the US government is carefully tracking American aid to Ukraine. The Department of Defense (DoD) established a Security Assistance Group Ukraine last fall that tracks military shipments. (By contrast, the US did not establish a similar effort in Afghanistan until seven years into the war). Moreover, Congress required significant reporting on oversight and accountability in each major assistance package passed to date: the four Ukraine supplementals, the FY2023 NDAA, and the FY2022 and FY2023 omnibus bills. Specifically, Congress mandated the creation of a list of all security assistance and defense articles provided to Ukraine—and enhanced monitoring of that equipment once it enters Ukraine. Congress also mandated that the DoD reports on all end-use of military equipment. As of this writing, the DoD has found no evidence of Ukraine diverting US-supplied defense equipment. This makes basic sense: a smaller, weaker country like Ukraine could not defeat its much larger Russian adversary if Western weapons were not reaching the front lines. Indeed, Ukraine’s battlefield successes follow a basic rhythm. In June, the US released Harpoon coastal defense systems to Ukraine. Later that month, the British Defense Ministry announced that Ukraine used this Western system to sink a Russian ship on its way to Snake Island, causing the Russians to abandon the strategic outpost. The HIMARS launcher, first sent last summer, propelled Ukraine’s counteroffensives in the south and east, enabling Ukraine to liberate Kherson and take back major territories in the Kharkiv region. And the US shipment of over 100 M777 Howitzers proved effective against Russian equipment at a time when the Ukrainians were running dangerously low on artillery systems. Still, in keeping with its responsibilities, the new Republican majority in the House is standing watch and directing new efforts. Earlier this month, Mike Rogers, chairman of the House Armed Services Committee, led a congressional delegation to Romania and Poland to oversee the distribution of Ukraine aid. Following the trip, the bipartisan group of lawmakers agreed that they “came away with a clear understanding of the various safeguards the US government, in partnership with the Ukrainians and other nations, have put in place to ensure each article is accounted for and tracked to the frontline of the war.” Because Congressman Rogers sees oversight as a top priority of his committee, he will press the point in an oversight hearing on Tuesday, February 28.

3446. Greater than the Sum of Its Parts: Abraham Accords Free Trade Area

The Abraham Accords provide an unprecedented opportunity to increase trade and investment among its members significantly by establishing a regional free trade area that would ensure progress toward their aspirations, preserve the integrity and stability of global markets, fuel growth, and constrain China’s predatory trade practices. Signatories to the accords committed to a shared vision of peace and prosperity and recognized that economic integration can enable members to achieve their long-term economic goals. The accords have paved the way for comprehensive partnerships on a variety of issues related to security, trade, investment, the environment, innovation, tourism, energy, and other key sectors. While the growth in bilateral trade is of great significance, the true transformative power of these peace agreements lies in expanding regional integration and cooperation. This is already underway. Israel concluded a Comprehensive Economic Partnership Agreement (CEPA) with the United Arab Emirates (UAE) in December 2022 and is currently negotiating a free trade agreement with Bahrain. Both will significantly accelerate economic development and provide incentives for others to follow suit. Israel's new foreign minister, Eli Cohen, recently stated that the volume of trade with Arab countries that normalized relations with Israel under the Abraham Accords in 2020 exceeded $2.8 billion dollars in 2022. While progress has been remarkable, its potential is far greater. According to RAND analysis of the potential of bilateral free trade agreements (FTA) between Israel and current signatories, the accords could create 46,000 new jobs and $24 billion in new economic activity for Israel's four partners. The benefits of a multilateral FTA encompassing current signatories would triple the overall benefit, creating more than 150,000 new jobs and new economic activity exceeding $75 billion. A multilateral FTA among an expanded number of potential signatories to the accords could create as much as 4 million new jobs and $1 trillion in new economic activity through 2030. This potential is not lost on the Chinese Communist Party (CCP). The CCP represents one of the most significant threats challenging the United States and its partners and allies. China’s state-directed economic policies, predatory lending, cyber intrusions, theft of intellectual property, illicit technology transfer and other coercive practices, industrial subsidies, and market access restrictions on key sectors of China’s economy constitute the most significant threats of the coming century. Several trends exacerbate the need for integrating markets aligned toward common goals. The global pandemic, the Russian invasion of Ukraine, Brexit, tariff tensions, political instability, protectionist policies, and regulatory uncertainty have threatened global trade by disrupting established supply chains and their underlying constellation of business models and trade relationships. As is often the case, these complex and interrelated challenges constitute an opportunity to realign our trade to safeguard the integrity of global markets and pursue US goals and objectives in collaboration with our partners and allies. The Abraham Accords offers just such an opportunity.

Russia’s large-scale invasion of Ukraine in February 2022 has led to a renewed focus on the geopolitical importance of the Black Sea. What the North Atlantic Treaty Organization has overlooked is Russia’s use—often in coordination with Iran—of the Caspian Sea to advance its war aims in Ukraine. The Caspian Sea offers Russia a strategic depth to strike targets far afield in a relatively safe manner, is currently the only way for Russia to reinforce its Black Sea Fleet, and serves as a transport conduit allowing Iran to deliver military assistance to Russia for use against Ukraine. As Admiral Sir Tony Radakin, the United Kingdom’s chief of the defence staff, recently said, “The flow of Iranian weapons to Russia’s war in Ukraine demonstrates that there is no easy geographical distinction on matters of defense.”1 In the context of regional security, military planners in the United States and NATO should see the most extreme point of the alliance’s Black Sea frontier as the southern shoreline of the Caspian Sea.

3448. Radical Steps Are Essential to Jump-Starting the Replacement of the Flawed US Money Regime

A previous policy memo argued that flaws in the actual US money regime are responsible for the Great Pandemic Inflation.1 Now that reported inflation has been falling, some of us might imagine that addressing these flaws has become a non-urgent matter. After all, great supply shocks tend to come rarely. But such complacence does not fit the facts. The case for getting rid of the present rotten monetary regime is not simply based on the argument that it has malfunctioned so severely during the pandemic and war supply shock. That malfunctioning continues into the present, where there is now positive supply side news (the pandemic dislocation is fading, and a natural gas glut has emerged despite the continuing Russia-Ukraine War). The Federal Reserve and other central banks, still trying to navigate policy in an anchorless monetary system by choosing a path for short-term interest rates, are stumbling from one huge blunder to another, even if they have a rare lucky stretch in between. Beyond the woes of how the 2 percent inflation standard performed during the supply shock and subsequent supply restoration, this regime should be held responsible for a range of economic and social consequences that predate the pandemic and war. These include malinvestment (poor allocation of capital due to corrupted signaling in markets), advancement of monopoly capitalism, bloated government outlays, and punitive monetary taxation (in the form of inflation tax or monetary repression tax), all of which take their toll. Instead of enjoying a top-quality money with all its benefits, individuals have had to put up with a poor money and all its related costs, particularly the ongoing danger of serious loss of purchasing power.

3449. The System Is Blinking Red over Iran

In his testimony to the 9/11 Commission, then-CIA Director George Tenet described the harrowing intelligence picture that had emerged in the summer of 2001. “The system was blinking red,” he famously recalled. What followed, of course, was the well-documented, multi-agency failure to prevent an avoidable disaster that changed the course of history. The system is blinking red again, and the American response appears frighteningly familiar. Earlier this month, the International Atomic Energy Agency (IAEA) confirmed that its inspectors in Iran had discovered uranium particles enriched to about 84 percent purity. Most reports have noted that this is just shy of the 90 percent level generally considered to be “weapons grade.” Others correctly point out that uranium enriched to around 80 percent fueled the atomic bomb dropped on Hiroshima in 1945. Almost no one mentions that Iran has no civilian need to enrich uranium in the first place. During the nearly four years leading up to the IAEA’s finding, Iran has engaged in increasingly grave violations of its international nuclear obligations, only some of which derive from the 2015 Joint Comprehensive Plan of Action (JCPOA). Iran still refuses to cooperate with at least three separate IAEA investigations of undeclared nuclear materials, activities, and sites, in violation of its commitments under the Nuclear Non-Proliferation Treaty. With Iran’s long history of nuclear lawbreaking, the discovery of undeclared, highly enriched uranium is unsurprising. Iran does not have a peaceful uranium enrichment program. Uranium enrichment remains part and parcel of the regime’s effort to develop and maintain the ability to produce and deliver nuclear weapons on demand. Rather than dismantling Iran’s illegally built military enrichment program, the JCPOA decriminalized it. Even if the US had not withdrawn from the JCPOA in 2018, the deal’s limited and temporary terms explicitly permit Iran to expand its enrichment capability and capacity and increase its stockpile of enriched uranium, legally and without limitation, by the end of this decade. In a February 24 interview with CBS News, the current CIA director, William Burns, downplayed the danger. He reaffirmed that “we don’t believe that the Supreme Leader in Iran has yet made a decision to resume the weaponization program that we judge that they suspended or stopped at the end of 2003.” The materials Israeli intelligence spirited out of a Tehran warehouse (the “Atomic Archive”) in 2018, which Israel shared with the United States, raise disturbing questions about the assessment Burns presented and its persistence. The archive materials showed that the regime did not stop or suspend its weaponization program in 2003, but, in the Iranians’ own words, modified it. What had been a crash program geared toward testing a nuclear device on a short timeline became a dispersed, long-term effort—part clandestine, part under the cover of civilian research—to develop and maintain capabilities relevant to the production of nuclear weapons. The program went from sprint to marathon, though both have a nuclear weapons finish line. More broadly, the archive showed that the Iranian nuclear weapons program was more advanced and comprehensive than previously understood. Israel and the United States became aware of how much so 15 years after the fact and only thanks to one of the most stunning intelligence coups in modern history. Despite this long lag and the long odds of repeating such an intelligence feat, Burns seems to believe that we will know in near-real time if and when Iran’s leader decides to switch the program back to an even shorter nuclear sprint. This belief seems to reflect, as the saying goes, the triumph of hope over experience. Perhaps this too is unsurprising. The JCPOA was always built on little more than hope. The largely unspoken logic behind the agreement was that an engaged, wealthier Iran would lose interest in nuclear weapons before the deal’s restrictions expired. Iran quickly proved the optimists wrong. In the years immediately after striking the deal, Tehran increased defense spending by more than 30 percent; offered substantially more support to terrorist groups like Hezbollah, Hamas, and the Houthis; and intensified its aggression across the region. Iran continues to develop missiles and, as Burns pointed out, the associated ability to deliver a nuclear warhead. Now Iran is using the same uranium enrichment infrastructure guaranteed by the JCPOA to violate its terms. The Biden administration’s policy toward Iran reflects a clear and consistent preference for diplomacy over the use of force, and understandably so. But the White House treats the two as contradictory, rather than complementary. For over two years, the administration has demonstrated its reticence to use, or even credibly threaten to use, force against Iran. Manifestly undeterred, Iran has continued and accelerated its drive toward the nuclear threshold. Meanwhile, the war in Ukraine and Iran’s provision of weapons to Russia mean that even if the IAEA Board of Governors were to refer Iran’s nuclear crimes to the United Nations Security Council, Russia surely would veto any punitive measure toward the Islamic Republic. In other words, America’s soft-handed approach and global events are making a diplomatic solution less likely. If Washington continues on its current path, the world almost certainly will face a nuclear-armed Iran, a war to prevent that eventuality, or both. It is not too late to act. First, the United States can press its European partners to activate the JCPOA’s snap-back mechanism, which is not subject to a Russian (or Chinese) veto. Doing so would reimpose international sanctions and the UN arms embargo on Iran that the deal lifted in 2020. It also would prevent the planned lifting of the UN missile embargo on Iran in October of this year. Second, the president, his administration, and Congress can make clear that the United States and its allies can and will use force to prevent Iran from violating its nuclear obligations. The United States would not be moving its red lines, but rather enforcing them. Doing so would send a powerful message to Iranian leaders that they have already crossed America’s red lines and need to back down. Such a threat might not be effective. But without a credible American commitment to use force, no diplomatic solution to the Iranian nuclear problem is possible. This moment could be America’s last chance to change course on Iran. If it does not, one wonders what Director Burns and his colleagues in the administration might say in their future testimony about why they failed to act when the system was blinking red on their watch.

3450. Empowering Ukraine Prepares Us for China

Abstract:
China is America’s number one adversary due to Beijing’s willingness and capability to undermine US security, freedom, and prosperity. One pressing way China could strike a blow against US interests would be to violently force Taiwan to unify with mainland China. Doing so would immediately cause a global recession and rupture the US alliance architecture in the Pacific. It would also clear the way for China to contest US interests in the global commons far beyond the region. Some policymakers who are rightly concerned about the threat China poses to Taiwan argue that the United States should stop aiding Ukraine and instead divert attention, support, and weapons to Taiwan. While proponents of this argument are right to convey a sense of urgency and focus on some points that are true, their position overlooks key facts that make its simplistic zero-sum formulation unrealistic and self-defeating. For example, their argument does not sufficiently grapple with the connection between the China and Russia threats to US interests and allies, the responses of allies and how their perspectives affect outcomes, and the way the US budgetary and weapons delivery systems function.

3451. Seven Ways to Deepen NATO-Ukraine Relations at the Vilnius Summit

Abstract:
NATO will hold a major summit in Vilnius, Lithuania, from July 11 to 12, and Ukraine will undoubtedly be a top agenda item. Ukrainian Foreign Minister Dmytro Kuleba recently said that the summit should present “a clear plan on when and how Ukraine will enter [NATO].” Meanwhile, Ukrainian Defense Minister Oleksii Reznikov said that “there is no alternative to Ukraine's accession to NATO.” With expectations high, NATO leaders and policymakers need to start developing a plan to keep Ukraine on the path to eventual membership while deepening NATO-Ukraine relations. With some creative thinking and political will, the summit could serve NATO’s interests and meet the Ukrainian government’s reasonable and understandable expectations.

I support the judgment of the commander of United States Indo-Pacific Command (INDOPACOM), Admiral John Aquilino, who was recently asked by Senator Roger Wicker, “There’s some people who feel our support for Ukraine is taking away from our capability and credibility in the Indo-Pacific. . . . What do you say?” Adm. Aquilino replied, “Senator I do not . . . I believe we have to do both to maintain the peace.” Why is Adm. Aquilino correct in linking the defense of Taiwan and deterrence of Communist Chinese aggression to our support for Ukraine? First, US victory in Ukraine is essential for generating support for Taiwan at home. Winning in Ukraine will help generate the domestic resolve to fight for Taiwan. If we pull back from Ukraine, however, the US will strengthen those isolationists who pit baby formula against defense spending. Success creates a slipstream of confidence, which the country is currently lacking after our experience in Iraq and Afghanistan. A victory in Ukraine can restore confidence in our ability to win wars—at home and abroad.

Long-simmering tensions between Sudan’s two most powerful generals broke into open warfare on April 15. A series of ceasefires have failed, and fighting continues in the capital city, Khartoum, and in other areas throughout the country. Street protests in April 2019 prompted Sudan’s security services to oust the former dictator, Omar al-Bashir, and forced them to include civilians in the subsequent transitional government. Ever since, the United States has tried to help those civilians consolidate power.1 In October 2021, however, the two most senior generals in the transitional government—Lieutenant General Mohamed Hamdan Dagalo (usually known as “Hemeti”), leader of the Rapid Support Forces (RSF), and General Abdel Fattah al-Burhan, leader of the Sudanese Armed Forces (SAF)—forced the civilians out. Still, the United States supported negotiations between the junta and elements of the civilian protest movement until both generals’ desire for supreme power forced the confrontation that now threatens to dismember the country.

3454. Fighting into the Bastions: Getting Noisier to Sustain the US Undersea Advantage

Airpower enthusiasts concluded after World War I that “the bomber will always get through.”1 Fast, high-flying aircraft seemed to hold a decisive edge over air defenses and offered commanders the assurance they could attack targets deep inside an opponent’s territory. But airpower advocates’ spirits were quickly dampened during World War II by the advent of interceptor fighters, radar-guided artillery, and electromagnetic warfare (EW), which together demonstrated that bombers could be stopped—often with devastating results. Air forces adapted, adding escort fighters, radar jammers and decoys, and higher-altitude bombers to sustain their ability to strike behind enemy lines. During the Cold War, this move-countermove competition continued. New surface- and air-launched missiles targeted bombers, and countries developed specialized aircraft and weapons to suppress and destroy enemy air defenses or use stealth to avoid detection and targeting altogether. Today, the US submarine force faces a similar challenge. The US fleet of nuclear-powered attack submarines (SSNs) has long been considered an asymmetric advantage against potential adversaries like the People’s Republic of China (PRC) and Russia, which lacked robust and effective anti-submarine warfare (ASW) capabilities. Relying on this advantage, the US Department of Defense (DoD) has increasingly relied on SSNs to compensate for the impact of improved air defenses on the ability of bombers and strike fighters to execute attacks.2 However, the unfailing ability of US SSNs to reach their targets is eroding as emerging technologies and weapons proliferation combine in new approaches to ASW that could neutralize America’s undersea advantage. During the last decade, the PRC and Russian Federation began fortifying their undersea defenses in the South and East China Seas and Arctic Ocean, respectively. Leveraging geographic constraints, US adversaries have instrumented these bastions with networks of fixed and mobile acoustic and non-acoustic sensors, complemented by aircraft and ships capable of pouncing on contacts or deploying dense mine barriers.3 Improved adversary defenses could degrade or defeat US undersea operations, preventing US submarines from conducting critical missions such as sinking a Chinese invasion fleet or tracking Russian ballistic missile submarines (SSBNs). To sustain its offensive undersea advantage, the US Navy will need to take some lessons from air warfare and begin supporting submarines with systems designed to suppress or destroy enemy undersea defenses. This imperative will fundamentally shift the paradigm for US submarine operations from “alone and unafraid” to “it’s all about team.” Moreover, the emergence of new generations of capable long-range active sonars will demand that the US undersea force increasingly rely on jamming and deception to counter enemy sensors, much as their counterparts already do above the water. The US submarine force will need to learn how to use noise, rather than avoid it. The Navy should pursue four lines of effort, outlined below, to sustain its offensive undersea advantage. Except for features to be incorporated into the next-generation nuclear-powered attack submarine, the SSN(X), the concepts and capabilities proposed in this report leverage mature or maturing technologies and can be fielded within five years. Implementing these recommendations will require the US Navy to refine its use cases for offensive undersea warfare to use available uncrewed vehicle technologies, rather than continue pursuing purpose-built systems that may take a decade or more to be fielded.4

The People’s Republic of China (PRC)’s influence activities at American universities have received considerable scrutiny from the US government, Congress, and media over the past several years. Many of them operate under the auspices of its united front, a loose network of entities for which there is no American equivalent.1 The united front is a Leninist concept the Chinese Communist Party (CCP) adopted from the Soviet Union in the earliest phase of the party’s development. United front activities “control, mobilize, and otherwise make use of individuals outside the party to achieve its objectives . . . domestically and internationally.”2 In recent years, General Secretary Xi Jinping has reinvigorated the united front, drawn it more tightly under his control, and directed it to serve an ambitious agenda to project Chinese power globally and undermine liberal democratic norms. China’s influence activities are part of the country’s subnational united front agenda, which targets not only universities but also state and local governments, private businesses, and civic organizations, in line with Mao Zedong’s directive to “target local entities in order to weaken the national core.” Some of China’s united front efforts, including Confucius Institutes and Chinese Student and Scholar Associations, have experienced declines and exposure. This is not as significant as it might seem. The CCP has a record of responding to united front failures by regrouping and doubling down. US intelligence agencies have warned that China is intensifying influence efforts at the subnational level. Several factors complicate America’s ability to respond effectively to China’s united front activities at American universities. Under America’s federal system, states, cities, and educational and civic institutions have no responsibility for and little experience in defending against national security threats. For much of its relationship with the PRC, the US minimized the fundamental differences between the US democratic and Chinese communist political systems. American leaders encouraged not only trade and investment but also participation in activities that served the PRC’s political, ideological, and other agendas. Furthermore, Washington largely accepted the CCP’s conflation of itself with China and the Chinese people, enabling it to cast its critics—including those in the US and elsewhere in the West—as “anti-China,” xenophobic, or racist. The Trump administration began countering united front activities, including by educating the American public, state and local officials, and university administrators about the threat they pose. Despite the bipartisan consensus on China that has emerged in recent years, the Biden administration has not maintained the same priority on countering united front efforts.

On April 3, 1948, on the Korean island of Jeju, communist guerrillas went on a rampage, killing police officers, election workers, and others; setting houses on fire; and terrorizing villagers, all to discourage them from voting in the upcoming May 10 elections that would establish the Republic of Korea (ROK). The insurgency—referred to as Jeju 4.3—triggered a government counterinsurgency, forcing the communists into the mountains where they would continue their guerrilla operations for nine more years. In March 2023, the Democratic Party of Korea (Deobureo Minju Party) introduced a bill mandating that citizens refer to the insurgency only as a “democracy struggle,” with punishments of up to five years in prison. But historical documents, eyewitness testimony, and statements from the perpetrators show that the incident was a campaign of irregular and unconventional warfare, a prelude to the communist military invasion of South Korea in June 1950, and part of the larger Korean War.

In April 2023, the Australian government released the officially commissioned but independently produced Defence Strategic Review. Intended to assist the government of Australia with its strategic and defense policies over the next decade and beyond, the report offered the fundamental assessment that the Indo-Pacific region “faces increasing competition that operates on multiple levels—economic, military, strategic and diplomatic—all interwoven and all framed by an intense contest of values and narratives.”1 The Biden administration’s National Security Strategy, which had been released several months earlier (October 2022), stated the challenge in even starker terms: “The People’s Republic of China harbors the intention and, increasingly, the capacity to reshape the international order in favor of one that tilts the global playing field to its benefit.”2 At the heart of these statements is the perception that China poses a systemic and comprehensive challenge, not just to the vital interests and values of the United States and Australia, but to the entire system and order that was cobbled together after the Second World War. These postwar rules, norms, institutions, conventions, practices, alliances, and security relationships have been underwritten by US material power. They constitute a liberal order that is under intense challenge from China.3 This report explores what success in relation to China looks like for the US, Australia, and allies such as Japan. Several substantial and thoughtful pieces have described what victory would look like for China,4 and there have also been many good efforts to describe what victory would look like for the US and its allies, given China’s goals and objectives. The current report focuses on a US and Australian vision of success in which the geopolitical contest and struggle are enduring and do not end with a victory for any side. Victory generally means defeating an enemy or opponent in a specific context or activity. Unsurprisingly, the term is commonly associated with defeating an enemy during a battle or compelling the unconditional surrender of the enemy when engaging in war. In victory, there is a clear winner and loser. By way of contrast, success or successful struggle means the accomplishment of an aim or purpose in general or specific contexts. It might include subduing an opponent and attaining victory over that opponent. But success can also be achieved without the strict formal requirement of victory, depending on one’s objective. The term success is used here because the scope of this report is broader than victory in a traditional war context (even if the use of force is always an option to achieve success or deny it to the opponent). It will be apparent that the Chinese notion of war is far broader than the Western notion. The West holds that war is fought within and across identified air, sea, land, space, and cyber domains, and that war has a discernible beginning and end. In the Chinese conception, war has no boundaries or restrictive form and does not necessarily involve the kinetic use of force. It is material, but also ideational, psychological, and structural.5 Indeed, for the Chinese, the apogee of conflict is to win without fighting, even if the Chinese Communist Party (CCP) sees the environment as one of perpetual struggle. Hence, war may have no formal beginning or end. For this reason, a US and Australian vision of success cannot simply be about achieving specific key objectives, like maintaining Taiwanese de facto independence or preventing further Chinese militarization of the South China Sea. To be sure, a vision of success is based on certain fundamental end states (such as preventing Chinese material and normative dominance in East Asia). However, it also accepts the likelihood of a constant struggle against a formidable China, just as China assumes the long-term existence of a formidable US with significant allies in the region. In other words, the authors work on the prudent assumption that China will be neither defeated nor terminally weakened, and that its expansionist ambitions and substantial capabilities will remain. Rather than focusing on a final victory or endpoint, a vision of success conceptualizes an advantageous and enduring state of affairs or system of arrangements in the region that supports the fundamental objectives of the US and its allies in the Indo-Pacific. This report is about successful struggle, but not in the context of a major war where one side wins decisively and the next step is to establish a sensible peace. This is not to discount the possibility that the use of force could be decisive in shaping the region. But the report focuses on scenarios of an increasingly tense competition and rivalry occurring over the next decade and explores what success looks like in that context. It does not discount the possibility or necessity of limited military action, but does not assume that any such action would be decisive in producing a permanent winner and loser.

Chinese leader Xi Jinping clearly aspires to establish a new global economic order centered around Beijing, not Washington. However, a new global economic order cannot be built in a day. The immensity of this challenge has forced Xi to set his sights on a set of interim goals. These include cementing the Communist Party’s control of the Chinese economy and shielding supply chains, capital flows, and strategic bilateral and multilateral relationships from hostile American policies. These goals equate to the creation of a Sinocentric global economic subsystem. This would be partially integrated into the current Western-led system but would be sufficiently decoupled from the West to protect the pillars of the Chinese Communist Party’s political economy. In Beijing’s grand design, the Middle East plays an indispensable role. But Western analysts have often misjudged China’s interests in the region as purely commercial. While Xi values the region for its economic potential, he sees it as one of the most important arenas of competition with the United States. Yet when United States National Security Advisor Jake Sullivan recently discussed American leadership of the global economy, he focused on Europe and the Indo-Pacific and mentioned Africa and Latin America. He did not mention the Middle East once.1 Washington’s persistent blind spot in the Middle East has obscured its view of Beijing’s global ambitions. If the US does not rectify this mistake, it risks losing more influence in the region and aiding China’s effort to supplant the US atop the global economic order.

The People’s Republic of China (PRC) presents the United States with its most comprehensive economic and security rival since Great Britain during the nineteenth century. Starting in 2018, US defense strategies have highlighted the threat that the PRC poses to US allies, and successive presidential administrations and Congresses responded by increasing defense budgets to expand US military capability and capacity. Despite these efforts, numerous assessments now show that modernization of the People’s Liberation Army (PLA) has eroded—and in some missions overcome—US military superiority. Absent large and politically fraught increases in defense spending, continued expansion and improvement of today’s US force are unlikely to regain broad overmatch against the PLA in the Western Pacific. Instead, the United States will need new strategies and operational concepts to deter PRC aggression. Recognizing this imperative, the 2022 US National Defense Strategy (NDS) attempted to move in a different direction from its predecessors through two new lines of effort called “campaigning” and “integrated deterrence.” However, in unclassified documents and speeches by defense officials, both the essence of integrated deterrence and the mechanism of campaigning remain unclear. 1 Emerging technologies offer the US military a way to put these new concepts into action, sustaining its ability to prevent conflict and gaining an upper hand in the strategic competition with China despite the PLA’s “home team” advantages. The United States remains the world leader in operational and technological innovation, as evidenced by decades of advancements in networking and computing—marked recently by the rapid commercialization of artificial intelligence (AI). Building on the 2022 NDS, this report proposes a strategy for campaigning that would exploit information technologies to dissuade China from pursuing acts of aggression against allies such as Taiwan. The primary objective of the proposed campaigning model is to shape PRC government decision-making, especially that of the PRC military, in ways that are conducive to long-term regional stability and prosperity. A whole-of-government effort like that implied by the 2022 NDS would be the most effective form of campaigning because it could exploit the PRC government’s numerous vulnerabilities, from its appalling record on human rights to its loss of economic momentum and its growing demographic challenges. However, this report focuses on actions the US military can take by itself or with allied militaries to dissuade future PRC aggression. In the proposed approach, campaigning is an ongoing sequence of probing, signaling, adapting, and acting by the US military and intelligence community, coupled with and informed by instrumentation of the information environment. In addition to demonstrating US resolve, campaigning should enable the US to estimate competitor habits, preferences, and fears. These estimates would guide future campaigning activities and inform US force planners regarding a competitor’s uncertainty and areas of concern. Armed with increasing insight about adversary beliefs, campaigning actions would aim to shape an opponent’s preferences and priorities away from violent paths to their goals and toward scenarios that are more aligned with US interests. In offering an approach to dissuasion, this report diverges from the strategy of deterring war primarily through threats of denial or punishment. This construct has dominated US defense strategy since the Soviet Union collapsed because conventional dominance enabled the US military to credibly stop or reverse an act of aggression and nuclear weapons provided the capability to impose existential punishment. Today, the PRC’s status as a peer competitor makes denial and punishment less credible. The US government will instead need to prevent conflict before it becomes imminent.

3461. Why a Ukrainian Victory Matters to Americans

Ukraine aid is a good investment for the US. The United States has given Ukraine $43.7 billion in military assistance since Russia’s full-scale invasion last year. This is about 5 percent of America’s fiscal year 2023 defense budget, or less than two-tenths of 1 percent of its gross domestic product. Ukraine is degrading one of America’s two major adversaries. Ukraine has destroyed more than 11,350 pieces of Russian military equipment, including 2,164 main battle tanks, 2,566 infantry fighting vehicles, more than 500 pieces of towed artillery and multiple rocket launchers, 84 aircraft, 99 helicopters, and 12 naval ships—all without shedding a single drop of US blood. President Zelensky: “Ukraine never asked American soldiers to fight on our land instead of us.” Ukraine matters to the US economy. In 2021, Europe accounted for $3.19 trillion of foreign capital investment in the US (out of a total of $4.98 trillion). In 2022, 45 out of 50 states—including the largest single-state economy, California—exported more goods to Europe than to China. Ukraine shapes global commodities markets. Ukraine ranks in the top ten in the production of corn, wheat, barley, sunflower, sunflower oil, sunflower meal, and canola. It has reserves of 117 of the 120 most widely used minerals and metals in the world, including titanium, iron, lithium, coal, and other energy deposits. At present, Russia occupies Ukrainian territory containing at least $12.4 trillion worth of raw materials.

3462. Strength in Unity: A Sustainable US-Led Regional Security Construct in the Middle East

China and Russia are exploiting US indifference toward the Middle East and efforts to integrate Iran into the region, threatening regional stability, Israel’s security, and global markets. The convergence of threats encompasses an Iranian nuclear threshold state controlling a constellation of terrorist groups, resurgent non-state terrorist groups including ISIS and al-Qaeda, and Russian and Chinese exploitation of receding American presence. We are reaching an inflection point at which the United States risks the irrevocable loss of a favorable balance of both trade and forces, resulting in instability that will threaten our vital interests and the global economy. This constitutes an unprecedented range of challenges beyond our capacity, and the capacity of our partners and allies, to address threats to global energy and trade as we struggle to recover from a global pandemic. We have not faced a similar period of risk in the Middle East since the turmoil following the Iranian Revolution, Soviet invasion of Afghanistan, and storming of the Grand Mosque in 1979. The US shares vital national security interests with longtime partners in the region and, as a result, they prefer US leadership in both the economic and security domains. A sustainable US-led regional security construct in the Middle East that includes effective partners based on convergent interests is the most efficient way to address the unacceptable risk, which results from the disconnect between the vital national interests of the US and its partners and the resources both have committed. A constellation of mutually beneficial trade relationships providing both the resources and rationale for a regional security construct would strengthen such an arrangement.1 Establishing a US-led enduring regional security architecture comprised of more capable partners and allies is the most effective way for the United States to safeguard our vital national security interests in the Middle East. This architecture would provide five key benefits: Secure our vital interests. The US and global economies depend on the uninterrupted flow of energy from and trade through the Middle East, which remains a vital national security interest. Compete with China. China depends on the Middle East for energy to sustain its economy and military. Beijing is exploiting the vacuum created by US indifference to securing the Middle East. Manage risk and uncertainty. Threats in the region are approaching a quantitative military advantage over America’s partners, which creates unacceptable risk to US interests. Leverage our relationships. We retain advantages in the long-term diplomatic, economic, and security relationships that we have derived from convergent interests with partners. Build on a sound foundation. Historic efforts to build collective security constructs, many of which have occurred within the Middle East, provide valuable lessons.

3463. Unalone and Unafraid: A Plan for Integrating Uncrewed and Other Emerging Technologies into US Military Forces

During the Cold War, the United States Department of Defense (DoD) led global research and development (R&D) and in the process created what are now commonplace technologies, including the internet, precision weapons, and the global positioning system. However, since then the DoD has struggled to incorporate new advancements as initiatives to transform the force or implement a new offset strategy have failed to substantially change the US military’s design or capability development processes. In large part, the DoD’s adoption difficulties result from the center of technological innovation shifting from governments to the private sector, increasingly making the military a technology customer rather than a creator. This is the case with artificial intelligence (AI) and uncrewed systems, which are already upending long-standing approaches to modern warfare. The challenge of integrating these new technologies, many of which are commercially derived, therefore provides a good case study for how the DoD could reform its processes and organizations for innovation. To that end, this study evaluates how the US military could realize more timely development, deployment, and integration of relevant uncrewed systems, and illustrates its proposed methods using examples from the US Navy. The Navy and DoD will need the operational advantages that AI-enabled uncrewed vehicles could offer. Against a resident major power like the People’s Republic of China (PRC), the US military cannot continue to rely on its historical dominance to deter and defeat aggression. Instead, the DoD will need to attack the People’s Liberation Army (PLA) strategy of system destruction warfare by fielding a force that is less predictable, more adaptable, and increasingly resilient. Uncrewed systems could enable such an approach by unlocking the operational innovation of US servicemembers, who could—like their counterparts in Ukraine today—use uncrewed systems to grow the variety of tactics and effects chains that they can employ, which could undermine PLA planning and concepts and afford US forces the capacity to sustain a protracted conflict. The ability of uncrewed systems to provide resilience and adaptability depends on scale. A small fleet of vehicles cannot be simultaneously applied against multiple mission threads or effects chains and will lack the capacity to support extended operations. Uncrewed systems can enable scale by foregoing robust self-defense and focusing on a narrow set of functions to lower their cost and complexity. These limitations will require that uncrewed systems be combined with other uncrewed systems and crewed platforms in systems of systems (SoS), which could exacerbate the US military’s long-standing struggles to integrate forces between and within each service branch. Realizing the benefits of uncrewed systems will therefore demand that the DoD establish routinized processes for integrating new mission threads and SoS. Otherwise, the US military services will only be able to field individual uncrewed systems that replace crewed platforms in existing use cases. US military services are already attempting to improve their ability to integrate SoS through initiatives in experimentation, rapid acquisition, digital interoperability, and Joint All-Domain Command and Control (JADC2). However, as this report describes for the US Navy, these efforts tend to focus on long-term service objectives rather than near-term operational problems and use a top-down process of systems engineering to guide requirements for future capabilities. This traditional approach assumes that the US military has the time to develop new systems and retains a substantial technological edge over its rivals, but neither condition is likely to endure in the context of the US-PRC competition. To bring uncrewed systems into the force more quickly and gain the resulting operational advantages, the DoD will need to flip its traditional acquisition approach and adapt US military tactics or mission threads so they can integrate uncrewed systems that are available today. This bottom-up method of “mission integration” contrasts with the DoD’s predominant approach of systems engineering and reflects best practices emerging in commercial manufacturing or distribution, where the fastest and most effective way to assimilate robotics is to adjust the organization’s workflow as opposed to developing robots that replace humans in existing workflows.

3464. Helping the Afghan Allies America Left Behind

In February 2020, President Donald Trump agreed to a deal with the Taliban that would have seen the phased withdrawal of United States forces from Afghanistan by May 2021. This agreement served as the starting point that eventually led to the Afghan government’s collapse and the Taliban’s return to power. In January 2021, President Joe Biden entered office. Instead of canceling the flawed agreement with the Taliban—something that was in his power to do—he merely delayed America’s withdrawal date from May to September. By July, almost all US and international forces had left. On August 15, the Taliban took Kabul. By September 11, 2021, the twentieth anniversary of the 9/11 attacks, the Taliban controlled more of Afghanistan than it did on September 11, 2001. During the chaotic retreat, the US left an estimated $7 billion in military equipment in Afghanistan, most of which has now fallen into the hands of the Taliban or ended up on the black market around the region. However, this hefty price tag pales in comparison to the moral cost of leaving behind tens of thousands of Afghan allies who sacrificed so much for the United States over 20 years. In the weeks leading up to the final withdrawal, the US and its international partners attempted to evacuate Afghans who helped the international coalition over the years. By any objective measurement, this effort was a failure. The evidence of this failure was clear for the world to see during the final chaotic weeks at Kabul International Airport.

3465. Avoid a Sequester and Fully Fund a Preeminent Military

In early summer 2023, President Joe Biden and Speaker of the House Kevin McCarthy (R-CA) reached an agreement to raise the debt ceiling and avert a government default. While compromise is necessary, the deal included caps on overall spending at fiscal 2022 levels and made no exception for national defense. The United States is in the beginning of a tumultuous time: a new cold war with China and Russia. Washington ought to be moving with a great sense of urgency and national purpose to rebuild its defense industrial base (DIB), modernize its nuclear forces to meet the dynamic threats, grow the US Navy, and upgrade critical space systems, among other things. The caps on military spending undermine America’s ability to support its immediate interests in Ukraine and limit its capacity to deter future aggression and expansion by the People’s Republic of China (PRC), further violence by China’s junior partner Russia, and rogue action by the Islamic Republic of Iran and North Korea. The debt deal caps US military spending at $886 billion, which may initially appear to be a raise, but effectively flattens the Pentagon budget over the next two years. The dollar amount is 3.2 percent higher than last year’s request and will rise by 1 percent next year for a total of $895 billion in fiscal year 2025. But when accounting for inflation, the cap amounts to a significant cut in real terms over last year’s budget. The projected figures suggest that US defense spending could fall below 3 percent of gross domestic product for the first time since the 1990s’ “peace dividend.” The budget that the Pentagon submitted for this year should be $23 billion higher just to keep pace with the current rate of inflation. This is before factoring in the budget increases necessary to keep up with the evolving threat environment, including an ongoing land war in Europe and a Chinese Communist Party with revanchist ambitions in the Indo-Pacific. Raising the stakes, the deal also included a provision that triggers an automatic sequester against the budget, including the military: an indiscriminate 1 percent cut if the House and Senate fail to pass 12 annual spending bills by midnight on New Year’s Eve. The military has only now begun to recover from the effects of the sequester that occurred in 2013 as a result of the 2011 Budget Control Act (BCA). Another one now, at a time of acute and immediate threats from multiple adversaries, could have catastrophic effects. Congress would be wise either to urgently amend the bill or to prioritize the imperative of avoiding a second sequester over all other political matters. Then Congress should pass supplemental funding measures to ensure the Department of Defense (DoD) has the resources it needs to address the significant shortfalls that already exist and that the Obama-era sequestration only exacerbated.

3466. Faltering Lion: Analyzing Progress and Setbacks in Somalia’s War against al-Shabaab

Analysts have long understood the war against al-Shabaab, al-Qaeda’s East African affiliate, as “unwinnable” and “[with] no end in sight.” Most have considered the group one of the largest and most sophisticated jihadist insurgencies on the planet while viewing Somalia, the state in which it was born and primarily operates, as a quintessential “failed state.” Yet in mid-2022, many analysts began to change their tune. Al-Shabaab began to suffer its most significant setbacks in a decade at the hands of a clan uprising in Somalia’s central states of Hirshabelle and Galmudug. The uprising quickly received military support from the Federal Government of Somalia (FGS), and some United States officials believe it constitutes Somalia’s Anbar Awakening. Meanwhile, Somali officials speak of this offensive, which they’ve now dubbed Operation Black Lion, as the long-awaited death blow against the group. Unfortunately, the pendulum started to swing back after al-Shabaab began regrouping and counterattacking in early 2023. As of September 2023, the Somali government is struggling to complete the offensive that began last year in central Somalia. All the while, the government promises to achieve ever more ambitious goals for defeating the group in its southern Somalian strongholds by the end of 2024. The question, then, is whether Somalia is really turning a page in the war against al-Shabaab, with the group’s defeat or meaningful degradation in sight for the first time in years, or if the FGS’s battlefield progress in 2022 was merely a short-lived setback for the terrorist group. In this report, I argue that the ongoing, if faltering, offensive against al-Shabaab reveals the dilemma of counterterrorism in the Horn of Africa: On the one hand, al-Shabaab is not invincible, and the group’s center of gravity—its ability to gain a modicum of acceptance or legitimacy from vulnerable Somali communities—has been exposed as fragile. On the other hand, Somalia’s perennial and myriad political disputes, as well as other issues like a lack of state capacity and rampant corruption, are preventing its federal and state governments from capitalizing on the opportunities available to them. Instead, Mogadishu, aware of its limited military capacity, is looking to the militaries of neighboring Kenya and Ethiopia to bear the brunt of its anticipated offensive into southern Somalia, even though these countries’ controversial interventions in Somalia over the years have catalyzed al-Shabaab’s formation and expansion. In any case, there appears to be little appetite from either country to engage in another offensive. Al-Shabaab, for its part, is counterattacking against government forces in central Somalia and looking to expand its operations in neighboring countries—in part to hinder those regional militaries’ potential participation in any forthcoming offensive. Consequently, the situation looks less promising than it did at the end of 2022, and al-Shabaab is unlikely to face a meaningful defeat in the coming months. Instead, the best-case scenario would see this military offensive degrade al-Shabaab over the coming months to the point that the terrorist organization partially fractures and loses some of its popular support, possibly opening up room for the FGS to negotiate with factions of the group. A more likely scenario, however, would see the conflict remain a stalemate, with the government’s current offensive bringing only temporary or superficial gains that do not meaningfully degrade al-Shabaab’s capacity. I have drawn this report from insights I gained during a four-week trip to Kenya and Somalia in June 2023. Within Somalia, I traveled around the federal capital, Mogadishu, as well as the capitals of the states of Jubbaland, Galmudug, and Puntland, in the south, center, and north of the country respectively. I also traveled to the frontline town of Bar Sanguuni, near al-Shabaab–controlled territory in Jubbaland, and separately to Las Anod, a disputed city that both Somaliland and local clans have claimed and that is at the heart of a new regional conflict. Given the sensitivity of discussing security matters in Somalia, I have anonymized the details of interview subjects in almost all references.

3467. From Fueling Victory to Running on Empty: Lessons from American Energy Policy in War and Peace

The purpose of this study is to draw important lessons from how the United States has handled its national energy policy in the past in order to guide policymakers and industry leaders in the future. In the end, this is a study in contrasts. In the case of World War II, the federal government successfully used America’s energy independence and abundance to help Great Britain survive the Nazi onslaught and then to win a two-front world war, the greatest victory in history. In the case of the 1970s, the United States became dependent on others, specifically the Middle East, for its energy prosperity. As a result, America lost control over not only its ability to conduct foreign policy but also its economy. Construction of the Big Inch oil pipelines, the most extensive government energy project ever created, epitomized America’s successful national energy strategy in World War II. This project enabled the United States to literally fuel victory over the Axis. The Arab oil embargo of 1973 and the dramatic rise in the price of oil imposed by the Organization of the Petroleum Exporting Countries (OPEC) severely damaged the US economy, set back global growth for nearly a generation, and symbolized the failure of America’s energy strategy in that decade. The end of this study will summarize the key lessons from these two contrasting approaches to a national energy strategy. However, two stand out: Energy independence—and having access to cheap, abundant energy—is an essential prerequisite for American national and economic security. A national energy strategy that relies on the expertise of leading energy executives and engineers in the private sector will tend to be successful; one that ignores their advice and assistance will tend to fail. Whether America will enjoy energy security as it faces the challenges of the twenty-first century will depend on many factors. But drawing the right lessons from these two contrasting historical eras can prepare the way for a new era of energy abundance and national power.

Ongoing bilateral talks between Saudi Arabia and the armed Houthi movement have renewed optimism that a negotiated political settlement in Yemen might yet be possible. But the talks are an exclusively Saudi initiative and threaten to serve only the narrow interests of their current participants. To date, their primary effect has been the easing of restrictions on imports to Hudaydah, a development quickly weaponized by the Houthis, who have sought to coerce traders to use the port exclusively, which would deprive the internationally recognized government of much-needed customs revenue. Importantly, the talks include neither the government, whose sidelining does little for its popular legitimacy, nor Saudi Arabia’s primary coalition partner, the UAE. On the heels of its massive military reengagement in Yemen over the last eighteen months, the UAE has so far rejected Houthi overtures. The divergent interests of the coalition have come to the fore in Hadramawt, where the UAE-backed Southern Transitional Council has sought to extend its influence by agitating against forces affiliated with the Islamist Islah party. This has come up against resistance from local tribal groups, increasingly supported by Saudi Arabia, who are now recruiting thousands of local fighters and protesting outside interference. Increased Saudi involvement in Hadramawt is a blow to the aspirations of the STC and has been compounded by the formation of the new Nation’s Shield forces under President Rashad Al-Alimi. Paid directly by Saudi Arabia, the force could go some way toward enshrining Alimi’s administration; unlike most other members of the council, he previously had no military forces of his own.

Saudi-Houthi talks regained traction over the course of March, and the announcement of a ceasefire is expected as Riyadh looks to wind down its direct military involvement in Yemen. At month’s end, Presidential Leadership Council chief Rashad al-Alimi and his government were summoned to the Saudi capital to be briefed on the negotiations. Despite the flurry of activity, there has been little information given on how the Saudis intend to resolve some of the longstanding issues that have bedeviled earlier rounds of talks. The negotiations have not forestalled continued fighting, with clashes escalating clashes across multiple frontlines. The Houthis made gains in southern Marib and along the Al-Bayda-Shabwa border, and heavy fighting took place in Al-Dhalea and southern Hudaydah. Taiz Governor Nabil Shamsan, Minister of Defense Mohsen al-Daeri, and Chief of Staff Saghir bin Aziz survived separate assassination attempts in Taiz governorate believed to have been undertaken by Houthi forces. The Houthi-controlled parliament in Sana’a has banned the payment of interest as a “usurious transaction,” in an attempt to Islamicize the financial sector. Implementation could have disastrous effects on Yemen’s faltering economy, contributing to its isolation and discouraging international investment. The law could rapidly limit the ability to finance basic imports and cut off access to foreign financing.

Saudi-Houthi talks in Sana’a during Ramadan failed to produce a final agreement on a roadmap for final status peace talks and a permanent ceasefire. Presidential Leadership Council (PLC) leaders in Riyadh were left out of the loop although the Saudis continued to insist that the Houthis co-sign any deal with the internationally recognized government. A major prisoner exchange took place in mid-April following a deal reached in March in which the government and Houthis agreed to the release of 973 detainees. Included among the prisoners released were former defense minister Mahmoud al-Subaihi, Nasser Mansour Hadi, the brother of former president Abdo Rabbu Mansour Hadi, and Samira Marish, a woman accused of planning several bombings and assassinations on behalf of the Houthi movement. A senior government military commander, Faisal Rajab, was released in a separate deal following a mediation in Sana’a between an Abyan tribal delegation and Houthi officials. Fighting continued on several frontlines, most significantly in Marib governorate, where Houthi forces are trying to capitalize on their gains in March. On the economic front, the government-held port of Aden received a commercial ship without it being subject to inspection in Jeddah, and more than 500 types of goods were removed from a list of banned products, including fertilizers and batteries. The government is still struggling to cover the cost of public sector salaries after losing oil revenues following Houthi drone attacks late last year and Houthi pressure on importers to redirect shipments from Aden to Hudaydah, while the Houthi authorities drew in revenue from various informal taxes and duties imposed during Ramadan.

Political news in May was dominated by the reorganization and resurgence of the Southern Transitional Council (STC). Seemingly sidelined by the Saudi-Houthi talks and the Kingdom’s support of Presidential Leadership Council (PLC) chief Rashad al-Alimi, the Emirati-backed group extended its influence through the recruitment of powerful politicians, an internal reorganization, and a conference resulting in a new ‘Southern National Charter.’ Saudi-Houthi negotiations appear to have stalled over disagreement on a number of long-standing issues, but the recent involvement of China could bring additional resources and leverage to the table. The STC’s revived fortunes have led to renewed political and military mobilization in Hadramawt. The Nation’s Shield forces, paid for and supplied by Saudi Arabia, but under the nominal control of President Al-Alimi, increased their presence in the governorate, and were visited by the Saudi coalition commander before assuming control of an important border crossing. For their part, STC-affiliated forces took up positions on the strategic Ataq-Al-Abr road linking Hadramawt and Shabwa, including a key stretch used by Islah-affiliated forces. Al-Qaeda in the Arabian Peninsula also stepped up its activity, conducting at least two drone strikes in Shabwa as it publicly condemned the easing of tensions between Saudi Arabia and Iran. The Houthis launched their latest offensive in the economic war, banning the sale of domestically produced cooking gas in favor of imports. Imported gas is more expensive, but the brunt of the impact will be felt by the internationally recognized government and its production facilities in Marib. Having shut down the government’s oil exports and rerouted trade to deprive it of customs fees, the sanction will further cripple the government’s finances. It is already having trouble purchasing sufficient fuel to keep the lights on – May saw an extension of rolling blackouts in Aden as a Saudi grant has expired without extension. Summer sees the highest demand for electricity, but a number of generators in the interim capital have already shut down due to the shortage.

Summer has been dominated by rising tensions among the Saudi-led coalition, as competition between Saudi Arabia and the United Arab Emirates continues to undermine the internationally recognized government. The current phase of the rivalry is centered on Hadramawt, the vast eastern governorate bordering Saudi Arabia that has seen repeated bouts of political and military agitation. Saudi talks with the Houthi group (Ansar Allah) are currently on hold, hung up on now-familiar disagreements over the kingdom’s belligerent status and payment of public sector salaries. Perhaps stung by its lack of progress in the negotiations, Saudi Arabia announced new support for the government, totaling some US$1.2 billion. The funding rescued a government in financial crisis: battered by an effective Houthi blockade of oil and gas exports, it could not even afford to keep the lights on. Lengthening blackouts during the hottest months of the year and the cratering value of the Yemeni rial led to protests and political recriminations as the situation grew more desperate. But the faltering peace talks may also augur new rounds of violence. Houthi forces have deployed in increasing numbers outside Marib, and may yet renew their aspirations to capture the city and nearby oilfields. Foreign observers and senior Houthi military commanders have been on hand at maneuvers in the governorate. Tensions are also building on the Red Sea Coast, where the Houthis are mobilizing naval forces on islands near international shipping lanes. Pro-government forces have also moved to the sea, competing to occupy bases near the strategic Bab al-Mandeb Strait.

The strategic city of Marib saw an increase in fighting on several fronts. The Houthis have been reinforcing their positions in the area, which they attempted to seize in a massive and costly offensive two years ago. Should negotiations break down, Marib is seen as a likely area of renewed contestation due to its oil and gas resources. A new counterterrorist campaign was launched in Abyan to target Al-Qaeda forces in the governorate. Named ‘Swords of Haws’, the operation is being conducted by an array of STC and pro-government forces. The campaign reported it had succeeded in securing the Rafd and Jenin Valleys, but had faced strong resistance from Al-Qaeda forces in Mudiya district. Frontline fighting on the border of Al-Bayda and Lahj rose significantly in August, including a particularly large Houthi assault on STC positions on August 26-27 that resulted in dozens of casualties. Two Doctors Without Borders employees were kidnapped by unidentified gunmen in Marib as they traveled from Seyoun. No group has yet claimed responsibility for the incident. An officer investigating last month’s killing of World Food Programme Moayad Hameidi was assassinated. The officer, a member of the Taiz Political Security department, had received death threats and demanded he halt the investigation. Five UN employees were released on August 11, after being held captive by Al-Qaeda for more than 18 months. The group was reportedly released after lengthy Omani mediation and the payment of a ransom, though the UN has disputed these claims. Houthi forces continue to besiege villages of the Bani Nawf tribe in Al-Jawf following the killing of a prominent local Houthi commander. A number of tribes have responded by calling for united action, others have sided with the Houthis.

Since the start of Russia’s all-out invasion of Ukraine, the EU has sought to rapidly reduce its dependence on Russian gas and oil. Many alternative major suppliers to Europe stepped up as ‘friends in need’ in the first year of the war, helping the EU plug the gap. The EU’s climate goals direct it to encourage the development of renewable energy sources – meaning it must also cultivate ‘friends indeed,’ which can supply clean energy as well as gas and oil. The countries best able to fulfil both short-term needs and long-term ambitions are Norway and the US, which have stable supplies of gas and are making progress in clean energy. The EU and member states have the instruments and investment resources to advance the potential of other supplier countries as well – to help them too transform from ‘friends in need’ to ‘friends indeed.’

Russia’s invasion of Ukraine came as an additional shock for Kazakhstan, which had already experienced serious domestic unrest in January 2022. Kazakhstan has consistently distanced itself from Russia’s aggression and diversified its relationships with various countries, while preserving its bilateral relationship with Moscow. The war has further highlighted the need for political reforms in Kazakhstan, yet complicated the government’s ability and willingness to implement them. Kazakhstan is now cautiously navigating political change both domestically and in its foreign policy. The EU has shown interest in engaging more with Kazakhstan. It can help the country to overcome this critical juncture by encouraging and supporting its genuine domestic transformation.

Russia’s invasion of Ukraine has revealed Europeans’ profound dependence on the US for their security, despite EU efforts at achieving “strategic autonomy.” Over the last decade, the EU has grown relatively less powerful than America – economically, technologically, and militarily. Europeans also still lack agreement on crucial strategic questions for themselves and look to Washington for leadership. In the cold war, Europe was a central front of superpower competition. Now, the US expects the EU and the UK to fall in line behind its China strategy and will use its leadership position to ensure this outcome. Europe becoming an American vassal is unwise for both sides. Europeans can become a stronger and more independent part of the Atlantic alliance by developing independent capacity to support Ukraine and acquiring greater military capabilities.

Recent arrests and protests in Tunisia are a sign of growing instability in the country and panic in the government over waning public support. President Kais Saied seized full power more than 18 months ago but he has spent his time embedding autocracy through constitutional reform rather than attending to Tunisia’s economic and social problems. The president’s indecisive and reclusive nature leaves Tunisia in economic limbo as he fails to show the leadership required, including to give confidence to international partners and financial institutions. Europeans have invested heavily in Tunisia. As the US contemplates disengaging from the country, the EU and its partners must assemble a ‘coalition of the concerned’ to put in place the support structures Tunisia will need to withstand Saied’s inevitable crash.

A recent multi-country poll for ECFR suggests that Europeans have come closer together in their support for Ukraine. Europeans now agree that Russia is their adversary or rival. Three factors have supported this remarkable coming together: Ukrainian successes in the first year of the war; the way the war has united the political left and right; and the perceived return of a strong West led by the US. But these factors are fragile and European leaders should be careful in their optimism. European policymakers should take advantage of this unity to equip Ukraine, while doing everything they can to mitigate divisions caused by changing circumstances at home and abroad.

To address this, the EU drew up a new proposal for engagement between Kosovo and Serbia, which the two sides have agreed to. The agreement makes some progress on the unresolved question of mutual recognition but is not yet a roadmap to full normalisation. Tepid EU efforts to enable Western Balkans states to advance Euro-Atlantic ambitions are part of the reason for the unresolved issues in northern Kosovo. The EU can transform this dynamic by setting out clearer prospects for accession for both Kosovo and Serbia.

The southern neighbourhood should be a key focus for the EU’s Global Gateway infrastructure programme – but the bloc has so far directed relatively little of its investment to the region. Strategic goals for the EU in the Mediterranean include promoting ‘nearshoring’ to shorten key supply chains including of energy; and improving regional connectivity, decarbonising economic activity, and creating jobs. The EU can propose more attractive investment offers than China and other players. The Global Gateway’s use of grants rather than loans is central to this. Going beyond investments, the EU should promote inclusive growth by sharing technical know-how and supporting training to enhance the skills of workforces in the region. Protecting physical connections is of great importance. The EU should work hand in hand with southern neighbours to monitor Global Gateway-funded infrastructure.

3481. Tricks of the trade: Strengthening EU-African cooperation on trade in services

Services are increasingly important for international trade, accounting for about half of global trade flows. Trade in services is growing more rapidly than trade in goods. Trade in services is critical for improving the competitiveness of African economies, increasing their participation in regional and global value chains, and promoting inclusive growth. Improved trade in services with African countries could help the EU diversify its supply chains, strengthening resilience and reducing dependencies on China and other Asian countries. The cooperation on domestic regulatory frameworks required for trade in services can promote a shared understanding of regulatory goals and standards between the EU and Africa across many sectors. None of the trade agreements between the EU and African countries currently covers services, and only one African country is part of the WTO Joint Initiative on Domestic Services Regulation. There is therefore no dedicated platform for cooperation on services regulations. The African Continental Free Trade Area agreement provides an unprecedented opportunity for African countries to improve domestic services regulations and could be a new basis for cooperation with the EU.

Abstract:
A new poll suggests that Russia’s war on Ukraine has consolidated ‘the West;’ European and American citizens hold many views in common about major global questions. Europeans and Americans agree they should help Ukraine to win, that Russia is their avowed adversary, and that the coming global order will most likely be defined by two blocs led respectively by the US and China. In contrast, citizens in China, India, and Turkiye prefer a quick end to the war even if Ukraine has to concede territory. People in these non-Western countries, and in Russia, also consider the emergence of a multipolar world order to be more probable than a bipolar arrangement. Western decision-makers should take into account that the consolidation of the West is taking place in an increasingly divided post-Western world; and that emerging powers such as India and Turkiye will act on their own terms and resist being caught in a battle between America and China.

Abstract:
The number of Syrian refugees attempting to enter Europe has doubled in the last two years. This shift is driven by growing hostility towards Syrian refugees in host states Turkey, Lebanon, and Jordan. Governments in these countries are ratcheting up the political rhetoric and deploying new ways to force Syrians to return. Home-grown economic and social pressures, and problems caused by the pandemic and Russia’s war on Ukraine, contribute to these tensions. Europeans’ support for Syrian refugees remains humanitarian-led and short-termist. The EU and its member states should switch to a longer-term ‘inclusion’ approach that helps Syrians live in dignity in their host countries. This new approach would also benefit local communities, as well as discourage Syrians from making the dangerous journey to Europe.

North African states hold great potential to become important partners in Europe’s energy transition in the medium and long term. The EU and its member states can make stronger use of the European Green Deal to direct investment in North Africa in support of clean energy. Governments in the region are worried about the impact of some EU decarbonisation tools, such as the carbon border adjustment mechanism. Europeans can allay some of these fears by providing political commitment, financial investment, and advice on the energy transition. New partnerships between the EU and North African states also offer the opportunity to make progress on wider environmental considerations, including biodiversity, and to embed a human rights-based approach.

The EU has already provided unprecedented support to Ukraine as it fights its existential war against Russia. But this war will not end any time soon. The EU and member states urgently need to ramp up and accelerate their military assistance for the long war and make stronger commitments to Ukraine’s long-term security. This will require them to develop their military-industrial capabilities. In addition, they should develop bilateral security arrangements with Ukraine and work towards bringing the country into NATO once the war is over. Ukraine’s EU accession, however, will ultimately be more transformative for the country. The EU therefore needs to ensure it is truly fit for enlargement to up to 36 states and take concrete steps towards making Ukraine a member state. The EU should view this support for Ukraine as an opportunity to enhance its military production facilities, raise its geopolitical profile, secure its neighbourhood, and stabilise the contour and modus operandi of a larger European Union.

Abstract:
The world is changing – and European governments are struggling to decide how to position themselves within it. Middle powers outside Europe are preparing for a fragmented, not a bipolar world, and approaching the emerging order with some confidence. The EU can learn a great deal from their strategies. The EU has a myriad of interdependencies with other powers and will never be totally self-sufficient. To protect its interests and values, it needs a foreign policy strategy that acknowledges this: strategic interdependence. The EU should anchor this approach in an understanding of where it needs partnerships – and the potential power it wields within them. It should prepare for political coexistence and competition, privilege de-risking over decoupling, and invest in key relationships rather than in defending the old order.

The EU is facing a make-or-break moment in terms of whether it is willing to pay the costs – both financial and political – of moving forward with decarbonisation at the speed and according to the model it has set out in the European Green Deal. Ahead of the European Parliament elections and several national elections in 2024, European policymakers need to convince voters that keeping the green transition on course is in their interests at a time when many are concerned about the rising cost of living. Policymakers should focus on energy sovereignty; how the green industrial transformation can help their country’s economic competitiveness; and the role that EU-level financial support can play in a just transition, alongside the risks of climate change, as persuasive reasons to advance the European Green Deal. These arguments resonate to different degrees in different capitals. Significant green funding in the next EU budget and a stronger Strategic Technologies for Europe Platform would help maintain the consensus on climate action. The EU stands to benefit from being a global green leader, but it needs to rapidly adapt its policy instruments to the changed geopolitical circumstances.

Poland’s economy, including its energy sector, is still heavily dependent on fossil fuels, including coal. In recent years Poland has significantly developed its renewable energy potential, reduced carbon dioxide emissions, and rolled out energy efficiency measures. Yet challenges remain, attributable to the government’s failure to devise a coherent national energy strategy and its insistence on picking fights with the EU over “sovereignty”; together, these weaken Poland’s influence over European energy policy. Poland has the potential to carry out an ambitious energy transition, considering its renewable energy potential, plans for nuclear power, and public support for change. Whatever the results of the 2023 parliamentary election, the government should aim to forge a cross-party consensus in favour of the energy transition and give it a strategic weight comparable to Poland’s accession to the EU and NATO.

Thirty years after the Oslo accords, Israel’s annexation of Palestinian territory is entrenching open-ended conflict and what is increasingly recognised as apartheid. A third intifada is simmering in the West Bank amid expanding Israeli military raids, growing settler violence, and the resurgence of Palestinian armed groups. Conflict in the West Bank and East Jerusalem is further destabilising Gaza and southern Lebanon, risking a serious interlocking regional crisis. A weak and unpopular Palestinian Authority, combined with deepening rivalries among Palestinian leaders and factions, are increasing Palestinian political dysfunction, and exacerbating instability. Confronting Israel’s international law violations remains key. But Europeans can help mitigate negative dynamics by leveraging their funding relationship with the PA to revive Palestinian institutions and reverse the PA’s authoritarian slide. The EU should work with Gulf monarchies to reconfigure post-Abraham accords diplomacy in support of Palestinian rights and national representation.

Over the last decade, China has gradually expanded its presence in the Indian Ocean, combining its military modernisation and cooperation with partners with active diplomacy towards the island and coastal states of the region. China’s presence and capabilities threaten the freedom and influence of other actors in the area, including India and the EU. Europe’s key maritime trade routes to Asia run through the Indian Ocean, making the security of the region and freedom of navigation crucial for European interests. Many of the island and coastal states in the Indian Ocean have limited economic resources to exercise effective control at sea and are therefore dependent on extra-regional powers. As part of their approach to respond to China’s growing assertiveness in the region, the EU and India should jointly establish a regional maritime capacity building programme for island and coastal states in the Indian Ocean.

Algeria’s president Abdelmadjid Tebboune is seeking to reinvigorate the country’s role as a regional power, deal with instability in its neighbourhood, and boost its economy ahead of the presidential election in 2024. Russia’s full-scale invasion of Ukraine has bolstered Algeria’s standing as a key energy provider for Europe while complicating its security relationship with Russia, pushing Algiers to look for new security partners. Europe shares Algeria’s concerns about instability in the region, where Russian influence is growing, and security and economic problems loom large. The range of overlapping interests between Europe and Algeria form the basis for a broad partnership that extends beyond energy cooperation to economic partnerships and foreign policy coordination. Such a partnership would not only help Europe meet its energy needs, it would also improve regional prosperity, weaken Russia’s foreign influence, and make both parties more effective at stabilising the southern neighbourhood.

3492. Democratic defence: How Italy can lead the fight against Russian disinformation

Abstract:
New research for ECFR suggests pro-Russia and pro-China narratives are present in online and traditional forms of discourse in Italy. It finds that forms of anomalous activity spiked just ahead of the country’s 2022 general election. Despite the shock to Italian foreign policy caused by Russia’s war on Ukraine, economic ties between the countries remain. Moreover, the political environment in Italy remains conducive to Russian influence, with the leaders of four of the five largest parties in parliament prone to echoing talking points favourable to Moscow or advocating for “peace” while suggesting the withdrawal of military support to Ukraine. Italy has been slow to put in place the structures needed to combat foreign influence. The new governing coalition appeared to place little value on tackling the problem, but it has now started to build on the more considerable progress made under former prime minister Mario Draghi. Italy should seize opportunities to strengthen the battle against disinformation, such as: encouraging the next European Commission to incorporate this task into its mandate; and placing the topic in Rome’s forthcoming G7 presidency programme.

Russia’s war on Ukraine prompted a frenzy of energy deals between EU member states and countries in the Middle East and North Africa, but their implementation is slow. The EU needs a new approach to energy cooperation with states in the Middle East and North Africa that serves both its energy security imperative and its climate goals. The Gulf monarchies represent a good test case for such an approach, due to their green ambitions, abundant resources, and significance to the fight against climate change. Political and ideological differences are currently the greatest obstacle to long-term, strategic energy cooperation between the regions. But this year’s COP28 in Dubai is an opportunity for both sides to focus on practical ways to accelerate the green transition. Europeans should emphasise four promising areas of energy cooperation with the GCC states: energy efficiency and electrification, renewable energy, and the circular carbon economy.

Russia’s war on Ukraine has shown European citizens that they live in a world of non-cooperation. But their cooperative foreign policy instincts are only slowly adapting to this new reality. Europeans want to remain neutral in a potential US-China conflict and are reluctant to de-risk from China – even if they recognise the dangers of its economic presence in Europe. However, if China decided to deliver weapons to Russia, that would be a red line for much of the European public. Europeans remain united on their current approach to Russia – though they disagree about Europe’s future Russia policy. They have embraced Europe’s closer relationship with the US, but they want to rely less on American security guarantees. European leaders have an opportunity to build public consensus around Europe’s approach to China, the US, and Russia. But they need to understand what motivates the public and communicate clearly about the future.

A profound debate is taking place among US political parties about America’s future foreign policy orientation. Democrats and Republicans are aligned on some issues, such as the strategic rivalry with China, protecting domestic manufacturing, and access to strategic technologies. But the parties also disagree on subjects of crucial importance to Europeans such as climate action, the war in Ukraine, and the United States’ relationship with its allies. Within both the Democratic and Republican parties, three tribes exert influence over party foreign policy and will shape the stance of future administrations. On America’s global posture and military presence abroad, the parties are split between those who believe in limited international US engagement, others who argue for prioritising the Indo-Pacific, and advocates of continued US global leadership or even primacy. Europeans must not simply hope they can accommodate potentially dramatic shifts in US policy in the coming years, but should instead take steps now to enhance and protect their own position in the world.

In the 20 years since the US-led invasion, Iraq’s political order and elite have proven surprisingly resilient in the face of numerous challenges, including terrorism, civil war, threats of secession, and mass protests. The informal consociational system, party politics, patronage networks, and competing paramilitaries are enduring features of Iraqi governance that have maintained stability even as they present many long-term problems. Despite the system’s resilience, Iraq remains deeply challenged by corruption, a lack of economic diversity and development, climate vulnerability, and some persistent security deficits. Europeans should acknowledge the realities of Iraqi governance and work within them to achieve shared European-Iraqi interests rather than seeking to impose their own ideals or solutions. Europeans could, for example, help Iraqis to manage their youth bulge problem, digitise the economy, and prepare for and adapt to climate change.

Russia’s war on Ukraine has highlighted the strategic importance of the Arctic and upended structures of cooperation between the western Arctic states and Russia, including the Arctic Council. The Arctic Council includes six organisations of indigenous peoples alongside the eight Arctic states, providing a platform for inclusive governance and the recognition and representation of the Arctic’s indigenous population. The participation of indigenous peoples in Arctic governance is key to upholding Europe’s values-based foreign policy and effective governance in the region, particularly against the backdrop of Russia’s values war with the West. The war has divided the Arctic into two camps – one including the Western Arctic states and the other comprising the Russian Arctic – with both sides exploring alternative avenues for cooperation. In this uncertain context, European governments need to preserve indigenous peoples’ participation in existing and emerging forums of cooperation.

Technology is increasingly a battleground in the strategic competition between the US and China. Western technology contributes to China’s military modernisation as well as the development of Russian weapon systems. The US is restricting trade in key technologies with China and pushing EU member states to follow its lead. To better defend its interests, the EU needs to develop clearer policies on China and security, including pursuing the ‘de-risking’ of its relations with Beijing. The EU must develop a new strategic technology doctrine and upgrade its export control policy. This more coherent stance will enable the EU both to act where necessary but also to defend itself and its member states from future pressure from China – and the US.

Russia’s war on Ukraine is a test of Europe’s values of openness, freedom, solidarity, and individual responsibility. According to ECFR’s research, European sentiment is strong in the EU today; the public holds positive attitudes towards the EU and Europe; and most governments are dedicated to European cooperation. European citizens and governments have shown unprecedented support for Ukraine, but European leaders face various dilemmas about how to handle Russian culture, disinformation, and people in the context of the war – and their responses to these challenges have consequences for European sentiment. Their approach can either reassert European values, helping to sustain European unity and support for Ukraine. Or it can undermine these values, presenting the EU as weak and hypocritical, and eroding Europeans’ confidence in the EU and solidarity with Ukraine. Rather than follow their protective instincts, European governments should display confidence in liberalism and in the European civil society which, over the past year, has demonstrated its resilience.

The EU’s decision to quickly decouple from Russian energy in response to the war in Ukraine and the US Inflation Reduction Act have shifted the dynamics around how the EU engages on climate action in its external relations. The EU and its member states need a new approach to climate diplomacy to respond to this reality. They should frame this approach around an understanding that decarbonisation is central to their economic security. In its relations with Africa, the EU should ensure that all relevant policy tools – including trade, industrial development, and energy deals – reflect the fact that economic security through decarbonisation brings mutual benefits. The EU needs to strengthen its climate diplomacy by rapidly putting together an offer for the global south that includes financing and innovation cooperation to counter negative reactions to its current regulation- and carbon pricing-led approach. The new European Commission and European Parliament from 2024 provide an opportunity to build the structures for greater coordination of investments and planning through Brussels. The EU will also need to increase its capacity and resources if it is to remain a global leader on climate action.
