51. Iraqi Officials Eye a Path for Chinese-Iraqi Development

Abstract:
Mohammed Shia al-Sudani did not become prime minister in Baghdad as smoothly as desired by the powers close to the “axis of resistance.” Nevertheless, several factors facilitated his rise to power. Domestic concerns, such as Muqtada al-Sadr’s decision to withdraw his bloc from the political process and a push from groups close to Iran to put forward a prime minister with relative acceptance in the regional and international community, played a role. But these considerations compounded with the climate of regional tensions and interests of outside powers—competition between the Gulf and Iran, concerns over the ongoing repercussions of the strained relationship with Washington caused by the Trump administration, and the growing dominance of various armed groups close to Tehran. This precarious reality and confused relationships likewise seem to have driven al-Sudani’s government to attempt to circumvent the traditional binary choice between Washington, the West, and most of the Gulf states on the one hand, and Tehran, Damascus, Lebanon, and their backer Moscow on the other. This new course comes with a distinct and flashy name, the “Development Road” project, and looks to Beijing as a third way forward. Iraq’s political realignment is in large part a response to Iraqis’ shifting views of the United States and the broader geopolitical space: the haphazard American withdrawal from Afghanistan, the political changes in U.S. policy under Biden, the failure to revive the nuclear agreement with Iran, the stagnation in the Syrian issue, Erdogan’s steadfast support of Putin, Russia’s continued attacks on Ukraine, economic movement linked to oil prices, inflation, and financial turmoil in currency rates from Cairo to Tehran, fears of harsh economic sanctions, and, finally and most importantly, the economic rise of China.

In a recent letter to President Biden that was soon reinforced by three U.S. lawmakers, Prime Minister Masrour Barzani of Iraq’s Kurdistan Regional Government expressed his alarm over the region’s survival. Noting that the KRG is “bleeding economically and hemorrhaging politically,” he laid the blame on Baghdad’s “dishonorable campaign” against Erbil. Barzani has a point—federal authorities have indeed been undoing the KRG’s hard-won autonomy in the years since the Islamic State fell and the Kurds launched an unsuccessful independence bid. Most notably, Baghdad has recentralized policymaking in the capital and blocked Kurdish oil exports amid a decade-old dispute over energy management. Yet Barzani’s narrative does not tell the whole story. The United States has long supported Iraqi Kurdistan’s autonomy, security, and development, fostering greater stability and pro-American sentiment. At the same time, however, Washington has overlooked the KRG’s vulnerabilities—namely, the internal divisions, corruption, and democratic backsliding that have diminished Erbil’s reliability and brought on the current existential crisis. The United States has a strategic interest in continuing to promote a stable and prosperous KRG, but it cannot do so without addressing the region’s internal problems.

53. Syrians' Reactions to the First Weeks of Israel-Hamas War

When the al-Qassam Brigades—the military wing of Hamas which the United States classifies as a terrorist organization—launched their al-Aqsa Flood operation, Syrians were already on edge. They had been following news of peaceful protests that have been taking place for almost two months in the Suwayda Governorate, which is majority Druze, as well as in other Syrian governorates. Protestors have called for the end of the Assad regime, the release of tens of thousands of prisoners, and the implementation of UN resolutions on Syria. Meanwhile, the Syrian regime and Russian aircraft have carried out daily bombings on civilians in Idlib and the surrounding countryside, which have displaced more than 100,000 Syrians. The Syrian Network for Human Rights stated that the Assad regime and Russia’s attacks on northwestern Syria have resulted in around 45 civilian deaths including 13 children, 9 women, and 3 humanitarian aid workers. They said that 51 critical facilities had also been targeted during October 2023. Al-Aqsa Flood also comes at a time when Syrians in regime-controlled areas face increasingly difficult living conditions. Concurrently, the International Court of Justice is beginning initial proceedings for Canada and the Netherlands’ case against the Assad regime for crimes of torture. The response to events in Israel and Gaza have not been monolithic; reactions have varied significantly depending on factions’ alliances and proximity to the conflict. On the one hand, there is widespread disillusionment with actors claiming to liberate Palestine, a reflection of how groups like Hamas failed to support the Syrian people’s revolution against the Assad regime. However, Syrians as a whole empathize with Palestinians and reject the killing and forced displacement of Palestinians and destruction of their homes. Simultaneously, Syrians have not forgotten the crimes that the terrorist organization Hezbollah has carried out against them in support of the regime, as well as Hamas’ backstabbing in trying to reestablish ties with the Assad regime. Hamas' close ties with Iran, the main backer of the Damascus government, are another source of anger in anti-regime circles.

The conflict will make it more difficult for Washington and Israel to preserve—let alone expand—the diplomatic progress they have made with North African governments in recent years, particularly as public opposition intensifies. North Africa has not been spared from the reverberations of the Hamas-Israel war. On October 26, the European Council adopted a new set of conclusions relating to the war in Gaza. Notably, these reiterated condemnation of Hamas, Israel’s right to defend itself in line with international law, calls to release all hostages, concern for all civilian lives, the need to ensure humanitarian access to Gaza, and a commitment to achieving a two-state solution to the Israeli-Palestinian conflict. Earlier European dissonance regarding the Gaza conflict thus appeared to be replaced by clearer communication. But European unity could soon be tested again, including on humanitarian messaging, which is less easily consented upon than meets the eye. More broadly, whereas the war in Ukraine had given rise to optimism about the emergence of a “geopolitical Europe”—a European Union capable of defining common strategic international objectives and deploying concrete operational means to achieve them—events following the Hamas attacks have exposed divisions within European institutions and highlighted the absence of a clear strategic approach in the southern neighborhood, potentially undermining the ability to achieve such objectives.

U.S. negotiators have already admitted that the forthcoming deal will not match the nonproliferation achievements of the 2015 agreement, and no official has even hinted that the revised text will either penalize Iran for its flagrant violation of its commitments or address the range of problems that have emerged since the original deal was reached. In this Policy Note, Washington Institute executive director Robert Satloff delivers a powerful, bipartisan critique, assessing how and why three successive American presidents started their terms with sound ideas on Iran and leverage to advance them but accepted either flawed agreements or America’s own isolation. nterviews with thirteen activists reveal a deep sense of disappointment but also a shared conviction that a new reform movement will eventually rise and deliver lasting change to the region. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. A probe of the group’s commercial activities can yield insights on its Latin American operations, which in recent years have touched not only Colombia but also Peru, Chile, and Bolivia. Research on Hezbollah in Latin America has tended to focus on Venezuela and the Tri-Border Area, covering Argentina, Paraguay, and Brazil, but recent events show that less noted countries deserve attention too. In 2014, for example, Peruvian police arrested a Hezbollah operative in Lima’s Surquillo district for planning a terrorist operation, and security services in the region also evidently disrupted a Hezbollah terrorist plot targeting innocent civilians in Chile. In 2017, Bolivian authorities identified a Hezbollah-affiliated warehouse and seized enough explosive precursor material to produce a two-and-a-half-ton bomb. Then, in fall 2021 in Colombia, local reporting indicated that Hezbollah was planning to assassinate an Israeli national as part of a broader operation that also targeted Americans, reportedly to avenge the January 2020 killing of Iran’s Qods Force commander Qasem Soleimani. In this incisive Policy Note, researcher Aurora Ortega demonstrates how enhanced scrutiny of Hezbollah’s commercial ventures could provide insight into the group’s operations and potentially disrupt its infrastructure in the Western Hemisphere. A coordinated response to Iran’s aggression can preserve U.S. and Western interests, reinforce Israel and America’s Arab allies, and promote regional stability. For decades, the Islamic Republic of Iran has sought to extend its influence throughout the Middle East, and the threat has only grown more serious amid the regime’s enhanced conventional military capabilities and proximity to a nuclear breakout. The Islamic Revolutionary Guard Corps has spearheaded Tehran’s expansionist “four capitals” strategy, focused on Baghdad, Damascus, Beirut, and Sanaa. The Syria-based group now functions more like a government than a nonstate actor, portending a reorientation for the larger jihadist movement. Hayat Tahrir al-Sham, a group previously linked to the Islamic State of Iraq and to al-Qaeda, has evolved in ways that challenge accepted views of “jihadism.” Now ruling over territory in Syria’s northern Idlib and western Aleppo governorates, it functions more like a government than a nonstate actor, and HTS leader Abu Muhammad al-Jawlani is seeking the group’s removal from the U.S. State Department’s list of Foreign Terrorist Organizations. But HTS is hardly anodyne. The group still espouses extremist beliefs that glamorize terrorism abroad, and its fighters fire rockets into civilian areas controlled by the Assad regime. Moreover, HTS hosts other designated groups in its territory, including Jamaat Ansar al-Islam, Katibat Imam al-Bukhari, and Katibat al-Tawhid wal Jihad. Shared security interests, such as maintaining and expanding Arab-Israel peace efforts, can serve as the foundation of future ties. Since the Egypt-Israel peace treaty was signed in 1979, Washington has given Cairo more than $50 billion in military grant aid. A targeted intervention could aid American interests and the global effort to find a substitute for Russian and Iranian oil and gas. On February 15, 2022, Iraq’s Federal Supreme Court ruled that the 2007 oil and gas law for the Kurdistan Region was unconstitutional, requiring a review of numerous production sharing contracts and oil sales agreements. If the case prevents oil exports via Iraqi Kurdistan, then the world market will almost immediately lose 500,000 barrels per day, triggering higher oil prices, expanded windfalls for Russia and Iran, the collapse of Iraqi Kurdistan’s economy, and a dangerous turn in Baghdad’s ties with Erbil and with Ankara. In this timely Policy Note, Iraq expert Michael Knights calls for the United States to act with other concerned states to resolve the Baghdad-Erbil energy crisis. An umbrella entity, the Islamic Radio and Television Union, encompasses more than two hundred media groups stretching from Oman to East Africa. The concept sodoure enqelab, or “export of the revolution,” is written into Iran’s constitution, and the country’s founding leaders wasted no time trying to make it a reality. Islamic Republic of Iran Broadcasting (IRIB) launched its Arabic Service in 1980 and subsequently leveraged satellite television to intensify its outreach to Arabic-speaking nations—Shia audiences in particular. Today, IRIB World Service runs fourteen satellite TV channels, three internet TV channels, and thirty-two radio stations, a number of them broadcasting in Arabic. In this highly informative Policy Note, expert Hamdi Malik surveys Iran’s remarkable range of Arabic-language media, with a focus on those under the Islamic Radio and Television Union banner, which encompasses more than two hundred entities. Iraq, Lebanon, and Syria feature strongly in the inventory, but more surprising places such as Oman and East Africa also crop up. Two very different events epitomized the CT/CVE challenge facing the incoming Biden administration in 2021: the January 6 insurrection at the Capitol and the August U.S. troop withdrawal from Afghanistan. As part of its bid to end Middle East “forever wars,” the United States has employed a “by, with, and through” (BWT) doctrine for fighting jihadist adversaries. Such operations rely on local partner forces to assume the bulk of the hard ground combat, sometimes with U.S. accompaniment, while American advisors provide support through training, intelligence, heavy air and artillery assets, equipment, funding, and logistics. BWT missions have seen success over the past two decades in theaters such as Iraq (with the Counter Terrorism Service), Syria (with the Syrian Democratic Forces), and Somalia (with the Danab Brigade). But they do not succeed on their own and must be guided by several principles, including a serious U.S. commitment, alignment of American and partner interests, and strong interpersonal relations between advisors and local actors. In this tightly argued Policy Note, military analyst Ido Levy emphasizes the particular success of U.S.-created special forces in missions against jihadist forces. But he cautions that BWT efforts cannot thrive without some U.S. ground presence and, as occurred in Afghanistan, would likely fail amid an outright American withdrawal.

As a key UN vote approaches, Washington should push Turkey to help promote a diverse, balanced economy in HTS-controlled northwest Syria. On July 10, a United Nations vote will decide the future of the cross-border aid mechanism for northwest Syria, an area run by the jihadist group Hayat Tahrir al-Sham (HTS). The mechanism—which facilitates aid to northwest Syria via Turkey without having to go through Damascus—faces the prospect of nonrenewal for the first time since it was created in 2014, as a consequence of the Russian invasion of Ukraine. A failure to renew the mechanism would exacerbate an already daunting humanitarian situation in northwest Syria, where some three-fourths of the population consists of internally displaced persons (IDPs). While aid will likely continue on a far more limited basis if Russia vetoes the mechanism, from a U.S. perspective a more self-reliant HTS-run territory requiring less international assistance would actually be far preferable to a situation in which aid renewal remains subject to periodic dramas. Over the past roughly six years, HTS has transformed itself from an al-Qaeda branch into something resembling a typical regional state governing body, with the group engaging in human rights violations and embracing inflammatory rhetoric. To begin with, it has focused increasingly on developing local institutions and the economy. The group’s strides in governance have been facilitated, in part, by the March 2020 Turkey-Russia ceasefire agreement, which more or less froze the conflict line. Since then, HTS leader Abu Muhammad al-Jawlani has reiterated the value he places on self-sufficiency and constructing a new polity and society that does not rely on outside help. If HTS and its civilian-led Syrian Salvation Government (SSG) actually followed through on Jawlani’s ideas, locals could find other avenues to support themselves. Yet one must acknowledge at this point that HTS has not matched its lofty rhetoric with efforts to develop indigenous capabilities. Instead, it has worked hard to monopolize economic power.

Beijing’s use of intertwined civil and military tools in the Gulf mirrors its activity closer to home, but the West can readily counter this influence by capitalizing on the region’s desire for diversified partnerships. While the Biden administration works to repair ties with Persian Gulf partners in the wake of Russia’s Ukraine invasion, China is getting more attention for its expanding influence in the Indo-Pacific region, including recent reports of naval deals and military activity in the Solomon Islands and Cambodia. Some commentators have even criticized the White House for letting its resolve against Moscow supposedly delay the long-awaited “pivot to Asia” sought by three successive U.S. administrations. Yet talk of the “pivot” often oversimplifies the geopolitical situation, in particular by ignoring China’s progress in the Gulf. The pivot theory relies on the assumption that Beijing is mainly ramping up its influence in its own neighborhood. In reality, the Chinese strategy is global, and the methods it applies in the Indo-Pacific are being used in similar fashion elsewhere, including the Gulf. Such activities merit closer attention from the West even if they are not the number-one priority at the moment.

The involvement of Turkish military forces in Northern Syria could allow thousands of Syrians to return to their homes after being forced out by the YPG, the SDF, and other entities for many years. In the West, there has been strong opposition to a newly planned Turkish/Syrian National Army (SNA) military operation in northern Syria. Yet for many displaced Arabs from Tal Rifaat, Manbij, and the surrounding villages, they are welcoming the idea of the liberation of their towns and villages. In fact, they have been asking the Turkish-backed SNA to liberate their area for years. Outside articles often focus exclusively on the Kurdish residents of northern Syria and emphasize that another military operation will automatically mean displacement of the Kurdish population. Yet the area constitutes a mix of Arab and Kurd-dominated towns, and Arab residents have their own history of displacement. In 2016, the entire Arab population was displaced in Tal Rifaat, a (historically) majority Arab town on the west side of the Euphrates, in a coordinated military operation by Russia, the Syrian regime, and militants from the People’s Defense Units (YPG) from Afrin. The YPG also attempted to connect the majority Kurdish enclaves of Kobani and Afrin through majority Arab areas, triggering a refugee flow of Arabs mainly from the two towns and surrounding villages to the Turkish border.

The group’s international profile has risen substantially with help from China, Turkey, and other states, but Western leaders should curtail their engagement so long as Kabul keeps gaslighting them about its al-Qaeda ties. Although the country currently lacks the unity and rule of law needed to safely pursue a process as fraught as amending the constitution, there are several alternatives that could get it on the path to systemic reform. Spurred by dysfunctional governance and political gridlock, Iraqis have increasingly been calling to amend the country’s constitution, with many arguing that the post-Saddam sectarian system failed to engender stability or prosperity and has therefore run its course. Even among more-hopeful observers, the democratic norms and minority rights put forth in the constitution remain aspirational at best. Accordingly, some political leaders are publicly signaling that they will heed such calls. Yet attempting to amend the constitution in the current political circumstances is not viable. The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

The protracted post-election process has been a step backward for Iraqi democracy, so Washington will need to closely monitor the new leadership’s actions and hold Baghdad to measurable benchmarks. Iraq’s stalled government formation process finally lurched forward on October 17, with new president Abdul Latif Rashid taking office more than a year after the 2021 election. Incoming prime minister Mohammed Shia al-Sudani will now try to ratify his cabinet during a parliamentary session on October 22. If he succeeds as expected, Baghdad will finally close perhaps its most troubled electoral cycle yet—a chapter in which a clear popular vote nearly failed to produce a peaceful transition of power, and the losing factions spurred the biggest winner to abandon parliament through corrupt judicial rulings. Under these sad circumstances, the U.S. government and its partners need to quietly but insistently push for early, inclusive elections to restore legitimacy to the democratic process. Simultaneously, all of Iraq’s friends must watch the new government like a hawk to ensure that militias and corrupt politicians do not attempt to purge technocrats, conduct witch hunts against Western-leaning officials, cover up past graft, or initiate a new wave of “asset-stripping” via state institutions. After many false alarms, the survival of Iraq’s close relationship with the West is truly at stake right now, and only firm expectation-setting can ensure that the partnership continues.

Threatening to reimpose old UN sanctions would likely have little practical effect on Tehran’s ability to trade oil and export drones, while the plethora of other potential complications suggest that it should be treated as a tool of last resort. Several of the region’s demographic heavyweights will be surpassed, and major shifts at the global level may affect how great powers vie for influence there as well. The demographers in the UN’s Department of Economic and Social Affairs are widely regarded for their first-rate work, and their recently released World Population Prospects report is no exception. Alongside detailed demographic information on every UN member state, the twenty-seventh edition includes projections on how each of their populations will change through the year 2100. These forecasts suggest that demographic realities—and, presumably, power relationships—will shift considerably in many regions, including the Middle East. Forecasting is often an inexact art—think of the challenges facing pollsters, for instance. Yet demography is one discipline where practitioners and consumers can have substantial confidence in forecasts made even decades out. For instance, barring some catastrophe, observers have quite a good idea of what the population of fifty-year-olds will be forty-five years from now; after all, they have already been born.

Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Abstract:
Based on its sound reputation as a conflict mediator and talks facilitator, Oman is well-positioned to tone down flaring rivalries in the Gulf and prevent tensions from spiraling out of control. After a timid thawing of tensions, the Gulf region is witnessing a renewed phase of uncertainty. Despite being a skillful master at navigating turbulent waters, Oman is eyeing the revamping of tensions in its immediate neighborhood with growing apprehension. The failed attempts to review the Joint Comprehensive Plan of Action (JCPOA), the revamping of Iran’s outward-looking incendiary rhetoric as well as localized military retaliations amid recent mass protests, and the failure to extend the U.N.-brokered ceasefire in Yemen do not bode well for the region’s precarious stability. Muscat has a vested interest in preventing at-sea incidents from escalating and harsh infighting among rival Yemeni factions from reaching alarming proportions, especially given its coasts looking out on the Strait of Hormuz and much of its southwestern frontier bordering Yemen.

In the sixth in a series of TRANSITION 2021 memos examining the Middle East and North Africa, Matthew Levitt reimagines the U.S. counterterrorism enterprise with a view to its long-term sustainability. Since the September 11 attacks, Washington has poured funding into a largely military-led response to terrorism, but today both Democrats and Republicans stress the need to end “forever” wars, focus limited resources on protecting the homeland, and lean more on foreign partners to address terrorism in their neighborhoods. Yet any shift in posture must seek a maximum return on the twenty-year U.S. investment in counterter­rorism while also keeping up with terrorists’ exploitation of new technologies, from drones to encrypted communication to social media. 88. Sustained Counterterrorism Efforts Remain Key to Preventing Attacks in Jordan

The pandemic has not ended terrorism in Jordan, and ISIS is still a significant threat. Last year’s abnormally low terrorist activity in Jordan could be interpreted as an indication that the threat of ISIS in the country has diminished significantly. Unfortunately, this is not the case; while there are several explanations for the low occurrence of terrorist attacks in Jordan in 2020, none of them point to a future in which ISIS does not continue to pose a threat to Jordanian security. On the contrary, the decrease in ISIS activity in Jordan last year was primarily a result of effective counterterrorism efforts, not the special circumstances of the pandemic or any other factor. Accordingly, Jordanian anti-terror institutions should not relax their guard. Rather, they should capitalize on their successes, expanding cooperation with their partners and enhancing their resources in combatting extremism. Jordanian security forces should be especially concerned with activities along their borders. There have been several recent international and UN reports that confirmed the rising activities of terrorist groups in countries that border Jordan. Iraq in particular has seen a recent rise in terrorist attacks, including two suicide bombings in Baghdad on January 21, 2021 that killed 32 people and injured 110 others. ISIS claimed responsibility for the attacks. In turn, ISIS's mounting activities in Iraq have led to increased terrorist activity in the Badia al-Sham region and the Jordanian Syrian-Iraqi border triangle, where terrorist militants move in small, highly mobile groups. This increase in activity has prompted Jordanian security forces to strengthen their presence on the borders with Iraq and Syria. Following a Russian air campaign in the Badia region in late February, in which Russian planes launched at least 130 air strikes in one day against terrorist groups in the area, Jordan started to strengthen and tightened its security presence on the borders to prevent infiltration of ISIS elements into Jordan. Russian strikes were especially targeted at ISIS, which extends between the governorates of Homs and Deir al-Zour at the border with Iraq.

The dalliance between the Assad family and Iran’s Shia clerics began in the 1970s. But whereas the Syrian leader held leverage in those days predating Iran’s Islamic Revolution, the tables have now been turned. Even as U.S. policymakers must stay focused on the Assad regime’s culpability, they also face a complex web of power dynamics in which Russia, Turkey, Iran, Israel, and other actors are attempting to secure their various interests. After a decade of civil war in Syria, the core antagonist remains the Assad regime, which in 2011 ruthlessly suppressed peaceful protestors and has since tortured and executed tens of thousands of detainees. The regime also bears responsibility for fostering the growth of the Islamic State, in part by releasing Syrian jihadists at the start of the war. Yet even as U.S. policymakers must stay focused on Assad’s culpability, they also face a highly complex web of power dynamics in which Russia, Turkey, Iran, Israel, and other actors are attempting to secure their various interests. In this Policy Note, expert Aaron Zelin details how the world’s counterterrorism and Great Power challenges converge in Syria, and how they must be addressed holistically. Whoever wins, the result will intimate deeper trends in Iranian society, such as public support for the regime and the Supreme Leader’s intentions for the country’s future. The administration's achievements were counterbalanced by a striking lack of alignment among three U.S. national security strategies and the discouraging rapid rise of far-right extremism at home. The Trump administration has a mixed record on counterterrorism, overshadowed by troubling trends. On the positive side, it continued the Obama administration’s efforts to defeat the Islamic State on the battlefield while pressuring other jihadist groups in Syria and aggressively pushing back on Iran and its terrorist proxies. But these achievements were counterbalanced by a striking lack of alignment among the U.S. National Security Strategy, National Defense Strategy, and Counterterrorism Strategy, hobbling effective policy execution. Turkey is making overtures for rapprochement with Egypt. How will Sisi respond? In a surprising development, Turkey-based media channels opposed to the Egyptian regime announced the suspension of all political programs attacking President Abdel-Fattah al-Sisi and his regime, based on directives from the Turkish government. Supporters of the Egyptian regime met the news with happiness and approval, counting it as a victory for Sisi. Yet the Egyptian regime itself refrained from showing enthusiasm towards this paradigm shift, contenting itself with a remark by Minister of Information Osama Heikal in which the minister said the move represented a “good gesture from Turkey.” Meanwhile, Egyptian Islamists residing in Turkey were struck by concerns that President Recep Tayyip Erdoğan could be contemplating handing them over to Cairo. Looking ahead, despite the importance of Erdogan’s gesture, any response from Sisi is still unclear

Abstract:
NATO stands ready to increase its commitment in a slow and steady manner consistent with Baghdad’s needs, but careful communication will be crucial, as will a more strategic discussion on how to combine different assistance efforts. On February 18, NATO secretary-general Jens Stoltenberg announced a decision to increase the size of NATO Mission Iraq (NMI) from 500 personnel to as many as 4,000. Although he noted that such deployments would be “conditions-based,” “incremental,” and subject to Baghdad’s authorization, the troop numbers were the only element of his announcement widely reported inside Iraq, resulting in swift political pressure on the government to explain the seemingly steep increase. In fact, there is no imminent NATO “surge” planned in Iraq, but rather a greater openness and general intent to gradually provide more advisors capable of assisting local authorities with security sector reform (SSR). When handled appropriately and combined with other efforts, this initiative can create good opportunities for quiet, persistent security cooperation that helps strengthen the Iraqi state, evolve multinational military relations beyond the campaign against the Islamic State (IS), and spread the burden of support more broadly among U.S. allies.
