Israel has gotten few positive results from past financial measures against the PA, and both sides risk miscalculation and escalation when they employ unilateral tactics. On April 1, Palestinian Authority president Mahmoud Abbas signed accession papers to fifteen international conventions, endangering the current round of peace talks and spurring the Israeli government to state that unilateral Palestinian steps would be met by unilateral steps of its own. Over the past several days, Israel has made good on this promise, instituting various economic and financial sanctions against the PA. Yet recent historical experience indicates that Israel's willingness to maintain punitive financial sanctions on the PA is limited.

Even as the deal offers short-term political benefits for both sides, it fails to resolve key issues separating them. The April 23 Fatah-Hamas reconciliation agreement announced in the Gaza Strip is the latest in a long line of attempts to bridge the intra-Palestinian divide. The timing of the agreement amid U.S.-brokered peace talks, as well as both parties' internal weaknesses, points to more serious intent than past efforts. However, the deal fails to address the most sensitive issues separating the two sides and likely can be explained by the political boost it offers to both leaderships. The only certainty is that the reconciliation deal severely complicates efforts to extend Israeli-Palestinian peace negotiations past their April 29 deadline.

Absent more robust international intervention, the regime remains essentially unopposed in the air, allowing it to continue pursuing its strategic objectives and killing civilians with relative impunity. Prior to the ongoing civil war, the Syrian Arab Air Force (SAAF) was never considered a key component of the Syrian military. Routinely bested by the Israeli Air Force and equipped with a mostly aging fleet of Soviet-era aircraft, it was not seen as an important player in the regional military landscape. The war has changed that, however, raising the SAAF to a prominent role in the struggle to preserve the Assad regime. Since spring 2012, air operations have become a strategic element in the conflict, allowing the regime to strike anywhere in the country with virtual impunity, contributing to the opposition's failure to consolidate control of territory, and supporting a wide variety of military operations. Along the way, the air force has been involved in some of the worst regime attacks on civilians. The SAAF's central role in regime preservation and human-rights violations make it a logical and morally justifiable target for foreign intervention, whether in terms of direct allied air operations or enhanced assistance to the opposition.

In historical terms, Islamism is a modern movement. Following his landmark decision to recognize the state of Israel in May 1948, he would suggest that his support for such a development had been unwavering, and that his decisions had come easily. Yet the record shows otherwise. Between Truman's first days as president and Israel's formation, his approach to the idea of a Jewish state evolved significantly, at times seeming to change in response to the last person with whom he met. The State Department's recently released Country Reports on Terrorism 2009 (CRT 2009) reveals several important trends in the evolution of global terrorism. The good news is that al-Qaeda is facing significant pressure, even as the organization and its affiliates and followers retain the intent and capability to carry out attacks. What remains to be seen is if the dispersion of the global jihadist threat from the heart of the Middle East to South Asia and Africa foreshadows organizational decline or revival for al-Qaeda itself and the radical jihadist ideology it espouses. How governments and civil society alike organize to contend with the changing threat will be central to this determination. Although likely eclipsed in the media by recent Israeli naval action against blockade runners, the first anniversary of President Obama's much-quoted address in Cairo occurs on June 4. In his remarks, described as a "new beginning," he identified seven issues at the heart of tensions between the United States and the world's 1.2 billion Muslims: the need to confront violent extremism, the Arab-Israeli conflict, Iran's drive to obtain nuclear weapons, democracy, religious freedom, women's rights, and economic development. For each issue, the president indicated where American action was required. On violent extremism, for instance, he highlighted his decision to close the Guantanamo Bay detention center within the year. Abstract:
With smiles, compliments, and a strong dose of hospitality, President Obama did his best to provide a dramatically improved backdrop for U.S.-Israeli relations during Binyamin Netanyahu's July 6 visit to the White House, compared to the climate that greeted the Israeli prime minister upon his strained April visit. This included strikingly specific commitments on key issues important to Israeli security. Netanyahu, in turn, responded with generous and deferential praise for U.S. leadership on the broad array of Middle East policy issues. Given the near-term political and policy imperatives of both leaders, the result was a meeting doomed to succeed. Lurking behind the warmth and banter, however, remain tactical obstacles on how to proceed in Israeli-Palestinian peace negotiations as well as strategic uncertainty about how each side views the other's regional priorities.

Four years ago this week, Israel launched a military campaign in Lebanon in retaliation for a brazen Hizballah attack on its soldiers. The goal, according to an Israeli official, was "to put Hizballah out of business." But neither war nor subsequent U.S. diplomatic efforts aimed at weakening the group have succeeded, and some in the Obama administration now appear to view direct engagement as an option worth exploring. Reaching out to Hizballah, however, at a time when it is politically and military emboldened, would be an exercise in futility that could prove counterproductive.

It is important to recall that the Gaza incident had the unintended consequence of wiping from the headlines much discussion about the U.S. decision to accede to the final resolution of the Nuclear Nonproliferation Treaty (NPT) review conference. Indeed, if Gaza had not occurred, there would be much more intense focus on how the decision to acquiesce in a deeply flawed NPT document gave clarity to the administration's priorities.

Abstract:
The Israeli military campaign in Gaza has exacerbated the already strained relationship between Hamas and Egypt, and threatens to further undermine their ties. Under increasing stress from Israeli air operations over the past week, Hamas has been pressing Egypt to open the Rafah Crossing to provide sanctuary to ordinary Gazans and the organization's targeted leadership. Instead of helping Hamas, however, Cairo -- which views its own Islamists with increasing concern -- seems more interested in weakening the organization. Although the relationship appears poised for a breakdown, Hamas, with only Israel and Egypt on its borders, will continue to depend heavily on Cairo if it hopes to remain in power in Gaza.

Therefore, it is uncertain whether the United States will succeed at arranging a trilateral summit involving President Barack Obama, President Abbas, and Israeli prime minister Binyamin Netanyahu at the UN next week that would culminate in the announcement of a formal relaunching of peace negotiations.

Abstract:
At its recently concluded General Congress, Fatah established a new political program that will affect both its terms of reengagement with Israel and its relations with Hamas and the Palestinian Authority (PA). Fatah's new constraints on negotiations with Israel, however, may harm Mahmoud Abbas -- PA president and the party's top leader -- who needs to respond positively to international peace initiatives that may conflict with the organization's new rules of engagement. Abbas might ignore these congressional decisions, believing its program is intended only for internal consumption to fend off the accusations of the party's hardline members. Fatah's renewed efforts to reunite the West Bank and Gaza could lead to an escalation with Hamas, since many observers doubt unity can be achieved peacefully.

Abstract:
In recent interviews, Hamas leader Khaled Mashal has offered to cooperate with U.S. efforts to promote a peaceful resolution to the Arab-Israeli conflict, indicated a willingness to implement an immediate and reciprocal ceasefire with Israel, and stated that the militant group would accept and respect a Palestinian state in the West Bank and Gaza Strip based on the 1967 borders, with East Jerusalem as its capital. But the conciliatory tone of this hardline Hamas leader, who has personally been tied to acts of terrorism and is himself a U.S.-designated terrorist, is belied by the group's continued violent actions and radicalization on the ground, as well as the rise to prominence of violent extremist leaders within the group's local Shura (consultative) councils. Hamas's activities of late appear to be diametrically opposed to the compliance of Mashal's statements.

Two and a half months after U.S. president Barack Obama and Israeli prime minister Binyamin Netanyahu first hit an impasse over the settlement issue, the dispute has not only continued, it has also grown more complex. Saudi Arabia has now rebuffed requests from Special Envoy for Middle East Peace George Mitchell to pursue confidence-building measures toward Israel, even in return for a moratorium on settlement construction. Although the Obama administration has not yet leveled any public criticism against Riyadh, it continues to be critical of Israeli settlements. To move diplomacy forward, Washington will have to engage in some creative policymaking.

On December 10, 2008, Walter B. Slocombe, J. D. Crouch II, and Gen. Montgomery C. Meigs (Ret.) addressed a Policy Forum luncheon at The Washington Institute to launch a new strategic report entitled Security First: U.S. Priorities in Israeli-Palestinian Peacemaking. Mr. Slocombe, currently an attorney at Caplin Drysdale, served as undersecretary of defense in the Clinton administration and worked in the Coalition Provisional Authority in Iraq. Mr. Crouch, former deputy national security advisor and assistant secretary of defense, is currently a senior scholar at the National Institute for Public Policy. General Meigs served in the U.S. army for thirty-five years, including two tours in Bosnia commanding NATO forces; he is now a visiting professor at Georgetown University. The legacy of Israel's inconclusive thirty-four-day war with Hizballah in 2006 hovers over Israel's current military operations in Gaza. Israel believes its deterrence was lost in that war, and Israel's current campaign against Hamas should be seen as an effort to regain that deterrence. Israeli military officials believe that if Hamas feared Israel, they would not be firing rockets at Israeli towns but would have instead renewed the six-month ceasefire.

Last week, Jordan's minister of information publicly confirmed that senior Jordanian officials have been meeting with Hamas in an effort to "solve pending security issues." These talks represent a significant shift for Amman, since relations between Jordan and the Palestinian group had been frozen for two years, following the arrest of three Hamas members in the kingdom on terrorism and weapons charges. Although the decision to renew contacts with Hamas suggests that Amman remains concerned with Hamas-related activities in the kingdom, the timing also highlights domestic and regional pressures on King Abdullah and the Jordanian government.

Almost a decade after expelling Hamas from its territory, Jordan is in the process of reassessing its ties with the militant Palestinian group, an organization dedicated to undermining the two-state solution. Although Jordanian officials repeatedly have stated their aversion to dealing with non-state actors, recent discussions with Hamas suggest that Jordanian policy is driven more by pragmatism than principle. Current realities, including the growing strength of Hamas and the waning prospects of peace between Israel and the Palestinians, are propelling Amman to engage in tactical shifts in its foreign policy to protect its national interests. How this will affect the peace process and Palestinian president Mahmoud Abbas remains to be seen.
